KATHMANDU: Three days after the obstruction at the Birgunj-Raxaul Nepal-India border point was removed, the agitating United Democratic Madhesi Front on Monday formally decided to end the blockade.Top leaders of the UDMF constituents held a meeting in Kathmandu today and decided to withhold the four-and-half-month border blockade, general shutdown and obstructions at government offices for the time being, citing “contemporary problems of the nation, needs of people and their suggestions.”The UDMF, however, was under immense pressure to end the blockade not only from members of the public, but also from their own leaders and cadres.Nevertheless, the agitating alliance has decided to continue other forms of protest besides the blockade and shutdown.It has also decided to join hands with other parties and alliances to intensify the protests.“The agitation will continue till our demands are addressed,” reads a statement issued after the meeting.The UDMF for now has announced only three protest programmes including a torch rally, a lathi rally and a people’s vote collection campaign in district headquarters.Meanwhile, the UDMF concluded that some latest statements and activities of Sadbhawana Party Chairman Rajendra Mahato “greatly harmed” the agitation and directed him not to do so in the future.While chairpersons of Federal Socialist Forum-Nepal, Tarai Madhes Democratic Party and Tarai Madhes Sadbhawana Party – Upendra Yadav, Mahantha Thakur and Mahendra Raya Yadav respectively – have signed the statement, no one from Mahato’s Sadbhawana Party has signed th

ATHMANDU: Nepali Congress President and former Prime Minister Sushil Koirala died of cardiac arrest after suffering from a bout of pneumonia in the wee hours of Tuesday morning , according to family sources. He was 76.Sushil Koirala, who had announced his candidacy for the Nepali Congress top leadership in the upcoming general convention, breathed his last at Shashanka Koirala’s residence, where he had been staying after leaving Baluwatar in last October, at around 00:50 am.It has been learned that he suffered from pneumonia for some time and had been unable to take part in public functions for some days.He served as Nepal’s 37th Prime Minister from February 2014 to October 2014. The new constitution was promulgated during his premiership from the elected Constituent Assembly.Koirala was elected as the Nepali Congress President in September 2010. Earlier he served in the party in various capacities.Koirala, who was accused of failing to stick to the gentlemen’s agreement made by the top leaders of Nepali Congress, CPN-UML and UCPN-Maoist to handover the prime minister’s berth to CPN-UML Chairman KP Sharma Oli after the promulgation of Constitution, was defeated in the prime ministerial elections by Oli in October. He had defended his decision to contest the polls, saying it was a democratic practice.

‘PM to seek India’s full acceptance of constitution’

Ambassador of Nepal to India Deep Kumar Upadhayay today said Prime Minister KP Sharma Oli’s upcoming visit to India would focus on India’s full acceptance of Nepal’s new constitution, on which the southern neighbour had publicly expressed its discontent.Talking to The Himalayan Times, Ambassador Upadhayay also said, “This visit would basically focus on ensuring India’s full acceptance of Nepal’s new constitution and winning support for its smooth implementation.”
He further said the prime minister’s visit would also focus on ensuring that Nepali people would not have to face hardships experienced during the past five months of blockade again.
Besides New Delhi, preparations are under way for PM Oli’s visit to India’s financial capital Mumbai, where he is expected to address a business conclave of Indian investors and industrialists.
According to him, PM Oli would also seek Indian investment for development of infrastructures in Nepal.While discussing his upcoming visit with Nepal’s business community at his official residence in Baluwatar earlier today, PM Oli had said his visit was aimed at removing misunderstandings and setting a ‘milestone’ in bilateral relations, according to PM’s Foreign Relations Expert Gopal Khanal.
Meanwhile, leaders of various political parties suggested to PM Oli not to sign any deal that might create controversies.Nepali Congress leader Arjun Narsing KC opined that the Prime Minister should bring on board all the political forces before taking any such decision.“The visit has to push for sincere implementation of existing agreements and commitments between the two sides,” he said.

Madhesi parties, Nepal govt ‘agree’ on mechanism for new states
Madhesi parties opposed to Nepal’s constitution and the government informally agreed on Friday to create a mechanism for fresh demarcation of federal states, a key demand of protestors who had blockaded the border with India.A meeting held at Prime Minister K P Sharma Oli’s residence between major parties in the ruling coalition and the United Democratic Madhesi Front (UDMF) agreed to resolve the contentious issue soon.Further talks were underway on the terms and reference of the mechanism and an official announcement is expected on Sunday, ahead of Oli’s visit to India next week.The political mechanism, which will be endorsed by parliament, is expected to suggest fresh demarcation of boundaries of the seven states proposed in the constitution adopted last September.Nepal doesn’t have any states and restructuring of the country’s 75 districts into new federal units is a key component of the new statute.Madhesis, the people living in the Terai plains bordering India, opposed the seven-state model, and launched an agitation last August. Since then, violent clashes with security forces have claimed 58 lives.The UDMF was opposed to several clauses in the constitution, but its main contention was that all 20 districts in the Terai region should be included in two Madhes states.According to the seven-state model, three districts in the east, two in the west and one in central Terai have been left out of the two states to be created in the southern plains.
Two recent amendments to the constitution regarding proportional representation in elected bodies and fresh delimitation of constituencies on the basis of population - two demands raised by UDMF - were rejected by the Madhesi parties as they didn’t deal with the demarcation of the states.
The UDMF recently ended its blockade of key border trade points with India, citing troubles faced by the people. But it has vowed to carry on its protest in different forms till its demands are addressed completely.

Agreements signed during PM Oli’s state visit to India
List of Agreements and MoUs:

1. MoU on utilisation of USD 250 million grant component of Government of India’s assistance package for post-earthquake reconstruction assistance to Nepal:Nepal’s Deputy Prime Minister and Minister for Foreign Affairs and India’s External Affairs Minister Sushma Swaraj signed the MoU on the grant assistance.The MoU includes four sectors — housing, health, education and cultural heritage have been identified. In housing, USD 100 million would be utilised for construction of 50,000 houses in 14 severely earthquake affected districts. USD 50 million each would be utilised in health, education and cultural heritage sectors in 31 earthquake affected districts of Nepal, according to India’s Ministry of External Affairs.

According to Prime Minister Oli’s press advisor Pramod Dahal, the agreement also includes utilisation of subsidised loan of USD 750 million

2. MoU on strengthening of road infrastructure in Tarai area of Nepal:
Secretary at Nepal’s Ministry of Physical Infrastructure and Transport Arjun Kumar Karki and Indian Ambassador to Nepal Ranjit Rae signed the agreement, which will will enable speedy implementation of remaining work on 17 Roads in Package 2, 3, 4, 5 and 6 of the Tarai Road Phase-I project, totalling 518 kms. Two roads in Package 1 totalling 87 kms have already been completed.

3. MoU between Nepal Academy of Music and Drama and Sangeet Natak Academy:
Nepal’s Ambassador to India Deep Kumar Upadhyay and Secretary at India’s Sangeet Natak Academy Helen Acharya signed the agreement, which aims at enhancing relations between India and Nepal in the field of performing arts through exchanges of experts, exponents, dancers, scholars and intellectuals.

4. Letters of Exchange on Transit Routes:
(i) Transit between Nepal and Bangladesh through Kakadbhitta-Banglabandh corridor aims at simplification of modalities for traffic of goods between Nepal and Bangladesh while transiting through India, through the Kakadbhitta (Nepal) and Banglabandha (Bangladesh) corridor.

(ii) Operationalisation of Vishakhapatnam Port would provide transit facilities for Nepal through the Vishakhapatnam port.

5. Letters of Exchange on Rail Transport:
(i) Rail transport to/from Vishakhapatnam would allow rail transport to and from Vishakhapatnam to Nepal.
(ii) Rail transit facility through Singhabad for Nepal’s Trade with and through Bangladesh would help operationalise rail transit facility through Singhabad in India for Nepal’s trade with and through Bangladesh.
6. Inauguration of Muzaffarpur-Dhalkebar transmission line [Initial supply of 80 MW, to be augmented to 200 MW by October 2016 and 600 MW by December 2017]
7. Establishment of Eminent Persons Group
Nepal had already formed the EPG comprising of Rajan Bhattarai, Bhekh Bahadur Thapa, Suryanath Upadhyay and Nilamber Acharya.The Indian side too announced its EPG which includes Bhagat Singh Koshyari, Mahendra Lama, Jayant Prasad and BC Upreti .

Prime Minister KP Sharma Oli, who is in India on a six-day state-visit, today said he himself was not fully satisfied with all the provisions of Nepal’s new constitution, but still he accepted the charter for its wider legitimacy.No one is happy with all the provisions of the new constitution,” PM Oli said while addressing a talk programme in New Delhi today. “I am also not fully satisfied with it, as some of the core issues have not found place in the constitution the way I wanted.”Responding to a query, he made it clear that the document was not discriminatory as far as the issue of citizenship was concerned.He said more than a thousand Indian women who had married Nepali men recently acquired matrimonial naturalised citizenship certificates after the promulgation of the new constitution in September, prime minister’s Press Adviser Pramod Dahal, who is in New Delhi, told The Himalayan Times over phone.
Earlier, agitating Madhesi parties and Indian side stated that the new constitution had made it difficult to get matrimonial naturalized citizenship certificates.The PM also thanked Indian PM Narendra Modi for recognising the new constitution as ‘an important achievement of Nepali people”.Referring to the recent stand-off between the two sides following the adoption of the constitution, the PM said, “Intermittent issues between the two countries should not lead us to actions that are unwarranted and impact people’s daily lives adversely.”He reiterated the country’s firm commitment to check any hostile activity directed against India from its soil.Saying open border is a common asset of Nepal and India, he stated that both sides should maintain the sanctity of No Man’s Land so that the true spirit of the open border remains alive in practical terms under all circumstances.Earlier, PM Oli addressed a business conclave in New Delhi and urged Indian investors to invest in Nepal’s competitive advantageous sectors, such as hydro-power development, road and rail infrastructure and tourism.Earlier, India’s State Minister for Energy Piyush Goyal met PM Oli and assured him of India’s readiness to expedite work on two joint-venture mega-hydel projects of Nepal Upper Karnali and Arun III by setting a time-bound deadline, according to PM’s foreign relations expert Gopal Khanal.

Nepalese Prime Minister K P Sharma Oli has called China an "all weather friend" that has helped it at times of distress, weeks after China sent fuel supplies to the landlocked Himalayan nation to ease a crippling shortage of goods due to a blockade on Indo-Nepal border."China has respected our sovereignty and supported our development endeavours. Our two nations have been all-weather friends, friends at times of distress as well as at the time of comfort," according to excerpts from Oli's speech at Renmin University here published in state-run Global Times daily today.This is the first time Oli has used the phrase "all weather friends" to describe relations between Nepal and China. The phrase has often been used to characterise close Sino-Pakistan ties by both Chinese and Pakistani leaders."The time has come to set higher and superior ambitions. Higher than Qomolangma (Mount Everest), and better than the Great Wall. The time has come now to travel together into the united sphere of prosperity," Oli, currently on a week-long visit to China, was quoted as saying in an article titled 'Friendship guides Sino-Nepalese relations forward'.He said that Beijing's Silk Road initiative will ease obstacles faced by the landlocked Himalayan country. "The 'Belt and Road' (official name for Silk Road) initiative is a principal step to unleash our potentials to travel together into the cooperative sphere of prosperity and to catalyse the convergence of our shared interest," he said."As a friendly neighbour, Nepal has always been well aware of the sensitivities of China. Nepal adheres strongly to the 'One China Policy', and has not allowed its land to be used, under any pretext, against China. And it will continue to keep this commitment firm and intact," he said in an apparent reference to continue to crackdown on dissident Tibetans travelling through Nepal to meet the Dalai Lama who currently resides in Dharamsala.
During his current visit, Oli signed the landmark Transit treaty with China through Tibet which Nepalese officials say opens a new avenue for Nepal which is currently dependent on India to route its imports and exports.The two countries signed 10 agreements and laid out plans to extend railway line in Tibet to Nepal, which is also looking to access Chinese ports in order to avoid a repetition of severe shortage of essential goods due to blockade of key border trade points with India by Madhesis over the new Constitution.While Oli avoided any reference to India, a sharply critical article in the same daily accused India of using "forceful measures" to pressurise Oli during his visit to India. "Though Oli visited India first after becoming Prime Minister, it was marked by 'distrust and nervousness'. On the contrary 'his tour in China has been a relaxed one'," the article said.

Accords with China evoke fresh, strong opposition in Nepal
China's move to welcome the new constitution of Nepal has no meaning, said chairman of the Federal Socialist Party Upendra Yadav. "China's backing to the new constitution is meaningless as a significant number of people within the country are yet to own it," he said. Ahead of Prime Minister Oli's China visit, top leaders of the Madhes-based political parties had met Chinese Ambassador to Nepal Wu Chuntai, and handed over an 11-point memorandum to him, urging Beijing to push Oli to address their demands rather than maintaining the status quo. Yadav, who also served as foreign minister twice in the past, said the agreements signed between Nepal and China were agreed upon in 2009, but wondered why Oli was instigating propaganda over it. Experts and diplomats also maintained that the accords signed with China during Oli's visit now may not be implemented with immediate effect.

Will China risk India investments by overplaying its hand in Nepal?
Unsurprisingly, Kathmandu press is rife with speculation that Delhi is preparing for another phase of confrontation and is priming up the Madhesi leaders.Indeed, South Block’s reaction to the hugely successful visit by Prime Minister KP Sharma Oli to China suggests that Delhi is in a punishing mood. When asked about Oli’s visit to China and the growing Sino-Nepali ties, the South Block spokesman snapped back:“Nepal as a land-locked country is free to explore any practical option it wants. But our (India’s) relations with Nepal have their own natural logic. Now, we are not in the comparison business. And even if you are, do ask yourself, is there any other country in the world which can have the kind of relationship that Nepal has with India?”The spokesman is spot on. Nepal is critically dependent on Delhi’s goodwill. But where he possibly misses the point is that the “comparison business” is not so irrelevant. The point is, what is it that draws comparison? If it is about trade or economic linkages, who can indeed compete with India on the Nepali turf? The facts speak for themselves. To quote the spokesman:“

Suffice it to say, if Delhi edges closer to the United States-led containment strategy against China, it had better expect a reciprocal Chinese reaction in India’s neighbourhood. So far China has been single-mindedly pursuing self-interests. But that may be changing.China may make the enterprise profitable for itself in business or commercial terms but the political objective will still be to bring about a new strategic balance whereby Nepal would have the resilience to stand up to Indian “bullying”.Nepal understands what China is trying to do – not to pit it against India but instead strengthen its capacity to safeguard its sovereignty and stand up to India. That is why Oli called China an “all-weather friend”, invoking for the first time a loaded expression that is characteristic of the China-Pakistan alliance.Oli signalled a subtle geopolitical shift. Significantly, Nepal’s army chief Gen. Rajendra Chhetri is going on a week-long trip to China next week no sooner than Oli returns to Kathmandu.China is unlikely to push the envelope too far too fast and risk a backlash from India. Nepal’s stability and development is very important for Beijing, since it impacts Tibet’s security. But then, China doesn’t have to be in a hurry. Time works in China’s favour.

Below the radar China has also established contacts with the Madhesis, consistent with its approach to cultivate all political constituencies in the country. China’s influence among the power brokers in Nepali politics today is such that it becomes a factor of stability for the uneasy coalition that Oli heads.To be sure, China has astutely exploited to its advantage the recent tensions in India-Nepal relations but that is only part of the story. But the conclusion becomes unavoidable that the animus that is appearing lately in China’s Nepal policies is a signal of its displeasure over India’s own unfriendly policies toward China during the past one-year period.A combative edge has appeared in the India’s China policies since the beginning of last year. Delhi has not bothered to maintain the careful balance between competition and cooperation in the relations with China, which the United Progressive Alliance government managed to keep.There is much greater willingness on the part of the present government to identify with the USA’s rebalancing act in Asia-Pacific, so much so that senior Pentagon officials voice confidence that in a near future the US and India will undertake joint patrols of the disputed South China Sea, in areas over which China claims sovereignty.Meanwhile, the upgrade of the US-Japan-India trilateral format, the strengthening of India’s military ties with Vietnam, and likelihood of the signing of the ‘foundational agreements’ between the US and India – all these reflect a new openness on the part of India to identify with the US’ containment strategy against China.On the other hand, there is no visible interest in Delhi to promote cooperation with China. Trade and investment with China is not a priority for Delhi. India has blindly copied Japan’s negativism toward China’s “One Belt One Road” initiatives instead of testing them or using them as means to stimulate investment and improve connectivity or strengthen regional security and stability.Simply put, the present government is simply uninterested in exploring the potentials of cooperation with China. However, there is precious little Washington (or Japan) can do to help Delhi if the competition between India and China degenerates into rivalry. Therefore, Nepal becomes a crucial test case where India’s diplomatic skills come under severe challenge.Interestingly, China has ensured that Nepal was admitted last week as a “Dialogue Partner” of the Shanghai Cooperation Organisation just before India’s formal accession as a full member is complete. A commentary on Oli’s visit in the Chinese communist party tabloid Global Times pointed out that Nepal is “subsumed” by the Indian economy, which has become “a small economy closest to the dominant power in the South Asian economic circle”, whereas the ties between China and Nepal “do not belong to the India-dominated South Asian economic circle”.Beyond a point, the argument that Nepal is too small a fry for Beijing to antagonise Delhi and jeopardise its stakes in the Indian market does not hold water. The bottom line is that India’s pivot to the South China Sea affects China’s core interests. And China will get the message across to Delhi that such a course is extremely unwise and will not serve India’s vital interests.

^^As long as PLA assets are not deployed on Nepalese soil, nepal is free to explore trade and aid linkages with anyone in the world. I don;t see how Delhi can intervene there, if at all.

However, what is clear is that all of China's past allies in the Indo-china region (Burma, SL, Cambodia-Laos etc) develop cold feet towards ever-closer integration with Beijing and start to hedge bets after a point. Maybe that will play over even in np's case, we'll have to wait and see.

5 Indian policemen arrested in Nepal

Kathmandu, Apr 25 (PTI) Five Indian policemen, who were arrested by Nepal police for allegedly entering the country illegally with weapons, have been handed over to authorities for further action.

The policemen, possessing one AK-47 rifle and a pistol were arrested from Sanagaun in Doti district yesterday and were handed over to Kailali police yesterday, The Kathmandu Post reported.

The arrested Indian policemen, said to be from Punjab, include one inspector, one sub-inspector, two head constables and one constable.

They allegedly entered Nepal from Gaddachauki border in Kanchanpur district while searching for a Nepali man accused of involvement in the murder of a Punjab-based doctor.

Kailali police have not provided any information regarding the incident but according to the report, the policemen will be handed over to the Indian border security officials.

Five Indian police personnel in uniform and carrying weapons have been arrested along with their driver in far-western Nepal's Doti district for illegally entering the Himalayan nation, officials said on Monday.

The Indian police personnel were ostensibly in pursuit of a Nepali national wanted in connection with the murder of a Punjab-based doctor, it is learnt.

The five Punjab Police personnel were identified as Inspector Roshan Lal, Assistant Inspector Shashi Kapoor, Assistant Sub Inspector Jaspal Singh and Havaldars Savash Singh and General Singh.

Jeep driver Ganga Deep Sharma was also arrested by police in Sanagaun in Doti district on Sunday for illegally entering Nepal with weapons.

They were handed over to neighbouring Kailali district police on Sunday evening.

Nepal Police said they "sneaked" into the country on Saturday evening.

Security officials from both sides are mandatorily required to take prior permission while travelling in the other country in uniform and carrying weapons.

The Indian police personnel had one AK-47 rifle, a pistol and 37 rounds of ammunition.

Their vehicle, bearing an Indian number plate, was also seized.

Meanwhile, customs officials at the Gadda Chauki border point, in Kanchanpur district, said the Indian police personnel had taken permission to visit Nepal for three days.

Before they reached Doti -- after crossing Kanchanpur district, the Indian police personnel were asked to stop by Nepal Police in Acham district "but they sped away", officials said.

ASI Tej Bahadur Khadka said: "As soon as we saw the Indian vehicle with police personnel, we tried to stop it but they sped away. How come they crossed two districts before reaching Doti?"

The Indian police personnel had entered Nepal from the Indian state of Uttarakhand through the border in Kanchanpur district searching for a Nepali man who is accused in the murder of a Punjab-based doctor.

Ram Prasad Regmi, chief of the Gadda Chauki customs unit, said the Indians paid customs duty for their belongings.

Police in Kailali have launched an investigation and will hand them over to Indian authorities after completing their investigation.

At a time when Nepal’s Prime Minister KP Oli’s aides have accused India of seeking to topple his government, top Nepali political sources have claimed that China played an active role in ensuring the continuity of the Oli government.Last Wednesday, Nepal’s Maoist leader Prachanda decided to withdraw support from the Oli-led government. On Thursday morning, he changed his mind and decided to stick to the “left alliance”. The two dominant allies in the current coalition are Oli’s Communist Party of Nepal (Unified-Marxist Leninist) and the Maoists.What explains Prachanda’s about turn?
On May 4, Prachanda declared there would now be a national unity government under his leadership. The NC backed Prachanda, and so did Madhesi parties. Why India must secure its borders with Nepal?

Under the 1950 India-Nepal treaty, we allowed people from Nepal to freely enter our country and take up jobs here. Since then, Naxalism has emerged as a big issue, and the corridor from Pashupati in Nepal to Tirupati in India is a belt of mines and minerals. Due to the porous border with Nepal, countries like China and Pakistan, and agencies like ISI have explored that route. Nepal is becoming like Kashmir with anti-India sentiments brewing within. We should fence the border like we have done with Pakistan and Bangladesh.
Why did you blame the Gandhis for ties with Nepal turning sour?
In 1986-87, (the then PM) Rajiv Gandhi imposed a blockade on Nepal for three months and ensured that no water, salt or oil reached the Himalayan country. Between 1971 and 1975, (then PM) Indira (Gandhi) never took Nepal into confidence on the Bangladesh issue, nor when Sikkim was merged into our territory. The same is true of Jawaharlal Nehru’s policies during India’s war with China in 1962. This is why Nepal feels that India is unjust towards it.
The Opposition has blamed Narendra Modi for the situation with Nepal.
All this didn’t happen in one day. Nepal was a Hindu nation that became a secular country. Modi is the first Indian PM to visit Nepal in a very long time since he wanted to maintain good ties with the country. People there also welcomed him. But over the years, the relations have deteriorated so badly that it cannot be mended in a day.Nepal’s Prime Minister KP Sharma Oli also has accused India of trying to destabilise his government.He is the eighth prime minister Nepal has got since the end of monarchy there. Nepal is trying to blame India for its internal turmoil.
Didn’t it all start go downhill after India tried to dictate terms during the drafting of Nepal’s Constitution last year?
Nepal shares its border with us, and over the years the country has been responsible for fuelling agitation among its Madheshi population there. It is a matter of concern for us. Any law and order situation there will mean pan inflow of refugees to India and it will then be our responsibility.

Why this slide in Indo-Nepal ties? - Pratim Ranjan Bose, Business Line
Sacking its envoy for maintaining too close a relationship with the foreign government is a serious charge.

Nepal did just that to its envoy in New Delhi, Deep Kumar Upadhyay
, allegedly for colluding with India to topple the KP Oli government in Kathmandu. It also cancelled the scheduled visit of the Nepali president to the Indian capital at the eleventh hour.

This is surely not the kind of action you expect from a country that enjoys preferential treatment from India. India has supported all democratic movements in Nepal, and nearly 30 lakh Nepalis (some 10 per cent of Nepal’s population) are employed in India; this includes some 50,000-60,000 soldiers.

But nothing has stopped Kathmandu from treating India as a hostile country.
And that raises questions about the intentions of Kathmandu. The future of India-Nepal relations has been seriously strained since September last year.

Not a juvenile act

Some political observers believe that taking this approach to India is only part of Oli’s attempt to survive the political power struggle within Nepal. The main culprit, they say, is the hung parliament in Kathmandu, and the fragile coalition between political adversaries such as Oli’s Communist Party of Nepal (Unified Marxist Lenninist) and Pushpa Kamal Dahal’s or Prachanda’s Unified Communist Party of Nepal (Maoists).

The Maoists are not on the same page as the CPN (UML). Along with the Nepali Congress (NC), they earlier attempted a new coalition with Indian support. Oli reacted to this plot. Even so, this does not fully explain why Oli or his party should burn bridges with India. What is exceptional about a political aspirant in Kathmandu seeking New Delhi’s blessings? Isn’t it true that Oli himself maintained close ties with New Delhi till early 2015, after which he allegedly switched his allegiance to the Chinese?

Is it a secret that Nepali Congress was once headquartered in Patna and has a long association with India? What is surprising about Prachanda (who no more enjoys Indian support) dumping the coalition plan with the Nepali Congress and running back to Oli, reportedly prodded by China?

The fact is that Nepal is a playground for two large powers — India and China — and politicians in Kathmandu seek to extract the most from both sides. There is nothing wrong with that per se..

But this still does not explain why Oli is going out of the way to pick a fight with India. A chronology of events makes it clear that there is a design behind this act.


Headwinds for India

India’s Nepal nightmare began in September, when Indian foreign secretary, S Jaishankar, went to Kathmandu. This was clearly a last-ditch attempt to prevent the late Sushil Koirala-led NC-UML government from promulgating the Constitution that was biased against the Madhesi in the plains and violated an agreement that was signed with mediation by India.

Jaishankar returned empty-handed. The Constitution was promulgated. Encouraged by sympathy from India, the Madhesis went for an economic blockade but failed to guide it to success. The agitation went on a bit too long for India’s comfort but failed to disturb Kathmandu. Nepal left it to black-marketers to meet the demand for essentials through the open border and shamed India before the world for allegedly blocking supplies to a landlocked country.

The Madhesi movement ended in a whimper on February 5.
Some also linked it to alleged alarms raised by the Nepali Army to New Delhi about a possible revolt in the armed forces.

The events that followed were dramatic. Oli visited India soon after the end of the Madhesi stir but the two countries failed to issue a joint communiqué, indicating differences. Within weeks, he reached Beijing and signed a 10-point agreement on trade and transit including a Chinese proposal for mineral exploration in Nepal.

True, the trade and transit proposals will not be realised anytime soon. But Oli made a public display of according the highest priority to the Chinese and scrapping Indian proposals for road and airport building, in quick succession.

Meanwhile, the Chinese are out to secure public support. A delegation recently visited the Madhesi heartland of Janakpur in the plains of Nepal to soothe nerves.

The plot

It is to be seen how ultra nationalist Nepalese society reacts to Chinese interest in their natural resources and infrastructure sector. But Oli surely has a plot in mind.

By daring India, he is reportedly trying to earn the confidence of the upland population that controls Nepal’s politics. Maoists are reduced to paper tigers with Prachanda facing war crime charges. The party also lost its base in the plains in the last election.

The promulgation of the constitution made NC unpopular in the plains. As a split force, Madhesis cannot fill this void. Oli is trying to put the Congress on the backfoot by blaming them for colluding with India.

It’s a ploy to destroy the opposition and ensure a long tenure with the support of the upland population. But the moot question still remains: What prompts him to ignore the advantages of a power balance (between India and China), and take one side?

One argument is that Oli is taking advantage of India’s goodwill. He seems to believe that the five-month-long Madhesi blockade has cost India its bargaining position. Any stern action now will go against India.

Theoretically, India can always deny granting it preferential status, as agreed in a half-century-old pact. But, considering the Narendra Modi government’s emphasis on regional cooperation, it cannot easily exercise the option. Moreover, such actions may be resisted by States such as Bihar and UP where Madhesis have familial links.

But that’s not all. Generally speaking, western powers back India on regional issues (except Pakistan-Afghanistan) vis-à-vis China. Nepali politics, especially the ruling CPN (UML) that reportedly enjoys European links, cannot remain indifferent to the stand of western powers.

Does it mean that these powers are divided on Nepal issues, and Kathmandu is taking advantage of geo-political imbalance? Defence analysts say they are, courtesy the strong presence of Christian missionaries in the uplands.

Future uncertain

In all probability, India-Nepal ties will face an uncertain future for some time. That doesn’t mean India has lost the game. A Congress-Maoist-Madhesi coalition can upset Oli’s plans. Also, Oli has put too much at stake in trying to strengthen his anti-India image. And there is every possibility that he will end up giving India the opportunity to act.

One such example was the recent ‘talk’ that Kathmandu would declare the Indian ambassador in Nepal, Ranjit Rae, persona non grata. Kathmandu rubbished this as a rumour.

It may not be too long before New Delhi reacts to Kathmandu

India refutes Nepal report on aid disbursement, says assistance worth $50-70 million being provided annually - Sachin Parashar, ToI
The government has strongly contested Nepal government's report that disbursement of Official Development Assistance (ODA) by India to Nepal dipped by over 50 per cent in its last fiscal year (2014-15), allowing China to overtake India as an aid donor to the Himalayan nation.

Nepal counted UK, US, Japan, China and Switzerland as its top 5 bilateral DPs (development partners) on the basis of disbursement, leaving out India from the list for the first time in past 5 years.

Its finance ministry had said in its latest Development Cooperation Report that ODA disbursement by India plummeted from over $47 million to $22 million in 2014-15, MEA said Thursday that India continued to disburse aid worth over $50-70 million every year to Nepal.

The ministry said that the figure of $22.227 million (India's disbursement to Nepal in 2014-15) was a misleading figure "which totally distorted the picture".

"Actual funds released to assist Nepal from MEA's Aid-to-Nepal budget are in the range of Rs 300 to 400 crore annually, or over $50 to 70 million. The discrepancy could be because a good part of our Aid-to-Nepal is not necessarily routed through the Nepalese treasury," said spokesperson Vikas Swarup, adding India remained fully committed to Nepal's socio-economic development and that there was no aid cut.

Nepal finance ministry report had said that "it is clear" that disbursement from World Bank, India, EU, Japan and India had declined from the level for FY 2010-11.

It acknowledged though that both India and China have also provided technical assistance to it through scholarships, training and study tours, which is not fully reflected in the total volume of assistance. India has also committed $1,400 million for Nepal's earthquake reconstruction work as against China's $766 million.

The government said that what was also not being counted was payment of pension to ex-Gorkha soldiers, which is about Rs1800 crore per year, or $300 million.

"In addition, our 'Operation Maitri' after the earthquake in Nepal last year cost Rs 400 crore, or $70 million," said Swarup, adding that at the very minimum, India was spending $50-60 million to assist Nepal every year.


Moreover, our initial allocations for foreign aid including Nepal and other neighbouring countries, are based on actual expenditure levels in the preceding years, and take into account absorption capacity of our valued partners. So more can and will be provided, if and when required," said the official.

According to India, major payments include about 3,000 scholarships to Nepalese students annually and training for over 700 Nepalese people from security, economic and other organizations accounting for about 75 crore rupees. In addition, the government said, India had approximately 20 Small Development Projects in Nepal.

Four Lines of Credit totalling $1.65 billion are available for utilization, of which only $150 million has been disbursed since 2010. Its interest equalization is borne by MEA.

"We have gifted over 600 buses and ambulances, more than 1000 shallow tube wells and iodized salt which totals another 50 crore rupees. Add to this, construction of river training embankments for Rs 40 crore rupees; and payments for ongoing projects such as ICPs, Terai Roads and Rail links, depending upon project progress," said the official.

It seems most of the Madhesi demands have been forced to be met including proportional representation. That could be the source of the khujli i.e. if India can leverage the Madhesis who make about a third of the population.

The behavior of Nepal elites has high correlation with our own elites. For example, our elites (by definition a small privileged class) draws its power from their handlers residing outside of India. They are the thekedaars who keep the dirty casteist bigoted superstitious masses from destroying each other. Now, all the description of Nepal politics seems to follow a similar pattern. Nepal elites' insecurity is palpable given the massive magnetic force they need to resist when India becomes a 10T economy (may be couple of decades from now).

The India-Nepal border must be fenced.

The India-Nepal 'special relationship' treaty allows for free movement of Indian and Nepali citizens across the border, but not for citizens of any third country.

Therev are too many Nepalis living in India, and too many Indians living in Nepal, for the people-to-people relationship to break completely.

But the Government-to-Government relations should be on a strict reciprocity basis.

Modi reached out to Government and people of Nepal early in his term, to show his good intentions. But the Nepali politicians have screwed up the relationship again. :x

Keep growing India economically, and Nepal will eventually fall in line.

Did you know, that a new study at Harvard has shown that "India's 10% growth year over year" is known to kill cancer cells in the human brain ? Another one at Stanford definitively shows that "India's 10% growth year over year" elixir can cause immediate and spontaneous Fusion reactions. Yet another, at the venerable California Institute of Technology, better known as Caltech, has clearly demonstrated that "India's 10% growth year after year" (note the difference - "year after year" over "year over year"), causes a certain space warp, which enables humans to time travel, travel faster than light, and travel instantaneously across intra-steller, nay, inter gallactic space.

And lastly, the Lalu Yadav university in Bihar has conclusively shown that not shaking up anything, and maintaining complete and exacting status quo, will cause uncle to grow his personal fortune by a factor of a 100, year over year, and keep uncle forever young, in effect, granting him eternal life.

And correct me if I am wrong, was'nt Chanakya the very original proponent of the "10% growth year over year" theory.....and are not its modern day adherents --- well.......Satan ?........Noooooooooooooo.......Chankian....

Another name of the "10% year over year" theory........."better to keep quiet and do nothing" theory....both so delicious, I cant decide which one to have for lunch. Well, let me be Chankian, and have one over lunch, and the other over dinner !

Madhesis just announced new agitation. Oli will be gone next month and Parchanda will be made PM.
Oli should get permanent ban on the entering Indian territory.

Madhesis on the warpath again - The Hindu
Madhesi protesters under the leadership of the United Madhesi Democratic Front (UMDF) of Nepal declared on Friday that they would start a new round of agitation and enforce a blockade on the capital Kathmandu.

The protest comes three months after the end of a crippling economic blockade that the UMDF had launched demanding citizenship rights for the Madhesis of Nepal.

“Since our last declaration in February, the government of Prime Minister K.P. Sharma Oli has done nothing to address the democratic aspirations of the Madhesi people. Our new protest will begin with a rally on Saturday and from Sunday, we will [enforce] blockade on the government headquarters,” Upendra Yadav, one of the key leaders of the UMDF, told The Hindu on the phone from Kathmandu.

“We will not let the government function unless it carries out amendments to the Nepali Constitution guaranteeing citizenship rights.”

China card

The aim of the protest, Mr. Yadav said, was to expose the government of Mr. Oli. “Prime Minister Oli declared that the new Constitution will be amended, but he did not take the promised steps. Instead, he has been blackmailing India by showing the China card because India has supported the amendments.”

Friday’s declaration of protest was made exactly a week after Nepal cancelled the visit of President Bidhya Devi Bhandari to India and recalled its ambassador.

ANWA is the women wing of the ruling CPN-UML.
