First Workshop on “Accelerating Sagarmala Implementation – Engaging with States” (in New Delhi) Tomorrow

To create awareness about the Sagarmala programme among the stake holders and to engage with them, the Ministry is organising a series of workshops over the next 6 – 8 months under the aegis of the Sagarmala Programme.

As per the concept approved by the Government of India, the projects identified under Sagarmala will be taken up by the respective Ports, State Governments or Maritime Boards and Central Ministries mainly through private funding or PPP mode. The Sagarmala Development Company Ltd. (SDCL) has been set up by the Ministry of Shipping to provide equity support to the project SPV’s and funding support to residual projects under Sagarmala. Already 239 projects worth 1.37 lakh crore are under various stages of development and implementation.

360 Appraisal for Babudom
The bureaucracy is on tenterhooks these days, abuzz with how uncertain the lives and careers of bureaucrats have become under this government. There is almost no formulaic solution at sight to either appease them or make them feel secure enough in their assignments
Masked behind all this unpredictability is one of the big shifts that has taken place under this government, of which little has been revealed or said. But in a quiet and definitive way, it has changed the rules of bureaucratic play.
At the core of this shift is the 360-degree review or appraisal system to select, promote and even indirectly admonish officials. This essentially reduces the reliance on annual confidential reports as the key basis for shortlisting and empanelment.
A Tightly Held Secret
So how is the process conducted? The exercise is a tightly held secret conducted by three retired secretary-level officials. They have been appointed for a two-year period, subject to health considerations, and their identities are supposed to be classified.

This group is expected to work pretty much independently, collecting information from myriad sources in an unsuspecting, unassuming manner, figuring out the general reputation of the figuring out the general reputation of the officer among subordinate staff, paint an overall perception picture on integrity, besides making any other relevant observations.

83 of Indians give thumbs up to country’s economy: Pew survey post demonetisation

Indians have the most positive view of their economic situation in the developing world, says the annual Pew Research Centre survey of global economic attitudes.

Even compared to the citizens of rich countries, Indians are near the top with 83% describing their current economic situation as good.

The survey said, “Notably, 30% of Indians believe their economy is very good.” This was “the strongest such sentiment among any country in the survey.”

The survey found only 12% of Indians described their economic condition as bad. The next highest developing country was the Philippines where 78% gave a thumbs up to their economic situation. Only the Netherlands, Germany and Sweden – with figures between 84 and 87% -- surpassed India.

Yogi Adityanath no Akhilesh, UP takes shine to infrastructure schemes
Within two months of BJP government coming to power in Uttar Pradesh, the state has gone from being a laggard on all urban development initiatives to being the frontrunner in urban reforms agenda. Uttar Pradesh has taken the lead among all states with 61 cities opting for value capture financing to fund infrastructure projects.

In less than two months of finance ministry directing all central ministries and state governments to tap into the value that infrastructure creation generates for land owners, 163 cities across 17 states and two union territories have decided to opt for the initiative.

Leading the pack is Uttar Pradesh where 61 cities have decided to frame value capture financing (VCF) policies. Andhra Pradesh follows Uttar Pradesh with 33 cities planning to frame VCF policies and Gujarat with 32 cities.

The financing tool, used the world over, is based on the logic that the government makes large investments in developing public infrastr ..

Retail inflation in May at record low, April factory output rises
Retail inflation in May cooled to a new record low of 2.18 per cent from 2.99 per cent in April, driven by falling food prices, government data showed on Monday. May's inflation level is the lowest since the series began in 2012 and remains well below the Reserve Bank of India's (RBI) medium-term target of 4 per cent for the seventh month in a row. Retail food prices fell 1.05 per cent last from the previous year, compared with a 0.61 per cent gain in April.
A Reuters poll of 25 economists had expected consumer prices in May to rise 2.60 per cent from the previous year.
Monday's data would increase the pressure on the Reserve Bank of India (RBI) to cut interest rates in the days to come. India Inc and the Finance Ministry have been clamouring for a rate cut from the central bank to spur growth given that consumers prices have remained low for a while. India's GDP (gross domestic product) grew at a slower-than-expected 6.1 per cent in the March quarter, its slowest pace in more than two years and down from 7 per cent in the previous quarter. RBI's next monetary policy meet is scheduled in August and analysts believe that the central bank will move on rates then, which in turn would likely make home, auto, personal and other loans cheaper. The central bank maintained status quo on interest rates for the fourth time in a row last week.
Yes Bank's chief economist Shubada Rao said, "The inflation number was a surprise on the downside as food inflation eased sharper than expected. This reiterates our view of a August rate cut by the RBI."
Echoing Rao's sentiments, Esquire Capital Investment Advisors CEO Samrat Dasgupta said he believes that chances of an RBI rate cut are "very high" now. "I think the chances of a rate cut is very high. Now RBI does have a lot of room for rate cuts: at least a 25 basis points rate cut should happen in August," he said.
The new series of industrial output rose 3.1 per cent in April after growing 2.7 percent in March, the released data showed. The growth was mainly on the back of a revision in the base year to 2011-12 from the previous 2004-05. The Reuters poll had expected factory output to have risen 3 per cent.
The government's weather department has forecast an above-average monsoon rainfall this year which has arrived early. Monsoon is crucial for the Indian economy as two-thirds of the population depend on farming for their livelihood. A good June-September monsoon, which delivers about 70 per cent of India's annual rainfall, will help drive higher food and grain production, keeping food inflation in check.
Last week, RBI kept its benchmark interest rate unchanged while softening its hawkish stance following a drop in consumer inflation. The RBI lowered its headline inflation forecasts to a range of 2-3.5 per cent for the first half of fiscal year 2017-18 and 3.5-4.5 per cent in the second half, down from 4.5 per cent and 5 per cent, respectively.
"RBI had indicated that inflation in first half would be between 2.5 - 3.5 per cent and this is lower than that also. This clearly shows that the risk is on the downside. This opens up scope for a rate cut in August," brokerage firm Sharekhan's research head Gaurav Dua said.
The RBI is waiting to see if inflation will remain low, especially after the implementation of GST (goods and services tax) from July 1. It tweaked its language in last week's statement to say risks were evenly balanced. GST is touted as the biggest tax reform since India's independence in 1947 and is expected to add 2 per cent to the country's GDP.

May's wholesale price inflation due on Wednesday is expected to have slowed to 3.11 per cent from 3.85 per cent in April, according to the Reuters poll. That would be the lowest since June last year.

My 2 comments..
it might be true the above talk about setting up x/y/z schools / colleges / University / etc. etc. and giving grant/scholarships to a/b/c ext etc...
but
simple thing like reducing the burden on the parent / children / teacher is not happening . In fact the trend is exactly opposite. Only Maharashtra I think has imposed the School bag weight restrictions. Dont know about others. definitely not here in Karnataka. Some where I heard in India the student suicide rate is increasing.

This was enough for the social media handles of Congress folks to go into a tizzy on Twitter. This was their grouse:

They went on and on about how the foundation was laid in 2010 by the then Prime Minister Manmohan Singh and all that Modi did was to take credit for Manmohan Singh’s work.

But then Social Media is an evil place to be. It soon emerged that the go-ahead for the design of this bridge was given by the Prime Minister of India in 2003, and I don’t have to remind you, the enlightened reader, who the PM was in 2003!

So essentially the bridge was announced in 2003, foundation laid in 2010, construction started in 2011 and inaugurated in 2017 – the story of any project in India.

Nonetheless the issue here is this claim by the Congress party and the ecosystem. This “allegation” has been a trend ever since the Narendra Modi government started rolling out welfare schemes. The Congress party (and the English media) have constantly been saying that all the programs are a mere rehash of old UPA programs.

While researching to write this article, guess what I found? An article in 2001, in India Today that said – “Most of the rural development schemes announced by Vajpayee are merely repackaged versions of populist programmes of past prime ministers.”

In the aforementioned article, only 4 schemes are mentioned and only 2 are in continuum, and more importantly note how despondent that article sounded on what would eventually become one of the biggest successful infrastructure programs – the Pradhan Mantri Gram Sadak Yojana (which incidentally is *not* a repackaged program!).

Guess what I did not find? Any headline, from 2004 to 2014, that says – “Most of UPAs schemes are repackaged versions of NDA”.

Only fellow tweeter “thinkerspad” exposed this thievery of the Congress party, way back in 2013, here. And Prime Minister Modi touched upon this in his speech here (from 8:16 minutes onward, for about 3-4 minutes).

So, essentially, this is a media template. And I can just stop here and blame it all on media bias and propaganda, and I will not be wrong. But let us still look into the facts about welfare schemes by the Narendra Modi government, and whether they are mere rehash of some old Congress/UPA schemes, as is being claimed on Twitter by a few these days:

JAN DHAN YOJANA

The accusation is that the Jan Dhan Yojana is a mere rehash of “Basic Savings Bank Deposit Account (BSBDA) with max publicity”. First of all – how did the UPA even want to propagate this program with such a complicated name? Imagine a customer who doesn’t know English going to a bank and the executive telling him/her that there is this awesome “Basic Savings Bank Deposit Account” that will change your life!

This claim was made by no other but former Finance Minister P. Chidambaram who wrote in 2015 that this BSBDA, started in 2012, was basically an extension of “No Frills” accounts introduced in 2005. He goes on to claim that 24.3 crore accounts were opened under this scheme, without any boasting or advertisement. Safe to assume that he means they opened 24.3 crore new accounts in a period of 9 years.

He further goes on to tell us that there was a big problem – “Most zero balance accounts had a zero balance and no activity whatsoever.”

Enter Jan Dhan Yojana. The name is instantly connecting with people. It now includes an added insurance cover, and interest on deposit. It now includes the bank officials going to the homes of people to get them an account.

Within no time, it creates a Guinness Record – 27 crore accounts opened in ~2.5 years; 75% zero balance accounts have now become ~28% zero balance and nearly INR 65,000 crores have come into the banking system.

So basically, all the shortcomings of earlier schemes were effectively addressed, new benefits were provided, and most importantly, some exemplary implementation guaranteed unprecedented success.

To say that Pradhan Mantri Jan Dhan Yojana it is merely a repackaged version of BSBDA is like saying that motorbike is just a repackaged version of bicycle.

NEEM COATED UREA

Here is the accusation: “Neem coated Urea started 13 years ago. Modi Govt increased the production ceiling fm 35% to 100% and that’s it.”

“That’s it”? Let’s quickly understand what this Neem coated urea is all about. As per the website of National fertilizers limited: (emphasis added)

“Agronomical trial on Paddy and Wheat crops with Neem coated Urea as source of Nitrogen has produced significantly higher yield at research and farm level.”

“National Fertilizers Limited, in the year 2002, standardized the techniques for production of Neem Coated Urea in situ, at its Panipat Unit.”

“Looking into the potential of Neem Coated Urea and its acceptance by the farmers, Ministry of Agriculture in July 2004, included the Neem Coated Urea in FCO.”

Let’s just focus on two timelines – standardization of technique in the year 2002, and adoption in July 2004.

Now, urea as a fertilizer is widely used and because of this, it is (was) also one of the highly pilferaged fertilizer in the country. Urea that was supposed to land in the hands of the farmer, often ended up with chemical industries or even rogue elements that used Urea to prepare adulterated milk.

So – it’s a open-and-shut case – move all Urea production to 100% neem coated, both to increase yield and stop the pilferage and misuse.

What did the UPA do? Mysteriously decides that only 35% of it will be neem-coated. Why the 65% free takeaway was allowed, is anyone’s guess.

For a full ~10 years, only 35% Urea was neem-coated. What did NDA do after coming to power? Made it 100% mandatory. It doesn’t take a genius to guess what “industries” have been hurt because of this.

At various fora, the PM and his ministers have highlighted this monumental change – at one such forum, when this was being highlighted, Rajdeep Sardesai cut short the minister and asked him, “Are you a suit-boot ki Sarkar?”

ELECTRIFICATION DRIVE

We now move on to the next (hilarious) accusation – “RGGVY (Rajiv Gandhi Grameen Vidyutikaran Yojana) renamed as Deen Dayal Upadhya gram jyoti yojana for Piyush Goyal to boast tall fake claims.”

RGGVY, introduced in 2005, had the aim is to electrify all villages. By when? By 2010. [pdf] Quite obviously, that target was missed by a WIDE margin.

But was it some innovative program when it was introduced in 2005? Turns out that the NDA-1 government, under Atal Bihari Vajpayee, had an “ACCELERATED RURAL ELECTRIFICATION PROGRAMME”.

Now, my head is spinning to understand who usurped whose idea?!

And by the way, in three years, India has become a power surplus and net exporter of electricity for the first time in 2016-17.

HOUSING SCHEMES

Seriously? Such schemes have been in vogue in India since 1985 at least. If successive governments haven’t been able to achieve targets, the incumbent government obviously has a responsibility towards plugging the loopholes, and achieving the new target of housing for all by 2022.

It is pertinent to mention here that Narendra Modi himself has said many times that if the country can just focus on finishing already approved projects, a lot of development is possible. Towards achieving this goal, he personally chairs a “PRAGATI” meeting every month and tracks the progress of all these projects.

PENSION SCHEMES

The accusation is “Aam Aadmi Bima Yojana started in 2007 became Modi’s Pradhan Mantri Suraksha Bima Yojana.”

I guess such statements are made simply assuming the reader is not intelligent enough to decipher outright visible differences. Here is “Aam Aadmi Bima Yojana” and here is “Pradhan Mantri Suraksha Bima Yojana”, and below is a quick table comparing them:

Just the name was changed?

Both the yojanas exist today, but it is anybody’s guess which one people will prefer to take! And the user conveniently forgets to mention the other insurance scheme – Pradhan Mantri Jeevan Bima Yojana – Life insurance of 2 lakhs with a premium of 330/- per annum. And as always – the NDA government put in a lot of efforts into spreading this information to the citizens of the country.

BETI BACHAO BETI PADHAO

Some are claiming that the “National Girl Child Day” of UPA was renamed to “Beti Bachao Beti Padhao” [pdf] program of the NDA. This is even more specious comparison than the insurance schemes – to compare the celebration of a day to a mass campaign program like Beti Bachao Beti Padhao!

However, this is not result of some lack of understanding. There is a clear agenda. To make these lazy accusations multiple times so that people start believing that they are true. An influential part of the media is complicit in fanning this narrative.

Also, one can’t help but notice the utter lack of in-depth coverage of unique flagship programs like MUDRA, Make in India, Ujjwala, Startup India, Digital India et al. Latest coverage was an article written in The Indian Express about Make in India, calling it a flop show, and guess who wrote it? P Chidambaram.

Modi Government Has Scrapped 1,200 Archaic Laws; Axe To Fall On 1,824 More (swarajya)
India still operates on many of the archaic laws that were introduced before the country’s independence. Most of them are bizarre, with no relevance to modern India and far behind the times.

When it came to power, the Narendra Modi government had promised to rid our law books of these old, unnecessary Acts. Looks like it has come true on its promise. Over 1,200 archaic laws have been weeded out, reported India Today, in the last three years while as many as 1,824 more central laws have been identified for repeal.

The Atal Bihari Vajpayee government had created a committee in 1998 to review all the administrative laws and identify those which had to be repealed. Now a committee headed by R Ramanujam, secretary to the Prime Minister’s Office, has been reviewing all the Acts recommended for repeal by the earlier committee and submitting reports to the current government. The future of these archaic laws, finally, seems bleak.

In its effort to curb against the menace of land mafia in Uttar Pradesh, the state government on Saturday launched an anti-land mafia portal http://jansunwai.up.nic.in/abmp.html , a patrika.com report said. The people of the state can file their complaints on this website against any illegal occupation in lands belonging to any private or government institutes. Speaking to ANI, state Deputy Chief Minister Dinesh Sharma said that the portal helped the task force not only to mark as many as 1,53,808 encroachers, but also helped to free 6,794 hectares of land. ” Anti-Land Mafia portal helped our task force mark 1,53,808 encroachers, have freed 6,794 hectares of land in less than 100 days”, he was quoted as saying by the agency.

He further said that about 1,035 land mafias have been marked. Out of them 42 have been booked under Gangster Act, and 70 under Criminal offence. In April, the state government had approved setting up of anti- land mafia task force to check illegal land grabbing in the state, a PTI report had said. The decision was taken in a meeting of state cabinet minister, which was chaired by CM Yogi Adityanath . “The cabinet has approved the setting up of anti-land mafia task force in the state. It will identify land grabbers in two months and strict action will be initiated against them,” the state power minister Shrikant Sharma was quoted as saying by the news agency.

No illegal grabbing of public land will be permitted in the name of religion, the minister had said. He further said that that the task force would work under the supervision of the state Chief Secretary and officials ranging from the District Magistrates, Divisional Commissioners, and Sub Divisional Magistrates (SDMs) would look into the complaints.

since 1992 to 2013, when our government was not formed, only 55 events were organised in the entire country to distribute aid among divyangs. Within three years — between 2014 and 2017 — we have organised 5,500 camps for distributing aid among divyangs.

Today is big day for farmers of Saurastra as one of the Modi dream projects to fill all 115 dams of region with excess water from Narmada (ma Reva) has finally reached Rajkot and with this most of farmers of the region will not face any irrigation issues as earlier the water preservation due to low rainfall in Saurastra meant that farmers could hardly take one crop (max 2) per year. This will change their future.

This guy has notched up respect in my mind with exceptional dreaming capacity with iron will to implement which I have not seen in any Indian leaders since sardar Patel or Indira perhaps more recently.

India’s banks may be in deep trouble over bad loans, but there is another side to this coin: big lessons are being learnt by India Inc, which is facing a gut-wrenching, cleansing process that is unprecedented in our history of crony capitalism. For almost the first time in decades, capitalists are learning that there is no free lunch in capitalism.

When did you last hear that a big chunk of the domestic steel industry is about to be liquidated – most of the 12 loan defaulters being referred to the bankruptcy courts are steel companies? Their promoters will probably be left with nothing in the end. When did you last hear a proud Ambani seeking a rescheduling of his loan and more time for repayment? When did you last hear of big name promoters being forced to sell off their best businesses to retain what they can of their former business empires? In the past, they left banks with their worst businesses, while saving the best for themselves. When did you last hear of a liquor baron, who liked strutting around with young models, living the life of a beleaguered fugitive in London, doing time in courts and extradition hearings?
The names are like a roll-call of India Inc. The Ruias, once compared to the Ambanis in terms of ambition, will be losing two of their biggest businesses – oil refining to Rosneft, and steel to liquidation proceedings. The Tatas are shedding some of their overseas steel businesses bought at the top of the steel cycle just before 2008. They sold their urea business in India, and are in the process of shedding more businesses in India (including possibly telecom). Andhra Inc’s proud standard bearers – creations of the United Progressive Alliance (UPA) era when Andhra supplied the bulk of Congress MPs – went into default in many cases, and have had to divest assets: GMR has sold off coal, power and road assets worth more than Rs 10,000 crore, and is now in the process of unloading 40 per cent of its crown jewel, Delhi airport, to a French-led consortium. GVK, which runs Mumbai and Bengaluru airports, has exited Bengaluru completely. Jaypee Group, whose JP Infra is being liquidated, sold its hugely profitable cement business to the Birlas under lender pressure. DLF, the largest listed realtor, has destroyed more value than it has created over the last few years. It has been selling more assets to reduce debt than homes to buyers.

In three years of the Narendra Modi government, India Inc has been drenched by torrential conditions when earlier it barely managed to get its feet wet, safe under the umbrella of crony relationships.
But here’s the big gain: on the other side of this great fire-sale of its assets, India Inc will emerge leaner, stronger – and, hopefully, wiser. It must learn three important lessons.

First, over-diversification and over-reliance on debt-funding from banks can be a double-edged sword. In favourable circumstances, you could hit the big time. If, as in 2008, you face headwinds, your entire conglomerate may crumble. There must be a better balance between equity and debt in any business. Promoters must have enough skin in the game for bankers to believe their projects are worth funding.

Second, the past assumption that friendly voices in government will bail you out is invalid. The Modi government will surely help some industries facing adverse global conditions (like steel), but it is unlikely to favour one business at the cost of another. The assumption that things will be back to normal once a government changes will not hold anymore. Even a UPA returning to power in 2019 or 2024 will not be able to go back to the 2G and Coalgate ways of allocating resources, or offering sweetheart bailouts to cronies.

Third, unless the new bankruptcy code fails to deliver, promoters cannot hope to delay the inevitable when businesses fail by dragging banks to courts. They will lose whatever skin they have in the game if they do that.

However, the biggest lesson is the one the government must learn: government-owned banks are the weak links in the chain linking cronies to easy capital. If banks themselves are not allowed to go bust – something unlikely if they are state-owned – it is not possible to assume that bankers will not go overboard with mindless lending based on policy and political nudges.

Authorized rations for Indian Army officers in all stations, peace or field was started on 26 Jan 1983. I still remember the day as I was then posted as a DS at IMA Dehradun. This article, one of the poorest on the subject needs to be trashed. Pradip Sagar should have done more research on it.

The 7th Pay Commission has done away with authorized rations for officers in peace stations not 'Peaceful' stations. No station for the Army is ever peaceful; it is ever ready to move for operations besides officers are always on the move as units may be located at one station but their formation HQ are at different places. The compensation of Rs 96 per day is a pittance. Authorized rations makes it convenient for them to simply take a Last Ration Certificate (LRC) and hand over to the administrative authority at the station they are temporarily going to.

This is the most retrogade step taken and to say that it was taken on the recommendation of the three Chiefs may actually be a fabrication. There is a courageous officer who has put in an RTI for this to determine who recommended it and whether the recommendations of the command chain were obtained and discussed on file. We hope the truth will emerge.

How this will stop 'corruption worth crores' is something Pradip Sagar needs to explain. He is unaware that the officers ration is in minuscule percentage. The procurement of rations will continue for the troops as existing. Yes, a small organization in most stations does exist to manage the rations but units do it from within existing strength and system. Officers actually pay for the packing material. If I wish to be corrupt no system under the sun can stop me and far more will be spent in trying to prevent corruption. It is the honor and value system which prevents corruption and admittedly there will be leakages but again measures to plug these will be internal.

I remember the time when rations were not authorized to officers and the problems which used to occur when we moved on exercises to resource poor areas where prices were exorbitant. Besides consider an Op Parakaram kind of situation. The Army remained mobilized for a year or more. Will the bureaucratic system guarantee that notification for a unit being in a field/war zone will be published and issued the day it is mobilized. Usually this takes six months. So for these six months the officers will need to buy rations from villages along the Rajasthan or Gujarat border. That is where the corruption will come in because officers will per force have to eat into jawans rations. The figures quoted about wrong procedures for procurement of rations by the central procurement authority apply to rations of all ranks and not of officers as is being made out to be. Removing officers from this list is not going to improve the central procurement system.

Bureaucrats who propose such things out of cussedness need to be attached with Army units in 'peaceful stations' to see how peaceful is an Army officers life. Civil military relations in our country can simply never improve if these kind of things continue.

This author needs to atone for his atrocious writing. I write for New Indian Express too, as an invited writer. Next piece from me will be on this issue.

In big boost for Army, Narendra Modi government clears procurement of critical weaponry for short intense wars (Fin Exp)
In a major decision, the government has empowered the Army directly to procure critical weapons systems and military platforms to maintain combat readiness for short duration “intense wars”, a top government official said today. The move, aimed at filling the “voids” in the Army’s combat readiness, comes amid nearly a month-long standoff between the armies of India and China in the Dokalam area as well as heightened Indo-Pak tension along the Line of Control in Jammu and Kashmir.

According to the decision by the government, the Vice Chief of Army has been given the “full” financial powers to procure ammunitions and spares for 10 types of weapons systems and equipment after an internal review found that optimum level of “war stores” were not being maintained, the official, who is privy to the development, said.

The official spoke on the condition of anonymity as he is not authorised to speak to the media. The official said the financial power vested, depending on the budgetary support available, to buy the complete range of weapons system may translate into Rs 40,000 crore. {Chances are GoI authorized the leak, to signal intent and action to various players' listening posts. Also that's like $6 bn, not exactly chump change.}

“The decision is primarily aimed at filling the voids for short duration intense wars,” the official said, adding “gaps” in combat readiness were found during an internal review in the aftermath of the Uri terror attack last September.
According to the decision, the Vice Chief of the Army has also been empowered on a routine basis to review the optimum holding state and maintaining it on a recurring manner. The official said the procedure will be part of revenue procurement of the Army for in-service equipment and weapons and it will not require to go through numerous procurement stages which often cause in-ordinate delays.

As part of the decision, the Army has been allowed to procure 46 types of ammunition and spares for 10 different types of weapons systems. Another proposal to allow the Army to procure 20 types of armament and 6 types of mines is also under consideration. The Army has been pressing the government for ensuring speedy procurement of key military platforms citing evolving security challenges.

“It is a major move to fill various gaps in our combat readiness,” said a senior Army official. In April, top Army Commanders had brain-stormed over the prevailing security scenario as well as external threats facing the country and decided to enhance combat effectiveness of the Army.

India third in world in people having highest trust in Central govt., not first
The figure for India in 2007 was 82%.
The Gallup World Poll for 2014 also showed a figure of 73% trust in national government.
The same poll in 2012 showed a 55% trust in the national government, a fall of 27 percentage points from 2007.
In 2009 the figure was 70%.

In major reshuffle, I-T department transfers 245 commissioners citing ‘performance’ (India tv news)
Carrying out one of the biggest reshuffles of income tax commissioners citing performance as the main criteria, the Central Board of Direct Taxes (CBDT) has transferred 245 commissioners across the country, says a Times of India report.




The CBDT has shifted out non-performers from significant charges, besides those officers holding a post for two years or more, and also those who are facing vigilance or other disciplinary charges.

In a letter to the regional I-T heads across the country, CBDT Chairman Sushil Chandra asked asked the them to develop a "regional strategy" in line with the specific profile of the area under their jurisdiction to "significantly widen the tax base this year, and use centrally disseminated intelligence data in increasing the tax base.

The CBDT boss asked the taxman to tap data provided by the data mining and non-filers identifying database of the department, gather local intelligence, obtain inputs from market associations, trade bodies and others to find out more such people who are eligible to pay income tax but are not doing so.

With almost 91 lakh new taxpayers brought in the tax net last fiscal, the CBDT asked the Income Tax Department to increasingly identify those who can pay tax but are not doing so, with a special focus on smaller cities.

An Early Sign India’s Huge Tax Revamp Is Working: Happy Truck Drivers
Almost seven million of the eight million VAT and service-tax taxpayers under the old system have registered for GST, and more than 560,000 businesses have signed up to pay tax for the first time, the government says.

The industry contributes about 13% to the country’s GDP but is still underdeveloped, highly fragmented and fraught with inefficiencies, according to financial-services provider Avendus Capital Pvt. Ltd. Before GST was implemented, it would take 11 days for a container to travel from Shanghai to Mumbai, but almost double that to get from Mumbai to Delhi, the World Bank said in a report. Up to a quarter of journey time was spent at checkpoints. By eliminating those, logistics costs could fall by as much as 20%, CRISIL Research, the Indian Unit of Standard & Poor’s, said in a report.


Mahesh Fogla, chief financial officer of Mumbai-based Patel Integrated Logistics , said he expected the tax revamp to save his company up to the equivalent of $620,000 annually and yield a 25% increase in profit. Antique Stock Broking Ltd., a Mumbai financial-services company, estimated in a report that drivers will save up to about $115 in bribes on each trip in checkpoint graft.
