WikiLeaks to release 250,000 secert cables, as preliminary reports surface

From above link
Another possible indication of the contents of the massive WikiLeaks exposé came Friday, as Turkish newspaper Hurriyet quoted Turkish Foreign Ministry officials as denying allegations potential originating from the yet-to-be-released material alleging that Turkey supported Al-Qaida cells in Iraq.

The rejection came in the wake of an Al Hayat report a day earlier, which claimed that information held by WikiLeaks and which is set for release later Sunday hints at a link between Akara and the international terror group.

The data on wikileaks is raw data which is of no use to common man. The polished and processed data will get published in NYTimes, Der Spiegel and The Guardian. I think there is nothing stopping wikileaks leaking the Embassy cables.

Aren't governments, state authorities and security agencies fond of pontificating to the public that the public has nothing to fear if it has nothing to hide? Why is then such a paranoia about the reverse process?

Per several reports the leaks will be published at 8:30pm European standard time.

In the meanwhile, the cover of Der Spiegel

The documents quoted in the leaked article include nicknames for a number of world leaders. Iranian President Mahmoud Ahmadinejad is referred to as "Hitler," French President Nicolas Sarkozy as a "naked emperor," the German Chancellor is called Angela "Teflon" Merkel and Afghan President Hamid Karzai is "driven by paranoia." Russian Prime Minister Vladimir Putin is an "Alpha Male," while President Dmitry Medvedev is "afraid, hesitant."

The documents also say that North Korean leader Kim Jong Il suffers from epilepsy, Libyan leader Muammar Gaddhafi's full-time nurse is a "hot blond," and Italian Premier Silvio Berlusconi loves "wild parties." :rotfl:

Some dud leak
The full tranche of cables is apparently scheduled to be released by Wikileaks this afternoon at around 4:30 pm EST in concert with The New York Times, the Guardian and Der Spiegel. But this morning, a sharp-eyed Twitter user spotted a copy of Der Spiegel at a a rest area on the Germany-Switzerland border.

First Pak leaks- what a crap and we know all this
Among their revelations, to be detailed in The Times in coming days:

A dangerous standoff with Pakistan over nuclear fuel: Since 2007, the United States has mounted a highly secret effort, so far unsuccessful, to remove from a Pakistani research reactor highly enriched uranium that American officials fear could be diverted for use in an illicit nuclear device. In May 2009, Ambassador Anne W. Patterson reported that Pakistan was refusing to schedule a visit by American technical experts because, as a Pakistani official said, “if the local media got word of the fuel removal, ‘they certainly would portray it as the United States taking Pakistan’s nuclear weapons,’ he argued.”

Berlusconi is already well known for that, so it will be no great revelation. Sarcozy has been lampooned already in such terms. Muammar's predilection for blondes and his penchant for collecting such items is also well known. It appears that most of the terms have been picked out of the tabloid press.

Lets see what concrete action/move information is given out. Tidbits so far appears to be frivolously different from the serious notes that appear in state communications of USA under timed Officials secrets release regulations.

Another interesting aspect is that leaks never seem to come from within Islamic countries (well lets see if Turkey turns up), or from within China.

So far its all crap. To me it looks like they are exposing the mullahs. All the sunnis wnated/requested US to attack Shia Iran. Proably US wants a war between Saudi and Iran so that it can sell a lot weapons to get out of low growth economy to high growth ones. The printed dollah will get the legitimacy as well. Good move to do Wikileaks.

6. (C) Pakistan: the UAE has taken a leading role in the Friends of Pakistan initiative and has provided about $800 M in assistance in recent years. The Al Nahyan family had a long-standing relationship with former Prime Minister Benazir Bhutto, and this has transitioned to support for her husband, Asif Ali Zardari, but the UAE stays in touch with all elements on the Pakistani scene, including Musharraf. MbZ will be very interested in your dialogue with General Kayani.

11. (C) Barak reinforced his message regarding Pakistan in both meetings. He described Pakistan as his "private nightmare," suggesting the world might wake up one morning "with everything changed" following a potential Islamic extremist takeover. When asked if the use of force on Iran might backfire with moderate Muslims in Pakistan, thereby exacerbating the situation, Barak acknowledged Iran and Pakistan are interconnected, but disagreed with a causal chain. To the contrary, he argued that if the United States had directly confronted North Korea in recent years, others would be less inclined to pursue nuclear weapons programs. By avoiding confrontation with Iran, Barak argued, the U.S. faces a perception of weakness in the region.

I never go by US public pronouncements. If they are really as scared as they sound, US usually pre-emptively acts, as I sais, Asanga will accidently meet in an accident :-). It could also be a public spectacle of showing a lot of concern over essentially not much as a way of covering up the lid and shutting out any speculation of more juicy stuff. Its like an adulterer making a huge show of remorse & contrition over revelation that he kissed someone other than his wife, when the reality is that he did much more. A lot more :-).
This is to show that they had done mistakes and they want in again just like it was before. Unfortunately the world has changed.

India is also discussed under Iran for nuclear safeguards
11. (SBU) Asked about progress toward safeguards implementation in India, Rauf confirmed the GOI had submitted a "formal list" of facilities that was not a document the Agency would characterize as a formal declaration under its safeguards agreement. India was under no mandatory timeline to make its declaration as it was not an NPT signatory. (Comment: Rauf's characterization was flat wrong. Mission had learned from the Safeguards Department three weeks before this meeting that India had officially "notified" two new facilities (Raps 5 and 6) under its 2008 safeguards agreement, that surveillance systems had been installed, and the facilities were under safeguards. End Comment.)

5. (C) Ambassador asked about MbZ's visit the week before to Lahore to meet with Pakistani President Musharraf. MbZ chuckled and asked why the USG "always" convinced the Pakistanis to delay news of the capture of senior Al Qaeda operatives such as Abu Faraj al Libbi. MbZ went on to congratulate Washington for its decision to allow U.S. firms to bid for contracts to provide F-16s and other defense technology to Pakistan. It was important to support Musharraf as he battled the terrorists, he emphasized. While the Indians had and would continue to balk at the decision, the region needed Musharraf to stay strong. There was no alternative leader in sight, MbZ opined. Besides, he continued, the F-16 decision would not tip the military balance between India and Pakistan. Even if it had, India's strength as a stable democracy would ensure that it would not ever be in as "risky" a situation as its neighbor. MbZ then slapped his knee and said "you,ll never guess what Musharraf asked me...he asked me whether the UAE had received approval for the Predator!" (Note: the USG's inability to meet the UAE's request for an armed Predator remains a sore point for MbZ, although he has not directly raised the issue with us for some time.)

Note: Abu Dhabi Crown Prince Mohammed bin Zayed is MbZ

One Indian I know who used to work in the ME for 20 years told me that there is market for spare parts for all the US mil hardware between the countries and Pakistan.
What Pakistan does is sells the spares of F-16 and other hardware to KSA at high profit and makes money out of it.
It order spares from US def companies at normal prices under the contract and then uses it for it relationship with other ME countries.

Despite the 3038 cables there doesn't seem to be anything significant about India in these docs. In fact there doesn't seem to be any big new revelations.

I found interesting the admission that the cyber attack on google had direction from the very top of the Chinese government, but even that is not something really new.

A Superpower's View of the World: Spiegel Online
Abdullah can't stand his neighbors in Iran and, expressing his disdain for the mullah regime, said, "there is no doubt something unstable about them." And his ally, Sheikh bin Zayed of Abu Dhabi? Also a friend. He believes "a near term conventional war with Iran is clearly preferable to the long term consequences of a nuclear armed Iran."

Secretary of State Hillary Clinton's emissaries also learn of a special "Iran observer" in the Azerbaijan capital of Baku who reports on a dispute that played out during a meeting of Iran's Supreme National Security Council. An enraged Revolutionary Guard Chief of Staff Mohammed Ali Jafari allegedly got into a heated argument with Mahmoud Ahmadinejad and slapped him in the face because the generally conservative president had, surprisingly, advocated freedom of the press.

Calling other leaders names, is that even a leak? I thought the World knew US was THE Super Cop of the Multiverse; so why all this hungama? We have to wait for really earth shattering (which BRF ought to have predicted) news.

For now, these leaks just take the information to the common man, what analysts, intel experts, diplomats and politicians knew about each other.

Added: BTW, wassup with London, huh? They have less leaks than La Paz :-) No good action in London, spent power? James Bond will keep them happy on the big screen.

Mossad (dagan) leader stresses - Israel's (a) concern for President Musharraf's well-being,

Dagan then said he was concerned about how long Pakistani President Musharraf would survive: "He is facing a serious problem with the militants. Pakistan's nuclear capability
could end up in the hands of an Islamic regime."

On Pakistan, Dagan said that President Musharraf is
losing control, and that some of his coalition partners could
threaten him in the future. The key question, Dagan said, is
whether Musharraf retains his commander-in-chief role in
addition to his role as president. If not, he will have
problems. Dagan observed that there has been an increase in
the number of attempts on Musharraf's life, and wondered
whether he will survive the next few years. Under Secretary
Burns replied that South Asia has assumed vital importance in
American foreign policy since September 11. The U.S. is
committed to denying Afghanistan as a safe-haven for Taliban
and Al-Qaeda activity. The USG will continue to support
Pakistani President Musharraf, and is seeking to boost his military defensive capabilities. At the same time, the U.S. is encouraging Pakistan and Afghanistan to work with each
other militarily. Turning to India, Under Secretary Burns noted that U.S.-Indian economic cooperation is growing, and that the USG is working effectively to reduce tensions
between India and Pakistan.

We assess that some of these shipments consist of ballistic missile jet vanes that frequently transit Beijing on regularly scheduled flights on Air Koryo and Iran Air. We believe that the Shahid Bagheri Industrial Group (SBIG) is the probable end user for these parts. SBIG is listed in the annex to UNSCR 1737 and these jet vanes are controlled under Item 10.A.2 of the Missile Technology Control Regime and Item 6 of China's missile- related export control regulations. Moreover, UNSCRs 1718 and 1737 prohibit the transfer to or from North Korea or Iran, respectively, of jet vanes and any other item listed in UNSC document S/2006/815. These shipments therefore represent violations of UNSCRs 1718 and 1737.

4. (S/Rel China) The U.S. has raised this issue with China at the highest levels several times in the last few months. In May 2007, the United States informed China of imminent shipments on three separate occasions (Refs A,B and C). Though Chinese officials informed Embassy Beijing that China's investigations have found no evidence of these transfers, it appears that these shipments did occur and are continuing to transit via Beijing.
Finally, in September 2007, President Bush discussed this issue with Chinese President Hu at the APEC summit in Sydney. The two leaders agreed that the USG would provide the PRC with further information on these transfers.
We now have information that the goods will be shipped on November 4 and insist on a substantive response from China to this information.
We assess that the best way to prevent these shipments in the future is for Chinese authorities to take action, such as those identified in para 9, that will make the Beijing airport a less hospitable transfer point.
Cheena biladels upto their usual lizzy sliminess
Missile components proliferation from North Korea to Iran (and possibly Pakistan) occurs as simply as cargo transfer via Beijing Airport!
