Income taxpayer base moved up substantially to 6.26 crore at the end of the last fiscal, from nearly 4 crore earlier, CBDT Chairman Sushil Chandra said today.

ANd returns for this year is still 30 September, so I think the final number might be close to 7 crore. All these years salaried employees complaiend they were the only ones paying taxes, well looks like most people are finally moving to the tax net and earlier era of looting the public savings via easy loans and hiding NPA's is coming to an end. to be honest most of today's PSU Bank NPA of 8 Lac crore should have been NPA on 31 Mar 2014.

Not sure why this is an accomplishment. It opens up questions as to how can one ascertain country of origin for immigrants who have secured AADHAR or PAN card in India.

Extension of date for filing of Income Tax Returns extended for five days up to 5th August, 2017

There are some complaints that the taxpayers are not being able to log on to the e-filing website of Income Tax Department or not being able to link Aadhaar with PAN because of different names reflected in PAN and Aadhaar database. While technical snags have been removed already, the main reason for failure of people to log in is because of last minute rush and panic in which those who have already logged in want to continue for the entire period for fear of losing it.

In order to ease-out the panic situation, the Government has decided to take the following steps:

• For the purpose of e-filing return, it would be sufficient as of now to quote Aadhaar or acknowledgement No. for having applied for Aadhaar in e-filing website. The actual linking of PAN with Aadhaar can be done subsequently, but any time before 31st August, 2017. However, the returns will not be processed until the linkage of Aadhaar with PAN is done.

• In order to facilitate the e-filing of return, it is also decided to give extension of five days for e-filing of return. The return can be filed upto 5th August, 2017.

Govt may scrap PDS: Modi (Deccan Herald)
Prime Minister Narendra on Monday said the government is likely to scrap public distribution scheme (PDS) system and transfer money directly to the accounts of poor beneficiaries after getting encouraging results from Haryana and Puducherry. {Sweet. First pilot-test in small area, then expand. Hope their pilot runs of labor law reform in RJ bear similar fruit.}

Modi stated this during his Monday's informal discussion with BJP MPs from Delhi, J-K, Haryana, Punjab, Uttarakhand, Himachal Pradesh and Chandigarh. According to a press statement issued on the outcome of interaction with parliamentarians, Modi stated that "poor are getting money directly into their accounts after Haryana and Puducherry closed their PDS systems. This model may be implemented in other states as well".

He informed the members that Haryana and Chandigarh have managed to check corruption after they became kerosene free.

Under the PDS, central public sector undertaking Food Corporation of India (FCI) sells food grains, including wheat, rice and sugar, and kerosene through fair price shops in states and union territories.

The PM also impressed upon the MPs to ensure the continuance of the "benefit chain" under the GST and urged small businesses and traders to register under the new tax regime. The lawmakers gave positive feedback on the GST to Modi and stated that there was a lot of enthusiasm among small commercial ventures regarding the new law.

"GST has been accepted and overwhelmingly supported across the country. Small traders should also register themselves with this new tax law. It should be ensured that the benefit chain of GST be continued," Modi was quoted by an official statement as having told the party MPs.

He also talked about qualitative changes his government's schemes have brought in the lives of people belonging to the hills since MPs from Uttarakhand and MP were present in the sixth such meeting at his residence.

Over 11.44 Lakh PANs Deactivated, Says Junior Finance Minister (ndtv)
New Delhi: More than 11.44 lakh permanent account numbers (PANs) were deleted or de-activated in cases where multiple PANs were found allotted to one person, Parliament was informed today.

This was informed by Minister of State for Finance Santosh Kumar Gangwar in a written reply to the Rajya Sabha.

"As on July 27, 11,44,211 PANs have been identified and deleted or de-activated in cases where multiple PANs were found allotted to one person," the minister said.

PAN is the key identifier of taxable entity and aggregator of all financial transactions undertaken by one person.

"One PAN for one person is the guiding principle for allotment of PAN," Gangwar said.

He further said that as on July 27, 1,566 PANs have been identified as 'fake' which were allotted to either non-existent person or in the names of persons with false identities.

The facility to delete or de-activate the PAN is available with the Assessing Officer through application software.

During 2004 to 2007 also, an exercise for de-duplication of PAN was conducted in the tax department to identify probable duplicate PANs.


Replying to a question on recovery of undisclosed income post demonetisation, Gangwar said the Income Tax Department conducted searches in 900 groups of persons during November 2016 to March 2017, leading to seizure of Rs. 900 crore and admission of undisclosed income of Rs. 7,961 crore.

Besides, 8,239 surveys were conducted leading to detection of undisclosed income of Rs. 6,745 crore.

"Information of various kinds of wrong-doings by about 400 persons was also shared with other law enforcement agencies such as Enforcement Directorate and Central Bureau of Investigation for appropriate action," he said.

He further said during the current financial year (till June end) the department conducted searches in 102 groups, seizing assets worth Rs. 103 crore.

Referring to the launch of 'Operation Clean Money' on January 31, Gangwar said about 18 lakh persons whose cash transactions did not appear in line with their tax profile were identified and approached through email/SMS.

Over 9.27 lakh responses were received giving information on 13.33 lakh accounts involving cash deposits of around Rs. 2.89 lakh crore.

"Advance data analytics tools were deployed which further identified 5.56 lakhs new cases and about 1 lakh those cases in which either partial or no response was received in the earlier phase. Besides, about 200 high risk clusters of persons were identified for appropriate action," the minister added.

25% growth in number of Income Tax Returns filed in current fiscal Advance Tax (Personal Income Tax) collections up by 41%

As a result of demonetization and Operation Clean Money, there is a substantial increase in the number of Income Tax Returns(ITRs) filed. The number of Returns filed as on 05.08.2017 stands at 2,82,92,955 as against 2,26,97,843 filed during the corresponding period of F.Y. 2016-2017, registering an increase of 24.7% compared to growth rate of 9.9% in the previous year. The growth in returns filed by Individuals is 25.3% with 2,79,39,083 returns having been received upto 05.08.2017 as against 2,22,92,864 returns in the corresponding period of F.Y. 2016-2017. This clearly shows that substantial number of new tax payers have been brought into the tax net subsequent to demonetization.

The effect of demonetization is also clearly visible in the growth in Direct Tax Collections. Advance Tax collections of Personal Income Tax (i.e. other than Corporate Tax) as on 05.08.2017 showed a growth of about 41.79% over the corresponding period in F.Y. 2016-2017. Personal Income Tax under Self Assessment Tax (SAT) grew at 34.25% over the corresponding period in F.Y. 2016-2017.

The above figures amply demonstrate the positive results of the Government’s commitment to fight the menace of black money. CBDT is committed in its resolve to eradicate tax evasion in a non intrusive manner and widening of tax base.

Centre, Supreme Court mulling radical judicial reform to ease higher courts’ load (ET)
NEW DELHI: A radical judicial reform is on the anvil — the government and the Supreme Court are actively considering a new judicial mechanism, courts of appeal — that will be set up to help clear the huge backlog of pending cases. {radical indeed, but many vested interests arevested in status quo. lezsee.}

The proposal moots that post hearings in district courts, appeals in all civil and criminal cases will be heard in the courts of appeal. These new courts will be placed higher than the district courts but below the high courts.

High courts will only hear core constitutional matters. After a court of appeal verdict in a civil or criminal matter, a litigant can only appeal before the Supreme Court, not a high court. {so traffic jam at SC will continue, no? Unless you have SC benches in each state and UT, no?}

Big Admin Exercise

Since procedural and material costs of a Supreme Court appeal are quite high, the number of appeals to be filed in the top court after a verdict from court of appeals is expected to be low. Judges for these new courts will be recruited
from among the “brighter members” of the cadre of district court judges
as well as from the Bar. {admission even if late that not all hizzoners are infalliably bright onlee}

A number of courts of appeal is likley to be formed under the jurisdiction of each high court, and case disposal norms or targets may be set for these courts. Setting up the courts of appeal will be a big administrative exercise and may require changes in some rules governing the present system.

The idea that an alternative mechanism was needed to hear all statutory appeals and therefore, decongest the legal system was firmed up at a recent top-level meeting attended by senior officials from the Prime Minister’s Office, the cabinet secretary, and secretaries from ministries of finance, department of personnel and training, law and Niti Aayog. Two Supreme Court judges represented the top court at the meeting. ET has reviewed the minutes of the meeting.

Madhya Pradesh to give one lakh cash award for pending revenue cases after three months
Chief Minister Shivraj Singh Chouhan on Tuesday said a campaign for quick disposal of undisputed revenue cases like demarcation and partition has been launched in Madhya Pradesh and citizens will get a cash award of Rs one lakh if their cases remain pending after three months.
.....the award money will be recovered from the officer/employee found responsible for the delay.

The landmark judgement of the Supreme Court imposing penalties of an estimated Rs 25,000 crore on illegal mining merits serious reading by the entire corporate sector, and not just by those who extract mineral wealth.
A crucial aspect of the court case that needs to be highlighted is the fact that the mines ministry, after Piyush Goyal took charge of its affairs, dramatically changed the relatively lenient position that the previous government had taken in the matter of companies violating green laws applicable to the sector. In doing this, GoI showed its determination to resist strong pressures.
Conventionally, mining was deemed illegal only if ores were extracted without a mining lease. Under the mining law, the penalty was equal to the entire output from such an operation. However, once the lease was obtained, even if the mining operation ravaged forests, made the air unbreathable and degraded the environment to make thousands of crores, the penalty under the environment law was a laughable Rs 50,000. This built a very strong business case to start mining without waiting for green clearances.
The government argued before the Supreme Court in January that extracting minerals without the necessary green clearance should be deemed illegal not just under the environmental law but also under the mining law that imposes back-breaking penalties for default. The Supreme Court has upheld this view.

According to authorities, the resignations were driven by the dealers' failure to make an extra buck since the "foolproof machines" were installed, a charge some of the dealers have admitted.
Bijnor district supply officer Manish Kumar Singh said, "Dealers can't cheat people anymore. In Bijnor alone, 10 dealers have quit."
The PoS machines were brought in to address the lack of transparency in the distribution of rations, which allowed dealers a free rein to siphon off rations.

Narendra Modi’s $87 billion river-linking project set to take off as floods hit India (mint)
Daudhan: After years of foot-dragging India will begin work in around a month on an $87 billion scheme to connect some of the country’s biggest rivers, government sources say, as Prime Minister Narendra Modi bets on the ambitious project to end deadly floods and droughts.

The mammoth plan entails linking nearly 60 rivers, including the mighty Ganges, which the government hopes will cut farmers’ dependence on fickle monsoon rains by bringing millions of hectares of cultivatable land under irrigation.

In recent weeks, some parts of India and neighbouring Bangladesh and Nepal have been hit by the worst monsoon floods in years, following two years of poor rainfall.

Modi has personally pushed through clearances for the first phase of the project — which would also generate thousands of megawatts of electricity — the sources say, despite opposition from environmentalists, tiger lovers and a former royal family. {Lemme guess - the Scindias of Gwalior? #aakth00!}

That will involve construction of a dam on the Ken river, also known as the Karnavati, in north-central India and a 22-km (14-mile) canal connecting it to the shallow Betwa.

Both rivers flow through vast swathes of Uttar Pradesh and Madhya Pradesh states, ruled by Modi’s Bharatiya Janata Party (BJP), and the prime minister hopes the Ken-Betwa scheme will set a template for other proposed river interlinking projects, one of the sources said.

“We have got clearances in record time, with the last round of clearances coming in only this year,” Sanjeev Balyan, the junior water resources minister, told Reuters. “The Ken-Betwa interlinking tops the priority list of the government.”

Government officials say diverting water from bounteous rivers such as the Ganges, Godavari and Mahanadi to sparse waterways by building a clutch of dams and a network of canals is the only solution to floods and droughts.

But some experts say India would be better off investing in water conservation and better farm practices. Environmentalists and wildlife enthusiasts have also warned of ecological damage. {Well they have to say something after all. Irrelevance ain't a joke after all. Onlee.}

The 425-km (265-mile) Ken flows through a tiger reserve nestled in a verdant valley. The government plans to clear out 6.5% of the forest reserve to build the dam, relocating nearly 2,000 families from 10 remote villages.

Around half a dozen clearances, including on environmental and forest protection, have been obtained for the scheme to link the Ken and Betwa, according to two sources and documents seen by Reuters.

Modi’s cabinet is likely to give its final go-ahead for the project within a couple of weeks, sources say, after which he will flag off construction at the site about 805 km (500 miles) from New Delhi, currently marked only by rows of red concrete slabs placed on the ground.

The government is also finishing up paperwork on projects in western India linking the Par-Tapi with the Narmada and the Daman Ganga with the Pinjal. The projects involve Modi’s home state of Gujarat and neighbouring Maharashtra, which includes Mumbai, both also ruled by the BJP.

The river-linking projects was first proposed in 2002 by the last BJP-led government. Work stalled because state governments sparred over water sharing contracts and clearances got stuck in India’s notoriously ponderous bureaucracy.

This time, officials hope starting with projects that are all in BJP-ruled states will smooth negotiations.

Modi’s government is touting the linking of rivers as a panacea to the floods and droughts that plague India every year, killing hundreds of poor people and withering crops.

Large areas of eastern and north-eastern India are reeling under floods in which hundreds have died, while torrential rain also brought the commercial capital Mumbai to a standstill this week. The southern state of Tamil Nadu, in contrast, recently rationed drinking water due to drought.

Not everyone is convinced the projects should be the priority, however.

“Theoretically we can’t find fault with the plan,” said Ashok Gulati, a farm economist who has advised governments. “But spending billions of dollars in a country which wastes more water than it produces, it makes more sense to first focus on water conservation.” {Why not do both, saar? India, which has 18% of the world’s population but only 4% of the usable water resources, perversely gives incentives to produce and export thirsty crops such as rice and sugar cane.

Tigers, vultures and canyons

The proposed 77-metre high (250-ft), 2-km long dam on the Ken River will submerge 9,000 hectares of mostly forest land. A big portion will come from the Panna Tiger Reserve, near the UNESCO world heritage site of Khajuraho Temple in Madhya Pradesh.

The forest reserve, a major tourist attraction, is home to 30-35 tigers and nearly 500 vultures.

“Building a dam in a reserve forest is an invitation to a grave environmental disaster,” said Shyamendra Singh, the scion of the Maharajas who ruled a princely state near Panna during the British colonial era. “It will lead to floods in the forest and drought in the downstream.”

Authorities say they have planned for the safety of tigers and vultures.

People in Daudhan village, not very far from the Gangau dam built by the British in 1915, are ambivalent. With no access to electricity and other basic services, they want more information on what they will get in return for being displaced.

“We never got to see electricity in our village,” said village elder Munna Yadav, gesticulating towards the Ken flowing a few metres from his thatched cottage. “If our children get to move out of this area and if the dam benefits everyone, we’ll not oppose it.” Reuters

Govt aims to triple India’s food processing capacity: Harmsimrat Kaur Badal
The government has committed Rs6,000 crore investment in operating 42 sanctioned mega food parks to help triple India’s food processing capacity, Harmsimrat Kaur Badal says


“From 2008 to 2014 when this government took over, I was very surprised to see that out of 42 (sanctioned) megaparks, only 2 had been operationalized,” Kaur said in a public address at the expo. “We have now operationalized 6 (megaparks) in 2 years.”

Kaur added that as per ministry guidelines, it should take only 2 years to operationalize a sanctioned food park.

The government is also betting on the 101 cold chain projects it sanctioned in March this year to help boost food processing capacity. “100 cold chains have been set up already and in the next 18-24 months, 101 more (cold chain projects) will be ready,” Kaur said.

The ministry expects these investments to add 334 million metric tonnes of processing capacity, worth nearly Rs1 lakh crore (Rs1 trillion), creating 5 lakh jobs, and helping 20 lakh farmers, Kaur said.

Govt cuts power supply of houses without toilets in UP villages (Zee)
Lucknow: Villagers in Bhadarsa in Uttar Pradesh's district are going though a hard time after the city administration ordered to disconnect the electricity supply of houses those without toilets in the village.

As per a report, the ordered was given by Block Development Officer of Sarojini Nagar of Lucknow.

On Tuesday Netanyahu mentioned this during his address to the United Nations General Assembly. He called Modi's visit to Israel truly historic!. It is indeed rare that one hears that in a UNGA address!

Ever since the gross domestic product (GDP) figures for the first quarter of the fiscal year 2017-2018 were released, there has been talk about the economic slowdown. Some have been eager to lay the blame for it at the feet of the two big-bang economic initiatives of the Narendra Modi government – demonetisation and the goods and services tax. While some others have vowed to mount a defence in any case.

Far from this debate, however, Prime Minister Narendra Modi may not be as troubled by the GDP growth slide.

A simple comparison of important economic factors between the years 2014 and the present, 2017, paints an optimistic picture.

Foreign direct investment inflows, for instance, have grown from $24.2 billion in 2013-14 to $60.1 billion this fiscal. India’s rank in the World Economic Forum Global Competitiveness Index this year is 40, up 31 places in the last three years. And inflation – a highly watched and tracked economic indicator – is down to 4 per cent this year, from 11 per cent in 2014.

So while there may be an indication of economic gloom at the present, the data over the last three years shows key economic factors improving by leaps and bounds. Here is the data:

India has registered decline in infant mortality rate in 2016: Government
According to the SRS Bulletin, last year, the IMR only saw a two point decline.

"Not only this, India also recorded a major drop in birth cohort, which has for the first time come down to below 25 million. India has registered 90,000 fewer infant deaths in 2016 as compared to 2015. The total number of estimated infant deaths have come down from 9,30,000 (9.3 lakhs) in 2015 to 8,40,000 (8.4 laks) in 2016," said the statement.

"Ports are the gateway to prosperity for the country. Understanding this, we have launched the Sagarmala project in which old ports are being upgraded," he said.
Highlighting the importance of waterways, Modi said goods can be transported through waterways at a cost of 20 paise per tonne, while it will take Re 1 through railways and Rs 1.5 by road.
"The earlier government had not given any importance to transportation by waterways. Before we (NDA government) came, there were six waterways. Now we have identified more than 100 waterways," the prime minister said.

"We have 21,000 km of waterways which includes 7,500 km of coastal waterways and 14,000 km of inland waterways through rivers. India is naturally blessed with it. But our earlier government did nothing about it," he said.

In foreign countries, the transportation through waterways is 30 per cent while in India it is just five per cent, he said."Without proper connectivity, the economic development of a nation slows down. Keeping this in mind, we are focusing on ports and infrastructure," the prime minister said

Guys who were teenagers in the 80s early 90s will remember how exhilarated people (jingos) were when just one new manufacturing unit for any damn thing came to India then. The Government of India welcomes the election of Judge Dalveer Bhandari to the International Court of Justice (ICJ) when the UN General Assembly and UN Security Council convened independently in New York on 20 November 2017 to fill the fifth vacancy for the 2018-2027 term.
The UN Security Council and the General Assembly voted overwhelmingly in support of India. Judge Dalveer Bhandari received all 15 votes in the UN Security Council and 183 out of the 193 votes in the UN General Assembly.
The extraordinary support from the UN membership is reflective of the respect for strong constitutional integrity of the Indian polity and the independence of the judiciary in India.
It may be recalled that the Indian National Group to the Permanent Court of Arbitration had re-nominated Judge Dalveer Bhandari as India’s national candidate in June 2017. Government of India has been supporting the campaign of Judge Bhandari through diplomatic efforts at different fora.
The UK decided to withdraw its candidate after a closely fought electoral process. We appreciate the UK decision.

Modi's Make in India just saved Rs 1 lakh crore in defence sector. Here's how (India Today mag)
Prime Minister Narendra Modi's Make in India initiative has helped the defence ministry save more than Rs 1 lakh crore worth of foreign exchange. In the past two years, as many as six air defence and anti-tank missile projects have been built indigenously by the DRDO (Defence Research and Development Organisation), even as several new ones are under its consideration.

Senior defence officials said the decision by the government in favour of going for Make in India is also going to help the development of the indigenous defence industry as the money which would have been transferred to foreign vendors would now be spent within the country and will also develop the capabilities of the indigenous players.
Even though three different defence ministers Arun Jaitley, Manohar Parrikar and the incumbent Nirmala Sitharaman have held the office in the last three years, all of them have shown inclination towards Indian projects while deciding on whether to buy the missile systems from abroad or go for Made in India systems, the officials said. The services chiefs have also backed the indigenous programmes fully while allowing the Defence Research and Development Organisation to take time to develop in-house missile systems.


The projects where the government has decided against the foreign vendors and gone for DRDO's Made in India products include the two separate projects for Short Range Surface to Air Missiles (SR-SAMs) for the Navy and the Army, The Quick Reaction Surface to Air Missile (QRSAM) for Army, Anti-Tank Guided Missile (ATGM) for the Army, helicopter-launched anti-tank guided missiles for the Army and the armoured vehicle launched anti-tank missiles for the ground force.


Some of these missiles which will substitute imports have been under development for the last several decades. It goes to the credit of DRDO that some of the projects that have been undertaken by it in recent times have also reached advanced stage, due to the organisation's expertise.
Mail Today takes a look at the different projects including the missiles, which Defence Research and Development Organisation have developed indigenously and calculates the money the country has saved. SR-SAM (short range surface to air missiles) project for the Navy (expected cost : Rs 30,000 crore) The Navy wanted the capability to annihilate any incoming enemy aircraft, drones and cruise missiles at a short range altitude of 20-25 kilometres and was keen on going in for a European solution. Prior to this, Navy had also said no to the indigenous Akash missiles on the grounds that it wanted a more compact system.The DRDO then proposed to develop an indigenous canisterised version of the short range air defence missile.

Following this, the government decided to scrap the plan to buy the European missile in large numbers and go in for a Make in India solution. The defence ministry has now decided to go in only for limited procurements from abroad. SR-SAM project for the Army (expected cost Rs 20,000 crore): Under this programme, the Army wanted to buy missiles from global vendors in Russia, Israel and Sweden. The force demanded that they want a system in which the missile should have a sensor to track and target the incoming missiles accurately. The DRDO then offered its latest version of Akash missile with an indigenous sensor. The project was accepted, and the then defence minister Arun Jaitley scrapped the global tender.

The new missile named Akash-S1 was tested successfully five times in Odisha, last week. HELINA (Helicopter Launched NAG missiles) and NAG (expected cost Rs 10,000 crore): The HELINA programme has been going on for several decades and it started showing success in tests in recent times.
