NEW DELHI: The Justice Shivraj Patil one-man committee (OMC) report has placed numerous top secret documents in the public domain that qualify it to be the WikiLeaks of 2G.

While the OMC report was presented on January 31, it is its 102 annexures running into 1,309 pages posted online last week that are likely to turn explosive in the hands of the PIL litigants in Supreme Court, CBI investigating officers and Parliamentary Committees like the Public Accounts Committee (PAC) and the imminent Joint Parliamentary Committee ( JPC).

Communications and IT minister Kapil Sibal had instituted the OMC to expand the 2G scam probe to beyond ex-telecom minister A Raja's regime. The terms of reference of the OMC included an examination of procedures followed by the DoT in issuance of licenses and allocation of spectrum since the NDA's 2001 regime.


Patil has placed damaging, never seen before annexures documenting serious illegalities and procedural violations during Raja's tenure. These include suppressing of evidence, especially relating to Trai's top secret letters which expose the governments claim that it merely followed the regulator's recommendations.

Yes, still there but not linked off the front page ... BJP seems to be putting it on the back-burner.

It is actually a very meticulous and sober piece of work, with lots of interesting details. There was absolutely no reason for Advani to express deep regret or whatever.

But Advani probably has PM ambitions still? thats why he wants the Babri Masjid case diluted so that the HC verdict is not overthrown. But look at how the CBI is used- to threaten Mayawati one day, Mulayam anther and Advani on anther day.

SO Advani has not apologised. Did the Media so blantanly Lie?

Is there any recommendation for telling truth in Media, I am finding that there news is more about Lies, ignoring inconvienient news. SHouldn't there be a MINIMUM standard level.

Press Council Of India has regulations but its manned by INC secular hard core so notuig will happen. Sometimes crowds have to make their opinion felt for the secualrs are using the pwoer of the state to disseminate propaganda.


Also knowing the INC and media penchant for twisting anything that BJP or LKA says or does why did he bother even issuing any letter of any sort?

Baba Ramdev 's campaign against black money appears to have earned him many enemies among the political class as well as seers.

The Akhil Bhartiya Akhada Parishad, one of the leading groups of sadhus, is planning to write to the Prime Minister and the President seeking a CBI inquiry into the assets and wealth of the yoga guru.

The national spokesperson of the Akhada Parishad, Baba Hat Yogi, said: " A decade ago, Ramdev used to move on a bicycle. He even had to struggle to find money to fix his punctured cycle. Now he flies on a chopper. We demand an inquiry into the income and assets of the Ramdev ashram." Hat Yogi wasn't alone; a demand for a probe into the baba's assets also came from Trivender Panwar, president of the Uttarakhand Kranti Dal that recently withdrew support from the Ramesh Pokhriyal Nishank government in Uttarakhand.

" Baba Ramdev is shouting against black money to protect his own ill-gotten wealth. He is even planning to enter politics to protect his black money," Panwar alleged. " He had claimed last year that one Uttarakhand minister had asked for Rs 2-crore bribe from him for some favour. If he is so committed to weeding out corruption from India, he should disclose the name of the accused minister."

The outbursts against Ramdev come just days after a Congress MP in Arunachal Pradesh allegedly abused him when he talked about corruption at a spiritual camp at Pasighat in the East Siang district.

Many claimed that the popularity and political clout of Ramdev had made a lot of people jealous and they were now making allegations against him. But they, too, agreed that the baba should disclose his assets.

The yoga guru, however, remained unfazed. Hitting out at his critics, he told the Aaj Tak news channel: "We are ready for any inquiry. The central government has conducted such investigations twice and they are welcome to do so again. Is it a sin to speak about corruption in India?

Five crore people have donated for the development of our ashram. We will hold rallies on February 27 and March 23 in New Delhi against the failure of the Congress government to bring back to India the black money stashed away in foreign banks."
His detractors dismissed his aggressive stance as mere posturing and alleged that his ashram was involved in many dubious activities. Baba Hat Yogi said: " In 2006, Mahant Shanker Dev of the Divya Yoga Mandir disappeared under mysterious circumstances. An independent inquiry should be conducted on the missing Mahant." The phenomenal rise in the wealth of the trust run by the yoga guru in the last few years has raised many eyebrows.

According to a rough estimate, the Patanjali Yogpeeth Trust has property worth more than Rs 1,000 crore in Hardwar alone.

These include a 300-bed multi specialty hospital, a yoga research centre, a university, an ayurvedic pharmacy, a food park and a cosmetics manufacturing unit.

Swami Ramdev is even reported to have acquired a Scottish isle for about £ 2 million a few years ago to set up a wellness retreat. According to unconfirmed reports, Patanjali Yogpeeth has also acquired major stakes in the Aastha TV channel.

The channel used to telecast Ramdev's daily yoga classes which helped him become an international figure.

Swami Ramdev's critics demanded to know where the funds to acquire these assets came from.

Patanjali Yogpeeth's general secretary Acharya Balkrishna insisted that the ashram's records were clean. " We maintain total transparency and keep an updated balance sheet. We have property mainly in Hardwar and land in some parts of India which are yet to be developed," he said.

" The ashram is making progress because of the support and donations from our followers. Those criticising us should ask the government to demand inquiry into the trust and organisation operated by the Gandhi family," he added.

Seeking to clear the air on the controversy over allocation of S-Band spectrum, Prime Minister Manmohan Singh today said the deal to allocate transponder frequency on two satellites to the Indian arm of a US firm never came to his office for approval. :eek:

"There is no question of Prime Minister's Office being asked to approve the deal. It never came to that level," Singh said.

He was intervening during Question Hour in Rajya Sabha when Opposition members sought to know who in the PMO was responsible for approving the deal between Devas Multimedia Pvt Ltd (the Indian arm of Forge Advisors of US) and Antrix Corp, the commercial arm of ISRO.

Antrix, he said, is a commercial arm of ISRO and in normal course its deal with Devas does not go to the government for approval.

Only the launch of satellite "did come to the Cabinet," he said. But the Devas-Antrix deal "was not mentioned in the Cabinet note."

Minister of State in the Prime Minister's Office V Narayanasamy said Antrix Corp Ltd, set up by Department of Space in 1992, had signed an agreement with Devas in January 2005 for leasing part of the space segment capacity in S-band on two geostationary satellites.

The agreement details the terms and conditions under which part of the transponder capacity of these satellites will be made available to Devas for 12 years.

This was as per the Satellite Communications Policy Framework for India approved by Cabinet in June 1997 which authorised INSAT capacity to be leased to non-governmental parties.

The norms, guidelines and procedures for implementation of this policy was approved by Cabinet in January 2000.

"These provided for entering into bilateral agreements with other agencies for marketing this capacity," he said.

He said in order to catalyse Digital Multimedia Services in India for which ground segment technology was evolving then in a very few developed countries, Antrix signed a MoU with Forge Advisors of USA in July 2003.

Subsequently, Forge promoted an Indian company called Devas with whom the Antrix entered into the agreement in January 2005 for lease of S-band transponder capacity in two satellites.

He said the allocation of S-band spectrum was pointed out in December 2009. The Space Commission annulled the agreement when it was felt that S-Band was required for defence, paramilitary forces and societal purposes. Subsequently, the Cabinet Committee on Security (CCS) too annulled the deal.

"If any wrong (has been) done, Prime Minister will take action," Narayanasamy said. "When it came to knowledge of the government, immediate action was taken."

He said a high powered committee is looking into any irregularity in allocation of S-Band and action will be taken against the guilty.

As per the agreement, Devas was required to pay to Antrix upfront capacity reservation fee of USD 40 million and lease charges of USD 18 million per year for S-band transponders.

Opposition members were not satisfied by the minister's response and continued to raise the issue of scarce spectrum being allocated to private party at throw away price.

Chairman Hamid Ansari asked members to allow Question Hour to proceed and said if they wanted a discussion on the subject they should give notice.



Looks like the ISRO babus pushed thru a deal seeing that the tawa was garam and took a few rotis.

Just when everyone in Kangress was breathing a sigh of relief on the stability of their gaddis after striking an agreement of mutual corruption with BJP, in comes a private citizen to keep their dirt in public eye. LOL

Opinion is like water, it will find its ways. All this means is that established political parties are not doing a good job of representing public opinion and hence private players with some following are being forced to find a way into the political sphere to challenge established gaddis.

Not just Kangress, this is probably embarrassing BJP's credentials too at some level and impacting both their support bases.

This is scary scenario.

People can send someone with shady background to donate money to BR's BST and then blame BR for accepting donations from blackmoney sources.

Many Indic institutions are scared to accept donations above Rs 10,000 for this reason.

Today, 27th Feb, Ramdev is holding a big gathering at Ramlila Maidan in New Delhi from 2:30 pm onwards. Ramdev, Kiran Bedi, Arvind Kejriwal etc will address the gathering.

Ramdev had asked people all across india to sign a petition demanding action against corrupts. They are being collected today.

Later around 5:00 pm they will go to see the Prez and submit millions of copies of anti graft/corruption petitions signed by people all across india to the prez.

INC becoming too nervy with Baba Ramdev is just one reason and that is North India. INC wants Baba Ramdev to become big so that there are two fighting poles for hindu causes. It did that on the regional fronts in TN and AP and also Maha. Now it needs to do that in places where there is a straight fight between BJP and INC. By being critical on Baba Ramdev his prominence will increase. I will even bet that there will be more followers to Babaji in the coming months and then there will be a lot of slush money that these followers will use to increase the following for Baba.

Possibly, but bad idea. This will just shift the whole discourse more to the Indic side of things. Further, he may encourage a lot of people to think "Indic" who will in the end eventually vote BJP (purely organizational and brand value and other such practical stuff) So if its their action, bad move. (this is not a small time MNS/Shiv Sena type thing)

I hope so but we have to watch this scene as it is affects a pretty large area of India and not some regional outfits. It could be a desperate bid. If there are plants all over babaji's followers INC could pull few things. One thing we need to understand here, in North India there is nothing to lose for INC and so it has all the means to play the games.

I agree. Congress shot itself in the foot big time by picking on Modi and now they are doing the same with Ramdev. I have a feeling that there is going to be a huge backlash against Congress because of food inflation, corruption, poor governance, etc. Sure they may win the elections once more due to alliances but overall i feel as though leftists/secularists are a decaying lot. Rahul baba is now nowhere to be seen, commies will eventually fall in WB, and maybe in a decade or so in Kerala as well. Overall Gadkari seems to be holding the fort quite well despite minor hiccups here and there.

The game is if INC and its allies lose many more states, there is a possibility that the next President and vice-President may be from a common opposition candidate. If Abdul Kalam accepts the candidacy, he may seriously have a real chance to win the election. Vice President could be someone from opposition as RS does not have UPA or extended UPA(SP). However, in the next five states TN could be Jaya and that is the only thing that UPA may lose. Assam is a cakewalk. WB - Mamta or no Mamta it will be same. Pondy-INC, Kerala seems to be going to INC.

This corruption is not going to do anything in politics.

Some big names are tumbling out..speech is in Hindi, for folks not familiar with Hindi, following are the highlights.

Vishwabandhu Gupta, former IT commissioner, makes some sensational claims.

1) His guys raided Hasan Ali in Pune and found 17 names on his laptop out of which 16 were coded. His folks could not broke the code.
2) Some honest guy in IT dept wrote to Swiss guys and they in return replied that if you FM writes, we will reveal names. (To me, it seems Swiss are honest...they have maintained that if you inquiry about some guys, they will cooperate).
3) VG has awful worrds for P Chidambaram (Subramaniam Swamy was nodding his head!). He says PC thought some big cats have landed in net, lemme extract some rent and blackmail them.
4) To his horror, PC found names of 3 Politicians. VG revealed names of one of them - Vilasrao Deshmukh.
5) He further claimed that Mumbai police has footage of three politicians visiting Hasan Ali, two of them were Vilasrao Deshmukh and Ahmed Patel. I think he means second politician of the 3 PC got was Ahmed Patel.
6) Most astonishing revelation - this govt in 2005, gave permission or license (don't recall word used by VG) for oil drilling to son of Quatrocchi in Andaman and Nicobar Islands. Look at the fcuking balls of this govt...after being pilloried for 20 years of Q issue, they had the temerity to still being in business with Q.
7) Even more shocking - his son has office in Le Meridien, New Delhi and operates from there (to me it seems, he is an honored guest of GoI!).
9) Some other things he said - Shaid Balwa is a Dawood guy, when Balwa was raided, many papers were found linking him with Sharad Pawar. Pranab Mukherjee is a hijda, chief justice is very honest person and it is because of him CBI is making progress, 80% of the MPs are honest, but they are controlled by the remaining 20%.

Once there lived an old and pious man, renowned for his honesty. One day his neighbor, a rich merchant comes to him with a request. The merchant was leaving on a voyage and wants the old man to safeguard his wealth, until his return. The old man agrees and with God as witness promises to protect and safeguard the merchant’s wealth.

The old man then entrusts the safe keep of the merchant’s wealth to his son, from whom he takes an oath of propriety and honesty. Slowly the son starts dipping into the merchants wealth, people notice this and warn the old man of the son’s misdeeds. The old man calls his son asks him to explain, he also reminds him of his oath on following the right path. The son rubbishes the accusations as rumors and the idle gossip of jealous people, who could bear to see his prosperity. The old man accepts the son’s explanation and things go on as before.

The merchant returns and demands his wealth. The old man calls his son, who hands over a quarter of the merchant’s wealth saying that is all there was. The merchant realizing that he has been cheated approaches the King. The King listens to the merchant’s complaint and summons the old man. The old man comes to the court with his son and handing him over to the King says “your majesty, the merchant is right. My son has confessed to the crime. Please punish him.”

The king has the son flogged and imprisoned. He then praises the old mans honesty and dismisses the case. But the merchant demands punishment for the old man saying, “I have still not received justice. I had entrusted my wealth to the old man which he swore by God to safeguard. The old man’s integrity is intact, but what of me, I have been robbed of my life’s savings, and made a pauper. It was the old man’s decision to entrust my wealth the son for safe keeping. As far as I am concerned the old man is the culprit, and should be punished.

The king is astounded by this demand. The old man, was neither a party to the theft nor did he benefit from it. In fact, he had sent his son to jail. Yet, the merchant was asking for the old man’s punishment.

The Betaal asks Vikramaditya, “What should be the Kings decision.”

Vikramaditya’s replies, “Though the old man is innocent of the actual theft, he is guilty of dereliction of duty. The son’s crime was a straight forward one, the old man’s was a graver crime. He did nothing to protect the merchant’s wealth. Far from being vigilant he failed to take action even when he was warned of his son’s misdeeds. Because of his laxity the merchant is condemned to a life of penury. He should be punished.”

India 2010, Dr. Manmohan Singh, esteemed economist, former Governor of RBI, Deputy Chairman of Planning Commission, former Finance Minister, a man whose personal ethics and integrity are unblemished, takes oath to protect and safeguard the Nation and its assets. He appoints Raja, as his Cabinet Minister for IT & Telecom.

Unlike the story, this heist of a precious national asset is carried out in full view of Dr. Manmohan Singh and his cabinet colleagues. Newspapers across the country cry out at this outrage in front page headlines.

The Indian Constitution grants the Prime Minister absolute power in running the country. He is the head of the Government and the Union Cabinet functions at his pleasure. As per the Transaction of Business Rules the Prime Minister has the unrestricted right to demand and get any file, any record from any Ministry. Dr. Man Mohan Singh could have at any time stopped this heist of a National asset, yet he chose to remain silent. The Minister’s failure to exercise his constitutional rights has caused irreparable loss to the Nation.

Dr. Singh did not profit personally from Raja’s shenigans, but his failure to act, to honor the oath of office, to protect and safeguard the nation and its wealth is unforgivable. Like the old man, he has sacked Raja from his ministerial berth, but does his culpability end there?

The people of India had entrusted their faith and the future of the Nation in Dr. Manmohan Singh, believing him to be a man of integrity and honesty, and not to Raja. Does dismissing Raja absolve Dr. Singh or like the old man is he guilty of dereliction of duty and failure to safeguard the Nation and its citizens. Does he deserve punishment?

It is for the Indian citizens to decide.

2G scam: Key documents 'untraceable' in DoT, says CBI

Several crucial documents of a telecom firm given to the Department of Telecom for the allocation of 2G spectrum to it and which was key evidence in the scam has gone missing from the Department, the Central Bureau of Investigation (CBI) told a court here today.

"The documents submitted by one telecom company to DoT for the allocation of spectrum, on the basis of which their (telecom firm's) priority was to be determined, are reported to be untraceable and could not yet be traced or recovered," CBI told Special CBI Judge O P Saini.

Well explained. Wonder why such comparison doesnt come in national media :(

How could an intellectual man such as Dr. MMS missed this simple dharma? How did many pundits on BR miss this simple logic?

This was an editorial published in the new indian express. this article was wrote by some ex-IAS officer who knew ManMohan before he was PM
