Pakistan's Punjab Government Allocates Millions for JuD - New Indian Express

The government of Pakistan's Punjab province has allocated millions of rupees in its budget for fiscal 2013-14 for the largest centre of the Jamaat-ud-Dawah, considered a front for the banned Lashkar-e-Taiba.

Besides a grant-in-aid of over Rs 61 million for the JuD centre known as 'Markaz-e-Taiba', the provincial government has allocated Rs 350 million for setting up a "Knowledge Park" at the centre and other development initiatives.

Details of the allocations were presented in budget documents tabled in the Punjab Assembly yesterday by the PML-N government led by Chief Minister Shahbaz Sharif.

One document stated: "Grant-in-aid to chief administrator Muridkey Markaz (is) Rs 61.35 million." The JuD's centre is located at Muridkay on the outskirts of Lahore.

In his budget speech in the assembly, Finance Minister Mujtaba Shujaur Rehman announced that the provincial government "intends to establish a Knowledge Park in Muridkey".

He said the government had allocated Rs 350 million for the park and several other initiatives in Punjab.


Shortly after the UN Security Council designated the JuD, a front for the LeT in the wake of the 2008 Mumbai attacks, the Punjab government took over the centre in Muridkey.

At that time too, Punjab was ruled by the PML-N. Since then, the government has allocated money in its annual budget for the administration of the centre in Muridkey.

In 2009-10, the government provided more than Rs 82 million for the administration of JuD facilities.

In fiscal 2010-11, Chief Minister Sharif, using his discretionary powers, allocated two separate grants for JuD facilities. The government granted Rs 79.77 million for six organisations at Markaz-e-Taiba and a special grant-in-aid of Rs 3 million for the JuD’s Al-Dawa School System in several districts of Punjab.

Officials have said in the past that the allocations were needed to continue "welfare services" provided by the JuD’s schools, dispensaries and hospitals across the province of 90 million.

In the past, the Punjab government defended its decision of allocating money to the JuD by saying the grants had been awarded for the administrator of the Markaz-e-Toiba.

There is no formal ban on the JuD and its chief, Hafiz Mohammad Saeed, lives freely in Lahore despite a 10-million dollar bounty offered for him by the US.
In July, 2011, the Supreme Court released the operational chief of Lashkar-e-Jhangvi, Malik Ishaq, who was involved in 44 cases of terror involving the deaths of 70 people. We now know that sectarian attacks on Shias and Ahmedis have increased exponentially since then. It also emerged later that the Punjab government of PML-N had been giving Malik Ishaq's family stipend since c. 2008. It turned out that the claim of the Punjab Law Minister, Rana Sanaullah, that the stipend was given due to a court ruling was indeed false as there was no such court ruling. Though display of arms in the open is prohibited in Pakistan, the Punjab Government (led by Shehbaz Sharif, the brother of ex-Prime Minister Nawaz Sharif) would not take any action against such acts by the SSP or LeT or LeJ. The Punjab Law Minister, Rana Sanaullah, in the Shehbaz Sharif cabinet was even more blatant when he took the banned Sipah-e-Sahaba Pakistan (SSP) leader Maulana Muhammad Ahmed Ludhianvi on a ride in his car when he went to Jhang in c. 2010 and pay obeisance at the tombs of slain SSP leaders. The Punjab Governor had to write a letter to the Chief Minister bringing to his attention the “Law Minister Rana Sanaullah’s links with banned terrorist outfits.” Of course, nothing happened except that the Governor himself was shot dead by his own bodyguard a while later. Later, in March 2010, when a series of terrorist attacks took place in Lahore, the Punjab Chief Minister, Shehbaz Sharif asked the terrorists to exclude Punjab from their attacks because Punjab does not obey the dictates of foreign powers. He was probably referring to the refusal of the Punjab Government to arrest Prof. Hafeez Saeed in spite of constant pressure from India and the US. Shahbaz Sharif also said, "the Taliban’s stance on foreign dictation was the same as the PML-N’s view". It goes to show that essentially the terrorist leaders have been protected by visible hands in Pakistan even when they are accused of trying to kill their own President and Prime Minister.

I think Pakistan has chosen the halal name for the LNG project - Mashaal

They had a bunch of choices before them - Inferno, Bum Blast, Atim Bum, etc. but they chose the halal urdoo version - Mashaal

May the light from the Mashaal soon reach the LNG terminal - that is if it ever sees the light of the day.

shyamd, AFAIK, there is nothing that I have seen in open literature that spoke of any such visit. The Pakis, for sometime now, have been concentrating on Russia, which is quite understandable as well in not only the overall Af-Pak context but also in the Balochistan context.

SS garu, not sure how much traction US and British support can take Balochis on the path to independence, take what happened to Karzai. He is left mid way with the "war on terrorism". US and Brit interests are self serving. This could be a way to gain some concessions from Pakis? in the short term, it could give a voice to Balochi cause, but that's about it, so far in history, western perspective has been the same, that of serving, myopic in nature.

Thanks, no high level visits since April per my check. If you chance upon any high level meetings please page me.

They had a tri nation air force exercise with Turkey KSA and Pak 2 weeks ago. This is the Iran mil alliance. Just seeing if they are posturing over Syria as I think we will see a surprise there soon.

Iran-Pakistan gas pipeline : PPP warns against scrapping project
ISLAMABAD : The Pakistan Peoples Party on Tuesday sought a clear-cut policy from the government on the multi-billion dollar Iran-Pakistan gas pipeline project and the energy crisis.

Former federal minister Syed Naveed Qamar cautioned the government about the consequences of scrapping the project and said Pakistan would have to pay billions of rupees to Iran if it did not fulfill its obligations.

The government must complete the project before December 2014 or face penalties,
he said

Addressing the National Assembly, Qamar asked “Will the US pay our fines?” and then answered his own question: “nothing like this will happen.”

The project is vital for Pakistan as it is the only solution to the energy crisis, Qamar said while advising the government to pursue the project.

He also urged the government to formally announce its policy on the IP gas pipeline in clear terms as there were many suspicions. “The government should decide whether to please the US and Saudi Arabia or to implement the IP gas pipeline project in the national interest,” he added.

Pakistani freedom fighters are becoming bolder attacking Military convoys! They sent 6 to claim their houris.
The security forces also claimed to have killed at least four attackers as a search operation is ongoing in the area.
I am sure no bodies of the freedom fighters are found as they were taken away.

At most of the places Islamic religious leaders have passed decrees (fatwas) to consider Muslims first for jobs," said Dilraj, a refugee. All the males among them have good literacy level. They all have studied up to Class XII and a few of them even have M Sc degree.

India concerned at funds for JuD - The Hindu
India on Wednesday expressed concern at millions of rupees allocated by the government of Pakistan’s Punjab province to Jamat-ud-Dawa, saying New Delhi would “carefully” analyse the matter before taking it up with Islamabad.

“I have seen the budget provision that have been made for the Markaz-e-Taiba [the largest centre of the Jamat]. It’s only a budget that has been presented. {What does Salman Kurshud mean by that ? He isn't aware of the earlier gifts of such funds through the budget. He isn't aware of the state support, especially the ruling PML-N in the Punjab, or LeT/JuD. Is he fit enough to be our Foreign Minister ?} We have time on our side and we will look into it carefully,” External Affairs Minister Salman Khurshid said here.

‘Will take up the matter with Pakistan’

Mr. Khurshid, who is on a two-day visit to Iraq, said: “As advised by the agencies concerned, we will take up the matter with Pakistan.” Jamaat-ud-Dawa, the parent body of the banned terror group Lashkar-e-Taiba that carried out the 2008 attacks, has been allocated Rs. 61 million in the budget for the current fiscal.

Pakistan to ask IMF for $5bn to $6bn bailout package

KARACHI : Pakistan is all set to seek a bailout package of around $5 billion to $6 billion from International Monetary Fund (IMF) in order to help and support falling economic conditions of the country, financial experts said on Wednesday.

Nawaz Sharif’s government officials, including members of the Ministry of Finance (MoF) started talks with the IMF officials, as the government is keen to improve the economy of the country.

“We will ask IMF to provide us the required loan on easy terms without imposing any conditions that could be harmful for our economic fibre,” Pakistan's Condition Paramount for granting Favour to give Pakistan "The Loan"! said official sources at the MoF.

In case of IMF’s yes, the donor could ask Pakistan for increasing gas and power tariff in mode of every three-month period besides tightening government borrowing from central and commercial banks, said foreign currency expert Fazal Ahmad.

However, if the IMF persists for increase in gas and power tariff the government would drop the plan to borrow loan. So what is the alternative?

In case Pakistan refuses to bow down in front of IMF’s conditions, the fund managers of the country would probably ask for a Letter of Comfort in order to hold talks with World Bank and Asian Development Bank for loan. Zee Alternative - Luberly

Time has arrived to repay around $140 million to IMF under its Stand-by Arrangement (SBA) loan facility by June 28, 2013.

He said the rupee and forex reserves remained under pressure and it seemed the newly elected government of Nawaz would have to face challenges when it would go for repayment of $3.9 billion in fiscal year (FY) 2013-14, $1.35 billion in FY 2014-15 and $60 million in FY 2015-16.

The government could lessen pressure on rupee-dollar parity and forex reserves by utilising overseas Pakistanis remittances in a judicious manner besides to attract foreign investment from overseas Pakistanis and international business houses.

The repayment of IMF SBA will probably put some pressure on local currency value against the dollar and forex reserves position. The rupee fell to an all-time low level of Rs 100.05 against the dollar in the open market in February and May 2013 due to repayments.

The country has hardly two-and-a-half months import bill amount, which it has to provide in shape of L/Cs, food import bills, edible oil import bills and crude oil bills.

It is of utmost importance for the new government to address its dwindling foreign exchange reserves and assure international donors of stable economic conditions.

According to State Bank of Pakistan (SBP), the largest concern right now is the repayment of IMF loans, however SBP has more than enough reserves to cover dues to the IMF.

Pakistan got loan of $7.80 billion in March 2008 when the dollar-rupee value was around Rs 64 in open market.

Pakistan has to pay around $1.60 billion in excess against retiring loan with interest and hike in dollar value, he added.

By having floods in India, Indian government is misusing water it has illegally stolen from Pakistani rivers. As partial payment for this heinous mistake, flood relief must be re-directed to Pakistan instead of flood hit areas.

Pakistani Ambassador to the UN, Masood Khan, later was sharper in his response.

"I reject most emphatically Ambassador Tanin's argument -- root, trunk and branch -- that terrorist sanctuaries exist in Pakistan and some elements continue to use terrorism as an instrument of foreign policy," Khan said.

"No, sir, this is not true; and you know this is not true. And this is not good diplomacy. By using such arguments, you cast aspersions on our sincerity," he said

"In Pakistan, we do not operate as elements, but as a whole, as one state. All institutions of the state have consensus that terrorism is a threat to both Pakistan and Afghanistan and therefore both countries should work together to eliminate this scourge," Khan said.

Peregrine ji, if even a 1% raise is declared 'null & void' by the SC, then where is the scope for comprehensive tax reforms that the IMF has been demanding for five years now ?

As an aside, who is ruling TSP today ? Is it the SC or the Parliament or the PA ?

Suicide blast kills 6 at Peshawar seminary
PESHWAR: A suicide bomber blew himself up at a local seminary during Friday prayers, killing at least three people and injuring dozens more, Geo News reported.

Heavy contingent of police rushed to the spot and cordoned off the area, following the incident.

DSP Chamkani, Shaukat Khan confirms that the explosion at the Madrasah Hussainia was caused by a suicide bomber who entered the seminary through the back door.

According to reports, gunshots were also heard before the explosion, which took place in the outskirts of the provincial capital.

As far as images go, there are other choices. The Lashkar-e-Jhangvi has claimed responsibility for this act of insanity. It is impossible to understand why this evil force is not acted against. Who prevents this from happening and why? These too are questions that need answers.

Perhaps the barren mountains of Chaghai, where the country’s nuclear bomb was tested in 1998, could also be considered for a place of honour when images from Balochistan are required. In the interests of preserving the truth, besides this picture the text should say that the Baloch people still ask why the millions spent on developing this weapon could not have been used to alleviate some of their misery, while from Chaghai itself vague reports still come in of the effects of radioactivity on livestock and humans. Shifty Ifty is – most probably – following the TSP Army’s direction and discrediting the Parliament in the Collection of Taxes in General and GST in Particular as also Energy etc.

In one instance Shifty is asking the people why they are looking up to the Parliament and in another he wants the Federal Government to impose Taxes only after having them Approved and Passed by the Parliament. Thus Parliament and the Executive are at the mercy of Shifty Ifty who can have only one Constituency – TSP Army.

1. No comprehensive Tax Reforms

2. The Final Authority to Rule is the TSP Army via "Shifty Ifty"

mushy is saying that he was not in control of the jihadis and he was not really in control of his core army - explains why the NLI et all were fed into the meat grinder
