Why does a relatively small country like pak need refuellers?? Esp when it is the first to proclaim that it is a "defensive" air force( meaning they wont be going far from their bases??)....... They have a limited pool of F-16s which they plan to use to defend their Erieye against our MKI...

Theoretically PLAAF could deploy the Q5, IL – 28 and J 8 aircraft but having low loiter time and insignificant throw weight, it is only Su-27/30 which will remain effective in TAR. Employment of Tu-16,if at all, would primarily have a psychological impact.
