If Tejas MK-II becomes MCA then LCA Tejas MK-IA orders have to increase and both MK-I & MK-II should be built simultaneously and the 110 fighter import should be abandoned

CAATSA is not about using USD for trade with Russia it for controlling defense exports of Russia. US is not bothered about which currency you will be using to buy weapons from russia, they just dont want anyone to buy weapons from russia.
