There is a ton of direct democracy due to the initiative and referendum process. If anything, this has reduced the importance and power of elected representatives. Election turnout rates below 50% (sometimes near 40%) indicate people don't generally disagree with the direction government is going in.

Theoretically, a central bank does not need large reserves. Long as it has paper, ink and metal, it can always create more money.
