I see. But why don't we hear about loving explosions in Rawalpindi and Lahore that much? Even if the population is a low 20%, why are there so few peaceful blasts in the core Paki areas? What else is stopping them?
I think there are several reasons. But, it may be necessary to divide it into two questions, the how & why of Shi'a killing and the mysterious and seemingly non-retaliatory submission of the Shi'a in Pakistan.

A little bit of history. Though Jinnah was a Shi'a, (Ismaili converting to twelver Shi'a), his funeral was not allowed to be conducted publicly by a Shi'a cleric, though his sister Fatima Jinnah had arranged for a very private Shi'a ritual the night before the Sunni clerics took over. The janaza was led by the rabid Sunni Maulana Shabbir Ahmed Usmani, a Deobandi who migrated from India and who had apostatized Shi'a even when he was in Deoband itself. It was the same Shabbir Usmani that Jinnah himself requested to hoist the Pakistani flag on August 14, 1947 at Karachi. If that was the case in c. 1948 and that too involving the Founder of Pakistan itself, what else could be expected six decades later ? Shabbir Usmani was also made Sheikh-ul-Islam in Pakistan by GoP and he drafted the Objectives Resolution. Maulana Shabbir Usmani’s student was Maulana Yusuf Banuri who founded the famous Banuri seminary in Karachi that has been in the forefront of not only jihad but anti-Shi'a sectarianism. Maulana Usmani famously demanded ‘jiziya’ from non-Muslims in the Constituent Assembly and told Pakistan’s first Minister for Law and Labour, Jogendra Nath Mandal, a Hindu, that non-Muslims should not hold such key posts. So, Deobandi version of Hanafi Islam was the official Islam of Pakistan right from the beginning though there were Berelvis in very large numbers until the trend began to change.

Though the Islamist Pillar of the 20th Century, Maulana Abu Ala al Mawdudi, spearheaded sectarian Islamism, it was more directed against the Ahmedis. The real impetus against the Shi'a happened during Zia-ul-Haq's regime when he tried to introduce Sunni Hanafi fiqh over the Shi'a and other Muslim sects as well. By that time, the Jama'at-e-Islami's (JI) leadership had passed into pashtun hands, especially Qazi Hussein, a Pashtun. His role in jihadization of Pakistan is well known. He had the support of the Kingdom of Saudi Arabia and he was bankrolled by them into opening wahhabi seminaries all over the place. He was co-opted into the inner circles of Zia. Recently, the Baloch Milli party's member in the National Assembly had said that Col. Imam had admitted to training 95000 jihadis (must have all been Sunnis and sectarian too) during the Afghan jihad itself. How many more thousands have the various Sunni sectarian tanzeems (by my last count, there were three dozen at least) trained since then ? They are all available at beck and call, one should assume. The Shi'a or any other group do not simply have such resources because they are not funded by rich and powerful sources from outside, foreign governments and even the Deep State.

Within Pakistan itself, opposition to the Shi'a was cleverly exploited by the Deobandi religious sects. It started in the Punjab where rich Shi'a landlords dotted the landscape. This seems to have been the case in and around Jhang where the 'Mother of all terrorist Tanzeems', Sipah-e-Sahba Pakistan (SSP) originated. It cleverly asked the contract labourers to target Shi'a landlords. No wonder Lashkar-e-Jhangvi (LeJ), the ultra militant outfit does this on a massive scale today.

As Shah Pahlavi in Iran was replaced and Al Khomeini took over, a nervous Iran and its ally, the US encouraged actions against Iran in collusion with the GoP and the PA. The siege of the US embassy in Tehran, the hostage situation and the failed military attempt to free them all added to the wounded pride. This alliance of the Gulf countries (led by KSA), the US & Pakistan was too powerful for the Iranians and the local Pakistani Shi'a to take on. For example, SSP is a close ally of the ruling PML-N in the Punjab. Later events since then, up to this date, have pitted Iran against the Gulf Countries and their Western allies. Though Iran warns Pakistan every now and then of serious consequences, it has not been able to do much.

Why aren't the Shi'a retaliating ? For one, the Shi'a (at least in Pakistan) seem to believe in targetted attacks, rather than indiscriminate bombing. They may have a reason for that, religiously or socially, I do not know. But, they have retaliated as well.

They are believed to have killed Zia-ul-Haq. LeJ's Chief Maulana Azzam Tariq was assassinated by the Shia in 2003. They do give a fight to the jihadi deobandi/wahhabi groups in Gilgit-Baltistan, they fight back in Karachi, Kurram and even Parachinar.

For another, most Shi'a are well educated professionals, politicians, landlords and are generally decently employed unlike the illiterate teeming in the million Sunnis. They have occupied high positions in various Muslim dynasties in the Indian subcontinent and they have that legacy whereas Pakistani Sunnis do not boast of one. These sunnis fall an easy prey to myriad jihadi and sectarian tanzeems. Even if a tanzeem were to start off as a jihadi outfit to attack the kafir, they would sooner or later begin to take on the Shi'a as well because they would naturally come under the kafir category too. It is like Pakistan starting off as a Muslim state but within two years becoming a theocratic state as the Objectives Resolution was passed. The Shi'a are also easily identifiable like the Mongoloid features of the Hazaras, or the marks (generally) on the forehead because of the way of praying, or when they take part in Ashura processions or visit the imambarghas etc. It is like the Taliban asking the Sikhs and Hindus in Afghanistan to wear a saffron arm band always for easy identifiability (for killing, just like the Jews being forced to do so in Nazi Germany).

As already stated, the Afghan jihad created thousands of foot soldiers trained in guerrilla warfare and many leaders who could strategize and execute a plan. The Shi'a never took part in that jihad and they do not have therefore resources like the Sunnis have. They also do not have access to arms, ammunition and training like the Sunni jihadi sectarians have. Take Kasab for example and his training.

I also believe that like their leader Hazrat Ali, who withdrew, rather than challenge his rights after Prophet Muhammad (Peace be Upon Him) passed away and bided his time patiently, the Shi'a may not challenge and love martyrdom.

The % thing you have raised does not apply, IMHO, because Indian terror is Pakistan induced, managed, funded etc. A lot of planning and consequently funding went into the attacks that you mention. An organization or a country must invest so much to destabilize another nation even if there are some willing elements there to help in the process. For Pakistan, destabilizing its neighbours like India, Iran & Afghanistan is the only job even if it's at the cost of generation after generation of Pakistanis.

This is the part I don't get. How are they incurring a loss? Surely the Pakis aren't charging their own citizens up the wazoo for Saudi visas.

This may be OT, but this modus operandi seems to be an effective doctrinal bridge between the Islamist virus and the communist one. Among Indian communist circles, the undeniable aggression and violence against Hindus at the time of Partition (specifically with respect to Bengal) is explained as a consequence of class struggle, in which the laborers--who happened to be Muslim, revolted against the bourgeois landlords--who happened to be Hindu.

So, it provides a way for the communist acolyte who is motivated to fight against landlord exploitation as well as communalism a plausible way of swallowing the communal violence inflicted against Hindus (who are usually his own people).

These Islamist people of the subcontinent are highly refined predators, and cannot be underestimated, BENIS dhaga notwithstanding.

ArmenT, If you read the report, the TSP has paid reservations for the expected number of pilgrims. Now the quota is reduced to 80% of that and hence they stand to lose the 20% already pre-paid. So they want KSA to give them back the delta.

PML-N govt diverts IP pipeline funds to cover fiscal deficit needed to finance the construction of the IP gas pipeline.

ISLAMABAD : The PML-N government has seemingly put the Iran-Pakistan (IP) gas pipeline project on the backburner by deciding to use the funds generated through the imposition of the Gas Infrastructure Development Cess (GIDC) to bridge the fiscal deficit.

The previous government had imposed the GIDC on gas consumers to generate the $1 billion needed to finance the construction of the IP gas pipeline, but the PML-N government is seeking discretionary powers from Parliament to raise gas prices through the cess, in order to bring them at par with prices of other alternate fuels.


Officials said the move may result in a massive rise in gas prices for all consumers except domestic consumers – including the CNG and fertiliser sectors and captive power plants – if the government decides to rationalise gas prices and bring them at par with other alternate fuels like petrol and furnace oil.

Sources said the petroleum ministry had approached the Council of Common Interests (CCI) to seek consent from the provinces to allow the federal government to introduce a new bill in parliament which will amend the GIDC Act, 2011. The amendments will allow the centre to use the GIDC as a fiscal tool in rationalising gas prices.

The PML-N government is seeking ex post facto approval for the GIDC Act, 2011 as a money bill. The move will provide legal cover to the previous government’s decision to impose the cess, while allowing the new government to keep the money recovered from gas consumers since the cess was imposed on January 1, 2012. Sources say that the collection so far amounts to Rs40 billion.

A court had earlier declared the GIDC illegal and ordered the government to pay back all money recovered from consumers under this head. The Islamabad High Court had declared the GIDC Act, 2011 as ultra vires to the constitution, mainly because it had been promulgated without due approval from the CCI. However, the new government will work its way around that complication and keep charging the cess from consumers by legalising the GIDC and securing an ex post facto approval from the CCI.

The Oil and Gas Regulatory Authority currently is the only authority that can fix gas prices, and the federal government is obliged to follow its decisions in this regard.

The government also plans to take the provinces onboard, seeking an ex post facto approval from them to amend the second schedule of the GIDC Act, as was done through the Finance Act, 2012, in order to provide flexibility to the federal government to revise the rates of the cess subject to a maximum limit.

Union Home Minister Sushilkumar Shinde on Tuesday again highlighted the threat from Pakistan-based terrorist groups that are planning and organising acts of terror in India. “It is seen that the planning and organising of terrorist acts from across the border continue,” Mr. Shinde told the Consultative Committee for Home Ministry.{Yet, we will go 'more than half the distance' to befriend TSP}

Mr. Shinde pointed out that groups, like the Lashkar-e-Taiba, continue to sponsor terrorism in India, while the Indian Mujahideen was set up by Pakistan-based terrorist elements to portray that acts of terror were home-grown rather than Pakistan-sponsored.

Security agencies have managed to identify and arrest most of the IM operatives. Musharraf fails to appear before Court - The Hindu
Former Pakistani military ruler Pervez Musharraf, one of main accused in the assassination of former premier Benazir Bhutto in 2007, on Tuesday failed to appear before an anti-terrorism court, which took strong exception and ordered his physical presence on July 9.

Gen. Musharraf (69), has been named as one of the main accused in assassination of Bhutto by the Federal Investigative Agency (FIA) last month.

The Anti-Terrorism Court (ATC) in Rawalpindi fixed July 9 for next hearing and ordered the authorities to produce Gen. Musharraf, a court official said.

Musharraf failed to appear before the court due to security reasons, officials said.
Now that the 'bad' Taliban know the next date of Musharraf's visit to the court, that would be helpful.

The Taliban, secular intolerance and heroin are one of Pakistan’s biggest problems today, rated as the most dangerous place in the world by Newsweek and The Economist. Meanwhile, India has a GDP of $1.8 trillion with foreign trade of over $800 billion, making it the ninth largest economy in the world. As you sow, so shall you reap.

There are some things money can’t buy, but there are a lot of things it can: a Formula One team that is worth $200 million, Dale Steyn, who was auctioned for $1.2 million for a month’s work in the IPL, or a V600 Slazenger that costs $150. It can also ‘buy’ the exposure that Shikhar Dahwan gets when batting with his captain Kumar Sangakara, the opportunity to face Shaun Tait, advice from the great Waqar Younis. This is all invaluable, but in paradox, it comes at a price, just like a cricket bat.

Pakistan is in desperate need of a few role models and stars that the next generation can emulate, but, there are few in sight. Shoaib Akhtar has declared the current team to be mentally disturbed while Wasim Akram has advised the players to look more presentable in order to perform better, despicable really.

It took me over 20 years to discover that the first half of our chant at the National Stadium in 1989 was just a part of Zia-ul-Haq’s electoral ad campaign and had nothing to do with the original meaning of Pakistan and that India was going anywhere, but to hell. Only if we knew better back then, or had taken a different path than we did, maybe, we wouldn't have reached where we have.

With my deepest regret, I confess that I wish Virat Kohli was a Pakistani and Shoaib Malik was an Indian. I would exchange Imran Farhat with Shikar Dhawan and swap Kamran Akmal with MS Dhoni, I would even throw in Mohammad Sami and Wahab Riaz for free, just for good measure and to fill the shortage of genuine fast bowlers that my neighbour has. It is a hard pill to swallow but I am an admirer of the current Indian cricket team and I prefer Ravindra Jadeja over my ‘brother’ Irfan Khan Pathan.

ssridhar (and others) - what proportion of the TSPA is shia? how is it distributed? which officers are shia?
is there a potential for

1. a 'coup' against shia officers, like kiyani
2. a frat-war between shia and sunni units
3. sunni dominated PA purging the shia from its ranks

[its basically what has happened in syria]

and they are giving visa on arrival to pakis. Recently an 80 yr old was nabbed in mumbai for supplying weapons to maoist. This underlines the fact that in the matter of national security age does not matter.

Lalmohan, I would say that it might be impossible to have a figure on the % factor within TSPA. But, Shi'a have had a fairly good representation within the TSPA. I have not come across instances of sectarianism within the TSPA, at least in open literature. But, the Shi'a genocide is reaching unprecedented proportions especially as the TSPA has co-opted the Lashkar-e-Jhangvi, the ultra jihadi sectarian terrorist offshoot of SSP (nowadays known as AWSJ) in the Balochistan theatre just as it did the Al Badr or Jama'at-e-Islami's Al Shams groups in the genocide in East Pakistan. Al Badr has since then become inseparable with the TSPA/ISI. As pressure mounted on the TSPA, in the forms of Pakistan Supreme Court's suo motu investigations into the 'missing persons case' in Balochistan, and as the HRCP (Human Rights Council of Pakistan) raised the issue especially after Akbar Bugti's assassination, the TSPA thought it prudent to involve a non-state actor jihadi organization in Balochistan. LeJ came handy but LeJ cannot let go of its anti-Shi'a sectarianism and it does both, killing Baloch Sunnis and Shi'a settled in Balochistan.

So far, the meagre Shi'a component in the TSPA is not known to have demurred over Shi'a massacre. The only known instance was the incidents after the Gilgit Scouts got routed in Kargil. Nawaz Sharif personally visited GB and gave many awards, rewards and absorbed them into regular TSPA. But, they should be aware of what is happening, they go back home for vacation and learn first hand etc. But, they may not be able to do much as they can be easily decimated by an overwhelming Sunni Army that is increasingly getting converted to Wahhabi/Salafi/Deobandi ideology. Such a fratricidal war does not appear on the cards now. The society, especially the Northern and Central Punjab, shhould be far more Wahhabised before that reflects within the TSPA with a potential for that.

My belief is that a coup by Sunni commanders against Kayani will not happen because Kayani has done everything that a rabid Sunni officer would have done, whether it was in dealing with India or the US or Afghanistan or protecting OBL and other Al Qaeda/Taliban leaders. There is nothing to complain. He is not even bothered about his own Shi'a community being targetted by his own Army units in Quetta, for example where the Hazara Shi'a are being wiped out. The Shi'a angrily asked of Kayani after a particularly horrendous attck that killed nearly 200 Shi'a in January, "What have you done to us during your COASship ?" (Paraphrasing). We must also understand that there are ethnic divisions amongst Pakistani Shi'a as well and they are not a cohesive sect.

As you say, the Syria war which has become a Sunni-Shi'a war can have repercussions in TSP cuckooland where the Shi'a lack a powerful Hezbollah. Iran will be spreading it too thin if that happens especially with the oil embargo and the ganging up of Western countries against it. Unlike Syria, Pakistan is next door and far, far more powerful. But, for the time being, Iran and Pakistan are far too deeply involved in Afghanistan than to think about such a possibility. In the meanwhile, Shi'a genocide will continue without a letup.

US aid to Pakistan is drying up
Figures made available in a new United States Congressional Research Service report by experts Susan Epstein and Alan Kronstadt, show president Barack Obama’s administration has requested just $1.16 billion for aid to Pakistan in the 2014 financial year—half or less of the $2.6 billion it spent in 2012; a quarter the $4.5 billion it spent in 2010. Sharif’s generals will get just $397 million of the FY2014 allocation—down from over $1.2 billion in 2010.

But, as pointed out in the comment section, My Name Is Khan was released where a Muslim man marries a Hindu woman.
