You cannot accelerate developmental timeframes. Everything has to be tested and certified.

You can however accelerate delivery timeframes. But that comes AFTER development.

6 - 8 Tejas naval trainers would be a good addition to the fleet. Also valuable, long term usage data can be gathered for TEDBF. MiG-29K simulators also exist for training pilots as well, but nothing beats real world experience...especially when it comes to landing and taking off from aircraft carri...
