Even during the infrequent interregnums of democracy in the Islamic Republic of Pakistan, the Uniformed Jihadi’s of the Punjabi dominated Military run amok and terrorise civilians, journalists included. Seems the ” Jihad Fi Sabilillah” or translated “Jihad in the Path of Allah” part of the motto of Uniformed Jihadi’s of “Iman, Taqwa, Jihad Fi Sabilillah” or “Faith, Piety and Jihad in the Path of Allah” provides cover for killing Journalists.

Washington: Pakistan supports groups that carry out terrorists activities, a former US counter-terrorism official has said, citing the close linkage it has with outfits like LeT that carried out the Mumbai terror attacks.

"Pakistan is unique because of the various groups that are there that have been supported by the Pakistani state, groups like the Lashkar-e-Taiba that have attacked in India, directed by Pakistani intelligence, murdering people in a hotel in Mumbai," Michael Sheehan, who was Coordinator for Counter-terrorism with the rank and status of Ambassador-at-Large from 1998 to 2000 at the US State Department, told lawmakers during a Congressional hearing on Monday.

"This is a unique situation where a state is actually involved in these organisations that are part of this stew I talked about earlier that directly threaten us," said Sheehan, who is currently Distinguished Chair, Combating Terrorism Center, US Military Academy at West Point.

Responding to a question from Congressman Scott Perry on direct links between members of the Pakistani government and the terrorist organisations, Sheehan said there is likely because of the decades old links between them.

"It's possible, especially the organizations that they might arm to attack in Kashmir or in India. Those same type of weapon systems can then be turned against us. But I don't believe the Pakistani army, the Pakistani government would count on such an activity. It would come from below perhaps from a rogue. I don't see any evidence of that happening right now. It's something we have to keep an eye on," Sheehan said.

Thomas Joscelyn, senior fellow, Foundation for Defense of Democracies, told lawmakers that these terrorist organizations are a wing of the ISI. He alleged that there is direct relationship between parts of the military intelligence establishment in Pakistan and al-Qaeda.

"I think those relationships do exist. I think the best way to fact-check that and get into what the actual relationship is and how that works is probably to have a more complete discussion about bin Laden's documents, the extensive files that were found in his compound and what they say," he said.

"(Terrorist groups allied with al-Qaeda) are sponsored by the ISI, that are creatures of the ISI establishment, are also allied with al-Qaeda. And that's part of how al-Qaeda gets the strategic depth. I lay it all out in great detail how that works, from the Afghan Taliban to Lashkar-e-Taiba," he said.

David Sedney, the former Deputy Assistant Secretary for Afghanistan, Pakistan and Central Asia, also alleged the ISI activities in this regard.

He said noted journalist Hamid Mir was the subject of an assassination attempt. Mir, before the assassination attempt, had communicated to his family that if such an assassination attempt took place, it was ISI that was trying to kill him.

"That's the kind of complicated geography of politics and terrorism that the Pakistanis live under.?And this is a country that has some serious structural problems, that, until they are solved, which won't be for years, the al-Qaeda threat is going to remain," he told the lawmakers.
I suspect that the comments are from the hearing of the US Congress Subcommittee on Terrorism, Nonproliferation, and Trade titled “Al-Qaeda in Afghanistan and Pakistan: An Enduring Threat” held on May 20th.

Green on Green Intra-Mohammadden religion motivated attack on a Mohammadden shrine in Sargodha Cantonment results among others in a Uniformed Jihadi of Brigadier rank getting killed by his Un-uniformed co-religionists. The Uniformed Jihadi, one Brigadier Fazal Rabbani was taking part in a hymn singing session at a Mohammadden shrine run by his brother one Fazal Qadri when it was stormed by Un-uniformed Jihadi’s who shot up the shrine which was having a post evening prayer hymn singing session.

The close familial relationship between members of the Mohammadden religious elite and the Military elite in the Islamic Republic of Pakistan is an interesting data point.:

Challenges before new ISI chief - There may not be any major shift in his approach
Lt Gen Rizwan Akhtar has been appointed the new Director General of Pakistan's Inter Services Intelligence (ISI), replacing Lt Gen Zaheer ul Islam, who will retire in November. Given the ongoing political struggle in Islamabad and stories of conspiracy within the establishment against Nawaz Sharif, the appointment of a new ISI chief is likely to elicit interest and questions not only within Pakistan, but also in India.

Will the new ISI chief work with the Prime Minister, as he is constitutionally required to, or remain an extension of the GHQ? More than an analysis of his background - military, ethnic and others -- what needs to be addressed are the enormous challenges facing him, and the institution he will take over.

Unlike Lt Gen Shuja Pasha, there has been no extension for General Islam. General Pasha in effect got two extensions. Though for Gen Raheel Sharif, this is the first "appointment" of his ISI chief, for Nawaz, it is not the case. In fact, his earlier appointment of Gen Ziauddin Butt in 1999 ended up as a disaster for both. Following the coup led by Musharraf, both ended up in jail.

This time, from the way it has happened, one could surmise that Nawaz Sharif did not want to intervene in selecting the new ISI chief. Though technically, ISI chiefs are appointed by the Prime Minister, the latter seldom has a choice. It has always been the recommendation, to be precise, choice of the Army Chief. In this case, instead of sending a panel of three names, Gen Raheel Sharif gave only one name, thereby not providing any space for the Prime Minister to choose. That the announcement of the appointment came from the ISI public relations, rather than the Prime Minister's Office, also underlines the point.

Given the recent political crises, controversies and conspiracies, Nawaz Sharif is less likely to assert himself. The ongoing political crisis led by Imran Khan and Tahirul Qadri and the "container" protest in Islamabad have weakened Sharif. He was much more confident and in a better political position after his election in 2013 and when he selected General Sharif as the COAS to succeed General Kayani in November 2013. In fact, Nawaz then was confident enough to "choose" Gen Raheel Sharif, superseding two senior Generals - Lt Gen Haroon Aslam and Lt Gen Rashad Mahmood. The former had to resign, while the latter was appointed Chairman of the Joint Chiefs of Staff Committee.

Also, there have been reports about a conspiracy against Nawaz Sharif within the establishment, where senior Generals were believed to have pressured General Sharif to take over. True or exaggerated, such reports have already caused panic within the PML-N; the latter is also believed to have succumbed to a deal with the military, abrogating decision-making powers on crucial issues.

Hence, the first challenge for the new ISI chief will be to create an impression that he is apolitical and is willing to work with the government, and not against it. The recent record of the ISI-civilian government relationship should be a concern to both. During the tenure of Prime Minister Gilani, there was a short-lived but adventurous effort to bring the ISI under the effective control of the elected government. The much-debated "Memogate" incident also highlights the efforts by the previous government to curb the influence of the ISI. But the ISI and the military have thwarted any such attempts so far.

The second challenge for the new ISI chief is to handle relations with the Taliban and related entities - Al-Qaida, TTP, Punjabi Taliban, Lashkar-e-Jhangvi, Lashkar-e-Toiba etc. The ongoing military strikes against the TTP demand that the ISI work against neutralising the Pakistani Taliban. However, the long-term interests in Afghanistan, as defined by the establishment, will require that the ISI work closely with the Afghan Taliban. Even many within Pakistan criticise this duplicity and perceive it as the primary source of their contemporary ills. Will the new chief strike a balance?

In the Indo-Pakistan context, one is less likely to see any major shift in the ISI's approach and its linkages with Lashkar-e-Toiba. They will remain the same, irrespective of the new ISI chief.

The third challenge for the new ISI chief is to repair the image of the ISI within Pakistan. From the killing of Syed Shahzad in 2011 to the attack on Hamid Mir early this year, there has been a steady decline of the ISI's stature within Pakistan. What started as a muted criticism after the killing of Shahzad, got blown up after the attempted assassination of Hamid Mir, a senior TV anchor with Geo News. Both Mir and his employer, Geo News, directly and indirectly blamed the ISI for the attempt. In fact, the entire media in Pakistan got divided on the issue and also brought to the fore linkages between journalists and the ISI.

What was once seen as a holy cow and beyond criticism or considered sacrosanct has been discussed in public. Never in its history has the ISI faced such a critique by civilians. The new chief will have to protect this space and keep the ISI above public debate.

The primary issue is not whether the new ISI chief is a professional solider, or an appointee of the COAS or the Prime Minister. Nor is the issue whether he is from a particular ethnic background, or has commanded a particular Corps, or attended a particular course. Both the COAS and the DG-ISI will have to take care of the interests and core demands of their respective institutions; hence they may not be able to completely change the outlook and objectives. Institutions all over the world have a mind of their own; leaders, however apolitical they remain, may not be able to completely change the institutional expectations and pathways. Lt Gen Rizwan Akhtar is also likely to be led by the institution that he has been appointed to lead. The institution will guide its driver to navigate. Unlike Parliament and political parties, institutions are more important than individuals as far as the ISI and the military are concerned. That is why the latter is strong and the former is weak

ISI is said to be an Army within an army and a state within a state tasked to do ideological things/special tasks to defend Pakistan.

Nazi SS was a similar outfit created with same ideas in mind.

We need someone to map the ISI to SS and see if we can find the analogues.

The only difference is ISI sees Hindus as the SS saw Jews.

ISI also wipes out all dissenters to the idea of Pakistan: journalists, editors, writers, politicians, artists et al.

Unlike SS leaders who vanished after the defeat in World War II, ISI leaders make their exits while TSP still exists and exert control from the shadows of retirement.

Local surgeon Bajwa pleads to federal charge

A Broome County neurosurgeon pleaded guilty Friday to a federal charge of making a false statement to the FBI, related to money he donated to a Pakistani charitable organization.

Dr. Saeed Bajwa, a neurosurgeon for United Health Services and Lourdes Hospital in Binghamton, was indicted in November 2013 for felony counts of conspiracy and false statements. The indictment followed an FBI probe of the Kashmiri American Council, a nonprofit based in Washington, D.C., which prosecutors say was a front for Pakistani military intelligence.

On Friday, Bajwa, of Endicott, appeared in the U.S. District Court in Eastern Virginia. He is scheduled to be sentenced Feb. 27.

He admitted he failed to disclose to the FBI in 2011 that he had earmarked half of his $10,000 donation to a Pakistani nonprofit — the Society for International Help — for a Pakistani woman’s college overseen by his uncle, according to his defense lawyer David Deitch, of Washington, D.C.

The FBI was investigating the Society for International Help and had asked Bajwa whether he or any of his relatives were getting reimbursed for any financial contributions.

As a result of Friday’s guilty plea, the U.S. Attorney’s Office dropped the conspiracy count against Bajwa, which related to tax deductions he claimed for money sent to Pakistani organizations. Prosecutors did not return a request for comment Friday.

Deitch said Friday he was pleased Bajwa could resolve the case by pleading to a “narrow issue” regarding a directed donation to Pakistan. Bajwa has also maintained innocence of the conspiracy charge and was glad to see it dropped, Deitch said.

The case against Bajwa had been set for a jury trial in December. It remains unclear if the conviction will have an impact on Bajwa’s medical licenses, Deitch said.

Bajwa has served as director of neurosurgery at UHS since 1995 and, since 2000, as president of the hospital’s medical staff. He was born in Pakistan but has lived in the Binghamton area since he finished his medical residency in June 1986. He is also in private practice as a neurosurgeon at Southern New York NeuroSurgical Group, P.C., in Johnson City.

Court records from the U.S. Attorney’s Office sketch out an alleged conspiracy that resulted in the charges against Bajwa.

Prosecutors said he was one of 10 “straw donors” who made contributions and charitable donations on behalf of the Inter-Services Intelligence Directorate, Pakistan’s military intelligence service that had spent 20 years covertly attempting to push U.S. foreign policy toward Pakistani control of Kashmir, a region disputed by Pakistan and India.

The Kashmiri American Council lobbies for and holds events to promote the cause of self-determination for Kashmir, officials said.

The group’s activities are primarily financed by Pakistani military intelligence, the FBI said when the investigation was announced in July 2011.

The alleged conspiracy also involved Zaheer Ahmad, a U.S. citizen who founded the Shifa International Hospital in Pakistan, prosecutors said. He also served on the Society for International Help board of directors and exerted “significant ... control over its finances,” prosecutors said.

Ahmad arranged for the transfer of at least $3.5 million to the Kashmiri American Council from the Pakistani intelligence agency through the “straw donors” between 1990 and 2011, according to the indictment. Ahmad died in Pakistan in 2011.

The Kashmiri American Council’s director, Syed Ghulam Nabi Fai, also was charged with receiving funds for the organization via money transfers from the “straw donors” at Ahmad’s request, prosecutors said.

The “straw donors” were reimbursed for money transfers through funds Fai received from the Inter-Services Intelligence Directorate, prosecutors said.

As part of the conspiracy, Fai provided the “straw donors” letters that stated money transferred to the Kashmiri American Council was tax deductible, court papers said.

Fai pleaded guilty to federal charges of conspiracy and endeavoring to impede administration of the tax laws. He was sentenced in March 2012 to two years in federal prison.

Bajwa served on Shifa International Hospital’s board of directors since 2006.

Prosecutors alleged Bajwa fraudulently claimed tax deductions for at least $230,000 in money transfers to the Pakistani hospital between 1993 and 2010, but then received partial reimbursement for the transfers.

Bajwa was also accused of fraudulently claiming tax deductions for about $590,000 that he transferred to the Kashmiri American Council between 1991 and 2011, but also had received partial reimbursements, according to the indictment. Reimbursements were made in the form of stock shares in the Pakistani hospital, according to prosecutors.

Those accusations related to the tax deductions were tied to the conspiracy charge that was dismissed, Deitch said Friday.

Shortly after, the news group's owner was agitated that the newspaper had not been focusing enough on Qadri. We later found out that the military establishment was supporting the two leaders equally and the media was expected to do the same.

General Gul never relinquished his public role, remaining closely tied to regional politics and supporting Islamic militancy against Western powers.

He died of a brain hemorrhage on Saturday evening in Murree, a picturesque hill station near Islamabad, the capital, according to Uzma Gul, his daughter.

General Gul was born in Sargodha in Punjab Province on Nov. 20, 1936, and was commissioned into the army in 1956. He fought in two wars against India.
Never known to mince words, he saw himself as an ideologue and geostrategist who believed in pan-Islamism and supported Muslim separatist movements, especially in neighboring India. He also supported Kashmiri militant separatists and once described the heavily militarized boundary in the disputed Kashmir region as “worse than the Berlin Wall.”

This week, Pakistani officials said they had detained Masood Azhar, the leader of Jaish-e-Mohammed, a militant group, for his alleged role in overseeing the attack on an Indian airbase in the city of Pathankot earlier this month. ……………………………….

Azhar’s detention is almost certainly a farce, staged to placate foreign leaders. If the past is any guide, Azhar, who has been detained many times before, will soon be free and able to carry out more attacks. This is the way it has worked in Pakistan for years.
I’m not the first person to notice that Pakistani militants regularly try to sabotage peaceful relations between their country and India. Aparna Pande, at the Hudson Institute, has put together a chronology of these attacks.

But the important point is who backs, trains, tolerates and supports those militants: the Pakistani military and, most particularly, its spy service, known as the Inter-Services Intelligence, or the I.S.I.

For decades, the Pakistani military has backed insurgent groups whose express aim is to cross into India and fight. (The I.S.I. has also done this in Afghanistan, helping to create and sustain the Taliban.) The ostensible aim of these militant groups, and of the I.S.I., is to bleed India into ceding control over Kashmir. This has never been more than a fantasy, but it keeps the country of Pakistan focussed on something other than its intractable domestic problems, and it justifies the military’s bloated budgets.

That the I.S.I. plays godfather to groups like Jaish-e-Mohammed, which appears to have carried out the Pathankot attack, and Lashkar-e-Toiba, which launched the operation in Mumbai—the assault on the Indian Parliament appears to have been a joint operation of the two—is beyond doubt.

The tale of Frankenstein is the proper lens through which to view the attack by Taliban gunmen this week on a school in Pakistan. The assault, at Bacha Khan University in the city of Charsadda, killed at least twenty-two people and wounded at least nineteen. In this case, Victor Frankenstein, the scientist, resembles the generals of the Pakistani military, whose Creature is the out-of-control Pakistani Taliban.
For years—indeed, even today—the Pakistani generals imagined they could have it both ways: that they could support the Afghan Taliban while ignoring the Taliban inside Pakistan. The Pakistani military often aided the C.I.A.’s drone campaign in Pakistan, but, while the Americans wanted to go after both groups of Taliban, the Pakistanis typically only helped them with the Pakistani cells. The Pakistani generals were playing a double game inside a double game: they took the Americans’ billions and supported the Taliban fighters who were killing the Americans, and they secretly helped the Americans kill Pakistani Taliban in the C.I.A.’S drone war, letting the Pakistani civilian leaders take the heat.

Not surprisingly, the double-double game was too clever by half. As the Afghan Taliban flourished, the Pakistani Taliban, occupying the same safe havens in the tribal areas, spun out of Pakistan’s control.
