In a rare moment of bonhomie between the treasury and opposition benches in parliament, union External Affairs Minister Sushma Swaraj today earned praise from the opposition members in the Lok Sabha.

"I want to thank Sushma Swaraj ji. She is doing an exceptionally good job to save our people abroad," Aam Aadmi Party's Bhagwant Maan said in the Lok Sabha during question hour.

"Recently, 13 people of my constituency were made slaves in Saudi Arabia. I went to meet external affairs ministry officials who acted immediately. As a result, all these people and eight others were saved and finally returned safely," Mr Maan said.


Millions give up LPG subsidy, save government Rs 4,166 crore
A year after Prime Minister Narendra Modi made a call to the well-heeled to give up their cooking gas subsidy, the campaign seems to have worked.
The number of consumers who have responded to the "Giveitup" campaign has touched a 8.22 million, helping the government save Rs 4,166 crore.
Each of these 8.2 million families has surrendered an annual LPG subsidy worth Rs 5,000. For the government, the savings are around Rs 4,166 crore - a tenth of the allocation for the Mahatma Gandhi National Rural Employment Guarantee Schem

Narendra Modi government evicts record number of illegal occupants from Lutyens Delhi
The Narendra Modi government has evicted a record number of overstaying illegal occupants from government accommodation.
The number of houses vacated has increased three times under the Modi government. Urban development ministry data, furnished by minister of state Babul Supriyo in Lok Sabha on Wednesday, reveals 246 houses were vacated in 2013 under Congress-led UPA government. This number more than doubled in 2014 and then jumped to 746 in 2015 under the Modi government.

BJP, Congress bury hatchet to pass key bills in Parliament
In a welcome development, the Bharatiya Janata Party (BJP) and the Congress have decided to bury the hatchet, albeit briefly.
This compromise will enable the passage of 12 pending bills in Parliament, including one to set up a real estate regulator, though the constitution amendment to facilitate a Goods and Services Tax (GST) is not on the consensus list. The hiatus is especially surprising given bitter exchanges between the two parties over the first fortnight of the budget session of Parliament.

India's big move into solar is already paying off
The price of solar power has plummeted in recent months to levels rivaling that of coal, positioning the renewable source as a viable mainstream option in a country where 300 million people live without electricity. Solar prices are now within 15% of coal, according to KPMG. If current trends hold, the consultancy predicts electricity from solar will actually be 10% cheaper than domestic coal by 2020. And that could turn out to be a conservative forecast. At a recent government auction, the winning bidder offered to sell electricity generated by a project in sunny Rajasthan for 4.34 rupees (6 cents) per kilowatt hour, roughly the same price as some recent coal projects.

Parrikar finds $3 bn lying forgotten in US account
In a disquieting comment on how the ministry of defence (MoD) manages its money, Defence Minister Manohar Parrikar revealed on Friday that he discovered India was paying the US Department of Defense (Pentagon) for new weaponry, even though $3 billion which had been earlier remitted was lying in an account in Washington.
New Delhi had placed the money in the Pentagon-managed account for weaponry it was buying under the Foreign Military Sales (FMS) programme. In this, the Pentagon procures equipment on behalf of foreign governments from US vendors like Boeing and Lockheed Martin.

India denies visas to US religious freedom body

India has denied visas for a delegation from the US government agency charged with monitoring international religious freedom, the agency said on Thursday.
The delegation from the US Commission on International Religious Freedom had been scheduled to leave for India on Friday for a long-planned visit with the support of the US State Department and the US embassy in New Delhi, but India had failed to issue the necessary visas, the commission said.

Twenty recycling plants coming up on Ganga: Gadkari (DH)
The government is putting in "massive efforts" to conserve ecology that include setting up of 20 water recycling plants along the Ganga and create huge employment opportunities, Union Minister Nitin Gadkari today said.

"We are committed to conserving ecology. By developing waterways, we can save the environment and minimise pollution ... Ganga is a subject close to people's hearts. We have started huge work on the Ganga. We are making 20 water recycling plants along the river," Road Transport, Highways and Shipping Minister Gadkari said.

Addressing the World Cultural Festival, organised by the Art of Living Foundation here, the minister said the government has decided to use this water from recycling plants at 13 railway stations and refinery in Mathura, besides 13 power projects.

"Recycling of water will be done and used for industry... The environment issues are very important and I feel we are very much progressive and development oriented. Eradication of poverty is our mission through creation of huge jobs," Gadkari said.

Parliament's nod to convert 111 rivers across the country into waterways is a "revolutionary step" and paves the way for utilisation of 35,000 km of waterways in the country for sustainable development.

Gadkari felt that harnessing waterways will minimise pollution while reducing high logistical charges, adding that apart from waterways, the government is focusing on converting "waste into wealth" and has given nod to 8 per cent plastic usage in tar for building roads.

Besides, iron ore slag is used for road construction and use of bio CNG, bio-diesel, electric and environment-friendly fuel is being promoted to cut down on huge Rs 8 lakh crore crude import bill per annum.

In Nagpur alone, the government will have 100 buses on bio-CNG and another 50 running on ethanol.

Bio-digesters, the minister said, will be used in Delhi to convert its waste into bio-fuel, stressing that completion of eastern and western bypasses along with highway projects worth Rs 30,000 crore will decongest traffic in Delhi by 50 per cent in two years while significantly reducing pollution.

"Conversion of knowledge into wealth as well as conversion of waste into wealth is our mission. By these two missions, we can make the life of people a sustainable one," Gadkari said.

He also let out that the government will soon take the length of National Highways to 2 lakh km so that it can bear 80 per cent of the total road traffic.

At present, the NHs have a length of only about 1 lakh km out of a total 52 lakh km roads and carry 40 per cent of the traffic.

He said government is also spending Rs 11,000 crore to fix 767 black spots as India accounted for a huge 5 lakh road accidents per annum, in which 1.5 lakh people lost their lives while another 3 lakh were left maimed.

The minister revealed the government's plan to reduce the fatalities by at least 50 per cent through various measures.

Addressing the gathering, Art of Living founder Sri Sri Ravi Shankar said focus should be on creating able leaders in various streams, be it politics, religion or social science.

"Chaos lays the foundation stone, clears the path for leaders, leaders make everyone move," he said.

The mega event World Cultural Festival has been mired in controversy for alleged violation of green norms.

He exhorted the youth to get ready to face challenges.

The Defence Pension Disbursing Offices (DPDOs) functioning under Controller General of Defence Accounts (CGDA) in the Ministry of Defence have released revised pensionary benefits to 2,21,224 Defence pensioners drawing service/disability pension. The amount along with first instalment of arrears had been released and credited by the Defence Ministry to the accounts of these pensioners on 01.03.2016.

In the case of remaining 1,46,335 family pensioners drawing pension from DPDOs, payment along with arrears is expected to be released by March end. Banks are under process of revision work.

These steps are a follow-up to Department of Ex-Servicemen Welfare (ESW) of the Ministry of Defence’s notification on 07.11.2015 ordering implementation of One Rank One Pension (OROP) scheme for Defence pensioners.

The total additional annual financial increase for grant of One Rank One Pension (OROP) is Rs. 7488.70 crores. The total amount on account of arrears to be paid for the period 1.7.2014 to 31.12.2015 is Rs. 10925.11 crores.

Out of total annual liability of Rs. 7488.70 crores, PBOR family pensioners shall get Rs. 6,405.59 crores, which works out to 85.5% of total expenditure of OROP.

Due to increase in defence pension budget, the additional liability for current financial year 2015-16 shall be Rs. 4,721.34 crores which will increase the current defence pension liability of Rs. 60,238 crores to Rs. 64,959.34 crores for the year 2015-16.

Detailed implementation orders of OROP with 101 tables containing revised pensions of different ranks and categories were issued by the Department of ESW on 03.02.2016 through their website http://www.desw.gov.in. According to the orders, the Pension Disbursing Agencies have been authorized to make payments with arrears as scheduled.

To facilitate the pension disbursing agencies, the Principal Controller of Defence Accounts (P) have also issued implementation instructions through a circular on 04.02.2016. The implementation instructions along with Government orders are available on the website http://www.pcdapension.nic.in.

PM Narendra Modi's new growth recipe: Just add water
Only 64 million hectares of the 142 million hectares of farm area under crops in India are irrigated. Surface irrigation projects cover only 25 million hectares of that total. Nearly 60 per cent of the irrigation for farms now comes from ground water, mainly through electric water pumps. Subsidised electricity gives farmers an incentive to pump out more water, a key reason behind fast depleting water tables.

That has lent an added urgency to speed up the surface irrigation projects.

Modi's administration has decided to focus initially on 46 of the stalled surface irrigation projects. It has set a deadline to complete half of those by March 2017 and the other half by 2020, according to the 2016/17 union budget.

The 23 projects will help bring an extra 1.3 million hectares under irrigation.


The remaining 150 or so projects that are stalled - like the Kondhane dam - have no timeline yet, as the government tackles the biggest ones first.

FCI goes online, links 30 godowns in 1st phase (ET)
NEW DELHI: To bring transparency and minimise storage losses of foodgrains, state-run FCI today made operations online at its 30 godowns and aims to bring 524 more depots under the system by July.

Of its total 1,928 godowns, operations at 554 FCI-owned godowns will go online initially. Other godowns which have been hired from private parties would be connected to the system thereafter.

"The Depot Online System has been completed. It is an historic step. The automation of the entire process from entry and exit of foodgrains at FCI depots would bring total transparency in the working of FCI. This will improve efficiency in operations of depots," Food Minister Ram Vilas Paswan said after the launch of the system at an FCI depot here.

The Depot Online System will be rolled out in all 554 FCI-owned godowns by July this year. It will also be implemented in godowns owned by state-run Central Warehousing Corporation and State Warehousing Corporations as well as hired ones by March 2017, he said.

Once all depot operations are made online, Paswan said the next focus would be linking one depot to the other via online network, for which the Centre is holding discussions with state governments.

The online depot system would eliminate usage of manual registers and would help in better monitoring and supervision as would reduce leakages and losses. The cost of the project is estimated to be Rs 63 crore.

Big reform: Modi government plans to redeploy bureaucrats and reduce patronage postings
Modi Sarkar is radically reorganising the bureaucracy, and the two signature reforms will be, first, one out of every five bureaucrats in the Centre will work on Prime Minister Narendra Modi's top priority schemes — Make in India, Jan Dhan Yojana, Swachh Bharat, Digital India and Skill India —and, two, the long-standing practice of post-retirement sinecures will come under serious scrutiny.

To start with, 1,800 bureaucrats in top ministries, excluding a few such as the defence, will be scrutinised in the first phase, of which at least 400 will be put to work on half a dozen key schemes championed by the PM— unprecedented in India's administrative history.

The reform may also kill several posts created to accommodate retired babus. Officials familiar with the reform plan told ET this redeployment will coincide with a broader plan to "rightsize" the government.

Recruiting high-skilled professionals and dedicated and specialist technology/communications team in each department are also part of this reform. Officials, who spoke on the condition they not be identified, said a task force set up by the Prime Minister's Office ( PMO) and manned by "senior, trusted bureaucrats" will give its recommendations by April-end.

Officials from the cabinet secretariat, the department of personnel and training and the expenditure department are leading the task force and analysing manpower requirements and appointments in 600 departments, over 2,000 subordinate offices and over 10,000 aligned government organisations spread across the country.


The task force has been mandated to rationalise senior positions, review roles, and take a radical look at recruitment processes and numbers. Giving an example, an official said many ministries retain posts for schemes even after schemes have been discontinued or merged.

"Across ministries there are officials deployed for the previous United Progressive Alliance government's flagship schemes that no longer exist...there is no work, but posts remain. And we need more people for the present government's programmes.

We are looking at ways to partly shift this workforce to priority areas of the government." The task force will identify "patronage postings" or post-retirement postings created across ministries over many years and examine their utility. Five meetings with senior officials, with the PM present in two, have been already held on this issue. Reallocating work to states, since financial devolution to states has increased dramatically, is also a part of the plan.

"The government reduced the number of centrally-sponsored schemes to 27 from 72 last year. Now, with 42% of the central funds going to states, the central bureaucracy must be refashioned," another official closely involved with the reform plan said.

Reducing the number of steps in making government appointments is also a major goal for the task force. Officials said if implemented thoroughly, the reform will reduce the number of ministries and departments, but added that this won't be the immediate effect.

India to accede to the Ashgabat Agreement



The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for India to accede to the Ashgabat Agreement, an international transport and transit corridor facilitating transportation of goods between Central Asia and the Persian Gulf.

The Ashgabat Agreement has Oman, Iran, Turkmenistan and Uzbekistan as founding members. Kazakhstan has also joined this arrangement subsequently. Accession to the Agreement would enable India to utilise this existing transport and transit corridor to facilitate trade and commercial interaction with the Eurasian region. Further, this would synchronise with our efforts to implement the International North South Transport Corridor (INSTC) for enhanced connectivity.

India’s intention to accede to the Ashgabat Agreement would now be conveyed to the Depository State (Turkmenistan). India would become party to the Agreement upon consent of the founding members.

A human story of the electrification: Electrifying India: the day rural Hotasar finally saw the light
hen a government official first came to Hotasar in western India, the villagers shooed him away. He had come to tell them an engineer was on his way and the village would get its first electric light bulb within months. “Bring light? To Hotasar? It’s impossible,” they told him. Others had promised the same, but plans to electrify the village had repeatedly failed.

Hotasar, a small village of about 200 people in the Rajasthani desert, is very difficult to reach. In April last year, it was one of 18,452 Indian villages without electricity. In the past few months, that number has fallen to 12,100 under a flagship programme launched by the Indian prime minister, Narendra Modi.

Despite protests from environmentalists, who say extending coal-powered electricity to India’s 400 million energy-poor people will cause enormous environmental damage, the ministry of power has pressed on with Modi’s ambitious plan. Last week, India’s state-owned oil companies purchased major stakes in Russian oil and gas fields, amid fears that the electrification plan could trigger more energy shortages as demand explodes.

The last census, in 2011, showed that 75 million households in India were still living by candlelight. Under the country’s new electrification plan, every village will have 24-hour access to electricity.

Akbar Pardeshi bought a television two weeks before electricity was due to come to his village. “It’s been sitting in my house for the last 15 days,” he says. “All the villagers put their money together so we could buy one second-hand.”

I arrive at the Pardeshis’ home just as the sun dips below the horizon, the night before the power company switches on their lights. Villagers walked for miles to greet me. Hotasar has never experienced electricity before. Some people have visited nearby towns and seen light bulbs and appliances, but few seem to grasp how exactly it works.

A rumour seems to have spread that the light will come when the lady from the city arrives. “We heard you were bringing light to the village,” one villager says to me. “Have you got it with you in your bag?” asks another.

Hussein, Akbar’s younger brother, tells me he dropped out of school after reaching year 5 because there was no light at home. “I failed two, maybe three times, because I would come home and there was no light to read the books. Then, eventually, my dad said, ‘What’s the point of going to school if you keep failing?’”

Going to the bathroom is a particular challenge, 10-year-old Katubai tells me as she shows me my bed. “We have to go in the open,” she says. “It’s scary. Sometimes there are animals, like snakes or dogs.” Female villagers in India are vulnerable to attacks and sexual violence in such circumstances.

The Pardeshis’ first mobile phone came in 2010. The villagers gathered in the courtyard of the family’s home; pressing buttons, turning it over, they tried to understand how it worked. Now almost everyone in the village has one, though sometimes the signal is so bad, they have to climb trees to hear a voice.

Hussein shows me how the family charge their phones. He doesn’t know quite how it works, but he knows that it stops working if there are clouds in the sky. “Our mobile phones get energy from the sun,” he explains.

All the villagers have similar solar panels in their homes. They were handed out by the government, but can’t do much more than charge a phone or a small torch battery.

Despite India’s economic boom, a succession of governments have failed to develop basic infrastructure and welfare programmes. It means that while many people can afford phones and cars, they still don’t have basic facilities such as toilets or electricity. Previous governments have attempted 12 electrification programmes in rural India; none has succeeded in lighting up Hotasar or similar villages.

Vishal Singh, a government official responsible for overseeing the electrification programme in 126 villages in the wider Jaisalmer district, says: “There were no maps, landmarks or boundaries here. We went out into the field ourselves and marked out the areas that needed electrifying.”

He takes me to a household a few kilometres off the road, in the desert. “There are only a handful of people living here,” he says, “and we’ve gone out of our way to make sure that no corner of the country is left without power.”

On the day the electricity is scheduled to start, the Pardeshis talk about what they’ll purchase for their house. “We’ve got to buy a fridge and an air conditioner,” says Hussein.

“We should build a proper house,” volunteers Akbar, his brother.

The Pardeshis’ grandfathers and great-grandfathers grew up in this house made of sand and straw. As with many of Hotasar’s villagers, the family are nomads and rotate between homes as the climate changes. With electrification, however, aspirations to stay in one place could finally become reality, transforming their way of life. Some villagers have already started building brick and concrete homes in anticipation of electric power. “In 10 years this whole village is going to look like a city,” Hussein says.

Vinod Sharma, a project manager from the electricity company that has the contract for the Jaisalmer region, says: “The government is backing us properly this time. Other plans got delayed in the past because there wasn’t real will or commitment. Now, if I make one phone call for materials, they’ll arrive here the next day. They’ve set targets and if we don’t meet them, the company pays a fine. So we’re working as fast as we can.”

As the sun sets, the waiting finally comes to an end. The electrical engineer, Mojeem Khan, turns on the first light bulb. A small cheer erupts from the small crowd, and sweets are distributed. A set of Christmas lights comes, changing from green to blue to white. The boys run to the sockets to charge their phones.

The TV comes on and men gather around, flicking from channel to channel: a Punjabi comedy, a Bollywood film from the 90s, the news. “We’re going to sit here and watch TV all night,” one of the neighbours says.

Lalibai, in her early 20s, stays outside her bedroom staring at the light. “I’m feeling scared of the light bulb,” she says. “I’ve never seen it before.”

Singh says many villagers have similar reactions. “Before we set up any electricity poles, our first job is telling people how electricity will help them. Many of them think the bulbs will electrocute them or start fires. They used to tell us to go away – they thought the electricity would destroy their homes.”

Taiji, the oldest member of the household, who can’t see in the dark, happily touches the faces of the girls sat at her feet in the courtyard. “I can see you all now,” she says.

NEW DELHI: The government is working on a scheme to provide electric cars on zero down payment for which people can pay out of their savings on expensive fossil fuels, for becoming 100 per cent electric vehicle nation by 2030.

"India can become the first country of its size which will run 100 per cent of electric vehicles. We are trying to make this programme self financing.

Elaborating further, he said, "We are working (on the scheme). Can we actually give electric car for free (zero down payment) and people can pay for that out of the savings on the petroleum products. Innovation is possible, it just needs an open mind. You need to think of scale and be honest."
The minister informed that a small working group under the leadership of Road Minister Nitin Gadkari has been created with Oil Minister Dharmendra Pradhan and Environment Minister Prakash Javadekar ..

He said, "We are meeting in first week of April and see (if) India can be 100 per cent on electric vehicles by 2030. We are trying to see if we can monetise the savings then you will have use cheaper electricity for charging of your cars."

NEW DELHI: India will cut oil imports by 10 per cent in next six years by raising domestic output, conserving fuel and shifting to alternate sources like natural gas, Oil Minister Dharmendra Pradhan said today.

"Prime Minister Narendra Modi has set us a target of reducing oil import dependence by 10 per cent by 2022. We are confident of achieving that in six years," he said at an event here.


Import dependence has, however, risen since then to 78.5 per cent in 2014-15 when India imported 189.4 million tonnes of crude oil for USD 112.7 billion. In February this had risen to 83.1 per cent.

Pradhan, however, exuded confidence of meeting the target by 2022 by raising domestic output and conserving fuel. Also, half of the 10 per cent import dependence cut can be achieved by increasing use of environment friendly gas, he said.

He said the government has already taken a number of policy initiatives in the sector that would unlock a large quantity of hydrocarbons.

With the economy expanding rapidly, India's energy consumption is increasing and without energy security, there can be no development, he said.

India marks record urea production of 245 L tons in FY16: Ahir

India produced a record 245 lakh tonne of urea in 2015-16 and is fast moving to become self-reliant on this front, Union minister Hansraj Ahir said here today.

He said the country would start exporting the commonly used fertiliser in next two years on the back of such production.

"There has been a record production of 245 lakh tonnes of indigenous urea last year against 225 lakh tonnes in the preceding year (2014-15). We achieved this only by utilising our existing capacity," the minister told reporters.

He said this additional production of 20 lakh tonnes of the commonly used fertiliser has not only helped in saving foreign exchange but also in imports substitutions.

"The quantum jump in production of urea is the living example of highly successful 'Make In India' campaign," the MoS for Chemical and Fertilisers said.

He said the increased production of urea is equivalent to the production capacity of almost two urea plants without any additional investments.

Ahir said the BJP government under the leadership of Prime Minister Narendra Modi is trying to revive 5 urea plants across the country.

"As per the announcement made in the budget to revive non-functional urea plants, we are moving fast in this direction and the tender for revival of one plant will be opened soon," he said.

Ahir said his ministry is in consultation with its US counterparts to produce urea from coal.

"We are in talks with our American counterparts to make urea from coal. It's NDA government's dream to turn black gold (coal) into white (urea) one," said Ahir who had blown the lid off the coalgate scam when UPA was at the helm.

"When we start producing urea out of coal, we would be saving Rs 7,000-8,000 per tonne on production.

"Currently, government of India gives subsidy of Rs 55,000 per year on the production of urea and government has to import almost 80 lakhtonne (of urea) from other countries, particularly half of it from China," said Ahir.

He said the government has approved the policy of promotion of city compost by fixing an amount of Rs 1500 per tonne to its producers which will incentivise the production and consumption of city compost.

"Government departments and PSUs have been asked to use city compost for their horticulture and other uses," he said
Cabinet approves policy on Promotion of City Compost

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its approval for a Policy on Promotion of City Compost.

Under the policy, a provision has been made for Market development assistance of Rs. 1500 per tonne of city compost for scaling up production and consumption of the product. Market development assistance would lower MRP of city compost for farmers. Compost from city garbage would not only provide carbon and primary/secondary nutrients to soil but also help in keeping the city clean. Eco-Mark standard for City Compost would ensure that environment friendly quality product reaches the farmers.

Composting can reduce the volume of waste to landfill/dumpsite by converting the waste into useful by-products. This also prevents production of harmful greenhouse gases (especially methane) and toxic material that pollutes groundwater apart from polluting the environment. City Waste composting would also generate employment in urban areas.

Fertilizer companies and marketing entities will also co-market City Compost with chemical fertilizers through their dealers' network. The companies will also adopt villages for promoting the use of compost. Government Departments and Public Sector undertakings will also use City Compost for their horticulture and related uses.


Concerned Ministry/Department will carry out IEC campaigns to educate farmers on the benefits of city compost and will take steps to increase setting up of compost plants across all States. The Agricultural Extension Machineries including KVKs of ICAR will also make special efforts in this regard. Agriculture Universities and KVKs will also take up field demonstration activities using City compost for which D/o Agriculture, Cooperation and Farmers Welfare will assign targets to them.

A joint mechanism will be set up by Department of Fertilizers, Ministry of Urban Development and Department of Agriculture to monitor and facilitate availability of adequate quantity of City Compost at terms mutually agreeable between compost manufacturers and Fertilizer Marketing companies. They will also be authorised to resolve any co-ordination related issue that may arise.

Initially, marketing and promotion of city compost is proposed to be done through the existing fertilizer companies. In due course, compost manufacturers and other marketing entities recognized by the concerned State Government may also be included for the purpose with the approval of Department of Fertilisers. The market development assistance shall be routed through the entity which is marketing it.

NEW DELHI: The recent sacking of 15 customs and central excise personnel, including two at the level of commissioner, could mark a watershed in the annals of India's civil services.

A little-used rule has been employed to send a signal that poor performance could be a firing offence.

Rule 56J of the fundamental rules under the department of personnel and training was last used by the Central Board of Excise and Customs in 1985.

Modi government makes 8 lakh calls in 10 days to check success of four big schemes (ET)
NEW DELHI: Nearly 8 lakh calls to citizens in 10 days flat, few quick questions to answer and a key input sought for any improvements -- this is how the Modi Government has recently, and silently, done a ground-check of the implementation of its key schemes.

This massive exercise done using nearly 800 call agents of the BSNL was to identify the districts which have fared the best in the country in implementing four major schemes - Pradhan Mantri Jan Dhan Yojna (PMJDY), Swachh Bharat (Gramin), Swachh Vidhyalaya and Soil Health Card. Based significantly on this key feedback from the citizens, PM Narendra Modi will be awarding the best districts on Civil Services Day on April 21 with prizes worth Rs 10 lakh each -- the first time the format of the PM Awards will be to award districts which excelled in the 'Implementation of Priority Programmes'.

Senior government officials told ET that it was in fact the PM's idea in early February that feedback from the scheme beneficiaries should also be sought to judge which district had best implemented the priority schemes. Departments overseeing the four schemes had submitted official data with a initial short-list of the exceptional districts. Cabinet Secretary P.K. Sinha then oversaw the 'calls to citizens' exercise, initiated in double-time within 3 weeks of the PM's suggestion. An 8-10 point questionnaires for each of the four schemes was prepared to be put to people in the shortlisted districts.

ET has learnt that nearly 800 call agents of the BSNL were roped in to call up over 7.6 lakh people over 10 days in the last week of February and early March with questions which were to be answered in a Yes or No, and a query on suggested improvements. "This must be the biggest exercise carried out by any central or state government ever in such a short time span to get citizen feedback. The improvements suggested by the beneficiaries in itself is a very important input for bettering the schemes further," a senior Cabinet Secretariat official told ET, speaking on the condition of anonymity.

The citizen feedback will be a "effective input" in selecting the award-winning districts which have gone through a multiple filtering process of evaluation/expert committees. For the awards, states/UTs have been divided into categories for a level-playing field -- one category is the eight north-eastern and three hill states of J&K, Himachal Pradesh and Uttarakhand, second category is the 7 UTs and third category is rest of the states. A district in each of the three categories will be awarded under the four schemes except for Swachh Bharat (Gramin) and Soil Health Card Scheme in the UTs since the scheme does to apply there. There will be 10 awards in all of Rs 10 lakh each.

The main judging criteria is efficient and corruption-free implementation of the priority scheme. The District Collector and the officer directly responsible for implementation of the scheme will be awarded for each of the winning districts to showcase the concept of team spirit. For PM Jan Dhan Yojna, the key criteria is ensuring reduction in zero balance accounts, especially those of women, efforts in implementing the PMJDY in difficult geographical terrains, the BPL numbers, number of Aadhaar seeding done as well as availability of the Bank Mitras to the account subscribers. Questions posed to citizens regarding the PMJDY success have revolved around these points as well. Specific questions posed to citizens were if they were aware of the provision for the accident insurance cover in the PMJDY and if their Rupay card had been activated.

Under the Swachh Schools scheme, the key criteria for an award-winning district is if the project led to improvement in school attendance of girls due to construction of toilets, whether the toilets in schools had been constructed on time and if there was a behavioural change through cleanliness in school. On Swachh Bharat (Gramin) scheme, the key criteria is level of village saturation, sustainability of the cleanliness drive, extent of community involvement and innovations in implementation of the scheme. For the Soil Health Card Scheme, the criteria remains if trained soil scientists have been deployed and if sample analysis was done on time. Farmers who got calls regarding the scheme were asked if they were informed of the schedule of sample collection and if officials used devices for identification of grids for sample collection.

Modi, for all the optics from Obama to Sharif to Eleven, has very little to show in terms of foreign policy achievements. I am not sure why he goes an extra distance with other leaders only for them to spit on our faces later.
In diplomacy and foreign relations, one cannot just take these with an attitude of "egg on the face".

First, I believe Modi to be good at assessing people and he is a fast learner. All the visits to foreign lands, and inviting foreign leaders is not only for some direct benefits; it must have been to assess the foreign leaders. Meeting them would have given Modi an insight to those leaders. Modi is not only good at communication, he can understand things quickly and put them into use.

Second, he needs to befriend some of them and get as many people on his side when he ushers in changes in India. Every NGO and Missionary related action will invite attention from US, Germany itiyadi. So he needs to dangle some carrots to those countries, and probably some danda; for them to look the other way or control their own deep state. As BRF would realize, all these powerful countries have this 'system' or 'deep state' that ensures the survival and interests of the country are not compromised. And Modi has to balance such forces. While the West cannot launch an overt war, they can launch covert wars - color revolutions (that have failed so far).

Third, Modi has used all these trips for the benefit of his plans. There is a speech in which he narrates about that. So Indian institutions and businesses stand to gain from these trips.

Fourth, the big countries would need India, though they are not going to say that openly, for 'market economy'. India is the only country that is growing at a rapid pace. And billion people need tooth brushes, soap, water, drinks, rice, fast food, medicines, clothing etc.

Fifth, he has been campaigning to make those leaders and countries see the Indian way. He has been active on the security, black money, energy, pollution, environment ityadi issues. None of these issues will bear fruit over night.

And a leader has to try, try and try. Just because the past Indian leaders had failed to rally the World behind India does not mean the next PM of India should become isolationist. No country can afford to be in isolation. And Modi has to try - that is the nature of the game. He wins some, loses some and some of them result in a draw.

It is a tad naive to expect the World leaders will succumb to Modi's charms. After all those leaders became leaders with their own charms and might. And some thick skin is needed.

  • In 2015, a decision was to made to sell ONLY Urea that are neem coated. Urea meant for agriculture was being diverted to Chemical industries. The neem coated urea is unfit for Chemical industries. Neem coated not only controls the release of Nitrogen slowly which reduces the usage of urea. In addition it acts as a bio-pesticide. About a third of more than 1,000 projects valued at 14 trillion rupees ($210 billion) are delayed as of January, down from 42 percent a year earlier, according to government data released on Thursday. Cost overruns have come down from 19.8 percent to 18.4 percent in that time, it showed.

After Series of Environmental Milestones, Govt Now Planting 40 Million Trees Along India’s Most Revered River
India’s central BJP government today announced more green news to the ears of many happy environmentalist. The Modi administration said it will be planting 40,000,000 (40M) trees in the next 5 years as Minister of Water Resources Uma Bharati advocated the planting of Himalayan-based species of vegetation that will help ensure a stronger local ecosystem and cleaner river. The Ganga river is considered holy and special to many Indians of all faiths, especially Hindus native to the region.

Releasing the detailed project report (DPR), Bharati said Brahmadrav is “not a myth or faith but fact” as she insisted on planting of “suitable” vegetation to ensure ecological flow (e-flow) of the river is adequate. Bharmadrav is the name of the properties (local unique bacteria) scientists have found in the Ganga river that helps kills germs and keeps it cleaner compared to other local rivers.

“We should keep in mind which species to be planted along the river. Ganga has an exclusive property called Brahmadrav, which ensures its water remains clean. Brahmadrav is not some myth or issue of faith alone. Brahmadrav is fact. It is an exclusive property of Ganga. This Brahmadrav is made due to Himalayan native species of trees. So, we should plant species accordingly,” Bharati said.

The Minister noted Ganga cannot be cleaned by only installing effluent treatment plants and sewage treatment plants alone and stressed forestation will play a bigger part in ensuring unfettered waterflow in the river. The Minister of Water Resources also mentioned that no large river like the Ganges can be cleaned quickly and provided the example of the Rhine and Thames rivers in Europe, which she said took 40 years and 27 years respectively to be cleaned. In the same breath, the Minister though said India PM Narendra Modi is a devoted person who was willing to stay focused and work overtime to complete the Ganga cleaning work in shorter amount of time.

Bharati said Ganga water can only be considered as clean if its aquatic life is in proper shape. She said those who pollute the river by letting industrial waste and sewage in Ganga are “committing sins” by devoting the river water to their deceased ancestors (as part of rituals).

RBI Governor Raghuram Rajan hails government, says India on cusp of a revolution
Reserve Bank of India (RBI) governor Raghuram Rajan said India is poised for a "leap in production" and the government's emphasis on infrastructure creation is bearing results.

"I think we are right for change. The emphasis of the government on infrastructure creation, improving logistics network, some of the private sector companies like Flipkart and Snapdeal are creating a huge change in warehousing, in logistics," the RBI governor said.

Rajan pointed out that for first time India's history the country is close to power sufficiency. "I know the commentary on the fact that some demand is not being expressed. But we are close (to sufficiency) and given that we are using only 60 to 65% of the available capacity there is room for power production," Rajan said.

Rajan said India could be on a verge of a revolution provided businesses are allowed to find their own way. "That not planning too much the path that one has to go through, but instead create the kind of infrastructure the kind of business environment which will allow them to go where they desire to go," he said.
