It means Air Defence Theater Command is in process. And 100 TEDBF means total 4 carriers. 1Vikramaditya +3 Vikrant class There has been ideas for IN ships [ dedicated ? ] to have significant air defence capability as well including ABM roles , maybe this ties in with the theater defence capability.
