When Chamba Became a Part of Jammu and Kashmir

Chamba today is a quaint little district of Himachal Pradesh known more for its Hill Station of Dalhousie than anything else.

However the Kingdom of Chamba in its time was a powerful Kingdom which held sway in large part of one of the most unvisited and unexplored parts of the Western Himalayas including Lahaul, Bahderwah, Padder and Zanskar. All these regions are still largely unexplored and the Chambyalis were the Masters of all these regions at a point in history.

For Lahaul they were always in a power struggle with the Kulu State and they even met at Battle right on the Rohtang Pass as well. Rohtang kinda was the point where Kullu met Lahoul and kinda touched Chamba as well. Both Chamba and Kulu were in a constant state of rivalry over Lahaul. Though it was mostly the Kulu state which held onto Lahaul after the disintegration of the Ladakhi Kingdom.

The King Chattar Singh of Chamba attacked Padder in the middle of the 18th century and established Chamba Rule over the Padder region in Kishtwar. After being victorious Chattar Singh established a Fort there known as Chattar Garh. Padder continued to be under the control of Chamba till 1836.

In the early 1800's Ratnu Thakur, the top official of the Chamba King, undertook an expedition to Zanskar and made it a tributary of Chamba as well. The King of Zanskar agreed to pay an annual tribute to Kingdom of Chamba.

It was around this time that my favorite historical character, the Sher e Punjab was on the rise and all the Hill Rajas including the Rajas of Chamba had no option but to accept the Sikh Emperor as their overlord. The Emperor deposed most of the Hill Rajas but he had a soft corner for Chamba as the main Wazir, Wazir Nathu, had played a positive role in the negotiations with Raja Sansar Chand of Kangra in 1809 and had as per some reports saved the life of the Emperor himself by providing him a horse in the 1817 Campaign in Kashmir.

Around the same time happened the invasion of Ladakh by the indomitable General Zorarwar Singh. While on his back from the first campaign in Ladakh on reaching Kishtwar, the General heard of an uprising in Ladakh. He rushed back to Ladakh, but this time taking the shortest route through Paddar via Umasi La Pass into Zanskar and onto Leh to put down the uprising.

A detachment of his Army under Wazir Lakhpat Rai and Col. Mehta Basti Ram was sent to subdue the Zanskaris which they did and stationed some Dogra soldiers there as well. And thence they returned to Jammu via Paddar but stationed a few Dogra troops in Paddar as well.

As General Zorarwar Singh was tending the affairs in Ladakh and Baltistan the Zanskaris rose up in revolt and put the Dogra garisson to the sword. The news of this reached Paddar and the overzelaous Ratnu Thakur decided to use this oppurtunity to attack the Dogra soldiers stationed in Paddar. Some were killed and others were taken as prisoners to Chamba.

The General got the news in Ladakh and was visibly incensed at this attack on his soldiers in what he considered friendly territory. Well those of you are aware of the kind of man General Zorawar Singh Kahluria was know what was coming next.

The General with a detachment of his Army invaded Paddar vis the Bhot Nullah from Zanskar. The whole Fort and town of Chattar Garh was destroyed and it was renamed Gulabgarh in the name of Raja Gulab Singh. Meanwhile on hearing the news of Zorawar's approach Ratnu Thakur fled to Chamba. After claiming Padder Zorarwar Singh decided to make a push for Chamba
itself.

The Chamba Rajas knew that facing the battle hardened Dogras of the General would be quite a task made a representation to Raja Gulab Singh denying any involvement in the unfortunate incidents that took place in Padder and put the blame squarely on Ratnu Thakur. Consequently Ratnu Thakur was despatched to Jammu by the Chamba Rajas where he was imprisoned by Raja Gulab Singh. But this was not the last of Ratnu Thakur. After a few years news came to Raja Gulab Singh that Ratnu Thakur in the prison had shaved his head and his beard. Raja Gulab Singh sent for Ratnu Thakur and asked him why he did so ? My King has died and I as a loyal subject owe him this, Ratnu answered. The King of Chamba, Chattar Singh had passed away a few days back. Raja Gulab Singh was impressed with his sense of loyalty and decided to free him and even bestowed upon him a Jagir in Kishtwar.

However by 1841 the Sher-e-Punjab, indomitable General and the Wazir had passed away and the Sikh kingdom was in dissaray. The Chamba Rajas were now without a protector and the field was now open. However the Sikh Armies finally met the British Army in 1845 and in the consequence of their defeat Chamba was now ceded to the British. In the meantime Raja Gulab Singh had already taken Badarwah in the meanwhile and installed Raja Prakram Singh (who incidentaly was the son of Raja Zorwar Singh who was the nominal Raja of Badarwah being made so by his brother Raja Chattar Singh, the Ruler of Chamba). However Chamba still mantained its claim over Badarwah.

In the after math the British signed a treaty with the Raja of Gulab Singh under which all the territory to the North of the Ravi to the the Indus and beyond was given to Raja Gulab in lieu of Rupees Seventy Five Lakhs he paid as war indemnity on part of the defeated Sikh armies.

Thus even most of Chamba, which lay beyond the Ravi became a part of the new state of Jammu and Kashmir with Gulab Singh as its Maharaja. But then the Wazir Bhaga, another able Wazir from the family of Wazir Nathu, intervened and asked the British to take them under their wings instead of becoming a part of Jammu and Kashmir. Chamba Kingdom had to give up its claim on Badarwah and all other territories beyond it which became a part of Jammu and Kashmir. And the Chamba Kingdom promised to pay a tribute of Rs.12,000 per annum to the British plus Dalhousie was leased out to the British in perpetuaty as a Hill Station where the troops could get some R&R.

Subsequently in 1947 Chamba State became a part of Punjab Hill States and later an important part of Himachal Pradesh.

Shital Nath Temple located in the Habba Kadal area of Srinagar reopened on Tuesday (16 February) which closed its doors for devotees 31 years ago due to terrorism and persecution of Hindus, reports Hindustan Times.

The temple was reopened on the Hindu festival of Basant Panchami and a special pooja was performed at the temple.

“We used to do this pooja every year. Baba Sheetal Nath Bhairao's birth anniversary falls on Basant Pachami that is why we celebrate this day with fervour," said Santosh Razadan, a devotee who came to offer prayers at the temple.

The desecration of temples as well as Hindu persecution in the Kashmir state have historical roots in Islamic invasion of the region. Several ancient temples including Martand Sun temple, Sharda Peeth were destroyed and idols desecrated by Islamic invaders, while the residents were forcibly converted.

Months after starting construction, contractor for Zojila in Jammu and Kashmir seeks alternate alignment for tunnel.

Barely months after starting the construction of Zojila tunnel in Jammu and Kashmir, the contractor has sought alternate alignment for the tunnel. It has cited difficulties in the construction on the approved alignment of the tunnel and that the new alignment will reduce the tunnel length by 1.2 km.

Sources said three months back, Megha Engineering and Infrastructure Ltd had sent a letter to the project manager of National Highway and Infrastructure Development Corporation Ltd (NHIDCL) seeking the change in alignment. It said the location of the west portal (mouth of the tunnel) near Baltal area lies in avalanche zone and debris flow.

TOI has learnt that the construction major has mentioned that the burden in the initial length of the tunnel comprises boulders, cobbles, pebbles of different rock types like quartzite, limestone with clay and slip up to a depth of 100 metres. "This will make the tunnelling very difficult and time consuming. The portal layout also criss-crosses the river many times and is aligned under the river for long lengths which is likely to encounter severe problems of heavy seepages in the tunnel," the letter said.

The company has claimed the change in alignment will reduce the tunnel length by 1.2 km and will help avoid criss-crossing of the river and also reduce the length of approach road by nearly 800 metres.

Sources in the NHIDCL said giving in-principle approval for new alignment is not an issue, if it doesn’t increase the cost of the project. "Since the contractor has claimed that the tunnel will be shorter, ideally we should spend less," said an official.

The Hyderabad-based construction company had bagged the project quoting a price of Rs 4,509 crore in August last year. The 14.2 km-long tunnel which will ensure all year connectivity between Jammu and Kashmir and Ladakh, had been stalled for almost six years due to several reasons.

Major terror-funding hawala racket involving Nepal traders; UP, Bihar youth busted

Security agencies have come across a major terror-funding hawala racket which was pumping funds to the militants in Jammu and Kashmir using unique modus operandi by taking services of jewelers, shopping mall owners and other traders in Nepal and sending money with the help of youths living in the villages of Bihar and Uttar Pradesh, bordering Nepal.
Large amount of hawala money had already been pumped into Jammu and Kashmir especially to the militants, Over Ground Workers (OGWs) and their sympathizers by the network which was working at the instance of Pakistan’s Inter-Services Intelligence (ISI), Army and militant commanders of Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen outfits, reliable sources told the Excelsior.
They said the network came to light when Sashastra Seema Bal (SSB), which guards the Indian borders with Nepal in Bihar and Uttar Pradesh spotted mysterious activities of the local youths and detained them. They were quizzed and subsequently they revealed that they were part of hawala network and engaged in supplying funds to the militants in the Kashmir valley.
“A number of them had already made series of trips to Jammu and Kashmir to supply hawala money at designated spots,’’ sources said.
As per the modus operandi, Pakistan based ISI, army and militant commanders had been depositing huge cash in the bank accounts of certain Nepal based traders including jewelers, shopping mall owners etc. The Nepal businessmen through their couriers had been utilizing services of the youths putting up in the villages of Bihar and Uttar Pradesh, bordering Nepal, and supplying cash to them between Rs 2-5 lakh.
The youths, some of whom were influenced by the ideology of Islamic State had been further supplying hawala money to the persons identified by the Nepal based businessmen, in Jammu and Kashmir. The youths were getting part of the money as commission for the trips between Bihar or Uttar Pradesh to Jammu and Kashmir.

170 Rohingyas detained in Jammu, scores flee homes

Around 170 Rohingyas have been detained in Jammu for living without valid documents. Fearing detention, scores have left their homes while some also protested, demanding immediate release of their relatives or else detaining every member of the community.

The Rohingyas settlements in Jammu wore deserted look on Sunday, as they feared that police might detain them during the night.

The government on Saturday gathered scores of Rohingyas at a stadium in Jammu, where they underwent a Covid-19 test and biometric verification as well. Later, over 170 of them, including children and women, were detained in a holding enter in Hira Nagar sub-jail in Jammu.

A Sr police officer was caught with multiple illegally issued passports for such people in Hyd just a few days ago.

EAM Jaishankar has visited BD last week, to prepare the upcoming visit of PM Modi later this month. Along with BD refugees, Rohingya issue will also be discussed.

The truth behind accepting ceasefire is that ISI is now convinced that it has fully established the base headquarter of Kashmir-centric Theo-fascist outfits in parts of the valley, particularly the South Kashmir where locals have been fully brainwashed and trained in hidden camps in deep recesses of forests. They have established a secure and dependable line of communication besides deep-rooted moles in the local population. They are regularly briefed on the location, movement and manoeuvring of the security forces’ communication facility whom they take on conveniently and of their choosing. The terrorists have spread out over other parts of the valley like Baramulla, Sopor, Uri, Rafiabad, Hamal, Handwara, Kupwara and the Shamsbari slopes and habitats. The ever-increasing number of OGW shows that the insurgent movement has become widespread. Kashmir valley leaders have been insisting on India-Pakistan talks but never even once appealed to the militants to lay down their arms and join the massive effort of reconstruction of Kashmir.

Both Imran Khan and Gen Bajwa have asserted that the initiative for peace in the region and Indo-Pak meltdown should come from India. This one sentence exposes their claim to peace and tranquillity in the region. It is so strange that Pakistan, the country that launched a well-calculated attack on India in October 1947 wants India, the aggrieved country, to take the initiative. Again Pakistan, the country that launched Operation Topac in 1990, asks India to take the initiative. Surprisingly Pakistan, whose intelligence agencies have been instrumental in planning and implementing the so-called freedom movement in Kashmir and simultaneously subjecting the valley to massive ethnic cleansing should ask India to initiate peace talks.
Why does not General Bajwa tell the ringmasters of the world’s most dreaded terrorist organization stalwarts to disband their organizations, handover arms to security forces of Pakistan, dismantle their camps and return to their homes to run normal life and let the people of Pakistan, nay the entire sub-continent, live a life of peace and comfort? How can there be peace in the sub-continent as long as these cobras and scorpions lay hidden in the grass? Terror and peace talks don’t go together.


Turkey is engaged in encouraging terrorist acts
India has been trapped in signing a ceasefire. It is now learnt from reliable sources that Turkey and her secret agencies have taken over from ISI the mission of Islamization and radicalization of Kashmir valley. Indian intelligence agencies should issue a statement that exposes the full activities of Turkey in creating an anti-India atmosphere in Kashmir through a subtle mechanism in which the Turkish embassy in New Delhi is directly involved. The sooner these anti-India designs are exposed the better.

Seven of them belonged to AGUH including the group’s chief, 3 to Al-Badr and 2 to LeT”, Dilbagh Singh told reporters.
He said 2 of the slain LeT militants had carried out the killing of a territorial army soldier on April 9 at Bijbehara in Anantnag district.
“Both of them were hardcore militants. With the elimination of 7 AGUH militants, the outfit has been completely wiped out”, the DGP said adding that all the 12 militants were killed during the last 72 hours. Two terrorists were killed in a gunfight that ensued between the terrorists and the security forces at Bijbehara in South Kashmir`s Anantnag district on Sunday. It is to be noted that the aforementioned terrorists had shot dead a soldier of the Territorial Army (TA) at his residence at Bijbehara in South Kashmir`s Anantnag district.

12 of the 29 people massacred in Prankote, Reasi on the night of 17 April, 1998 were children. Some were merely 3 to 4 years old. They must have been hungry and tired of playing their favourite games all day, and waiting for their mothers to serve them supper. Their guts and heads were severed with axes. Because they were born to Hindu parents. An old man had a sharp rod pierced across his ears before being hacked to death. He had led the life of a Kafir and needed to die an exemplary death, one that could instill enough terror in his community. A house was set on fire to burn all its residents alive. When someone tried to flee, he was caught and thrown back into the burning house. A young girl, set ablaze, kept running for a few kilometers before she died in a nullah.
There were not many of her faith in the village who could have saved her. Those who survived the night were the ones away from home at that time, or the ones who were young enough to be able to hide in the cowsheds and old enough to have a desire to live. Today they are the living ghosts of Prankote recounting the horrors of that night to whoever cares to stop by and listen.Their eyes have run dry but one can still see the smoldering embers in them. When you ask them about their lost ones, the names and relations are blurted out accurately while the minds seem to get busy sifting through the screams and flames of that night.

^^^ What was stopping the government from issuing gun licesnes to Hindu pandits in Kashmir? Even the knowledge that Hindus have pistols / carbines at home would have been enough to keep Jihadi Yahoos at bay.

There are several problems with issuing just guns for pandits in Kashmir.

1. the Hindu/Kaffir population was/is not willing to fight it out. they seem to rely on the govt to help tackle the situation - providing security cover or deter extremists. the extremists can simply lie low and then strike at a time of their choosing once the cover is withdrawn after a while.
2. the local govt of the day is not willing to stand with the pandits. this makes it difficult for even army or Centre to co-ordinate a response as local inputs support are required.
3. giving a gun can also lead to targeted killings when they go to place of work or to market place. All this circle back to points 1 and 2.
4. Giving guns to just a few members of the household might not solve the problems when a ak wielding extremist comes over. you would need a few people of the village community to keep a watch 24/7 taking turns with no external life of their own. as in jobs or earnings.

The overground network has to be dismantled and a few exaples need to be made like the recent dismissal of the police officer for sympathizing with the terrorists. It will deter a few, scare some more and help when the rest are eliminated. As extremist numbers come down the local residents should be added to the numbers game to drive the remaining sympatizers out. All of this will require a constant focus and continuing operations till the objective is achieved.

village defence committees ( VDC) were formed in remote areas during the mid 1990's . amongst other areas, They were in the Reasi, Kishtwar, Doda Districts. The areas were remote and had some ex servicemen. However i recall that some training was imparted by the local Army units. if memory serves me right, the weapons provided were 0.303 rifles.
The VDC performed well in protecting minority Hindu folks in remote and inaccessible areas.
the Govt of J&K then was however not if favour of arming the VDC.

Is Peace really possible with Pakistan after the Abrogation of Article 370?

Who were Conflict Beneficiaries behind the mask of Article 370?

Article 370 of the Constitution of India was a ‘temporary provision’ inserted on 17 October 1949 which gave special powers to the erstwhile state of Jammu and Kashmir, lawfully authorising it to have its own constitution and it got abrogated on 5 August 2019 exactly after 69 years 9 months. Now the question is why it was necessary to abrogate 370 after around 70 years of Independence of India. After the Independence of India and Pakistan, Pakistan was hungry to occupy the land of Jammu and Kashmir so; Pakistani invaders gave it try on 22 October 1947 just after 3 months of Independence. People of Jammu and Kashmir made a request to Maharaja Hari Singh to seek help from India, Maharaja Hari Singh on the behalf of people requested the Government of India through his inter-mediator to send their army to save the people of Jammu and Kashmir from the Invaders from Pakistan. On the condition of Accession Maharaja Signed the Instrumental of accession with the India which was very needful for the people of Jammu and Kashmir to save their lives.


When we talk about the saviours of Kashmir we should not forget the 19 year-old unsung hero Mohammad Maqbool Sherwani, who single-handedly thwarted the advance of thousands of raiders and gave valuable time to the Indian Army to land in Srinagar. The legend was born in North Kashmir’s Baramulla District. He went around on his bicycle telling the raiders who had stormed Baramulla on October 22, not to advance towards Srinagar as the Indian Army had reached the outskirts of Baramulla. The raiders later came to know of Sherwani’s game plan — that the Indian Army was nowhere near Baramulla. They shot him dead and crucified him. His body was brought down after the Army reached Baramulla several days later. Sherwani’s bravado gave the Army precious time to prepare for the historic Battle of Shalateng. Acknowledging Sherwani’s contribution, the Army has set up a community hall in his memory in Baramulla’s main town popularly known as “Sherwani hall.” For the First time after the Accession of India with Jammu and Kashmir (nearly after 42 years) insurgency started in the Kashmir valley in 1989. Pakistan was planning and making a new strategy to take over Kashmir again; to frame, it took them 42 Years.


Now in 1989, Pakistan introduced gun culture in Kashmir later on, In 1990 Pakistan make it easy for Kashmiris to take training from Pakistan, they set up hundreds of training camps for Kashmiri youth to train them to fight against their own country. Pakistan army infiltrators (their) Pakistani citizens into Kashmir for kicking up violence and subversion. Their whole objective to recruit Kashmiris was to show disobedience against India. In this game plan Article 370 was playing a good role in glorifying Terrorism, Gun Culture and Violence. Article 370 was given by India but perks and privileges were enjoying by Pakistan and their game players. These game players were holding big chairs in the valley.

Was Article 370 really a barrier for many good things as claimed by Ruling Party?

The scenic beauty of Jammu Kashmir is known globally but it has never been famous for building INFRASTRUCTURE development. There has been very little progress in terms of job opportunities, industrial growth and educational institutions (professional) ever since independence. If I mention broadly Private investment in developmental works was severely constrained, No large industries developed in the state. The tourism industry has immense potential, but the special provisions and consequent restrictions prevented its investment, No major national and global players in the region in the tourism industry. Higher education in all across the country has received a boom but not in Jammu Kashmir. No private university exists. Thanks to the regional parties who had ruled Kashmir for a long. They never take interest in building Jammu and Kashmir INFRASTRUCTURE instead people were engulfed in irrelevant matters. They used the Application of 370 and 35A that placed restrictions on overall development.

In Kashmir both mainstream political parties and separatist groups called Hurriyat kept people busy in selling their nefarious designs / dreams. These political parties sold dreams to the common Kashmiri people, Mainstream parties including National conference of FAROOQ ABDULLAH and Peoples Democratic Party of MEHBOOBA MUFTI promised Autonomy and Self – rule for Jammu and kashmir and separatist groups promised Freedom. This lead to violence in Jammu and Kashmir, because these political leaders only discussed these irrelevant matters. The fact is that it was the poverty of politics in Jammu and Kashmir that set J&K alight.

The article 370 and 35A were like a blot in the paradise Jammu and Kashmir. After abrogation of 370 Jammu Kashmir showed the transformation from being a separate state to ‘Super State’. Scrapping of these articles paved way for developmental works in Jammu and Kashmir. The step taken by the Central government was supported because it will help end violence and militancy in the UT and enable people to access government schemes such as RESERVATION, RIGHT TO EDUCATION and RIGHT TO INFORMATION among other schemes.

The constitutional expert known for his constitutional opinion Subhash C. Kashyap, according to BBC News, stated that the revocation was “constitutionally sound” and that “no legal and constitutional fault can be found in it”. The scrapping of Article 370 was passed by a vast majority of support in the parliament. The support not only came from BJP but also has attracted not only the support many other Indian political parties that typically oppose the BJP.

DEVELOPMENTS IN JAMMU AND KASHMIR POST 370 ABROGATIONS:

1.DIP IN KASHMIRI YOUTH JOINING MILITANCY: According to the Home Ministry handout, there has been a constant dip in local youth joining militant ranks and it has come down by almost 40%. Kashmiri youth are taking part in local elections. in District development councils elections which are going on in Jammu and Kashmir, the percentage of young youth contesting elections is much higher and it is for the first time seen that youth are whole heartedly participating in local elections post 370 abrogation . Hence, a positive development is on cards.


MILITANTS INITIATED INCIDENTS: Militant initiated incidents has decreased by 28%, net infiltration incidents has reduced by 43% and neutralization of militants has gone up to 22 % . According to Ministry of home affairs


TRANSFORMATION THROUGH DEMOCRACY

BACK TO VILLAGE PROGRAMME: Back to village programme is a first of its kind, the Government of UT of Jammu and Kashmir has embarked on an ambitious and extensive programme of reaching out to the people across Jammu Kashmir, at the grassroots level be it Panchayat level , village level and or halqa to create in the rural masses an earnest desire for decent standard of their living. This initiative solved many problems and helped to ease problems at grass root level. The ‘Back to Village’ programme is aimed to solve the ground level issues of people and to involve the people of the UT and government officials in a joint effort to deliver the mission of equitable development. The programme is aimed at energising all Panchayats and directing development efforts in rural areas through community participation.
Insights on India has mentioned the following goals and key features of this successful programme, here is summarisation:

FOUR MAIN GOALS OF THIS AMBITIOUS PROGRAMME

1.Energising and Mobilising Panchayats.

2.Collecting feedback and directing officials on delivery of government schemes and programmes.

Highlighting specific economic potential.
4.Undertaking assessment and adopting measures of needs of villages.

Key features of the programme

Under BACK TO VILLAGE program, the entire administrative apparatus of the UT government is going to visit all the 4483 Panchayat halqas to get the grassroots level feedback from general public and also direct local officials for timely intervention. At each Panchayat halqa level, one gazetted officer has been deployed by the government as a nodal officer, who will interact with general public in general and especially with Panchayat members to get the general feedback.

The program is primarily aimed at directing development efforts in rural areas which are lagging behind, through community participation and to create an earnest desire among the rural masses for decent standard of living.

All central rules will be applicable to J&K and Ladakh UT:
Before abrogation of 370 it was not mandatory that each Central govt. law will be applicable to J&K also. J&K assembly was supreme. If JK assembly passes it then only Central law/rule will be valid in the J&K. there were 50+ laws that J&K was deprived of but now people of union territory J&K will get benefits of these central laws. One such benefit is for those Youths who are from International Border (IB) areas in J&K eligible for reservation in govt. jobs.

According to a report published in Economic times , J&K Re-organisation Act, 2019, had extended 113 central laws, including Muslim Women Protection of Rights Act, 1986, RTI Act, PC Act, Aadhaar Act, Enemy Property Act, Evidence Act, Special Marriage Act, Delimitation Act, Dissolution of Muslim Marriage Act, among others. The total number of laws which were repealed in J&K state is 165. They were exclusively framed for the state of Jammu and Kashmir. The principle among them is Ranbir Penal Code, 1989; first enacted in 1932 .These all laws will benefit common people in UT of Jammu Kashmir.

5.7th pay commission salary: Post 370 abrogation, More than three Lakh Jammu and Kashmir government employees are now getting benefits under the 7th Central Pay Commission.


AGRICULTURE AND HORTICULTURE: According to PIB (pib.gov.in ) of the Government of Jammu and Kashmir, the agriculture operations are going on smoothly in the valley. During FY 2019-20 (up to January 2020), 18.34 Lakh MTs of fresh fruit (apples) have been dispatched. In the horticulture sector, under the Market Intervention Schemes (MIS) launched by the Government of India in September 2019, for the first time, 15769.38 MTs of apples valued at Rs. 70.45 crore have been procured up to 28th January 2020, directly from the growers in Kashmir valley through the National Agriculture Marketing Federation of India (NAFED). This scheme has been extended up to 31st March 2020. The sericulture sector recorded the production of 813 MTs of silk cocoon in the year 2019. During the 1st three-quarters of FY 2019-20, handicrafts worth Rs. 688.26 crore were exported. Various tourism promotional campaigns have also been launched.
BOOSTING PRIVATE SECTOR: Jammu and Kashmir union territory is now at the doorstep of a brighter future for the people. With the abrogation of 370, the barrier to trade and industries has been removed. The economy will grow with more opportunities for distressed youth. Jammu Kashmir has the highest unemployment rate in the country. Abrogation paved the way for businesses to thrive and the people will gain on all fronts. The government has taken several measures to ensure that the local industry, be it handicrafts /Tourism or other small enterprises progresses at a fast speed.
SCHEMES AND LOANS: Post abrogation of 370, A total of 65 central schemes, including pension, insurance, income support and loans have been fully implemented with 100 percent coverage. Furthermore, all toll posts in Jammu and Kashmir has been abolished from 1 January 2020, further giving respite to the residents of the region.
9.EMPLOYMENT FOR YOUTH: For the first employment drive in Jammu Kashmir post 370, the Service selection board of Jammu Kashmir (JKSSRB) has come up with a notification for filling of 8000 posts in various departments that will be the first employment drive post 370 abrogations. 250 plus posts were also notified for filling Panchayat accounts assistant posts. Jammu Kashmir bank has also notified many posts for PO and banking associate, for which PO exam was held recently. Recruitment of youth is on cards in Jammu and Kashmir. Private industries will also increase in Jammu and Kashmir and this will help youth finding good jobs with handsome salary.

10.THINGS IN PIPELINE: Investment in tourism infrastructures such as hotels and other facilities are on cards. More earning opportunities for local entrepreneurs to increase. Rural tourism to be boosted. Large investment in the health and education sector is expected in few years.

When everything goes after the Abrogation of Article 370 even people of Jammu and Kashmir how Does Pakistan join Hands with India? Pakistan sold everything for Kashmir, They spent huge amount on Defence and Terrorism also spent lot of money to keep the conflict alive in the valley of Kashmir. Pakistan is a perennial concern for India and one of the biggest obstructions to peace and progress in the region. Indian Govt must keep all the doors and options for peace talks open but it should never lower its guard as Pakistan can anytime use its actors for attack. We have seen in the past too that peace proposals have never met with success to institutions in Pakistan. In Pakistan army is everything. Till date every serious peace proposals have been followed up by some terror attacks. Now Pakistan is gone more frustrated after the abrogation of 370 and I as a kashmiri never see Pakistan supporting the peace process. It is doubtful if the powerful and strongest force in Pakistan —- Pakistan military would really appreciate the two countries deciding to live in peace and bury the hatchet.

SRINAGAR, India (AP) — Police in Indian-controlled Kashmir said Saturday that 21 people were arrested for disturbing public order by expressing solidarity with Palestinians and holding protests against Israel’s military offensive in Gaza.
Police said in a statement they were keeping a “close watch on elements who are attempting to leverage the unfortunate situation in Palestine to disturb public peace and order” in Kashmir. The statement said police were “sensitive to public anguish” but wouldn't allow those sentiments to "trigger violence, lawlessness and disorder.”
The Muslim-majority Himalayan region of Kashmir is divided between India and Pakistan and claimed by both in its entirety. Kashmiris have long shown strong solidarity with Palestinians and have often staged anti-Israel protests when fighting broke out in Gaza.
Police inspector-general Vijay Kumar told reporters that 20 people were arrested in Srinagar, the region’s main city, and one from a village in southern Kashmir. A police officer, speaking anonymously in line with department policy, said the 21 were arrested for social media posts, taking part in anti-Israel protests and making graffiti in solidarity with Palestinians in Gaza and Jerusalem. Some of the arrested could be soon released after “counseling and assurances from their parents that they would desist from such acts in future,” the officer said.

Srinagar: A large number of paramilitary forces have arrived in Jammu and Kashmir. Most of them have been deployed in north Kashmir and parts of Jammu region. The massive troop build-up has led some local leaders to raise concerns as this is for the first time Jammu and Kashmir is seeing such a build-up since August 2019, when special status to the state was scrapped and it was divided into two Union Territories.
Officials, however, have said there is no truth in rumours of the troop movement as a prelude to some big development. The troops arriving in the Union Territory are those who went for election duty to West Bengal and other states, a senior police officer said.
“These troops are returning from states where elections were held recently. They are being re-inducted. It’s not new deployment,” Inspector General of Police Vijay Kumar said. Local leaders say such a massive troop movement is leading to worries about something big going to happen. Some political leaders who were detained after special status to the state was scrapped said they feared they could be detained again.

360 gone, State divided. What could be the next BIG thing now they are worried about.

My priority list is

1) Making sure the Kashmiri Hindus get some land parcels with security in Kashmir proper to resettle (no more going to use pandits, feel its singling out and in a way making it a cast issue).
2) Rounding up of the Rohingyas in a tight way- Don't want them to scatter away all across the country. There must be a way to arrest and keep both genders separately in different caters in different cities. There are some cases of arrested couples happily honeymooning and multiplying in the centers.
3) Opening some labor intensive industries and by that giving a chance to other peoples to move in.

Note: - PM is going to have public talk at 5 PM today. If something positive on JK side then i will consider my self graduated in BRF from just being a lurker. But is that a possibility with a pandemic engulfing all the corners...

I feel the talk would be more on COVID bandobust. Hope at least this time, this would not be an emotional drama. Perhaps, he may even say that central govt would now pay for vaccines and then issue it to states.

Another probability could be. We are thickening(securing) our presence in JK while the china border row is not completely closed. So we could be anticipating another hot rounds in the northern sector..

It could just be another COVID related talk but the panic(various tweets of sajad lone, omar etc) this troop movement is creating in the valley is spectacular.

It also means, they are still in control of various things and the fear is not to lose any more control. Its a reminder of unfinished things from our end.

We are having a history of not finishing properly, like not finishing the population transfer in 1947. Hope the moves made in 2019 is with aim , direction and expected result.

Pakistan on Monday expressed serious concern over reports of Indian government’s purported plans to trigger new “administrative and demographic changes” in Indian-occupied Kashmir.

Commenting on reports of possible "further division, bifurcation and demographic changes" in occupied Kashmir, Foreign Office spokesperson Zahid Hafeez Chaudhri said "no new instrument of occupation shall have any legal effect."

The statement comes after a meeting between occupied Kashmir's Lieutenant-Governor Manoj Sinha and Indian Home Minister Amit Shah and other officials in New Delhi today. Rumours are making rounds about possible new administrative and political changes in occupied Kashmir as reportedly discussed during the meeting, The Economic Times reported.

Reacting to such reports, the FO statement reiterated that India’s unilateral and illegal actions in occupied Kashmir violated international law and the relevant resolutions of the United Nations Security Council.

"India cannot change the disputed status of [occupied Kashmir], as enshrined in the UNSC resolutions, nor can it force Kashmiris and Pakistan to accept illegal outcomes," it stressed.

The statement added: “India-occupied Kashmir is an internationally recognised disputed territory and Pakistan will continue to resolutely oppose Indian attempts to change the demographic structure and final status of [IoK].”

Pakistan also asked India to halt and reverse its "unlawful and destabilising actions", ensure full compliance with the UNSC resolutions, and refrain from any further steps that might imperil regional peace and security in South Asia.

“We call upon the international community, including the United Nations, world parliaments, international human rights and humanitarian organisations and global media to take immediate cognisance of the situation. India must be stopped from any further illegal action in the occupied territory,” the FO statement said.

It also said Pakistan remained firm in its commitment to provide all possible support to the people of occupied Kashmir for realisation of their right to self-determination. “Pakistan also reaffirms its commitment to a peaceful solution of the Jammu and Kashmir dispute in accordance with the UN Security Council resolutions and the wishes of the Kashmiri people,” it added.

On August 5, 2019, India had revoked the special status of occupied Kashmir and stripped Kashmiris of the semi-autonomy they had for seven decades through a rushed presidential order.

By repealing Article 370 of the constitution, people from the rest of India were given the right to acquire property in occupied Kashmir and settle there permanently. Kashmiris as well as critics of India’s Hindu nationalist-led government had seen the move as an attempt to dilute the demographics of Muslim-majority Kashmir with Hindu settlers.

Ji, They are making sounds(statements) as they feel its an unfinished thing. For us, its a done and digested thing and should not be wasting
statements unless it involves a thing of terrorism from across the border.
Once we decided to make a move towards POK, you will see a flurry of statements coming. Until then, things are getting into a new normal and about which its better we don't make any sound.

According to me, we should not be making any sounds when we move to rounding up Rohingya's in Jammu and strictly keep it as picking up illegals and taking them to shelters(making sure the both genders never in the same shelter). If we start picking up and doing this in 4 of 5 places, they themselves will melt away from India.

^^ Not really. Because India is keeping quiet about POK and Pakis are making constant noise about J&K, the world has got the impression that the dispute is only about Indian part of Kashmir. Yet to hear protests from Indian Govt. about changing demography of POK by Paki Govt. by large-scale settling of Punjabis there or presence of Chinese in POK -- this directly affects our interests.

China complains constantly to us about what we are doing at the unsettled borders, Pakis constantly complain about what we are doing in J&K -- there is a reason why they do this. We cannot sit like a silent sage while others build the narrative.

At least we agree on one part with Paki - J&K is unfinished business and the dispute is regarding the NaPak illegally occupied J&K. And the point of discussion with the main question - how and when India is going to get that back?

As soon as the Lieutenant Governor of Jammu and Kashmir Manoj Sinha met Union Home Minister Amit Shah recently and movement of paramilitary troops came into focus, it triggered speculations among the people of the UT.
The meeting of Manoj Sinha with Amit Shah was apparently to discuss the security situation and prospects of Amarnath Yatra amid Covid. However rumour mills swung into action claiming that the central government was planning to further bifurcate the UT with Jammu as a state and Kashmir region as UT. However all these rumours were baseless.
Seeing it a right opportunity, Jammu based political and social organizations have also come forward to demanding a separate state for the region with 10 districts.

SRINAGAR: With J&K Lieutenant Governor Manoj Sinha meeting Union Home Minister Amit Shah, and more paramilitary troops being rushed to Kashmir, speculation has been rife that the Centre is about to make some major decisions on Jammu and Kashmir.
This has prompted Jammu-based parties to come forward demanding that Jammu be made a separate state.
Sinha met Shah and Home Secretary A K Bhalla in New Delhi for a security review meeting. Soon after the meeting, rumours have surfaced that the Centre is planning to give statehood to Jammu and may bifurcate Kashmir into two Union Territories.
Chairman of Ikkjut Jammu, advocate Akur Sharma told this newspaper that the Centre should give statehood to Jammu, alleging that the region has been discriminated against by the Valley-based leadership of J&K.
He said Kashmir should be further bifurcated into two UTs with one specially carved out for the Kashmiri Pandits, who migrated en-masse from the Valley after eruption of militancy in 1990.

Separating Jammu in to a separate state is stupidity. It will be a dream come true for the lot in the valley, if this happens. Kashmir should become a district of Jammu, with power centralized in Jammu.

Move that capital permanently in to Jammu. Financial power to Jammu.

I think people are just speculating. There seems no such plan.....

Exactly, no more the moving the darbar stuff. And make Jammu the capital and rename the J&K to Kailash Pradesh.

Separating J&K into Jammu state and Kashmir UT will be good from many angles. The insurgency problem is restricted to the Kashmir valley. The security establishment can now focus on Kashmir and let Jammu, Ladakh become normal states/UT. In any case Jammu and Kashmir are as different as Bihar and Bengal. No point in keeping them together as it does not serve any purpose.
