Achievement Tracking - Modi 2.0 Govt - No Discussions

Hi all (admins and BRFolk) - we need a thread which acts as a repository of what all is happening with this new Govt. No discussions and just compendium of links and data, so that people can follow what is going on. Discussions can take place in the other policy thread re: policies in Modi sarkar etc.

What I am seeing is a 100 links spread out across multiple threads and focus being lost.

Will also act as a useful counter to all the motivated propaganda (sure to occur) which says nothing is done.

I'd suggest the following format: Title, Date, Explanation/Brief description, Link

There can be topics which straddle multiple topics, but please make an attempt to at least add one.

AHMEDABAD: After a wait of eight long years, the Gujarat government has got the final clearance to raise the height of Sardar Sarovar dam from 121.92 metres to 138.68 metres.

The decision was taken at the crucial meeting of the Narmada Control Authority (NCA) in New Delhi on Thursday.

JN Singh, managing director, Sardar Sarovar Narmada Nigam Ltd (SSNNL) confirmed the development.

Senior government officials say at the Full Reservoir Level of 138.68 metres, there would be assured water for irrigation to an additional area of 6.8 lakh hectares, an additional 40% power generation, and enhanced water supply.

Raising of Narmada dam height to 138.68 meters will take at least 36 to 40 months once started.
Note benefits to multiple states, plus increasing Indian experience in a world class engineering program.

Fear of Narendra Modi makes babus finalize plans in 24 hours

Within hours of President Pranab Mukherjee speaking on the Modi government's priorities, some of the ministries have started preparing detailed sketches of some of the proposed programmes.

Sources said that the schemes have been picked by the Prime Minister's Office and the ministries were asked to draw up detailed plans quickly. This is being seen as a move by the PMO secretariat to identify the schemes and programmes that can be first tracked with a clear focus.

In certain cases, the ministries had to prepare rough plans within a day as there was no word from the PMO or the Cabinet secretariat on when the PM will review presentations. All the departments have sent their presentations to the Cabinet secretariat.

On Tuesday, senior officials across ministries were busy preparing "responses" to issues referred to them by the PMO. Government officials said that considering the government's commitment to ensuring hygiene by providing drinking water and toilets in every household, the drinking water and sanitation ministry is preparing a detailed plan on "Swach Bharat Mission".

Similarly, the consumer affairs department is preparing a detailed plan for expansion and detailed monitoring of essential commodities across the country so that early trends can be detected for taking necessary steps.

The urban development and housing ministries are preparing a roadmap for making cities better and more efficient while also chalking out plans to develop new cities. The housing ministry is working out a strategy to enable the private and public sectors to create enough house stock to achieve "right to house" furing the NDA's tenure.

In secret Delhi meet, India tutored China on land laws

NEW DELHI: India could be playing a vital role in China's transition to private ownership of land. In a meeting that was kept secret, a high-level Chinese delegation led by its vice-minister for legislative affairs of the state council is understood to have met top officials of India's legislative department here to understand and frame a robust law for China, giving 'individual rights on land to people in both rural and urban areas'.

"Land dispute settlement, compensation, legal and policy protection on house ownership and inheritance were some of the issues discussed," sources said.

On May 16, the day results of India's general elections announced, Chinese vice minister Xia Yong, a special representative of President Xi Jinping, met a team of the legislative department officials in the Union law ministry. Xia was briefed by additional secretary in the department, Sanjay Singh, an expert on framing land laws and someone who was instrumental in the drafting of the Land Acquisition Bill.

Road projects along China border to get fast-track approval

NEW DELHI: After giving two quick green clearances to defence projects, the environment ministry has now decided to fast-track road projects along India-China border. These road projects within 100 kilometres of the Line of Actual Control (LAC) are crucial for troop movements and other related developments for security point of view.

A decision on environmental and forest clearances on building defence infrastructure in areas in the 100 km-range from the LAC can be taken by the state governments concerned, environment minister Prakash Javadekar said. "Construction of roads within 100 kilometres of Line of Actual Control will be given fast-track approval", said the environment minister Prakash Javadekar. A policy in this regard will be formulated very soon, he told reporters. The 4,056-km-long LAC with China touches four states — J&K, Uttarakhand, Himachal Pradesh and Sikkim.

Interestingly, it is the second such decision keeping China in mind.

The ministry has earlier given its go ahead to set up a radar station at Narcondam in Andaman & Nicobar Islands.

The project was pending for long despite repeated requests from the defence establishment which wanted to install the radar at the strategic location in view of suspected Chinese presence and "listening post" on nearby Coco Island.


Though Coco Island in the Bay of Bengal belongs to Myanmar, China is learnt to have set up extensive infrastructure there.

Referring to the delays in grating clearances to such vital projects under previous government, Javadekar said, "Delays in Defence projects were due to case by case decision making process. We'll make policy laid decisions. We will put policies in place".

KJoishy - in that case, we will have this only after five years at which time having this discussion is moot (politically surcharged atmosphere). The aim is to track the Govt's decisions as they occur - the Narmada dam decision being a case in point.

MMS is really not a comparison - in fact the past few days re: policy and discussions are already bearing that out.

Working a 6-day week? No problem! Bureaucrats are loving Modi’s iron-fist
New Delhi: Prime Minister Narendra Modi has told India's civil servants to throw out dusty files, clear clutter from corridors and may even demand that they work a six-day week.

The apparatchiks? They are apparently loving it.

Within days of taking office, Modi issued 10 administrative commandments. The first: Build Up Confidence in the Bureaucracy.

"This is unprecedented. Power has been shifted," said Suhaib Ilyasi, editor of Bureaucracy Today, a professional journal.

"The bureaucrats are feeling happy - even though they will have to work harder," added Ilyasi. In a readers' poll, more than 70 percent backed Modi's shakeup.

It's a huge turnaround for a state apparatus that, despite recruiting its top cadres through tough competitive examinations, has been ranked Asia's worst by one political risk consultancy.

In a two-pronged attack, Modi has targeted slovenliness in government offices - often grimy places where red spit from chewed betel nut stains walls, toilets are rarely cleaned, and discarded furniture and rotting files clog corridors.

In an edict seen by Reuters he demanded "hygiene and cleanliness". Offices must be "cleared and spruced up"; each department should scrap 10 archaic rules; and forms should be no longer than one page.

Change has been dramatic at government buildings across the colonial-era heart of New Delhi. Outside the Agriculture Ministry, unused files and old computers were piled up to be taken to a junk yard. Missing ceiling tiles have been replaced in passageways to cover loose cables.

The Health Ministry issued a statement saying that 35 steel cabinets, three water coolers and 40 chairs had been cleared from its corridors. The Ministry of Women and Child Development has launched an tender to auction off "obsolete/unusable/unserviceable items".


Modi also wants bureaucrats to think creatively and take risks to overcome administrative paralysis that set in over the past decade as the previous government became engulfed in a series of corruption scandals.

He has abolished a slew of cabinet committees, concentrated power in the Prime Minister's Office and is expected to overhaul a Soviet-style Planning Commission.

Modi's gruelling schedule has ministerial secretaries - the top-ranking civil servants - rushing to keep up

Investments to get push as Modi govt takes green clearances online
Of the 285 projects that have been stalled, around 44 percent are blocked due to pending environment clearances. Most of the projects are in the field of energy - power, coal and petroleum. Prakash Javadekar, the new minister of state for Environment, Forests and Climate Change, announced the online service system for TOR (Terms of Reference) and environment clearances. "For 25 days, submissions can be done both online and in the form of hard copies. But from 1 July, it will be fully online. That is our beginning of transparency. One need not visit the office but submit their proposals online," Javadekar said. The new system will allow applicants as well as authorities to keep a check on the entire process while adhering to the timeline of various clearances\rejections. The government is likely to launch an online system for forest department clearances as well.

NEW DELHI: Declaring that there should be no space for criminals in Parliament, Prime Minister Narendra Modi on Wednesday sought the support of lawmakers to ask Supreme Court to complete trials of pending cases against MPs within a year.

The PM, who has spoken of fast tracking pending criminal cases against MPs during his campaign, said such an initiative will help punish the guilty and remove the taint from those MPs who are falsely charged.


"Would it not be better if the guilty are punished? Then every time you file an affidavit you don't have to put down a case that some NGO will highlight as a pending criminal investigation," Modi said in Rajya Sabha while replying to the debate on the President's address to Parliament.

NEW DELHI: Prime Minister Narendra Modi on Tuesday evening abolished four cabinet committees, including the one dealing with the Unique Identification Authority of India (UIDAI) and decided to reconstitute five top cabinet panels that deal with Security, Economic affairs, Political and Parliamentary affairs and appointments, taking another significant step towards his goal of downsizing the government.

The decision to do away with cabinet committees dealing with Prices, World Trade Organisation, UIDAI and natural calamities comes ten days after the Modi administration scrapped all the groups of ministers set up by the UPA to deal with prickly policy proposals.

It is in sync with the Modi's mantra of 'minimum government and maximum governance' and signals the new government's desire to dismantle the UPA model of governance, which heavily relied on ministerial panels.
"What happened in the UPA's decade-long rule - a dozen cabinet committees and over 100 groups of ministers to take decisions — was unprecedented," said Naresh Chandra, who served as cabinet secretary under P V Narasimha Rao.

Modi govt puts NGOs under scan following IB warning

The Prime Minister's Office has written to all the ministries twice, asking them to furnish details of NGOs working with them on various projects. This comes soon after the PMO received a report from the Intelligence Bureau (IB) alleging that NGOs were threatening India's economic security.

The letters were sent on June 3 and 5 by Nripendra Misra, principal secretary to PM Narendra Modi, to all the secretaries heading various central ministries. The first letter, issued on June 3, merely sought details of all autonomous bodies and NGOs working with the ministries.

"This is for the first time that the PMO has sought such information. Ministries have been asked to give details of all autonomous bodies working under them, what is their function etc," said a senior government official who requested anonymity. "The PMO has also sought information on NGOs working with ministries such as when were they appointed and details of projects they are working on. We were just told that the PMO wanted to update its database."

The second letter issued on June 5 is much more detailed and seeks extensive details about the NGOs and the projects in which they are partnering with the ministries. It seeks details of the NGO, its affiliations, people on its board, foreigners working with it and details of their employment and visa, as well as Foreign Contribution Regulation Act (FCRA) clearance.

1,200 years of servitude: Modi offers food for thought

Bahut baar humse thoda ooncha vyakti mile, to sar ooncha karke baat karne ki humari taaqat nahin hoti hai (The slave mentality of 1,200 years is troubling us. Often, when we meet a person of high stature, we fail to muster strength to speak up). Those were some seminal words in the speech of Prime Minister Narendra Modi in Lok Sabha on Wednesday. He was speaking as part of the Motion of Thanks to the President’s address to the joint session of the Parliament on 9 June. The key phrase was – "1,200 years of slave mentality".

Makkhan Lal, historian and former ICHR Council member, says, "The prime minister has stated historical facts. He was not asserting to political correctness. Whether Ghoris, Ghaznavis, or the rulers of the Sultanate or the Mughal period, they were all foreigners originally. They didn't belong to the culture of the land then. They came from outside, waged wars against the local rulers, took them captive and in many cases, plundered the resources and ruled the land by enslaving the locals." The question, it seems, is not about foreign rule or local rule, but about 'slavery' or subservience to a foreign power that gave birth to slave mentality. Lal elaborates, "Had the British not left India in 1947, and stayed on and become one among the Indians, they too would have begun to be considered as non-foreign."

Social scientist Shiv Visvanathan throws more light on the subject when he says, "The PM has clearly gone beyond the colonial rule but it is not about British rule or Muslim rule. He is probably referring to the perception a particular rule left on the minds of the people, periods that gave birth to a certain kind of dependency, slavery, sycophancy, whether during the Muslim period or the British rule."

Holy men to advise on Modi's Ganges river cleanup

(Reuters) - The new government will seek the advice of holy men on how best to carry out an ambitious plan by Prime Minister Narendra Modi to clean up the Ganges, a river that is sacred to the majority Hindu population.

Hindus bathe in the Ganges in an act of ritual purification, yet the 2,500 km (1,600 mile) river stretching from the Himalayas to the Bay of Bengal is full of industrial effluent and untreated sewage, its banks strewn with garbage.

Previous attempts to clean up the river, including introducing flesh-eating turtles to devour the charred remains of the dead cremated on its banks, have failed due to a lack of planning or coordination.

Modi, elected last month to represent the 3,000-year-old riverside city of Varanasi, has taken personal responsibility for restoring Maa Ganga, or "Mother Ganges", as part of a broader push to husband India's scarce water resources and improve standards of public health and hygiene.

"We will make cleaning up Ganga a people's movement, in keeping with the vision of the prime minister," Uma Bharti, minister for water resources, river development and Ganges rejuvenation in Modi's cabinet, told reporters on Thursday.

Consultations would be held with non-governmental groups, sadhus, or Hindu holy men, living near the river, "priests carrying out various rituals around it", scientists and politicians, she said.

"We are seeking the help of everybody. We are looking for a huge mass movement," added Bharti

She promised to come up with detailed proposals in a month and a half for the project, dubbed "Ganga Manthan". In the Hindi lexicon, manthan signifies a deep contemplation and churning of facts that leads to enlightenment.

Employees to get pension payment order on retirement day: Govt

New Delhi: The government has decided to give pension payment order to an employee on the day of his or her retirement, Union minister Jitendra Singh said today. The Department of Pension and Pensioner’s Welfare is working with the vision of ensuring the life of dignity for pensioners, the Minister of State for Personnel, Public Grievances and Pensions said.

The goal is to ensure 100 per cent payment of all retirement dues and the delivery of pension payment order to retiring employees on the day of retirement itself,” he said at the first interactive conference with state secretaries (Pension) here.

The Department of Pension and Pensioner’s Welfare has taken a number of steps including review of forms and simplification of procedures.

An online Pension Sanction & Payment Tracking System called BHAVISHYA has been launched, said a press release issued by the Ministry of Personnel.

“By ensuring complete transparency, this system would obviate delays in sanction and payment of pension,” it said.

In furtherance of what Prime Minister Narendra Modi has been insisting upon, i.e. benefits to reach to all the states and not merely restricted to Centre, the Department has convened a meeting with pension secretaries of state governments to share information, experience and best practices on pension matters.

There are about 50 lakh central government employees and 30 lakh pensioners.

Appointments Committee of Cabinet (ACC), led by PM, will be solely responsible for senior-level appointments in Govt. It will ensure that senior positions (Secretary and above) are not left vacant for a long time, and that there is no corruption or favoritism in these appointments.

All officers selected have to be proposed through an online process ACC Vacancy Monitoring System (AVMS). Through this AVMS, the Govt will monitor the status of vacancies, and ensure transparency in appointments.

The 3 member ACC will consist of the Prime Minister, the Home Minister, and the Minister of the concerned department.

The board-level appointments of the PSUs will also be made by the ACC.

The AVMS has been lying unused over the last few years. It is not being updated with information about vacancies and appointments. As part of the Prime Minister's 100-day agenda, it will be updated and activated very soon.

PM Modi kicks into gear with defence, dam projects

NEW DELHI: The new government kicked into gear this week, clearing billions of dollars worth of long-delayed defence projects, including a big Navy base, as well as approving the scaling-up of one of the country's biggest dams.

The decision to give the projects the go-ahead despite concern about their environmental and social impact signals Prime Minister Narendra Modi's no-nonsense approach to issues he considers to be important for national security.

The clearances were made over several days and were the first major decisions from the government that swept to power on May 16 on promises of getting Asia's third-largest economy moving and building a stronger country.

Environment minister Prakash Javadekar said the government could not compromise on efforts to build military and civil infrastructure on the border with China as well the west-coast naval base in as an alternative to crowded Mumbai port.

As well as the $2 billion extension to the Karwar base Karnataka, Javadekar approved a radar station in the Andaman and Nicobar islands in the Bay of Bengal.


A defence source said he also planned to fast-track road building along the disputed border with China.

The radar station proposal had earlier been turned down because the environment ministry under the last government saw a threat to the Narcondam hornbill, an endangered bird species.

The radar on Narcondam island is one of 18 that the military has planned, running north to south along the Andamans, which straddle the strategic seaway leading to the Malacca Straits.

For a country where the best technical minds, after passing out from top technology institutes like IITs, pursue MBA courses and end up with financially lucrative business management jobs, India’s becoming a permanent signatory to Washington Accord is good news.

In what can well be an opportunity for Prime Minister Narendra Modi to enhance India’s technical education and in turn its technical expertise significantly, India joined an elite 17-member group of permanent signatories of the Washington Accord. Washington Accord is an international accreditation agreement for engineering degrees among prominent nations of the world. The agreement is aimed at promoting mobility and quality assurance of engineers across international boundaries. The Accord requires member nations to ensure that the highest quality assurance standards are implemented in their technical and engineering programmes.

It is said that if you throw a stone anywhere in India, there is a high chance that it will hit an engineering college. Despite being one of the countries with the largest number of engineering colleges and around 1.5 million engineering graduates every year — that’s more than the US and China’s share combined — India is still technologically handicapped. This handicap has two important aspects:

One, that the majority of the 1.5 million engineers who graduate every year don’t have the necessary engineering skills required. Most of them do it for a degree’s sake or under parental pressure. So, basically, India is not producing a million engineers every year but wasting its potential resource.

Second, the Indian market doesn’t have jobs for all these engineers. Besides, IT and manufacturing, there is nothing much in other sectors we train our engineers in (like chemical, metallurgy).

This leads to engineers who study chemical engineering, metallurgy, textile engineering ending up in the IT sector. It is a loss for the company as well as the engineer. The company has to train them again and risk having them turning out to be not a good software engineer. The engineer’s 4-year training is wasted and he/she might not excel in the other sector.

According to the HRD Ministry, the signatory status will substantially increase global employment opportunities for technical and engineering graduates. This is the need of the hour as it will motivate our best minds in engineering to pursue a career or further studies in the field.

Now, degrees awarded by institutions accredited by the National Board of Accreditation (NBA) would be recognised by all Washington Accord member nations. This will give international recognition to the degrees of Indian engineers, enhancing their employment opportunities across the world. National Board of Accreditation (NBA) was established by AICTE (All India Council of Technical Education) as an autonomous body for evaluations of technical institutions and programmes.

The International Engineering Alliance (IEA), Secretariat of the Washington Accord, sent a review team in December 2013 and January 2014 to carry out a comprehensive review and audit of NBA accreditation systems and practices. The review team submitted its report in March 2014.

Congratulating the NBA, HRD Minister Smriti Irani said that this move will ensure that the highest quality assurance standards are implemented in our technical and engineering programmes. This will do away with the substandard quality of training imparted at engineering colleges which have mushroomed across the country in recent years.

One hopes that with this, India’s problem of plenty becomes an opportunity to extract the maximum benefit from its abundant talent pool

"I don't know why this was not done by previous govts. Maybe this pavitra work had to happen through myself, so our govt. has taken decision to create the war memorial. Also we have decided to pass law on One Rank One Pension." PM said

Power sector poised for biggest revival in recent years
NEW DELHI: The new government's resolve to pursue economic reforms appears set to catalyse the power sector's biggest revival in recent years.

On the back of positive market sentiment, distressed power projects are finding buyers, companies are putting in equity and equipment orders are getting finalised. This comes after a nearly four-year-long dry spell, during which shortage of funds and policy issues hobbled development.

Experts say the sector is recovering faster than expected as companies believe a pick-up in economic growth will lead to a surge in electricity demand.

Industrial production in India grew at 3.4% in April due to improved performance of the manufacturing, mining and power sectors and higher output of capital goods. "We are hoping for a big revival in the power sector," said Ashok Khurana, director general of Association of Power Producers. "The sector is now looking up and waiting for a concrete set of actions to handle issues of fuel security, transmission congestion and electricity off-take."

Kameswara Rao, PwC India's leader for energy, said action that had slowed midway is now picking up. "Projects that were lying low have gathered some energy. The promoters of the projects that are half through have picked up pace of work," he said.

For instance, Visa Power's imported coal-based project in Chhattisgarh has placed orders for ancillary equipment. "The project is gathering momentum and the company has begun talks with Bharat Heavy Electricals , which is the main plant vendor, on cost and time overruns," industry executives said.

Similarly, equipment contracts for at least five power plants, totaling 5,000 mw capacity, are expected to be placed in a month's time. These include two projects of 1,320 mw each of Tamil Nadu generation utility at Ennore SEZ and Udangudi.

According to people in the know, orders for Gujarat State Electricity Corporation's 800 mw Wanakbori project and Maharasthra's 660 mw Bhusawal project will be placed soon. Meanwhile, NTPC is planning to open bids for its 1,320-mw Khargaon project in a month.

The stimulation is also seeing an increase in the number of foreign companies interested in taking over Indian projects. Industry executives said international firms like Abu Dhabi National Energy Co and GDF Suez have evinced interest. However, functioning of most Indian plants is hobbled by issues like fuel supply and lack of regulatory clearances. Soaring stock prices can also lead to differences in asset valuations between buying and selling firms.

According to reports, companies like SREI Infra, Rural Electrification Corp are eyeing Abhijeet Group's 1,080 mw project in Jharkhand, which is valued at about Rs 9,000 crore.

I will leave it to Karan M to have the final (and decisive) word, but my feeling is that this thread also will track the government's progress, and that can only be done if the plans are also outlined in some manner. It is perhaps a bit over-optimistic in any case to expect the government to have concrete achievements so early in its term, so in a sense even a plan is an achievement of sorts - in that they have one at all - considering the track record of the last 5 years. But like I said, await Karan M's decision on the subject.

New Delhi, June 18 - Union Home Minister Rajnath Singh Wednesday asked officials to speedily create a National Population Register (NPR).

At a review meeting, the minister said effective steps should be taken to push the project to its logical conclusion, an official release said here.

The NPR scheme is the biggest security and e-governance initiative in the world.

Rajnath Singh instructed that all necessary proposals, including the updating of the database through linkages with the birth and death registration system and the issuance of national identity cards to citizens, be brought for approval at the earliest.

New Delhi, June 17: All nearly 2.5 lakh village panchayats in the country will be provided broadband connectivity in three years, Communications and IT Minister Ravi Shankar Prasad said Tuesday.

Talking to reporters here, Prasad said 50,000 village panchayats will be provided broadband connections in the current financial year. “Another one lakh will get in 2015-16 and the rest in 2016-17. All the village panchayats will be connected to broadband by the end of financial year 2016-17,” the minister said.(IANS)

With the entire country facing outrage and disenchantment due to increasing incidents of crimes against women, the new dispensation at the Centre has taken the first steps towards putting things back in order. Within a month of its coming to power, the Narendra Modi Government has opened India’s first One Stop Crisis Centre (OSCC) for women in Bhopal.
The already traumatised victims suffer even more when they visit a police station to file a criminal complaint against rapists. They are asked embarrassing questions and at times even an FIR is not registered as police suspects victims are lying. Social stigma is yet another reason such incidents go unreported. Society treats victims like offenders. At times even proper legal representation — which they have a right to — is lacking. Thus, a special cell, a One Stop Crisis Centre is needed so that proper care and counselling may be given to all those who deserve it. The Centres have been created to provide them medical aid and also legal help.

New Delhi: In an attempt to provide impetus to India’s ailing manufacturing sector, the National Democratic Alliance (NDA) government is drawing up a Rs.10,000 crore plan to boost localization of at least 10 key technologies in the capital goods sector.

A cabinet note seeking government approval for the plan was circulated last week by the department of heavy industries.
The project, which will first start as a pilot at six Indian Institutes of Technology (IITs) and the Central Machine Tools Institute with a grant of Rs.920 crore, will work on key technologies that cannot be “bought” or “brought” by India. The government will also enlist industry as a partner in the project, aimed at reviving the Rs.1.85 trillion Indian capital goods sector.

Centre cracks the whip on NGOs, direct foreign funding put on hold

New Delhi: Acting on Intelligence Bureau's recommendation, the Ministry of Home Affairs on Thursday put on hold direct funding of NGOs from abroad.

The MHA has directed the Reserve Bank of India of Indian to put on hold foreign funding to NGOs. Also, NGOs will have to inform the RBI prior about any funding they receive from abroad.

The Centre's action came a day after the IB prepared yet another report on NGO Greenpeace, recommending cancellation of permission given to it for collecting funds abroad besides reassessment of its tax compliance.

The IB had sought that foreign donations to the Greenpeace be put on "prior category" list so that permission is taken before any money flows in for funding their activities.


The report has also listed 12 foreign nationals who have been associated with some NGOs in their campaign against coal mines, power projects and nuclear power plants.

Government allocates Rs.5,000 crore to settle locals along China border
According to sources since the area has almost no infrastructure, local residents have been pushed as far as 50 km from the border, making the areas more vulnerable to incursions by Chinese troops. In the past few years, there have been numerous incursions along the border.

"If there are no people living in these areas, the Chinese can claim it to be their territory in case of a border dispute," the official said. According to sources, the fund of `5,000 crore, likely to be approved in the new government's first budget, will be over and above the earlier allocation of `28,000 crore. There are plans to build schools, hospitals, roads and provide all basic amenities to people living here.

Newly appointed Minister of State for Home Affairs Kiren Rijiju, who hails from Arunachal Pradesh, stressed the need to enhance the deployment of troops, improve infrastructure and modernise the Indo Tibetan Border Police (ITBP) to secure the border soon after taking charge.

The government has already shown urgency in expediting projects along the border that were stuck because the Environment Ministry was not giving clearance.

Environment Minister Prakash Javdekar, last week, said the government is working to fasttrack clearance for infrastructural projects in areas along the Line of Actual Control (LAC).

With no roads in high altitude border areas, patrolling is difficult and the frontier has become vulnerable to Chinese incursions. Sources said several road projects were stuck for nearly 10 years.

The government has also approved an increase in the deployment of the ITBP personnel to guard the border. The Home Ministry has approved the building of 54 new outposts along the China border.

A proposal was made by ITBP before the elections but the previous government did not act on it. With the new outposts, the number of troops on the ground will also increase in number. Currently, there are close to 40 outposts and nearly 15,000 personnel guarding the sensitive zone. According to sources the number could now go up to 30,000.
