15:56 Anti-Naxal ops: CRPF grounds mine-protected vehicles: Central Reserve Police Force has stopped using mine-protected vehicles (MPVs) deployed for carrying troops to minimise causalities resulting from IED blasts in Naxal-affected areas.

This is the first time that the country's largest paramilitary force has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only.

Friends from Delhi have reported cases of molestation. In one incident that my friend was an eyewitness to, these piglets assaulted a single female driver near Mathura Road. She was saved when people from adjoining vehicles intervened otherwise the piglets were in a mood to drag her on to their bike & rape her later.

God help us all. When I go back to Delhi, I will join an RSS shakha and mobilize people in my neighborhood to form a sort of defence group for when the times comes, we shall be ready to protect dharma.

The Indian gov't/state never cared for Hindus.

If it did then it would have exchanged population in 1947 to ensure permanent peace and bring some justice for Hindus after giving 1/3rd of their land leaving behind millions to slaughter by Muslims.

It is a great mistake to rely on the Indian gov't to protect us from monotheist terror.

Learn from the Bodos, where was the Indian gov't when illegal Muslims were going around slaughtering them?

The Bodos survived because they had arms legal/illegal to defend themselves.

Those Hindus who are aware and smart know whats coming when the monotheists reach the magic numbers so be prepared, the other morons will win Darwin awards for trusting the Indian gov't and their secular indoctrination.

VHP leader arrested for serial blasts in Mathura
LUCKNOW: Jagdish Anant , Vishwa Hindu Parishad's ( VHP's) district president of Mathura, has been arrested on charges of engineering serial blasts in Kosi Kalanarea of Mathuraon May 30.

Senior suprintendent of police of Mathura, RKS Rathore , when contacted, confirmed arrest of Anant but denied any communal motive. "It was turning into a communal issue but we managed to bring things under control. Our investigation has revealed that the blasts were minor in nature and bombs were like fire crackers. It was a mischievous act done to protest poor power supply in the area," he said.(and media led us to believe something). He also described Anant as a small leader.

However, muslim clerics of the area have alleged that people associated sangh parivarar were responsible not only for the blasts aimed to terrorise people but also for the riots which took place in Kosikalan last year in June. Four people had died in the violence which triggered after a youth washed his hands in the water kept outside a religious place for those coming to offer prayers.

Muslim clerics alleged that they had informed the Akhilesh Yadav government but it took no action. BJP leaders, on the other hand, accused Muslim hardliners for the blasts and riots. They described arrest as a conspiracy hatched by the Samajwadi Party government led by Akhilesh Yadav which is resorting to minority appeasement. Some VHP, BJP and Bajrag Dal activists also protested Anant's arrest.

Hundreds of Rohingya Muslims who came to the city escaping persecution in their native Burma, continue to face bad times. With knowledge of neither Urdu nor Telugu, they lose out on jobs here

They came all the way to Hyderabad to escape persecution back home and for a better livelihood. But a year later, most of them have failed to land jobs.

Reason: they couldn’t pick up local languages. Hundreds of Rohingya Muslims who came to the city in hope of better days continue to face bad times as job opportunities elude them as they do not know either Urdu or Telugu.

Rohingyas from different provinces of Myanmar entered India sometime ago to escape violence in that country. Many of them live in small tenements in Hafeezbabanagar, Pahadeshareef, Balapur, Mir Momim Pahadi and Kishanbagh.

Abdul Mabud, 24, who hails from Maungdaw in Myanmar, owned a shop in his hometown until he crossed over to India to escape clashes in his country sometime ago.

“I ran away to escape mobs and crossed over to India. But I am not getting any work as I do not know the local language, and I am forced to live on donations made by philanthropists,” says Mabud. Kifayathullah, 26. In fact, Kifayathullah, who knows Urdu, helps his fellow countrymen convey their problems to locals.

It is a similar story for Abdul Malik, 65. The elderly man is now dependent on his son for food.

“Age and language barriers are posing a lot of problems for me,” says Malik. His son works in a factory and earns about Rs. 6,000 a month.

Moved by the refugees’ plight, scores of people are coming forward with donations to help them survive. But the tribe is unsure about its continuation here.

Scores of Rohingyas gathered at the inaugural function of Burmese Refugees Relief and Rehabilitation Committee (BRRRC) here on Sunday. Many attended it in the hope of finding a solution to their problems. Nearly 1,500 Rohingyas have settled down in the city.

Nazimuddin Farooqui, chairman, Salamah Trust, who set up BRRRC, said his organisation planned to help Rohingyas by providing necessary basic education to their children by enrolling them in schools and providing them hostel facilities, besides taking up issues including refugee status.

Earliest available information on the July 1 murder of a Hindu activist in Tamilnadu
Today July 1 at 3.00 p.m. in the afternoon, a Hindu activist was murdered in broad daylight at Vellore, a district place. He was Sri S.Vellaiyappan, a fulltime worker of Hindu Munnani for twenty years. Presently, he is one of the State Secretaries of Hindu Munnani. Sri Vellaiyappan hit the headlines last week when he spearheaded the opposition to the take over of the historic Jalakanteswara (Shiva) Temple by the Hindu Religious & Charitable Endowment Board of the State Government. The temple, had been without a deity for four centuries because of Islamic invasions. The deity, a Shiva Linga, was installed in 1981. Thanks to the concerted efforts of Hindus led by Hindu Munnani. The Shivalinga was installed with huge support. Since then, for the last 35 years, the temple properties hugely increased, courtesy, thousands of devout Hindus. All on a sudden, the State Government wants to be the administrator of the temple, so far managed by a local committee consisting of eminent persons from the Hindu society.

Advocate with links to terror outfit almost became high court judge

The Supreme Court collegium of judges, before taking a decision on the name, seeks details of his credentials not only from the high court concerned but also from sitting apex court judges who are acquainted with the functioning of that particular high court.

The said person, who had links with a terrorist organization, sailed through all these checks and balances and his name was recommended six months ago to the government for appointment by the collegium headed by the Chief Justice of India.

The Prime Minister's Office ordered a scrutiny of the people recommended along with this advocate by the SC collegium. The Intelligence Bureau, which is traditionally assigned this job, came out with a screaming report: that the lawyer had links with a terror organization.

The PMO sent the file recommending the name of the advocate back to the collegium, which immediately withdrew the recommendation for his appointment as a judge of the HC.

Interesting which state is the advocate from?
And why did the apex court collegium not see the links? Was it willfull blindness?

Maybe the SC should refer the candidates for background check before recommending them in future.

settling extra-territorial muslims anywhere in India in closely-knit jhopdis and shelters is a recipe for disaster.
an old tactic of all imperialists all over the world: employing foreign soldiers to suppress an "alien" population. the distance between the soldier and the people leaves no room for empathy. and add jihad/islam to the situation, and you have dangerous possibilities.

these "settlers" will be the Razakar foot soldiers of tomorrow. Hyderabad is back in the future.

The real problem now, says a senior state police officer, is the growing "extremist" tendencies among Muslim youths. "It is leading to a major law-and-order situation in the state known for its progressive edge," he adds, asking not to be named.

Narayanan points out, "Both - Hindu extremist and Islamic fundamentalism - grow on each other." Emphasising that "madrassas are mushrooming and are the breeding grounds for potential jihadis", he says such childhood training results in a person building a wall against other religions.

Even as various Islamist recruits have been charged with wooing girls from other religions in an effort to convert them, senior PFI leader EM Abdurahman dismisses charges of "love jihad" "It is absolutely false and it is just a creation of rightwing elements," he says. "Muslims are now aware of their identity and are proud of it. Unfortunately, this prosperity has invited jealously from right-wing sections and vested interests," he said.

Dangerous Politics

In certain pockets in north Kerala, CPM cadres have joined hands with those in the BJP to take on what they call "threat from Islamist forces such as PFI". While Narayanan calls this "a very dangerous trend", Abdurahman downplays it, saying, "People of northern Kerala are very emotional compared with those down south. This is true of all cadres, including those in the CPM, RSS and our own." For his part, Narayanan blames the CPM in the state for encouraging radical Islamic elements so as to corner votes and batter the IUML. "That strategy has misfired in the state, causing this deep polarisation," he says. Abdurahman disagrees: "The CPM, I would say, isn't doing enough to safeguard the rights of the minorities as it should have."

The PFI was accused by the central agencies of being involved in creating bulk SMSes that led to the exodus of Northeasterners from Bangalore last year. Earlier, the PFI had come under scanner on several occasions over various communal clashes across Kerala. Political leaders, especially those from the CPM, have charged the PFI with double standards. "Organisations such as this (PFI) are engaged in nefarious activities. If Kerala isn't as progressive as it used to be, it is because of outfits like the PFI," CPM politburo member and former home minister Kodiyeri Balakrishnan told ET, citing the hand-chopping incident of a teacher on charges of "blasphemy against Prophet Mohammed". The PFI has denied any wrongdoing.



However, political observers such as MG Radhakrishnan, a senior journalist based in Thiruvananthapuram, offer a slightly different view. "The kind of radicalisation among Muslims in Kerala isn't the militant kind," he says, adding that Muslims in the state are now more prosperous and more conscious of their identity. "This is why you see more burkhas and skull caps on the roads. Militant Islamism in Kerala is a major hype. There are many odd incidents, but I see it as a natural phenomenon. When communities rise out of long years of poverty and transform into a new mode, there is always this kind of perception. They are rediscovering their identity. Reading too much into it is a mistake," he says. Radhakrishnan adds that the Muslims who were among the lower sections of Kerala society take special pride in their identity once they become rich. "There is nothing unusual about it," he says, adding that many of them are highly successful businessmen and serial entrepreneurs. "It is radicalism, but it is non-militant radicalism," he says.

Intersting the article differentiates between identity and radicalization. Its a slippery slope.
One starts with beards and burkhas and suddenly starts frequenting radical victimhood parleys and carries out bomb attacks on innocents as they are Dar-ul-Harab!

Minorities commission to award Kandhamal priest, Orissa govt warns of 'adverse impact'

In a controversial move, the National Commission for Minorities (NCM) has decided to confer the Minority Rights Day Award on Father Ajay Kumar Singh, a Catholic priest based in Kandhamal, on July 5, despite the Orissa government’s warning that the move may have an “adverse impact” on the “communal harmony” in the district.

Following the NCM’s request for a background check on Singh, Kandhamal District Collector B S Poonia, in a report sent last month, said: “A confidential inquiry was conducted by the DSP, DIB, Kandhamal, and forwarded by SP, Kandhamal. The report indicates that it is not advisable to consider the case of Ajay Kumar Singh...for the Minority Rights Day Award as it may have an adverse impact on the peace and communal harmony in the ethno-communal hyper-sensitive district of Kandhamal.”

He added that during the 2008 Kandhamal riots, Jan Vikas, the organisation with which Singh was associated, was the only NGO that was targeted by tribals.

The DIB deputy superintendent’s report said, “There is a strong perception in a section of society, including the tribals, that this organisation is promoting conversion indirectly by giving benefits either to the Christian community or people vulnerable to conversion.”

Singh is no longer associated with Jan Vikas.

The Kandhamal SP, in his report, reiterated that “recommendation of Ajay Kumar Singh for Minority Rights Day Award is not advisable, particularly in this ethno-communal hyper-sensitive district”.

When contacted, Poonia said: “The locals have an unfavourable perception about him. We forwarded our report and it is for them to act on it.”

NCM chairperson Wajahat Habibullah said: “We sought a report from the district administration, but they have not identified any wrong action committed by Singh. They have mentioned the opinion of the people. The facts were placed before the award selection committee and we decided to go ahead with his name.”

The other contender for the award was Gujarat-based activist Teesta Setalvad. At least two members who were part of the selection committee said there was general consensus on Singh’s name.

“It has been confirmed that there is no criminal case pending against Singh. Anyone working for tribals is bound to be critical with regard to the government. The Orissa government became over-sensitive to his criticism. Even if there was a case pending against him, there is a presumption of innocence. He is working for the advancement of the tribals, it’s not a disqualification in a democracy,” said senior lawyer K T S Tulsi, who was part of the selection committee.

“The committee talked to the District Collector and found there was no case against Singh. The chairman decided to go ahead with the award. There was general consensus on his name and the decision was taken collectively,” said eminent sociologist Prof Ashish Nandy, also part of the panel.

Singh’s name was proposed by a member of the selection committee — John Dayal. “People in the selection committee can also recommend names, there is no conflict of interest. It doesn’t disqualify the candidate,” said Habibullah.

Col. Purohit of the Military Intelligence was implicated for his association with ‘Abhinav Bharat’, an organization labeled by the authorities as progenitor of so-called ‘Hindu Terror’. It is another matter that more than 50 officers of the army in the Court of Inquiry have vouched for the fact that he had kept all the relevant authorities in loop regarding his infiltration into the said organization. The officer also had very successfully infiltrated the Indian Mujahideen (IM) and was regularly invited by the Maharastra ATS to conduct lectures on IM and LeT. A fortnight before 26/11, Col Purohit was arrested. As a consequence the Military Intelligence of India was intimidated and paralyzed. Was it to facilitate the attack on Mumbai by the LeT?

Now there is an attack on the core of internal security, i.e. Intelligence Bureau of India. Its sin being that it provided ‘specific intelligence’ with regard to the plans by an itinerate module comprising four LeT terrorists, two Pakistanis and also an Indian woman Ishrat Jahan to kill the Chief Minister of a state of Union of India. It is another matter that this Chief Minister happens to be Narendra Modi. The dispensation in Delhi seems to convey ‘death to Modi, long live LeT’. The love or fear of LeT has impelled the quarters to consciously wreck the internal security apparatus of the country.

Even as the embers of the targeting of the IB fly in and outside the country, an Inspector of Punjab Police, Surjit Singh, has claimed that he has carried out 83 fake encounters at the behest of his bosses during the‘Sikh Freedom Movement’. The timing of the smote on the conscience and the moral churning process of this Inspector clearly indicates the identity of his benefactors. The ISI’s desperate bid to revive militancy in Punjab through its strategic arm LeT has been widely reported in the media. This seems to be yet another attempt by the ISI and LeT to destroy the security apparatus in Punjab so as to make uncontested in-roads.

The targets have been carefully selected i.e the Military Intelligence, the Intelligence Bureau and the state police forces, which includes the Gujarat Police, where nearly a dozen officers have been hounded and intimidated by the Center. The only officer who has found favour of the Center was the one demanding a Black Berry phone from a political party to settle political scores.

The common enemy of these agencies is the LeT. It is the same LeT (Markaz-e-Taiba), which has received Rs.61 million by the Punjab government in Pakistan as grant-in-aid in the current fiscal. The tragedy is that it is not only Pakistan establishment which grovels to the head of LeT, Hafiz Saeed, but the Indian establishment as well.

The love or fear of LeT has impelled the quarters to consciously wreck the internal security apparatus of the country.

Ishrat Jahan, a 19 year old girl from Mumbai was killed with LeT terrorists in Ahmedabad in an encounter on 15 June 2004. The family members in hindsight allege that Ishrat was abducted by the IB. It is queer that once she went missing her family members did not deem it fit to lodge an FIR with the Mumbai Police. Their inaction and silence on the issue can also be construed that the links with LeT run much deeper and wider.

The dispensation by attacking the Special Director of the Intelligence Bureau, Rajendra Kumar, has attacked the core of India’s internal security intelligence. All for whom, but the LeT! Mr Rajendra Kumar’s failing has been his being professional and conscientious. In that he acquired intelligence from ‘sources’, informed the higher-ups in Delhi, which includes his seniors and in-turn the Ministry of Home Affairs. His main failing however was that, in the process, he was not saving a Chief Minister but Narendra Modi. If he had acted in the same manner to save the life of some privileged ‘democratic-monarchs’ of the country, he would have been awarded Padma Vibhushan and in the case of highest monarch a ‘ Bharat Ratna.’ After all the same dispensation rewarded Mr Brajesh Mishra with Padma Vibushan for his Boston rescue operation of the ‘Yuvraj’. Readers with little research can know the truth.

Never before in the history of India, an IB or R&AW official was asked to submit before the CBI for interrogation on professional matters. Is it a ploy to unravel the entire intelligence framework of the country? This author who served with R&AW would have preferred to kill himself rather than submit to the CBI for interrogation of sensitive matters that are vital to Indian security interests. If this author was the head of the IB, the Special Director would have reported to the CBI over his dead body. The CBI has absolutely no competence to interrogate an IB and R&AW official on matters of internal and external security. By sheer level of politicization, the mediocre content of the job of the CBI, it is ill-equipped to deal with IB and R&AW officials.

If the CBI cannot be trusted with Arushi murder case or the Nithari case pertaining to Moninder Singh Pandher, what is its credibility! The whole world knows the truth in these cases sans the CBI. Can the Prime Minister at the current stage of his life cross his heart and vouch that he does not know the truth in these two cases? How has suddenly the CBI become the repository of the national conscience, which includes the IB and the R&AW?

The IB has been pitted against the CBI. In the case of blasts in Malegaon in 2006, the NIA has been pitted against the Maharastra ATS and the CBI. And earlier in Col Purohit’s case the Mahrastra ATS was pitted against the Military Intelligence. The effect of the orchestrated attrition is already beginning to tell.

This systematic destruction of India’s internal security apparatus is not only for vote-bank politics as most commentators are suggesting. Of course the Modi-phobia is a factor but not the sole reason.It has a larger dimension which is evident from the nervousness displayed by the dispensation with regard to ISI, Hafiz Saeed and David Headley. Do they know too much? Were they used to stage 26/11 to counter Jehadi terror by creating the specter of ‘Hindu Terror’? How does David Headley have the gumption to abuse Indian interrogators? Are the services of the ISI and LeT being obtained to influence vote-bank politics? Is the LeT and the ISI asking too much in return? These are questions which readers must ponder upon.

While the readers do so, their benchmark should be the fact that if Ajmal Kasab had not developed cold feet and caught alive, all preparations has been made to label 26/11 as act of ‘Hindu Terror’. Books to this effect were pre-written and the choice of the Chief Guest decided. Till today nobody has questioned as to how an unconstitutional authority was indirect communication with the Maharastra ATS Chief Hemant Karkare, and eliciting sensitive security details. If this politician cannot explain this he should be treated like any other terrorist.

For matters of national security the relationship between all the intelligence organizations of the States and the Center is both vertical and horizontal. Flow of intelligence is not only from top to down but in the reverse order too. Moreover, there is lateral sharing as well. The multiplicity of agencies has its benefits in terms of overlap, corroboration and coverage. By targeting the IB, the Military Intelligence, the state security apparatus of Gujarat and the previous Maharastra ATS, the dispensation has intimidated the entire intelligence network of India. India is now an open and defenseless target. The traitors as of now have prevailed!

No intelligence official now will provide or share information with the same degree of sincerity and patriotism. The Indian intelligence community is now a scared community. Nationalism and patriotism have become criminal attributes. Things have gone so anti-national that the most sensitive information was being leaked by the CBI pertaining details of Ishrat Jahan case and there were media houses, flaunting documents which should have been only for the consumption of Prime Minister and the Home Minister. The Pakistan or the ISI connection of some of these news channels and journalists is too well known.

Ishrat Jahan and her associates were nothing but tools of proxy war by Pakistan. Anybody with a modicum of understanding of terrorism will understand that the role of Ishrat was to act as suicide-bomber, as revealed by David Headley. There are any number of such modules waiting to strike. Rajiv Gandhi too was eliminated by eliciting the services of one such suicide bomber through the aegis of LTTE. This could not have happened without unsuspecting facilitators within.

Indian should realize that this is an era of proxy wars. A civilized country to retain its civility has to fight with uncivilized ‘proxy soldiers’, the kind of Ishrat Jahan. In this proxy war, which is also referred to as ‘intelligence wars’, the role of intelligence agencies is predominant. In dealing with such adversaries, there are methods, which have been used in the past to bring back civility, whose peace dividends people of India including the politicians, the civil activists and the vocal media continue to enjoy. One such region is the Punjab province of India. The dispensation at the behest and blackmail of external enemies has by design destroyed the entire internal security apparatus assiduously built over the years for the LeT and vote-bank politics.

India now stands exposed. Whenever there is the next blast or terrorist attack don’t expect too much from Indian intelligence framework. It stands intimidated and unraveled. It will be extremely difficult for the Indian security apparatus to recover from this wreck.

The above article posted by Murugan puts forward a grim scenario being faced by the intel community.

Firstly, kudos to those on BRf who had written about Col. Purohit as stated by the author above.

It is one thing to be foolish and incompetent at the Sharm-el-Sheikh level, but completely another to wreck one's own intel structure. Are the Mil. Intel and IB weakened so much by political interference by the present GoI that they cannot protect one of their own be it Col. Purohit or Rajendra Kumar ?

Ishrat Jahan case: IB chief Ibrahim files complaint against CBI with Home Ministry
New Delhi: In a significant step, Intelligence Bureau (IB) chief Asif Ibrahim has formally lodged a complaint against CBI in the Home Ministry, over the “witch-hunt” against its officials by the investigative agency in the Ishrat Jahan case. In his complaint, Ibrahim said that the CBI move is “disastrous for the morale of IB officers” and would harm the country’s internal security.
Ibrahim’s letter to former home secretary RK Singh, putting on record his disapproval of the CBI investigation into the alleged encounter killing, came after CBI stuck to its stand in the June 13 meeting where the chiefs of the two central agencies discussed the issue of with the home secretary. The discussion was on the alleged involvement of IB special director Rajendra Kuamr in the killing
Singh had reportedly advised Ibrahim to put his objections on record in a letter rather than just as a verbal complaint.
CBI has mentioned the names of four senior IB officers in its chargesheet filed on Wednesday, without making them accused yet. But the investigative agency has promised to file a supplementary charge sheet, in which it is likely to make them “accused”.

The Intelligence Bureau (IB) too, in its correspondence with the CBI — one as recent as February 2013 — told the agency that Jahan was working for LeT.

In its reply to a CBI letter (No.RC/5/S/2011/CBI/SCB/Mumbai/43 dated 13 February 2013), the IB mentions about the intelligence input that it received post the Godhra riots, indicating a threat to several leaders including Narendra Modi. The same input was shared by the IB with all state police heads vide IB TP no. 0327 on 22 April 2004.

This response also mentions that the Federal Bureau of Investigation had communicated to the IB that Headley had confessed to the US agency about Zaki telling him about a "female suicide bomber", Ishrat Jahan, who was recruited by Muzammil.

On 11th August 2012, A Muslim Mob came in Mumbai (India) and created a riot like situation. When they were destroying public property, beating the policemen,burning OB Vans of Media, one brave DCP of Police catched one rioter and started taking him into the custody for investigation but suddenly on watching it Mumbai Police Commissioner Arup Patnayik's Blood Pressure becomes High and he came and scolded that DCP for honestly doing his duty and ordered him to release the Rioter and warned him never dare to do it again!!!!

For the last 7-8 years, Did we not discuss that on their last breath, Congi will try to destroy the National Security Insitiutions as parting gift to Country? Now EX-Raw guys is confirming this worst fear. Gaddaar word should be used lightly but is it hard to understand that many Gaddaars are now ruling in Delhi. They will fight till the end and sell the whole Desh as its a matter of life and death for them.

Even now by not tracing how CBI is conducting its inquiry they are mot doing any favors.
Who in UPA is ordering the CBI to do its deeds?

Also why not be open about Rajiv Murder case?

Wheels inside wheels starting form external folks to MHA to PMO to INC heads. All are involved in the treacherous path to teach India a lesson for 1998. Prior to 2004, never was the situation where someone could breach PMO and other intel agencies so badly. This cannot be called as some breach but is the case of deliberate and planned destruction.

Interview: Minister of State for Home Affairs R P N Singh
Manoj C G: Now there is a Naxal attack in Jharkhand, which is under President's rule, coming directly under the Home Ministry. Do you think the present strategy of tackling Naxalites is working, or do we need to revisit it?

In the last three or four years, we have managed to get into their (Maoists') core areas such as Latehar. All the engagement that is taking place now is taking place in their strongholds. So be it Latehar or Bastar, the CRPF or Army, the engagement is happening in their strongholds. You cannot have a big military operation because we don't know who the enemy is. We get a lot of tweets asking why don't we let the Army go in, but who do we take out? We have 86 battalions of the CRPF in these states. We've tried to move all our paramilitary forces into the core areas.

There are two strategies to remove us from the core areas. One is to target soft targets, like they did in Chhattisgarh, politicians or normal people. And the second is opening new fronts, like what they have done with the SP of Jharkhand. There is no great Naxal problem in that area. In fact, there is not even a single battalion of the paramilitary forces in Dumka. After this incident, we have pulled out two battalions and rushed them to this area.

If you see the statistics of 2011, we have had a huge drop in security personnel getting killed or of Naxal violence. Overall, if you see 2011, it was a far better year than the last couple of years.

The other problem is all the funds and the paramilitary forces are given to different states. Every state has a different policy to tackle Naxalism. Whichever political party is in power has its own way of dealing. We don't have a central policy where Naxalism is concerned. So that is something we have to adjust with the different state governments and work with them. But primarily, our target is to hit the top leadership. On the ground, we are seeing that they are not getting the kind of support that they need. Secondly, the biggest problem they are having is of arms and ammunition. That is the supply chain that we have managed to cut to a certain extent.

We can definitely do better. We can have better coordination among central forces as well as police forces. In my opinion, modernisation is in the kind of money that we have given to states that are worst-affected. After the unfortunate incident in Chhattisgarh, review meetings were held in Raipur, which the Prime Minister himself attended, and at the Chief Ministers' conference. Our priority is now infrastructure development of the worst-affected areas. I can understand there is outrage at what happened in Chhattisgarh and what happened on the train in Bihar, as well as with the Jharkhand SP, but it is something that can't be wished away. We have a programme in place. We will continue to have a hardline (policy) where engagement is concerned, but we will try to develop infrastructure in these Naxal-affected areas.

Manoj C G: What is your estimate of the CPI(Maoist)'s strength? And while you talked of different states having different programmes, even the Congress and the government have been giving mixed signals.

I think we are completely on board on how we are to tackle Naxalism. Where they are engaging with paramilitary forces and they are picking up arms, we will try to subjugate them. As far as rehabilitating tribals is concerned—which is extremely important and that's what people in the party also spoke about—that is something we are trying to do. We have given a lot of money. States were given 5,000 km of roads in these areas. We are trying to make schools and hospitals. We are monitoring that development takes place in a time-bound manner.

Their numerical strength is not something I can give you immediately but it is not something that large that it is alarming. The people at the top, the leaders, are very committed. Unfortunately, the kind of movement that they have in the villages is very ruthless. That is something that never comes out in the media. For example, the way they torture informers. There is no hue and cry if a tribal is killed by the Naxals and we have proved this many times that they use civilians as human shields, including women and children. But, if there is an encounter with the forces and somebody dies, the paramilitary or the police forces are shown in such poor light as if they are the main problem.

Coomi Kapoor: There has been a lot of controversy on the CBI implicating an IB officer in the Ishrat Jahan encounter. What is your view? Do you believe that the IB should be insulated? Would it be demoralised by such action?

First of all, the CBI is inquiring into a case of encounter that took place in Gujarat, which is being monitored by the court. The CBI has named an IB officer in the chargesheet. That is a completely different aspect. They have not asked the IB for a sanction against the officer yet. When they ask for a sanction, we will reply to that question at that time.

Yes, obviously, officers of the IB are going to be a little upset if their officers are seen to be engaged in fake encounters. The IB is a very, very good organisation and it has helped this country in many ways to counter many problems. But if there is enough proof, when the CBI comes to us, we will examine it and look at it from that point of view. But it has been made political. The BJP seems to be more upset than even the IB. It is extremely unfortunate that a fake encounter took place. It is being investigated by the CBI, it is being monitored by the court, so I don't see why the BJP should have any kind of problem with that. And it has been shown that there have been fake encounters in Gujarat before. In fact, in the Sohrabuddin fake encounter, they paid compensation to him before the court even ruled. The BJP seems to get very jittery and always seems to react whenever the campaign committee head comes under any negativity in his state. He is ready to take credit for Amul though Dr Kurien did it. But whenever any negativity happens, they want to wash his hands of it.

Swaraj Thapa: The issue is that the IB gives out alerts to various states regarding VVIPs under threat. Do you think that the IB will now think twice before sending out alerts?

We are jumping the gun. There is more hype in the public with political parties getting into the fray. There has been no demand from the CBI about the prosecution of any IB officer. When they ask us for sanction, they will have to come up with reasons and proof. The ministry will take a view on it and act accordingly. For any government officer, if it is proved that he is doing something wrong, then action will be taken.

Appu Esthose Suresh: Unlike in the West, there is no oversight for intelligence agencies. Even I&B Minister Manish Tewari once moved a private Bill for bringing the IB under an oversight body of Parliament.

Unfortunately, over the past few years, we have been dismantling our own organisations, be it the IB or RAW. And we give less credit to the kind of work they have been doing. Nobody comes to know of the good work they do. But the flaws of these organisations are magnified and everybody talks about them. There is a check and balance as far as our intelligence agencies are concerned. They report to the ministry and the Home Secretary and the Home Minister and there is action that we take. There is a system in place.

Rahul Tripathi: The IB's role has been questioned not only in the Ishrat Jahan case, but in the Sadiq Jamal and Malegaon blast cases, where nine people were arrested and then released. Do you think there is a need to revise the SOPs?

Malegoan was investigated by the Maharashtra Police and SIT. The IB was getting into terror cases, which it was not meant to because it was busy with other things. That is why we formed the NIA. The NIA is now looking at all these cases. It is because of the NIA that in the Malegaon case, the right people were found. It is a nascent agency, but so far I think the NIA has made progress.

Rahul Tripathi: The UP government had recently asked some 20 cases to be quashed against Muslims, which the High Court stayed. Is the Central government doing anything because these people were caught under scheduled offences?

I think it is extremely unfortunate if terrorism and politics are mixed and I think anyone should tread away from that path. As far as what the UP government has done, the High Court has already passed a judgment on that. I have no idea of any intimation that we have received in those cases.

Rahul Tripathi: What is happening on the Telangana proposal?

Bifurcation of states is an extremely sensitive thing. As far as Telangana is concerned, the Congress has been committed on the issue of smaller states. We appointed the Srikrishna Committee which came out with six proposals. Before we take any decision, we would like all stakeholders to be on board. We are trying our best to take all ideas forward. We were very close to a breakthrough. In the last few days, there has been some forward movement. In fact, the Congress itself has taken the initiative. The general secretary was in Andhra Pradesh recently.

D K Singh: Coming back to the Naxal attack in Chhattisgarh, the needle of suspicion is pointing towards some senior Congress leaders.

When I went to Raipur for the first time after the Prime Minister, Sonia Gandhi and Rahul Gandhi had gone, there were rumours among the press. Political parties were putting these ideas. The NIA is investigating the case and they are investigating all angles. I think it is more of a rumour, but we will wait till the NIA comes out with its full report.

Manoj C G: Is the NIA probing the possible involvement of Congress leaders?

No, it is not probing any rumours about Congress leaders being involved. It is probing why it took place, how it took place, was there a conspiracy.

Shyamlal Yadav: You are from UP. What results are you expecting in 2014? Will the Congress retain all its Lok Sabha seats?

To be honest with you, in 2009, the results surprised me. I never thought we would get 22 seats. I think Uttar Pradesh is going to surprise me again. I think we are going to beat that mark this time.

Swaraj Thapa: There is a generational shift that has happened in the Congress. You are also part of that change. How do you assess the change, the leadership of Rahul Gandhi? Is there some tussle with the old Congress, the old ideas and values?

Not only the Congress but the whole country is going through change. 2014 is going to see the largest number of people under 30 as voters and the whole demography of the country has changed. The demographic change is going to be reflected in the politics of this country. Fortunately, we've managed to bring about a change, the engineer of which was Mr Rahul Gandhi who brought in a large number of younger people. It has been his endeavour to get younger people involved in politics. The older generation, for example, cannot understand that there is something known as social media. In fact, even me—I am caught in between the younger and older generations. I think leadership has to take the old and the young together, experience and the energy of the younger lot to come out with policies that encompass all.

Swaraj Thapa: What about Rahul Gandhi as prime minister?

Obviously, the Congress would like to see him as prime minister one day, but I think the job he does now is far more important and far more difficult. He is trying to build the Congress in states where it is not doing well. I think that is something he has taken upon himself. When children of businessmen come into business, they tell them to start at the floor shop. Even Rahul Gandhi started doing the same thing. He started right at the bottom.

Dilip Bobb: Narendra Modi is very active on social media, Rahul Gandhi is not. Why is he so reluctant?

The Congress party and the leadership have now started using social media and we see far more people coming in. We have a communications department within the AICC. And he (Rahul) does not believe social media is for building a person. It is for building the party. You asked about the other person. He is building himself. So that is where the difference is. It is not about I, me, myself. It is about the party you serve and the ideology the party represents. Nobody is bigger than the party. Some people want to be bigger than the party.

D K Singh: How different is the incumbent Home Minister from his predecessor?

We are following the same policies that were being carried out by Mr P Chidambaram. In fact, he took some great initiatives within the ministry and that is something my minister has not only followed but improved upon.

D K Singh: What do you think of Narendra Modi being in charge of UP? Will it make a difference if he contests from Varanasi or Lucknow?

I think the total focus of the BJP on one man shows their desperation. That he is the magic that is going to make the BJP win. How are they going to win in India? Narendra Modi. How are they going to win in UP? Narendra Modi. So obviously, it shows that they have nothing to offer to the people of this country. And it is extremely unfortunate that after Amit Shah, they need Narendra Modi also to come to UP. You can understand that the BJP is bereft of ideas of how to tackle the coming general elections. I don't think Narendra Modi contesting from Varanasi or from Ahmedabad is going to have any impact on the politics of UP.

Manoj C G: In Uttarakhand, there is a perception that the Chief Minister woke up late to the tragedy and that the Home Ministry conducted the operations. What is your view?

Nobody expected the kind of calamity that struck Uttarakhand. As far as the response goes, we tried to do whatever possible. But in hindsight, it seems that more could have been done. But we have learnt our lessons. The ITBP, the NDRF and the armed forces did a marvellous job. I think why the government was not seen as actually doing something is because the government had ordered the best people to carry out the rescue operations.
