The details of the agreement are yet to be made public.

Since neighbouring states(assam, manipur, arunachal etc) are not involved in this agreement, I assume the agreement simply legitimizes NSCM-IMs rule on western naga tribes. Like the mizo accord, where the MNF disarmed itself and entered politics, the same may happen with IM. Actually this agreement was a total surprise to me and I'm clueless as you.

V. S. Atem, NSCN(I-M) emissary told the Nagaland Post that both sides "have agreed to share sovereign power with each other".
Just a thought:

*IM won't put down weapons unless the others do.

*IM might become the defacto govt of nagaland with new delhis blessings. T. R. Zeliang, the CM of nagaland and his govt will find it difficult to challenge this coup once the indian military withdraws protection.

Chinese ‘spy’ detained but deported without noise

New Delhi, Jan. 24: India picked up a Chinese woman suspected to be operating as a spy in the guise of a TV reporter but quietly deported her on Friday in a reflection of New Delhi’s eagerness not to precipitate matters with its testy neighbour.

The 39-year-old woman, identified as Wang Qing, had posed as a TV reporter to meet Naga militant leader Thuingaleng Muivah in a government guesthouse in Delhi, sources told The Telegraph.

On Saturday, the foreign ministry “conveyed its displeasure” to Beijing.

























The sources claimed that the alleged spy had revealed during interrogation that she was associated with the Chinese intelligence agency People’s Security Bureau and that this was her third trip to India.

In August last year, she had apparently touched down in Calcutta from Kunming in China’s Yunnan province and travelled to Nagaland.

This time, Wang had arrived in New Delhi on January 1 on a tourist visa posing as an employee of a Chinese timber company. She then allegedly masqueraded as a Naga student, “Imela”, while travelling illegally to Nagaland on January 16.

She was detained on January 18 in Dimapur after reportedly visiting the National Socialist Council of Nagalim (Isak-Muivah) military headquarters at Camp Hebron, 30km away.

Earlier, on January 4, the Yunnan-born Wang had introduced herself as a reporter from the Hong Kong-based Phoenix TV and met Muivah, whose outfit is in peace talks with the Centre, the sources said. The NSCN-IM general secretary, who has been refusing to meet the media, held a four-hour, closed-door meeting with Wang, they claimed.

Asked why Wang was not arrested, and was deported within three days of her capture, the sources cited the ongoing political dialogue with the NSCN-IM.

The NSCN-IM denied the claims. “The general secretary has made it clear that we are holding talks here and that we have no relations with either China or other groups in the Northeast,” the convener of the ceasefire monitoring group, Phunthing Shimrang, said from Dimapur.

According to documents in possession of this newspaper, Wang visited Hong Kong on a tourist visa last November and also procured tourist visas to visit Myanmar and Thailand.

She had arrived in Delhi from the south China business hub of Guangzhou, which had hosted a meeting of Northeast insurgent outfits last September, the sources said. Wang had visited India the previous month and earlier in January 2010.

On January 16 this year, Wang had boarded the Brahmaputra Mail from Delhi accompanying a group of Ao (a Naga tribe) students and a couple of NSCN-IM cadres, the sources said. “At Camp Hebron, she was briefed about the NSCN-IM’s capabilities with improvised explosive devices and the group’s attachments in Myanmar,” a source said.

She was detained in Dimapur two days later for violating the Foreigners (Protected Area) order of 1958. The rules for Protected Area Permit have been relaxed since January 1 this year but Chinese, Pakistani and Bangladeshi nationals still need special permission to enter certain northeastern states.

The next day, January 19, Wang was sent to Delhi where she was interrogated on January 20 before being deported the next evening.

Wang was put on Chinese Southern Airline’s Flight CZ630 to Beijing at 10.40pm on Friday, at a time NSCN-IM leaders were waiting at the same Delhi airport to receive chairman Isak Chishi Swu, the sources said.

The NSCN-IM has had close contact with Beijing since the days of Mao Zedong. The relations had weakened during Deng Xiaoping’s tenure but have been revived.

The problem that haunted Nagaland was unaddressed for long. Or, the due diligence in the matter was perhaps not so much of a priority to government of India owing to the fact that this was a North Eastern State. Unrest hardly travelled to Delhi, till late.

This must be Prime Minister Narendra Modi's greatest of achievements and in fact, a 'swacch bharat aandolan' in spirit and practice. Nagaland Peace Accord means much more than an agreement, which was drawn up on an issue that was raging since long. And, it has been cleaned up for good, at least for the time being. Though the peace accord needs to be taken with a pinch of salt, as mentioned by the experts, there are more reasons to cheer this homecoming. For, Nagaland can breathe easy now, and so can the rest of India.

The NDA govt has started a glorification campaign of rani gaidinliu in the manipur-nagaland corridor.

Gaidinliu is known for two things:

1) Anti-colonialism: She allied with new delhi to oppose the british rule
2) Regional nationalism: One of the rarest few politicians in NE to focus beyond NE.

Although she is not known for either of the above two in the NE. As part of 2, she was extremely opposed to christianity(a foreign religon) and this is the most talked about point within the christian circles of NE. The local religion she practiced was called "heraka".

Not surprisingly, the church and the orgs which have a relation with the church(ie, almost all of them) have come out strongly against the state govts(nagaland and manipur) decision to glorify gaidinliu.

^ The ghost of gaidinliu never seems to die down. Her mental impact on the tribal landscape is enormous probably because she represents the actual indigenous cultural nationalism. And this scares the church movements in the NE more than anything else.

*Note that the church actively funds militant operations in the form of donations.

The puzzling part is that T. R. Zeliang(CM of nagaland) hasn't opposed it. Since, like his previous counterpart(Neiphiu Rio), he too entertains rhetoric from various militias.

The Religious composition our country per the 2011 Population census shows the power of Mohammadden reproductive fecundity making adherents of Mohammaddenism the fastest growing religious population in India. Population Census 2011 also shows Mohammaddens are the only religious group that is increasing its percentage share in our countries population with all dharmic indigenous religions (Buddhism, Hinduism, Sikhism) losing ground in terms of percentage share of population with the exception of Jains who have managed to hold on:
The proportion of the Muslim population to total population has increased by 0.8 percentage points (PP) in 2011, the Census data stated.

The proportion of Hindu population to total population in 2011 has declined by 0.7 PP; the proportion of Sikh population has declined by 0.2 PP and Buddhist population has declined by 0.1 PP during the decade.

There has been no significant change in the proportion of Christians and Jains.

Seven NSCN(K) cadres gunned down in Tuensang
Security forces on Friday gunned down as many as seven cadres of the Khaplang faction of NSCN in Tuensang district in Nagaland, thus thrusting a major blow on the rebel group that had abrogated its 14-year old ceasefire with the government of India and had returned to the path of violence.

The incident occurred when a patrol of security forces was carrying out routine domination of the border area along Pangsha town in Tuensang district when they saw one motorcycle, one Gypsy and one Bolero vehicle approaching along the road.

“Just as the security force patrol asked the motorcycle to halt for checking, there was intense firing from the Gypsy and Bolero which were following behind. The security forces retaliated with equal fire power, killing seven militants who later were identified as cadres of NSCN(K),” a statement issued by the Assam Rifles PRO in Kohima said. Three over-ground workers were injured.


A large quantity of arms and ammunition was recovered from the neutralised militants. One soldier of the security forces also sustained injuries in the firing from the NSCN(K) cadres, the press release said.


It was on June 4 that the NSCN(K) had laid an ambush and attacked a convoy of security personnel in Chandel district in Manipur, killing 18 jawans and injuring eleven others.

The NSCN(K) cadres who were killed in the encounter were from a camp located at Ponyu village inside Myanmar which is headed by one self-styled Lt gen Niki Sumi, the press release said.


“There have been regular inputs of movement of NSCN(K) cadres from camps located inside Myanmar to the border villages of India for collection of extortion money (sent from Dimapur and Kohima etc), illegal taxation from villagers, purchase of ration and other daily necessities,” the press release added.

“The trans border movement of the NSCN(K) cadres was being carried out under the garb of the Free Movement Regime existing between the two countries. However, since the rules of Free Movement Regime are not being implemented effectively by the border administrations, the loopholes are being exploited by the anti social elements including cadres of NSCN(K), ULFA(I), NDFB(S) etc for unhindered movement across the border,” the Assam Rifles press release said

earlier press reports said niki sumi was the mastermind behind the attack. so this likely means that those killed were part of that attack.

The problem is that manipur has become a refugee heaven. Due to political unrest in myanmar, many tribal families from that side of the border continued to cross over into indian side for refuge. The nagas and mizos didn't entertain them(kukis) and instead pushed them covertly(see violence in the 90s) into manipur(ambhi-baazi). Decades later, the kukis have created their own political constituencies and claim vast swaths of manipur territory as their own. They now challenge the meiteis in their own land.

The meiteis are protesting to get the ILP system implemented. And for obvious reasons, the kukis don't want that.

Although the kukis act out of a sense of existential crisis but in the a way, they behave as a proxy for the nagas who have been trying to dislodge the meiteis for centuries - ie, their immediate competitor in the region.

There is also a hidden irony in all this. The ILP propaganda was initially initiated by militant fronts and their supporters through various medias of print and social. They were able to convince the people that the meiteis were becoming an endangered species(see paranoia); imphal is a small town. It was initially conceived to drive out the bengali, bhojpuri and gujarati traders out of manipur. When bills were finally passed in the manipur assembly, the kukis became paranoid and started public vandalism.

In the end, you should see the events in manipur as part of the geopolitics of nagaland-manipur-mizoram corridor and their troubled co-existence.

I never understood why in the world did we give up chittigong and the area around it when we liberated Bangladesh in 1971. It would have provided a sea link directly to the NE. On the other hand, it may have been a calculated move by the GoI centre to keep NE tethered to India for access to trade and goods if they have no sea link.

Delhi: In yet another operation along the Indo-Myanmar border, the India Army has killed three People's Liberation Army (PLA) terrorists, as per a report on Monday.

As per India Today news channel, the Indian Army carried out the surgical strike on Saturday night.

Three PLA terrorists were reportedly killed when they were trying to flee.

The channel also said that the Army brought back the bodies of the terrorists.

However, there has been no official confirmation of the same.

India is continuing with its relentless attacks on the India-Myanmar border against various outfits. A few days back, it was PLA terrorists, and now it is NSCN(K).
Heavy exchange of fire took place between NSCN-K cadres and the Assam Rifles after the troopers raided two villages along the India-Myanmar border, according to reports.

The incident happened on Thursday night after over 100 Assam Rifles personnel entered two of the villages on the Myanmar side of the border - Shera and Shashen - in search of 10 NSCN (K) cadres talking shelter in the villages.

However, there have been no reports of any casualties.

The exchange of fire has taken place after the National Investigating Agency (NIA) on Thursday announced Rs.17 lakh bounty for any information on NSCN (K) chief S.S. Khaplang and the faction's military chief Niki Sumi.

According to sources, the exchange of fire went on for two hours and since the incident another 1,000 Assam Rifles soldiers have arrived in Koki village in Myanmar along the border. {Wow, that is a very big number}

Koki is the neighbouring village of Old Thewati, which is in Indian side along the border, in Nagaland.

Earlier, in a similar incident nine people were killed including civilians when Assam Rifles soldiers open fired at the NSCN (K) cadres in Pangsha area of Indo-Myanmar border on August 28.

The incident happened on the same day a Naga Mothers Association (NMA) delegation was to visit the NSCN (K) to urge them to re join the ceasefire again that they had abrogated after 14 years earlier this year.

Night curfew has been imposed along 380 Km Indo-Myanmar border in Ukhrul, Chandel and Churachandpur districts in Manipur for six months following a request made by Indian Army and Assam Rifles authorities.

The magistrates of the three districts issued separate orders in their respective districts prohibiting movement of any person within 3 km belt from the international border, government officials said.

India Builds Trade, Roads to 'Act East'
NEW DELHI: The renewed emphasis on India’s engagement in East Asia is intended to cultivate trade, find common cultural ground and create strategic rebalance.

The government is focussing on developing industrial estates, food and spice parks in border towns to strengthen cross-border trade besides promoting cottage industries.

“The government has assured that finance will not be an issue but the proposals must move fast and implementation must have transparency,” top government officials said. Enhancing trade ties with China through border towns could be a game changer. Despite the rocky relationship between India and China in the past, officials say, the two countries are working towards deeper ties and looking to find common ground in trade and culture. “To make trade and Act Policy effective, agreements will also be signed with neighbouring countries,” officials said.

The second most important initiative is to remove infrastructure bottlenecks by improving road and rail connectivity.The government has decided to provide `15,000 crore projects for road connectivity this year alone. The work on highways, officials say, is going on full swing which includes work on major and minor bridges to connect the rest of the country with the north-east and subsequently to neighbouring countries.

The current focus is on connecting the north-east by road to South East Asia through tri-lateral highway — Manipur-Myanmar and Mae Sot in Thailand. Besides upgradation of the airports in Guwahati, Dibrugarh, Dimapur the emphasis is on building new airports in Kohima and Gangtok.

“Multi-modal transport project on Kaladan River that will connect Mizoram with Chin and Rakhine in Myanmar is being expedited by the government,” officials added.

This has happened despite the BJP’s defeat in the Bihar assembly elections, indicating that while there is some kind of growing opposition to the Left Front in Tripura, the saffron party has definitely made major inroads into urban Tripura. In rural Tripura too, the BJP had last year got 142 panchayat members and captured as many as five panchayats.

Though the Left Front – and particularly the CPI(M) – had won in all the 19 town committees and municipal committees and the Agartala Municipal Corporation, the BJP has secured a record overall 14.24 per cent votes to replace the Congress as the state’s major opposition party at least in the urban bodies. Of the 310 wards in across the state, the Congress could retain only 13 wards, while the BJP won four, and the remainder staying with the Left Front.

State BJP president Sudhindra Dasgupta claims that the BJP would have polled more votes and won a few more wards but for the “combined” pressure of the Left Front and Congress on its workers and supporters. “More people have voted for us because they now know that the CPI(M) and Congress are on the same boat, especially when it comes to contesting against the BJP. But despite that we polled 14.24 per cent votes, which is huge jump from just 1.5 per cent in the 2010 civic elections,” Dasgupta said.

That the BJP has maintained a steady growth in the country’s only Left-ruled state is evident is clear from the percentage of votes it has own the last few years. While it polled 1.5 per cent votes in th 2010 civic polls, that rose to 1.69 per cent in the 2013 assembly election, and then about 6 per cent in the 2014 Lok Sabha elections. In the Autonomous District Council election on the other hand the BJP polled a little over 24 per cent, simultaneously relegating the Congress to a poor third.

The CPI(M) however sees the rise in BJP vote-share as a shift of Congress votes to the saffron party. “The BJP vote-share has gone up at the expense of the Congress. Moreover, the BJP probably spent a lot of money, as if it was fighting an assembly election. But there is nothing to worry because the Left vote share has remained intact,” said Gautam Das, a senior functionary of the BJP in Tripura

Bengaluru, December 27 (DHNS): In a joint operation, the National Investigative Agency (NIA) and the Bengaluru Police on Friday (December 25) arrested a cadre of the banned National Socialist Council of Nagaland (Khaplang), the prime suspect in the attack that took place on Assam Rifles personnel at Kohima’s Indira Gandhi Stadium on March 26.

Based on a tip-off, the sleuths raided a hotel on M G Road here and arrested Atoshe Chopey (27), a resident of Akuluto town, Zunheboto district, Nagaland.

He came to Bengaluru about six months ago as his sisters work here.
I can't say whether bangalore has become a safe haven for NE militants but this kind of busts recurs frequently in that city.

A powerful earthquake shook parts of India, Bangladesh, Bhutan and Myanmar at 4:35 a.m. local time Monday, leaving at least eight dead and 100 more injured, according to The Times of India.

People rushed out of their homes before dawn on Monday morning as the tremor knocked over furniture and caused books to fall from their shelves, according to the Associated Press.

The injuries and fatalities were caused by falling debris around Imphal, the capital of India's Manipur state.

Nine people were injured -- three of them critically -- when Garo militants triggered a bomb blast on Saturday in Williamnagar, the district headquarters of East Garo Hills in Meghalaya, police said.

The Garo National Liberation Army (GNLA) militants planted the bomb at a wine store at the Williamnagar market, Meghalaya Director General of Police Rajiv Metha told IANS.

"Nine people, including a woman, were injured. Three of them are in critical condition and have been rushed to the Tura Civil Hospital in West Garo Hills district," Mehta said.

He said police evacuated the market area and launched a search operation to look for any other explosives.

"The GNLA's attack on civilians is an act of cowardice and desperation. The GNLA has been experiencing a series of desertions in the recent past due to intense police operations," the police chief said.

Mehta said one of the perpetrators has been identified as Ajan Ch. Momin alias Jimmy, who was directed by Sohan D. Shira, the self-styled military wing chief of the GNLA.
