Govt to build 11.2 million homes under PMAY by mid-2019, says Union housing minister Hardeep Singh Puri.

Union housing minister Hardeep Singh Puri today said government is expected to complete its target of building 11.2 million homes under the PM’s Awas Yojna by mid-2019, well ahead of the 2022 deadline. The government had set an ambitious target of building 11.2 million homes by 2022 under the Pradhan Mantri Awas Yojna (PMAY). “Today we had a meeting of the sanctioning committee and wherein we sanctioned 3,18,000 homes today. We have a target of constructing 3 lakh homes per month, which means we can construct 36 lakh homes per annum.

“With such level of construction activity, we expect to complete building 11.2 million homes under the scheme by June-July of 2019 as against the original target of 2022,” Puri said here this evening. The government has already sanctioned Rs 6,500 crore each in the past two budgets and there is no shortage of funds but all we need is bankable projects, he said.

The minister also lauded the progress of the smart city projects saying between today and 2030 we have to build 700-900 million sqm of new urban space every year, which means we have to build a Chicago city every year in a green manner. Commenting on redevelopment of Delhi’s Kathputli Colony, he said the redevelopment work is in progress and government will give modern, green structures to 2,800 families by next March.

How it will function:
It will focus on providing banking and financial services to people in rural areas, by linking all the 1.55 lakh post office branches (that’s nearly 2.5 times the bank network) with India Post Payments Bank services by the end of 2018. Around 11,000 postmen both in rural and urban areas will provide doorstep banking services.

This will create the country’s largest banking network with a direct presence at the village level. IPPB has been allowed to link around 17 crore postal savings bank accounts with its accounts...

If Ayushman Bharat Pradhan Mantri Jan Arogya Yojana is backed by funds and intent, the state-sponsored insurance scheme has the potential to reform healthcare in India
When Amit Kumar, a daily wage labourer who lives in a small town called Indri in Haryana, welcomed his first-born three years ago, he received a bill of around ₹ 1.5 lakh from the private hospital. His wife Mausami had developed some complications and needed to be operated on. Unable to pay that kind of money, Kumar turned to a money lender. He is repaying that debt to this day. “I pay some ₹ 2,000 every month and I have no idea when this debt will get over. But at that time, it was the only way out,” said Kumar.

So imagine Kumar’s surprise when he visited the billing section of the Kalpana Chawla Government Medical College and Hospital after the birth of his second child in August 2018. The bill: a mere ₹35 for the birth certificate of his baby girl, who they named Karishma (miracle) because the family was able to access healthcare in time and with no financial burden.

Kumar and Mausami were the beneficiaries of the all-new Ayushman Bharat. The scheme was officially launched this week, but in the month of August, Haryana had pilot tested the scheme. PMJAY promises to insure nearly 40% (about 50 crore people) of India’s population that’s underprivileged. This makes PMJAY one of the largest state sponsored health insurance schemes. And one that is being closely watched—its fate could potentially change the face of healthcare in India.

Ayushman Bharat scheme: Modicare has the potential to be an economically viable game-changer in the country
This is the world’s largest healthcare scheme sponsored fully by the government but its success will depend on many factors. More than 1,300 ailments are covered under it, including heart diseases. Termed as PM Jan Arogya Scheme, no money shall be paid by the poor family for treatment in case of hospitalisation under the scheme. Public or empanelled private hospitals have been roped in to provide service. This is a game changer in Indian public health care system.

According to NITI Aayog, India spends only 1.3 percent of its GDP on healthcare. Whereas China spends 2.45 percent while Sri Lanka, Malaysia and Thailand spend almost double the amount spent by India. The scheme is largely going to benefit the poor and marginalised sections of society living in rural or urban India, and those who cannot pay hospital expenses.

About 25 percent rural and 18 percent urban population sink into poverty due to medical emergencies which batter the finances of poor families. Ayushman Bharat will target these poor families and is believed to play a big role in uplifting their quality of life. The government machinery claims that now, the poorest of the poor can get free healthcare by what is termed as Namocare or Modicare.

Under the scheme, government is planning to set up 1.5 lakh primary healthcare and wellness centres which will be upgraded from time to time. All such upgraded centres will be linked to hospitals digitally and will provide basic and essential health services including medicines. These centres are supposed to have a doctor, a midwife and a pharmacist. As per the scheme, along with Ayurveda, medical systems of unani and yoga will also be introduced. Central and state health agencies will have the responsibility to bear the cost of these wellness centres.

IAS Alok Kumar, working as a consultant with NITI Aayog, says, “Government wants to provide healthcare to the poor and will pay to those who can pitch in whether it is a private or government hospital.’’

40 crore got access to safe sanitation in 4 years: President Kovind.

PM Modi’s campaign to build toilets across the country, with women at the forefront, has helped more than 40 crore people have access to safe sanitation facilities in the past four years, the government said.

Inaugurating the Mahatma Gandhi International Sanitation Convention, President Ram Nath Kovind said the government has shown “unprecedented urgency” to ensure sanitation to all by setting a stiff target of five years to make India free from open defecation.

“Swachh Bharat is a revolution playing out in real time. As an instrument of mass mobilisation, as a people’s movement, it represents the spirit of our Independence movement,” Kovind said. The President said when the sanitation mission will be completed, it will provide every Indian – one-sixth of humanity – an opportunity for a dramatic leap. Toilet coverage in rural India increased from 39% in 2014 to 95% as on Saturday.

Prime Minister Narendra Modi on Wednesday unveiled the 182-metre high ‘Statue of Unity’ in honour of country’s first Home Minister Sardar Vallabhbhai Patel, and dedicated it to the nation.

Built on Sadhu Bet Island on Narmada river, the imposing statue is touted to be the world’s tallest.

The ₹2,389 crore monument is a tribute to Patel who played a major role in integrating the princely states into the Indian Union after the partition of 1947.

India moves up to 77th rank in Ease of Doing Business Index

ndia jumped 23 ranks in the World Bank's Ease of Doing Business Index 2018 to 77. It ranked 100 in the 2017 report.

The Index ranks 190 countries across 10 indicators ranged across the lifecycle of a business from 'starting a business' to 'resolving insolvency'.

“India’s strong reform agenda to improve the business climate for small and medium enterprises is bearing fruit. It is also reflected in the government’s strong commitment to broaden the business reforms agenda at the state and now even at the district level,” said Junaid Ahmad, World Bank Country Director in India in a press release. “Going forward, a continuation of this effort will help India maintain its goal of strong and sustained economic growth and we look forward to recording these successes in the years ahead."

"The improvement in rankings is excellent news for India, and good news for the business community," Commerce Minister Suresh Prabhu said at a press conference. "I'm sure we will continue to improve it more and more."

Mr. Prabhu said that there were several initiatives by the government in the works that would further ease doing business, such as enabling export and import using only a mobile phone.

"The government will get out of business and allow people to conduct their business," the Commerce Minister added.

Finance Minister Arun Jaitley pointed out that, since the World Bank sets May 1 as the deadline for measurement, there are several initiatives taken by the government that will only reflect in next year's rankings including the effects of the Insolvency and Bankruptcy Code and the full effect of the Goods and Services Tax.

He noted that, despite the sharp improvement India has made in several of the categories in the Index, there were others such as registering a property, starting a business, taxation, insolvency, and enforcing a contract where a lot of work still needs to be done. .....

Steady military modernisation
What Modi inherited: Lack of modernisation of the armed forces for nearly a decade and challenges of grappling with obsolescence of existing equipment in the rapidly changing geopolitical landscape, were two major predicaments that the Narendra Modi Government had to confront in 2014. Rapid pace of military modernisation by both China and Pakistan exacerbated the situation further. There were only two choices in front of Prime Minister Narendra Modi — either continue to play politics of delay on big ticket defence acquisitions or take a decisive approach to modernise the forces while brushing aside all inhibitions and delaying tactics of the vested interests. The Prime Minister chose the latter. He preferred to go for fast-paced military modernisation.

I was in two minds if this needs to be posted here. Even if the end result is much progress the status till date was not very complimentary for India.

Still, given the situation it inherited from years of inaction, this GOI has pushed and achieved a degree of closure on an issue that has escaped all previous GOIs. Rather the previous GOIs ensured that the situation remained conducive for law breakers to take refuge in UK and elsewhere by using myriad bogus excuses.

In about 5 years time I expect most of the other fugitive sheltering jurisdiction to have followed UK and cleared the path to bring these fugitives from justice back to India to face the music.

London HC rules Tihar prison poses no risk to extraditing PIO bookie accused of match-fixing
LONDON: A UK court has made a landmark ruling that the Tihar prison complex in Delhi is safe to extradite Indian fugitives to. This judgment, in the case of cricket-fixing accused Sanjeev Chawla, could have huge consequences for the Vijay Mallya extradition case.

In a judgment handed down in the high court in London on Friday, Lord Justice Leggatt and Justice Dingemans ruled that the Tihar prison complex “posed no risk” to Sanjeev Kumar Chawla — an Indian-origin British citizen accused of fixing international cricket matches — after receiving a third assurance from the Indian government about his proposed treatment there.

After hearing the evidence, the district judge at Westminster magistrates’ court, Rebecca Crane, on October 16, 2017 said she was satisfied there was a prima facie case against Chawla but turned down the extradition request and ordered Chawla’s discharge after considering the conditions in Tihar jail and concluding that there was a risk of torture, contrary to Article 3 of the European Convention on Human Rights, and that the two assurances from the government of India were “insufficient”.

The judges said: “While nothing can be guaranteed, there is no real risk of intra-prisoner violence to Mr Chawla. There is a guarantee of medical treatment for Mr Chawla should he require it. This is a sufficient assurance. The assurance is specific about the space to be provided to Mr Chawla, and also as to the locations of the cells which will be occupied by Mr Chawla. There does not remain a real risk of impermissible treatment.”
