Not much in the media on Goa mining scam.
Illegal mining: NGOs demand CM's resignation

Goa mining scam 'dirty money' funding Cong: BJP

Cream of Goa politics under mining cloud
throwing up the names of more and more leaders of the Congress and the NCP who have alleged links to the mining business, direct or indirect. Chief Minister Digambar Kamat, mines minister for 12 years, has been assured the backing of the Congress...

Media is perhaps making a lot of money out of loot of the nation by politicians. The silence of media is deafening.

Sonia leaves cabinet illness to the doctor

Last Updated : 30 Sep 2011 02:07:22 PM IST

Prime Minister Manmohan Singh may pooh pooh all charges of growing dissension within his Cabinet, but the conduct of his senior colleagues leaves little to the imagination. Most are not on speaking terms; they communicate only during Cabinet meetings or through written notes opposing each other. Last week, the Congress party was pushed into a corner when a note written by a junior finance ministry official—concerning Home Minister P Chidambaram and spectrum pricing—to the Prime Minister was leaked. Both Manmohan and Finance Minister Pranab Mukherjee made all the right noises defending Chidambaram. Pranabda even called his “valued colleague” Chidambaram from the US, as well as from New Delhi after he returned, but apparently did not have the inclination or time for a face-to-face meeting. He refused to make any statement on the note, even as other ministers and Congress functionary came out openly in the beleaguered home minister’s support. It was evident that even Congress President Sonia Gandhi is aware of the soured chemistry between the two UPA top guns. When matters careened out of control, she decided to play mediator. But Sonia discovered it would be calamitous to summon both to discuss the contentious note together. Perhaps she knew confabulations would be impossible with both Mukherjee and Chidambaram present at the same meeting. She didn’t want a third party around either. So, she decided to listen to each one individually. It is not clear whether Sonia was already in possession of the voluminous correspondence between the PMO and the finance ministry on the issue because both Chidambaram and Pranabda spent hardly 20 minutes each with her. It was their first meeting with Sonia after her surgery. According to insiders, both exchanged pleasantries with her and gave a short brief on the controversy. Chidambaram insisted that the finance ministry take some sort of action to remove the cloud of suspicion hanging over him. But Pranabda did not budge. Instead, he sent a long letter to the PMO supporting his ministry. Sensing a major confrontation, Sonia has now left it to the Prime Minister to clean up the mess and restrain his ministers from washing dirty linen in public.

Steel frame on show in America

PMO officials were baffled to see former foreign secretary and now India’s ambassador to the US, Nirupama Rao, in New York during Prime Minister Manmohan Singh’s visit. Rao was not only present at the airport to welcome Manmohan, she also made it a point to attend all non-official functions held for the Prime Minister or External Affairs Minister S M Krishna. Normally, the Indian ambassador is not a part of India’s official UN delegation during the visit of the Prime Minister. Rao may not have contributed to the deliberations on Manmohan’s speech at the United Nations General Assembly, but she did provide gracious company to Gursharan Kaur, the Prime Minister’s wife. Rao sat next to her all through the Prime Minister’s speech. Along with her husband, Rao also checked into the same hotel in which other dignitaries were staying. She wasn’t the only senior Indian official hanging around in New York; around six Cabinet ministers also were present. Around half a dozen senior babus also found their way into Manhattan on one pretext or the other. It is evident that as the political leadership gets weaker, bureaucracy is regaining its steel frame once again.

Rahul sticks to comfort zone

Rahul Gandhi’s final destination may be 7 Race Course Road, but for the time being he has decided to stay away from India’s great plains after the rather rowdy welcome he received at a Delhi hospital following the High Court blasts. Instead, he has chosen to visit only those states which have Baba-friendly chief ministers. After keeping a low-profile for a few weeks, Rahul surfaced in Gangtok, Sikkim, last week to meet earthquake victims. Since he wasn’t entitled to official transport for what was a purely political visit, it was left to Sikkim Chief Minister Pawan Chamling to organise a helicopter for Rahul’s visit to the forward areas. Normally, the Prime Minister or Sonia Gandhi visits areas hit by natural calamities. Since neither could go, the Gandhi scion stood in. But Rahul sprang another surprise by landing in Srinagar without a formal programme. He visited the university in jeans and a kurta. He also followed the age-old Gandhi tradition of paying a visit to Hazratbal shrine. Rahul was the first Gandhi to go to the shrine after his father Rajiv visited Hazratbal in 1986. There is no record of Sonia ever having gone there. But Rahul wasn’t able to visit the Kheer Bhawani temple where his grandmother Indira Gandhi would pray without fail. But Rahul’s Kashmiri pedigree did help him in connecting with the local youth.

All leaks and no work in UPA

With the wicked leaks on the 2G Scam inflicting serious wounds on many UPA ministers, their babus have chosen to remain totally neutral and stay away from the corridors of power. For the past few weeks, no bureaucrat has sent any important file to their ministers for a decision, only routine files. Even senior secretaries have stopped looking at the Congress manifesto to draw up notes for legislation promised by the party. Over a dozen important ministers dealing with key social and infrastructure ministries haven’t been able to finalise a single note for the Cabinet to take a final call. Most of them don’t even go to work, visiting office only to meet important visitors. Chief ministers have stopped calling on Union ministers, including the Prime Minister, because they don’t get any response. Even the meetings of the Committee of Secretaries that handles inter-ministerial disputes have been rare as nothing is brought for discussion. The agenda for the Cabinet is shrinking faster than the image of the UPA government.

Party, family desert Dayanidhi Maran as CBI conducts raids - TOI

A team led by assistant superintendent of police Ravi Gambhir from Delhi and six other officers including a woman officer went to Dayanidhi Maran's house at 7.15am. The security guard at the gate refused to let them in. After 20 minutes, the officials barged into the house when the gate was opened to let in a maid.

Was the team not carrying a search warrant that they had to wait for 20 minutes. If they were carrying a search warrant then the Maran's ought to be thrown into jail for obstructing a public servant from discharging his duties.

A ordinary security personal was able to stop CBI sleuth from entering, goes on to show the level of CBI :P. Would a private security perssonal be able to do this to FBI/CIA in US?

I think they did it deliberately, giving them 20 mins to hide what all they could even if they didnt known about the raid.

I honestly think that even a person with 0 IQ would have long disposed of anything incriminating atleast 4-5 motnhs back..cant imagine what special can be done in 20 mins. Me thinks its just a kind of final snub to the powers( just as a ack-thoo) before the raid

I think some of us are missing a point. CBI is known to tap all communication line of people much before the raid. I would not be surprised if Marans were being snooped ever since the 2G issue is in the public domain.

One has to connect the dots and guess why raid Apollo Group's Sunita Reddy's residence, in spite of not been named in the FIR. She was the chairperson of Aircel in 2005.

People tend to hide things instead of destroying them. Any deals made will always be on paper and retained to ensure the other side does not revolt or go astray. Such documents will not be destroyed.

DMK clan used an ingenious method of having a loyal servant ship all the documents as railway parcels and move in same train across country.

Although CBI is not fully autonomous, they do work if the political masters ask them. Maran's goose is cooked.

Indian federal police said on Monday they are formally investigating a former telecoms minister, his media mogul brother, and a Malaysian tycoon over their roles in a sprawling telecoms scandal that has damaged the government.

Police have raided the homes of former minister Dayanidhi Maran -- the second former telecoms minister to be probed -- his brother, television network owner Kalanithi Maran, searching for documents related to the 2006 sale of Indian phone company Aircel to Malaysian telecoms firm Maxis.

"There is a case of abuse of official position and battement for illegal gratification, bribes and illegal payment of money during his tenure as telecom minister," said a spokeswoman for the Indian federal police, known as the Central Bureau of Investigation (CBS).

SC reserves order on Chidambaram in 2G case

NEW DELHI: The Supreme Court on Monday reserved its order on the plea for a probe into the alleged role of home minister P Chidambaram in the 2G scam after a spirited defence of him from Government and the CBI, both of which maintained that no case has been made out against him.

They said that Chidambaram, who was finance minister at the time of allotment of spectrum, was not in direct communication with the then telecom minister A Raja in determining the price of the radio waves.

"The records show that there was no meeting between Raja and Chidambaram throughout this period and before January 10, 2008 and that all the discussion papers were seen and routed through the finance secretary to the finance minister and all the correspondence was seen and routed through the finance secretary," the Centre submiited before a bench of justices GS Singhvi and AK Ganguly.

it is easy to say this. Maran may be out of favor with artiste or back in his hut...you don't want to risk an escalation with DMK street power in Chennai.

I am not expecting much to happen to the DMK clan on 2G because IMO money was given to con party too. They can't push beyond a level.

I do expect JJ to jail or harass as many DMK people as possible. She has already put behind bars many in land appropriation cases. Now she is saying that the DMK HQ - Anna Arivalayam itself was appropriated..lol. Note that I am not a fan of JJ or think that she is clean. what to do....you have to balance the weights..

Ramana garu:
Methinks, purely speculation, what he is doing or has been asked to do is steady the BJP. Strengthen the base, rejuvenate the grass-root workers ityadi. When the right time comes, he will have to step aside for the "right" PM candidate. Without a good face to unite, BJP leaders would break with lots of infighting. BJP cannot afford to cast NaMo as the PM candidate yet, it has to prepare its base as well as the country. It will take some time.

Ok here it is, as some of us had been saying for the longest time.

Government's credibility at its 'lowest': CAG Vinod Rai

Observing that the country was facing a 'testing time' in its history, Comptroller and Auditor General (CAG) Vinod Rai today said the credibility of the government is at its 'lowest' and that decision making has become a 'casualty'.

Making a strong statement, Rai said governance is at its "lowest ebb" and its quality "below par".

"The governance is at its lowest ebb. The morale of the civil servant is low. The credibility of the government is at its lowest. It's a strong statement but it is harsh reality. And hence because of all this the decision making has become a causalty,"

"While some officers allowed themselves to be used, some other upright officers stood their ground preventing offences of commission. That's where we need to be standing and counted," he said.

From today's The Hindu:

Why was no action taken on Manmohan's letter to Raja, asks Supreme Court

The Supreme Court on Thursday asked the Centre why no action was taken on the November 2, 2007 letter written by Prime Minister Manmohan Singh to the then Telecom Minister A. Raja, suggesting “introduction of a transparent methodology of auction” for spectrum allocation.

The whole scam could have been prevented had timely action been taken on the Prime Minister's suggestion, instead of allowing Mr. Raja to follow the first come, first served policy, a Bench of Justices G.S. Singhvi and H.L. Dattu felt.

Justice Singhvi told Additional Solicitor-General Harin P. Raval: “The charge sheet contains a date, November 2, 2007, which is a crucial date. Everybody knows about that date and you [CBI] also know that. The Head of the Government [Prime Minister] writes a letter [to Mr. Raja] that spectrum is a scarce commodity and it should be auctioned. The Minister did not agree. The Finance Department also objected to it. Do you think the government was not aware of what was going on?”

Justice Singhvi said: “The scheduled meeting of the Full Telecom Commission on January 9, 2008 was postponed to January 15, 2008 and on January 10, 2008 Mr. Raja issued 122 LoIs [Letters of Intent] for the 2G spectrum without following the policy of auction. At this stage, you [government] could have avoided the entire exercise by taking a decision this way or that. What prevented the government from taking a step all these three years as an LoI in itself does not create a right and the government should have taken a step. For three years from September-October 2008 when complaints in writing were made, including to the CVC [Central Vigilance Commission], about the seriousness of the issue, couldn't steps have been taken to put an end to this?”

Marans intervened to restrict business environment for Siva Group, says CBI

The Central Bureau of Investigation's new FIR on the 2G spectrum scam has levelled serious allegations against the former Telecom Minister Dayanidhi Maran, his brother and Sun TV network head Kalanithi Maran, and Malaysian business tycoon and head of Maxis Communications T. Ananda Krishnan of coercing C. Sivasankaran, former owner of Aircel Televentures, to sell his equity in Aircel. Mr. Dayanidhi Maran denied Mr. Sivasankaran's company seven pending UAS licences, 2G spectrum in various circles, and Point of Interconnection facility from the State owned BSNL.

After Mr. Maran took over as Telecom Minister on May 26, 2004, trouble began for Aircel with the sale of two of its operational companies to raise money to invest in new licences being stalled by the Minister. Approval for this sale was sought on June 28, 2004, but Aircel finally withdrew this application March 7, 2005, without getting the approval.

Though Aircel was unanimously recommended for issuance of Letters of Intent for two circles in Uttar Pradesh, the CBI alleges Mr. Maran “retained the file with him for 44 days” and sought clarifications on “frivolous and uncalled for objections,” though no such queries were raised for two other companies whose LoIs were issued at the same time.

The process of grant of the UAS licences and allotment of the 2G spectrum to the Aircel was again blocked by Mr. Maran on the ground that show-cause notices had been issued to the company. Despite legal opinion that the notices should be de-linked from the issuance of the spectrum, the Minister did not back down until the Aircel ownership changed hands. The CBI enquiry revealed that Mr. Maran had held up the allotment of spectrum to Dishnet DSL in Bihar until the Aircel-Maxis deal was reached.

FIR against Dayanidhi Maran in the 2G Spectrum case

Click here to read the First Information Report against the former Telecom Minister Dayanidhi Maran in the 2G Spectrum allocation case.

Ironically Chindu did not cover it in detail, but provided link to FIR.

Are there no rules for time limits to a reserved judgement? It is just at court's will?

Exclusive: While govt fiddles, black money flees Swiss banks
DNA / Pradip R Sagar / Thursday, October 20, 2011 9:15 IST

Billions of black money stashed in Swiss banks would return to India — the idea might just remain wishful thinking.

Investigating agencies have “credible evidence” that several Indians have transferred their money from Switzerland to other countries, which do not have any bilateral agreements for sharing information with India.

Investigators found a flurry of monetary transactions across Swiss accounts that they had been tracking for years. The Income Tax department and the Financial Intelligence Unit (FIU) have been notified of these transactions. A senior FIU officer told DNA that this hurried transfer of funds "appears to have been catalysed by the recent G-20 finance ministers’ summit in Paris, where Switzerland agreed to share information on Indian account holders from the next financial year".

An investigating agency source told DNA that “huge chunks of money have been transferred to Macau, the Isle of Man, New Jersey Island, Cayman Islands and Seychelles — all tax havens”.

Maybe the whole idea of delay is to allow that transfers? Recall Mrs G went to NYC for medical treatment but caught a flight back to Delhi from Europe!

Most likely precautionary measures by kindered spirits are now in place and GOI can crack down on the others and claim to be tough on balck money?

I've been interested in two other judgments before - the 9th schedule judgment in the SC, and ayodhya verdict in the HC. So I know the judgment was reserved and delivered few weeks later - 9th schedule reserved on Nov 3 2006 and delivered on Jan 17 2007.

On the 2G case, the big question to me is if the licenses can be cancelled. when companies like Telenor pick up stakes after licenses were awarded in a very funky way, that says something about the country's state of affairs. Satyam not restating earnings, now the export figures in the GDP fudged. There are some folks who dutifully cut and paste the mutterings of the honest economist in these threads, but I can only despair.

A speech by SSwamy. Some straight forward talk with clarity on numerous facets of the scam.

Dr. Subramanian Swamy on "Hidden Facts About 2G Spectrum" in Bangalore

organised by Youth Against Corruption, Karnataka in Bangalore as per information on the page.

Our DDM media has lost out on a lot, starting from the fact that the 2G scam is the biggest scam in the whole world.
