Has anyone tracked the "Friends of Democratic Pakistan" group's profile and activity since its formation exactly two months before the Mumbai attack in 2008? I am highlighting the dates - note them carefully - both before and after the Mumbai massacre.

Friends of Democratic Pakistan (FoDP) is a group aimed to extend support the Democratic Government of Pakistan in its efforts to consolidate democracy in Pakistan and support social and economic development in the country. The group was launched in New York on 26 September 2008 on the side lines of the United Nations General Assembly session. The initial meeting was Co-chaired by United States, United Kingdom, United Arab Emirates and Pakistan. It is modelled on the Friends of Israel Initiative.

The founding members states of the Friends of Democratic Pakistan included Britain, France, Germany, the United States, China, the United Arab Emirates, Canada, Turkey, Australia and Italy plus the United Nations and the European Union. Other countries also joined and at the meeting held in Abu Dhabi in April 2009 a total of 24 member states and international organizations attended.


The first meeting of Friends of Pakistan was headed by the President of the Pakistan Asif Ali Zardari, and attended by the Foreign Ministers of Australia, Canada, France, Germany, Italy, Japan, and Turkey, and representatives of China, the European Union and the United Nations and the Foreign Ministers of United Arab Emirates, the United Kingdom and the United States.

The next meeting of Friends of Pakistan Conference was held in Abu Dhabi in which Pakistan was represented by Javed Malik, Pakistan's Ambassador at Large and Aizaz Chaudhary Additional Foreign Secretary from Government of Pakistan.[1]
Expert Level Meeting in Abu Dhabi

An Expert Level meeting of the Friends of Democratic Pakistan group was hosted by the United Arab Emirates in the country's capital, Abu Dhabi on April 1 and 2, 2009. The meeting finalised the agenda for the ministerial level meeting which took place in Tokyo on April 17, and was presided by the President of Pakistan.

Representatives from 22 donor countries and international development institutions participated in the experts level meeting. The member states included Japan, USA, UK, France, Germany, Italy, Canada, People’s Republic of China, Saudi Arabia, UAE, Turkey, EU (European Commission), Australia, Republic of Korea, Netherlands, Norway, Sweden, Spain, United Nations, World Bank, Asian Development Bank and Islamic Development.
They have not been sleeping.

FoDP task force gives top priority to Bhasha dam

The Friends of Democratic Pakistan (FoDP) has prioritised $28.2 billion water and hydropower projects to be completed by 2020 and decided to follow the guidelines and safeguards set by the Asian Development Bank for providing funds and technical assistance. This is the crux of the final report of FoDP’s water sector task force after including suggestions of the stakeholders. The report completed in about a year is scheduled to be launched on Feb 20.

“It is Pakistan’s political and policy leaders who will have to decide the course of action” — whether to have a binding commitment from provinces and the lending agencies or follow the normal decision process of five-year plans, annual budgets and partnership strategies with lenders about a roadmap.

The report says Pakistan has one of the largest, complex and integrated water system but despite greater issues its policy leaders were ‘flying almost blind’ despite an ominous threat from snow and glacial melt on the Indus system arising out of climate change.

The task force puts $12 billion Diamer-Bhasha dam in Gilgit-Baltistan as ‘priority number one’ for implementation after unanimity of views among all domestic stakeholders and bilateral and multilateral lenders.

Second on the list are six major projects with total cost of $14 billion — Kurram Tangi, Munda, Dasu, Kohala, Golen Gol and Bunji, to be developed in Khyber Pakhtunkhwa, Fata, AJK and Gilgit-Baltistan. There was unanimity among the member countries, lenders and stakeholders in Pakistan on the need for major dams and top priority for Bhasha dam.

On resistance from some provinces, the controversial Kalabagh dam has been dropped from the priority list, although the multilateral lenders had strongly recommended its construction.
Understanding the difficulties in taking major political decisions in an election year, the task force has also called for provincial strategies for the ‘next governments’ but advised the lending agencies to include these projects in the programmes already in the pipeline.

The task force has noted opposition from the Federal Flood Commission to putting responsibility of inspection of existing infrastructure and embankments on Wapda and left the issue for the government to decide.

The lenders have endorsed Punjab’s move to put in place an Asset Management Plan for embankments and to develop a financial method for maintenance of major embankments. Provinces believed FFC’s inspection of embankments was not up to the mark.

However, the task force notes “serious, cumulative problems of neglect of maintenance of major embankments by the provinces”. It was agreed that good institutional, social and environmental policies were needed to attract external investment.

The task force did not agree to follow recommendations of the World Commission of Dams and decided to follow safeguard requirements of the ADB.

Despite insistence by some provinces that existing revenue sharing from large dams was sacrosanct, the task force said it would continue to advocate that Pakistan should adopt good global practices involving a formula of royalty sharing among affected provinces and local people and move away from the Tarbela-like arrangement that transfers maximum benefits to the province where the power house is located without giving project benefits to locally displaced communities.

The task force agreed that the 1991 accord was a great asset for water sharing among the provinces but urged to put in place an institutional framework that reduced current large political elements in its implementation and for better predictions for rabi and kharif seasons and transparent measurement of flows and losses to end mistrust.

The report notes strong agreement for improved on-farm water management (OFWM), the need for new infrastructure on canal storage and control structure. Likewise, strong commitment has emerged for small and medium dams which should be developed by provinces but in integrated command area projects using modern technologies. For this, all provinces have agreed to the objective of full cost recovery from users.

For better agricultural productivity, the stakeholders have also agreed to a $315 million assistance for OFWM, $140 million for small dams, $100 million for spate irrigation and $500 million for improved management of main canals.

The stakeholders have agreed to put in place new operating rules for major future dams and projects — moving away from agriculture as top priority to power and flood control whose benefits are larger than agriculture.


The FODP agreed to provide $500 million for a flood management programme to be completed by 2016.

The report notes major issues with bulk water transmission in Karachi, unsustainable groundwater use in Quetta posing an existential threat and deplores “no indication of willingness to address these challenges”.

It has also found broad agreement that the present institutional model is broken, most obviously financially as no utilities have operating ratio greater than 50 per cent, creating problems in meeting water needs in growing city peripheries and choking sewerage and sanitation services. It says the first step to address these issues will be for the political leadership to spend political capital for financial sustainability.

The task force says the FoDP should stay away from reforming city institutions unless there is a strong political commitment and then consider financing ‘transition costs’ for getting to financial sustainability.

Do we then really have to be so lenient on the FODP member countries? What happened to India's sooper dooper economic power and soft power? What about back channel leverage to cut support? Every investment will provide financial circulation which in turn provides cuts for the Jihadis to paw. In the end - the FODP is helping jihad against India.

Note that it is not just USA.

Can we rework the IWT. We give them 80% of waters from the rivers. We need to put a treaty into effect that reflects the US-Mexico one that gives around a tenth of what we give to Pakistan in the IWT. IIRC in the IWT there is a provision to rework it at some point of time.

I can understand why anglo nations are so active against Indian interests but dont understand why japan participates in anti-India acivities. Whats in it for Japan?. :eek:

Perhaps Ahmedis should henceforth not be allowed to shave their facial hair completely or to keep a full beard or a full moustache. They ought to be compelled by law to keep half a moustache or half a beard. Should any Ahmedi insist on both moustache and beard for religious reasons, I suggest he may be permitted to grow half of each, but only on opposite sides of the face, and with prior official permission. I cannot think of a more secure way to prevent the contamination of ‘real’ Muslims by these ‘false’ Muslims

Pakistan‘s ambassador Sherry Rehman was also busy with senior officials of the US State Department to achieve some grounds to move forward.Some sources in the government suggested that Pakistan had achieved the desired targets following the Nato supply suspension and now the government had secured some concrete assurances from United States and Isaf that Salala-like incidents would not take place in future.As per the conditions agreed with the US and Nato, strict inspection of Nato containers would be made mandatory both at entry and exit points in Pakistan while the levy on the Nato containers would be enhanced to a considerable level. It would also be made mandatory that Nato would also pay considerable sum in the head of roads repair to be used by the Nato containers.

Japanese think of themselves as "goras of Asia" with inferiority complex since they lost the Second World War.

That's why they allied with USA, letting them station their troops and totally looked after their economy forgetting about Army, airforce, nukes, etc since 1945.

Tarek Fatah clearly says in that video (he is a Punjabi) that Punjabi muslmaans have never won a war and they are only "projecting" their "martial manness" while they are womanly who are in Army only so that they can make some money!!!

I agree with Mr. Fatah!! he is 100% absolutely right about Punjabi Muslims!!!

Punjabi Muslims== Losers of the worst kind (people who have lost all wars and also want to adopt foreign language and culture forgetting their own mother tongue and culture and only using it when to abuse women or a low caste as this language is of "Jaahils" i.e. "illiterates" He says that is the reason that when Bengali speaks "Bangla" Punjabi Musalmaan gets angry that why this Bengali is not speaking Urdu the language of the muslims and thus kills him., ditto for Pathans, Sindhis and Baluchis.

He enunciates very clearly how Japan sees the world. This is from the conference titled "India-Japan-US : Convergence and Cooperation". Japan considers itself part of the Pacific Ocean and not Asian subcontinent. He says WW2 was a Japanese error where they thought they were part of the Asian subcontinent and got defeated.

The delegate to the extreme right makes another very key point - India-Japan relations only kicked off after Indo-US normalization.

For Australia, Japan, UK and many others the entire financial, diplomatic and military system revolves around the US. India should extract the maximum benefit out of these relationships and not go back to the last century's Nehruvian times where we just criticized the west and its institutions (which we often seem to be doing on this forum) and had no real power, viz., financial, diplomatic and military to see through the transition to the world as we wanted it.

A: Let us move on to new beginnings. As the Foreign Minister said, we have made our point.
Another important thing to watch is whether Duffer-e-Paki stan would come on the streets to block the NATO supplies as they claimed a while back.

If Yes, the Jihadis are out of TSPA's control or else these groups till now are well managed.

Question is will Zardari keep his promises? I mean, Pakis have a history of promising all sorts of things for short-term gains and not sticking to those promises. What is preventing Zardari from claiming one thing at NATO meet and getting cash flowing again and then doing nothing about the matter and claiming that locals are pressuring him to not let convoys through?

Pakistani-Canadians: Falling below the poverty line
As usual, comparison galore between napakis and Indians in Canada. Here's the gist of the farticle (the rest follows the usual chest beating routine):
Pakistan-born immigrants are the new face of poverty in urban Canada. Given similar cultural endowments, education, and language skills, it is important to explore why Pakistan-born immigrants in Canada have lagged behind their Indian counterparts. The Canadian census revealed that 44 per cent of Pakistan-born immigrants fell below the poverty line making them the second most poverty prone group of immigrants in Canada.
The rest of story:
While they may project an aura of opulence during their visits back home, their life in Canada, however, is often full of struggle and frustration. Thousands of Pakistani trained engineers, doctors, and PhDs are driving taxis or are working as security guards in large cities.
The difference in wages, home-ownership rates, and employment rates between immigrants from India and Pakistan extend beyond the economic spheres. For instance, Pakistani-born immigrants live in large-sized families.
While immigrants from Pakistan lack the social networks necessary for success with employment, I would also argue that they suffer from a self-imposed identity crisis.
With turmoil at home and bleak employment prospects outside, Pakistan-born male immigrants struggle with the decision to stay in Canada or return to Pakistan.
Children and wives are often shipped back to Pakistan for prolonged periods while the males continue struggling in the job market.
Since 2001, Pakistan has lost the most in its share of supplying immigrants to Canada. Pakistan was the third largest source of immigrants to Canada in 2001 supplying 6.1 per cent of the total immigrants.
While there is no shortage of applicants in Pakistan, it is hard to establish the precise reason for the declining number of immigrants. It could be that the dismal performance of Pakistan-based immigrants may have prompted the government to reduce the intake from Pakistan. It may also be true that the exponential increase in violence and militancy in Pakistan may have made the task of verifying credentials and identifying future citizens much more difficult.
Pakistan-born immigrants became the face of Canada’s urban poverty. Their dismal performance in Canada and the spread of religious fanaticism back home will most likely further reduce immigration from Pakistan.

A US-Pakistan deal to reopen a key NATO supply route through Pakistan, closed for nearly six months, would raise the cost of the war effort in Afghanistan by about $365 million annually.

Movie on Shahid Afridi under production in Pakistan
ISLAMABAD: The success of 'Chak De India' has inspired producers in Pakistan to make a movie on the life of the country's flamboyant cricketer Shahid Afridi.

The movie titled "Main Hun Shahid Afridi" is being produced by noted Pakistani producers Humayun Saeed and Shahzad Nasib and more than 50 per cent of the film has already been shot.

Movies based on sports have gained much popularity in the sub-continent after the success of "Chak De! India", the Dawn newspaper reported.

Previously, a UK-based filmmaker Faisal Aman Khan, made a movie based on the life of cricketer turned politician Imran Khan.

"Main Hun Shahid Afridi" is a movie which entails the struggles and achievements of a simple boy who made it big in cricket through sheer determination and hard work.

According to Saeed, producer of the movie, more than 50 per cent of the movie has been completed. The movie has been shot at popular stadiums in Karachi and Sialkot through support from Pakistan Cricket Board ( PCB).

"Main Hun Shahid Afridi" is being directed by Osman Ali Raza and Saeed himself will star as a coach in the movie.

Lead role is being played by a 19-year-old boy called Noman Habib, who himself is an aspiring cricketer. However, Afridi himself will not make any appearance in the movie.

Afridi, 32, has played 27 Tests, 334 One Day Internationals, 46 Twenty20 Internationals for the Pakistani national team and is also a former captain.

Secret case against Pakistan officer
Accused of militant links, detained Pakistani officer Ali Khan has denounced Pakistani army ties to the US. Khan is an example of the United States’ fear that Pakistan’s military could tilt toward Islamic extremism with the half of al-Qaida or the Pakistani Taliban.
"This may help us redeem some of our lost dignity and we badly need that," Brig. Ali Khan writes in the six-page document obtained by The Associated Press. The U.S., he says, might retaliate by cutting military and economic aid, but "do they not always do this at will? ... Our fears that the heavens will fall must be laid to rest."

The manifesto reveals the ideological underpinnings of the most senior Pakistani military officer detained for alleged ties to Islamist extremists.

Pakistan bucks student trend
PAKISTAN has become the top growth market in the struggling international education industry, even though revenue from its neighbour India fell almost $1 billion in a single year.
However, international education researcher Alan Olsen said the growth in the Pakistani market was in vocational training, not top-end higher education.

Mr Olsen said that while the number of Pakistani students had increased by about 1200 last year, private vocational students had claimed about 1000 of them.
Mr Honeywood said some Pakistani students arrived with harrowing stories of abuse by the Taliban, but he was aware of contrived applications such as students converting to Christianity in Australia and then seeking refugee status on religious grounds.

In handing out sentences of between four and 19 years for the offenses, presiding Judge Gerald Clifton sparked a fiery debate when he said that one of the underlying factors behind why the girls were abused "was the fact that they were not part of your community or religion."
Somewhat surprisingly, the judge's comments were backed up by the chair of Britain's Equalities and Human Rights Commission, Trevor Phillips, who said it would be "fatuous" to deny that racial and cultural elements had not played a role in the crimes.

PAKISTAN: Measles outbreak linked to conflict
The recent outbreak of measles which claimed the lives of at least 12 children and one adult in Pakistan's North Waziristan's tribal agency is directly linked to conflict between militants and the army, according to local experts.

”Long curfews, road blockades and also the power cuts that take place mean the vaccines we receive expire," said Muhammad Ali Shah, who heads the main hospital in Miramshah, the headquarters of the agency. "The measles vaccine needs to be stored at a proper temperature.”

The hospital, Shah said, was receiving 5-10 cases of measles daily. “This is unusual," he told IRIN. "We do not usually see more than one or two deaths a year due to measles.”

North Waziristan, a poor area bordering Afghanistan, is a stronghold of the Taliban and affiliated militants. It is largely inaccessible, which makes it difficult for vaccination teams to move and for other humanitarian organizations to operate safely.

Can Pakistan’s Neighbors Help Deal with Pakistan?

The Rise of India and China
India’s rise as an Asian power and its aspirations to be a global player offer an intriguing opportunity. Recent trends in Indian relations with the smaller South Asian countries indicate a significant shift in New Delhi’s approach toward its neighborhood—as exemplified by improved relations with countries such as Bangladesh and Sri Lanka—from India’s historical role as a “big brother” to a renewed focus on regional integration and growth. This shift signals an awareness that India cannot assume its place on the global geopolitical stage without first resolving issues in its immediate neighborhood. Likewise, India’s smaller neighbors realize that closer ties with New Delhi allow them to benefit from India’s economic growth and ascension as a global power.

While India-Pakistan hostility poses the biggest challenge in resetting traditional South Asian antipathies, there are hopeful signs of change on that front. For once, the political leadership in both countries seems committed to rebuilding the relationship, with a willingness to temporarily table the Kashmir issue in favor of promoting greater economic integration as well as stronger cultural and people-to-people ties. The decision by the Pakistan Peoples Party (PPP) to grant India most-favored nation status, despite the military establishment’s objections and the party’s precarious political status, and the Pakistan business community’s support of that move indicate a political will that India and the international community would do well to nurture. Pakistan’s powerful “shadow” establishment still has the potential to derail these efforts, as it has done in the past. But indirect intervention on this front by the United States and other international stakeholders may be helpful, providing both carrots and sticks to strengthen Pakistan’s civilian institutions against pressure from the country’s military.

India also offers the United States the potential to conduct quiet diplomacy with Pakistan’s western-flanking neighbor—Iran. While the United States may be reluctant to engage Iran on this issue, given its mistrust of Iran’s motives and conflicting priorities in Afghanistan, Central Asia, and the Persian Gulf, an unstable Pakistan is no more in Iran’s interests than it is in India’s or the United States’. India has good relations with Iran and is also invested in infrastructure projects that would connect India through Afghanistan to Iran’s Chabahar port, offering an alternative transit route to Central Asia. Rather than pressing New Delhi to curb its energy relations with Iran, the United States might consider letting the relationship be and testing India’s capabilities as a mature regional power. For India, this could be a unique opportunity to prove its aspiring “global power” mettle by first demonstrating its diplomatic credentials on a regional platform.

Threats sent to embassies in Pakistan
Several Western embassies in Islamabad received letters on Wednesday containing suspicious powder and threats to poison supplies for Nato soldiers in Afghanistan, officials said.
