Ramana, this human trafficking is not limited to buyers/sellers at Delhi, it is an India wide problem. Several of the kidnappings take place in long distance trains. A child kidnapped in a city/town has a better chance of getting tracked back compared to a kidnapping in a train. A kidnapping conducted in the night- before the parents realize kid might be gone 100's of miles, before the police swings into action (if at all they act). Jurisdiction problem comes into play, just like the responsibility of a floating dead body in the river was passed down to different police stations (really happened in Kolkata). Very difficult times for Indians.
Also we ignore the VIP culture in Big cities like Mumbai and Delhi. With VIP's/politicians floating in crores, women are routinely bought/ sold for short periods of time. For eg the police commisioner of Mumbai in 2006 is in record, having said that about 40% of TV actresses were in flesh business. I know from my sources in Bollywood, of a 90's actress being a "one year keep" for different businessmen. It may be on consent in this case, but we should not underestimate a huge underground market for buying and selling women (and men).
