There is no veto power. But, black or grey listing needs unanimity of all members (like in NSG). But Pakisatan was grey listed even though Turkey voted against it. I like the suicide bomber example. You can find head and the legs (like seeker and the tail of the missile) of the bomber in many cases and then the ISPR dumbo will conclude that that person is NOT the bomber as his body was found 'intact'

May be it is an electronic count and not a physical count (like today's cars report to their manufacturers their health). USA may not even tell Pakistan they did the count and they may not tell us if one of planes is missing.
