WB started from almost no maoist presence (esp in terms of incidents, even if not so in terms of overt/covert supporters) to a huge presence in the last 4-5 years. JHK, CTG, etc. start from a high base of incidents even during the Bihar/MP days. Some of it can be seen under different categories.
