They are masters of speaking in multiple tones and seemingly contradictory meanings. I absolutely love them for this attribute of theirs. It is as Chanakian as Chanakian can get. Even the best of the best and people with a long experience of interactions with their culture get confounded and are unable to see through. There is a reason Xiagqi remains different from Chess.

China’s $3.6 billion gambit to finance and construct a massive hydroelectric project, the Myitsone Dam, on Myanmar’s Irrawaddy River was abruptly and unilaterally suspended by the Southeast Asian state’s government on Sept. 30.

The halt in the proejct is a major blow to Beijing because the dictatorship-to-dictatorship relationship between China and Myanmar, formerly known as Burma, had seemed legendarily solid.

Burmese activists seized the opportunity to launch a momentous grass-roots anti-Myitsone Dam campaign, galvanizing anti-China sentiment nationwide, which apparently forced President U Thein Sein to announce to Beijing the unceremonious suspension owing to “worry of the public.”

As expected, China reacted with rage, issuing tough words for the Myanmarese. An open spat erupted two days ago over an unrelated incident. On Oct. 5, an armed hijacking of two Chinese-owned cargo ships on the Mekong River in Thailand resulted in a gunbattle between police and the hijackers, resulting in the gruesome killing of all 13 Chinese sailors. The Chinese media blamed Myanmarese drug dealers for the incident, which the Myanmar government vehemently denied.

I think this is just something everyone likes attributing to China. If you spent any amount of time looking at US posture vs Pakistan or even Indian vs China it's obvious everyone does the same. One "unnamed source" says no big deal, another will say t-72 and a third says something else entirely. Some other thread had someone expressing annoyance at the "infiltration has gone down" messages and someone promptly posted "infil has gone up" articles.

This is perception more than anything else. One that the Chinese assiduously cultivate. They're as transparent as anyone else. We just identify power centers and agendas more easily with Western and Indian analysts/officials since we study them more. When one individal comes up with an analysis and the last line is a caveat then the best explanation is that it's a CYA attempt.

Added Later: I think the west does this deliberately. They've always painted their enemies as devious scheming b***rds beaten by good clean living and the power of western ideals. I don't think it translates very well for our mindset. Overestimating the enemy is nearly as bad as underestimating him.
