Interesting fact to note:

Gwadar was once ruled by the Omani's. The current Royal palace guards in oman are from Pakistani Baluchistan. Would not be suprised if Oman was helping the baluchi's.

"We have decided to end the ceasefire in the wake of fresh attacks in Dera Bugti and Sui areas which have killed more than 50 people, mainly women and children," said Bibarg.

He claimed the situation in the violence-hit areas is worse than what is being reported in the media.

Good to see the thread getting active again!

Some thoughts to ponder. Hopefully there are lurking Baluchis!

Baluch population and its land are not quite matched. So
  • Gaining and maintaining control over all the land is difficult
  • Attrition of fighting forces should be kept minimal

Violence must be kept at minimum required level, calibrated and focused exclusively at
  • Ridding the non Baluch from key parts of the future state – in particular the Taliban and Pakjabis – ‘Make Quetta Baloch’
  • Maintaining pressure on the Paki security forces
Expanding the scope beyond will result in losses of fighting forces which will make long term sustenance of the movement difficult
Also keep the violent arm as a guerilla movement and not move to the next phase viz that of a liberation army – the Baluch simply do not have the numbers for it!

Renounce claims on Sistan Va Baluchistan province across the border at least in the medium term. It is essential to have Iran at least as neutral, if not as an ally

Keep focusing the real objective of the movement on gaining rights for oppressed sons of the soil – No international, islamic, or imperialistic dimension. Such narrow focus can help in drumming up support

Work on the US system to drum up support gradually. Systematically lobby support. Actually an independent Baluch nation closely allied to the US is a great strategic benefit for them
  • offers easy access to Afghanistan (and beyond)
  • eliminates their dependence on the Mullah – Military nexus in Islamabad
  • provides a solid base in a critical geographical region
For this ability to control the highway and Quetta should be demonstrated

Activate old links with Oman (or at least elements of its state). This can be useful in many things – additional access to US, developmental aid, to name a few

Devote a part of the resources to intellectually firming up elements of the future state.

Keep inflating the rail tracks and the pipelines carrying gas to Pakistan. Degraded infrastructure == less ability for the Pakistani Army to launch repression. It will take time, but eventually there will be a destruction of the Pakjabi Army. Hope these guys are ready then.

Balochis are complaining, just like the Karachiites, that the Taliban are beginning to extend their influence in Quetta and the Pakistani government is doing nothing about that even as they don't miss a chance to attack the BLA or BRA etc.

They have a genuine complaint but they are missing the point. One reason why TSP continued to invest in the Taliban and support them to the hilt was that Talibanism will take care of Pashtun nationalism. Very tactical and very foolish thinking but brilliant for a TSP General or a political leader. That is what the Pakistani state is planning to do for Quetta & Karachi. The Taliban can take care of Balochi & Sindhi nationalism.

Fascinating observation
Standard Western ignorance - imperial arrogance rather - filters to details like the New York Times dubbing the tribal areas "unruly". This is ridiculous. The tribal areas have been ruled for centuries by a very rigorous code - the Pashtunwali. Pashtuns are bound by honor to respect and abide by it.
Surprising solution
The least bad solution for Afghanistan remains China's: a UN peacekeeping force, largely composed of Muslim soldiers.

And Escobar is off the mark as usual. The solution to Afghanistan does not lie with the UN in NYC. The solution is in Rawalpindi but that would deprive Great Powers of their client state, their "salient", so jihadi terrorism is destined to continue.

There is also remorseful and rabid breast beating that Pakistan is a client state of the hateful Unkil.

Longtime speculation that Puki nukes are Chinese patrimony. Therefore Pukis must also be a client state of China.

Then there is the widespread belief that Pukes nukes are covered by a US security blanket.

A failed state bequeathed nukes which are protected by opposing world powers?

The use of State directed assassination targeting Baloch Freedom Fighters by the Government of Pakistan while such measures are not used against the Pakistani Taliban, makes for an interesting contrast.

Clearly the Government of Pakistan has the ability to be brutally firm when their interests are viewed to be at stake ………. Perhaps it’s just that in the case of the Pakistani Taliban, Pakistani national interests are not viewed as being at stake :wink: :

The killing was a dangerous provocation and a grave violation of human rights, HRCP said, adding that Ghulam Mohammad Baloch, Lala Munir and Sher Mohammad – office holders of the Baloch Republican Party and the Balochistan National Party – were picked on April 3 by people in plain clothes, who were accompanied by two vehicles of the Frontier Corps that stood at a distance.

Abduction: “It is reported by credible sources that the three victims were sitting in the office of their lawyer after having attended a court hearing when they were forcibly picked up, blindfolded and taken in cars, closely followed by vehicles belonging to the Frontier Corps. A number of people witnessed the abduction. Mutilated bodies of the three victims were found in an isolated place near Turbat in the early hours of the morning,” the statement said.

HRCP claimed that members of the state security agency had picked up the three victims, tortured and killed them.

Investigation: “HRCP is aghast at this brazen violation of human rights and calls upon the government to get this incident investigated thoroughly so that the perpetrators are brought to justice. It is crucial that the authorities condemn this act and warn the security forces from taking the law into their own hands. Persecution of Baloch nationalists must be stopped and the policy of hounding or maligning them through illegal means be abandoned by the authorities,” the statement read. ……………………..

Those involved in any criminal activities must be dealt with according to the law rather than through arbitrary and foul means. It is imperative that the government set up a high level Commission to identify those who indulged in involuntary disappearances, torture and extra judicial killings of hundreds of Baloch activists during and after the Musharraf regime. Victims must be compensated and offenders identified and brought to trial. HRCP warns that the free hand given to the security forces in Balochistan in violating the rights of Baloch nationalists will alienate the people of the Province and escalate the level of violence in the Province. Political demands must be met with political solutions and not through brute force.

TNS: Can an independent Balochistan survive as a viable state?
HM: I think its survival as an independent entity is beyond any doubt. We have got the natural resources, the sea; we can survive much better than any other country. It's our wealth which is driving the engine of Pakistan. However, I am not sure if Pakistan will survive without Balochistan's wealth.
TNS: What is your position on Balochistan Liberation Army (BLA)? Any idea who is rolling it?
HM: I cannot speak for BLA. I have got no idea who funds BLA. Someone belonging to that organisation will comment better on that. I have no contact with any foreign country or agency to fund our national liberation movement. But as a Baloch representative, I will go to the whole world. If they are willing to give us fund for Baloch people, I will be willing to talk to them. I will ask them to open our embassies and recognise us.

TNS: Is there any way out for reconciliation at some level? What will be your conditions?
HM: It's simple. Pakistan army should pull out from Balochistan and give us back our statehood. Otherwise, there will be bloodshed. We are ready to live with Pakistan as good neighbours but that's it. Balochs want a timetable from Pakistan army.
TNS: Would you support autonomy against independence in accordance with the 1973 constitution?
HM: Majority of Baloch representatives didn't even sign the 1973 constitution. It should not be applied to Balochistan.

this war goes back to the day when Pakistani forces entered Kalat and forcefully annexed our country and amalgamated our identity under their cursed national flag.

The Pakistani state is a threat to the Baloch national identity.

The Khan of Kalat, Mir Suleiman Daud Khan, is determined to take the case of Balochistan to the International Court of Justice (ICJ), Hague at any cost.
Currently living in South Wales after having arrived in England following the Aug 2006 murder of Nawab Akbar Bugti, the Khan of Kalat applied for asylum and still awaits the outcome of his application.

"Due to its wealth and strategic location, Balochistan is of high strategic importance to the world. West should take interest in what's going on there."
On the question of alleged foreign funding, the Khan of Kalat candidly said "We will not mind taking help from Satan, let alone US, Britain or India.

Musharraf was infuriated when, during his visit to Kohlu area, he was attacked with rocket launchers by "certain elements". As a result, a military operation was carried out to kill Akbar Bugti in August 2006.
TNS: What about allegations that India is supporting the separatist movement in Balochistan?
RS: Indian intervention cannot be ruled out. But it doesn't mean we should start blaming India instead of putting our house in order. It will be unrealistic to think that our enemy will not try to take advantage of this chaos.

BNP President mengal says that ultimate goal is independence from Pakistan
Former Balochistan chief minister and Balochistan National Party (BNP) President Sardar Akhtar Mengal said on Thursday the ultimate goal of his party was to seek Balochistan’s independence from Pakistan, for which the party was striving to prepare the ground and ensure unity among all Baloch nationalist political groups. He was speaking at a public gathering in western Panjgur district bordering Iran. The BNP chief said the Baloch had become tired of unabated military operations and excessive exploitation of their natural resources by the federal government, and now the BNP wanted the separation of Balochistan from Pakistan.

QUETTA-The ‘dastarbandi’ of grandson of late Nawab Muhammad Akbar Khan Bugti, Nawabzada Mir Aali
Bugti was held in Sui on Tuesday.

Aali Bugti succeeded Nawab Akbar Bugti, who was killed in a military drive in August 2006 in Tartani area of
Kohlu district and has become 32nd Nawab of Bugti tribe.

The ceremony of dastarbandi of Mir Aali Bugti was held in Sui amidst tight security and the Waderas of main
clans of the tribe, including Kalpar, Masuri, Rahija, Shambani, Mundrani, Ferozani and Nothani, attended the
ceremony.


A jirga of Bugti tribe had nominated Nawabzada Aali Bugti as its new head on May 11.

Talking to newsmen after ceremony of his dastarbandi, the new Nawab of Bugti tribe said that Baloch people
wanted their due rights in the resources of the province and other tribes would also be contacted in this regard.
Mir Aali Bugti said that it was his first priority to bring displaced people back to their areas.


‘Due to military drive people from several areas have been displaced from Bugti tribe and also people
belonging to Hindu community’, he added.
He vowed to continue struggle for the rights of Baloch people and urged unity among Baloch people.
It may be recalled that in 2006, Mir Aali had moved to mountains alongwith Nawab Bugti but he went abroad
after assassination of his grandfather on August 26, 2006.


Aali alongwith his younger brother Talha Bugti, returned to Sui in a special plane after three years of exile. He
has been taking part in Balochistan’s politics for the last two years as President of the Jamhoori Watan Party.

Inside Kalat

Book review
NOT two, rather three political units proclaimed independence in the middle of August 1947: Pakistan on August 14, India and the Khanate of Kalat on August 15. By virtue of Kalat’s independence, Pakistan became a unique state in more ways than one.


Firstly, Pakistan’s geographical discontiguity as expressed in the 1,000 mile separation of its two wings made the new state an aberration. Modern nation-states are defined by their territorial contiguity while Pakistan’s geography was contrary to the established norm.


Secondly, the independence of Kalat meant that there was a state within a state in Pakistan. Both geographical facts presented important challenges. One eventually separated to form a state of its own (Bangladesh) while the other geographical unit (Kalat) saw the rise of an intense and radical nationalist movement which up to the present time has defied an amicable solution.


Why did a nationalist movement emerge in Balochistan and how did the Khanate of Kalat become the centre of nationalist activities? Theoretically, Axmann’s understanding of nationalism is firmly rooted in a modernist framework which belies the argument that ethnic identities are innate.


Baloch nationalism was ‘constructed’ and ‘created’ by Baloch leaders, and it only took shape in the years 1915 till 1955 in response to political circumstances prevailing at the time. It was concretised as a result of the development of a political party, the Anjuman-i-Ittehad-i-Balochan-wa-Balochistan in 1930-31 led by two nationalist stalwarts, Mir Yusuf Ali Magsi and Abdul Aziz Kurd.


The Anjuman gained further credence in the agency and personality of Mir Ahmad Yar Khan who became the Khan of Kalat in 1933. With active support from the Khan, the Anjuman spread its activities and eventually transformed itself as the Kalat State National Party (KSNP) in 1937 which now included within its fold eminent personalities such as Ghous Bux Bizenjo and Mir Gul Khan Naseer. Interestingly, at the same time that the Khan was supportive of and sympathetic to Baloch nationalists, he was also cognizant of protecting and preserving his own power base leading him to a collision course with the nationalists. Mir Ahmad Yar declared the KSNP illegal in July 1939.


With high empirical research the author traces through primary documents, including Kalat’s declaration of independence. This came about after a Standstill Agreement was signed between the future state of Pakistan, the British and the Khan of Kalat on August 4, 1947.


Axmann points out the anomaly of the Agreement with respect to Articles I and IV. While Article I attested to the fact that ‘Kalat was an independent state, quite different in status from other states in India’, Article IV contradictorily stated that ‘Pakistan shall be the legal, constitutional and political successor of the British’. This meant that Pakistan never agreed to the independence of Kalat and as soon as the British left, Jinnah demanded that the Khanate be merged with Pakistan and annul its independent status.


It is indeed startling that Jinnah being the legal advisor to the Khan of Kalat had presented a case for Kalat’s independence before the Cabinet Mission in 1946.


For the rest of Balochistan and the Marri and Bugti tribal areas, a referendum was held. The author is quite candid and agrees with the views of Baloch nationalists that a referendum never actually took place, rather the meeting of the Shahi Jirga broke up over disagreements and within the ensuing confusion it was suddenly announced that Balochistan had decided to join Pakistan.


Kalat’s independence was ultimately revoked in March 1948 when the Khan signed the Instrument of Accession. The merger led to the germination of the first Baloch resistance in the post-colonial period led by Abdul Karim, younger sibling of the Khan of Kalat.


One theme which the author does not allude to in his analysis of Baloch nationalism is the fact that nationalism despite being a product of modernity is not necessarily and functionally dependent on it. Nationalism may erupt in the most, as well as, least modernised socio-political contexts. Balochistan is a classical example of the latter while Basques in Spain and Northern Ireland in the United Kingdom are striking examples of the former.


Although the author has tried to prove that Balochistan was affected by modernity leading the Baloch to clamour to nationalist identity as a basis of their politics, the analysis is at best faulty. Balochistan was unaffected by the currents of modernity proving that nationalism is best understood as an ideology and political movement rather than a functional pre-requisite of modernity, which political elites have instrumentalised in face of authoritarian political structures bent on denying them their identity and existence.


The book which is highly informative represents detailed research of primary documents. Its main strength lies in its empirical setting.


Moreover, Axmann places partisan Pakistani scholarship on Baloch nationalism and contrasts it with works by Baloch nationalists presenting an interesting and comparative analysis of how political developments are viewed by scholars on different sides of the divide.


The book is a must read for all those interested in understanding the rise of Baloch nationalism in the colonial and post-colonial period.

Two Baloch leaders shot dead :evil:
NAWABSHAH: Two leaders of the Balochistan Republican Party (BRP) were shot dead and their bullet-riddled bodies dumped in the Pai forest, adjacent to Mari Jalbani village, here on Friday.

The deceased were identified as Mureed Khan Bugti and Noor Muhammad Rind.

Fresh reports suggest that this amazing Baloch activist has been whisked away by the personnel of the Frontier Corps and the intelligence agencies. They say Chakar, also an Economics student, had gone to attend classes at the City Campus of the BUITMS and latter on proceeded to the Takato Campus of the University to meet with the Vice Chancellor to speak about the issue of the district-based open merit admission policy. On his return from the college, Chakar, who was accompanied by five other friends of his hailing from the Baloch Action Committee, was stopped at Chaman Pattick area by a convey of security forces.

“They (personnel of the security forces) had come in eight vehicles and asked Qambar to get out of the Alto car,” said one eyewitness, “once Qambar walked towards them, we saw them putting a hand grenade in Qambar’s pocket.” According to the eyewitness, the FC officials shouted at Qambar pointing at the hand grenade: “What the hell is this? You Baloch terrorist! We have to take you in custody.” They slapped, manhandled Qambar and took him away to an unknown location while sparing his other colleagues.

Pakistan’s most prominent newspaper, Jang, this morning reports, though very briefly, that a BSO activist has been arrested by the police while carrying a hand grenade.

QUETTA: Another key leader of the Baloch Students’ Organisation (BSO-Azad), a student at the Balochistan University of Information Technology and Management Sciences (BUITMS), was whisked away, allegedly by intelligence agencies, on Friday.
“Qambar Chakar, the deputy organiser of BSO-Azad Quetta zone, was picked up by a group of intelligence agencies’ personnel who had rushed to the university in around eight vehicles,” Salam Sabir, the BSO central information secretary, told Daily Times. The BSO spokesman threatened of strikes across the province. Qambar is the third prominent BSO-Azad leader to be picked up, the spokesman said. He said BSO Quetta Zone President Shahzaib Baloch had been ‘disappeared’ in April and remained missing for two months.

Gilani claims victory as PM delinks terror from talks
But the area where India appears to have capitulated most is by agreeing to take Pakistan's Balochistan problem from being an internal affair of Pakistan to a bilateral issue, by allowing it to be placed in the joint statement. It's a big gain for Pakistan, because it legitimises Islamabad's contention that the Balochistan unrest was being fomented by India. When asked about this, the PM answered defensively, "India has nothing to be afraid about events in Balochistan. Our policies are an open book there. We are willing to discuss anything." But everybody is aware that India showed a chink that Pakistan will be quick to exploit.

If an Internal issue becomes bilateral , is it not a defeat for pakis. It means we will also have a say. Every time the K word is occured, the B word will also occur.How far is it before B gets from bilateral to International?

QUETTA: Sardar Attaullah Mengal, veteran nationalist leader and former chief minister of Balochistan, on Thursday predicted that the insurgency in Balochistan could soon turn into a US and India-sponsored war for an independent Balochistan.

Mengal said the insurgency in Balochistan had greatly intensified and the government should “give up its claim on Balochistan”. “Islamabad has to declare the independence of Balochistan without delay. It is very likely that the US and India will move forward in the near future to give the present battle the shape of a full-fledged war for Balochistan’s independence,” he told reporters at his residence in Khuzdar district. He claimed that the government was refusing to negotiate with Baloch leaders to end the insurgency. He said recent conferences about the Balochistan issue held at the international level were an embarrassment to Islamabad.

“Even the UK now regrets imposing a ban on the BLA [Balochistan Liberation Army]. It is a welcome move from the Baloch people to plan to move the ICJ [International Court of Justice]. We are constantly heading in the right direction,” the veteran Baloch leader added. Mengal said a conflict between China and the United States over Gwadar Port was imminent. “China is planning to move its Navy to Gwadar. This will go totally against the interests of the US, so a conflict is inevitable between the major powers,” he said.

No no, it is not a defeat. It is a victory for them to start talking about Blowchistan with India. It is a victory for them to even make it the highest priority item in discussion with us - a "core" issue shall we call it?

Ok say Indians talk about it .... but what happens to P'stan if Indians have little or no involvement in Blowchistan?

Gilani has said, I believe, that it was the MMS who wanted to talk about Blowchistan. (Source: NDTV Ticker - "Gilani: PM wanted to talk about many issues, including Baluchistan") Make of that what you will.

pgbhat - A public and on the record precedent has been set. Next time, we will probably raise the issue and expand the boundaries of the discussion. These things happen slowly and cumulatively.

Another Baloch man abducted by Pakistani agencies

Quetta: Sources reported that Pakistani agencies abducted another Baloch from in front of district Jail huddah Quetta here on Thursday morning (16/07-2009). According to details Fazal Khan Marri went to visit one of his jailed relatives in Hudda jail and after the visit as soon as he came out of the main gate of prison, he was abducted by the personal of Pakistani intelligence agencies. Fazal Khan Marri is a resident of New Kahan [also known as Marri camp]. He is a daily wages worker and father of two children.

Baloch website first causality as Pakistan starts internet monitoring

RAWALPINDI: The government has started monitoring the internet to identify anti-state websites promoting ethnic hatred and terrorism and has detected one such website.

According to sources, information technology experts of the Federal Investigation Agency’s Special Investigation Group (SIG) recently detected a website, www.balochunity.org, which contained anti-state content and asked the IT ministry to block it.

The website was hosted from the Russian Federation using a company name.

It took less than two days after the jont statement for the pookies to start waving the document and saying India interfering in Balochistan
MMS, hope you are happy.
Two days after the controversial Indo-Pak joint statement in Egypt, Prime Minister Yousuf Raza Gilani on Saturday blamed India for "interference" in Balochistan and "other areas" and said the document reflected Pakistan's concerns over this.
The joint statement signed by him and Prime Minister Manmohan Singh "underlines our concerns over India's interference in Balochistan and other areas of Pakistan", Gilani told his first press conference after his return from Sharm-el Sheikh.
At the outset, he showered praise on Singh for agreeing to restart dialogue, saying the Indian leader had shown "political sagacity" and "statesmanship" in realising that talks were the only way forward.
Referring to the document, Gilani said it provides for discussion on all outstanding issues with India.
Asked when Pakistan will give proof to India about its "interference" in Balochistan, he said "as and when talks take place, it will be handed over. Right now we are talking about talks."
