All that you are saying is correct. But the loss of Russia from the western perspective is squarely on the stupidity of successive American governments from Bill Clinton On wards. Trump tried to change that. All he got for his troubles was nearly 4 years of Russia gate.

Almost as if the American leaderships were in pockets of Beijing and doing its bidding.

Anyway, India needs to quickly build its MIC and be freed from Imported weapons in order to have a secure future.

Having spent 2 plus decades on BR trying to think from the 'Indian Perspective', I've realized that whoever is in charge in India at any given time doesn't really seem to 'think' at all... at least on a strategic scale of events. They respond to the spills and 5hits and squalling of the moment like the overwrought, overworked mother of an unruly infant.

At least with the present govt the mother isn't drunk, and sincerely tries her best most of the time. Still, I only hope that some amount of contingency planning for the inevitable demise of Russia as a reliable arms supplier has been prepared &/or executed by now. You didn't have to be K Subrahmanyam to see this eventuality coming.

Pratyush, the Americans evaluated the situation post-USSR and concluded that there is no room around the Arctic/North Atlantic/North Pacific for two equal powers of their size and ambition. Just as the Chinese have concluded the same thing about the Indo-Pacific region, regarding India. India is belatedly recognizing the truth of this notion and beginning to act accordingly-- China has known it ever since it started supplying nuclear weapons tech to Pakistan in the 1980s.

Agreed., having a road map to eliminate import of all weapon systems is a must. Having said that India needs access to niche technologies available with the West and Russia to ensure technological superiority wrt China for at least some period in the future.

India needs to shift from being a client state to a friend status. India needs to look at friendship with Nations based on national interests and not based on allowing exploitation of our defense needs. This will not happen until such time that Indian MIC is capable to deliver on requirements. Every local purchase makes the domestic MIC stronger and capable.

Completely off target.If anything given our cutting edge weaponry,the majority comes from Ru.BMos missiles,Akula subs,MKIs- Ru built ones of far better quality than HAL built ones say reports,plus T-90s,same quality concerns with Avadi. IAF vs HAL spats have not ceased and we all know the around 5 yr. delays in Scorpene sub delivery and warship delays too. Look at the Tejas rate of production,just 6/yr. per line. We must accept the fact that our DPSUs fed upon continuous captive orders for decades,without any accountability for quality,cost and delays, cannot deliver the goods when compared with firang OEMs. Secondly,they find it tough to absorb high-tech. This is where the shift after the NDA arrived to allow pvt. desi industry into the huge defence market despite sustained resistance from the DPSUs and babudom, things are changing.
Why are we getting S-400s if Ru is not a reliable supplier? The West has nothing like it.Turkey want a second order being negotiated.

It will take a few decades before we can tilt the % of weaponry we require designed and built at home in our favour. For now we have to import some ( Rafales,S-400s for example), JV for some ( BMos,B-8,MR-SAM,etc.) and licence build some ( KA-226,AK-203, MKIs,Scorpenes,etc.).

However,Vivek is right on the score of our relationship to be based upon friendship and mutual interests.It has been like that for decades except for the fact that a Cold War was on and our strong relationship was viewed with disfavour by the West who supported Pak against us. The immense victory in '71 dismembering Pak,creating BDesh made the West realise who was the boss of the IOR region and whom they should actually support .Islamic terror emanating from Pak accelerated the " look India" attitude which has developed quite well,especially in the eco sphere. The West's asinine sanctions against Russia for events that it orchestrated, the so-celled colour revolutions in thf former Warsaw Pact nations,has made Russia and China get closer for understandable reasons. India should be extremely wary of openly aligning with the US,a declining power internationally, just look at Syria and the MEast, and forcing Russia to further develop its security relations inimical to Indian interests. A holistic foreign affairs-cum-military policy is required
to deal with the resurgent aggressive PRC. This requires much out-of-box creative thought,not the knee-jerk MEA babu response usually found.

Afghanistan : Russia kept India out, US brings Delhi to talks table

India is finally at the table with five other countries to decide on the roadmap for peace in Afghanistan after six months of hectic behind-the-scenes diplomacy, sources told The Indian Express.

This mechanism has been suggested by Washington even as Moscow is learnt to have suggested a plan that kept New Delhi out.

Sources said that Russian interlocutors — amid growing proximity between Moscow and Beijing — suggested that Russia, China, US, Pakistan and Iran should be at the table.
This, officials said, was apparently done at the behest of Pakistan which has never wanted India to be part of any roadmap for the region.

What also helped, sources said, is New Delhi’s engagement with Iran and its strategic investment in developing the Chabahar port as an access to Afghanistan.

The Biden administration’s proposal is also an acknowledgment of India’s pro-active role in the Afghan reconstruction process, an official said.

This is incorrect. If the same amount of money that was paid to the Ru for production of weapon systems, then DRDO and HAL can make their own. The 83 Tejas will be produced at a rate of 16/year and a 3rd production line for 8/year will be setup by 2023-2024. At a minimum of a squadron/year. If anything, Ru has never honored their contracts. The S-400 were supposed to be delivered starting at the end of 2020, but has now slipped to end of 2021. The S-400 is a complete turd and it is highly likely the US knows its shortcomings from Turkey. India's radar development and production capabilities exceed that of Ru and for the same money, or less, for a revised Akash system could easily do what the S-400 can. Ru time has passed and some joint military development is fine, but India needs to slowly part ways with Ru in the coming decade as India's GDP will near $5T and then $10T.

Sources said that Russian interlocutors — amid growing proximity between Moscow and Beijing — suggested that Russia, China, US, Pakistan and Iran should be at the table.(Poodle owned by the chinese trying to please its masters)

This, officials said, was apparently done at the behest of Pakistan which has never wanted India to be part of any roadmap for the region.

But New Delhi, for long on the sidelines, reached out to all key players in Afghanistan and other countries to make its way to the negotiating table. “Our interests need to be safeguarded…the next couple of months hold the key to progress,” a top official said.

By being part of the team, New Delhi hopes to have a role in setting the terms — especially concerning terrorism, violence, women’s rights and democratic values. India’s refrain has been that it wants an Afghan-led, Afghan-controlled and Afghan-owned process but ground realities have been such that other players have dictated terms.

According to a report first published by Tolo News, US Secretary of State Antony Blinken sent a letter last week to Afghan President Ashraf Ghani and chairman of the High Council for National Reconciliation, Abdullah Abdullah. In it, he proposed a regional conference under the UN auspices with foreign ministers of US, India, Russia, China, Pakistan and Iran to discuss a “unified approach” on Afghanistan.

From the Indian side, External Affairs minister S Jaishankar could join in, sources said. This was part of the phone conversation between Jaishankar and US Special Envoy on Afghanistan Zalmay Khalilzad Sunday.

New Delhi’s diplomatic spadework, sources said, included talks during the visits to India by former Afghan vice president Abdul Rashid Dostum in September last year; and by former Afghanistan Chief Executive Officer Abdullah Abdullah (now chair of High Peace Council) and Afghan leader Ata Mohammad Noor in October.

This was followed by a quiet trip to Afghanistan by NSA Ajit Doval in January this year, when he met Kabul’s political leadership.

What also helped, sources said, is New Delhi’s engagement with Iran and its strategic investment in developing the Chabahar port as an access to Afghanistan.

The Biden administration’s proposal is also an acknowledgment of India’s pro-active role in the Afghan reconstruction process, an official said. The current outreach to Islamabad over the ceasefire along the LoC will also be a factor at the table.

Blinken’s letter called for holding talks between Afghan elders and the Taliban in Turkey in the coming weeks to hammer out a revised proposal for a 90-day reduction in violence. It also asked Khalilzad to share with both the Afghan government and the Taliban written proposals to help accelerate discussions.

Cordial relations with Russia have for decades been integral to India’s foreign policy. A unique political consensus endorses it in both countries, straddling party divides. With neither country perceiving a security threat from the other, India-Russia ties have long witnessed close cooperation in strategic fields like defence, oil and gas, nuclear energy, space, and science and technology.

An elaborate mechanism for regular, multi-tiered bilateral exchanges nurtures our relations. As part of it, foreign secretary Harsh Shringla is visiting Moscow on February 17-18 for foreign office consultations. He would review bilateral ties with deputy foreign minister Igor Morgulov and finalise a high-level interaction calendar that would peak with Prime Minister Narendra Modi welcoming President Vladimir Putin, with whom he shares an excellent personal rapport, to India for the 21st India-Russia Annual Summit in the first half of 2021.

As preparation for the annual summit, defence minister Sergey Shoigu would visit India in early 2021 for the IGC on Military and Military-Technical Cooperation. It would review the timely delivery to India of five S-400 air defence systems, the purchase/construction of four stealth frigates, besides progress in implementing projects to make AK-203 rifles and Ka-226 light utility helicopters in India. ET reports that the GOI will shortly invite the Ru FM,Dy.PM for talks on foreign affairs,regional security issues,naval logistic and other agreements like energy,plus prepare the ground for the NM -Putin summit later this yr. This is swiftly after the visit of the US Def. Sec. The govt clearly wishes to show that it is not in the US camp the Quad notwithstanding, but is carefully balancing its relationships between both superpowers. The Ru cooperation in the defence field is far greater than that with the US especially in the TOT and JVs of frontline weapon systems for all 3 services plus space exploration,where the first batch of Indian cosmonauts have returned from Russia,after their training.

The visit of FM Lavrov to India has reportedly gone well.Discussions included Afghanistan, where the Ru. head of the Afghan issue accompanied him, plus discussions on the visit of Pres. Putin to India.Also hinted in the media,were discussions on further mil. cooperation,new deals despite US threat of sanctions if India bought Ru. Eqpt.

Noting that the US has “overtly” discouraged Russia’s international defence sales, Lavrov stated that this was not discussed during his talks with Jaishankar. “We did not discuss these statements from the USA, instead we confirm that we are going to deepen our military cooperation,” he said in answer to a question at the press conference.

He also stated that both of them had “also discussed the prospect of additional manufacturing of Russian military equipment in India within the concept of ‘Made in India’.”

The Russian President's remarks were a veiled reference to the Chinese claim that the grouping is to contain Beijing's influence in the strategic Indo-Pacific region.

St. Petersburg (Russia): Asserting that both Prime Minister Narendra Modi and Chinese President Xi Jinping are “responsible" leaders, Russian President Vladimir Putin on Saturday said they both are capable of solving issues between the two countries, and that it was important that no “extra-regional power" should interfere in the process.

With Russia publicly critical of the Quad, the four-nation grouping of India, the US, Japan and Australia, Vladimir Putin also told news agency Press Trust of India that though it was not up to Moscow to assess how any nation should participate in an initiative and to what extent they should build their relations with other countries but no partnership should be aimed at making friends against anyone.

The Russian President’s remarks, in response to a question on Moscow’s view on Quad as well as India’s participation in the grouping, were a veiled reference to the Chinese claim that the grouping is to contain Beijing’s influence in the strategic Indo-Pacific region.

He also asserted that there were no “contradictions" in Russia’s partnership with India and the ties between Moscow and Beijing.
Much as one respects pres. Putin's leadership of Russia and the moves he's made over the last two decades in strengthening its military muscle and increasing its global influence,on current Indo-Chin relations one cannot agree with him. There is vast diff. in how India views the PRC and how the PRC and XI view India.While both leaders are indeed "responsible","respect" for India is not in the diplomatic manual of Beijing! Beijing under emperor XI view India as a lesser state,unequal to the PRC in the global pecking order where the PRC plans and is implementing is global strategy at hypersonic speed, to replace the US itself! India is viewed by XI merely as an elephant with feet of clay, impotent and unable to stop it from the acquisition of Sri Lanka right on our southern doorstep,and remember it was from the south, through the RN and the John Co. that the nation was conquered by the British.The Chins and XI have studied history well. In fact a book on WW2," At dawn we slept",could very well be the title of a future book about India succumbing to the PRC in Asia and the IOR in the future!

Therefore, pres. Putin needs to further study the Indo-PRC conundrum and see clearly who the aggressor is, who has been for decades nibbling at Indian territory and who is encircling India with pacts with weak IOR littoral states, bribing their leaders slowly but relentlessly strangulating India in its own backyard. He has also pointed out the interference of "outside powers", meaning the other Quad nations primarily the US. But then if the PRC had not started using maritime goondaism seizing territory not belonging to it in the Indo-China Sea, the reason for the coming together of the Quad would not have risen. While India is very mindful of getting entangled into a military alliance with any bloc, should the Chins attack India again, we might very well see some militarisation of the Quad against the PRC ,the minimum being intel sharing and maritime networking.

I'm afraid pres. Putin
needs to advise in a frank and forthright manner his Chin megalomaniac of a pal Xitler XI, that his ambitions need to be doused if he does not want the world to gang up against him militarily and act accordingly.

I somehow feel that the whole world want to see a full-blown war between India and China... That war will significantly weaken both the countries...
West want someone to weaken PRC militarily and India is the ideal candidate to do the job... For now, India is not taking the bait... But Cheenis seem to have their own plans... Let's see...

If China allows that to happen, we may have to defend ourselves. China thinks that it can brush aside India and continue. So there is a very little realisation of that idea there.

The PRC will need to improve their logistics significantly before they can take on India in the Himalayan region. India can hold off the PRC in the mountains. But the ability to fight and sustain itself over Tibet doesn't exist.

PRC, seems to playing a game of exhausting its opponents by pushing in all directions without actually planning to fight. The have alienated over the last few years, Vietnam, Indonesia, Malaysia, Philippines. Burma is also iffy from PRC POV.

It appears that both Malaysia & Indonesia have good relations with minor irritants. Nothing that cannot be papered over in order to take on PRC. If i was smart, I would bring Indonesia and Malaysia together in an alliance together along with Philippines and Vietnam. With the quad acting as a security underwriter for the alliance.

The PRC will have an enemy that cannot be dealt with by bullying tactics.

Philip, Putin tries to prevent further deterioration in India-China relationship, which is impossible without giving a credit to both sides. Will see if the hopes realized.

In an ideal world India, Russia and PRC would be standing and working together to counter American and western influence which is only spreading degeneracy in the guise of wokeism and destroying time tested traditions around the world. But because of China's expansionist tendency against both India and Russia(Far east), this will not be possible for the time being.

In an ideal world there would be no boundary between China and India. We are NOT supposed to be victim of foreign policies of Russia And US ( Afganistan and Bakistan). We have to buy weapons from one or other. Nepal and Shri Lanka would never dare to insult India. West Bangal would have progressed ( Russia & China). Hack we are appeasing few bearded fandus in Lakhydweep because we are afraid that they may choose to separate like Maldives.

An interesting story.
Gautam Saar, not sure if you posted this as a response to Manish Saar's post that FM Jaishankar stopped over in Georgia after the Russian trip. But it was a good gesture to return the mortal remains of the Georgian Queen Ketevan back to Georgia. It was quite a thing to see the various heads in the Georgian country and the orthodoxy pay the respect to the box which carried some of her mortal remains.

I was just elaborating on Manishji's post, as I myself did not know the details of how the Georgian Queen/Saint's remains came to Goa and wanted our members to know. Interestingly, this visit by the FM was also lamented in Pakistani You-Tube channels as an example of how India is spreading influence in Europe. They did not like the welcome accorded to the FM.

Apparently Russia does not have enough influence with the Taliban to bring India to the table., China wont even try., the Pukis are hell bent on keeping India out.,only the americans have enough "influence" with all stakeholders and saw reason to bring India in., good to have a "calming influence" when everyone is itching for a fight :((

Delivery of first Krivak frigates expected by mid 2023 to India: United Shipbuilding Corporation CEO



Chief Executive Officer (CEO) of United Shipbuilding Corporation (USC) Alexey Rakhmanov on Monday said the first of two Krivak class stealth frigates built by Russia is expected to be delivered by the middle of 2023 to India.

"Due to Coronavirus crisis, we had delays in execution of some of the stages of construction. Currently, the delay in construction and delay in execution is probably 8 months. The first ship should be delivered in the middle of 2023," Rakhmanov said while addressing a press conference in "ARMY-2021" in Moscow.
He also stated that Indian technicians would be invited for the ongoing construction of two frigates at the Yantar shipyard.

"We are inviting Indian specialists so that they can participate in the completion of construction and familiarise with the equipment. The second stage will be much more substantial when we start production at Goa Shipyard which will not only be equipment specific but also technology-driven," Rakhmanov added.

In October 2016, India and Russia signed an Inter-Governmental Agreement (IGA) for four Krivak or Talwar stealth frigates where two are to be procured directly from Russia and two more to be built by the Goa Shipyard Limited.

The keel for the first of the two frigates was laid at the Goa Shipyard Limited (GSL) in January this year and the second in June. The two ships are to be delivered by GSL by 2026.

The Indian Navy currently operates six Talwar class frigates and they are the most numerous foreign-built surface ships in its fleet.

Moscow [Russia], August 24 (ANI):

The deputy CEO of the air and space defense concern Almaz-Antey, Vyacheslav Dzirkaln on Monday said Russia will begin to deliver surface-to-air missile defence system (SAM) S-400 by end of the year 2021.

"I can confirm that we will deliver [the S-400 system to India] by the end of 2021 in accordance with the schedule and contractual obligations of the Russian side," Dzirkaln said while interacting at International Military-Technical Forum "ARMY-2021".

He also said that at the present Indian military personnel training is underway in operating the S-400.

"As for the training, the first group of Indian specialists have completed the training. The second group is undergoing training. I would not talk about the number of people but it is a sufficient number for the Indian armed forces to effectively operate our equipment. I would like to say that the results shown by the first group of Indian specialists after the training were very high. I would like to note the [high] level of training of Indian specialists," the deputy CEO said.
In October 2018, India had signed a USD 5.43 billion deal with Russia for five S-400 regiments. (ANI)
