Amid Opposition's criticism of alleged manipulation in Jan Dhan figures, government officials today said deposits under this flagship financial inclusion scheme have crossed Rs 42,000 crore-mark and the percentage of zero-balance accounts has fallen below 25 per cent.
At the beginning of the financial year, the deposit base was about Rs 36,000 crore and it increased to Rs 42,504 crore as on September 7.
As many as 24.27 crore accounts have been opened under the scheme and the percentage of zero balance has come down to 24.43 per cent.

Spending a big defence budget
On September 6, India’s defence ministry promulgated a sensible new policy --- termed Delegation of Financial Powers for Defence Services (DFPDS – 2016) --- that will streamline and improve the way the military spends its gigantic revenue budget. DFPDS – 2016 restores to military commanders at various levels --- brigade, division, corps, commands and army headquarters --- limited discretionary financial powers; and a far higher spending limit where a proposal has the concurrence of the civilian financial advisor associated with the concerned headquarters. For example, in buying information technology equipment like computers, a corps commander can spend up to Rs 5 lakhs per item at his own discretion; and a divisional commander can spend Rs 2 lakhs. But with the concurrence of the “Integrated Financial Advisor” (IFA) posted at the corps headquarters, their spending limit rises to Rs 2 crore and 1 crore respectively. Similarly, the new policy allocates to the military command chain spending limits for other expenditure heads like transport, engineer stores, etcetera.

Last year’s version of this policy, DFPDS – 2015, had blocked military commanders at every level from spending even a rupee on expenditure they deemed legitimate. For example, a corps commander who is entrusted with the lives of 40,000 soldiers, Rs 5,000 crore worth of military equipment, and the defence of some 200 kilometres of India’s border; was prevented by DFPDS – 2015 from ordering the expenditure of Rs 5 lakhs on IT equipment.

Over 11.61 lakh government pensioners can now track the status of their pension and grievance redressal through SMS as well as monitor receipts online steps that aim to "lessen harassment" for senior citizens.

The web portal launched by Finance Minister Arun Jaitley today will enable central civil pensioners, family pensioners and freedom fighter pensioners to view their complete pension profile digitally by logging into http://www.cpao.nic.in
They will also be provided with SMS facility for tracking status of pension process and their grievance registration as well as disposal.
The website, which will serve as a one-stop destination for providing information and speedy redressal of grievances, can also be accessed through mobile devices and it would also provide an option to pensioners to give their feedback.
He said the facility of tracking pension status on mobile phone is a giant step taken by the Central Pension Accounting Office (CPAO). The website will provide one-stop solution for pensioners to access information relating to status of pension cases, and pension payments processed by central ministries and banks.

Prices of LED bulbs being distributed by state-run Energy Efficient Services Ltd (EESL) under a government programme have fallen to one-tenth of their rates two years ago.

A senior government official said EESL has received bids at Rs 38 for a 9-watt LED lamp. Fourteen companies participated in the tender opened last week for procuring five crore LED bulbs. Prices of LEDs procured by EESL under the Unnat Jyoti by Affordable LEDs for All (Ujala) scheme have been consistently falling.
Production of LED lamps in the country has increased to about four crore per month from 10 lakh two years ago.
The government expects to save 85 lakh Kwh electricity consumption every day or 15,000 tonne of CO2 by replacing 77 crore conventional bulbs and CFLs with the LEDs and 3.5 crore street lights over three years.
The UJALA scheme is underway in 21 states under which EESL distributes LED bulbs to households at a nominal price. The investment and risk coverage is borne by the company. State power distribution companies pay EESL from the actual energy savings realized over the years. The scheme does not require subsidy from the government.

Detection of bogus ration cards results in Rs 14,000-crore savings
Over 2.33 crore ration cards have been weeded out since early 2013 as part of government efforts to identify the beneficiaries of the food security law. The reduced instances of ghost-lifting have resulted in annual savings of around Rs 14,000 crore to the exchequer.

Though millions of new ration cards have been issued in the same period and the law itself inflated the food subsidy bill, yet the last three years’ public distribution system (PDS) reform helped plug leakages and curbed the growth in subsidy outgo, officials said.

The reform started with digitisation of ration cards and their seeding with the unique identification number Aadhaar. All 24.3 crore ration cards in the country are now available on transparency portals of states/UTs, and 65% of them have already been seeded with Aadhaar.

Moreover, 28 of the country’s 36 states/UTs have started online allocation of foodgrain while automation of supply chains has been completed in 18 (1.5 lakh of the country’s 5.3 lakh fair price shops are automated).

As far as expunging of duplicate ration cards is concerned, close to 80% of this has been done in five states —West Bengal, Karnataka,Maharashtra, Telangana and Rajasthan (see chart). Besides, states such as Chhattisgarh, Andhra Pradesh, Odisha, Uttar Pradesh and Tamil Nadu too, have removed significant number of such cards.

The officials added that states like Bihar, Jharkhand, Himachal Pradesh, Assam and Kerala have not shown much progress in removing duplicate ration cards from their systems. Food minister Ram Vilas Paswan has requested these states to expedite the reform, saying that transparency in the functioning of PDS is key to targeted implementation of the food security law.

Under the law, over 82 crore beneficiaries get 5 kg of foodgrain per month at heavily subsidised rates: Rs 3/kg for rice, Rs 2/kg for wheat and R1/kg for coarse grains.

“Andhra Pradesh is the first state in the country to automate all of its 29,027 fair price shops, followed by Madhya Pradesh (all 22,401 FPSs), Daman & Diu (all 51 FPSs), and Tamil Nadu (all 34,723 FPSs). Considerable progress has also been achieved in Gujarat, Chhattisgarh and Rajasthan with 17,000 (99%), 11,965 (97%) and 24,649 (96%) automated FPSs, respectively. As a result, these states/UTs have been able to reduce ghost-lifting, achieve better targeting of food subsidies by authentication of eligible beneficiaries, improvement in service delivery, weeding out bad FPSs, etc.,” the ministry of consumer affairs said in a statement recently.

“With the innovative use of technology, significant progress has been reported by states/UTs on PDS reforms in the last two years. States must focus on the reduction of inclusion and exclusion errors and Aadhaar validation so that no eligible beneficiary is denied entitlement under the PDS scheme,” Paswan said.

One graph that shows India’s big leap in global competitiveness under PM Narendra Modi
The Global Competitiveness Index report 2016-17 released by the World Economic Forum shows India has made the biggest leap among all countries of the world this year. India is placed at the 39th position, which is 16 notches above the last year’s rank. Incidentally, in 2015-16 also India had jumped 16 positions in the Global Competitiveness Index.

While Switzerland has topped the list for the record eighth time, it is closely followed by Singapore and the US. With a score of 4.52, India is also the second-most competitive among BRICS nations behind China, which is ranked 28th. Switzerland’s score is 5.81.

ABU DHABI: The first Hindu temple in Abu Dhabi will be ready to welcome worshippers by the end of 2017, a businessman overseeing the project said on Tuesday.

The temple is being built on land donated by the government of Muslim Abu Dhabi, capital of the United Arab Emirates. Hindus currently travel to Dubai, the UAE's tourism and commercial hub more than 100 km (60 miles) away, to perform prayers.

The government announced it was allocating land to build the temple during a visit by Indian Prime Minister Narendra Modi. Hundreds of thousands of Indian Hindus live in Abu Dhabi.

Indian billionaire businessman B.R. Shetty, who is chairman of the Temple Coordination Committee, said: "The UAE is a great example of religious tolerance with people of different nationalities living in harmony here."

The temple project will be funded privately, he said. The government has allocated 20,000 square metres of land in Al Wathba, just outside Abu Dhabi city.

Indians make up the largest expatriate group, about 2.6 million or 30 percent of the UAE population, according to figures from the Indian Embassy in Abu Dhabi.

Dubai also has a Sikh Gurdwara and both Dubai and Abu Dhabi have Christian churches.

Abu Dhabi's Crown Prince Sheikh Mohammed bin Zayed al-Nahyan will be the chief guest at India's annual Republic Day parade next year.

I like the style with which this was executed.

Now imagine what this means for the lootyeans and pimps of Delhi/Mumbai. All of them have unaccounted wealth obtained by selling the country piece by piece at various levels. The money would have been used to on bungalows, fancy cars, imported marbles & fittings, foreign trips, shopping, etc all of which can be investigated. The dragnet would include all our lawyers, consultants and media personalities.

If the dragnet is properly executed it would net turdesai and his ilks too. GOI did provide a window to square up so vendatta logic cannot be used. Masterstroke this. Allow a voluntary declaration followed by data driven dragnet.

Top Delhi lawyer's unaccounted Rs 125 crore income stuns tax department

A lawyer practising in the Delhi High Court and Supreme Court has sent ripples through the capital's legal circles by declaring unaccounted income of over Rs 125 crore.

The lawyer made the stunning declaration as sleuths of the income tax department searched his south Delhi residence, taking them by surprise.

The lawyer, who first came to the limelight when he bought a bungalow in central Delhi for Rs 100 crore, is reputed to be well networked in legal circles. Sources in the I-T department said their search threw up documents about several other properties of the lawyer, besides his investments allegedly in shell companies.

The "search" on the lawyer coincides with a larger I-T drive against "consultants", "lobbyists" and others with a reputation for getting things done.

The operation has focused on those engaged with sectors such as aviation, infrastructure and defence and departments like I-T and customs.

The exercise had earlier led the I-T department to Sanjay Bhandari, who deals in the defence sector, Deepak Talwar, "a corporate consultant" known for his deep "insights" into aviation and roads-highways sectors as well as links with influential politicians and PN Sanyal, a well known-figure in the income tax-customs community.

The I-T searches on the lawyer's premises came just within a week of the closure on September 30 of the government's income disclosure scheme, a four-month window for declaring unaccounted money.

Indications are that the I-T department will move on high-profile targets who are suspected to have huge amounts of undeclared money but failed to avail of the window offered by the I-T department.

NEW DELHI: The Tashkent Declaration of Organisation of the Islamic Cooperation (OIC) Foreign Ministers’ meet (Oct 18-19) has no mention of the Kashmir issue even as it touches upon situations in North Africa, West Asia and Afghanistan, a development that could be a shot in the arm for the Modi government even as it tries to build a global narrative on Pakistansponsored terror. This OIC Declaration is significant compared to the last four where Jammu & Kashmir had found mention, and therefore signals a shift in stance. The Declaration of the recently concluded meet, in fact, encourages narratives by the body to counter radicals and extremists globally. In what’s being viewed as a significant move, the declaration of the two-day meet has no reference on Kashmir even as Pakistan highlighted the “situation in J&K” on the occasion. The declaration, however, refers to the rights of Palestinians as well as the situation in Afghanistan. “
The OIC came down heavily on terrorism. “We reiterate that the struggle against terrorism and violent extremism in all forms and their manifestations…We are convinced that these dangerous phenomena can be defeated and eliminated only through a joint action, elaborating the measures of influence both to the symptoms and the roots of these problems. We appreciate the launch of an OIC Messaging Centre to counter the sham narratives of radical and extremist groups. We are continuing to advocate for for further close cooperation in the fight against terrorism, spread of extremist ideology, especially among youth.” It may be recalled that since July, India has reached out to key OIC states individually through visits by Vice-President, senior MEA officials and India’s diplomatic missions in the respective countries. Certain OIC member states have even supported India’s stand on Kashmir and Pakistan on an individual basis. ET had reported that Indonesia, home to world’s largest Muslim population, has reservations on the strongly-worded condemnation against India on the Kashmir issue. Key OIC member UAE supported a strong response by India post Uri and members --Bangladesh and Afghanistan supported cross LoC surgical strikes.

I-T dept uncovers tax evasion of Rs 38,000 cr

The Income Tax (I-T) Department has unearthed cases of tax evasion worth about Rs 38,000 crore involving around 1,000 entities, and has issued notices to 147 individuals, a senior official of the I-T department said. The amount has been arrived at through investigation of cases of stock manipulation in the past two years, the official added. Most of the individuals hail from Mumbai, Kolkata, Ahmedabad, Surat, and Delhi, officials said. These cities account for most of the trading volumes in the cash segment of the stock market.

The revenue department of the Modi government deserves a big hand for persuading people to declare a massive Rs65,000 crore of undisclosed income under its Income Declaration Scheme (IDS). But what should gladden the hearts of honest taxpayers is the quality of disclosure. IDS has not been about providing yet another amnesty to habitual tax-evaders; the focus seems to have been on nailing those who skilfully remained under the tax radar by dealing only in cash, although their daily revenues were in lakhs of rupees. In fact, there is a parallel effort to ensure that regular taxpayers are not needlessly harassed.

Both efforts require a lot more work, but as Shah Rukh Khan would say, ‘Picture abhi aur baki hai mere dost’. Remember, prime minister Narendra Modi has asserted that “No one should blame me if I take tough decisions after the 30th (of September). We expect this to kick into action soon. Assuming that the government continues with the good work that went into ‘persuading’ thousands of new people to disclose taxable income, this could be a turning point in tax compliance in India.

It is now believed that the final disclosure figures may surpass Rs70,000 crore; and, yet, it wasn’t until the last few days that people finally got the message and realised that this ‘amnesty’ is different and rushed to catch the 30th September deadline. With a tax rate of 45% to get immunity from prosecution under the Income-tax Act, Wealth Tax Act and Benami Transactions (Prohibition) Act, the government will net close to Rs35,000 crore as tax from the declaration.

In 1997, an outrageous Voluntary Disclosure of Income Scheme (VDIS) managed to get declaration of around Rs33,000 crore after providing a massive bonanza to tax-evaders in assessment of ‘inherited’ jewellery, if certified by shady chartered accountants. The VDIS did nothing to enlarge the tax base, as it seems to have done this time.

How did all this come about? The government did all the usual stuff—like launching a massive advertising campaign urging people to take advantage of IDS. Every single taxpayer received text messages. But the more significant persuasion was in the form of letters to 900,000 individual tax-evaders, based on information collated through annual information reports (AIRs) and other sources, to signal that the taxman was watching. A week before 30th September, hundreds of doctors, business persons, beauty parlours, etc, were contacted and told that the tax department has information on them and action would be initiated if they did not avail the IDS amnesty window.

The tipping point, however, was the broad spectrum of raids, searches and seizures that did not spare the rich, the powerful political class or the millionaire street-side hawkers and vendors who have evaded taxes all these years. A quick net search shows that action began in early 2016, but nobody guessed how it would all come together at the end of September. Consider these events:

1. In January, the income-tax (I-T) department raided Apollo Hospitals, a chain of high-end hospitals.
2. February 2016 saw the first raids/searches on street-side dosa vendors, paanwallahs and juice vendors operating in the posh Banjara Hills area of Hyderabad.
3. In March, action was taken by the anti-corruption bureau and enforcement directorate against the Chaggan Bhujbal, the heavyweight Nationalist Congress Party leader. He was later arrested. Over time, leading construction companies, reputed to be close to him, were raided by the tax department.
4. In April 2016, traders of pulses were raided across India. According to The Hindustan Times, tax evasion of around Rs700 crore, through speculation and hoarding, was detected. There were also tax raids and seizures on beleaguered god-man Aasaram Bapu’s ashram. The god-man remains in jail. In the same month, construction companies, known to be close to powerful politicians, were raided.
5. At the end of June, tax officials searched the offices and homes of senior employees of the Delhi International Airport (P) Limited (DIAL), which is part of the powerful GMR group, on tax-evasion charges.
6. In July, raids were conducted all over Maharashtra on the large education institutions and family of former governor of Tripura DY Patil. The I-T also raided several large and politically powerful contractors and listed entities, such as Ashok Buildcon and Indiabulls, signalling that big industry would not be spared either.
7. On 30th August, PTI reported a 300% rise in raids, searches and surveys in 2016 over those in the previous year. This led to the seizure of over Rs330 crore in cash, jewellery and other undisclosed assets. Action was further stepped up in August and September.
8. On 18th September, The Hindu reported I-T raids on various properties and several businesses of a former minister in Tamil Nadu leading to the discovery of over Rs100 crore of tax-evasion.
9. On 19th September the Times News Network reported searches on major builders and educational institutions in Raipur and seizure of documents and assets.
10. On 20th September, The Indian Express reported that the I-T raided/ surveyed over 150 jewellers and bullion traders across India and, in almost every case, directed them to declare undisclosed income under the IDS. The action is significant because jewellers, who are seen as a important voter base of the Bharatiya Janata Party (BJP), have been protesting against various efforts by the government to force more transparency in their dealings (quoting PAN for transactions above Rs 2 lakh) and have even gone on a nationwide strike to demand withdrawal of 1% excise duty on gold and diamond jewellery.
11. On 22nd September, it was the turn of 200-odd roadside eateries in Mumbai to be raided. These included famous vada-pav and dosa vendors, fruit juice and jalebi-sellers. By 1st October, The Economic Times reported that they had collectively declared Rs50 crore in cash and properties under the IDS, after being told to opt for amnesty or face action after the deadline expired.

These reports make it clear that I-T action was planned well in advance and covered a broad spectrum of persons who ought to be paying tax. Nearly 28% of the declarants are understood to be from rural and semi-urban areas. Importantly, tax officials themselves were under scrutiny. The Central Board of Direct Taxes (CBDT) has also asked all tax offices to display the numbers of Central Bureau of Investigation (CBI) to be reached, if tax officials demand a bribe. The CBI has been hyperactive against corrupt government officials and tax officials in the past few months, although this effort has received a blow after the tragic BK Bansal case, where his entire family committed suicide after the senior bureaucrat was arrested.

While a large chunk of income declarations happened due to a fear of prosecution, many evaders have missed the bus because of wrong advice from their legal experts. A report in The Economic Times quoted lawyers (without naming them) who had discouraged clients from making declarations for fear of harassment. Some made the excuse that four months was too short a time to sell assets and raise funds to pay the taxes. One expects that they will have to face the music soon.

As for new entrants into the taxpayers’ list, like roadside food-vendors, they have been bribing the police, municipal officials and small-time politicians, to ply their trade. Turning into legitimate taxpayers will, hopefully, encourage them to move away from illegally-occupied and hafta-paid public spaces.

In a country where only 5.5% of the people, who earn, pay tax and only 15.5% of the net national income is reported to the tax authorities, this is a good beginning and a boost to honest taxpayers who have been harassed and made to feel foolish for far too many decades after Independence.

Niti Aayog stamps its mark in policymaking
The Niti Aayog has managed to stamp its presence on the country's policymaking stage after making a slow start, but emerging as a key link between ministries, states and as an umpire on contentious issues.

In its days after it replaced the ertswhile Planning Commission, the entity hardly had any impact. But nearly two years down the line, the institution has worked its way and even caught Prime Minister Narendra Modi's attention. For an entity which critics thought would be irrelevant, its hands are now full dealing with a wide spectrum of policy issues.

The 15-year vision document, a seven-year strategy paper and a three-year action plan are in the pipeline. These documents will replace the scrapped five-year plans and also help the entity emerge as a serious thinktank.
The Aayog, headed by Columbia University professor Arvind Panagariya, has now acquired a critical role in resolving pending disputes of states with central ministries as well as influencing major policies of the Centre . This is evident from the PM's decisions to hand over crucial issues such as scrapping of the Medical Council of India (MCI), finalising the policy for strategic sale and shutting down state-run firms, finalising land leasing laws and approval of the high speed Mumbai-Ahmedabad railway corridor to the body .

The institution is also playing a key role in finalising norms for 20 worldclass universities as it has also been formulating national energy policy and national electronic policy.
Panagariya, who is the first vice-chairman of the new entity , is pleased with the pace of evolution of the institution and said it has played the role assigned to it as the main arbitrator of central-state relations and policy coordination.
Asked why states were flocking to the Aayog which does not enjoy any fiscal powers, he said, “We are more sympathetic to them than the finance ministry . Our authority is knowledge authority ,“ he said.

Experts argue that concentration of all financial powers with the finance ministry raised serious questions about the basic principle of separation of powers between the resource mobiliser and spender. However, the Aayog has succeeded in involving the states in framing major national programs like Swachh Bharat and Skill India.

With a clear focus on clean energy and a special focus on renewables, India has added 14,300 MW of 14.3 GW RE capacity in less than two and a half years of announcing its Renewable Energy program.

Any country will take pride in sharing these statistics. While attaining the 4th position in global wind power installed capacity, India today boasts of a capacity addition of 14.30 GW of renewable energy during the last two and half years under Grid Connected Renewable Power, which include 5.8 GW from Solar Power, 7.04 GW from Wind Power, 0.53 from Small Hydro Power and 0.93 from Bio-power.

Economic growth, increasing prosperity, a growing rate of urbanisation and rising per capita energy consumption has increases the energy demand of the country. In order to meet the energy demand, India has total installed power generation capacity of 307.27 GW as on 31.10.2016 from all resources. With 46.33 GW installed renewable power capacity, the renewable power has a share of about 15% to the total installed capacity.

Domicile certificates started to be given to west Pakistan Hindu and Sikh refugees in J&K - a long time demand (from 1947). Hopefully this will lead to full J&K citizenship in the near future.

Prime Minister Narendra Modi

His move to abolish 86 percent of hard currency overnight on Nov. 8 showed that he’s willing to risk imposing hardship on millions of people to implement his vision of a modern India: Free of corruption, fewer internal trade barriers and a tougher line against archrival Pakistan.

Biggest challenge in 2017: Reviving the economy after his surprise cash ban dented India’s growth prospects, while also fighting a bellwether election in India’s largest state and rolling out a national goods-and-services tax.

South Korean President Park Geun- hye

Park Geun-hye, 64, easily had the worst year of all Asian leaders. She was impeached Dec. 9 over an influence-peddling scandal after weeks of protests drew hundreds of thousands into the streets calling for her resignation. If the constitutional court approves the impeachment motion, Park will lose her presidential immunity and an election will be held in 60 days. The prime minister has temporarily taken charge.

Australian Prime Minister Malcolm Turnbull

After Malcolm Turnbull, 62, saw his parliamentary majority reduced to one seat in a July election, he has struggled to stimulate an economy still in transition from a mining boom. Beholden to the right wing of his party, his popularity has sagged as he has adopted policies that appear to run counter to past positions on issues like climate change and same-sex marriage.

Indonesian President Joko Widodo

Joko Widodo, 55, asserted his authority over Indonesia’s political establishment in 2016. With a mix of patronage and political savvy, he controls more than two-thirds of seats in parliament—support he used to pass a controversial tax amnesty bill in June to help fund an infrastructure program.

Biggest challenge in 2017: Ensuring that his plans to bolster economic growth aren’t derailed, particularly as he looks to placate Islamic groups looking to prevent one of his allies from becoming Jakarta’s first elected Christian governor.

Malaysian Prime Minister Najib Razak

After weeks of discussions, the Union government has decided not to take the U.S.-based Christian NGO Compassion International off the “watch list” after it was accused of funding Indian NGOs that were not registered under the Foreign Contribution (Regulation) Act (FCRA).

“We told the representative of CI that they will have to abide by the law of the land and no exceptions would be made. We shared evidence of FCRA violations done by NGOs associated with them, which includes religious conversions,” an official privy to the meeting said.

“Being foreign does not give them [Compassion International] exemption,” said another source present at the meeting. “We made it clear to them that they must follow laws [here] as they would in the U.S. itself.”

Compassion International was put on the “watch list” by the Home Ministry on March 28 last year amid reports by security agencies that it was funding unregistered Indian NGOs which were accused of encouraging religious conversions. The move meant the Colorado-based donor had to seek the Home Ministry’s permission every time it has to send funds to Indian NGOs registered under the FCRA. The source said the alleged violations done by two NGOs — the Caruna Bal Vikas in Chennai and Compassion East India — were flagged by the government in the meeting at the Ministry of External Affairs (MEA).

The MEA and the U.S. Embassy refused to comment but The Hindu spoke to several government officials in New Delhi and Washington and they confirmed the meeting.

The clampdown on CI has become a major issue between India and the U.S. in recent months. Last month, the U.S. Embassy also wrote to the Indian government asking it to share evidence on the religious conversions done by the Indian NGOs funded by it.

Asked if the Foreign Secretary would be meeting other NGOs like Greenpeace and Amnesty who are among about 22 international groups that have faced strictures in the past few years, an official said, “No.”

CI has the distinction of being raised at the highest level by the U.S. government and was the subject of a Congressional hearing in the U.S. as well. As reported by The Hindu on October 18, the Centre had allowed the donor to disburse around ₹2 crore funds to 10 NGOs in India, following a visit by U.S. Secretary of State John Kerry when he brought up his concerns over the treatment of CI with External Affairs Minister Sushma Swaraj. In December 2016, U.S. ‘Ambassador-at-Large’ for international religious freedom (IRF) David Saperstein who had met with MHA officials over the issue said that he “hoped for an accommodation (on CI issue) so that they can provide social services.”

sanctioning nearly 13.47 lakh houses for the poor in the past oneand-a-half years, which is more than what the UPA had approved during its two consecutive terms under two different schemes.

According to housing ministry officials, 13,43,326 houses were sanctioned for the poor during UPA-I and II under JNNURM and Rajiv Awas Yojna. While central assistance of only Rs 17,405 crore was committed during the previous 10 years, till Tues day the NDA government approved central aid of Rs 21,337 crore, officials added.
