Liberal visa regime for India, Pakistan business travel soon

NEW DELHI: India and Pakistan are expected to liberalise visa rules for business travel soon and a " broad agreement" has been reached between the two countries, a senior government official said on Friday.

"The one-year multiple-entry visa will allow business persons to visit up to 10 cities with no requirement of a police report and no restriction on places of entry and exit," Mehta was quoted as saying.

It is often said that countries which do not remember the past, do not have a future.

In mumbai 26/11 victims n families are arrested by police. crime: they protested n demanded compensation which they haven't got in 3 years!

This is a very poignant tribute to the folk of uniformed services who lost their lives in the 26/11 attack. 3 years after the event I still have a hard time holding back tears as I listen to it.
Some got caught in the cross fire, some walked into a hail of bullets to save a colleague and some were let down by inadequate bullet proof jackets.
Yet, it is hard to match the sheer disbelief and awe inspired by the story of Mumbai Police ASI Tukaram Ombale. Armed with nothing but a lathi Ombale pounced on Ajmal Kashab's Ak-47 at a road barricade and held on till his colleagues managed to overpower kasab. Throughout this time Kasab continued to fire his gun and punctured Sri Ombale's lung instantly. 20 bullets were found in his body.
Sri Ombale was posthumously awarded the nation's highest peacetime gallantry award, the Ashok Chakra.

We have learned to feel sympathy for Pakistanis. We know that "accidents" like 26/11 may occur again.

Late on the afternoon of November 23, 2008, a brightly-painted fishing boat from Porbandar pulled up alongside the Karachi-registered merchant ship al-Husaini. Four members of the Kuber's crew were shot dead as they came on board. Its captain Amar Singh Solanki was then forced to pilot the ship and 10 Lashkar-e-Taiba terrorists to the bay off Mumbai's southern tip — where his throat was slit minutes before the 26/11 attacks began.

Precisely what led the fishing boat to the al-Husaini remains one of 26/11's last unsolved mysteries. But based on information gathered from fishing crews in Maharashtra and Gujarat, investigators now believe the Kuber's crew was lured to their death, like the fish they hunted.

The bait was fuel: diesel smuggled out of Iran, and sold by Karachi-based organised crime groups for half its Indian onshore price. Faced with declining catches and high operating costs, crew on hundreds of boats in India's 1,80,000-strong fishing fleet supplement their income by running bootleg fuel.

In the three years since 26/11, despite multicrore investments in coastal security, the scale of smuggling has grown — and with it, the threat to India's cities.

Muhammad Khan, fugitive owner of al-Husaini, would likely have known that the Lashkar hit-squad would have little trouble luring an Indian fishing boat to take it, unnoticed, into Mumbai. Khan, India's intelligence services believe, used his Karachi-registered merchant fleet to run contraband across the Indian Ocean. Al-Husaini captain Shahid Ghafoor is also thought to have been a veteran trafficker, shipping cargo for organised crime groups.

For much of their careers, men like Khan and Ghafoor ran gold, electronics and narcotics — but in recent years, there has been much more money to be made in trafficking the black, foul-smelling fluid.

Petrol and diesel smuggling into Pakistan has been booming ever since the middle of the last decade, spurred on by record oil prices. Fuel smuggled from Iran is widely available in Pakistan's cities: in Karachi, smuggled petrol is reported to retail for between Rs.34 and Rs.38 a litre, and diesel for between Rs.28 and Rs.32.

Last year, the Mumbai Police held alleged ganglord Muhammad Ali Sheikh, who is now being tried for the murder of his key rival, Saiyyad Madar Chand —breaking, they claimed, the diesel mafia's backbone. There is plenty of evidence, though, that the trade goes on: Ever since February this year, the police have made 49 arrests related to fuel-smuggling and seized nine boats. In an August 2011 case alone, the police recovered a staggering 50,000 litres.

India is investing a staggering Rs. 5.23 billion on an ambitious coastal security programme — not counting Rs. 63.3 million paid to the Coast Guard for building three new bases, Rs. 627.7 million for new ships it will operate, and separate investments in the Navy's capacities — fishing boats have yet to be mandatorily fitted with equipment that will record their movements.

India's failure to learn from past experience enabled Kuber's tragic 26/11 voyage. Fishing boats engaged in the narcotics trade carried the explosives and weapons used in the 1993 serial bombings. Little effort was made to improve monitoring of the fleet, though — and 26/11, it would seem, changed little.

NEW DELHI: After the 26/11 attacks concluded on November 29, 2008 following an NSG operation, there was an atmosphere of celebration and the Lashkar top brass was exchanging hugs in the control room in Karachi though there was a little disappointment that Ajmal Kasab had been caught, Abu Jundal has told his interrogators.

The control room in Karachi, which had several satellite phones, mobile phones and television sets, had turned into a celebration room, Jundal said.

"Jundal said the common words after the attack came to an end were 'Mubarak ho! Hamne teen din tak Hindustan ki security forces ke saath ladai ki, jo wo hamesha yaad karenge (we fought with Indian security forces for three days, which they are not going to forget)'. Since the operation had stretched for three days and Kasab had been caught, they were asked by Zaki-ur-Rehman Lakhvi to return to their hideouts," a top source said.

Islamabad: LeT founder Hafiz Mohammad Saeed led a gathering of thousands in offering funeral prayers for Ajmal Kasab, the lone surviving terrorist involved in the Mumbai attacks who was hanged earlier this week, a media report said today.

Saeed, mastermind of the 2008 assault on Mumbai, offered 'ghayabana namaz-e-janaza' (funeral prayers in absentia) for Kasab at the conclusion of a two-day training session of the Jamaat-ud-Dawah at its headquarters at Muridke near Lahore.

Hundreds of people today offered funeral-in-absentia or ‘gaibana nimaz-e-jinaza’ for Mumbai terror attack convict Ajmal Kasab who was hanged in Pune’s Yerwada Jail on Wednesday.
Hardline separatist leader Syed Ali Geelani had appealed to people to hold his funeral prayers. Kasab’s funeral was offered today afternoon at the city’s Barzulla area. The people also offered funeral-in-absentia for Palestinians killed in Israeli air strikes on Gaza.
A resident of the Barzulla neighbourhood said people from two mosques gathered at the local Eidgah to offer prayers for Palestinians and Kasab.
Kasab’s hanging was largely ignored by the mainstream and separatist leadership in Kashmir who chose to remain silent over the incident.
Through a video message released on Thursday evening, Geelani had appealed to the people to protest against the Israeli air strikes on Gaza after the Friday congregational prayers.
“Funeral prayers should be held for (Palestinian) martyrs and Kasab should also be remembered. Nimaz-e-Jinaza (funeral prayers) should also be offered to him,” Geelani said in the video message.
In May 2011, Geelani had led hundreds of people in the city’s Batamaloo neighbourhood to offer funeral prayers for Al Qaeda leader Osama bin Laden, days after he was killed in a US raid in Pakistan.

Less than a year before terrorists killed at least 163 people in Mumbai, India, a young Moroccan woman went to American authorities in Pakistan to warn them that she believed her husband, David C. Headley, was plotting an attack. \It was not the first time American law enforcement authorities were warned about Mr. Headley, a longtime informer in Pakistan for the United States Drug Enforcement Administration whose roots in Pakistan and the United States allowed him to move easily in both worlds. Two years earlier, in 2005, an American woman who was also married to the 50-year-old Mr. Headley told federal investigators in New York that she believed he was a member of the militant group Lashkar-e-Taiba created and sponsored by Pakistan’s powerful intelligence agency.
Despite those warnings by two of his three wives, Mr. Headley roamed far and wide on Lashkar’s behalf between 2002 and 2009, receiving training in small-caliber weapons and countersurveillance, scouting targets for attacks, and building a network of connections that extended from Chicago to Pakistan’s lawless northwestern frontier. Then in 2008, it was his handiwork as chief reconnaissance scout that set the stage for Lashkar’s strike against Mumbai, an assault intended to provoke a conflict between nuclear-armed adversaries, Pakistan and India. An examination of Mr. Headley’s movements in the years before the bombing, based on interviews in Washington, Pakistan, India and Morocco, shows that he had overlapping, even baffling, contacts among seemingly disparate groups — Pakistani intelligence, terrorists, and American drug investigators. Those ties are rekindling concerns that the Mumbai bombings represent another communications breakdown in the fight against terrorism, and are raising the question of whether United States officials were reluctant to dig deeper into Mr. Headley’s movements because he had been an informant for the D.E.A. More significantly, they may indicate American wariness to pursue evidence that some officials in Pakistan, its major ally in the war against Al Qaeda, were involved in planning an attack that killed six Americans. Federal officials say that the State Department and the F.B.I. investigated the warnings they received about Mr. Headley at the time, but that they could not confirm any connections between him and Lashkar-e-Taiba. D.E.A. officials have said they ended their association with him at the end of 2001, at least two months before Mr. Headley reportedly attended his first terrorist training. But some Indian officials say they suspect that Mr. Headley’s contacts with the American drug agency lasted much longer. On Saturday, Mike Hammer, a spokesman for the National Security Council, said in a statement, “The United States regularly provided threat information to Indian officials in 2008 before the attacks in Mumbai.” He also said, “Had we known about the timing and other specifics related to the Mumbai attacks, we would have immediately shared those details with the government of India.”
¶ An officer of the Pakistani spy agency handed Mr. Headley $25,000 in early 2006 to open an office and set up a house in Mumbai to be used as a front during his scouting trips, according to Mr. Headley’s testimony to Indian investigators in Chicago in June. As part of Mr. Headley’s plea agreement, Indian investigators were allowed to interview him in Chicago, where he was arrested in October 2009. ¶ The ISI officer who gave Mr. Headley the cash, known as Major Iqbal, served as the supervisor of Lashkar’s planning, helping to arrange a communications system for the attack, and overseeing a model of the Taj Mahal Hotel, according to Mr. Headley’s testimony to the Indians While working for Lashkar, which has close ties to the ISI, Mr. Headley was also enlisted by the Pakistani spy agency to recruit Indian agents to monitor Indian troop levels and movements, an American official said. .
Sipping tea in a cafe overlooking a plaza in Morocco, Ms. Outalha said that in hindsight, she is convinced that he is both men. She claims to be puzzled that American officials did not heed her warning. “I told them anything I could to get their attention,” she said of the American authorities at the embassy in Islamabad. “It was as if I was shouting, ‘This guy was a terrorist!
