Question - if Russia, or for that matter, any other country or large entity, sells Indian Rupee on the International market for dollars, will that cause Rupee to decline against the dollar? My gut tells me the answer is yes, but can someone confirm?

Also, if the answer is yes, what stops us from hoarding some Pakistani(or chinese) currency and then selling it in one big swoop and causing their currency to crash? Can this be used as an economic weapon?

There's lots that Russia can buy from India instead of from the EU or UK.One major commodity is tea which used to be big biz during Sov. times.But more importantly is dumping the imports from China into the ICS and negating the $60B trade deficit with it.The rupee-rouble trade protocol can start a second innings.

No one will buy Pakistan currency its Junk Status so it will be net loss to RBI :rotfl:

You Kafirs can not crash Pak currency. Mard-e-Momins have done a far better and complete job already! And soon Pak currency will be replaced by the Chinese one.

Isn't the RBI equivalent of Pakistan(SBP?) supposed to buy Pkr in market if anyone is selling to prevent the currency from becoming junk status? We could theoretically clean out their foreign reserves by selling them a massive bunch of Pkrs in one go.

Pres.Putin's shortly a-visiting.Apart from wishing him a warm welcome, let's list out the possible key items of discussion- like a mechanism to by- pass US sanctions as Russia has just worked out with the EU, Iran and China,
the international diplomatic hotspots like Afghanistan,, and the Indo- Ru defence deals in the offing.

As far as the last item is concerned, the S- 400s, KA-226 LUHs, 4 FFGs of Talwar/ Grig. class, and a second Akula sub lease are what have been mentioned in the media for some time.Perhaps Pres.Putin is also bringing some other offers to the table for consideration by the GOI.
I expect some discussions about COMCASA and Ru also being allowed equiv. arrangements.We may see more enhanced tri- service exercises with Russia on an annual basis .

Yes. $5.6B for the S400, $2.3B for 11356 class frigates, plus 200 kamov helicopters, plus license manufacturing of AK Rifles.

I understand but has to be made in India. $10B will bring lots of employment and development for India's MiC. In the long run India is better off with that.

There is no substitute for or delaying S-400. That has to happen, as much for strategic as for political reasons. Ak-47 is another that has to go through. The others, though, could be put on hold until rupee recovers.

If the Russians accept Rupee-Ruble conversion, sure go for it. But they want dollars too.
Rupee is forecast to go down to $1=Rs.80 within a year.

Check the Ruppee Charts in Sep 03, Sep 08, Sep 13, the ruppee always dips sharply before the Indian election year and rebounds. I hope this happens this year again

The Re. should return be a floating point between 65 to 70 to the $. If the dollar surges pulling down other currencies, we must then look for a basket if alternative currencies with which to trade.With Russia, Iran, Venezuela, etc., we could use trade in their currency or alternative barter metjods.But the key is imposing high tarrifs onto all Chin goods , banning all in the MSME sector to revitalise our small industry, agriculture and trading community , the backbone of the country .

MILITARY-TECHNICAL COOPERATION
The Sides noted that Military and Military-Technical cooperation between the two countries is an important pillar of their strategic partnership. They welcomed the forthcoming meeting of the Indian-Russian Intergovernmental Commission on Military-Technical cooperation to be held in December 2018. The Roadmap for Military Cooperation has paved way for greater interaction between the militaries of both countries, including in training, exchange of senior functionaries of the militaries, Staff talks and Exercises. The Russian Side positively evaluated the Indian participation in the Army Games 2018, Army 2018 and Moscow Conference on International Security. Both Sides commended the successful completion of the first ever Tri-Services Exercise INDRA 2017 and committed to continue their Joint Military Exercises – INDRA Navy, INDRA Army and Avia INDRA – in 2018.

The Sides welcomed the conclusion of the contract for the supply of the S-400 Long Range Surface to Air Missile System to India.

The Sides reaffirmed their commitment to enhance military technical cooperation between India and Russia, which has a long history of mutual trust and mutual benefit. Both Sides expressed satisfaction at the significant progress made on the ongoing projects of military technical cooperation and recognized the positive shift towards joint research and joint production of military technical equipment between the two countries. They highly evaluated the Military Industrial Conference process as an important mechanism to promote the "Make in India” policy of the Government of India.

The Sides positively evaluated the meeting of the High-Level Committee on Cooperation in High Technologies set up in November 2017 that identified concrete projects in areas of mutual interest for joint research and development.

Moscow. October 5th. INTERFAX-AVN - Russia will begin implementing the contract for the supply of S-400 India from October 5, said Rosoboronexport general director Alexander Mikheev.

"From today we have begun to execute it," said A.Mikheyev, whose words on Friday resulted in the press service of the company.

"The contract for the supply of India anti-aircraft missile systems S-400" Triumph "was the largest for the entire period of military-technical cooperation between Russia and India and the largest in the history of Rosoboronexport," he said.

Earlier on Friday it became known that Russia and India signed contract for the supply of systems S-400.

Rosoboronexport noted that the main advantage of the S-400 is versatility. "The system is able to fight with all types of aerodynamic targets, and with ballistic missiles up to medium-range ballistic missiles. Triumph is several times larger than foreign counterparts in basic key characteristics," the company stressed.

If US knows Paki operates so many terrorist org in its backyard it would have been under Iran Noko type sanction by now ,.

Even being caught with OBL in their backyard they were left Scot free , shows how much of a key allay Rent boy paki is for US estb.

That’s not happening and just adding Pakistan to some statement won’t change anything , SD will just throw those statement in the bin.

US will use paki to leverage and control india it’s baked into the cake too imp for deep state in the US

While deprived of the joy of seeing a Iran / North Korea type sanctions being applie, at least one can rest content that a Mohammadden Terrorist with roots in the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan, Daood Sayed Gilani aka David Coleman Headley, will spend the greater part, if not all, of 35 years in a US correctional facility.

If on the other hand the Russians had instead got hold of him, he would very likely have been deported back to the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan where if any punishment at all would have been fortcomming, it would have been incarceration in some luxury villa converted to a sub jail with Biryani and Haleem on the menu.

David is just a double agent , India was not even allowed to Interview him in US inspite of Chidu begging for the same.

In the end Pakistan is a key asset of US Deep State against India and it is used a Nuclear Weapon against India to detter it and keep the Nuclear sword hanging over it.

Country doing even half of what Pakis would have done would have been given worse treatement than Noko or Iran would have met and Pakis dont even have any Oil to sell , This is just a charade the early we at BRF get over it the better.

Russia calls for rupee-rouble trade; prepares economic strategy for India

Russia has called for introduction of rupee-rouble trade to boost bilateral trade with India, and has said it is creating a strategy to increase economic cooperation with India.

"Our country is looking at an investment protection and avoidance of double taxation agreement with India....We are also looking at trade in national currencies and a strategy for economic cooperation," Russian Economic Development Minister, Maxim Oreshkin, said addressing a joint business council organised by CII on Thursday.

The Russian Trade Minister is part of a high-level delegation accompanying Russian President Vladimir Putin to India.

A rupee-rouble mechanism will help the two economies hedge against foreign currency risks and by-pass banking sanctions from the US against trade with Russia.

Commerce & Industry Minister Suresh Prabhu, who also addressed the gathering, proposed an agreement with Russia for diamond imports in a manner that does not adversely impact balance of payment of India. He said India is the hub for cutting and polishing of diamonds and Russia has huge diamond reserves.

The Minister also announced the setting up of a fast-track, single-window mechanism for Russian companies, which would be chaired by the Secretary, Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry.

"The two countries could promote cooperation in areas such as Digital India and pharmaceuticals, among others," said Sergei Cheremin, Moscow Government Minister, Chairman of the Board of the Business Council for Cooperation with India.

India-Russia bilateral trade jumped 42 per cent in 2017-18 to touch $10.68 billion, compared to $7.48 billion in 2016-17. India’s exports, however, were valued at just over $2 billion, while Russia exported goods worth $8.5 billion. Two-way investments have already crossed $30 billion and a fresh target of $50 billion for 2025 could be set.

Inspite of many months of sustained effort from the whos of who of US Estb ,Senators ,DOD/SD and even Jr Officials of SD threatening India not to sign S-400 deal of face CAASTA , Modi has gone ahead and signed the deal in the Interest of India and against Doval advising delay.

MSM as usual were doing US bidding , Toilet has yet to reconcile post signing the deal !

Even Twice Born Nobel from Deep State and Jr Janitors from SD were threatening India with consequences and was adopting Carrot and Stick Policy.

All threats have failed and now US is sulking , I expect strong retliation not directly but on Trade Front , Donald Trump has called INdia Tarrif King and expecting tarrif related sanctions in days ahead.

Indian Prime Minister Narendra Modi made a proposal to create a Russian defense industry complex in the country as part of expanding bilateral cooperation.

Speaking at a business meeting with the Russian delegation, which was attended by President of the Russian Federation Vladimir Putin, Indian Prime Minister Narendra Modi said that mutual trade between the two countries increased over the 2017–18 fiscal year by 20%.

According to the Indian news agency Jagran , the statement by the Prime Minister of India contained a proposal to create a Russian specialized defense industrial complex in the country to further strengthen bilateral relations.

Listing numerous opportunities for business development in India, the Prime Minister mentioned the modernization of ports in India in the framework of the Sagarmala project, as well as the construction of a subway in 50 cities and the expansion of transport infrastructure.

In September National Security Advisor, Ajit Doval had visited the United States and held a string of meetings with several officials including his counterpart John Bolton. In focus was the deal with Russia and India made out its case for the purchase of the Russian made S-400 missile systems. At the meeting Doval pointed out the need for this deal. He said that the integrity of the American military platforms in service with the Indian Air Force would not be compromised if India went ahead with the Russian deal. He also cited the 70 year history of military hardware acquisitions from Russia and pointed out that nearly 64 per cent of the military inventory in India is from Russia. Doval was tasked with convincing the trump administration that the S-400 deal does merit a US presidential waiver from the provisions of the Countering America's Adversaries Through the Sanctions Act (CAATSA).
The American lawmakers however have allowed the possibility of a presidential waiver. Defence Minister, Nirmala Sitharaman had said that, India has maintained its sovereignty as regards to its relationship with countries. We shall maintain it in all earnestness, she also said.
A waiver from the US President Donald Trump is essential. US defence contactors such as Lockheed Martin, Boeing and Sirkorsky who supply critical equipment to India the C-17, C-130 J transport aircraft, Apache and Chinook helicopters, will come under sanctions in the absence of a waiver. Deputy Director of the Asia Programme and South Asia senior associate, The Wilson Centre, Michael Kugelman tells OneIndia that Putin visit itself will not affect US-India ties in a big way. Washington understands that New Delhi is a longstanding friend of Moscow's and that there will naturally be plenty of high-level exchanges between the two.

How India Walked a Tightrope to Ink the S-400 Missiles Deal With Russia
That India was constantly looking over its shoulders for US approval to sign a contract for a system critical to its national security does not bode well for its relationship with Russia, which has stood by India, politically and militarily, for decades.
The signing of the S-400 Air Defence Missile System (ADMS) deal is good news for India and its military. However, the uncertainty that dogged the inking of the contract till the last moment – it was not clear until this morning if this would happen – was suggestive of the looming shadow of the United States on India’s foreign policy. This cannot be good for the future of India’s bilateral engagements with other countries, especially Russia.
Military criticality
But first, the military criticality of S-400 for India. India has bought five regiments/units or 40 launchers (each regiment/ unit will have two batteries with four launchers each), and about 1,000 missiles. Interestingly, 70% of purchased missiles are of very long range (400 km) and long range (350 km) category and the rest have lower ranges of 300km and 250km. The S-400 surveillance radar with the range of 600 km and 360 degree coverage can track 70 targets. The S-400 is not an upgraded version of S-300 ADMS – this was offered to India in 1998 – as is commonly believed, but has an entirely different technology, radar capability and missiles.
While S-400 will have no transfer of technology or defence offsets, Russia has agreed to set up maintenance facilities in India; help integrate the S-400 with India’s indigenous Akash surface to air missile system (which was made with Russian hand-holding and is still not more than 40% accurate); expedite procurement despite having a full order book till 2022; and consider the transformational S-500 system (with capability to kill low-earth satellites) currently under trial, for sale to India.

The looming shadow of the US
While the military requirement of the S-400 ADMS programme has been clear from the beginning, the political willingness became murkier over the years. Several times the government of India came close to signing the contract but always dithered at the last moment. Even today’s contract signing was preceded by weeks of uncertainty, stemming from the fear about US slapping Countering America’s Adversaries Through Sanction Act (CAATSA) upon India.
Apparently, a month ago when Russian officials came to India to do the groundwork for the impending summit meeting between Prime Minister Modi and President Putin, national security advisor Ajit Doval told a senior member of the Russian delegation that he would not commit on signing of any contracts till he had consulted a few friends. To leave none in doubt, he added that he would be travelling to the US soon, and only after his visit would the government make up its mind about inking the contract.
Obviously, he was looking for more than an assurance from the US that India would be exempted from CAATSA. This was clearly humiliating for the Russian delegation, which comprised senior members of Kremlin’s inner circle. The government of India continued to send mixed signals to its Russian counterparts, so much so, that till this morning nobody knew for sure if the deal would be done.
Traditionally, summit meetings are prepared well in advance. Both sides know what commercial agreements would be signed, because they require a lot of paperwork, which has to be prepared in advance and vetted by both sides. What’s more, most defence contracts involve several sub-contracts with different entities. Till Putin’s departure from Moscow for India, his aides had no clue about which contracts, if at all any, would be signed during this visit. The only thing that they had clarity about was that the contract for additional Mi-17IV helicopters would not be signed due to lack of funding during this summit meeting, the Indian ministry of defence had informed Russia weeks ago.
This is nothing short of embarrassing for a government that projects itself as the sole custodian of national security and upholder of strategic autonomy. That the government of India was constantly looking over its shoulders for approval to sign a contract for a system critical to its national security, does not bode well for its relationship with Russia, which has stood by India, politically and militarily. Remember the May 2018 Wuhan summit followed by the Sochi summit in which Modi sought out Putin as the guarantor of his peace talks (on disputed border) with President Xi Jinping after the June 2017 Doklam crisis. This is not all. Russia is the only country which has given restricted technologies to India.

Stressing on India's independent policymaking, Army chief Bipin Rawat on Sunday said that the Russian Army is "very keen" on associating with the Indian Army.

Speaking at an event in New Delhi, Rawat said, "Russians are very keen on associating with the Indian Army because we are a very capable army. We are capable of standing for what is right for us."


The statement comes amid fears of US sanctions over the S-400 missile deal with Russia. Russian President Vladimir Putin and Prime Minister Narendra Modi signed a $5 billion deal for India to procure one of the world's most advanced air-defence systems, the S-400 Triumf missile shield on Friday.

The US has threatened to impose restrictions on India for dealing with Russia which is already under sanctions. The deal could attract sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA) that is primarily aimed at countering Russia, Iran and North Korea.

On this Rawat said, "Yes, we do appreciate that there could be sanctions on us, but we follow an independent policy.

Assuring Russia, Army chief said that while India may be associating with the US for some technology, but it follows an independent policy.


He also added that India is very much looking forward to procuring Kamov helicopters and other weapon systems and technology from Russia.
