'Home-grown': IMF agrees to a $5.3bn bailout package
"IMF agrees" it seems. For a casual news follower it implies that IMF gave up in the negotiations, agreed to Pakistani conditions and handed out the bail out but in fact it was the other way round. Pakistanis downhill skied from "We will never sacrifice national interests. We don't want bailout with preconditions" bravado to "We have agreed to all conditions please give us the money. Could you make it 7.5B instead of 5.3B please?".

Btw, IMF has rejected Paki demand for 7.5B bailout.

You are right, but with TSP bending down on its knees, IMF could have imposed some stringent conditions like cutting off support to Haqaani, "good Taliban" (these may have been imposed), and in addition, TSP closing down LeT camps, handing over Hafeez Pig, Dawood etc. I know I am dreaming :-).

CRS, why should the IMF impose such conditions when its patron-chief itself diluted considerably the PEACE Act (Kerry-Lugar Bill) and has been giving certificates of 'good conduct' every year even when OBL was found at Abbottabad or even when ISI sponsored terror attacks took place on US troops, embassy etc. ?

Bravo ! Now that the US has decided not to send anymore drones as talks get under way, it is right time for Pakistan to bluster and show the 'innermost Pakistaniyat'. Nawaz Sharif can rightly claim to his gullible people that he forced the US to stop drone attacks.
A day after a U.S. drone strike killed 18 suspected militants, Pakistan today warned U.S. that continuation of the attacks by the CIA-operated spy planes in the country’s restive tribal areas could lead to a direct stand-off between the two nations.

Talking to reporters in Islamabad, Interior Minister Chaudhry Nisar Ali Khan said Pakistan has conveyed to the U.S. that this stand-off could have serious implications on its forces’ withdrawal from Afghanistan and the post-withdrawal situation.

“The U.S. drone attacks are not only violation of Pakistan’s sovereignty but are resulting in collateral damage‚ which are not acceptable at any cost,” Mr. Khan said.

Talking about internal security, the Interior Minister said the government has decided to convene a meeting of leaders of major political parties possibly on July 12 to formulate a comprehensive National Security Policy to bring peace and overcome menace of terrorism. {Wasn't a similar meeting convened during PPP's regime as well ?} He said issue of possible dialogue with the Taliban will also be discussed in this meeting‚ which will also be attended by the heads of civil and military security agencies as the government is “determined to bring peace at all cost with the support of all stakeholders”. The issue of detention camps and missing persons will also be addressed in the National Security Policy, he said.

He said three task forces have been formed to look into the issues of national security‚ missing persons and return of Pakistani woman Afia Siddiqi, who has been sentenced to over 80 years in jail by a New York court for firing at U.S. soldiers while in custody in Afghanistan. He also said that it has been decided that none of the international agencies or foreigners could directly interact with Pakistani officials without proper permission from the concerned authorities.

He said that investigations are heading in positive way regarding the killing of 10 foreign tourists in the country’s northern areas last month and said he hoped that the real culprits would be apprehended soon and brought to justice.

This money itself is to service the earlier debt. It comes on one hand and goes out through the other.
While terming conditionalities agreed with Pakistan as difficult, Franks said that the Pakistani government would be required to implement fiscal measures like imposition of more taxes and withdrawal of tax exemptions, increase in power and gas tariffs, elimination of power tariff subsidies and privatisation or re-structuring of public sector enterprises in the agreed timeframe.
The finance minister said there was no option but request the loan to save Pakistan from defaulting. “We have not carried the begging bowl in our hands nor are we getting a grant, Pakistan is a member of IMF,” Dar said.
The minister said that the government would like disbursement of loan instalments as and when repayments of past loans arise so as to avoid pressure on the country’s foreign exchange reserves and stability of exchange rate.

By this statement Pakistani Foreign Minister Dar fully accepts Pakistan having made “an unholy mess” – one can’t find more polite words – i.e. an almighty huge big pie in the face of having brought Pakistan to its knees – all done by Pakistanis without any outside help and not even God could have put Pakistan into this pitiable position.

Dar has absolve all and sundry – friends and foes – for Pakistan having reached the Nadir of Woes!

My take on this:

1. IMF loan will be disbursed in phased segments and will only be used to pay off earlier imposed debt service and stave off a reserve crisis. To avoid abuse of the IMF loans. Pakis are known to divert targeted loans for other uses.
2. Home grown (implied meaning for the awaam): "IMF never imposed the conditions on us. We always wanted to impose the same conditions on ourselves".

A prominent anti-establishment scholar in Pakistan has caused a flutter in Washington by suggesting that the country's spy outfit Inter-Services Intelligence (ISI) has infiltrated thinktanks in the US capital.

Ayesha Siddiqa, a political commentator and former bureaucrat, whose expose of Pakistan's military-intelligence's stranglehold on the country was chronicled in her book 'Military Inc', shocked regional experts with a tweet on Thursday, relating how a Pakistani diplomat had confided to an American six years ago that the ISI had set up funds to infiltrate DC (Washington) thinktanks and ''finally did it.''

''The only problem with this approach is they are sending unqualified people (mostly) to compete with Indians in the US,'' Siddiqa continued, adding, ''non-PhDs'' without any publication record will not be taken seriously in the US capital. She also named Moeed Yusuf, a senior Pakistan expert at the US Institute of Peace and Arif Rafique, an adjunct scholar at the Middle East Institute, in her tweets.

Rafique countered her charges by initially saying, "I respect you and your work. Please don't make false insinuations about me.'' But when Siqqiqa shot back with ''False? DC humming with your name,'' he fired back with, ''Sad that an intelligent person like yourself has become a miserable conspiracy theorist. You should be ashamed of your lies.''

Siddiqa maintained that her ''only concern is if they have 2 do it then send ppl with capacity or grow ppl inside the system'' and said the ''current plan is flop.'' For thinktanks, ''the main issue is money, whoever can put down a grant gets the slot,'' she said, explaining how Pakistan was making inroads into think tanks.

There has indeed been a perceptible increase in Pakistani experts in US thinktanks and universities over the past decade, particularly after the country's association with the so-called war on terror, including its reputation as the haven for terrorists. Among the prominent Pakistani scholars in Washington DC are Shuja Nawaz, director of the South Asia Center at Atlantic Council (This the same Council which is holding the India-Pakistan Track II Tamasha where willing Indian Collaborators and Jaichands are in competition to sell out India and push the pakistani agenda) who incidentally is the brother of former army chief Asif Nawaz Janjua and several former Pakistani diplomats who have rotated in an out of the city.

Former Pakistan ambassadors to US such as Hussain Haqqani and Maleeha Lodhi have done stints at thinktanks, as have former generals-turned-diplomats, notably Jehangir Karamat and Mahmud Ali Durrani. Siddiqa herself served as a visiting scholar at the Johns Hopkins University.

In 2009, Pakistanis helped raise money for a Pakistan studies ''chair'' at the University of Texas in Austin, named after a US Congressman who was a great fan and supporter of the country's role in the 1980s Afghan conflict, although he was disillusioned about the whole affair when he died in 2010.

"While Hollywood may profit from valorizing Wilson's role in the Soviet-Afghan war, the concerns of a flagship, state-funded academic institution should be to maintain high scholarly standards and to avoid participating in historical caricature," the scholars wrote, referring to the movie "Charlie Wilson's War," and adding, "Wilson's central involvement in the cold war in South Asia does not warrant the honor of establishing a University chair in his name." Nothing further has been heard about the Chair since then and the University website does not list any incumbent scholar.

The ISI has already gotten into trouble before for subverting U.S political process when it was accused of funding Ghulam Nabi Fai, a Kashmiri separatist in Washington who was eventually convicted of illegal lobbying after receiving slush funds from Pakistani intelligence agency. The Obama administration cut some slack to the notorious outfit that is often said to work against U.S interests because it thinks it needs its cooperation on various fronts.

For an idea to know how rabid and true pakis these so called US based "analysts" and "experts" are i would suggest watching the various Pakistani current affairs programs. Pukis have developed a strong pipleline of upcoming Moeed Pirzada's and Ejaz Haider's.

Basically I am not sure how important these people in "think tanks" are. Mostly people can become a member of a thinktank if they get a fellowship from somewhere. I could get a fellowship form Murugan tea shop to study effect of conflict on tea prices and become a member of a prominent US think tank. I would write articles which will be bylined "Anujan -- who is a fellow of Heritage foundation studying international conflicts....".

So "infiltration" is not the right word. The effect of these infiltrators are quite marginal in massa, because everyone realizes the scam.

That doesnt mean we shouldnt do two things
(1) Encourage more Indians to get into things like strategy, international relations, politics etc so we have a bigger say in not only think tanks but also international bodies and policy making
(2) Our own babus and netas should not fall prey into believing reports from "faaren" think tanks.

In fact the latter is more insidious. The same "strat-e-jee" experts got massa into a quagmire in Iraq and Afghanistan, losing influence in swathes of middle east like Egypt, turkey and Syria. Assisted in China's rise to a challenger. And they have the temerity to suggest what is good for India!!

ISLAMABAD : Despite obtaining a $5.3 billion bailout package from the IMF and multibillion dollars from other donors, Homegrown Pakistan will be facing a financing gap of $1.2 billion during the current fiscal year that will result into drawing down of foreign current reserves continuously in 2013-14.

Knowing this difficult situation, Homegrown Pakistan's Finance Minister Ishaq Dar has made a formal request to the IMF for providing upfront $3.2 billion in the ongoing financial year in order to match the outstanding loan installment of the Fund.
SBP left with $5 bn foreign exchange reserves

KARACHI: The abysmal state of the national economy can be gauged from the fact that the State Bank of Pakistan (SBP) is left with less than $5 billion worth of foreign exchange reserves and these reserves are constantly on the decline.

According to the SBP, $91 million from the reserves reduced last week and total depletion amounted to $161 million in June.The government on Thursday entered an agreement for a $5.3 billion loan from the IMF that would last for three years. This loan will not relax the pressure on foreign exchange reserves. Experts hold the SBP responsible for the decline in foreign exchange reserves. The business of foreign currency exchange is deteriorating day by day in the country. For many years, the SBP has shown dollar deposits in different banks as foreign exchange reserves. But in reality, it has $4.99 billion worth of foreign exchange reserves that will suffice to pay import bills of a few months. Experts say that Nawaz Sharif government’s decision for an immediate bailout from IMF will not leave any positive impact on economy; rather it will cast a negative impact.

Jokes apart, there is no other country in the world which has received over a hundred billion dollars in aid in 65 years from the US alone (apart of course from arms and ammunition, training, collaboration, diplomatic support, help in securing disproportionate loans & grants from multilateral lending agencies, prompting the other partner nations to pour in aid as well etc) and continues to be in such doldrums with no possibility of improvement.

They do. Apart from the usual 3½ Friends, China and the sheikhs in West Asia have also poured in money. After 9/11, the US and its allies wrote off a large chunk of debts. They gave and continue to give preferential access to their markets to Pakistani products. So, the question is where did all this money go and why are the TFTA far worse than the SDRE ?

In the West, Pakistan faced huge criticism, and being a Muslim state, its weapons were named ‘Islamic bombs’. (didn't the name come from these idiots themselves much before 1998??)

Some writers have recently contented that Pakistan’s survival, in large measure, depends on economic performance, political stability, wise foreign policy, technological advancement, and in developing its civilian human resource potential rather than a nuclear prestige. However, one must keep in mind that though all these elements are essential in the stability of a nation, nuclear strength is a monumental milestone for a country in the modern world those proclaming otherwise are CIA/RAW/Mossad agents.

In fact, it is better than many others (who exactly are these others???).
