Since we began keeping track of the growing threat posed by Naxalite terrorist movements to the Indian State some years ago, we've witnessed several ominous new developments.

One of these is the emergence of narcoterrorism along the lines of the Latin American model. From a link posted by Rye on the Internal Security Watch thread,

it appears that Naxalite groups are taking up the organized cultivation of opium poppies in the territories they control.

This development is distinctly different from Pakistani terrorism funded by ISI involvement in the illegal drug trade, because in that case, the actual production of drugs took place outside of India (largely in Afghanistan).

On one hand, this meant that the opium producers themselves were beyond our reach or capacity to punish on a large scale.

On the other hand, it meant that we were spared some of the ill-effects of having the opium grown, refined and manufactured right on our own soil.

Firstly, we did not have to worry about the havoc wreaked by the great stresses that the widespread incidence of drug cultivation brings to bear on the rural agricultural economy at the local level. The influence that drug cartels (and their sponsors) are able to gain by virtue of their vast resources, as well as their presence and activity on the ground in rural areas, was not a problem we ever had to deal with. This is not a threat to be underestimated.

If a drug economy is allowed to establish itself in impoverished rural India, it will thrive and completely displace the incompetent organs of the state at every level. From dispensing justice to financing micro-loans, it is with the drug cartels that villagers in remote areas will prefer to sign their social contract, rather than a corrupt, indifferent and largely absent state. Just as the "bhai-log", the Pakistan and UAE-based underworld gangs, have become arbiters of justice and financiers of enterprises at the urban level, we can expect to see a counterpart emerge in rural India, which has thus far remained unscathed by the effects of organized crime on an international scale. Once the narco-machinery digs in and integrates itself with the rural economy and political structure, it will prove practically impossible to weed out, as numerous examples in Latin America have shown us over the decades.

Secondly, India was not directly in the path of Afghan opium's distribution channels. Certainly ISI-distributed Afghan heroin found its way to Mumbai and other Indian cities en route to wealthier international markets... but even more wound up on the streets of Karachi and other Pakistani cities. However, the amount of Afghan heroin actually sold on Indian streets is the merest tip of an iceberg, compared to the situation we would see if the length and breadth of rural, small-town and metropolitan India were crisscrossed by distribution routes for heroin produced by Naxal terrorists in the Indian heartland.

Thirdly, it was necessarily more difficult for foreign interests to sponsor terrorism in India via funds generated by production of heroin in Afghanistan, than it would be if the production, distribution and terrorist utilization of funds were all taking place within India itself. The ISI, for example, would then have no need for intricate BCCI-type financial networks to get drug money into anti-Indian terrorist groups' hands... networks that have become increasingly unreliable, from our enemies' point of view, following the monitoring that they have been subject to post 9/11. Foreign interests aimed at destablizing India would find things much more profitable with the whole operation contained on Indian soil... sort of like a Japanese automaker opening low-cost auto plants in rural China to manufacture low-cost cars for consumption in urban China.


The problem needs to be examined in the light of recent developments (albeit set against long standing historical backdrops) in Latin America. The following ingredients that we see emerging in Naxal terrorism were all part and parcel of internal security problems faced by many nations there:

1) An emergence of anti-government terrorist groups espousing a far left-wing ideology, active in "isolated hinterlands"... remote, mostly rural regions of these developing countries, largely devoid of meaningful infrastructure, where government machinery was largely absent or indifferent. For example, FARC in Colombia, and Shining Path in Peru.

2) The nexus between these groups and drug "cartels". Such cartels include the rural producers of drug crops, the manufacturers of drugs from raw materials in back-country refineries, and the distributors in urban areas and along international routes. The drug crop is mostly coca in Latin America, but opium poppies are commonly cultivated in Southeast Asia. India is the world's *only* producer of legal opiates for medicinal purposes (morphine, codeine etc.) and there is a large amount of governmentally regulated opium poppy cultivation.


3) The growth in economic, financial, military and political power of these groups, fueled by the drug trade, into quasi-state entities that exercise almost as much authority as national governments across vast swathes of territory.

4) The involvement of such groups in proxy war situations.

This is what we are seeing right now in Colombia and Ecuador. Yesterday, March 3rd, Colombian troops crossed into Ecuadorian territory where FARC had a major base (allegedly facilitated and supported by the Ecuadorian government in much the same manner as Bangladesh supports ULFA). The Colombians killed 17 FARC terrorists inluding a high-level leader named Raul Reyes.

Now the Ecuadorians are massing troops on the Colombian border, and the Venezuelans are doing so on their border with Colombia as well.

The background to all this is a wider Latin American conflict that has been brewing for some time. Hugo Chavez of Venezuela, using his nation's oil wealth and allegedly assisting left-wing drug-related groups, has been trying to play godfather to leftist governments throughout Latin America... much as Castro was wont to do in his heyday. Chavez is the chief sponsor of Ecuador's left wing Rafael Correa government, which has been accused by Colombia of harboring FARC. Meanwhile, Colombia's President Alvaro Uribe is on the other side of the political spectrum... pro-America and pro-neocon, he was one of the few Latin American leaders to support the US invasion of Iraq. Given the animosity that existed between Uribe and the Chavez camp, this latest development involving FARC has led northern South America to the brink of a major security crisis.

Finally,
5) The involvement of Christian organizations, especially certain clerical orders as the Jesuits who have a stated "social justice" agenda, cannot be overlooked as another ingredient in the nexus of ultra-left terrorists and drug cartels in Latin America.

We have seen hints of this in India as well, evinced by the involvement of individuals having close ideological links to Jesuitry and evangelical Christianity with Naxal terrorism.

Once again I refer you to Liberation Theology, which this TOI article cites as the ideological motivation for such individuals as Arun Ferreira, himself a Jesuit-in-training and nephew of a prominent Mumbai Jesuit, to involve himself in the leadership echelons of the Naxalite terrorist movement.

I would also draw your attention, in this context, to the widespread co-existence of Maoism and evangelical Christianity as the founts of ideological motivation for any number of separatist terrorist groups in India's northeast.

Likewise, I would remind readers of the coordinated assault against the Hindu tribals of Orissa (and the state of Orissa itself) in December last year, with a view to examining the nexus of forces involved.

First, encouraged by evangelist missionaries, Christian converts in Orissa's Kandhamal district deliberately defiled Hindu temples and religiously significant sites, seeking to provoke tensions with Hindu tribals to the point where communal violence was imminent. When Hindu spiritual leader Swami Laxmanananda Saraswati visited the region to investigate, he too was physically assaulted by Christian converts.

The subsequent retaliation by outraged Hindu tribals against their missionary-inspired tormentors, on December 25th 2007, was predictably the only aspect of the story covered by the Indian English-language media. The incident was portrayed as unprovoked violence by bigoted, extremist Hindus against a hapless Christian minority. However, this was not the end of the story.


The nexus between evangelical missionaries and maoist groups came to full light in the carefully staged counterattack following the Hindu tribals' retaliation.

On the military front, Maoist groups went on premeditated rampages targeting Hindu tribals as well as symbols of state authority. For example, on December 27th 2007, Three Thousand "Miscreants" Armed with Automatic Weapons" mounted an assault on the police station of Brahmanigaon, where over 800 homes were also set on fire.

On the propaganda front, Evangelical groups took up the effort with a vengeance. In a December 31st, 2007 press release by the "Episcopal Conference of India", they attempted to blame the Naxal groups' armed violence on "Hindu extremists". Playing every available cheap-publicity card, they stooped to the recruitment of Australian Missionary Graham Staines' widow Gladys to act as their mouthpiece. Predictably, India's English-language media lapped up this angle with relish, substituting it for an accurate investigation of the facts.

The Orissa story continued with the Naxalites mounting an assault on the state's economic lifelines on Republic Day. More recently, there was the February 16th attack on Nayagarh police station by 600 naxalites who looted a large quantity of sophisticated weaponry and ammunition.

The correlation between the districts of Orissa where Naxal terrorist groups are at their strongest, and those where Christian missionary activity has produced a large number of converts among the tribal population, is a trend to be watched carefully.

Kandhamal District, the site of the 27th December 2007 assault by 3000 armed Maoists, has seen an increase in its converted Christian population from6% in 1970 to almost 27% in 2001..

The evangelist website IndiaNetZone, which keeps track of Indian tribes and targets them for systematic proselytization, refers to the Sitha Khanda tribe of Orissa as ardent converts to Christianity. It describes their population as being highly concentrated in Phulbani (Kandhamal) and Koraput districts, as well as the Udaygiri area of Ganjam district (which is actually on the border of Gajapati district).

This map of Orissa shows the location of Kandhamal, Koraput and Gajapati districts mentioned as having a high concentration of converted Sitha Khanda tribals. Please compare with this map of Naxalite activity in India which shows Koraput as a "severely affected district", and Kandhamal and Gajapati as "targeted districts".

Absent the kind of data that our politically correct government makes almost impossible to find, it is difficult to track the correlation further with the information readily available. However, given what we know, the apparent trend is immensely worrying.

To summarize, the most alarming developments relevant to the rise of the Red Menace in the recent past have been:

1) The Naxalites' developing nexus with the illegal drug trade, to the point where terrorist groups are involved in the cultivation of drug crops, prompting speculation that they intend to finance their activities and establish their influence in rural areas along the lines of Latin American ultra-left militias;

and,

2) An emerging geographical and temporal correlation of Maoist activity with Christian missionary activity, suggesting that Christian tribals have been targeted for recruitment by Naxal groups with some success, and raising questions about the ideological, organizational and financial connections between Maoist terror groups and international Christian organizations.

Both angles must be explored thoroughly in order to determine the identity, nature and designs of the Maoist and Naxalite terror groups' international backers.

The article posted by Rudradev is bang on target as to the real nature of Maoists and their international backers. Maoists of India are actually the private militia of the church. The Niogi commission report had clearly warned that if the missionaries are allowed to work uninhibited in the tribal areas, they will convert them and start a seditiious movement through them. THis is exactly what is happening.

I noticed long ago that the Naxalite affected areas are exactly those where the missionaries have been operating since independence. It can sound like a coincidence only to the extremely naive. The Goras and their evangelical fronts are the main creators and financial backers of Maoists of not only Central India but of Nepal too. Prachanda is a Christian convert. THe evangelicals of America had a remarkable coup in getting the Hindu king banished from Nepal and get it declared a officially secular country, thus opening it wide for mass conversions. The evangelicals will manage to capture political power in Nepal through the Maoists. The same trick they have been trying to play in Burma, but have not succeeded till now due to the military dictatorship there.

The Goras find it very difficult to operate in absolute dicatotroships such as North Korea, China and Burma. Hence, democracy campaigns are launched and engineered in these countries to pry them open and then Goras begin their work under the cover of personal freedoms that are granted to citizens. Immediately, acitivists and NGOs are set up and evangelicals open charity organisations staffed by CIA and MI6. This is the standard operating procedure of the Anglo-Amercians (basically all white people with English as native language) and all these countries work as a team and hunt in packs.

Indian govt. refuses to put any curbs on missionary activity due to the beast of secularism that it has created on its own and unleashed in the country. THe Christian priests and Maulvis are considered sacred cows that cannot be touched no matter what they do, which opens the country wide to religious terrorism operating through the church and mosques and funded by the Arabs and Anglo-Americans.

Basically any eastern civilisation that ignores the political vision of these religions and does not take measures to preempt it will come to grief sooner or later. India came to grief in 1947 due to Maulvis and Imams. Now it is going to be its turn to come to grief due to pastors and bishops.

All because of this deranged "secularism" that Nehru invented and offered as a nice shield behind which church and mosques can operate with respect and acuire a critical mass of mischevious, radicalised converts who can help create a landmass where they can replace HIndus as rulers. This is an age-old game, but Hindus simply refuse to draw any lessons or even read history.

As Sitaram Goel said: "THe Anglo Americans have four strike arms -- airforce, army, navy and the church." Indians better be careful, get rid of this beast of self-imposed secularism, replace their philosophy of idealism and "everybody is nice" with realism and "some people have covert agendas" and put strict curbs on missionary activity. The original constitution drafted by the constituent assembly had banned preselytisation in India, but Nehru got it overturned when some bishops contacted him and promised to "live like brothers" with Hindus.

It is essential to put curbs on missionary activity, rein in the church, nationalise the church (like UK and China have done), cut its links with Vatican Goras and ban foreign funding of Indian Christian organisations. If this is unpalatable, then be prepared to lose more territory and welcome the first Christian state in South Asia. Goras are not going to stop unless cut short brutally by Hindus.

I think now it should be clear from history as in China to connect these groups. Chinese communism started with evangelical christian in the 1930s-40s. The concept of liberation theology is part of the strategy in evangelical Christian. The revolution movement is other parts of the world have been funded by these group as in Latin america etc.

That is all true, but that is not going to convince people in India that the same stunt is being tried by the west in India. All I am saying is that the evidence that leads one to such conclusions is crucial to people buying this notion of the evangelical wing of US foreign policy. Not unless they can also see the pattern that many of us are seeing from various bits and pieces, but with names of organizations and their reach all over India. The anti-joshua project, if you will.

It is true that even well read Indian are poor in history. But without history you dont see what is coming in the future and are blind. Middle class Indians are in this stage. Only way is to teach them to how to think and not to tell them about everything.

A few google search reveals a lot and BRF usually encourages the readers to do some research themselves instead of spoon feeding.

This was a scenario that I once speculated on, but was pooh-poohed by some senior leftist chaps I know of. I meant this process of senior Left leaders getting bitch-slapped by BJP/Sangh cadre outside Kerala or WestBengal for their goonda activities inside these two states. Any state level left leader has to go to AKG bhavan for consent of policy changes(a "political advisor" has to see if stuff conforms to "ideology") by their state govts. And AKG Bhavan is deep inside the land of them kuffr fundos. But no, they have to act all macho :roll:

Expect a high decibel "democracy in danger" media campaign (complete with backdrop portraits of such democratic stalwarts as Stalin, Mao et al) to take the gaze away from Nandigram and recently, Kannur. And expect a lot more of "Left atrocities in Kannur" news from the Viceroy's people. :wink:

States pool forces to fight Maoists


In a sign of stiffening resistance to Maoist terror, State Governments have at last agreed to pool their resources and launch a joint war on far-Left extremism. The first such joint assault has fetched good results - in two operations, a thousand police commandos of Chhattisgarh, Maharashtra and Andhra Pradesh stormed the Maoist stronghold of Bastar in Chhattisgarh and are believed to have eliminated many of the Mao-spouting killers. In the first of these, police from Chhattisgarh and Maharashtra combined to target Maoists in the Abujhmad forests, while in the second, operations were carried out in the forests of south Bastar by Andhra Pradesh's anti-Maoist force, known as the Greyhounds, and Chhattisgarh police commandos. It is heartening that both operations have been successful. The Abujhmad forests have for long been a Maoist stronghold where policemen could not enter; they were declared a 'liberated zone' by the Maoists. Other than the success of these operations, what is of importance is that the police forces of different States were able to join hands in combined operations to flush out the Maoists. Far too often have the Maoists used State boundaries to their advantage as they cunningly launched their depredations in one State and then took refuge in another. In such situations, given the absence of inter-State co-ordination, the police of the affected State would be left flatfooted, allowing the Maoists to get away. These predatory insurgents had so far shown far more ability in ensuring the cooperation of their various groups in the several States in which they have established their presence. There has long been a demand for special police task forces that would bring together the police of different regions to combat Maoists.

Replying to supplementaries during Question Hour in Rajya Sabha, Home Minister Shivraj Patil said 10 states and 180 districts in the country are affected by Naxalite problem.
After all no one fired a shot at his grey eminence in his Luytens bunglow yet did they -- how can there be a problem?

It looks like there is light at the end of the tunnel. However, the WB situation is not that inspiring.

CPM admits it's plagued by desertion

ANIL BISWAS NAGAR (COIMBATORE): CPM's two-part political organization report is a clear admission that despite its rising clout, the party is plagued by increasing dropouts, especially in Kerala, erosion of traditional communist value system and problems in getting whole-timers.

The newly-introduced section on the experience of Left-ruled states, for the first time, spells out two different principles of governance for West Bengal and Kerala. Though the document criticizes handling of Nandigram by the Buddhadeb Bhattacharjee government, it still approves of industrialization in the state but with a cautious approach on land acquisition and incentives to business houses. Also, it wants the state government to tell the people that such investments would not solve the basic problem. However, the party suggests that Kerala should stress on agriculture and strengthen public sector enterprises.

The comprehensive report, accessed by TOI, also admits that party membership among minorities has come down by 10.22%. In West Bengal, there is a marginal decline in membership from 14.9% in 2005 to 14.6%. Membership of women is 11.93% but the report asks state committees of eight states — UP, Bihar, Jharkhand, J&K, Orissa, Punjab, Rajasthan and Chhattisgarh — with less than 10% women members to take appropriate action to increase their presence in the party. For instance, Bihar has only 3.65% women members, Chhattisgarh 7.66% and UP 8.88%.

The document seeks to enforce stricter guidelines for whole-timers and a more stringent method of giving out memberships. "It is the quality of party members that reflected in Nandigram. Lately, the quality of members has come down. There is no point increasing the membership tally without ensuring quality," a senior leader from West Bengal said.

The document also deals with growing factionalism in the party, especially in Kerala, and attributes it to reasons like inability of cadres and senior leadership to settle grievances within established party forums. The tendency to speak to media out of turn has been criticized.

The party congress is likely to reinforce a well-laid principle of discipline for cadre in general and senior leadership in particular. Nandigram has become a reference point in the document, as the party admits what happened there has become a "weapon in anti-CPM propaganda".

Therefore, the document says the state government should take into consideration all concerns and then adopt a suitable policy.

In an indirect way, the document admits that taking two different lines in Delhi and Kolkata would not help. Instead, the state government should be conscious that its policy could have an impact on the party line throughout the country.

When it comes to specifics, the document says largescale land acquisition should not be resorted to and again refers to the Nandigram experience and "political and administrative mistakes" made by the state government. Also, it says private investors should not be loaded with too many concessions.

On dropouts, the document says the national average is 7.5% in case of whole-timers. Interestingly, in West Bengal, the dropout rate is merely 3.5% but in Kerala, where there is a five-yearly cycle of Congress and Left rule, more than 10% dropout has been noticed. Tamil Nadu has a dropout rate of more than 16%. In states where the party has meagre presence, the drop-out rate is shocking.

"Kerala should learn from West Bengal. Despite more than 30 years in power, Bengal comrades have never made a public display of their grievances. High dropout rate means largescale factionalism, like what we are facing in Kerala," a senior leader said.

But the document is clear that there will be no dilution in norms for whole-timers.

Eight Maoists, including a self-styled sub-zonal commander and two area commanders, were killed in a fierce encounter with the Central Reserve Police Force at Mukato forest in Jharkhand's Garwah district on Tuesday.

Only Commies & BJP have the cadre-strength at grass roots level and regional parties (mostly pro-left ). Commies are effectively asking for dis-integration of India as history taught us , India was lost due to a weak center dependent on regional and sub-regional strongmen . :(

It's a searing image from the Gulf War of 1991. There were 180,000 Indians trapped in Saddam's Iraq, starving. But the well-fed cats and dogs of the citizens of western nations, sobbed the Indian Ambassador in sheer frustration, had higher priority on the UN's evacuation flights than starving Indian children. Last week this priority system came flashing back in the words of President Subbiondo dof the California Institute of Integral Studies.

It was a terrible week again for Indian children. According to Times of India, "a large number of Maoist guerrillas ran amok in a Bihar district bordering Nepal reportedly killing up to 21 people. ..Over 300 Maoist guerrillas.. attacked the Madhuban bazaar, opened fire,.. set fire to the police station and block office, killing two policemen and a bank guard… exploded bombs,.. ransacked (banks) .. bombed houses .. looted cash and jewellery."1

Nothing new there, except the brand-new set of bereaved families. The Comrades have been doing this for the past 60 years. A little primer for those too young to understand what "Maoist" means, or how it relates to "Marxist", "Communist", and "People's Tribunals":


Red Amoebic Fission

Frustrated with elections, dissent etc., the would-be Stalins and Maos of the Communist Party of India (CPI) have spun off ever-more violent terrorist groups. The Chinese-funded CPI (Marxist) successively delegated Class War to the CPI (M-Leninist), CPI (ML-Trotskyite), and CPI (ML-Maoist). This last entity is also called "Naxalite", after the West Bengal village of Naxalbari where they started Class War by robbing and beheading farmers and any other productive citizens in the early 1970s. Short-lived in Kerala, where it ran afoul of the CPI (M)'s own protection racket, Naxal terrorism has thrived in Andhra and Jharkhand, and is now starting in Orissa. The "People's War Group" (PWG) of the CPI (MLM) had a website announcing "People's Tribunal" Death Warrants for 3 elected, serving Chief Ministers of Indian States. In 2003, CPI (ML) and CPI (MLM) merged into CPI (Maoist), which is on the US State Department's list of terrorist groups along with its Nepalese counterpart, CPN (Maoist).

Most Newsworthy: Our Heroine's Travails

So does any of this trigger concern? Apparently not at the San Francisco Chronicle, nor at CIIS. What is far more important is that Associate Professor Angana Chatterji of the CIIS managed to get citizens in otherwise-peaceful Orissa state so mad that they walked out on her "People's Tribunal" and made her destroy the tapes she had made of their comments under false pretences. Apparently they got mad when they realized that the "professor" had come by in an earlier year posing as a "journalist", and written articles casting them as savages, and co-authored a "Comprehensive Report" falsely casting their brave struggle to rise from the wreckage of a monster cyclonic storm in 2000 as "religious hate-mongering". Among other antics.

The agreed facts are:


1. A team of some seven leftist (or "People's") activists calling themselves the "People's Tribunal" came to Bhubhaneshwar, Orissa and started taping statements from the gracious locals. Presumably, the locals were led to believe that this was an official government delegation.

2. The con was going hunky-dory until the witnesses got a FAX from someone who recognized their interrogators. Calling back, the witnesses learned with growing rage that the interrogator(s) had been seen addressing meetings of the CPI (M), were probably foreign-funded, with at least one member being considered to be rabidly anti-Hindu (anti-India?)

3. Tribunal member "Dr. Hans", a local professor, went out to see what was keeping the witnesses, and upon finding out, "went home directly". Didn't see any need to return and warn the damsels-in-imagined-distress, or call police. Drove home. Perhaps didn't appreciate being made a goat.

4. The locals, realizing that the "Tribunal" was not an official government delegation with senior jurists, but a gang of leftists with their hired lawyers, returned and demanded that the tapes be destroyed, and advised the Tribunal to leave town. Whether they yelled: "Rape!" "Tape!" or "Ape!" is open to question, per comments at the Sulekha.com portal, but certainly tempers seem to have flared. The hired lawyers promptly left town in disgust, seeing that the con game was up
The Forum of Indian leftists, the Communist umbrella organization in the US (see "FOIL Primer"), has discovered Internet Petitions:

1. To Stop Gujarat Chief Minister Modi from Coming to the US.

2. To Stop funding to Tsunami victims.


3. To protest the NYPD's questioning of bearded comrade Rakesh Sharma who was videotaping the Metlife Building in NYC for over 30 minutes nonstop. This worthy cites his hosts to prove his bona fides, including Arjun Appadurai, New York college professor. One wonders if this is the same Arjun Appadurai who signed another FOIL Petition in 2002, "endorsing" the Report co-authored by Angana Chatterji. The NYPD should be most gratified to hear what Appadurai and his South Asia cohorts endorsed - the claim that sending money to help the families of New York Firefighters after the 911 terrorist attacks was proof of "anti-Muslim" behavior, since "all the attackers were Muslim and most of the victims were non-Muslim". The same FOIL gang is also the ones who chortled about how they conducted demonstrations in New York, flouting orders from the NYPD and thus snarling traffic.

4. A Petition to get the Rajeev Gandhi Foundation to stop telling the truth about Gujarat being the best-run state in India, with low crime, high freedom, and opportunity for all, since it was not in line with pre-approved Conclusions of the Politburo.

Hitech action against Maoists yields results

67 cadre killed, 176 surrender in 3 months

Actionable intelligence, surveillance on the movement of the cadre of outlawed militia through helicopters and satellite images are helping the security forces in flushing out militants from the jungles in large numbers through well-coordinated anti-Maoist operations.




In the first three months this year, anti-Maoist flush-out operations launched after the Nayagarh raid by the ultras, as many as 67 Maoists have been killed, 6,230 kilogram of explosives and about 39,000 live ammunition and 1,157 arms have been recovered in 40 encounters with the security forces.



While 176 extremists have surrendered before the Central Reserve Police Force (CRPF) till March 31 this year, the paramilitary forces have also sustained losses, including 12 casualties, injuries to 10 personnel, loss of 10 arms and over 900 rounds of ammunition.



The CRPF has also recovered 252 grenades from the Maoists in joint operations in the Maoist-affected States of Orissa, Chhattisgarh, Jharkhand, Bihar, Andhra Pradesh, West Bengal, Madhya Pradesh and Uttar Pradesh.



While 20 Maoists were eliminated by the Orissa police after the operations launched against the ultras after the Nayagarh incident, another 18 militants/Left extremists were killed in joint operations by the security forces of Orissa, Chhattisgarh, Maharashtra and Andhra Pradesh. The CRPF has eliminated another 29 Maoists in anti-Maoist operations from January to April 1 this year.



Apart from satellite images, helicopters are being used to trace the movement of Maoists in dense forest areas for carrying out the flush-out operations, a senior CRPF official said, adding that instructions were issued by the Central Government following the Nayagarh incident and a noticeable increase in the casualties of the security forces at the hands of the ultras last year.



As many as 236 security force personnel were killed last year in contrast to 105 such casualties in 2003, 100 in 2004, 153 in 2005 and 157 in 2006. Conversely, the number of Maoists eliminated by the security forces reduced from 274 casualties in 2006 to just 141 in 2007.



However, civilian casualties decreased slightly from 521 in 2006 to 260 in 2007, according to the latest status paper on internal security of the Union Home Ministry.



In 2007, Chhattisgarh and Jharkhand together accounted for 68 per cent of the total incidents (1565) and 76 per cent of the total casualties. Higher number of incidents and casualties in Chhattisgarh and Jharkhand is attributed to increased use of improvised explosive devices by the Maoists.

Maoists hike their levies too

Naxals earn Rs 1,000 cr in '07, increase levies to set target of 1,125
cr for '08

HYDERABAD: A revenue collection of Rs1,000 crore in 2007 and a target
of Rs1,125 crore for 2008 with a 25% increase in levies.

These innocuous-looking figures are not part of the yearly fiscal
report and projections of some government agency, but ominous snippets
from the annual Maoist budget.

Recent documents and hard disks seized from Misir Mishra, a central
committee member of the CPI (Maoist) arrested in Jharkhand last month,
reveal that the naxals not only run a parallel government in certain
pockets of the country but also have a well-organised `finance
ministry' which maintains a record of every penny earned and spent,
hikes taxes and sets targets.

According to Mishra's revelations, Maoists collected over Rs1,000
crore in 2007 through their state committees and have set a target of
Rs1,125 crore for 2008.
The Andhra Pradesh police have discovered a long list of donors,
contractors and industrialists who contributed to naxal coffers.
Article 60 of the constitution of the CPI (Maoists) lists membership
fees, levies, donations, taxes, penalties and wealth confiscated from
enemies as the source of revenue.

According to the police, the last congress of the CPI (Maoists) held
at Abujmad in Chhattisgarh fixed a revenue target of Rs1,125 crore for
the current year and, accordingly, increased the levies on the state
committees by over 25%. The documents showed that Andhra Pradesh had
gone down in the fund raising ranking from the second to third spot
after Bihar and Chhattisgarh.

Mishra is learnt to have told his interrogators that while Bihar
raised Rs200 crore, AP's collection came down from Rs300 crore to
Rs100 crore last year.

Jharkhand raised Rs75 crore in 2007 and would raise Rs110 crore in
2008. Maharashtra raised Rs100 crore while Karnataka contributed Rs78
crore and Tamil Nadu pitched in with Rs35 crore in 2007.

Mishra reportedly told the police that some prominent Maoists leaders
like Sambashivudu alone raised over Rs80 crore and party secretary
Ganapati raised Rs285 crore in 2007.

"All the leaders operated their own bank accounts, funded their units
and operations but reported to the central committee. They also
contributed to the corpus fund of the central military commission
separately for the maintenance of the provincial guerrilla army,"
Mishra is learnt to have revealed.

Major sources of income for the Maoists were road contractors,
contractors for forest produce like tendu leaves (beedi leaves),
bamboo and wood. They have reportedly made deals with poachers,
smugglers and liquor and timber runners in the forests. In the areas
under their control, including district towns, Maoists levy a tax on
small enterprises like spinning mills, beedi units, rice and flour
mills, kirana, medical, cigarette, liquor shops and private doctors.
All illegal operators, including private schools operating in villages
and district towns, are coerced to pay.

On the expenditure side, police sources reveal, the Maoists spent over
Rs175 crore in 2007 for purchasing weapons, including AK-47,
landmines, rocket launchers, vehicles, uniforms and medicines.

According to the police, an Australian arms dealer has struck a deal
with Maoists to supply via Malaysia-West Bengal drug route, a record
200 AK-47s by the end of 2008, they say. They have also acquired motor
cycles with special tyres to make travel easier in dense forests and
tough terrain.

Publicity and propaganda is another major head on which the Maoists
spend considerably, according to the seized literature. Besides
maintaining web sites, publishing party magazines Awam-e-jung (Hindi)
and the CPI Maoists (English), they also operate a low frequency radio
in the jungles to campaign against police and the administration.

The CPI (Maoist) also spent huge sums on communication equipment with
mobile and satellite phones being the common issue. Very recently,
Raipur police raided an urban Maoist network centre and seized account
books for collection of Rs5 crore. The raid had also yielded receipts
for purchase of uniforms for nearly six battalions supplied by a
Mumbai-based textile unit.

CPI (Maoists) was born in September 2004 with the merger of Maoist
Communist Centre (MCC) of Bihar and the Communist Party of India (ML)
also called the Peoples War Group (PWG) of Andhra Pradesh. The group,
based predominantly on the Maoists Leninist (ML) ideology, has
operations in 12 states and has a mission to form a Red Corridor from
Dandakaranya (AP-Chhattisgarh-Jharkhand) to Nepal.

Martin has been issuing statements and giving interviews each day like an extra-constitutional head or the correctionist interceptor. And instead of limiting himself to the monitoring of elections, he is becoming a self-appointed initiator of 'security reforms' and 'inclusion of marginalised sections'. The Maoists have compromised with the pride and self-esteem of the nation by demanding in their 23-point Comprehensive Peace Agreement that elections be held under UN supervision. This implies that the Nepalese people are not capable of holding elections to their own constituent assembly.

The UN Security Council established the United Nation's Mission In Nepal (UNMIN) under Resolution 1740 (2007) for one year with a clear mandate to monitor the Maoist ceasefire and assist elections to the Constituent Assembly. But under Martin, UNMIN has made people wonder about its real motives. Martin began direct talks with the rebel Madhesi groups, gave special interviews and issued press statements about including “marginalizedâ€

Ahead of panchayat elections, fresh violence broke out in Nandigram today with two women raped by CPI-M cadres during a clash between supporters of Bhumi Ucched Pratirodh Committee and marxists at Adhikaripara here in which eight BUPC men were injured. Superintendent of Police, East Midnapore, S Panda told reporters here that senior police officers have rushed to Adhikaripara.

The injured were admitted to a primary health centre here, he said. The two women were taken to Kolkata and admitted to government-run SSKM hospital.

Trinamool Congress block leader and convener of BUPC, Abu Taher said that the two women were raped at Adhikaripara when CPI (M) cadres raided the village around 2:00 am. IGP (Law and Order) Raj Kanojia said in Kolkata "we have also heard about it.

We are verifying it, but no complaint has been filed for rape." Denying the charges, local CPI-M leader Ashok Guria alleged that the clash took place after TC supporters raided the houses of CPI-M sympathisers.

"The Trinamool Congress has lost support in Nandigram and these allegations are just to draw attention," Guria said. The Nandigram police station was gheraoed yesterday by the Trinamool Congress after three party activists were arrested on the charge of killing a CPI(M) Panchyat Samity member last year.

The ogres called CPI&M are back to their WTF analysis on economics. Gobal price rise is a fact, what can anyone do about this, even their comrades in China are reeling under the threat of runaway inflation. The root cause is the unsatiable demand of the majors around the world : USA, Europe and Japan, China not India that caused the recent hike in oil prices. The root of evil is the oil price, 3x-4x what it used to be a few years back. Add to that a shift in crops to meet global demand. What have the CPI&M done to reduce poverty thus far. All they have managed to do is become thugs and support China over India. Annually they go around intimidating companies to pony up loot during Kali/durga pooja in West Bengal, hooliganism in Kerala. These bloody buggers have done diddly squat for India.

CPI (M) hits out at Chidambaram
New Delhi (PTI): The CPI-M on Monday hit out at Finance Minister P Chidambaram's reported statement that the culture of violence was affecting investment in Kerala, saying he should take lessons from the price rise and correct his economic policies.

"He (Chidambaram) should draw lessons from the rise in prices of essential commodities" and take corrective measures, party leader Mohd Salim told reporters when asked to comment on the Finance Minister's reported statement on violence in Kerala and that the Left should draw lessons from Gujarat.

Salim said "growth is neither forward nor backward, it is Harvard", indicating Chidambaram's Harvard background. { WTF, compared to uneducated JNU morons }

Chidambaram was quoted in the media as saying that the culture of violence was the biggest hurdle to investment in Kerala.

Describing the statements as "off-hand remarks to target the Left", Salim's Marxist colleague Rupchand Pal said growth cannot be a "stand-alone" factor should be equity-oriented.

He said Chidambaram's statement was a reaction to the Left's frontal attack on his economic policies, which were responsible for the massive rise in prices.

CPI-M leader Basudeb Acharia said the government had not taken any of steps to check price rise as suggested by the Left parties.

Asserting that inflation had hit the poor badly, he said the National Sample Survey as well as a government report had pointed out that over 70 per cent of the people lived on a daily income of Rs 20 only.

a high-powered government committee has ascribed its growth to people’s discontent and complete failure of the system and asked for immediate winding up of the Salwa Judum.
On growth of Naxalism, the report said that while policy documents admitted direct correlation between extremism and poverty, in practice, the government treated it as a law and order problem. "It is necessary to change this mindset and bring about congruence between policy and implementation," the panel said.
"It is not fortuitous that overwhelmingly large sections of bureaucracy/technocracy constituting the delivery system come from landowning dominant castes or well-to-do middle classes, with their attachment to ownership of property, cultural superiority, purity-pollution governed behaviour and a state of mind which rationalizes and asserts their existing position of dominance in relation to others".

Sonia's Nandigram comments have no importance: Basu
UPA chairperson Sonia Gandhi's comments on Nandigram at a public rally in Malda on Monday have drawn a quick response from the Marxists. This time, it was CPM patriarch Jyoti Basu, a strong votary of supporting the Congress-led coalition at the Centre, who chose to react.

"She (Sonia) doesn't know anything about West Bengal. Her comments have no importance," Basu said on Tuesday.

At a public meeting ahead of the panchayat elections in the state, Sonia had said she was aware of the situation in Nandigram and supported the people there. While referring to the price rise, the Congress president said the West Bengal government too has a responsibility towards procurement of foodgrains.

"It's the duty of the Centre to keep prices in check," Basu said after the CPM politburo meeting in Kolkata.
With the Lok Sabha elections scheduled next year, the CPM won't let the UPA government breathe easy on economic issues affecting people at large.

CPM general secretary Prakash Karat stepped up the ante against the Manmohan Singh government by a few notches over price rise saying that the issue has "serious political implications".

Karat had used a similar phrase during the standoff between the Congress and the Left over the proposed Indo-US civil nuclear deal. The warning came after the politburo meeting where the party decided to organize "mass picketing" in front of all central government institutions across the country. Because of panchayat elections, there will be no protests in West Bengal. And Karnataka too is exempt because of assembly election.

"We would like to tell the Congress leadership that people won't tolerate Manmohan Singh government's economic route that has curbed the government’s role in procurement of foodgrains and essential commodities and has instead thrown open the procurement process to private companies such as Cargill," Karat said.

The CPM general secretary made it clear that his party won't wait indefinitely for the "callous government" to curb the upswing of prices. "This is a serious issue. The UPA government has failed to check prices so far. It should not underestimate price rise. It should discuss things," Karat said while hinting that the CPM won’t hesitate charting out its future course along with UNPA partners.

CPM backs demand for renegotiating India-Nepal treaty
KOLKATA: The CPM, a key outside supporter of UPA government, on Tuesday backed the demand for renegotiation of Indo-Nepal Peace and Friendship Treaty and said there should be no treaty which is unequal.

If there were any areas in the Indo-Nepal Peace and Friendship Treaty which needed to be renogotiated it should be done, CPM General Secretary Prakash Karat said on Tuesday.

"Yes, I think that demand has to be considered. Earlier also when the Indo-Nepal treaty was reviewed we had a detailed position," he told a press conference here after the party's politburo meeting.

"We have always said that big countries or small countries, it does not mean we should have treaty which will be unequal," he said.

Karat was replying to a question on the demand by the CPN (Maoist) in Nepal to scrap certain provisions of the 1950 Indo-Nepal treaty.

Most of these orgs/sites label different states as different nations.
And they are getting stronger all the time feeding on govt apathy/politico-bureaucratic corruption and nepotism/incidences of police brutality.

^ even the unarmed villagers are not afraid of these cannibalistic scums called maoists. :D even if the jerk maoist labels each indian state as an nation nothing is going to change on the ground. let them keep producing such p0rn for their dumb comrades to read and jerk on. they boast to their cadre of them ruling the Red corridor while in reality the shanti sena is kicking their as$ along this corridor. :D
