BANGKOK: India and Thailand on Monday signed a number of important agreements, including the double taxation avoidance treaty, and exchanged instruments of ratification on the extradition treaty inked in 2013, which provides for the legal framework for seeking extradition of fugitive offenders.
The two sides also signed a Memorandum of Understanding (MoU) on the Establishment of Nalanda University. By signing this agreement, Thailand joins other East Asian Summit countries in the establishment of Nalanda University in Bihar.

Who will defend us? Singapore PM asks as society rapidly ages

Singapore's population is ageing faster than nearly any other society in the world, Prime Minister Lee Hsien Loong said Tuesday, warning this could have a serious impact on the economy and defence.

Singapore's population expanded at a mere 1.3 percent last year, the lowest in ten years, and the trend is likely to continue, Lee said.

"It is something to worry about because what does rapid ageing means for a nation? We are growing older faster than nearly any other society in the world."

By 2030 two working adults will be supporting one senior citizen, up from five working adults supporting one senior citizen currently, Lee added.

The government for years has been encouraging couples to have more than two children, offering financial and other incentives.

But the campaign has met with little success, prompting the government to increasingly rely on foreign labour.

Singapore's total fertility rate fell to 1.19 babies per woman in 2013 from 1.29 in 2012, well below the 2.1 babies needed to naturally replenish the native-born population.

High living costs, including for education, and lifestyle choices have been cited as among the reasons.

As of end-June 2014 Singapore's population totalled 5.47 million, of whom nearly 40 percent are foreigners.

According to Mahboobani, the existence of ASEAN will defend singapur. Somehow, he has a very romantic view of how effective ASEAN (which Singapur took a lead in the formation) is in solving problems.

In the presence of economically dominant India and China, places like singapur will die their natural death.

Same was the case just prior to the invasion of Singapore by the Japanese. There was a general feeling of euphoria that with the formidable British navy's presence, especially the 'unsinkable' HMS Prince of Wales, Singapore was the safest. In the end, half-a-day was all it took. The WW II light & sound show at Kent Ridge in Singapore is a storehouse of information, which not many visit though, including Mahboobani, I guess.

Thanks SS ji. I didnot know that singapur capitulated in 12 hours. Less Lion, more lamb.

BTW Mahboobani spoke very eloquently at Davos. The topic of discussion was US power and international governance. Most views I concurred with except this ASEAN nonsense. How long can these places like Singapur, Dubai, Mauritius keep punching above their weight? They are outposts of western hegemony in the east. They survive of the scraps that fall of the high table of the western economic might. Singapur will be a booty for those pirates who will wish to get a lot of Chinese gold which is stored by the CCP officials who are trying earnestly to move their wealth overseas. Singapur acts like a intermediary to the investments coming into China from Cayman Islands. And the Cayman Islands are the 4th largest source of investments into China. How the world works does make my head spin.

Singapore is headed for disaster when the whole financial system gets a reboot. You cannot grow anything. You don't have fresh water. You lack natural resources. They had a good run tho.

Chief of Naval Staff, Admiral R.K. Dhowan, shall be proceeding on a five day visit to Singapore and Thailand from July 20, aiming to consolidate the Navy to Navy cooperation and explore future avenues in further strengthening the relationship in accordance with India's 'Act East policy'.

During his visit, Admiral Dhowan is scheduled to meet various dignitaries, both in Singapore and Thailand including the Defence Minister, Chief of Defence Forces and the Chief of Navy and Commander -in-Chief of Royal Thai Navy.
India's 'Act East' policy has been complemented by Thailand's 'Look West' policy and has assisted in bringing the two countries together.

India, Singapore sign key agreement to boost maritime cooperation - PTI
India and Singapore today signed an agreement on sharing white-shipping information to enhance maritime cooperation between the two navies as visiting Navy chief Admiral R K Dhowan held talks with top defence officials here (Singapore).

Dhowan, who is on his maiden visit to Singapore from July 20 to 23, called on Singapore’s Defence Minister Dr Ng Eng Hen.

He also held talks with Chief of Defence Force Lt-Gen Ng Chee Meng and Chief of Navy Rear-Admiral (RADM) Lai Chung Han after inspecting a Guard of Honour at Ministry of Defence.

He visited the Republic of Singapore Navy (RSN)’s Information Fusion Centre and the Changi Naval Base, where he and RADM Lai signed a Technical Agreement (TA) on sharing white-shipping information, which will enhance maritime information sharing between the two navies, said the Ministry of Defence in a statement. White-shipping refers to commercial shipping information about movement of cargo ships.

The RSN and the Indian Navy conduct the Singapore-India Maritime Bilateral Exercise (SIMBEX) together annually and this year’s SIMBEX, held in May, was the 22nd in the series.

Both navies also interact regularly through high-level visits, dialogues, joint military training, courses and other professional exchanges.

“Following Dr Ng’s official visit to India in August 2014, both defence establishments agreed to strengthen defence relations under the ambit of an enhanced defence partnership this year.

This would allow both sides to explore new areas of cooperation for mutual benefit,” said the statement.

Dhowan’s introductory visit underscores the warm and longstanding defence relations between Singapore and India, which have strengthened over the years since the signing of the Defence Cooperation Agreement in 2003, it said.

he government on Thursday reported that the transport secretaries of India, Myanmar and Thailand (IMT) recently met to give final touches to their motor vehicle agreement (MVA).

According to the government, the IMT motor vehicles accord is significant for fostering closer regional economic cooperation through enhanced connectivity by road.

"A meeting of the secretaries of transport of IMT was held in Bangkok on 13-14 July to reach consensus on the IMT MVA which has been under negotiation since March 2015," the road transport and highways ministry was quoted in a statement.

The ministry said the text of the MVA has already been finalised in a meeting held in June 2015 at Bengaluru.

"The meeting at Bangkok was primarily to discuss and finalise the protocol of the IMT MVA," the statement said.

The ministry said that the transport secretaries` meeting was preceded by the IMT customs sub-group meeting which was held on July 13, 2015.

"Consensus was reached that the customs issues identified would be incorporated in the protocols," the statement added.

It is expected that the IMT MVA will be signed by November 2015 and the implementation phase will start by December, with the project envisaged to be operational by 2016.

India, Asean re-connect through ancient cultural linkages - IANS
In a major fillip to India's Act East policy, India and the Asean countries are to delve into their ancient socio-cultural linkages through centuries and research and document the findings as part of closer partnership between the two sides, officials said on Thursday.

The move is part of the suggestions of the Asean-India Eminent Persons Group 2010, and something that Prime Minister Narendra Modi stressed on, said Anil Wadhwa, secretary (east) in the external affairs ministry here [New Delhi].

Addressing an international conference on Asean-India Cultural Links, Historical and Contemporary Dimensions, Wadhwa said that Modi during his visit to Myanmar last November had stressed that more should be done to make the younger generation of both sides more aware of their cultural linkages.

He said the Indian government is actively involved in efforts to protect and preserve the cultural links that show the earliest contacts.

"Political security and economic cooperation must go hand in hand with the socio-cultural connection and people-to-people linkages," he said.

Citing examples, he said that excavations have found evidence of Indian links in the first century AD in Myanmar in the city of Beikthano, also known as City of Vishnu. Coins, statues of Hindu deities, and statues of the Buddha have been found.

In central Thailand, evidence of Indian influence is found through Dvaravati form of representing the Buddha, in the 2nd century AD, which is derived from Indian Amaravati and Gupta styles, which were integrated with local art.

In Cham, in southern Vietnam, there is evidence of extensive influence of Indian culture, through many ancient Shiva temples.

Evidence has been found of extensive trade with the Southeast Asian countries from the Gupta dynasty in the 4th-6th century AD. Tamralipti, an ancient Indian city in the Bay of Bengal, was a busy centre of maritime trade, with ships travelling to the Malay peninsula, the Nicobar islands and to the Strait of Malacca.

Trade with the Asean is an important aspect of India's links with the region, and India is its fourth largest trading partner
, he said.

Emperor Ashoka also sent his Buddhist emissaries who took with them their literary and cultural influences, which were localized, recreated and diffused, with a lot of it coming back to India in the new form, said Wadhwa.

"Cultural and intellectual exchanges and people-to-people links are an important part of India-Asean links. Exchange of artists, intellectuals, researchers and farmers and people are part of this," he said.

"India and Asean are at the threshold of substantive and reinvented relations, and both are to give action to the Plan of Action for 2016-31, setting new goals to move the strategic partnership forward," he said.

The third pillar of ties, the socio-cultural aspect, is being brought to the forefront, he added.

He said papers of the two-day conference would be published and shared with both sides.

He said the conference is the first step in the journey to establish research partnerships between their universities on the historical and cultural links.

"Another conference will be held in Jakarta to take the initiative forward," he added at the conference organized by the Asean-India Centre, the Research and Information System for Developing Countries (RIS) and the ministry of external affairs.

RIS chairperson and former foreign secretary Shyam Saran said: "Very rarely does culture figure in how we think of bilateral relations, but the strongest linkages are always between the people, that binds the emotions and sentiments together."

He said through the centuries many of the aspects of culture that India would have lost are still alive in some part of Southeast Asia.

He said the effort is to "look at the past to search for answers we face today".

RIS director general Sachin Chaturvedi said the conference is a step at closer integration with the 10-member Asean and to bring out the shared legacy in the fields of archaeology culture, literature.

The conference was also addressed by Indian Council for Cultural Relations president Lokesh Chandra.

School text books in India should change to reflect the history and culture of South east asia with India.
Questions should be asked why was this was neglected in the first 60 years of the nation.

Cambodia Rakes Up Angkor Wat Replica Issue With India

Cambodia today asked India to "completely stop" a private trust's plans to build a 'replica' of the world's largest Hindu temple Angkor Wat in Bihar, saying it would affect the country's prestige.

Cambodian Deputy Prime Minister and Foreign Minister Hor Namhong raised the issue during a meeting with India's outgoing Ambassador to Cambodia Dinesh K Patnaik.

"The deputy prime minister said Angkor Wat temple is the national symbol of Cambodia and requested Indian government to completely stop the company's plan to build the replica of Angkor Wat temple," which would affect Cambodia's prestige, state-run AKP news agency reported, quoting foreign ministry spokesman Chum Sounry.

"The issue was indeed raised, but I would repeat what Kumari Selja (then Culture Minister) said in 2012 in Parliament that the promoters of the temple will not make a replica of the Angkor Wat," Patnaik told PTI over phone from Phnom Penh.

Patnaik, who promised Namhong to convey Cambodia's request to the government of India, said Patna-based Mahavir Mandir Trust is yet to acquire land for its dream project.

"The trust people have assured us that the project is inspired from a number of temples worldwide, including the Angkor Wat, and that they will try not to replicate it," he added.

In June, Cambodia said the proposed temple "seriously violates" the Angkor Wat, the 12th century world heritage property, which holds exceptional and universal value and is also the country's most popular tourist destination.

Meanwhile, construction of the 'Viraat Ramayan Mandir' has still not begun due to the diplomatic hurdles.

India shoring up ties with Asean: Ansari to visit three countries
New Delhi, Aug 11 (IANS): Amid none too friendly ties between Asean and China due to Beijing's aggressive posturing over the South China Sea, India is quietly but sure-footedly cementing its ties with the 10-nation forum, with Vice President Hamid Ansari to visit three key Southeast Asian neighbours - Laos, Cambodia and Indonesia - next month.

Ansari is to visit the countries in the middle of September and is a crucial segment of India's Act East policy.

On Monday, Laos PDR Deputy Prime Minister and Minister of Foreign Affairs Thongloun Sisoulith met the vice president in New Delhi in preparation for the visit. India and Laos also held the joint commission meeting on bilateral cooperation here on Monday.

Ansari's visit is aimed to keep up the tempo of high level visits to these nations which have not seen Indian visits for some time.

"We have'nt had a visit to the countries for some time and wanted to fill up the gap," an official source said, declining to be named. "We wanted to fill the gap, and the countries are important in their own right, and wanted to make sure there is no time lag there," the source told IANS.

The visit is set to see some agreements being inked. India has a number of Line of Credits with Camdodia and Laos and is involved in a number of projects with both countries that are also part of the Mekong Ganga Cooperation forum of six countries along with India.

A main focus of the visit would be to push through some key agreements that have been pending for some time, the source revealed, declining to elaborate.

While a lot of the public mindshare is still occupied with Pakistan, the Modi sarkar continues to work at Act-East. CLMV = Cambodia, Laos, Myanmar, Vietnam. I look forward to the day where CLMV is as operational as BBIN.

Project development fund for CLMV countries soon


Govt to promote investments in Cambodia, Laos, Myanmar, Vietnam
New Delhi, August 16:

The Commerce Ministry is fine tuning a proposal to initiate investments in Cambodia, Laos, Myanmar, Vietnam (CLMV) through a project development fund and will send it to the Union Cabinet for clearance within a few weeks.

“We are almost ready with the proposal. We may just make a few additions based on the inputs that we are receiving (from think-tanks). We will take it to the Cabinet in a few weeks,” Commerce Secretary Rita Teaotia said at the launch of a report on ‘India’s Strategy for Economic Integration with CLMV’.

The government seeks to put in place a project development company, special purpose vehicles and a project development fund with a corpus of ₹500 crore to help Indian businesses explore opportunities in the CLMV region.

India seeks to invest in the CLMV countries (which are part of the 10-member ASEAN group) to take advantage of the free trade agreements they have with various countries such as China.

“The report finds that one of the important ways of utilising the CLMV’s economic space is by setting up manufacturing units in the region. This will help in accessing the Chinese markets through exports originating from CLMV under the China-ASEAN FTA. Additional exports worth $100 billion are possible through this route, which in turn can address the trade deficit of India with China,” pointed out Ram Upendra Das, the author of the report, who works with Delhi-based think-tank RIS.

Hm, interesting. Islamists are looking to make gains in SE Asia. They've been sleeping for a while. By bombing hindu sites, they are widening the polarization. Bali and an other sites in Indonesia may be next.

A huge bomb explosion at a popular religious shrine in thailand has left many dead(27 quoted till now). It is unlikely that NSCN-K is behind it. Muslim violence is active in thailand.

Police said the IED that exploded inside the shrine area was composed of three kilogrammes of TNT stuffed in a pipe and wrapped with white cloth. Its destructive radius was estimated at 100 metres. Authorities quickly recovered an electronic circuit suspected to be part of the device about 30 metres from the blast scene.

The Ratchaprasong intersection where the bombing occurred has been the site of massive political protests in the past decade and a target for bombers. Two bombs on the Ratchaprasong Skywalk outside the nearby Siam Paragon shopping mall in February injured two people and are believed to have been politically motivated. A car bomb exploded in the parking garage a Central Festival Koh Samui in April.

NEW DELHI: Strongly condemning the bomb blasts in Bangkok, India today expressed its solidarity with Thailand in the "fight" against terrorism and offered any possible assistance to help it deal with the situation.

In a letter, External Affairs Minister Sushma Swaraj conveyed to her Thai counterpart Tanasak Patimapragorn India's heartfelt condolences at the "tragic" loss of innocent lives in the blast which took place outside a Hindu temple in Bangkok yesterday.

Western press is shying to say that blast happened in front of a Hindu temple.......instead they are using all other synomes that can be found in dictionary.
