Six martyred in attack after president’s motorcade leaves Sibi
QUETTA: A suicide bomber struck along the route of President Arif Alvi’s motorcade in Sibi, claiming the lives of six security personnel and leaving 22 others, including 19 law enforcers, wounded on Tuesday.

This is a second major suicide attack in the country within a week, as the deadly assault inside a Peshawar mosque on Friday had claimed 62 lives and injured 189 others.

The suicide bomber blew himself up near a government rest house on Jail Road after the motorcade of President Alvi and other VIPs had passed through the area on their return from the concluding ceremony of the annual Sibi festival held at Sibi Stadium, officials said.

“It was a suicide attack. A man wearing an explosive-laden jacket detonated it close to the personnel who were winding up security arrangements after the departure of all VVIPs,” said DIG Masroor Alam Kolachi of Sibi Range police while talking to Dawn.

An insurgency restructured
ACTS of terrorism by Baloch insurgent groups have increased. A new wave of high-impact terrorist attacks in Balochistan started on Jan 26 with the Balochistan Liberation Front (BLF) assault on an FC checkpost in the Dasht area of Kech district. Ten soldiers were martyred.

Since January this year, different Baloch groups have carried out at least 17 attacks, including 10 against security forces. The attacks took 51 lives and injured 97 people. That has put security forces in the province on high alert, prompting them to increase surveillance.

The banned Balochistan Liberation Army and its lethal guerrilla cell, Majeed Brigade, have carried out eight attacks this year. They have included some major fidayeen-style attacks in Balochistan’s Nushki, Panjgur and Sibi districts. Multiple Baloch insurgent groups are active in the province, including the BLA, the Baloch Republican Army (BRA), the Baloch Republican Guard, the United Baloch Army (UBA), BLF and the Baloch Raji Aajoi Saangar (BRAS) that is an umbrella grouping of Baloch insurgent organisations. While most of the attacks by these groups have taken place inside the province, the new Baloch insurgent group Baloch Nationalist Army (BNA) carried out a terrorist blast in Lahore.

In February, the Majeed Brigade carried out two major gun-and-bomb suicide attacks on FC camps in Panjgur and Nushki districts. Several hundred soldiers are usually stationed at these camps. Militants not only infiltrated the latter but also kept the security forces engaged for three days. In March so far, three terrorist attacks have struck Sibi. First, a suicide bomber detonated himself near security officials and people returning from a festival, martyring six FC officials. The militant Islamic State’s Khorasan chapter (IS-K) claimed the attack. A week later, BLA militants targeted an FC convoy on its way to Sibi with a roadside IED in the Sangam area of the district. Four FC personnel lost their lives. The banned TTP also claimed an attack that took the lives of two policemen in Quetta in late February. These attacks suggest that increasing insecurity in Balochistan is encouraging violent sectarian groups to intensify their onslaught too.

Many analysts connect the apparent surge in terrorist attacks to the Taliban takeover in Afghanistan, but it is difficult to establish a clear link. However, the leadership of many insurgent groups is still hiding in Afghanistan, where the Afghan Taliban are reluctant to decide their fate. There have been doubts about the Baloch insurgents developing operational linkages with the banned TTP as the insurgents subscribe to secular nationalist ideologies. Though Baloch insurgents in Afghanistan are worried about their future and a few have fled to Iran or come back to Balochistan after receiving death threats from unknown quarters, the Afghan Taliban regime will also consider its own Baloch population while taking a decision on the insurgents. No doubt this is frustrating for Pakistan, which thought that the Taliban takeover would help fix the Baloch insurgency.

The overall regional environment may have encouraged the Baloch militants, but those coming back from Afghanistan have also contributed to restructuring the insurgent groups. Importantly, the groups operating in Balochistan have also been making efforts to develop operational alliances. For instance, in January, the UBA and a faction of the BRA joined hands to form the BNA. The spokesperson of the newly established group, Mureed Baloch, has said that the purpose of their unification is to strengthen the Baloch resistance movement. The BNA has also reportedly joined BRAS.

The BNA has already claimed three terrorist attacks, including one in Lahore and another in Panjgur. The main BRA group, which is reportedly led by Brahamdagh Bugti, has condemned the Lahore attack, suggesting it wants to distance itself from the BNA. Indeed, a faction of the BRA led by Gulzar Imam is part of the BNA; he had formed his faction in 2018 after being expelled from the parent BRA. He hails from the southern Panjgur district and his faction has more influence in the Makran region where the BLF is also very strong. The other group in the newly formed BNA is the UBA, a breakaway faction of the BLA led by Mureed Baloch.

The emergence of different factions and alliances reflects a major shift in the insurgency. First, traditionally the Baloch nationalist struggle, both political and militant, was led by the tribal elite or elders, but the BLF, BRAS and now the BNA are largely led by middle-class educated Baloch youth. Second, this phenomenon could also be a reflection of growing dissatisfaction among the insurgent leaders on the ground regarding the Baloch leaders living abroad in self-exile.

The new ranks of Baloch insurgents are educated and politically radical, and are transforming the insurgency into guerrilla warfare. Contrary to their previous leadership, which was not averse to reconciling with the government whenever it sought to secure tribal and family interests, the new leadership has few compulsions on this score, as most of them come from humble backgrounds. This makes the counter-insurgency challenge a complex one.

The surge in terrorist attacks can be interpreted in many ways. First, the Baloch insurgents view these attacks as a mark of success that has brought them into the international spotlight. This has also boosted their confidence in unleashing high-impact attacks on security forces.

Second, according to some local accounts, the attacks could help Baloch insurgent groups inspire and recruit more youth.

Third, although nationalist political parties see in these attacks an opportunity to become more relevant as stakeholders in the peaceful resolution of the Baloch conflict, they are also threatened as the Baloch insurgents could increase their attacks against moderate Baloch segments.

As far as counter-insurgency is concerned, state institutions are reviewing their strategies. But one factor needs to be considered: countering the nationalist insurgency through the use of religion and religiously motivated groups will once again prove counterproductive. It will not only aggravate anger among Baloch youth, it will also create a conducive environment for militant operations by the TTP, the IS-K and sectarian groups. The Afghan Taliban are a major source of inspiration for all these groups. What Balochistan needs is a long-term political strategy, as well as a gradual reduction in muscular demonstrations.

Two soldiers martyred, officer injured in Balochistan IBO
Two soldiers were martyred and an officer injured during an intelligence-based operation (IBO) by the security forces in Singi, near Mashkai in Balochistan, according to a press release issued by the Inter-Services Public Relations (ISPR) on Friday.

The military's media wing informed that the security forces conducted an operation in the area between the night of April 7 and 8 on information of the terrorists' presence. “During the operation, two valiant sons of soil, Naik Tajwali and Sepoy Osama embraced Shahadat while one officer got injured.”

The ISPR added that once the troops started establishing blocking positions in the area, terrorists tried to escape from their hideout and opened fire at security forces.

Balochistan Liberation Army claims Karachi attack and '1st woman suicide bomber'
The Balochistan Liberation Army (BLA), a militant group which operates mainly in Balochistan province, claimed responsibility for the explosion which ripped through a van inside the Karachi University in southern Pakistan on Tuesday. The BLA said the attack was carried out by a woman suicide bomber.
The BLA has targeted Chinese nationals in attacks in the past. Balochistan has long been the scene of a low-level insurgency by armed Baloch groups demanding more autonomy and a greater share in the region’s natural resources if not outright independence from Islamabad.

This is the first major attack on Chinese nationals in Pakistan since the bombing of a bus at Dasu in the northwest in July 2021 that killed nine Chinese nationals. However, that attack wasn't claimed by the Baloch militants. The Pakistani Taliban — also known as the Tehreek-e-Taliban Pakistan — had claimed responsibility for the attack. Four Pakistanis had also died in that attack.
The Chinese fatalities included the director of the Chinese-built Confucius Institute, which offers Chinese language graduate classes, and two teachers.

Thousands of Chinese workers are living and working in Pakistan, with most of them involved in Beijing's multi-billion dollar project known as “One Belt One Road Project" which is to connect the south and central Asia with the Chinese capital.

A key road linking Pakistan's southern port of Gwadar, in southwestern Baluchistan province, with China's northwest Xinjiang province, is part of what is known as the China-Pakistan Economic Corridor. The project includes a number of infrastructure projects and several power projects.

She was a part of the BLA's Majeed brigade, many of her social media profiles are still active and currently lit by both Balochi freedom fighters and paki munafiquns. Reading some of her posts online she appears to be a well educated, intellectually sound young woman who was pushed to the edge by paki terror regime.

It is doubtful the minibus driver paid any attention to the inconspicuous woman standing by the roadside as he swung his vehicle into the entrance of Karachi’s Chinese cultural centre on Tuesday. He may not have even seen the next moment, captured on CCTV, when the veiled woman, dressed in traditional clothes and facing away from the oncoming vehicle, took a tiny step sideways and detonated the explosive-laden bag she was clutching.
The video shows the suicide bomber, identified as Shari Baloch, a 31-year-old mother of two, instantly disappearing in a ball of flame that ripped through the minibus. Four passengers were killed, including three Chinese citizens who were on the way to teaching Chinese at the University of Karachi’s Confucius Institute. The attack was swiftly claimed by the Baloch Liberation Army (BLA), a banned group fighting for the independence of Pakistan’s troubled Balochistan province. It often targets Chinese personnel.
In an email to Al Jazeera, the group said: “The mission was carried out by the first female fidayeen (martyr) of the Brigade.”
“Targeting director and officials of Confucius institute, the symbol of Chinese economic, cultural and political expansionism, was to give a clear message to China that its direct or indirect presence in Balochistan will not be tolerated,” the email added. In its statement, the BLA warned China to immediately halt what it called its “exploitation projects” in Pakistan. Otherwise, the group warned, hundreds of its “highly-trained male and female members” are ready to carry out “harsher” attacks in future.
BLA’s first female suicide bomber
The Majeed Brigade, the BLA wing charged with organising suicide attacks, said it was their first-ever operation carried out by a woman.
The arrival of a female suicide bomber has alarmed Pakistan’s security analysts, who say the attack demonstrates the “remorseless radicalisation” of the separatists waging a bloody rebellion for more than 20 years. Until recently, the Baloch separatists denounced suicide bombing, especially by women. They see themselves as secular nationalists and have little in common with Muslim armed groups, such as the Pakistani Taliban, who have long made extensive use of suicide bombing. Mohammad Amir Rana, an Islamabad-based security analyst, said the Baloch rebellion increasingly resembled Peru’s Shining Path – a leftist armed group known for using brutal methods of attacks.

It's a change in tactic and not a strategy.
Baluch has been attacking Chinese assets but not soft targets like scholars as was done in this suicide bombing.

BALOCHISTAN is changing rapidly. Conventional provincial allies of power elites in Islamabad and Rawalpindi are losing their utility. They include sardars, nawabs and elders of ‘peace committees’ who keep an eye on dissidents, acting against them when needed. Local accounts say that realisation of the grave situation in the province is increasing among the power elites. Some say the security establishment is reviewing its outlook on Balochistan but aren’t certain if that will shape a new approach.

Increasing literacy, access to information through social media, greater exposure of Baloch students studying in Punjab, Islamabad and Sindh, active nationalist politics and the CPEC discourse are some recent factors that have deepened awareness of Baloch socioeconomic and political grievances. However, Maulana Hidayat-ur-Rehman’s rights movement for Gwadar (Gwadar ko haq do) and the banned Balochistan Liberation Army’s attacks on security forces in Nushki, Panjgur and Kech districts have made the local population more vocal. Recent interactions with Balochistan’s residents, mainly in Makran, revealed they have lost trust in the ruling political parties, the opposition and the media. This may be one reason why the security leadership is broadening its interactions in Balochistan. Apart from regular interaction between the FC chief and the local people, the army chief too recently met residents in Turbat and Panjgur who reportedly expressed their grievances and anger openly.



CPEC
has securitised the region and caused damage. First, it has aggravated the residents’ anger. Second, the lack of interaction between Chinese workers and the local population have not only triggered conspiracy theories about CPEC but have also made the Chinese a target of insurgents. ‘Respect’ was a major demand made by the maulana during the protests along with calls for stopping illegal trawlers which render local fishermen jobless, and reopening informal trade with Iran.


Many in southern Balochistan say that the attitude of security forces at checkpoints has improved and the number of posts has been reduced after the December agreement between the Balochistan chief minister and Maulana Hidayat-ur-Rehman. Zamyad, the blue Iranian vehicles, have returned to the highways after the gradual reopening of border trade with Iran. These vehicles are known for smuggling in Iranian diesel and edibles. A common perception is that allowing Zamyad on highways will help engage the youth, addressing unemployment issues and shielding the youngsters from insurgent influences. Though the number of these vehicles is far less now compared to the year preceding the construction of the border fence and the ban on informal trade with Iran, many in Balochistan hope that trade will pick up again as it is practically the only source of income for residents of the border areas.

The demand of the people is genuine political participation.

The government has also opened two formal border crossing points in Kech district and plans to do so in other districts as well. The provincial government has abolished the condition of possession of a token for the local people to cross into Iran and bring back oil. The local administration is now authorised to register a driver and his helper based on their national identity cards, and should facilitate the registration process.

Meanwhile, administrations in the Makran region, especially in Gwadar, have been tasked with expediting the development projects committed under CPEC and the prime minister’s southern Balochistan package. These projects include changing water supply pipelines, coal power to address Gwadar’s energy needs, and technical education institutions across the region as well as an industrial estate in Turbat. However, the citizens doubt these projects will be completed soon given the government’s past record. The biggest worry is that a mafia of contractors consisting of influential people in the government, bureaucracy and establishment want the contracts to execute these projects. If they get these, it could inflict huge damage on national treasure and CPEC’s reputation and will increase the trust deficit between the state and Balochistan’s citizens.

For power elites, development is a major strategy for addressing local grievances, but this model has not produced results because of corruption and lack of parliamentary and citizenry oversight. The demand of the people is genuine political participation.

A free and fair election was the key demand of the local people in their interactions with the media, traders, professionals, academics and political activists in Makran. Many believe fair elections can provide a passage for genuine nationalist parties and leaders to come to power and they have a relatively better record of delivering. The political landscape is complex in Balochistan, and at this time, the maulana factor needs to be discussed.

Many analysts, national leaders and even the ruling parties suspect he has been allowed to ‘exploit’ the grievances of the people of Gwadar because of his religious credentials. That could be a factor, but his real contribution lies in having a strategy which religious parties employ to ensure their demands are fulfilled, be it the TLP, the Jamaat-i-Islami or Shia parties. His association with JI would have encouraged him to strategise a long-term protest movement, which nationalist parties are not capable of doing. Apart from the JI factor, the real inspiration appears to have come from the fishermen protests of 2018 that called for amending the design of the East Bay Expressway, which links Gwadar Port to the Makran Coastal Highway. They eventually forced the government to alter the design and allow the free movement of fishing boats. The maulana, himself a fisherman, was part of that movement, though he was not leading the protest.

These protests provided a way to the local population to get their demands fulfilled. Nationalist parties have not taken advantage of the opportunity as the maulana has. However, it is too early to say whether this will translate into electoral success for the maulana or JI since nationalist tendencies are still strong in Makran region.

Indeed, in any review, the nationalist parties hold an important place. But it will be a big test for the establishment to give political advantage to its conventional allies (who have not brought it a good name) in the province, while abandoning them would be ‘risky’.

Interesting report. After East Pakistan, there won't be any free and fair elections.
Looks like there are many Balochs who think they will get benefits by sticking to Pakistan.
Just like East Bengalis before March 1971.

One way to find out is to hold elections in Balochistan.

1. The Baloch Liberation Army (BLA)
Currently led by a man named Bashir Zeb Baloch, the organisation's shadowy commander-in-chief about whom little is known. He had taken over from Balach Marri, scion of an influential Baloch family, who was killed in Afghanistan in 2007 where he had established a base and hideout. Most of their attacks take place in Balochistan or in the city of Karachi. Most BLA members are drawn from the Marri or Bugti tribes. It is speculated that the BLA may also recruit political youth activists. In the past, the BLA was influenced by radical Marxist ideology and this led to the theory that initially, it was propped up by erstwhile Soviet Union’s intelligence agency KGB during the 1970s. Some of its leaders were also, allegedly, trained in Moscow. For a long time, the Pakistani political leadership has claimed that the BLA is propped up and supported by the Indian government. According to reports, there is evidence to suggest that in the past, BLA leadership had visited and stayed in India to seek medical treatment, often with a fake identity.
2. The Baloch Republican Army (BRA)
It was formed in 2006 in response to the killing of Nawab Akbar Bugti and growing resentment among Baloch over the control of Balochistan resources by Pakistan. Though the BRA doesn't identify its leaders, Pakistan has alleged Brahamdagh Bugti as its leader and designated the BRA as a terrorist organization. BRA derives local support from Bugti areas like Naseerabad, Jaffarabad, Loralai, and a few small pockets in Dera Bugti and southern Balochistan.
3. The Baloch Republican Guard
The organization was formed in 2012 after Bakhtiar Domki's wife and daughter were shot dead by unknown assailants in 2012. Bakhtiar Domki's wife is the sister of Brahamdagh Bugti and several news reports suggest that this targeted assassination was a message to Brahamdagh Bugti. The BRG too does not disclose the name of its leader. The BRG is active in the areas of Naseerabad, Bolan, Quetta, Sibi etc.
4. The United Baloch Army (UBA)
According to several reports, it is stated that UBA was created in 2010 after an alleged rift between Hyrbyair Marri and Mehran Marri. UBA is an ethno-nationalist organisation that enjoys local support and has strongholds in Kohlu, Kahaan, Bolan, Lasbela, among others. It has never disclosed the leader of its organization but its official spokesperson is Mazar Baloch.
5. Baloch Liberation Front (BLF)
BLF was formed in early 2000's and it apparently gets support from all parts of Balochistan with no foreign support. BLF ideology demands attacking anyone who supports the Pakistan Government. BLF is the founding member of BRAS. Pakistan has designated BLF as terrorist organization and believes that medical doctor Allah Nazar Baloch is the leader of the organization.
6. Balochistan Raaji Ajoi Sangar (BRAS)
It is supposed to be an umbrella organisation which was created in 2018 comprising Balochistan Liberation Army, Baloch Liberation Army-Bashir Zeb and Balochistan Republican Guards. Later on, BRA (Gulzar Imam group) and UBA (Sarfaraz Bangulzai group) too joined BRAS showing its potential as a magnet among the spread-out Baloch organisations. Importantly, the Sindh Revolutionary Army (SRA) is also part BRAS.
7. Baloch Nationalist Army (BNA)
Earlier this year on 11 January 2022, BRA (Gulzar Imam group) and UBA (Sarfaraz Bangulzai group) merged together to become the BNA. The idea behind the merger is to expand the resistance and unite Baloch forces against the Pakistani military. The new outfit is headed by Gulzar Imam with Mureed Baloch as its spokesperson. Immediately after its formation, BNA exploded bombs in the Anarkali market in Lahore killing three and injuring 20 people on 20 January 2022.
8. Jundullah
Jundallah is a militant group established in 2003 and based in Iran. The group advocates for the rights of the Baloch people, a minority ethnic group in southeastern Iran. Other goals of the group include the recognition of the Balochi culture and religion from the Iranian government and improvement of socioeconomic conditions in Sistan Baluchestan, where the Baloch people are concentrated. Jundallah was founded by Abdolmalek Rigi, who was in charge of the group's leadership until he was executed in 2010. After Rigi’s death, Al-Hajj Mohammed Dhahir Baluch became the leader. Jundallah operates mainly in Sistan Baluchestan, a region in southeastern Iran that borders Pakistan.

Islamabad in Tight Spot as China Demands Military Outposts in Pakistan
Amid recent terror attacks on Chinese nationals and Belt and Road Initiative’s (BRI) China-Pakistan Economic Corridor (CPEC) projects in Karachi, Balochistan and Gilgit-Baltistan, China has demanded military outposts for the security of its citizens working in the country, sources told CNN-News18.

According to diplomatic sources in Islamabad, China has been demanding security for its citizens and CPEC projects from Pakistan Law Enforcement Agencies for long.

They have now sought military outposts in areas under United States’ influence or usage during Cold War and war on terror.
The source also told that Beijing was setting tougher conditions for Islamabad and seeking CPEC’s rollover debts to maintain pressure for the military outposts.

Five labourers kidnapped, two injured in Balochistan
QUETTA: Five labourers working at a road construction site in the Harnai district of Balochistan were kidnapped by unidentified persons on Friday night.

Federal Minister for Communications and Postal Services Asad Mahmood on Saturday strongly condemned the terrorist attack on the construction site of Ziaratmor - Kach Harnai - Sanjavi road project.
During the search operation, two injured labourers – Hameedullah and Mussa Khan – were found lying on the ground some distance from the construction site. They were shifted to a hospital in Quetta, he said, adding that Hameedullah was in critical condition.

Before escaping, the attackers torched two trucks at the site.

Grenade explosion outside Quetta's Turbat Stadium injures three
QUETTA: Three people were injured, including a policeman in a grenade explosion outside the Turbat Stadium in Quetta. The police said that the explosion took place at Airport Road of the city while a match was going on in the football stadium.

One killed, 10 injured in grenade, bomb attacks in Khuzdar and Noshki
KHUZDAR/GWADAR: One person was killed and 10 others, including a woman, were injured in grenade and bomb attacks in Khuzdar and Noshki areas over the past 24 hours, officials said on Wednesday.

In one incident at Khuzdar’s Azadi Chowk, the police said unknown motorcyclists targeted a stall selling Pakistani flags and other decoration items ahead of Independence Day on Aug 14.
It was the second attack on flag stalls in Balochistan this month. Last week, a man was killed and 14 others, including two children, were injured in a grenade attack targeting roadside stalls selling national flags in Quetta. The attack took place at Joint Road Square near Raisani Road.

The police said unknown motorcyclists hurled the grenade at the stalls selling national flags and other related items.

Two Pakistan Army majors among six martyred in Balochistan helicopter crash
RAWALPINDI: Two Pakistan Army majors were among six military personnel who were martyred when a helicopter crash occurred in Balochistan, the Inter-Services Public Relations (ISPR) said Monday.

The unfortunate incident occurred during a flying mission near Harnai district's Khost city late last night, the military's media wing mentioned in its statement.

The press statement read that among the six personnel were two pilots as well who lost their lives.
In August, a Pakistan Army helicopter — that had gone missing for a day — had also crashed, leaving the same number of military personnel martyred.

At least one killed, 20 injured in blast in Balochistan’s Kohlu
At least one person was killed and 20 injured in an explosion in the main market of Balochistan’s Kohlu district on Friday.

According to the medical superintendent of the Kohlu District Headquarters (DHQ) Hospital, Asghar Marri, more than 21 patients were brought to the facility.
Meanwhile, police and other law enforcement agencies cordoned off the site of the incident but details about the nature of the blast were yet to be confirmed.

Adviser to the Chief Minister for Home Mir Zia Langove, in a statement, strongly condemned the blast and sought a report from the Kohlu deputy commissioner.

He said terrorists would not be allowed to succeed in their “nefarious purposes”.

Four injured in Quetta grenade attack
QUETTA: At least four people were injured on Saturday night as a result of a grenade attack on a security check post on Sariab Road.

Police said two were people were seriously injured and shifted to the hospital for treatment.

The grenade hurled by unidentified motorcyclists landed on the roadside, injuring four pedestrians, the police said.

Explosion inside flood victims’ vehicle claims two lives in Kalat
QUETTA: At least two people were killed when a bomb planted inside a vehicle carrying relief goods for flood victims exploded in the Kalat area of Balochistan Sunday night, confirmed Levies officials.

According to the Levies officials, the flood victims were transporting relief goods to their families in a rented vehicle when the bomb detonated.

Pakistan: An Eye For An Eye In Balochistan – Analysis
On September 30, 2022, three Military Intelligence (MI) and two Frontier Corps (FC) personnel were killed while several others were injured in an explosion at a sweet shop in the main market of Kohlu town (Kohlu District) in Balochistan. The Baloch Liberation Army (BLA), through social media, claimed responsibility for the incident, claiming that it had targeted a ‘secret agency hideout’.

On September 25, 2022, six Pakistan Army officials, including two majors, were killed after a helicopter ‘crashed’ during a rescue mission near Khost in the Harnai District of Balochistan. BLA ‘spokesperson’ ‘Jeehand Baloch’ claimed responsibility, asserting that the helicopter had been shot down by rocket launchers, and that two ‘enemy personnel’, identified as Naib Subaidaar Kaleem Ullah of FC 114 Wing Loralai Scouts and personnel of secretive agency Mohammad Faisal r/o Qasoor Punjab, had been ‘arrested’.

On September 12, 2022, five Army soldiers were killed when Balochistan Liberation Front (BLF) cadres attacked an Army convoy with Improvised Explosive Devices (IED) at Hamzai Koh in Mand tehsil (revenue unit) of Kech District. BLF ‘spokesman’ ‘Major’ Gwahram Baloch claimed responsibility for the attack. In a press release issued to the media, ‘Major’ Gwahram Baloch asserted that BLF cadres targeted the convoy at Hamzai Koh when it arrived at Goldsmiths Line to fence the border.

On September 9, 2022, three Special Service Group (SSG) Commandos were killed while one was injured by the Balochistan Liberation Front (BLF), during an operation in the Mazanband area of Mand town in Kech District. BLF ‘spokesman’ Gwahram Baloch claimed responsibility for the attack, adding, “Our attacks will continue with intensity until the independence of occupied Balochistan”.

During 10 months and Nine days of the current year, Balochistan has recorded a surge in violence against SF personnel, taking fatalities to the double of the previous year. While there have been 142 SF fatalities in 2022, the corresponding period of 2021 recorded 71 SF fatalities. Through 2021, there was a total of 107 SF fatalities. In 2022, with 142 SF Fatalities out of a total of 272 throughout country, Balochistan leads in SF killings among all the provinces. With the ongoing trend, by the end of 2022, SF fatalities could be the highest in a single year, in the history of Baloch resistance movement.

According to partial data compiled by the South Asia Terrorism Portal (SATP), since March 6, 2000, when SATP started compiling data on conflicts in Pakistan, Balochistan has accounted for a total of 1,832 SF fatalities. A maximum of 178 fatalities were registered in 2012. A North-South breakup of SF fatalities over the last 22 years indicates that SF fatalities in North Balochistan are consistently higher than South Balochistan. Since, March 6, 2000, out of the total of 1,830 SF fatalities in the province, 1,237 were recorded in the North, while 593 were in the South. However, in 2022, the previous trend is being reversed. Out of the 140 SF personnel killed in the province so far (data till October 9, 2022), 104 were killed in South Balochistan, and 36 in North Balochistan. This reversal demonstrated the growing strength of the Baloch insurgent groups in the South, which is the traditional stronghold of Baloch nationalist insurgency. The North is dominated by Sunni jihadiformations, most prominently the Tehreek-e-Taliban Pakistan (TTP).

The major Baloch insurgent groups include the Baloch Republican Army (BRA), Baloch Liberation Army (BLA), Balochistan Liberation Front (BLF), Balochistan Liberation Tigers (BLT) and United Baloch Army (UBA). Since January 2022, different Baloch groups have carried out at least 64 attacks out of a total 85 on SFs, in which 118 SF personnel were killed. The strengthening of the Baloch insurgent groups can be marked by the February 2, 2022, simultaneous attacks by BLA cadres on the Panjgur and Nuskhi Army camps in Balochistan, which resulted in 19 fatalities (15 terrorists and four SF personnel). Indeed, though Pakistan Government sources claimed only four SF fatalities, Radio Zrumbesh, quoting BLA ‘spokesman’ Jeehand Baloch, claimrd that 45 SF personnel were killed in the attack, when a ‘martyred’ fidayeen (suicide attacker) rammed his explosive-laden vehicle into the main gate of the Frontier Corps headquarters at Nushki, clearing the way for other fidayeen to enter.

After the February 2 attacks, Federal Interior Minister Sheikh Rashid, citing intelligence reports, told the media on February 3.Baloch militants are not capable of launching major attacks in Nuskhi and Panjgur. TTP (Tehreek-e-Taliban Pakistan) has the capability, experience and latest NATO weapons to launch such attacks. There’s some understanding between the TTP and Baloch militants. They have their hideouts in Afghanistan. The TTP-Baloch militant alliance speculation became clearer when TTP ‘spokesperson’ Mohammad Khurasani congratulated the Baloch insurgent groups for their attacks in Nuskhi and Panjgur. He stated, “The Pakistani Army is carrying out the massacre in Balochistan. We are against the massacre of Balochistan as well as in Waziristan by the Pakistani Army. Our enemy is common.”

Since the February 2 twin attacks, emboldened Baloch groups have mounted repeated attacks on SFs, including some high-profile operations:

August 1: Six Army personnel, including Lieutenant General Sarfraz Ali, Corps Commander, XII Corps, were killed in an Army helicopter crash. The helicopter went missing in the Lasbela District of Balochistan in the night of August 1, and the wreckage was found near the Moosa Goth area on August 2. Baloch Raji Ajoi Sanger (BRAS) ‘spokesperson’ Baloch Khan, in a statement to the media, claimed the helicopter had been shot down. {So it was shot down and not an accident} In addition to Lieutenant General Ali, the dead included Major General Amjad, Director General Coast Guard; Brigadier Khalid; the pilot Major Saeed; co-pilot Talha; and crew chief Naik Muddasir.

July 15: BLA cadres shot dead the head of the Counter Terrorism Department (CTD), Eid Muhammad Hassani aka Eido, near the Naurozabad Road in Kharan town (Kharan District). BLA ‘spokesman’ Azad Baloch claimed responsibility for the attack, declaring that Eid Muhammad had worked as Station House Officer (SHO) in the Kharan Police Department for many years before joining CTD, and was being used as a pawn by the Inter-Services Intelligence (ISI). At the behest of the ISI, he used to monitor the movement of Baloch cadres and to barricade the area. Apart from this, he had extra-judicially handed over Baloch youth to secret agencies on fabricated charges or without any grounds.

July 13: Army Lieutenant Colonel Laiq Baig Mirza, who was abducted along with his cousin Umer Javed by BLA cadres near the Warchoom area of Ziarat District, was killed, while five BLA cadres were later killed during an exchange of fire near the Mangi Dam area of same District. Lieutenant Colonel Laiq Baig Mirza and his cousin Umer Javed were returning after a paying a visit to the Quaid-e-Azam Residency. BLA ‘spokesperson’ Jeehand Baloch claimed responsibility for the incident, stating that Lieutenant Colonel Mirza was arrested in an intelligence-based operation by BLA’s special force, the Special Tactical Operations Squad (STOS). Mirza was a primary target and he was being tracked for days by BLA’s intelligence units. Mirza was ‘arrested’ as an officer of the ‘occupying forces’, and for his direct involvement in the Baloch genocide and grave human rights violations, including enforced disappearances of women and children, among other crimes. Mirza was killed by the BLA cadres when an Army Quick Reaction Forces team tried to rescue him.

The escalated attacks on Security Forces in Balochistan are substantially a consequence of the continuing frustration among Baloch nationalist groups over the systematic extermination of ethnic Baloch through enforced disappearances and extrajudicial killings by Pakistan security agencies. The Voice for Baloch Missing Persons (VBMP) held a press conference at the Quetta Press Club on February 11, 2022, where VBMP General Secretary Sammi Deen Baloch addressed journalists and the public, speaking of recent and alarming developments in the province. Sammi Baloch asserted that, after the Panjgur and Nushki attacks, “enforced disappearances” and “kill-and-dumps” had seen an dramatic spike in the province.

In its annual report, the Human Rights Council of Balochistan (HRCB), a Balochistan-based human rights group, underscored the dire human rights situation in Balochistan in 2021. According to the report, the year witnessed a drastic deterioration, as students remained the main target of the military and its shadow organizations, both in Balochistan as well as in other provinces of Pakistan. A large number of Baloch students were forcibly disappeared in 2021. HRCB received reports of enforced disappearance of 442 people, of whom 170 were tortured and later released, while the whereabouts of 272 people remained unknown. A total of 366 people has been confirmed killed.

Baloch enforced disappearances and extrajudicial killings have been deliberately ignored by the Pakistani State. However, the Judiciary has repeatedly reprimanded the Government and reminded it about its responsibility in this regard. In the latest instance, on September 9, the Islamabad High Court (IHC) summoned Prime Minister Shehbaz Sharif over the issue of the missing persons, observing that making people disappear was the “biggest form of torture” and that the chief executive of Pakistan would be held responsible in case of enforced disappearance. Prime Minister Sharif assured the Court, “I cannot say that all of the missing persons will be recovered, but we will leave no stone unturned. I will not give any lame excuse.”

Such assurances give cold comfort, against the backdrop of repeated Court interventions and assurances by the State in the past. The Government’s seriousness on the issue can be assessed by the fact that the Criminal Law (Amendment) Bill 2021, which was passed by the National Assembly (NA) on November 8, 2021, to amend the Pakistan Penal Code (PPC) and Code of Criminal Procedure, making ‘enforced disappearances’ a criminal offence had itself ‘disappeared’. A meeting of the Senate Standing Committee on Human Rights was informed on June 29, 2022, that the Bill could not be found and remained ‘missing’. Earlier, on January 3, former Human Rights Minister Shireen Mazari had revealed that the Bill had gone missing after it was sent to the Senate, having been passed by the relevant standing committee and the NA.

With Pakistan’s State agencies following a policy of targeted extermination against the Baloch people and the refusal of the State to take corrective action, the Baloch groups taken to retaliation against the SFs. The cycle of revenge killings can only escalate, since the Army authorities are responsible for this policy of genocide and, despite the posturing of the Judiciary and the civilian Government, no power within the country can challenge or hold the Pakistan Army to account.

Policeman among two dead in suicide blast in Quetta’s Baleli area: police
Two individuals, including a police officer and a civilian, died in a suicide attack near a Balochistan Constabulary truck in Quetta’s Baleli area on Wednesday, police said.

At least 24 other people sustained injuries in the attack, including 20 policemen and four civilians, according to Quetta Deputy Inspector General of Police (DIGP) Ghulam Azfar Mahesar.

“The explosion took place near the police truck […] due to the impact [of the blast], the vehicle — which was on its way to provide security to police workers — toppled and fell into a ditch,” the official said while speaking to media at the blast site.
The banned Tehreek-i-Taliban Pakistan (TTP) has claimed responsibility for the attack. Today’s blast comes a day after the militant group called off its ceasefire with the government and asked its combatants to carry out attacks across the country.

2 soldiers martyred in IED blast in Balochistan’s Kohlu: ISPR
Two Pakistan Army soldiers were martyred after an improvised explosive device (IED) exploded in Balochsitan’s Kohlu area, the military’s media wing said on Friday.

“Based on credible intelligence, a sanitisation operation was initiated on Feb 10 in the Kohlu area of Balochistan to deny terrorists any liberty of action,” the Inter-Services Public Relations (ISPR) said in a statement.

During the ensuing sanitisation of the area, the ISPR said, an IED exploded close to the leading party.
