Shinde raps Bihar govt for 'failure' to control Naxals

The Centre has rapped Bihar government for its alleged failure in controlling Maoists activities and said situation in the state has become alarming and there is complete breakdown in coordination between the state police and Central forces.

Home Minister Sushilkumar Shinde also advised Bihar chief minister Nitish Kumar to examine the successful counter- insurgency models of other states and adopt such structures in Bihar too.

"We have noticed a complete breakdown in coordination between the state police and the Central forces as well as with the neighbouring states like Jharkhand," Shinde wrote in his letter to Kumar.


Expressing concern over deteriorating Left Wing Extremism situation in Bihar, Shinde said the CPI(Maoist) have looted 38 sophisticated weapons and ammunition from the Bihar Police this year and that was the largest number in the country.

"There is a worry that the Maoists have identified Bihar Police for snatching weapons and ammunition since the state police personnel appear to be poorly trained in tactics. The state has also witnessed the killing of 27 security personnel this year, which is a very high number," he said.

Requesting to revisit the Bihar government's strategy's of fighting the Naxals, the Home Minister told the Bihar chief minister that situation in the state has become alarming and if it is not addressed immediately, there is a possibility that the LWE situation may go completely out of control in the near future.

There was one news item which showed picture of a Poster on a School gate inviting prospective candidates to join Maoists forces. Monthly sum was more than what SAP would get.i.e. 3000 rs.

So emboldened Maoists are there. Some talk and IB alert of naxali attack on Beur Central Jail Patna was also there in News report. This Jail houses top naxali leaders.

Ghandy, belonging to the class of 1963, finds more than a mention in the January issue of Rose Bowl, newsletter of the Doon School Old Boys' Society. His classmate Gautam Vohra, writing on the class of 1963 that included Appan Menon, Sanjay Gandhi and Tejeshwar Singh, says when the batchmates met in Dehradun "Kobad issue came to the fore".

Vohra has been on Ghandy's side regularly. Doon School friends got together and paid for Ghandy's eye operation and gave him books and other reading material. Vohra says he and Ghandy keep in regular touch. "I have been campaigning for his release. It has been four years and nothing has been proved against him. Kobad admits he is a Maoist. But even the Supreme Court has said being a member of a banned outfit does not mean you will be put him behind bars," Vohra told TOI.

The only way, Vohra says, Kobad can be convicted is if his involvement is proved in any violence. "But so far nothing has been found. I have canvassed for his release before everyone — from Kapil Sibal to Mani Shankar Aiyar and many human rights organizations. I am told under Unlawful Activities (Prevention) Act, if he is released many other Maoists would have to be let free. Kobad is in a high risk ward in Tihar where there is restriction to the number of letters he can write and books he can read. Mind is everything for him," he says.

A CRPF trooper, who was injured when a landmine planted by Maoists in Bihar’s Aurangabad district went off while being defused and seen on TV pleading for his life, is alive, CRPF chief Dilip Trivedi on Tuesday said.

He said the CRPF personnel being shown on TV is not Deputy Commandant Inderjit Singh, who had succumbed to injuries in the landmine blast on Monday.

“The trooper shown on TV channels is our jawan Dilip who is admitted to a hospital in Patna and is alive but injured. Sadly, our DC Inderjit has succumbed to his injuries in the attack,” Trivedi said.

The DG said he was surprised to see the “misrepresentation of facts” by saying that the person on TV was the DC.

In a heart wrenching video message flashed across TV channels, Dilip was seen appealing to the Prime Minister, President and DGP to save his life.

“I have no doctor with me…I will die…I am losing blood…I have small kids…it has been two hours but there has been helicopter for me. I have been hit in an IED blast,” Constable Dilip was seen appealing in deep pain in videos being aired on TV channels.

He, however, was identified on TV as DC Inderjit Singh of CRPF who has already died in the IED attack.

Three CRPF personnel, including Inderjit, were killed and seven other security officials injured yesterday when they were defusing a landmine planted by Maoists in Aurangabad district.

The incident took place ahead of the April 10 Lok Sabha polls in the Maoist-affected district.

Inspector General of Police (Operation) Amit Kumar had that said a joint team of CRPF and Bihar police was defusing the landmine planted by ultras in Dibra police station area of the district when it exploded.

Official sources said Singh and other security personnel reached the area where the IEDs were planted but the explosion took place before the bomb disposal squad could reach the spot thereby injuring the troopers on spot.

Trivedi said he has rushed his Inspector General (Operations) to Bihar even as a Court of Inquiry has been initiated in the entire incident.

“The inquiry will establish what exactly happened and if there was any possible violation of standard operating procedures by the troops even as it would establish if there was a delay on the part of the medical aid and helicopter sortie,” a senior official said.

The casual cruelty of the Chinese towards humans and animals will shock and astound. All nations have their warts but the Chinese are truly a league ahead. The way I see it Dharma (Indic influence) is being taken over by the adharmis who are pretending to be dharmic. And we are next door to each other.

FWIW, soni sori, the poster girl of naxals fought from a maoist dominated constituency on AAP ticket and polled less votes than NOTA.

Claiming that the “payback time for those who financed this election campaign begins with the formation of the new government”, the CPM’s People’s Democracy says this factor would dictate a “set of policies” that will necessarily impose further burdens on the people. “Further, there are grave apprehensions that the secular democratic foundations of our republic may come under severe stress and strain…” an editorial says.

It also says that these elections throw up important questions: “First, in the history of independent India’s parliamentary democracy, this is the first time that a government will be formed by a party winning a majority of seats in the Lok Sabha on the basis of the lowest vote share it received… Such an anomaly arises due to the ‘first-past-the-post’ system…” it states. Second, “the display of money power in these elections has been unprecedented…” it adds. “The time has come to consider a comprehensive package of electoral reforms…”
it concludes.

Verdict Analysis

“It is a victory for the corporate sector and the Sangh Parivar headed by the RSS, representing the most right reactionary ideology in the country,” the CPI’s New Age says. “We have been stressing from the beginning of the election campaign that the corporate sector, after milking… UPA 2 to the hilt has now planned to install a more pliable and pro-corporate Union government that can help them to further loot the national and natural resources and help them to maximise their profit,” an editorial says, claiming an important feature of the corporate plan was to “isolate and marginalise the Left”. It also points towards the use of money in this election that, it claims, “flowed like water”.
“As far as the Congress is concerned it has genuinely paid for its misgovernance and corruption,” it says. However, in its introspection of the Left’s dismal performance, it says, “Apart from the print and electronic media, the Left also failed in utilising the emerging social media that was possible, if plans had been drawn in advance.”

Verdict Implications

Claiming that the results have “stunned” everyone, the CPI(ML)’s ML UPdate says the BJP also benefited from the “explicit corporate preference for a stable Modi-led government”. It adds, “But in the immediate political context, there can be no overlooking the fact that the BJP has expanded its network on a really all-India scale and its growing influence in states like Assam, West Bengal and even Kerala surely merits serious attention. Instead of remaining complacent with the 69 per cent figure that did not vote for Modi, it is important to carry the message of alternative politics
to sections of the 31 per cent who voted for Modi…”

The “claims of pro-Modi propagandists will hardly inspire confidence in people who have been at the receiving end of the Sangh brigade’s hate politics and who can see the organic links between India’s crony capitalism… and the Modi variety of politics of ‘law and order’ and ‘corporate-led development’ encapsulated it his slogan ‘minimum government, maximum governance’,” it says.

These might not yield results unless coupled with resettlement of Informers/family with new identity else there will be fear of reprisals if names are revealed.
NEW DELHI: With various state governments increasing reward on CPI (Maoist) chief Mupalla Laxmana Rao alias Ganpathi, there is Rs 2.67 crore riding on his head, making him one of the most wanted in India. In fact, over Rs 21 crore has been announced recently on all central committee members, making CPI (Maoist) the outfit with the maximum bounty.

To incentivize information on Maoists and arrest of Ganpathi, the government is planning to ask National Investigation Agency (NIA) to further increase the reward on the CPI Maoist chief, home ministry sources said. Ganpathi currently carries Rs 15 lakh on his head by NIA.

The massive hike in reward against Ganpathi came about last month when Maharashtra announced Rs 1 crore for his arrest. Chhattisgarh, MHA sources said, has promised Rs 1 crore to anyone who gets him arrested. Along with rewards from other Naxalite-affected states, it goes up to Rs 2.67 crore.

Sources said there is over Rs 1 crore reward on each of the 21 members of the central committee of CPI (Maoist). Over the years, the central committee decreased from 39 members to 19 recently before Anil Teltumbde and Ramanna were elevated.

KLP Dubey - It is becoming more and more clear that the Maoists were not some poor tribals but used for some political purposes by the previous ruling govt which could be

1) To curb the growth of BJP in some states, especially in mineral rich mining centers
2) To have them declared as the biggest security threat which India faces (refer to former PM speeches), so it is not Pakistan or China, we should be friendly to them and start by handing over Siachen to them
3) To humiliate India and how Indians feel about themselves
4) to push lot of imports for small arms deals, Barretta sub machine guns from Italy, claim BSF/CRPF do not like ALH so imported Helicopters need to be procured etc.

Notice how the WKK and pro maoist crowd in India are one and the same.

This tied in well with global powers, just feel sad the CRPF jawans were used as cannon fodder. Maoists involved in the 2008 attack on CRPF were given houses in Coastal AP by the State AP govt in 2013. WTF.

We need a public discussion on this, find out the king pins in Delhi.

Seven STF men killed, 11 injured in Maoist attack in Chhattisgarha
At least seven personnel of the Chhattisgarh Special Task Force (STF) were killed and 11 others injured in a Maoist attack in Sukma district of south Bastar on Saturday noon.

The STF were undertaking an operation in the interior areas when they were ambushed by the Maoists in Kankerlanka region of Sukma. The deceased included Platoon commander Sankar Rao, head constable Rohit Sori and constables Manoj Baghel, Mohan Uike and Kiran Deshmukh.

“Seven personnel have been killed. We also lost a brave platoon commander. Details are awaited,” said R K Vij, ADG (Naxal Ops).

While some of the injured have reached the nearest police camp, the bodies of the dead are yet to be removed from the site.

They are all called Annas ( means elder brothers in Telugu) and Akkas ( means elder sisters in Telugu). They are worst kind of scum. All of this is very well known in most of the naxal areas and in the states like TS and AP. Just see the word "alleged". You have a video of the poor girl and yet it is "alleged". Now who the worst, the scum who are doing this or media workers?

Four children among 12 ‘Maoists’ killed by CRPF, Jharkhand police

Maoists are using Children for their operation. It is perhaps first time we are hearing of this possibility and getting killed in encounter. This is a serious breach of ethics even by leftist standard. But IE does not even question the tactics of Maoists. For IE they are "alleged" maoists and minors in full battle fatigue killed by Police. "Hardly an encounter" , No injury to policemen etc. Despite the fact that one of the person killed has been identified as the person who planted IED in the stomach of a dead CRPF Jawans.

Twelve alleged Maoists, including four minors, were killed in a joint operation by the police and the CRPF at Bhalwahi village in Palamau district late on Monday night.

Police said a top zonal commander, Anurag alias RKP alias Doctor, was among those killed in the “encounter”. Anurag was the main suspect in the 2013 Latehar IED case where explosives were put inside the body of a slain CRPF man.


Two other “Maoists” have been identified as Mohammed Izaz from Gwalior and Uday Yadav, a teacher from Latehar. Police, however, are not sure about the cases against them. Jharkhand DGP D K Pandey said they were still trying to identify the other bodies.



While 11 persons were shot in the head, chest, neck or stomach, one was shot in the leg. Demanding the presence of forensic experts, doctors at Daltonganj Sadar Hospital refused to conduct post-mortem examination.

According to sources, the security personnel set up barriers at Bhalwahi village near Bakoria, under Satwarwa police station, late on Monday evening after they received information that Maoists would cross the area in two Scorpios. At about 12:10 am, they tried to stop the first car but were not successful. They, however, managed to stop the second vehicle, in which Anurag and the others were reportedly travelling.

Police claimed they asked the group to surrender but there was immediate resistance, and an encounter followed. The vehicle, with a West Bengal registration number (WB 60 E 2011), had 22 bullet marks, including nine at the back. However, there were no blood stains.

Police reportedly recovered seven weapons, including an INSAS rifle, and over 300 live cartridges from the spot as well as several mobile phones and chargers.

Defending the action in which minors were also killed, DGP Pandey said the “bullet does not differentiate”. He said if children were a part of the Maoist squad, they would be killed. “It was a great success,” he said.

Jharkhand Chief Minister Raghuvar Das praised the security personnel. “They have done a great job and deserve praise. This should serve as a strong message to Maoists,” he said.

Local sources, however, said it was “hardly an encounter” as there were no signs of any resistance by the rebel group. “Not a single policeman received any injury. The injury marks show that they were shot from close range. There are no signs that they ran for safety as the bodies don’t have any bullet injuries in the back,” said a source.

Sources said the police received information about Anurag’s movements from the Jharkhand Jan Mukti Parishad, set up by former Maoists with the help of police. The Maoists were reportedly on their way to collect levy from bidi contractors.

Chhattisgarh: Maoists kill infant in front of his mother

In a shocking incident, Maoists beat a four-month-old boy to death in Bijapur district of Chhattisgarh, reports an English daily. What makes the matter more gruesome is that the incident took place in front of the infant's mother. According to the state police, the baby was hit repeatedly with a rod. :(

Chhattisgarh has been grappling with left wing extremism for a very long time. The incident took place in Todka village of Bijapur district.

The infant's father, Tati Aayatu managed to report the news to police after two-three days after the incident. Aayatu along with his wife, daughter and kid were kidnapped by the Maoists. When Aayatu managed to give the Maoists a slip, it enraged them greatly and they took brutal revenge by killing the baby, that too in front of his mother.

So far no one has been arrested in connection with the matter. However police have launched a massive operation to nab the culprits and hopeful of getting a break soon.
Truly animals these commies - similar incidents were seen during cultural revolution in China when "revolutionaries" ate the families of "counterrevolutionaries" .

As the crow flies ~90-100 miles east from my native place - but no direct route as one would have to cross several rivers (bridges are far and few in between), forests (thick 3-4 decades back - but now looks 80% of the cover had been destroyed in the name of development but unfortunately not much development had taken place going by the chacha maps) et al. 40+ years back I did cover 30 miles in a caravan of bullock carts.

Sounds very similar to Islamists killed a man who left Islam for alleged blasphemy.
Kumari, who also went by the name of Guddi, was lured into the outlaw group when she was 11 by a neighbour and transformed from a cook into a crack shot, serving under the Maoist banner for eight years, before she decided to turn over a new leaf.

21 Maoists killed on Odisha-Andhra border
Twenty-one members of the banned CPI (Maoist) were killed in an encounter with a combined team of the Andhra Pradesh and Odisha police near Jantri in Malkangiri district of Odisha, a few km away from the border with Andhra Pradesh, in the early hours of Monday.

Superintendent of Police Rahul Dev Sharma told The Hindu that it was a joint operation by the Greyhounds (special anti-naxalite force of Andhra Pradesh) and the Odisha police. A few top leaders of the Maoist party might be among the dead, but it would take some time to confirm the same, Mr. Sharma said. Two constables were injured in the encounter.

“The exchange of fire occurred near Balimela reservoir in Odisha,” Director General of Police N. Sambasiva Rao, told The Hindu. A combing police party from the two States noticed the Maoists moving in forests in Malkanagiri area and the exchange of fire erupted, he said.

“We suspect that Maoists of Odisha and AP assembled in forests for a plenary, as many weapons were seized from the spot. Some top Maoist leaders were killed and a few most wanted extremists escaped from the scene. Police can give exact number of deaths later,” said Mr. Rao. The injured Greyhounds constables are being shifted to King George Hospital in Visakhapatnam by helicopters.

It is suspected that Uday, a top Maoist of Odisha, was among those killed in the operation. But it has not been confirmed. As per the Malkangiri district police, search operation was on in the area and extra force was being sent to the area to intensify the combing operation.
