Border fence breached, high terror alert sounded
"During the checking of the fencing we have detected that the fence has been cut by militants between pillar number 851 and 852 along the International Border in Abdullian Border Out Post area of Ranbir Singh border belt of Jammu district last evening," he said.

Under the cover of thick fog, the militants had cut nine wires on the Pakistani side and ten wires on the Indian side thereby creating a gap to facilitate infiltration, he said.

NIA will soon have head office in Delhi
The National Investigation Agency (NIA), an independent agency set up more than a year ago to investigate terrorism-related cases, will soon have its own headquarters in Delhi. The issue of the allotment of land for the headquarters and residential accommodation for personnel of the premier agency is scheduled to come up for clearance before the Union Cabinet soon. The proposal made by the Union ministry of home affairs has been cleared in an inter-ministrial discussion this week.

The proposal aims to establish a NIA headquarters complex which will be located in the vicinity of New Delhi, and should have space for creation of essentials like 24-hour security apparatus, training facilities for staff and malkhanas (storage) facilities for evidence. The proposal has also demanded residential accommodation for the IPS officers and other paramilitary staff on deputation to the NIA. The proposal wants this allotment for about 220 NIA personnel to be made from the general pool of land allocation by the Central government. "The agency needs a dedicated headquarters to function smoothly. We hope that the issue of land allotment for the agency is resolved soon," said a home ministry official.

The NIA, set up in the aftermath of the 26/11 terror attacks, has been functioning from a makeshift office from District Centre Jasola in New Delhi. Earlier, as reported by this newspaper, the agency was operating from Centaur Hotel near the Indira Gandhi International Airport. NIA chief Radha Vinod Raju had his office set up in a twin-set deluxe room, while 13 other rooms were used as an office accommodation for the other IPS officers and their staff. It was not the first time that the Centaur Hotel, which is under the civil aviation ministry, acted as a stop-over accommodation for the home ministry. Earlier, the National Disaster Management Authority, occupied the hotel premises for at least three years.

The NIA is playing a vital role in unravelling the 26/11 terror plot after it registered a case against US-based LeT terror suspect David Coleman Headley and his Pakistan-Canadian accomplice Tahawwur Hussain Rana. The NIA officials have been fanning across the country carrying out searches and probing the terror background and activities of the duo during their travel to various Indian cities between 2006 and April 2009.

A top home ministry official said that the NIA has thrown up enough evidence to nail the terror duo’s links with LeT and establish their role in realising the latter’s terror plans in India. Following the crucial role played by the NIA in the case, New Delhi is hopeful of securing an Interpol red corner notice against Headley and Rana in a couple of months.

Intel: LeT & Hizb militants in India
The recent phone intercepts of militants belonging to Lashkar-e-Tayyaba and Hizbul Mujahideen have revealed that some of the highly trained Pak terrorists have entered India to carry out terror activities in the country.

Latest intelligence inputs have also revealed that "cobra wire" meant for border fencing has also been cut by the militants near the international border in the Arnia sector of Jammu and Kashmir.

An intelligence source said, "The latest phone intercepts of militants confirm that some of the highly-trained militants of LeT and Hizb have entered India and have taken shelter in areas like Rajouri, Akhnoor, Sambha and Poonch in J&K. Sleeper cells of militant outfits based in these areas are providing all logistics support to Pak militants."

There are also confirmed reports that militants, while crossing the international border, cut the cobra wire near Arnia (Jammu), said the source.

Due to heavy snow near the LoC, activities of militants have suddenly increased along the international border and they are trying all possible measures to cross the border, said the source.

"Interrogation of some of the arrested militants has revealed that senior officials of the ISI are also providing technical as well as logistical support to the militants. For this purpose, the ISI has also deployed some of its retired senior officials at the launching pads located in Kotli and Muzaffarabad in the PoK," said the source.

The source further said, "There are confirmed reports that Col. Mallik, retired from the ISI, has recently been given the charge of the LeT and Hizb training camp located in Kotli. Earlier, Col. Mirza was the incharge of Kotli training camp.

Members of Bodoland Council escape blast

Two members of Bodoland Territorial Council on Friday had a miraculous escape when a powerful bomb, suspected to have been planted by the NDFB rebels exploded minutes after their convoy crossed a bridge.

The incident took place near the international border with Bhutan in Chirang district inside the Bodoland Territorial Council area of the state. There was no report of casualty or injury.

The police said that a remote-control-operated bomb was planted under a wooden bridge in remote Goylong Bazaar area under Bijni subdivision and it exploded immediately after the convoy of BTC members James Basumatary and Doney Goyary crossed it. The members of the council could escape the explosion only because militants failed to hit the target in time, the police said, claiming that the explosion was very powerful.

Senior police and civil officials have rushed to the spot.

The rebels of anti-talks faction of NDFB are suspected to be behind the attack, police sources said.

Mr Basumatary and Mr Goyary, who escaped the attack, are members of the legislative assembly of BTC, representing the ruling Bodoland People’s Front (BPF).

Mr Basumatary was a cadre of the now-disbanded Bodoland Liberation Tiger (BLT), which signed the Bodo Accord, and its leader formed a political outfit, the BPF, that is ruling the Bodoland Territorial Council at present.

Meanwhile, the Northeast Frontier Railways on Friday announced suspension of night train services in Assam from 6 am on January 24 to midnight of January 27. The spokesman of NF Railway said that the decision to suspend running of night trains was taken in the consultation with the state administration.

In order to ensure the safety and security of the passengers it was decided to suspend the night running of the trains in the run up to the Republic Day in Assam.

Five militant groups have called a general strike from 1 am to 6 pm on Republic Day.
Informer killed
Jan. 22:
Meanwhile, on Wednesday, a 35-year-old informer of Delhi police was brutally murdered while returning from work. The incident took place near Tulsi Niketan in Sahibabad on Wednesday night. The victim, who also ran a property dealing business, was talking to his wife on phone, the police said. As soon as he told her that he had reached the lane leading to his residence, she heard his scream and the phone got disconnected, the police said. The body lay on the roadside all night.

Passers by and motorists did not notice it as there was a dense fog cover. The body was later found with multiple stab injuries.

This particular `Khan’ introduced himself as an Indian and told Khaja that he had a sound network across various Indian cities and would facilitate smuggling FICN into India through the sea route. Both remained in touch for a few months and in between Khan had even travelled to Bangladesh and met Khaja.
Only worry is that given our lenient courts, the "Khan" in this story ( the brave unnamed IB or RAW officer) should not be in danger once the Khaja turd comes out of jail after his 8-10 year sentence ( doubt that our courts will be stricter than that)

The photograph of former Pakistan Air Chief Marshal Tanvir Mahmood Ahmed in uniform appeared along with those of Prime Minister Manmohan Singh and Congress President Sonia Gandhi in a full-page newspaper advertisement given by Ministry of Women and Child Development to mark the National Girl Child Day.

In a damage control exercise, the PMO issued a statement saying, “The Prime Minister’s Office has noted with regret the inclusion of a foreign national’s photograph in a Government of India advertisement. While an internal enquiry has been instituted, the PMO apologises to the public for this lapse.”

This statement was in sharp contrast to the remarks by Minister for Women and Child Development Krishna Tirath who saw nothing wrong in the advertisement, insisting that the message was more important than the photograph.

Tirath said the “message is more important than the image. The photograph is only symbolic. The message for the girl child is more important. She should be protected.”

The advertisement also showed sports icons Kapil Dev and Virender Sehwag and sarod maestro Ustad Amjad Ali Khan along with the former PAF chief with the heading, “Where would you be if your mother was not allowed to be born?”

“It was a photo of an officer in uniform and no name was mentioned,” she said indicating that it was issued by mistake. {I do not know if the minister understands the gravity of the error}
I am posting this here because this could not have occurred without some sympathizer or micshief-monger doing this wilfully.

Does the NIA have the power to arrest, interrogate and charge anyone anywhere in the country like the FBI? Can it overrule local law enforcement and other officials if need be? (since its a federal agency) One of the major problems facing law enforcement is the control that a state's politicians have over the careers of its police officers. It allows them to manipulate the police force per their whim. An NIA officer would be free from such control and in atleast the big cases be far more effective than the state police.

Given the hue and cry from Kerala politicians over NIA involvement in the Madhani episode, i would speculate thet NIA has relatively independent control over things. Kerala HM was :(( that NIA did not inform state govt before taking over the case. JMT.

The convent school boy who turned terror commander(Mohammad Abdul Khwaja )

NEW DELHI: Ever since 2005, when a suicide bomber blew himself up at the headquarters of Hyderabad’s counter-terrorism police headquarters, Mohammad Abdul Khwaja’s face has stared out from most-wanted posters across the country.

From Khwaja’s interrogation, investigators could find answers to questions which have eluded them for years.

On Monday, police in Hyderabad finally held the man they knew by the aliases Amjad and Saif — the fruit of an elaborate, Intelligence Bureau-led deception operation that led Khwaja to believe he was returning home from Karachi to help sympathisers mount a major new operation.

But Khwaja’s story will, perhaps, prove most important for the light it could cast on just what drove the radicalisation of the dozens of young people who joined the Indian jihadist movement after 2002.

Born in 1983, Khwaja grew up in a conservative, lower middle-class home in Hyderabad’s Sanat Nagar area. His father, Mohammad Umar, was a follower of the Ahl-i-Sunnat wal’Jamaat — a Barelvi organisation that works to defend folk Islam against neoconservative assault.

Like many of those who would play a key role in the Indian jihadist movement, Khwaja received a secular education, schooling at the St. Anne’s Convent High School before earning a Bachelor’s degree in commerce from the Anwar-ul-Uloom Degree College — a prestigious institution which has served the community for over a century.

Some of his contemporaries in the jihadist movement emerged from the same institution — among them, top Lashkar commander Mohammad Shahid, also known as Bilal — but there is little evidence they were involved with Islamist groups as students.

Having finished his studies, Khwaja set up a small cellphone business — a first step towards the middle-class life his parents had prepared him for.

By the account of his friends, his outrage at the 2002 communal carnage in Gujarat led him to abandon that path and immerse himself in the Islamist movement in Hyderabad. {How does the author know this. Inserting some personal opinions as something collected from frined. This is the smartest way a journalist inserts his reasons for radicalization of IM youth into actual police reports while posting thier articles. Gujarat riots and Babri Masjid demolition will be the reasons for another 1000 years.}

Key among his ideological mentors was Ibrahim Ali Junaid, a Unani medicine student and Islamist activist arrested on terrorism charges in 2007 — and acquitted last year.

During questioning by the Hyderabad police in 2003, Khwaja said he began attending meetings organised by the prominent Islamist cleric Maulana Mohammad Naseeruddin in Hyderabad’s Moosrambagh area.

Cycles of hate

Operating under the banner of the Tehreek Tahaffuz-e-Sha’air-e-Islam — an organisation for the protection of Islamic shrines and monuments — Maulana Naseeruddin had become the most visible face of religious hardliners who were challenging the authority of Hyderabad’s traditional Muslim politicians. Hardliners like Naseeruddin argued that the politicians had proved unable to resist the rising tide of Hindu chauvinism in India.

In the wake of the Gujarat massacres, Karachi-based ganglord Rasool Khan ‘Party’—who draws his nickname from Gujarati argot for a business associate — contacted the cleric for help in recruiting volunteers to train at jihad camps in Pakistan.

Khan knew Maulana Naseeruddin well. Fleeing a crackdown on organised crime in Gujarat, Khan moved to Hyderabad in 1992-1993 where he lived posing as a cloth merchant. He helped to fund Islamist groups and causes during the six years he lived there, earning Naseeruddin’s friendship.

Mufti Sufian Patangia, a Salafi neoconservative who ran a small seminary at Kalupur, had already raised some volunteers for training at Lashkar facilities in Pakistan. Naseeruddin and Mohammad Abdul Rauf, a Majlis Ittehad-ul-Muslimeen leader long associated with Islamist movements in Hyderabad, joined hands to make more volunteers available.

Over a dozen men from Hyderabad and Ahmedabad were eventually flown to Lashkar-e-Taiba, Jaish-e-Mohammad and Harkat ul-Jihad-e-Islami training camps in Pakistan.

Their first actions included the assassination of Gujarat Home Minister Haren Pandya, one of the key architects of the 2002 violence.

Khwaja, police sources say, refused to join the first wave of volunteers who trained in Pakistan. But, after the 2005 bombing in Hyderabad, he jumped bail, and fled to Karachi through Saudi Arabia.

Key liaison

He allegedly served as his old college friend Shahid’s lieutenant till his commander’s death in a mysterious 2007 shootout in Karachi. Later, Khwaja emerged as the key liaison between Rasool Khan’s organised crime networks, Indian jihadists in Pakistan and top Lashkar commanders like Zaki-ur-Rahman Lakhvi. His associates included Maulana Naseeruddin’s son, Raziuddin Nasir —who is now being tried for his alleged role in an abortive attempt to bomb western tourists in Goa.

Khwaja is believed to have been in close contact with fugitive jihadist Riyaz Ismail Shahbandri — a key Indian Mujahideen organiser who fled to Karachi after organising an urban terror offensive that killed hundred across India between 2005 and 2008.

The Central Bureau of Investigation hopes to gain new insights into the 2007 bombing of Hyderabad’s Mecca Masjid — an attack that some investigators believe Khwaja’s associates carried out, but others insist was executed by the Hindutva terrorist organisation Abhinav Bharat.

What's up with convent schoolboys turning to terror? This is the second such case after M. Peerbhoy. For all the flak that they take, the humble madarsas seem to be immune from this. It would be useful to study if this is just random coincidence or if there is something that should be changed in the education at these schools.

More on Assam, an evolving understanding... Singha or others, can you add more details or correct some of the stuff? TIA.

If I am not wrong, the major groups in today's Assam are the Assamese, the Bodos, the Karbis, the Dimasas and the Hmars, etc. [There are tons of other groups, small as well as large, with a "thirst" for autonomy and a blatant disregard for anything but subversion, but we will get to that later.]

0) ULFA -- left for later...

1) The BLT fought on behalf of the Bodos. With the formation of the BTAD (Bodo Territorial Area Districts) Autonomous Council, the BLT disbanded and the NDFB kept going on. With Op All Clear in Bhutan in 2003 and some smart ops from the Assam Rifles and the Delhi Police, much of the leadership as well as the cadre of the NDFB was neutralized. The remaining leadership, headed by Ranjan Daimary, and the cadre took sustenance in Bangladesh and Burma and kept waging the battle for Bodo "autonomy" notwithstanding the fact that BTAD was created expressly with this intent. This "anti-talks" faction of the NDFB is a serious issue needing neutralization.

2) The Karbi Longri NC Hills Liberation Front (KLNLF) which has now declared a unilateral ceasefire was the one leading the charge for Karbi "rights", who are domiciled in the Karbi Anglong district of Assam. The formal laying down of arms by the Karbi militant group was to take place before January 26, 2010, but it has now been put off till the second week of February due to lack of consensus between GoI and the group on the outfit’s strength (this is a bargaining chip, the more people laying down arms, the more "power" the militant group has in bargaining for money, representation, etc.). KLNLF is an offshoot of the United People's Democratic Solidarity (UPDS) that joined the peace process in August 2001. UPDS signed a ceasefire pact in 2001 and its demands include a self-ruled homeland for the Karbis (Hemprek Hanthim), a special economic package for overall development of the region and a corridor connecting eastern and western part of the hill district.

3) The Dimasas are domiciled in the North Cachar Hills District of Assam. The Dimasa "rights" was spearheaded by the Dima Halam Daogah. Just like with the NDFB, DHD suffered a split with a faction led by Dilip Nunisa and 'commander-in-chief' Pranab Nunisa, and another faction led by its notorious "leader" Jewel Garlosa aka Joel Garlosa and 'commander-in-chief' Niranjan Hojai. The DHD (Nunisa) faction is on a ceasefire mode and bargaining with the PC Haldar led GoI initiative for a separate Dimaraji state whereas DHD (Jewel) has rechristened itself as the Black Widows group. While Jewel Garlosa is under arrest, his cadre led by Hojai still keep doing the hit-and-run and extortion. The Jadikhe Naisho Hoshom, the apex body of the Dimasas, has played a crucial role in impressing upon the DHD (Jewel) and DHD (Nunisa) factions to move towards a ceasefire. In general, the concept of a Dimaraji state envisages the amalgamation of the Dimasa-inhabited areas of Karbi Anglong, North Cachar Hills, Cachar and Nagaon districts in Assam and the Dhansiri tract in Nagaland (some even say they want Dimapur of Nagaland just as the NSCN wants a Nagalim) as a full-fledged separate state under the Indian Union. This statehood demand marks a departure from their earlier demand of an autonomous state under Section 244(A) of the Constitution for safeguarding and ensuring rapid development of Dimasa areas.

4) Hmar People's Convention - Democracy (HPC-D) is an offshoot of the Hmar People's Convention (HPC), which came into existence in 1986, as a political party spearheading a movement for self-government in the north and northeast of Mizoram. The Hmars, who according to the 1991 census, were 12,535 in number in Mizoram, were disappointed with the contents of the Mizo Peace Accord of 1986, which failed to address their demand of a 'Greater Mizoram' integrating all areas inhabited by Hmars in Mizoram, Assam and Manipur under a single administrative unit. Since April 1987, the HPC waged an armed struggle for autonomy, which touched extreme levels of violence towards 1991. More recently, the HPC-D calls for bilateral ceasefire has been snubbed by GoI and Govt of Assam. The outfit is extant over the Hmar inhabited areas of Churachandpur district in Manipur, and the Cachar (with base camps in the Bhuban hill range) and North Cachar Hills districts of Assam. Much of the Tipaimukh agitation on the Indian side is spearheaded by the HPC-D and HRA (Hmar Revolutionary Army), another terrorist group, with active prodding from Bangladesh and without.

5) The other major terrorist groups fighting for Muslim "rights" are the Muslim United Liberation Tigers of Assam (MULTA), the Hizb-ul Mujahideen (HuM), among many other groups. Reports have also indicated that the outfit has as its objective the waging of jehad against India, to eventually set up a 'greater independent Islamistan' for the Muslims of Assam. In this context, one has to note the rhetoric of J-e-I folks of Bangladesh such as Maulana Bhasani, the grand forefather of figures such as Motiur Rahman Nizami, Salahuddin Qader (Saka) Chowdhury, Golam Azam, Delwar Hossein Sayedee, etc., who would like to create a "Bangassam", a separate state in the NE by stripping India, east of the Siliguri corridor!

6) Among the other groups that come to mind are the All Adivasi National Liberation Army (AANLA). The AANLA claims to be fighting to safeguard the tribal culture of the plantation workers whose ancestors were brought from northern India by British colonialists. The outfit demands Scheduled Tribe (ST) status for the Adivasi community and rehabilitation of the displaced members of its community. Official sources, however, indicate that AANLA is not a well-organised group and it does not have well-thought out aims and objectives.

7) Since Assam is a 'big' state, there is much spillover from states around it. We saw the case of HPC-D with connections to Mizoram. Then there is the Manipur-based Kuki Revolutionary Army (KRA) and Nagaland-based NSCN, with its various factions. There is the Khasi outfit, Hynniewtrep National Liberation Council (HNLC) with connections to Meghalaya that finds sustenance in districts bordering Meghalaya. Besides that, the North Bengal-based Kamtapur Liberation Organization (KLO) as well as the Darjeeling-based Gorkhaland outfits also move back and forth between Assam, WB, Sikkim and beyond. And so on....

Arrested Afghan national can speak Kannada too
Ghulam Rasool alias Khan Mirza, who was apprehended while trying to sneak into Bangladesh from Bihar, is said to be a polyglot who can converse proficiently in seven Indian languages.

Taken on remand for five days and being interrogated for his close links with terrorist groups, Mirza has so far outwitted many of his interrogators, which include two DSP-rank police officials. Showing his exceptional legal acumen in the court where he was produced, Mirza admitted that he could talk in Urdu, Persian, Hindi, English, Malayalam, Telugu and Kannada.

Officials posted at the Purnia jail said Mirza refused to take vegetarian food served to him for two days. “I am a habitual meat-eater, and cannot survive without mutton and chicken in my meal daily,” Mirza reportedly told the jail warder.

Car containing explosives found near IAF station in Punjab

Ludhiana: Police found crude explosives in an abandoned car today near IAF station Halwara, 35 km from here.

A shopkeeper brought to the notice of IAF authorities that an abandoned car without number plate had been lying unclaimed near his shop for over 36 hours, deputy inspector general of police (Ludhiana) SS Chauhan said.

The car contained a big amount of explosives consisting of four cans of petrol based urea, potash, wires, a detonator and some highly explosive powder, Chauhan said, adding a mobile phone without sim card was also found inside the car.

The powder has been sent to forensic experts and police is investigating the matter, he said.

"We are closely monitoring whatever has been happening in Pakistan and both our Defence Ministry as well as our ministry will certainly work together to analyse what it means by way of implications to India," External Affairs Minister S M Krishna said in New Delhi on Monday.

He was reacting to media reports about Pakistan digging tunnels in Sargodha district of Pakistan's Punjab province close to the Indian border.
"An attempt is being made to establish the purpose of digging up such tunnels which are really big in size," an official who is involved in analysing the information, has been quoted as saying in the published report.

The advertisement carrying the image of former PAF chief Tanvir Mahmood was issued by the DAVP, an I&B Ministry wing, and was cleared at the ministry’s “highest level”, government sources said. There were conflicting views on whether Tirath’s staff or a creative agency associated with a media house had created the advertisement.

Interestingly, the advertisement was carried in only one prominent English daily published from here. The daily is currently carrying out a joint “peace campaign” with a newspaper from Pakistan.

All other newspapers in the capital carried a different advertisement to mark the day

Terror strike: In 30 mins, NSG will be airborne
26/11 Mumbai attack, the National Security Guard (NSG) commandos sent out to combat it would be airborne within 30 minutes.

The home ministry has finalised a new standard operating procedure detailing just how this should be done.

1984 IA plane hijacker deported from Canada
Canada Tuesday deported the mastermind of the 1984 Indian Airline hijacker to India.

Parminder Singh Saini, 46, who took refuge here 15 years ago and faced deportation to India, was put on the plane back to India earlier Tuesday, officials said. Saini was escorted by officials of the Canadian Border Security Agency (CBSA) to Toronto airport to board a flight for India.

It was not known on which airline flight he was put on his one-way journey to India.

Saini was the leader of five Sikh militants who hijacked an Indian Airlines flight from Srinagar to Delhi on July 6, 1984, with 255 passengers on board and took it to Lahore. The hijack drama ended after a 17-hour stand-off, with the hijackers surrendering to the Pakistani authorities.

After a trial in Pakistan, Saini was sentenced to death by a Lahore court.But the death sentence was commuted to life term. He was released after 10 years and asked to leave Pakistan.

In 1995, Saini entered Canada illegally under the name of Balbir Singh with a fake Afghan passport arranged by the Pakistanis. He maintained that he lied about his identity for fear of being deported to India.

After his arrival here, he earned a BA degree and a law degree even as he fought his deportation order.

Last year, Saini applied to the Law Society of Upper Canada to allow him to practice law here. But his apllication was turned down earlier this month on grounds of his criminal past. Appearing before the Law Society last year, he regretted his past and said he deserves a shot at life in this country.

Referring to the 1984 hijacking, he said, "I had no legitimate right to do that. It's not legal.''

‘India Already Has Sky Marshals in Nepal-Bound Planes’

New Delhi’s pressure to allow sky marshals on Indian planes flying out from Kathmandu has put Nepali government agencies in a dilemma. Foreign and Home Ministry officials held consultations with their colleagues in the Ministry of Tourism and Civil Aviation (MoTCA) before Indian External Affairs Minister S. M. Krishna’s visit to Nepal in mid-January and Home Minister Bhim Rawal’s India visit last week, according to TKP. As Nepal is a party to the International Civil Aviation Organisation (ICAO), MoTCA officials say, armed foreign nationals should hand over their weapons to Nepali security when they get off the plane as per Standard Operating Procedures. The Indian side has proposed that Indian air marshals will remain inside the plane at all times. “They will be deployed in plainclothes,” said a senior Nepal government official. “The Home and Foreign ministries have received feedback from the Tourism Ministry that Nepal could allow the air marshals. However, the Ministry of Home should make a call on such a big decision,” said the official.
Currently, Air India passengers are put through a second screening by AI security officers just before they enter the aircraft at Tribhuvan International Airport, Kathmandu. This decision was taken by the Maoist-led government last January when Maoist leader Hisila Yami was Minister for Tourism and Civil Aviation.

The sudden stubbornness from the Indian side has amazed some Nepal watchers in Delhi. A South Asian strategic analyst who once held top position in India’s intelligence agency Research and Analysis Wing said it happened because of differences between Indian ministry of External Affairs and Home ministry. “My understanding is that there are already armed guards posted in all Indian planes flying to Nepal,” said the analyst requesting anonymity as the issue was sensitive.

“They board the plane as regular passengers and other passengers don’t recognize them,” said the analyst, according to today’s Kantipur daily (Nepali report). In fact, the same informal provision should have been continued quietly. And the Home ministry should have conveyed that message to Nepal via ministry of External Affairs.”
So a passenger getting on a plane in Nepal will notice a passenger already sitting in the plane, great! Now a terrorist can strike at greater probability who the marshall will be.

A National Youth Award winner, Andreas H. Marwein, was arrested by the Meghalaya Police in capital Shillong for his linkage with the Hynniewtrep National Liberation Council (HNLC), according to Sentinel. Police said Marwein, who had received the National Youth Award in 2009, was recently arrested for working as an over ground worker of the militant outfit. According to Police, Andreas had collected nearly INR 10 million over the last five years for the HNLC and helped mobilize youths to join the outfit.

Famed Suryalanka beach to be closed to visitors
The Intelligence Bureau fears that the Indian Air Force (IAF) station located near the beach is the likley target for terrorists whose activity has of late become pronounced across the nation.

Officials are now searching for an alternative and safe site aloang the sea coast to develop it into a beach for tourists.

The Suryalanka beach, situated 9 km away from Bapatla town in Guntur district, is one of the few places where one finds waters of the Bay of Bengal in crystal blue colour.

The AP Tourism Development Corporation started promoting tourism at Suryalanka beach only a few years ago. It had constructed airconditioned cottages overlooking the beach in September 2005.

The well-designed and furnished cottages provide a magnificent view of the sea. Hundreds of people, including software professionals from Hyderabad, visit Suryalanka beach on weekends.

Taking into consideration the popularity of the beach, Union Minsiter of State for Handlooms Panabaka Lakshmi, who is Lok Sabha member from Bapatla, secured a sanction of Rs 5 crore for development of the Suryalanka beach.

With the terror threat looming large over the country, the Intelligence Bureau has reportedly alerted officials of the IAF base at Suryalanka on the possibility of a terror strike. Following the alert, the Air Force Station officials approached district collector B Ramanjaneyulu, appealing to him to stop developing the beach further and, on top of it, look for an alternative beach for pormotion of tourism. They apprehend that terrorists might come in the guise of tourists.

District authorities have promptly started the process of identifying a suitable location to develop a new beach resort at least 20 km away from the IAF base.

Speaking to Express, the district collector said: ``Indian Air Force officials have conveyed to me their apprehensions and stressed the need to close the beach to tourists.’’ A suitable location for a new beach would be finalised in a couple of months, he added.

I guess it is the usual "media reporting" at work. A friend of mine who flies for a private air liner had mentioned about how sky marshalls are positioned. They are present even on some "sensitive" routes within India. They have their security checks done else where and enter the passenger lobby. And they board just like the normal travellers, and their seats would be in various parts of the air craft. The fact they are sky marshalls would only be known to the Captain of the flight.

9-year-old Russian girl allegedly raped in Goa
PANAJI: A nine-year-old Russian girl was allegedly sexually assaulted by two suspected Indian tourists at the Arambol beach in north Goa on Tuesday.

The police registered a case under Section 376 and 511 of the Indian Penal Code and Section 8(2) of the Goa Children’s Act, following a complaint by the girl’s mother on Wednesday, Deputy Inspector-General of Police Ravindra Yadav told The Hindu.

Goa Chief Minister Digambar Kamat said he would forward the details of the case to Union Tourism Minister Kumari Selja. She called him and asked him to ensure that the case was probed and action taken against the culprits.

According to the police, when the child was playing on the beach on Tuesday evening, one of the two accused struck a conversation with the mother and the other sexually abused the child behind a rock.

‘SIMI’ is the hub of terror: NIA
Kochi, Wednesday, January 27, 2010: In its First Information Report produced before Ernakulam CBI Special Court, the National Investigative Agency has termed the banned Students Islamic Movement of India as the focal point of terror activities.

The NIA has put fourteen people in the list of accused in connection with Kalamassery bus torching case. Conspiracy charges have been leveled against PDP chief Abdul Nasser Maudani’s wife Sufiya Maudani.

Eighteen people have been placed in the list of accused in connection with the Panayikulam SIMI camp.

Similarly, there are fourty three and twenty three people in the list of accused in connection with the Wagamon SIMI camp and terror recruitment case respectively.
Mobile phone details of Maudani collected: Police to HC
Kochi, Thursday 28 January 2009: Police on Wednesday filed an additional statement in the Kerala High Court that call details of the mobile phone, suspected to have been used by PDP leader Abdul Nasser Maudani while being lodged in Coimbatore prison, had been collected as part of investigations into the bus burning case in 2005.

Maudani ’s wife, Soofiya, the 10th accused in the burning of Tamil Nadu state-owned bus at nearby Kalamassery, was the ‘conspirator and instigator’ in the case, the statement filed by Assistant Commissioner of Police, Thrikkakara, P M Varghese said. Police was verifying those call details now available on records, it was stated.

In the statement, police also informed the court that there were 14 accused in bus burning case. Police also told the court that the four absconding accused remains to be arrested and that the National Investigation Agency (NIA) had taken over the investigation of the terrorist cases.

The statement was filed on a petition by Raju Puzhanagara seeking to hand over all terror related cases in the state to an independent agency. Meanwhile, the CBI Special Court here today extended the remand of Yusuf, an accused in the 2006 twin blasts in Kozhikode to February 11. The NIA, now investigating the case, had produced Yusuf in the court.

SURAT: A youth was arrested for allegedly drawing donations from fans of Bollywood star Salman Khan through a fake website, Anti Terrorist Squad (ATS) officials said today.

Intakhawab Alam was arrested yesterday from Rander for posing as Salman Khan on a fake website created by him, they said.

He used to reply to fans and keep the website updated, ATS officials said.

Alam had created a website under the name of Bollywood actor Salman Khan and used to send messages to fans and asked for their comments and opinions on articles written on the site.

"To make his website look realistic, he created a separate web-page 'I love my fans' and 'This is my mobile number'. He even talked with his fans on phone," ATS member G L Singhal said.

Mumbai on terror alert
An alert has been sounded in Mumbai following intelligence inputs that two terror suspects may have sneaked into the city to carry out strikes, the police said on Thursday.

The inputs, which even specified the names of the suspects, say the duo may masquerade as taxi drivers to execute their terror plans, sources said.

NIA to investigate the 'missing Soofiya Madhani tapes'
The National Investigation Agency, probing the Kalamassery bus-burning case, will look into the controversy over the ‘missing’ recorded tapes of Soofiya Madhani’s telephonic conversations with suspects after the incident on September 9, 2005.

Top NIA officials said they were aware of the controversy and a probe would be initiated to ascertain whether such tapes existed. “If there are any such tapes, we want to know where they have gone.” Reliable sources in the Special Investigation Team (SIT), which reinvestigated the bus-burning case, hinted that the mobile phone conversations had been ‘bugged’ by the then investigation team in 2005.

“The earlier investigation team had obviously kept tabs on what Soofiya had communicated with others and recorded her conversations. But when the case diary was handed over to the SIT there was no mention of the telephone tapping and the tapes containing the conversations,” they said. An official in the earlier investigation team revealed that the team had put the mobile of Soofiya under the scanner after the incident.

“Whenever she received a call or made a call from her phone, an official in our team would get an alert and listen in. But she was very careful while using the phone,” he said and claimed that though they overheard her conversations, it was not recorded for future perusal.

That's what i was wondering too, Mumbai police has a seperate cell for investigating cyber crimes so why is ATS is being used to solve petty crimes while it's primary objective is to neutralise terrorist activity.

2 held for circulating fake currency

New Delhi, Jan. 28 -- The Delhi Police Special Cell arrested two people for allegedly circulating fake currency.

They two have been identified as Ramandeep Singh Kohli (33), a Dwarka resident, and Brijesh Nandan Bahnot (40), from Panchkula. "They are allegedly involved in cases of cheating, impersonation and human trafficking.

The arrests came after a tip-off about their activities," said DCP (Special Cell) Alok Kumar. Singh was arrested on January 24.

Investigations revealed that he had been living in Dwarka, as Manjeet Singh. A loaded .

32 bore pistol with 7 live cartridges was recovered from him. "He produced a forged arms license allegedly issued from Amritsar.

A raid was conducted at his flat from where fake notes worth Rs 55,000 were recovered," said Kumar. A double-barrel 12 bore gun with 60 live cartridges, 30 live cartridges of 7.65 bore caliber, one rifle of .22 bore caliber and various ID proofs in fake names and address were recovered.
Blast on railway tracks in Assam
Jan 29, 2010 at 1226 hrs Guwahati: Suspected militants exploded a bomb on a railway track and damaged a goods train in Assam's Golaghat district, official sources said in Guwahati.

The bomb, kept on the railway track near Naojan, exploded at 11:45 pm last night damaging two coaches of the goods train and a part of the railway track.

There was, however, no casualty or injury.

Rail services were disrupted for a few hours but it resumed early this morning.

The ULFA or the Adivasi National Liberation of Assam (ANLA) could be behind the incident as both the outfits are active in the area, the sources added.

The new force will be called State Special Zone Security Force. The area in which the monuments are located in Lucknow as well as at Gautam Buddha Nagar (NOIDA) have been declared special zone by the state government. The monuments located in Lucknow including Bhimrao Ambedkar Samajaik Parivartan Sthal, Ambedkar Vihar, Samajik Parivartan Pratik Sthal, Kanshiram Smarak Sthal, 13 Mall Avenue, Kanshiram Green (Eco) Garden, Ramabai Ambedkar Maidan, Buddha Vihar Shanti Upvan and Smriti Upvan. While Gutam Buddha Samata Moolak Sthal is located in Gautam Buddha Nagar (NOIDA) will be under the security of the special force. The parliamentary affair minister Lalji Verma tabled the State Special Zone Security Force Bill, 2010 in the Vidhan Sabha on Thursday., There will be separate recruitment to various posts of subordinate officers, under officers and members of the force. The members of the force of a rank lower than that of an under officer will be called Rakshak. There will be direct recruitment of the Rakshaks. The supervisory officers of the force including Director Security, Deputy Director Security and Assistant Director Security will be drawn from Indian Police Service or Provincial Police Service. The Director General of Police, UP will be the Director General of the force and the appointment of the members of the force will vest with the Director General. The members enrolled in the force will receive an appointment certificate from the Director General. The force has been given wide power equivalent to the state civil police that include power to arrest without warrant. If a person restrain or assault a member of the force in discharge of duty or commits cognizable offence related with the property located in special zone could be arrested. Even trespassers on the premises of the special zone would be dealt with harsh punishment. The supervisory officer of the force will have power to search and seizure without warrant. After taking a person into custody the member of the force will hand him over to the civil police or take him to the nearest police station.

If a member of the force as suspended he will not cease to be a member of the force. During the period of suspension he will be subject to same responsibilities, discipline and penalties to which he had been subject if on duty. On ceasing to be member of the force he would have to surrender the certificate of appointment, arms, accoutrements, clothing and other articles furnished to him for impartment of duties.
South African held with heroin worth Rs 7 crore

The Air Intelligence Unit (AIU) of the Customs Department detained Julia Nyandeni (50) on Thursday morning as she was about to board Ethiopian Airlines flight ET-611 for Manzini via Johannesburg. On checking her baggage, they found that the drug concealed in a false bottom of her suitcase, two purses and in the heels of three pairs of sandals. Additional Commissioner of Customs, AIU, B.S. Nunwal confirmed the seizure. During questioning, AIU officials learnt that Nyandeni had come to Mumbai on January 19 and immediately left for Delhi. She claimed that some of her South African contacts in Delhi - she has reportedly given their mobile numbers to the Customs authorities - gave her the heroin which was already concealed in the bag, purses and footwear. Nyandeni returned to Mumbai on Wednesday night by a domestic flight and the next morning was to leave for Manzini. On checking her passport, officials found that she had visited India four times last year. The authorities are now investigating if the South African woman was involved in similar offence on all these visits.

Smuggling heroin from India to foreign destinations is a lucrative business as locally if the value is Rs 3.5 lakh per kg, in the international market the same shoots up to Rs 1 crore per kg.
Delhi police arrests Afghan national on cocaine smuggling charges
New Delhi, Jan 28 (ANI): Delhi Police on Thursday said that they have arrested an Afghan national, who had allegedly swallowed 70grams of cocaine to escape the security check at the Indira Gandhi International airport.

Police said that the Afghan national, identified as Hafiz Ullah, smuggled cocaine into India.

Informing about the arrest, Deputy Commissioner of Delhi Police H.G.S Dhaliwal said: "These people have smuggled extremely high quality of cocaine. Seven pouches of cocaine with each pouch containing ten grams. In total 70 grams of cocaine have been recovered from his stomach."

"Firstly, they wrapped it in polythene, and then they sealed it with tape, as they knew that if any of the packets had opened in his stomach, it would have been huge danger to his life. Thus, the cocaine pouches were packed very nicely," he added.

Dhaliwal said that Hafiz Ullah along with his other aides entered the country on January 14, but he felt unwell on January 16 and was admitted to a private hospital, where doctors discovered that he had consumed some drug.

Doctors informed police following which he was arrested, but his other aides managed to escape.

According to police a huge nexus is operating in Delhi and NCR region, but they keep on changing places to hide from police.

Police added that these people often shift to hot tourist destinations like Goa and Manali during the tourist season and supply drugs there.

These smugglers have very high-value customers and they earn huge money by supplying drugs in Indian capital, said police.

There are 26 very powerful sleeper cells in north India which are awaiting orders from the Lashkar-e-Tayiba in Pakistan. One call from our Lashkar bosses would be sufficient for these cells to activate and carry out strikes. The Lashkar has focused largely on north India.'

'I escaped to Bangladesh soon after the Bengaluru blasts and took shelter with my co-brother (they are married to sisters) Shafaz in Halishahar in Chittagong. I did this at the behest of my Lashkar bosses in October 2008. It was during this time that I heard from a person by the name Shamshuddin, a Pakistani national and a Lashkar operative, that there are 26 active sleeper cells in north India.'

'During the entire operation of the Bengaluru serial blasts, I never stayed directly in touch with the Lashkar. We used to talk to the bosses through another operative by the name of Sarfaraz Nawaz, who was based in Muscat at that point of time.'

'Nawaz contacted me after the army attack on the Lashkar camp in Kashmir [ Images ], in which five youth from Kerala [ Images ] were killed. Immediately after getting information, I traveled to Mumbai [ Images ]. From there we contacted Nawaz and sought his help to flee the country.'

'He told us to get in touch with a man by the name Zaildeen, an agent who would in turn help us cross the border to Bangladesh. We were told that we should pay him Rs 3,000 for the help he was rendering.'

'We left for Howrah and contacted him. He asked us to reach the Bankapura Gate, which is on the India-Bangladesh border. We reached this place by bus. From here we were taken on a boat, and on reaching Bangladesh, we were handed over to a couple of youth over there.'

'Before the youth could take us, there was some confusion and we were asked several questions. We dropped the name of Zaildeen and then the confusion was cleared. We were then kept in a hut for two days before being taken to Dhaka by bus.'

'At the Dhaka bus stand we met Salim, another Lashkar man, and from there we were taken to the Cox Bazaar area, which is on the coast. During this period we were asked to keep changing our place and we had to change at least 11 hotels during this time.'

'There was major confusion during this time since the 26/11 Mumbai attacks had taken place. The Bangladesh police started to search for Salim, and finally they picked him up and handed him over to the Pakistani government.' :?: :?:

'I was informed that we would not be sent to Pakistan. The Lashkar in Pakistan wanted us both to shift permanently to the Gulf and handle operations from there. I managed to get in touch with Nawaz during this time and he managed to arrange for some money.'

'Another operative by the name Asif got in touch with us and gave us an e-mail id and password to stay in touch with Nawaz, so that the money could be arranged.'

'We stayed in touch and finally the money was transferred. We received Rs 70,000 through a hawala transaction and we were to use this money to reach the Gulf and set up base.'

'We then visited an agent and sought a Gulf visa to go to Dubai [ Images ]. However, before we could complete the task, we were picked up by Bangladesh detectives and handed over to India.'
IMO, 26(+3 in South) sleeper cells are just the "powerful sleepers". There are 100s of "lesser effective" sleepers all over the country. Truly alarming situation.
