All the dates given are indeed tentative dates. They mention the expected launch date and it is not a firm date but mentions the month or quarter. They mention an actual date when the launch campaign starts.

^ ULV or the heavy launch vehicle is the goal in a series of modifications in the multistage nonrecoverable rocket path. I doubt they will totally ditch the PSLV as it is a very cost effective rocket till they get a reusable rocket system in place which is cheaper than the PSLV.

The 4th stage itself will be used to deliver the satellites in different orbits so satellite fuel usage will be less also with this the orbits will be significantly different. Have you factored in the coasting phase when you calculated the 40 second lugging . Also another thing regarding costing when we say we can launch this or that with a more efficent rocket can you work out the cost per Kg payload for GSLV Mk3 to say an Ariane launcher delivering 4 Tons to GTO. The cost with this so called inefficent design is however 2/3 rd less than that of Ariane....

Again for SRB's while they do not provide a higher specific impulse they have one great advantage and that is they ahve a high energy density so a hugher thrust and this helpsactually to keep the net size/weight/complexity paradoxically down in the dense atmospheric phase as the large fuel tanks etc...
