The government plans to declare about 50,000 km of highways as National Highways (NH) before January 26, Union Minister Nitin Gadkari said on Monday.
"The National Highways length is 96,000 km in the country.The government plans to declare 1.5 lakh km of National Highways by January 26," Road Transport and Highways Minister Gadkari said here.Addressing a press conference, the Minister said the step was needed to expand country's infrastructure in view of rising traffic.He said single lane highways will be converted into double lanes while two lanes will be turned into four lanes, six lanes and eight lanes.Also, the government is contemplating for bitumen surfacing of concrete roads on the pattern of Germany which extended the lifespan of roads and was planning to introduce the same on Eastern and Western peripheral expressways besides Delhi-Meerut Expressway, he said. The Minister also said that Prime Minister Narendra Modi would soon lay the foundation stone of 1,000 km of highways to connect the 'Char Dhams' at a cost of Rs 11,000 crore on a new alignment which will not be subject to any landslides.
Also, work is on Rs 40,000 crore worth of projects in Jammu & Kashmir, he said. Besides work is on to strengthen infrastructure in North East, he added.

Foreign ship owners decide to fly the Indian flag

The initiatives taken by the Narendra Modi government to promote India’s coastal shipping sector has started yielding results with some foreign ship owners seeing benefits of registering ships under the Indian flag to carry cargo on local routes. In shipping, a ship flies the flag of the country where it is registered and is subjected to the tax jurisdiction of that nation. Only Indian registered ships are allowed to carry cargo on local routes, according to a so-called cabotage rule. Rules on registering ships in India have often faced criticism even by the local fleet owners because of multiple taxes hurting their operational competitiveness. But foreign ship owners have already converted, or are in the process of converting, some of their ships to fly the Indian flag. Registering under the Indian flag allows foreign vessels carry cargo and containers on local routes, in accordance with the country’s cabotage laws

After months of tough posturing Nepal's Prime Minister KP Sharma Oli has sent an olive branch to India by inviting investors from here to the Himalayan nation to boost the local economy ahead of his proposed India visit next month. Oli who became PM amid the Madhesi agitation over the exclusivist Constitution is expected here mid-February on his maiden trip abroad in his new role. Talking to media in Kathmandu ahead of his proposed trip Oli noted that Nepal had lost revenue due to the Madhesi agitation and required investments to boost economy. "I request the business community of India to come here. Of course, due to the unrest in the Terai, we lost a lot... not billions but trillions of rupees. We lost income, revenue... No industry is earning now but we will immediately create an investment-friendly situation," Oli said.

India Post posts profits on e-commerce boom

For India Post, the boom in e-commerce deliveries is proving to be a big money spinner, especially the surging cash-on-delivery consignments of the country’s top online sellers — Amazon, Snapdeal and Flipkart-Myntra. The postal department’s revenues by ways of COD consignments from e-commerce majors have more than doubled in the first nine months of this fiscal at Rs 1,000 crore, up from Rs 500 crore during the whole of 2014-15, and just Rs 100 crore in 2013-14. The deliveries are primarily directed at tier-II towns, and parts of the rural heartland, where India Post has unparalleled reach. The incremental e-commerce revenue boost, said Minister for Communications and Information Technology, Ravi Shankar Prasad, are at the heart of his plans to revive the fortunes of India’s postal service.

Tax on seed funding to be scrapped

The government has decided to scrap a tax on seed funding provided to start-ups by Indian angel investors in the upcoming Union Budget, to help domestic financiers bankroll new entrepreneurial ventures under its Start Up India campaign.The tax provision in question treats infusion of funds by domestic angel investors as income in the hands of the start-up, making India the only country in the world to penalise local angel investors in such a manner. Senior government officials working on the Start Up India action plan to be unveiled by Prime Minister Narendra Modi on Saturday said the tax is one of the key reasons that 90 per cent of Indian start-ups are financed by foreign venture capital and angel funds.

“We have decided to iron out many of the regulatory issues that are deterring access to finance for start-ups and forcing them to look overseas for funding,” said one of two officials who spoke to The Hindu on the issue, requesting they not be identified as Budget preparations are under way. “We are definitely keen to do away with the tax provisions that characterise angel investments into a new venture as the investee company’s income, thus taking away roughly 30 per cent of the investment from the start-up’s cash flow as it is taxed,” the official added.
He added that this tax applies only to domestic investors and thus acts as a disincentive to local funding for start-ups that the government wants to incentivise instead.

NTPC reduces discoms’ bill by Rs 300cr/month
The Narendra Modi government's initiatives to rejig fuel supply chain for power stations and raising domestic coal production has begun to pay off and come as a booster for states joining the Centre's voluntary scheme for turning around discoms.

The country's largest generation utility, state-run NTPC, has started passing on a monthly benefit of Rs 300 crore per month to discoms after cutting average fuel cost by reducing coal import on improved domestic supply and rationalizing the supply chain.

"The measures taken (by NTPC) have reduced average 'energy charges' by 13.6% from Rs 2.06 per unit in September to Rs 1.78 in December. The cost of purchase by state discoms is lower by Rs 300 crore per month," company chairman A K Jha said on Friday.

For First Time In 10 Years, Haryana's Sex Ratio Crosses 900-Mark
"For the first time in 10 years, the sex ratio at birth for December 2015 has crossed the 900 mark with 903 girls per 1,000 boys," Chief Minister Manohar Lal Khattar told media in Chandigarh.

Haryana has had the dubious record of being the worst among states in sex ratio with just 879 females per 1,000 males.

"While 12 districts have recorded sex ratio above the 900 mark in December 2015, district Sirsa tops the list with sex ratio of 999 girls per 1,000 boys," Mr Khattar said.

"In Sirsa district, sex ratio at birth increased from 948 in October 2015, to 978 in November, and to 999 in December. A big nexus of quacks, health workers, touts and registered medical practitioners, were busted by Sirsa police with the help of the health department and about 40 people were arrested and convicted in the district," said CM Khattar.

"As many as 58 and 72 FIRs were registered under the provisions of the PCPNDT and MTP Acts, respectively, from June 2015, till date. 18 cases of sale of sex selection drugs to ensure birth of male child were registered and about 50 FIRs were lodged for illegal sale of MTP kits. Apart from this, prominent personalities like ex-MLA, Indri, Karnal, who was caught red-handed while getting a sex detection test conducted, were put behind bars," he pointed out.

Ministry of Corporate Affairs sets up Central Registration Centre (CRC) on Republic Day






The Ministry of Corporate Affairs has taken the initiative in Government Process Re-engineering (GPR) and launched the Central Registration Centre (CRC), on the occasion of Republic Day 2016, with the specific objective of providing speedy incorporation related services within stipulated time frames which are in line with international best practices.



The GPR involves a three pronged approach of further automating some of the approval processes by utilizing advanced software tools & engines, rationalising and modifying some of the rules and engaging professionals to expedite the process of manual scrutiny.







In the first phase, the CRC will process applications for name availability (INC-1 e-forms) submitted on line across the country and endeavour to process these by the end of next working day. Operations of the CRC will formally commence w.e.f. 27 January 2016 and more services will be rolled out progressively.



The GPR exercise is in pursuance of the ministry’s objective of providing greater “Ease of Doing Business” to corporates and is expected to result in speedier processing of incorporation related applications, uniformity in application of rules, eradicating discretion. It will also be supplemented by intensive monitoring aimed at providing timely approvals.

Mobile phone production in India has reached 100 million with leading companies setting up their manufacturing base in the country, Telecom Minister Ravi Shankar Prasad said on Saturday.

“Today, I am happy to announce that in December, Rs. 1.14 lakh crore investment has come in electronic manufacturing in India.
“All the major companies in the world namely Panasonic, Mitsubishi, Nidec, Samsung, Bosch, Jabil, Flextronics, Continental are in India besides all the top Indian companies who are already here,” Mr.Prasad said.
Mr. Prasad said penetration of Internet is rising rapidly and increased by 100 million in a year to 400 million, including through mobile phones.

“With God’s blessing, I am confident that at this growth rate, we will cross 500 million,” he said.
“We have scaled up optical fibre-laying work by 500 times (compared to work done under previous government),” Mr. Prasad said.

India’s full year GDP revised upwards to 7.6 percent on manufacturing boost
India’s Gross Domestic Product (GDP), for fiscal year 2016 has been revised upwards to 7.6 percent as compared with revised estimate of 7.2 per cent in the previous fiscal year, aided largely by the growth in the manufacturing sector. This projection, if happens, theoretically makes the country as the fastest growing major economy in the world overtaking China (which grew at below 7 per cent in the comparable period).

The trends lead to a simple, yet vital question: What is driving these numbers when the old financial inclusion plans thrust by the Reserve Bank of India on public sector banks, which failed to generate enthusiasm in people, as well as the bankers?

As has been the case of Ravamma, the increasing awareness about the social security being offered under the scheme has been an attraction, says Venkatappa Rao, the 24-year-old Manager of Andhra Bank’s Polavaram branch. A post-graduate in biotechnology, Rao wanted to be a scientist but now has found his calling in the banking sector. “Luckily, the claims in cases were settled very fast, spreading the message about the scheme’s inherent financial protection,” says Rao.

There is a huge gap in insurance for the underprivileged in the country. The insurance penetration, measured as a percentage of insurance premiums to the Gross Domestic Product (GDP), stands at 3.3 per cent in India last year, according to data of Insurance Regulatory and Development Authority of India (IRDAI). It is the lowest level of insurance penetration since 2005.

Under the Jan Dhan scheme, the RuPay card comes with an inbuilt accident insurance cover of ₹1 lakh for up to 90 days after the cardholder carries out a successful financial or non-financial transaction at a merchant establishment, an ATM or an e-commerce platform.

There are other drivers too. Prakash Goud, a vegetable seller in Kandi village in Sangareddy district of Telangana, is elated about the overdraft facility for ₹5,000 that comes with the PMJDY account. “This is quite a sum for me and helps in mobilising daily working capital for my business,” he says.

Till recently, Goud had to depend on the local money lenders who would provide call money, to buy vegetables. Call money is a form of private lending where a loan is available immediately, but comes with exorbitant rate of interest. He would walk back with little returns after paying back the borrowed money to the money lender, who would charge an average interest rate of 10 per cent. But now, thanks to the overdraft facility, the vegetable seller doesn’t need the call money anymore.

While in banking parlance, call money is short-term finance for periods ranging from one to fifteen days and mainly an inter-bank deal, the term is now in liberal use for the personal loans taken by individuals from money-lenders at 20-30 per cent per annum and often at even higher rates.

The overdraft facility has also come handy for other purposes such as paying school fee for kids and buying books, points out M Jyothi, a labour whose two children are in 10{+t}{+h} and 6{+t}{+h} standard.

As on Jan 15, 2016, ₹166 crore has been extended by banks to the Jan Dhan account holders in the form of overdraft, a first of its kind for any model of financial inclusion. The amount given to an account holder can be up to four times the average balance he has maintained in the last six month; the overdraft has an upper limit of ₹5,000. There are some other facilities as well.

A PMJDY account holder can withdraw up to ₹2,000 using debt cards and open system prepaid cards at PoS in Tier-III and Tier-VI centres. Till late last year, the limit was ₹1,000. Banks have also been asked not to levy any SMS/message charges on the PMJDY accounts and basic savings bank deposits accounts.

What has worked
Experts point out that the strength of the model is also another positive factor. Globally, models for financial inclusion are either driven by credit or savings. The PMJDY began as a savings-led model, even though some argue that it is actually a hybrid model in view of the overdraft service, which is a credit facility. However, the predominance of savings element qualifies the scheme to be labelled as a savings-driven.

In a recent speech, RBI Governor Raghuram Rajan extended support to the scheme when he observed: “When credit leads the process of financial inclusion, we risk lending to people who have little ability to manage money and overburdening them.

By drawing them into the formal system through savings and payments first, then insurance, we get them accustomed to managing money before tempting them with credit.’’

PMJDY created accounts for much of the excluded population, and went a step ahead by attaching a variety of financial services such as accident and life insurance to these accounts, and sending direct benefits such as scholarships, pensions, and subsidies to these account holders.

The model is integrated through business correspondents, payment banks, and point-of-sales machines so that the services are used frequently.

Any expansion of the direct benefit transfer will be easier with beneficiaries having operative accounts. Governments of Puducherry and Chandigarh have already used the system to directly transfer money in lieu of food grains through the fair price shops. The money transfer saves the government money and brings in efficiencies in the system.

Disparities
Bankers are a bit troubled by zero-balance accounts, which make up for 29 per cent of the accounts under the Jan Dhan scheme. Though the proportion of these accounts have come down from a high of 75 per cent last year, the impact of the scheme will be higher once more of these accounts become operative. Maintaining these accounts adds to the costs of the banks, who are squeezed for margins.

Also, while places such as Delhi, with higher standard of living and more earning opportunities, will have a lower per cent of zero-balance accounts, the total deposit is low. Delhi, with 29 lakh accounts, has about ₹818 crore in deposits. States with highest deposits are Uttar Pradesh, West Bengal, Rajasthan with ₹4,069 crore, ₹3,269 crore and ₹2,209 crore respectively, in their Jan Dhan accounts.

It is also a challenge to ensure that the overdrafts extended to the account holders will be collected back without any trouble. It remains to be seen if a good credit culture accompanies the interest in opening accounts from a customer point of view.

A speedier transition to a wide range of direct benefit transfers like pensions and foods subsidies could make the scheme complete as the main objective is financial inclusion.Kakkaji wrote:

A post-graduate in biotechnology, Rao wanted to be a scientist but now has found his calling in the banking sector. “Luckily, the claims in cases were settled very fast, spreading the message about the scheme’s inherent financial protection,” says Rao.

There is a huge gap in insurance for the underprivileged in the country. The insurance penetration, measured as a percentage of insurance premiums to the Gross Domestic Product (GDP), stands at 3.3 per cent in India last year, according to data of Insurance Regulatory and Development Authority of India (IRDAI). It is the lowest level of insurance penetration since 2005.

Under the Jan Dhan scheme, the RuPay card comes with an inbuilt accident insurance cover of ₹1 lakh for up to 90 days after the cardholder carries out a successful financial or non-financial transaction at a merchant establishment, an ATM or an e-commerce platform.

There are other drivers too. Prakash Goud, a vegetable seller in Kandi village in Sangareddy district of Telangana, is elated about the overdraft facility for ₹5,000 that comes with the PMJDY account. “This is quite a sum for me and helps in mobilising daily working capital for my business,” he says.

Till recently, Goud had to depend on the local money lenders who would provide call money, to buy vegetables. Call money is a form of private lending where a loan is available immediately, but comes with exorbitant rate of interest. He would walk back with little returns after paying back the borrowed money to the money lender, who would charge an average interest rate of 10 per cent. But now, thanks to the overdraft facility, the vegetable seller doesn’t need the call money anymore.

While in banking parlance, call money is short-term finance for periods ranging from one to fifteen days and mainly an inter-bank deal, the term is now in liberal use for the personal loans taken by individuals from money-lenders at 20-30 per cent per annum and often at even higher rates.

The overdraft facility has also come handy for other purposes such as paying school fee for kids and buying books, points out M Jyothi, a labour whose two children are in 10{+t}{+h} and 6{+t}{+h} standard.

As on Jan 15, 2016, ₹166 crore has been extended by banks to the Jan Dhan account holders in the form of overdraft, a first of its kind for any model of financial inclusion. The amount given to an account holder can be up to four times the average balance he has maintained in the last six month; the overdraft has an upper limit of ₹5,000. There are some other facilities as well.

A PMJDY account holder can withdraw up to ₹2,000 using debt cards and open system prepaid cards at PoS in Tier-III and Tier-VI centres. Till late last year, the limit was ₹1,000. Banks have also been asked not to levy any SMS/message charges on the PMJDY accounts and basic savings bank deposits accounts.

What has worked
Experts point out that the strength of the model is also another positive factor. Globally, models for financial inclusion are either driven by credit or savings. The PMJDY began as a savings-led model, even though some argue that it is actually a hybrid model in view of the overdraft service, which is a credit facility. However, the predominance of savings element qualifies the scheme to be labelled as a savings-driven.

In a recent speech, RBI Governor Raghuram Rajan extended support to the scheme when he observed: “When credit leads the process of financial inclusion, we risk lending to people who have little ability to manage money and overburdening them.

By drawing them into the formal system through savings and payments first, then insurance, we get them accustomed to managing money before tempting them with credit.’’

PMJDY created accounts for much of the excluded population, and went a step ahead by attaching a variety of financial services such as accident and life insurance to these accounts, and sending direct benefits such as scholarships, pensions, and subsidies to these account holders.

The model is integrated through business correspondents, payment banks, and point-of-sales machines so that the services are used frequently.

Any expansion of the direct benefit transfer will be easier with beneficiaries having operative accounts. Governments of Puducherry and Chandigarh have already used the system to directly transfer money in lieu of food grains through the fair price shops. The money transfer saves the government money and brings in efficiencies in the system.

Disparities
Bankers are a bit troubled by zero-balance accounts, which make up for 29 per cent of the accounts under the Jan Dhan scheme. Though the proportion of these accounts have come down from a high of 75 per cent last year, the impact of the scheme will be higher once more of these accounts become operative. Maintaining these accounts adds to the costs of the banks, who are squeezed for margins.

Also, while places such as Delhi, with higher standard of living and more earning opportunities, will have a lower per cent of zero-balance accounts, the total deposit is low. Delhi, with 29 lakh accounts, has about ₹818 crore in deposits. States with highest deposits are Uttar Pradesh, West Bengal, Rajasthan with ₹4,069 crore, ₹3,269 crore and ₹2,209 crore respectively, in their Jan Dhan accounts.

It is also a challenge to ensure that the overdrafts extended to the account holders will be collected back without any trouble. It remains to be seen if a good credit culture accompanies the interest in opening accounts from a customer point of view.

A speedier transition to a wide range of direct benefit transfers like pensions and foods subsidies could make the scheme complete as the main objective is financial inclusion.

There can be no doubt that, in 21 months, it has been able to register improvement on several economic fronts. But the tendency to make exaggerated claims diverts attention from what is real, and affects credibility. A reality check shows that the pace of road construction in 2013-14 (the year before Mr Gadkari took charge) was more than 11 km per day, not 2 km. This year may achieve 16 km per day, so Mr Gadkari’s efforts at renewed momentum in highway construction are bearing fruit.Mr Goyal has managed improvements on other fronts – coal production, for instance. The Prime Minister’s personal initiative on the surrender of LPG Cylinders by higher income classes was a good case of leadership. If the results are not commensurate, it is more a reflection of the attitude of the Indian society than that of the government. Hence, the government should not be squeamish about sharing the true achievement on this front.

On the introduction of Aadhaar, it is not widely appreciated that the Unique Identification Card may not have seen the light of the day, had the UPA returned to office. Under UPA II, the Home Ministry was batting for its own National Population Register and its own ID card.

When the government changed, Nandan Nilekani, the former Chairman of UIDAI, met the Prime Minister and got his consent for the adoption of Aadhaar. The rest, as they say, is history.

The government’s timely release of food inventory and the restraint it showed in fixing the Minimum Support Price for agricultural commodities played no small part in the taming of the inflation rate in the last two years. Of course, much remains to be done to bring the rise in cost of living to moderate levels structurally. But, that is a whole different story.
What are the glaring failures?

(1) This government could not cash in on the bonanza from the huge decline in oil price because it had to use the windfall to meet an impossible fiscal consolidation target that it had meekly accepted. When it took office, it started from a fiscal deficit of over six percent of GDP and not 4.1 percent. Hence, the oil price windfall (even a portion of it) could not be passed on but had to be used to shore up public finances. In other words, it failed to take the country into confidence on the fiscal deficit it inherited from the previous government.

(2) More broadly, failure to issue a white paper on the economic legacy inherited from the UPA government. For example, most of the dramatic rise in bank frauds related to advances over Rupees one crore happened in UPA II. Most of today’s Non-Performing Assets (NPA) are of the UPA II vintage. UPA damaged the Indian banking system in two ways. Loans were made to cronies and normal loans became non-performing because it ran the economy to the ground.

(3) Its ‘Indra Dhanush’ project for improving bank governance is unfinished project. Actual and substantive changes in bank management have been too few to be touted as achievements.

(4) Failure to make much headway in the resolution of Non-Performing Assets with the Public Sector Banks.

(5) Failure to put an end to retrospective taxation

(6) Failure to understand the importance of few high-optic issues such as the tax dispute with Vodafone and privatisation of airports, to name two.

(7) Failure to communicate its real achievements – as in administrative reforms, in national skilling mission, in showcasing the work of ordinary folks like Temsutula Imsong.

(8) Failure to acknowledge, thank positive endorsements and to take credit for the same (Proof: T.N. Ninan’s Op.-Ed. and see concluding paragraph).

(9) Prime Minister’s voluble silence in the public space in India, except during election campaigns, resulting in the rise and strengthening of the perception that the government has lost control of its policy agenda.

The Ministry of Defence has fine-tuned the Foreign Military Sales (FMS) procedure with the US Government. Rather than raising bills case-wise every quarter, all the funds against various cases have been pooled together in a corpus. As and when funds are required to be paid per case, in fulfillment of contractual liabilities, the said amount is being withdrawn from the corpus. Consequent to this creation of the corpus in consultation with the US Government, no payments have been made in the last two quarters of the financial year 2015-16, against cases which necessitated payments, against the said contracts. Instead, payment is being effected from the corpus of 2.3 billion US Dollars. It is hoped that no payments shall be required to be made till the amount of 2.3 billion US Dollars is depleted and there is a necessity for us to replenish certain amount as required. This has happened through scrupulous and holistic financial management. Consequently, while US government will continue to meet their contractual obligations, there will be no additional burden on Government of India on this account. It enables utilization of scarce funds on other projects and hedges the country against adverse exchange rates.

10 Things You Need To Know About NDA’s Aadhaar Bill 2016
#1: Aadhaar is now mandatory for availing oneself of a subsidy or benefit from the state. The only exception is when the Aadhaar number is not assigned to an individual. In that case, the individual shall be offered an alternative. However, considering Aadhaar’s extensive coverage – close to one billion Aadhaar numbers have been issued - the exceptions insignificant and will soon be obsolete. It is open for private parties to use Aadhaar for authentication if they want to.

#2: “Informed consent” is a must for collecting identity information. Every individual who submits his identity information for authentication must be informed about (i) the nature of information that may be shared upon authentication; the (ii) uses to which the information received during authentication may be put and the (iii) alternatives to submission of identity information to the requesting entity.

#3: Aadhaar is not a proof of citizenship or domicile. It just proves your identity, not your citizenship. So, the fear that people who do not have Aadhaar may be ousted from India as illegal migrants is baseless. Nor, equally, is Aadhaar a claim on citizenship.

#4: Aadhaar information does not include information related to race, religion, caste, tribe, ethnicity, language, records of entitlement, income or medical history.

#5: Even the Aadhaar number holder has no access to his core bio-metric information such as iris scan or finger prints stored in the Central Identities Data Repository though she can request access to her other identity information such as Aadhaar number, demographic information and photograph.

#6: This Bill does not allow for sharing of core bio-metric information, not even for National Security. However, section 29(4) creates a bit of ambiguity by providing for exceptions “as may be -specified by regulations”.

#7: Biometric Information will be considered to be “sensitive personal data or information”. The Bill makes rules under the Information Technology Act, 2000, applicable to this information in addition to the penal provisions provided in the Bill.

#8: Courts can seek disclosure of information, including identity information or authentication records, but they must hear the Unique Identification Authority first. Core bio-metric information is excluded.

#9: Similar information can be disclosed to or accessed by the government in the interest of national security. Core bio-metric information is excluded. The direction must be issued by an officer of the rank of Joint Secretary or above authorised by an order of the central government. There is a provision for review of such direction by an oversight Committee having a cabinet secretary and the secretaries in the Department of Legal Affairs and the Department of Electronics and Information Technology.

#10: Undoubtedly, this bill provides protection against privacy and identity-related crimes and data frauds such as impersonation, disclosure of identity information, unauthorised access to Central Identities Data Repository, tampering with data and non-compliance with intimation requirements.
