wait a minute..no matter how much gas US can get out by fracking, it would still not be cost effective when looking at shipping vs pipeline from russia, right???

so why would russia want to undercut US fracking operations?

looks like this is to undercut genuine protest movements against fracking by associating them with russia

Anders Fog is saying that Russia is undermining European efforts at fracking in Europe by inciting and funding NGOs to block such efforts. I assume because Europeans then have buy from Russia because US gas would still be more expensive.

Between what the Canadians are saying, NATO is saying and IB is saying, there appears to some truth here even if Greenpeace itself does not know the money and support comes from Russia.

In our case, it could be the Arabs, or China or even the Pakis. The NGOs may not know (and may not care) but in practice they are carrying out an external agenda.

It's nothing the US did not do to Russia and others.

Do you know what is really wrong with fracking?
Fracking consists, as I understand, of pumping water/steam plus sand and some other chemicals (probably very toxic) at REALLY high pressure deep into the ground. The pressure is so high that it fractures rocks and this mixture penetrates into the cracks and forces them open. Then they release the pressure, and the water seeps back out, but the sand particles remain stuck in the cracks so that the cracks don't close. Oil seeps in through the cracks, and comes pumping out.

All great so far. Troubles are:
a) This puts oil and toxic chemicals into the fresh ground water supplies as well.
b) LOTS of methane and other gases come out, and they come out of the ground not just at the oil spout, but all over the place.

OK, now methane is TWENTY TIMES as bad as CO2 per unit mass, per Global Warming criteria.

And.. Canada and Britain are the primary villains in this. Now EU..

And.. meanwhile they take the profits from the fracking and pay GreenPeace to obstruct dams and nuclear plants and all other develpment in India.
Maybe the Russians are telling the Oiropeans that they can look forward to green Perrier: the green of crude oil. More power to them.

One more datum: Israel bans Islamic Relief WorldWide, citing arming of Hamas
As part of the crackdown, Israel said on Thursday it was banning the British-based charity Islamic Relief Worldwide (IRW) from operating in the occupied West Bank. It accuses the IRW of being a funding source for the Hamas Islamist movement.

A British academic, who has published widely on gender relations in urban and rural India and on the impact of liberalisation and global economy on livelihoods, was turned away at the Hyderabad airport on June 8.
This was confirmed by the Communications Manager of Birkbeck, University of London, in an emailed response to The Hindu. “We can confirm that Dr. Penny Vera-Sanso, Principal Investigator for research projects on poverty and ageing in India, at Birkbeck, University of London, was turned away at the Hyderabad airport early on Sunday morning, June 8.”
The "academic" probably came to "save" the SDRE's and to study "poverty" all the way from rich Britannia. Good that she was kicked out.

According to Robert Epstein, senior research psychologist at the American Institute for Behavioral Research and Technology, Google has within its power - whether intentionally or not - to give a winning push to a political candidate in a close election.He concedes that there is no evidence that Google is currently tampering in the electoral process, but thanks to how it ranks search results - the stories you see when you Google a candidate's name, for instance - the company can have a meaningful influence on how an increasingly large portion of the electorate gets its news and information about politics and politicians.With its virtual monopoly on search, Google has the power to flip the outcomes of close elections easily - and without anyone knowing. Over time, they could change the face of parliaments and congresses worldwide to suit their business needs - keeping regulators at bay, getting favourable tax deals and so on. And because their business is unregulated in most countries at this point, flipping elections in this way would be legal.

Epstein calls this the "search engine manipulation effect". He and a team of researchers set out to show how Google results could influence public opinion. They say that "Rahul Gandhi has a partiality towards global NGOs" and that he has "frequently intervened on their behalf". UPA ministers close to Rahul Gandhi, such as Kapil Sibal and Jairam Ramesh, were also seen as deferential towards selected NGOs that were targeting development projects across India.

Probably, Raul's Spain trips and his FBI case might have a greater influence on him.

The mag. Outlook,which has been pushing for the Cong-UPA throughout the election campaign and has cover-featured Mr.Modi in questionable light,has in its last issue again brought out a cover about a "witch hunt" of NGOs.It rubbished the IB report and featured a diatribe by a retd. govt. official who allegedly has close links to arch quisling Udayakumar.Only a token thought is given to the need for NGOs to properly organise themselves and function according to GOI rules.

It is therefore very evident that the foreign puppet masters of the NGOs are deeply sting by the IB's attack and are reeling from the unexpected onslaught,unable to cover their tracks fast enough.The GOI is therefore on the right track and should push home the advantage relentlessly,exposing the quisling and anti-national individuals who are betraying the nation with their damaging acts on behalf of their foreign masters.

Use every method including "Extreme Prejudice". The whole structure is repeat of the colonial period activities. Then Church as an ultimate gora NGO is openly sided and actively supported the white invadors around the world. Now the NGOs are doing the same white people work. The "white mans burdon" idea is continuing with the lectures of goras to us regularly.

12 Foreign Nationals behind stir against power

MADHAV NALAPAT

Senior officials reporting to the Ministry of Home Affairs have identified 12 individuals who are considered the prime movers in the ongoing all-India campaign by a few NGOs to "slow down and finally stop" thermal power generation in India. This is according to those investigating the activities of the dozen principal foreign activists (six from the US, four from the UK and one each from Canada and New Zealand) during their frequent visits to this country. According to a senior official, the game plan is to "force the closure of existing thermal power plants, while ensuring through agitations and litigation that new plants do not get set up". Along with this, they have masterminded a drive against coal mining in India, despite the fact that in their countries of origin, mining (including coal) is among the most major of industries.

Some of the NGOs associated with the agitation against both coal mining as well as thermal and nuclear power plants are linked to commercial interests in their countries of origin. An example is Greenpeace, "which is promoting the solar energy equipment of the US-based Zemlin Surface Optical Corporation" in Bihar, a prime target of several foreign NGOs eager to shut down extractive and energy industries in that impoverished state.

Of the 12 names in the list of key foreign players in anti-thermal and nuclear power and anti-coal and uranium mining activities in India, eight are from Greenpeace: Paul Horseman, Greg Muttitt, Emma Gibson, Grace Boyle, Daniel Pentzlin, Lauri Myllyvirta, Owen Pascoe and Carmen Cravatt. Three are from the Sierra Club: Matthew Phillips, Justin Guay and Rosemary Forest. The twelfth, Mike Zemlin works on behalf of Surface Optics. The Manmohan Singh government had "ignored the evidence linking them and other foreign nationals to several hundred agitations" against power plants and mining locations, according to an official investigating their activities, who added that "thus far, Home Minister Rajnath Singh has not initiated any action to check the activities of such NGOs".

Senior officials say that sections of the local population are "intensively targeted by these foreign nationals, who have (by now) developed a cadre of Indian sympathisers who join with them" in generating protest movements against key economic targets. They give the example of a Dutch-funded NGO, Cordaid, which in the guise of preventing atrocities against women in the Northeast, "has (in actuality) been training and leading agitations against oil prospecting in Manipur and uranium mining in Meghalaya, besides hydropower dams in Arunachal Pradesh". They have been working both directly as well as through local NGOs such as Core in Manipur and WING in Meghalaya, besides another named RWUS.

An oil expert working in the government said that "crude oil reserves in Manipur are enough to reduce India's oil import bill by 40%, provided more domestic players are allowed to prospect for oil in potential locations and given freedom to operate". He said that during the UPA period, "neither was the private company involved able to resume oil drilling nor was the Central government interested in creating the conditions needed for them to do so". Another official said that exploration work ought to be "given to more companies than just the Jubilant Group so that more fields get developed". He warned that four foreign NGOs in particular have been active since 2006 ensuring that a hostile climate gets created among the public, "even though the oil industry once developed can make Manipur the richest state in the Union".

A key official from the state warned that "foreign NGOs have developed considerable expertise in using the legal system in India in order to slow down and stop economic activities across various parts of India", by using the services of locals to file cases and generate adverse publicity about such activities. He said that "the Manmohan Singh government was more interested in buying oil from abroad and in getting uranium from outside" than in ensuring the proper exploitation of oilfields and uranium mines in the Northeast.

Information received by investigative agencies suggest that foreign nationals working for large NGOs have, over the years, forged close ties with key journalists as well as senior officials dealing with the indigenous industries that are being sought to get blocked by such forces. Although mounting evidence against Cordaid finally forced the Manmohan Singh government to finally ban the Dutch-funded NGO from working in India, the organisation appears to have got around the ban by funding the travel of key local activists to locations such as New York, Bangkok and Geneva, where "they were given training in ways to shut down operations of plants by both street protests as well as in routing such opposition through the courts and media".

An activist said that uranium mining in Meghalaya and oil drilling in Manipur, besides hydropower generation in Arunachal Pradesh, are all on the list of activities sought to be banned by the foreign NGOs freely operating across the concerned regions. "Even some top officials in Delhi do not want action to be taken against such NGOs", a state government employee in Meghalaya said, adding that "some officers use these NGOs to get scholarships for their children to study abroad, and thereby do their bidding". He warned that certain NGOs have used locations such as Bangkok or Hong Kong to train Indian nationals in GPS mapping as well as in GIS systems, so that they may identify locations and pass on the information to foreign funders.

Several officers pointed out that the intention of the NGOs was to deny India the electricity it needs for faster growth, pointing out that "even hydropower plants are being opposed (as in Arunachal Pradesh) while replacing thermal and nuclear power plants with solar energy was impossible" in a context where the cost of such systems is high and availability low. "The foreign nationals going around the country trying to block energy production know that this will reduce growth and create massive unemployment and social unrest". However, his colleague said that "their expertise is in ensuring agitations", adding that "several of these foreign nationals talk openly of how they have paralysed life in several locations in order to take down a functioning enterprise", thereby causing unemployment and income loss.

Scare stories are common, such as the recent fear created in Vidarbha (where Greenpeace and other NGOs seek to stop thermal plants from operating) that these plants would "suck away water from the land so that farmers would starve".

The anti-development agenda of such NGOs was given a fillip in July 2012, when a conference in Istanbul took place. The purpose was to devise ways of "taking down existing power plants and stopping the building of new ones", according to a former activist, who said that the Indian volunteers were trained to "spread hatred and fear of thermal and nuclear plants by linking them to death and disease", and to stop mining of coal, uranium and other natural resources. "We were explicitly taught methods of agitation and media management, as well as given expertise in the filing of cases in courts across the country", the activist said. Among the NGOs taking part in the Istanbul anti-industry conclave were Greenpeace, Climate Works Foundation and World Resources Institute. The conference decided to target both India and China, although the NGOs clearly find it much easier to operate in the former country. Incidentally, a website (sourcewatch.org) has detailed maps of both India and China showing the location of facilities against which agitations need to be launched.

The Intelligence Bureau got awakened to the growing menace to growth and social stability caused by foreign NGOs after they succeeded in halting the commissioning of the Koodankulam II reactor just before start-up. "For 20 years they were silent, but moved just when electric power would begin to flow to the grid from the Koodankulam plant", said a local official, adding that "religious charities with ties to France were hyperactive in funding the protests". As soon as the government cut off funding, the agitation stopped, thereby demonstrating the close link between agitation and foreign cash.

"We need to create 15 million new jobs every year and cannot do this unless the legal and other blockages created by foreign NGOs and their local partners get cleared", warned an official, adding that "we expect Home Minister Rajnath Singh to wake up to this reality before more time goes by, so that blocked projects resume".

Supporters of Greenpeace and other foreign NGOs active in India scoff at the fears expressed by the agencies, saying that all they are doing is to "ensure that the people of India live in a clean, green environment". They say that to consider such activities anti-national is to "indulge in paranoia and xenophobia", adding that the foreign nationals working in India "love your country and want to help it avoid the mistakes of the West".

the Doval and IB are tracking and studying these guys. They will strike when the time is right. PMO knows India cannot move forward unless the entire country is moving together. Those that hold us back will be slowly neutralized or made inert. Media is next.

The legal framework needs to be updated to handle this. Anyone filing a legal action or publishing material for distribution must be made to attest that they are not doing so under the guidance of foreign interests. That will provide the basis to detain any local collaborators the NGOs have cultivated.

Foreign funding and the Maharajas among NGOs
Delhi reported the highest receipt of foreign donations at Rs2,285.75 crore, followed by Tamil Nadu (Rs1,704.76 crore) and Andhra Pradesh (Rs1,258.52 crore).

IV. Among districts, Chennai reported the highest foreign donations (Rs889.99 crore), followed by Mumbai (Rs825.40 crore) and Bangalore (Rs812.48 crore).

V. The list of donor countries is headed by the US (Rs3,838.23crore), followed by UK (Rs1,219.02 crore), and Germany (Rs1,096.01 crore).

VI. The list of foreign donors is topped by the Compassion International, US (Rs183.83 crore), followed by the Church of Jesus Christ of Latter day Saints, US (Rs130.77 crore), and the Kinder Not Hilfe (KNH), Germany (Rs51.76 crore).

VII. World Vision of India, Chennai, Tamil Nadu (Rs233.38 crore) received the highest foreign donations among NGOs, followed by the Believers Church India Pathanamthitta, Kerala (Rs190.05 crore) and Rural Development Trust, Ananthapur, AP (Rs144.39 crore)

VIII. The highest foreign contribution was received and utilized for--Rural Development (Rs945.77 crore), Welfare of Children (Rs929.22 crore), Construction and Maintenance of school/colleges (Rs824.11 crore) and Research (Rs539.14 crore). Activities other than those mentioned above received Rs2,253.61 crore.

Interestingly establishment expenses [Building/ cars/ Jeeps/ Computers/ Cameras etc.] constituted the bulk of expenditure in most of the NGOs.

Need of the Hour:

In the context of the Intelligence Bureau’s (IB) report on anti-development activities of many foreign funded NGOs, it may be time to constitute a commission of experts including those from the IB to comprehensively study this sector. Also, to use experiences of other countries like Russia, China and the US in dealing with NGOs and formulating regulation to govern them. Perhaps, it is also time to re-look the foreign funding of NGOs in the context of compulsory CSR contributions introduced in the Companies Act 2013—since we are no more the white man’s burden!

Financial Scandal: Organizational Change Has Led to Chaos in Greenpeace
Last week, news emerged that a Greenpeace employee had lost millions in donor money through ill-conceived currency deals. Now the environmentalists are in danger of losing their biggest asset: their credibility.
On the day the scandal hit newspaper headlines, Greenpeace International Executive Director Kumi Naidoo didn't panic. A South African with Indian roots who grew up in a township under the Apartheid regime, a couple million missing euros was far from the worst Naidoo had seen.

Instead of tearing out his hair, Naidoo twittered cheerfully about a lecture he was giving on the dispersal of power. He wished other climate activists happy birthday and counselled "young people out there" not to "put any faith in the current generation of adult leaders."
Unfortunately, Naidoo hasn't been particularly committed to following his own advice. Had he been, the organization he leads, Greenpeace International (GPI), might not have found itself facing a crisis last Monday after having lost €3.8 million ($5.2 million) through currency trading. (Currency trading??? Looks like they have been working with the prominent NGOs on the Wall Street) :rotfl:

Cancellation of registration of the trust or institution in certain cases
The existing provisions of section 12AA of the Act provide that the registration once granted to a trust or institution shall remain

Whereas under section 10(23C), which also allows similar benefits of exemption to a fund, Institution, University etc, the power of withdrawal of approval is vested with the prescribed authority if such authority is satisfied that such entity has not applied income or made investment in accordance with provisions of section 10(23C) or the activities of such entity are not genuine or are not being carried out in accordance with all or any of the conditions subject to which it was approved. Therefore, in order to rationalise the provisions relating to cancellation of registration of a trust, it is proposed to amend section 12AA of the Act to provide that where a trust or an institution has been granted registration, and subsequently it is noticed that its activities are being carried out in such a manner that,—
(i) its income does not enure for the benefit of general public;
(ii) it is for benefit of any particular religious community or caste (in case it is established after commencement of the Act);
(iii) any income or property of the trust is applied for benefit of specified persons like author of trust, trustees etc.; or
(iv) its funds are invested in prohibited modes,

then the Principal Commissioner or the Commissioner may cancel the registration if such trust or institution does not prove that there was a reasonable cause for the activities to be carried out in the above manner.

This amendment will take effect from 1st October, 2014.

The whole logic to amend the act was based on tax issues and fund investment in prohibited mode. But they put in this brilliant amendment which in reality gives them sweeping powers to shutdown any NGO which is even registered under FCRA and lays its taxes lawfully if they feel that NGO is only benefiting a particular religion.

Now ROL ngo's can claim that we soul harvest actually from all religions and hence we work for everyone. But we have to see the govt's intent here. the key word is "benefit of any particular religion". So the work of ROL NGO can be construed very easily as for the betterment of the christian society alone in India and in fact that is their stated objective when they come in for registration under FCRA. They dont claim to come in for soul harvesting or treating hindus. They do it quietly. But their states objective if the betterment of x-tians in India.

So as a 1st step, practically all x-tian ngo's can be shown the door including domestic ones. This is the budget act dealing with registration, not with fcra. So it encompasses domestic and foreign ngo's.

More over, (i) clearly gives permission to throw out any ngo which does not benefit general public. Again these are wide statements that gives the govt too much leverage.

On July 10, India's recently elected government presented its draft budget to Parliament. Finance Minister Arun Jaitley's speech underwent the usual flurry of analysis -- most of which, however, glossed over a particularly insidious detail. Should it become law, the budget will grant revenue officials the power to revoke the registration and tax exemptions of any nongovernment organizations or charitable institutions that run afoul of the country's complex tax rules. The measure spells disaster for India's civil society organizations.

The budget proposal follows the furor over a report produced by one of India's domestic intelligence services that denounces the country's NGOs as fronts for foreign interests that are undermining India's development. The leaked report -- which claims that NGOs are responsible for a 2 to 3 percent loss to economic growth -- was handed to Narendra Modi, India's new right-wing prime minister, days after he took office, and it was circulated to a number of government ministries, prompting fears of an official clampdown.

Although the report names dozens of activists and organizations, it singles out Greenpeace as a "threat to national economic security." The organization, the report alleges, is using its "exponential" growth in terms of "reach, impact, volunteers, and media influence" to "create obstacles in India's energy plans." (The photo above shows Greenpeace activists staging a sit -in to protest the destruction of forests in Madhya Pradesh.) Also in the cross-hairs are groups such as Amnesty International and ActionAid, which are accused of sponsoring "anti-national" protests.

The report bemoans the disruption caused by NGOs in sectors spanning industry, technology, and natural resources, and it comes just as India's new government has pledged to fast-track applications for major construction projects. The coincidence exposes a clear commercial motive: NGOs in India have been particularly active in campaigning against large projects that are environmentally devastating. The report discredits this long and successful history of activism just as India's government has given the green light to firms seeking to exploit the country's natural and industrial potential.

"The government is adopting scare tactics," said Suhas Chakma, director of the Asian Center for Human Rights, in an interview with the Guardian. "It wants to ensure that nobody comes in the way of big projects." The People's Union for Civil Liberties, India's largest human rights organization, also reportedly blasted the report as an attempt to intimidate and silence activist groups. Some activists named in the report -- such as the anti-nuclear campaigner S.P. Udayakumar, who was accused of having "deep and growing connections" with the United States and Germany -- are considering legal action.

The demonization of India's watchdog agencies is neither new nor unexpected, but foreign funding is a particularly sensitive issue. In fact, India's Intelligence Bureau is not the only organ of state investigating the matter. In a follow-up to the report, India's Ministry of Home Affairs claimed that the country's NGOs are "vulnerable to the risks of money laundering and terrorist financing." And on July 4, India's Supreme Court directed the Central Bureau of Investigation, another domestic intelligence agency, to complete its probe into NGO finances after entertaining a public-interest lawsuit last year against the Hind Swaraj Trust, an outfit founded and run by the famous anti-corruption activist Anna Hazare.

Despite having full charitable status in accordance with Indian law, Greenpeace's Indian subsidiary is now subject to a new set of rigid rules. It must obtain the approval of the Ministry of Home Affairs before it can accept any future donations from the U.S.-based ClimateWorks Foundation or its parent body, Greenpeace International.

This policing of NGO finances has an insidious history. In India's war of attrition against civil society organizations, starving them of funds has been the preferred mode of attack. Last year, Human Rights Watch reported that the Indian government was using funding rules to "repress groups critical of the government." The report accuses the government of using ministerial harassment, the threat of criminal investigation, and restrictive financing regimes to force advocacy groups to "toe the line." The consequences have been far-reaching. In May 2013, the government revoked the right of the Indian Social Action Forum, an umbrella organization, to receive foreign funding, constraining the operations of its 700 subsidiaries. Last year, India's Ministry of Home Affairs froze the accounts of as many as 4,000 NGOs for violating rules on international funding. Groups across the spectrum -- campaigning on issues as diverse as torture, domestic violence, and minority representation -- have all been undercut in this way.

The chief culprit is the 2010 Foreign Contribution (Regulation) Act. Originally passed as an anti-corruption law aimed at preventing politicians from taking bribes from abroad, the statute mandates an onerous system of financial hurdles for civil society groups. As Maja Daruwala, of the Commonwealth Human Rights Initiative in New Delhi, notes, under the act, India's NGOs are "unfairly overregulated." They must reregister every five years, cannot accept foreign funds for any activities dubbed "political" by the state, and are denied the investment opportunities available to other legal entities, forcing them to survive on charitable contributions.

This overregulation exposes a despicable double standard on foreign money. India is severing crucial international funding lifelines for NGOs even as it actively courts foreign investment in key industries, including defense, infrastructure, and insurance. Indeed, the July 10 budget speech was a sustained signaling exercise, rolling out sweeping reforms in an effort to seduce international investors.

Campaigners across the globe have fought hard to free India's advocacy groups from these restrictive controls. In 2011, Margaret Sekaggya, then the U.N. special rapporteur on human rights defenders, and, in 2012, the U.N. Human Rights Council's Universal Periodic Review committee both called on India to reform its laws to ensure that civic organizations can operate with freedom and independence. In the absence of such protections, Indian NGOs are left with only two options: They must self-censor or close shop.

Of course, not all nonstate groups are benign. It was the Shiksha Bachao Andolan Samiti (Save Education Movement), a group that claimed to be safeguarding collective interests, that forced the recent pulping of The Hindus, a history of Hinduism by University of Chicago scholar Wendy Doniger. The group sued Penguin, the book's publisher, for offending religious sentiments, triggering a four-year legal battle that ended with Penguin's capitulation earlier this year, when it agreed to an out-of-court settlement. Emboldened by this victory, the Save Education Movement has now set its sights on other works of art and literature that it has deemed transgressive.

Yet it's not this sort of activity that prompts the ire of NGO critics. The Intelligence Bureau report taps into a deep well of knee-jerk public hostility toward nonstate groups, especially those that are nonnative. The Intelligence Bureau's conclusions raise some important questions about the quality of India's nonstate space: How tolerant is the government of critical voices? How willing is it to remedy complaints and be held to account? The Intelligence Bureau report dismisses the work of some of India's most prominent NGOs as "anti-national" -- a nebulous offense encompassing almost anything that goes against the government's platform. Some political groups have welcomed the possibility of a clampdown, accusing NGOs of falsely claiming to be working in the public interest to avoid scrutiny. The vagueness of these charges reflects a mounting threat to Indian civil society.

The tragedy is that the Intelligence Bureau's fresh assault on NGOs is entirely unprovoked. Claims that NGOs have held back India's growth are highly dubious. There is little evidence of a nefarious "foreign hand" at work, and there is scant suggestion that NGOs have broken any laws. But the damage has already been done. India's Ministry of Home Affairs called a meeting on July 4, after the leaked report made headlines, and decided that the implementation of the Foreign Contribution (Regulation) Act needed to be "tightened" and that there should be "greater scrutiny of those NGOs about whom the government has [received] an adverse report."

As Daruwala has argued, "True democracies celebrate involvement of citizens." The covert war that India has waged against civil society groups places serious hurdles in the way of popular participation and corrupts the quality of nonstate space. First, the demonization of NGOs diminishes India's proud history of civic activism, which deserves credit for everything from catalyzing the country's independence movement to campaigns for women's rights. But more worrying is the creation of a climate of fear and self-restraint. As the anti-nuclear campaigner Achin Vanaik said in the aftermath of the report to the Guardian, "We are fearful that this is a kind of witch hunt with longer-term implications to repress all kinds of popular struggles."

Their assignment was to recruit young Cubans to anti-government activism, which they did under the guise of civic programs, including an HIV prevention workshop. Murillo was instructed to check in every 48 hours and was provided with a set of security codes. "I have a headache," for instance, meant the Costa Rican thought the Cubans were watching him and the mission should be suspended.

Over at least two years, the U.S. Agency for International Development — best known for overseeing billions of dollars in U.S. humanitarian aid — sent nearly a dozen neophytes from Venezuela, Costa Rica and Peru to gin up opposition in Cuba. The danger was apparent to USAID, if not to the young operatives: A USAID contractor, American Alan Gross, had just been hauled away to a Cuban jail for smuggling in sensitive technology. He remains there still.

USAID hired Creative Associates International, a Washington-based company, as part of a civil society program against Cuba's communist government. The same company was central to the creation of a "Cuban Twitter" — a messaging network revealed in April by The Associated Press, designed to reach hundreds of thousands of Cubans.

According to internal documents obtained by the AP and interviews in six countries, USAID's young operatives posed as tourists, visited college campuses and used a ruse that could undermine USAID's credibility in critical health work around the world: An HIV-prevention workshop one called the "perfect excuse" to recruit political activists, according to a report by Murillo's group. For all the risks, some travelers were paid as little as $5.41 an hour.
But the AP investigation revealed an operation that often teetered on disaster. Cuban authorities questioned who was bankrolling the travelers. The young workers came dangerously close to blowing their mission to "identify potential social-change actors." And there was no safety net for the inexperienced travelers, who were doing work that was explicitly illegal in Cuba.

s a rizvi is not known for rhetoric or analyses which are less than rigorous. he comes from the old world classic breed of academician intel czars. an extremely intelligent & perceptive person, some of the most high profile scams of recent years were cracked by him and his team (a couple of the largest stock market scams included) and he has broken new ground for the oldest intel org of the country by targeting terror through their money supply even when it is routed through convoluted channels & has many successes to his credit.

in a series of meetings held in late July and early August, decided to "fire on the shoulders of the US and the UN" to tarnish the reputation of Prime Minister Narendra Modi. Sources within London, New York and Geneva say that the plan is to ensure the further penetration by the ISI, and its auxiliary elements, of groups which will be used to paint India as a semi-fascist state. The aim is to convince the international community that Government of India is intolerant and neglectful of minorities, women and Dalits. The ISI is trying to ensure that the UN Human Rights Council (UNHRC) in Geneva begins discussion on a complaint, which the Pakistan agency expects will get filed this year. The complaint will be by the US-based Coalition Against Genocide (CAG) and will contain strictures against the Modi government. According to a Washington-based expert, "16 of the 47 key NGOs (forming the CAG) have received partial or complete funding from the ISI", directly or through channels in the Gulf Cooperation Council and friendly contacts in western countries. "Nine of the CAG's key NGOs have extensive linkages with the Pakistan-American community, which is riddled with ISI sympathisers." These NGOs are leading the charge against India.

Although some effort has gone in the past to spotlight cases of anti-Sikh violence, the focus has shifted since the Narendra Modi-led NDA II government took office on 26 May. The effort now is to manufacture testimony and contrive evidence to show that India is a country where three human rights violations are rife. These are (i) violence against women (ii) human trafficking and (iii) "genocide" of Christians and Muslims, all of this by Hindus.

According to a London-based source, through its global network "the ISI has funded the travel of 247 individuals from India to Washington, Geneva and other capitals from 2007 to 2011". The purpose of such travel was to ensure that "testimony created and vetted in advance by ISI-linked individuals was given by such Indian nationals in the US Congress, the European Parliament and the UN Human Rights Council. Such assertions, the ISI colonels expect, will intensify already ongoing efforts to "depict India as a fascist state killing minorities and the disadvantaged in a systematic manner".

The speed and depth of Modi's diplomacy towards the SAARC countries has alarmed the ISI, which for the past 16 years has watched Delhi's footprint become fainter and fainter in the region. "The warming of relations with Sri Lanka and Nepal has been particularly worrisome for the colonels in the ISI", warned a London-based analyst, adding that "even worse is the fact that the public in both countries is now becoming more India-friendly". According to his colleague, "the warmth with which Modi's diplomacy was greeted by the Sinhala majority in Sri Lanka (which till now has been wary of India) and the cordiality with which even the Maoists greeted the Indian PM while he was in Kathmandu has sounded a warning to the ISI", which till now has found a welcome mat in both countries, largely because of the distaste of large sections of the population towards India, the Buddhist majority in Sri Lanka and the Maoists in Nepal.

A key official in Geneva warns that "since 26 May 2014, individuals across India are being located by ISI cutouts". These are those willing to present "black" (i.e. manufactured) testimony on the three human rights issues mentioned earlier. Another source from the same location claimed that "a mass grave relating to the Khalistan insurgency, which contained more than 50 bodies had been discovered in 2011 in Haryana" but that "the US administration had ensured that this be suppressed, as it did not want to embarrass the Congress Party", which was in power in both the state as well as at the national level (when the incident was alleged to have taken place). Systematic efforts spread over years to discover mass graves of Muslims in Gujarat were abandoned in 2011 as futile, clearly because none existed.

These sources say that the objective of the ISI's operation is to "character assassinate Prime Minister Modi by making NGOs penetrated by the ISI and its auxiliaries ensure that issues of genocide, violence against women, discrimination against Dalits and human trafficking enter the formal agenda of the UNHRC by mid-2015 at the latest". Efforts directed at the US Congress and the European Parliament have also been intensified. A source said that the UK-based Channel 4 "will soon air a documentary about Singrauli in India", which will paint the Modi government as being intolerant. Two individuals were named in this context, Krishan Gopal and Hugo Ward. However, these assertions could not be independently verified.

"The sizeable pro-Pakistan lobby in the US State Department and the Cold War residue of anti-India policymakers are working together with elements in contact with the ISI to ensure that hearings take place on Capitol Hill by mid-2015 at the latest that would bring together dozens of individuals with a coordinated message, that India is a hell on earth for minorities, women and Dalits", according to a London source. The source adds that the ISI has a budget of $34 million to fund (through hidden affiliates) the stay and travel of the more than 300 individuals from India who have been selected to present perspectives before these organisations.

It may be remembered that much of the funding for such "black" operations comes from the narcotics trade and from printing counterfeit currency, especially Indian rupees. Sources in Washington warn that the ISI, along with the pro-Pakistan lobby and its allies of convenience amongst religious fundamentalists in the US, angered by various anti-conversion laws "has enough influence to ensure that staffers on Capitol Hill and agencies such as the US Commission on Religious Freedom (USCIRF), the European Parliament or the Geneva-based human rights organisations call only those who present a negative view on the Modi government", a key official predicted, adding that "at such hearings, the other point of view is never heard".

Another tack agreed upon by the ISI colonels at the meetings was to ensure that more cases get filed in US courts against key political figures in India (connected with the Union government) on the grounds of human rights abuses. Such a process has become possible because of the extra-territorial International Religious Freedom Act (IRFA) passed by the US Congress a decade ago. This law gives US courts the power to accept a complaint from a national of any country against the leader of any other country, and is an extraordinary example of the way in which the US Congress believes itself to be the successor to the British Empire, "where the sun never set". Interestingly, India has been lumped together with Afghanistan and Russia as a Tier 2 country under the law, rather than a Tier 1 country that (US authorities hold) upholds religious freedom. In a Tier 2 country, violations of religious freedom are held to be present in two of the following three heads: "systematic, egregious and ongoing", and placing a country under such a watch-list may open the door for sanctions against it by the US.

While US President Barack Obama rolls out the red carpet for Prime Minister Modi, the colonels in the ISI are looking towards other branches of government in the US to go into overdrive in the coming months against the NDA government on the issue of rights and freedoms. They are also mining their contacts to ensure that similar allegations against India get taken up in the European Parliament and at Geneva. In this task, they have the advantage of years of penetration of NGOs dealing with such matters in the US and European capitals, groups that have scarcely received attention in India, although they fund the stay and travel of hundreds of Indian nationals each year on missions to caricature this country as a state which systematically discriminates against minorities, women and the underprivileged.

"The ISI plan is to ensure that a torrent of negative hearings take place in Washington, Brussels and Geneva by mid-2015, so that the diplomatic outreach of the Modi government can be blunted", the London-based source warned, adding that "thus far, Indian officialdom has concentrated on its peers rather than the broader civil society, where the ISI has been much more successful in gaining access and influence", ironically, especially in those dealing with human rights.

My suggestion avoid them. If you have given your ID then your net movements are most likely being profiled by now for analolitical purposes :P.
