In 2015-16, record 6,029km of highways constructed
he construction of highways touched an all-time high of 6,029km during 2015-16. Prior to this, a maximum of 5,732 km of national highway was constructed during 2012-13.
Officials said while NHAI reported construction of nearly 2,000 km, the rest came from works done by the road transport ministry through its agencies including state public works departments, Border Roads Organisation and ministry's entity NHIDCL for undertaking works in hill states.

on January 10 had first reported how the total construction was set to cross 6,000-km mark.
Though surpassing 2012-13 record by merely constructing one extra km per day may not be that big achievement, sources said the increased pace of construction will now continue for the next few years.

Look How A Lok Sabha Member Adopted A Village And Transformed It Completely
Lok Sabha introduced a programme, Saansad Adarsh Gram Yojana (SAGY), where in every Lok Sabha member had to take on a village and lead it to development by 2016. This rural development scheme worked wonders for Chikhli, a quaint village in Gujarat.

The MP, C R Paatil, kicked off his work with street cleaning drives, making himself an active participant along with the village volunteers

This included transforming the riverfront area, which changed radically during this course of development. He widened narrow streets and improved teh sanitation situation ten fold. He continued on his challenging journey despite the villagers initial resistance, “It took time to convince the dwellers to cede spaces they occupied in front of their houses and lay out paver blocks. Once they understood the whole idea of SAGY they cooperated with us,” stated a volunteer.

He made provision for a modern aganwadi centre, a bus stop, a library, a diagnosis machine for the Rotary Eye Hospital

Posting in full. I think NaMo's govt will eventually link UPI with Aadhar and JDY.

How the unified payment interface will change mobile payments
The payments interface is expected to bring about a significant shift in the way mobile banking transactions are conducted

Mumbai: The National Payments Corp. of India Ltd’s (NPCI) most ambitious project, unified payments interface (UPI) system, will go live on Monday. The payments interface is expected to bring about a significant shift in the way mobile banking transactions are conducted.

Mobile banking has surged in India in recent months as banks have pushed both retail and corporate customers to adopt platforms designed to transact on the phone. In the September-December quarter, the value of mobile banking transactions surged 82% over the same period last year.

The launch of UPI could quicken its growth further. Here’s how:

1. Reduce need for e-wallets:

UPI is set to allow you to make payments using your mobile phone as the primary device without the need for you to download an app to send or receive money.

Hence, you may no longer need an e-wallet if convenience is your primary focus for using the product. Also, you will be able to use multiple e-wallets seamlessly as they will become inter-operable with UPI.

2. No need to disclose identity while making payments:

Sample this. If you want to settle your bill with the cab driver at the end of the journey, you just have to give your virtual address and the driver will request money from it. Sure, the system will check with you.

You will get a message on your mobile phone asking for authentication.

Once you authenticate the transaction by entering your password, it will be complete. This process doesn’t require you to share bank details with either the driver or the cab service provider. Also, since UPI runs on Immediate Payment Service (IMPS) platform, the service will be available real-time and 24x7.

3. Use any bank product:

UPI will make the payment system inter-operable. Hence, you will be able to use the products of any bank, even if you are not a customer, which has entered into an agreement to use the UPI platform.

4. One-click, two-factor authentication:

And finally, UPI enables a two-factor authentication in one click. So far, for a two-factor authentication, you have to click multiple times. With UPI, you will be able to do it at one click. This system will allow for a one-click, two-factor authentication on mobile phones across bank accounts.

Indian Railways Rs 8 lakh crore infrastructure development plan to be rolled out soon

Plagued with a long spell of underinvestment, Indian Railways is firming up a plan for infrastructure development with an ambitious target of pumping in more than Rs 8 lakh crore over the next four years.
The massive investment plan would involve high-speed rail connectivity, station redevelopment and capacity augmentation across the country.
We are drawing up concrete plans for investment of about Rs 8.5 lakh crore in the coming four years for modernisation of rail infrastructure, said a senior Railway Ministry official.
Hoping that a lot of opportunities for economic growth will follow modernization of the public sector behemoth, the official said the National Plan for Railway Infrastructure Development is being formed factoring in funding of projects for the coming years.
As per the plan, while part of the funding will come from the capital expenditure provided for in the Rail Budget, a major chunk is expected to come from outside the budget through PPP and multilateral funding.
Indian Railways capital expenditure has increased from Rs 57,000 crore in 2014-15 to Rs 97,000 crore in 2015-16 and, in the current fiscal, it has been pegged at Rs 1.21 lakh crore.
Talking about huge opportunities for investment in the sector, the official said while LIC is lending Rs 1.5 lakh crore for rail expansion, avenues for funds from other countries are also being explored.
“We have agreements with 13 countries for cooperation in the rail sector. Railways has already signed a Rs 97,636 crore deal with Japan for the Mumbai-Ahmedabad high-speed rail project,” he said.
Besides the Mumbai-Ahmedabad corridor, Indian Railway is planning to link all metros with high-speed trains as part of its Diamond Quadrilateral project which requires huge private funding.
On the station redevelopment front, he said there was a lot of scope as the public transporter is opening up 408 major stations for private sector participation.
The redevelopment plan envisages vertical growth of stations with opening of shopping malls, eateries, parking lots, among others. “The proposed stations will be offered through online auction shortly,” he said.

Technology for transparency in rural electrification
Ministry of power is using a mobile app for monitoring the progress of PM Modi’s ambitious rural electrification project
Recently when Mohd Sadiq called his home to enquire about the well-being of the family from Riyadh, Saudi Arabia, where he works with a private construction firm, he casually asked his younger brother “Any progress on village electrification” To which his brother replied, “The village is on the list and work is under progress, even he can keep a close watch on the progress by merely downloading a mobile app called Garv App. Recalling the many attempts made by people of Bela under Parihar block in Sitamarhi district of Bihar, for getting an electric pole erected, Sadiq said, “We tried hard, in fact at times villagers contributed money to get an electric pole erected but failed due to lethargic bureaucracy and corruption. Therefore, for us, an idea of seeing progress step by step on a mobile app is a pleasant surprise.”

In his 69th Independence Day speech on August 15, 2015, Prime Minister Narendra Modi announced that 18,500 villages which still have no electricity would be electrified within the next 1,000 days. To ensure transparency and providing real-time information about the project, the ministry of power launched a mobile app—Grameen Vidyutikaran App (Garv App)—last year in October. The app provides the status of electrification along with photographs of the electrical infrastructure with GPS coordinates and allows citizens to adopt a village, district or state for monitoring the progress. After adoption, they get a notification, if there is any change in the progress of adopted area. Similarly, the district magistrate and other officials can track the progress district-wise and state-wise.

How Narendra Modi is getting India to save on electricity
The Narendra Modi government is trying to solve India’s electricity problem by pushing for more efficient appliances.
Just last year, Asia’s third largest economy faced a 3.6% deficit in peak-hour energy supply. Such a shortfall not only affects manufacturing and industrial productivity but also inconveniences millions of Indians, particularly during the torrid summer months. And this even as over 280 million people are yet to have access to electricity in India.
Since taking reins in May 2014, the Bharatiya Janata Party (BJP) government has focused on fixing this crisis, dabbling with everything from turning to solar power to providing financial incentives to power distribution companies.
Now, as India’s power requirement is slated to grow at an average of 5.2% between 2014 and 2024, the Narendra Modi administration is increasingly turning its focus towards saving more power.

In January 2015, the government had launched the National Programme for light emitting diode (LED)-based home and street lighting. Under this, conventional lamps, which typically use more power, will be replaced by LED lamps that consume 80% less energy.
Last week, the government initiated two more similar schemes: one aimed at replacing inefficient agricultural pumps and the other replacing ceiling fans with more energy-efficient ones.
These will be implemented by Energy Efficiency Services Limited (EESL), a joint venture under the union power ministry that is also undertaking the LED project.
Better agriculture pumps and fans

The National Energy Efficient Agriculture Pumps Programme will replace inefficient pumps with ones that are better-rated, for free. The new ones will feature a smart control panel and a SIM card, enabling their control from homes. Currently, India’s outdated agricultural pumps are estimated to consume 170 billion units of energy.
A new scheme—the National Energy Efficient Fan Programme—has also been launched, under which, energy efficient ceiling fans of 50 watts will be provided at Rs60 per month or a one-time payment of Rs1,250 ($19). These fans are being produced by domestic fan-makers such as Usha and Bajaj.
“The government estimates that the use of these fans will lead to savings of Rs700 ($10.5) a year on their electricity bills. This means, a consumer can recover the cost of this energy-efficient ceiling fan in less than 2 years,” the statement added. The program has so far been rolled out in Andhra Pradesh in south India and Uttar Pradesh in the north.

Advice is just a pseudonym for infiltration, especially in administration. There was a time when videshi was considered the most effective panacea for all ills plaguing Indian governance. However, Prime Minister Narendra Modi perceives anyone with foreign connections in ministries as a devious influence peddler. Last week, following instructions from the PMO, the Health Ministry embarked on a purge of over 150 consultants who were advising it on various health-related issues. Most of them have been working in the government for many years, and are handsomely financed by prestigious global organisations like WHO and the Bill & Melinda Gates Foundation.

A large number of these have been involved in programmes that monitor the spread of HIV/AIDS and tuberculosis in India. Modi’s choice of the Health Ministry as his first arena to sweep away foreign influence in the government has upset and disrupted a well-knit system which permeates government agencies, influence policies and whose final beneficiaries are its financiers. The PM may be talking about Invest-in-India to Make-in-India, but he is not in a mood to take any advice from anyone other than those he feels has only India’s interests at heart. During the past 23 months in office, he has welcomed the largest number of foreign entrepreneurs, professionals and other icons than any of his illustrious predecessors at 7 Race Course. Yet, he has refrained from inducting foreign-educated advisors or experts sponsored by the West in key positions.

He has been closely monitoring the role of foreign-funded NGOs and other consulting agencies, which were counseling various ministries on myriad social, economic, environmental and health issues. He instructed trusted officials in the Ministry of Home, Finance, the CBI and RAW to review the role of over 100 such outfits, which had found ingress into the government. According to Home Ministry sources, foreign-sponsored consultants were not only feeding data and exclusive information to other international agencies through their participation in global seminars and conferences, but also through various research-based NGOs in India. Some of these individuals and organisations were also directly or indirectly involved with those who have been hounding Modi since 2002. To add fat to the fire, key officials of these bodies were the ones who lobbied in the US and the West to deny Modi a visa.

Now, the government has drawn up for special scrutiny, a list of over 700 foreign-linked or -funded consultants working with ministries such as Power, Finance, Environment, Education, NITI Aayog, Roads and Transport, Agriculture, Non-Conventional Energy, Mining, Petroleum and Natural Gas and Defence Production. Even some of the prominent PSUs have been identified for special screening, thanks to their association with foreign consulting firms. The PMO is convinced that most development and infrastructural projects have been delayed for a decade and more, only because of the convoluted spins given by these firms to ensure that India will continue to depend heavily on imports. For example, during the early 1980s when Indira Gandhi was prime minister, a blueprint to make India fully self reliant in petroleum products by 1990 was finalised. Yet, even after 35 years, the country spends billions of dollars on importing crude oil. Even though the Health Ministry has the largest number of foreign-affiliated advisors, India still suffers from the maximum number of diseases and reels under an inefficient health administration. The environment ministry was home to consultants from the World Wide Fund of India, while experts from Britain’s DFID worked for both ministries of Housing and Urban Poverty Alleviation until December. Yet both the ministries haven’t been able to get rid of parasites. During one of the numerous ministerial reviews by the PMO, it was discovered that outside experts were hanging on to their jobs much beyond their contractual terms, on one pretext or the other. None of the senior officials or even the ministers could offer credible excuses for those still clinging on to the government. It was decided that the Home Ministry will do a thorough review of each one of them.

The Ministry later on hinted that most of these consultants are tailoring their reports for ministers and bureaucrats to influence policies in such a way that it promotes the commercial interests of their parent agencies. For example, the government suspects that the quantum of the HIV/AIDS infected population in India was artificially raised to get, not only more funds from the Indian government but also to help specific pharma companies manufacturing medicines that treat AIDS. Highly exaggerated statistics on HIV victims has brought India a bad image in the world. What upset the Modi government was the inability of these consultants to reverse India’s negative image on hygiene, environmental protection, clean energy and inclusive education. Instead, the very institutions, which had drafted these experts into the government, have been playing anti-India roles on international platforms.

The reality is that the Indian political leadership has been suffering from an inferiority complex since Independence. Since various prime ministers from Nehru to Manmohan Singh saw it as their mission to establish their imprints and road maps for faster economic development, they laterally inducted large number of experts hired by international agencies to assist the government. Manmohan even packed the Planning Commission with a record number of foreign consultants soon after taking over as prime minister in 2004. This led to furious protests from the Left, forcing him to abandon the move. The Finance Ministry has always been the preferred destination for foreign-educated economists. They have been following the revolving door principle. Almost all its Chief Economic Advisors have sometime or the other been on the rolls of foreign institutions that include universities. They come to serve India and go back to the West after the government, which appointed them was ousted. Numerous Parliamentarians and others have raised questions about the undesirable influence of these money mandarins on India’s fiscal and monetary policies, which they think are guided by the ideological fancy of their permanent habitat—the US. The ongoing purge of foreign elements from the government and other institutions appears to be part of Modi’s nationalist agenda. His message is loud and clever: while in government Work for India and Dream for India.

Twitter Seva: Government's helpline for startups seeking funds and support (ET)
NEW DELHI: The government is following up the big-bang launch of the 'Start up India, Stand up India' initiative with setting up a hotline for entrepreneurs on micro-blogging site Twitter. Called the " Twitter Seva" service, it will act as a helpline of sorts for entrepreneurs seeking funding, support or government assistance of any kind. According to government officials in the know, San Francisco-headquartered Twitter is being roped in for the service that is likely to be launched on April 21.

A team of officials from the ministry of commerce and industry will be deployed behind the scenes to help startups get connected to various stakeholders such as venture capitalists, incubation centres or iron out any issues with government clearances. The service is being modeled after the citizen engagement initiatives of the Railway and power ministry on Twitter.

"It is a very active grievance redressal mechanism through social media because most of the entrepreneurs that the ministry caters to are already online, so using Twitter to solve their problems makes sense," said a government official who did not wish to be identified.

The person added that currently the process is manual where the top officials of the ministry including the union minister for commerce and industry Nirmala Sitharaman would manually scan all the tweets on a daily basis, direct complaints to the relevant authorities and revert with solutions.

"Through this initiative with Twitter, a full blown software will be developed which will automate the whole process, working out a mechanism where grievances are automatically routed in real time to the concerned person, who works on it and feeds it back to the person," said the official.

The service could become a platform for people to present their ideas to the government which can choose to take it forward. Under the Startup policy, the government has decided to take a spate of measure to promote entrepreneurship in the country but course correction is a critical part of the process; said a second official.

Govt to allow Pak Hindus, Sikhs to buy property, open bank accounts and make their citizenship registration easier
New Delhi, April 17

People belonging to minority communities of Pakistan, staying in India on a long-term visa, will soon be allowed to buy property, open bank accounts and get PAN and Aadhaar cards, with the Modi government planning to roll out special facilities for them.

Among other concessions, the BJP-led government is all set to offer them reduction in fees for registration as citizens of India from Rs 15,000 to as low as Rs 100.{On the right track:AmitShah should entice the Hindus in tharparkar of Sindh and settle them as strategic vote banks against the islamist illegals nibbling away at India in WB, Assam,Tripura, Bihar ,Western UP,Mumbai,Delhi,J&K etc.If leftists & sikulars encouraged settlememt of islamist illegals as vote banks in malda and dhubri its time BJP too created Hindu votebanks to counter them.}

Though the exact number of minority refugees from Pakistan, Bangladesh and Afghanistan living in India is not known, according to rough official estimates there are around 2 lakh such people, mostly Hindus and Sikhs.

There are around 400 Pakistani Hindu refugee settlements in cities like Jodhpur, Jaisalmer, Jaipur, Raipur, Ahmedabad, Rajkot, Kutch, Bhopal, Indore, Mumbai, Nagpur, Pune, Delhi and Lucknow.

“The Central Government has been constantly reviewing the hardships being faced by the minority communities in Pakistan staying in India on LTV. To ease some of their difficulties, it is proposed to provide the facilities,” a notification issued by the Home Ministry says.

The facilities include permitting opening of bank accounts without prior approval of the Reserve Bank of India  subject to certain conditions, permission for purchase of dwelling unit for self-occupation and suitable accommodation for carrying out self-employment without prior approval of the RBI subject to fulfilment of certain conditions.

Issuance of driving licence, PAN and Aadhaar cards, permission to take up self-employment or for doing business, which is considered safe from security point of view, dispensing with the requirement of personal appearance before the Foreigners Registration Officer for registration are a few other facilities being planned.

Allowing free movement within the state/UT, where they are staying instead of restricting their movement within the place of stay, and allowing free movement to those living in the National Capital Region (NCR), simplifying the procedure for visit to a place in any other State/UT are being proposed.

Permission for transfer of LTV papers from one state/UT to another state/ UT, waiver of penalty on non-extension of short term visa/ LTV on time, permission to apply for LTV at the place of present residence in cases where the applicants have moved to the present place of residence without prior permission are some of the other highlights. — PTI

PM Modi's campaign: One crore households give up LPG subsidy
NEW DELHI: The number of households that have voluntarily given up their LPG subsidy crossed one crore on Thursday, firing a shot in the arm of Ujjwala -- Narendra Modi government's scheme to provide gas connections free of cost to women from five crore BPL (below poverty line) families in the next three years.

The number of households surrendering subsidy represents over 6% of the total registered LPG consumer base and comes within a year of PM Modi's appeal.

Modi had launched the 'Give It Up' campaign on March 27, 2015. While inaugurating 'Urja Sangam', a global energy meet, he appealed economically well-off people to voluntarily surrender subsidy and promised to give back LPG connections to poor households.

Till late Thursday afternoon, the government's website for Pahal - the scheme for cash transfer of cooking gas subsidy - said 1,00,06,303 households had voluntarily given up subsidy. But the number was changed to 99,06,410 later in the evening. Oil minister Dharmendra Pradhan is expected to announce the milestone number on Friday.

A subsidised cyclinder costs Rs 419.13 in Delhi, while a non-subsidised refill for domestic use costs Rs 509.50. Consumers are currently entitled to 12 cylinders of 14.2 kg each in a year at subsidised rates.

The government intends to provide gas connections to 1.5 crore BPL households free of cost in this financial year. The number of surrendered subsidy covers two-thirds of this target and would make government's task easier.

The Ujjwala scheme was announced in the Union Budget, which earmarked Rs 2,000 crore for rolling out 1.5 crore BPL connections in this fiscal. Subsequently, the Cabinet on March 10 decided to expand the scope to five crore BPL connections in the next three years and earmarked a total of Rs 8,000 crore.

The Ujjwala scheme will no doubt help improve women's health - especially in rural areas - and environment. But it is also expected to yield rich political dividend for parties, making LPG the new vehicle for political outreach. WHO has blamed toxic fumes from unhealthy cooking fuels such as kerosene, firewood and cowdung cakes for causing five lakh deaths every year in India. According to experts, having an open fire in the kitchen is like burning 400 cigarettes an hour.

PM to launch Rs 8K cr scheme for free LPG connections to poor

Prime Minister Narendra Modi will on May 1 launch an ambitious Rs 8,000 crore scheme to provide 5 crore free LPG connections to BPL families using the money saved from 1.13 crore cooking gas users voluntarily giving up their subsidies. Modi will launch the Pradhan Mantri Ujjwala Yojana at Ballia in Uttar Pradesh on May 1 and do a repeat function at Dahod in Gujarat on May 15. Though 'Give-it-Up' campaign seeking the well-heeled to voluntarily surrender cooking gas subsidies for one year was launched in January, 2015, Modi on March 27 last year officially launched the programme. "Since the launch, 1.13 crore people have given-up LPG subsidies and are buying cooking gas at market price," Oil Minister Dharmendra Pradhan told reporters here.

"Providing LPG connections to BPL households will ensure universal coverage of cooking gas in the country. This measure will empower women and protect their health. It will reduce drudgery and the time spent on cooking. It will also provide employment for rural youth in the supply chain of cooking gas," he said. Finance Minister Arun Jaitley had in his Budget for 2016-17 provided Rs 2000 crore to provide deposit free LPG connections to 1.5 crore women belonging to the Below Poverty Line (BPL) families. Further, the Budget announced that the Scheme will be continued for two more years to cover 5 crore households.

The Government on Tuesday revoked the order tightening rules for withdrawal of provident fund money. Union Labour Minister Bandaru Dattatreya announced this at a press conference in Hyderabad, hours after the government put the new norms in abeyance for three months.

He said that he would take ratification from Central Board of Trustees of EPFO adding that the old system will continue.

The proposed new pact would have barred withdrawal of the employer’s contribution from the PF money till the age of 58 years.

Bhakts at UK’s Financial Times calculate that India has knocked China from the top of the FDI league table

That’s right folks…before 2014…we used to struggle to make the top 10 list. In fact, from 2009 to 2013, we couldn’t even get into the top 10! In 2012 and 2013, we were languishing at a pathetic 15th place in the whole world.

And in just the 18 months since Modi came to power, the Chinese got their a$$es handed to them… You just had to have a teeny tiny bit of belief in the inherent greatness and potential of our nation… Evidently, that was too much to expect from Madam’s Mameluks…

X-posting from the economy thread

Crony capitalists' wealth in India shrinks, says The Economist
With the government taking several measures to clean up the system, the wealth of “crony capitalists” in the country has dipped, according to a study by The Economist.

The study claims that from its peak of 18 per cent of gross domestic product (GDP) in 2008, the crony capitalists’ wealth is now down to three per cent. Its index on crony capitalism across the world is based on work by Ruchir Sharma, the head of the emerging markets teams at Morgan Stanley Investment Management, and Aditi Gandhi and Michael Walton of Delhi’s Centre for Policy Research, among others.

The Economist said the crony index is the idea that some industries are prone to “rent seeking” — when the owners of an input of production, land, labour, machines, or capital, extract more profit than they would get in a competitive market. Cartels, monopolies and lobbying are common ways to extract rents. Industries that are vulnerable often involve a lot of interaction with the state, or are licensed by it: for example, telecoms, natural resources, real estate, and defence.

India Inc has successfully managed to stop foreign direct investment in several sectors, including insurance and defence, and later made huge capital gains by selling their stake to foreign companies once the sector was opened up.

news18:

Eggs, bananas, milk likely to find place in school thalis
Nearly 11 crore children having midday meals daily can expect more wholesome food in the coming months as the HRD ministry has revised food norms after seven years.
In fact, norms for cereals have been revised for the first time since MDM came into force in 1995, reported The Times of India.
A committee headed by Vinod Paul, head of neo-natal department, AIIMS has recommended reduction in cereal intake 100 grams to 90 grams for primary school children and 150 grams to 125 grams for upper primary school children -but added extra items like milk, milk products, eggs and bananas to the meal.

Govt unveils DBT 2.0
"The overall aim is to have at least two-three alternative systems in every village for payment of DBT - apart from bank mitras, post offices and postmen will be a major addition," a senior PMO official told ET. There are about 1.55 lakh post offices in India and about 1.38 lakh of them are in core rural areas.

"This huge presence and post offices and postmen being part of the social fabric in rural India is a major asset. The same will be used in a major way from March 2017 for DBT distribution," the senior PMO official said.
