NDA's ambitious financial inclusion plan Jan Dhan Yojana launched, claims to benefit 1 crore on Day 1
New Delhi: Prime Minister Narendra Modi on Thursday launched his government's ambitious financial inclusion plan, the Pradhan Mantri Jan Dhan Yojana (PMJDY) which aims to help the poor open bank accounts. PM Modi said that over one crore bank accounts had already been opened on the first day.

"Around 80,000 camps have been organised to include people in the scheme. Over 1 crore bank accounts have been opened. It's a record for the banking and insurance sector to include over 1 crore people in one day for insurance," Modi said.
"We have to get rid of financial untouchability. Women of the nation will bless us, if they are able to open bank accounts easily," he said.

'Those who open accounts under this scheme by 26 January, they will get medical insurance of Rs 30,000,' Prime Minister Narendra Modi announced.

Modi also said that people who open accounts under this scheme by January 26 will get medical insurance of Rs 30,000.
The PMJDY has been conceived as a national mission on financial inclusion with the objective of covering all households in the country with banking facilities and having a bank account for each household.

The scheme, pushed by the government in a mission mode, seeks to provide two accounts to 7.5 crore identified households by August 2018.
The main features of the PMJDY scheme include Rs 5,000 overdraft facility for Aadhar-linked accounts, RuPay Debit Card with in-built Rs 1 lakh accident insurance cover and minimum monthly renumeration of Rs 5,000 to business correspondents who will provide the last link between the account holders and the bank.

The first phase of the mission, starting this month, would end in August next year.
The second phase will start from 2015 till 2018, covering aspects such as micro-insurance and pension schemes like 'Swavalamban'.
The new scheme is an improvement over the UPA's financial inclusion programme.

The earlier scheme had no focus on households and no emphasis was given on urban financial inclusion, according to some experts. Besides, they maintained that there was a cumbersome Know Your Customer (KYC) formality, restricting account opening.
Other deficiencies cited included lack of credit disbursement and 47 per cent of business correspondents being untraceable, resulting in inactive accounts.

The new scheme has tried to address all the possible deficiencies and its monitoring would be done at state and district levels.
The 'mission mode' approach has been envisaged with the Finance Minister as head of the mission.
The mission will have five different levels for overseeing the implementation of the programme -- three with the Centre and two with state governments.

The programme assumes importance as 42 per cent of the population is still out of the formal banking system, and has to depend on money lenders for meeting their credit needs.
The present banking network of the country comprises of a bank branch network of 1,15,082 and an ATM network of 1,60,055. Of these, 43,962 branches (38.2 per cent) and 23,334 ATMs (14.58 per cent) are in rural areas.

New Delhi: India, with its existing 243 million Internet users, has now got its own .भारत (.Bharat) country code top-level domain (ccTLD) name. The launch of the .भारत ccTLD will help bridge the digital divide and accelerate e-governance.

This was announced by the National Internet Exchange of India (NIXI). रजिस्ट्री.भारत is one of the first such domains.

NIXI has been spearheading the goal of multilingual Internet and to this end NIXI has collaborated with Centre for Development of Advanced Computing (CDAC) in setting up of an expert team on Internationalized Domain Names (IDNs).This is expected to enhance the reach and relevance of Internet for remote and far flung villages, further bridging the digital divide.

Since the same .भारत ccTLD is shared by other Indian languages such as Boro, Dogri, Konkani, Maithili, Marathi, Nepali and Sindhi-Devanagari, the end user can now get domain names in these languages apart from Hindi. The sunrise period for the same has commenced from August 15, 2014.

This is soon to be followed in the coming months by similar launches in regional languages such as Tamil, Gujarati, Punjabi, Urdu, Telugu and Bangala.

The PM Narendra Modi-led NDA government, has asked US soft drinks giant PepsiCo to reduce the sugar content of its sodas as the country battles growing levels of obesity and diabetes.

"PepsiCo has been requested to further bring down the sugar content of soft drinks so that the health aspects of such products are duly taken care of," the ministry said in a statement after the meeting.

Over the last few years there has been a considerable jump in fast food and soft drink consumption among the middle class, leading to a rise in obesity and diabetes levels.

The soft drinks giant has been replacing some of the sugar in its fizzy drinks with stevia, a natural sweetener which is widely used in Europe and parts of Asia.

PM Modi's big plan: Get education, medical & birth records online in a digital locker
NEW DELHI: Prime Minister Narendra Modi's next big push to free up service delivery from the hold of the lower bureaucracy will be in the form of a 'digital cloud' for every Indian. Certificates issued by the government — education, residential, medical records, birth certificates etc — are to be stored in individual 'digital lockers' and a communication protocol established for government departments to access them without physically having to see the hard copy. Information and technology secretary Ram Sewak Sharma, who is overseeing the ambitious MyGov.in programme of the government, told ET that this was one of the ideas Modi had frequently flagged as something that would resonate with all Indians.

Buoyed by PM Modi's election win, economy set to clock highest growth in 2 years
NEW DELHI: The after-glow of PM Narendra Modi's election victory nearly four months ago is expected to have helped India's lumbering economy register its fastest growth in more than two years for the quarter ending in June.

PM Modi has promised to make it easier to do business through speedier clearances and stable tax policies, allowing investors in Asia's third-largest economy hope of a rosier future after years of low growth and high inflation.
Economic growth is forecast to have picked up to 5.3 per cent between April and June, according to a Reuters poll of 40 economists, sharply higher than 4.6 per cent in the previous quarter. The GDP data is due at 1200 GMT on Friday.

If the forecast proves correct, it would mark only the second quarter of above 5 per cent growth since early 2012.

PM Modi knows he must spur the economy to far higher rates of growth in order to provide jobs for the increasing numbers of young people joining the work force.

The improvement in the GDP figures is largely due to the steps taken by the previous government to kick-start capital investments and spur consumer demand.

Those measures aided industrial production and vehicle sales.

The year-on-year growth has been helped also by a favourable statistical base because of weak economic activity last year.

But, there is little doubt that Modi's election - he won the first outright parliamentary majority in three decades - improved sentiment among consumers, investors and the business community.

Months before Modi's victory, investors poured money into India confident that the business focused leader would win.

Modi signs Kyoto-Varanasi pact with Japan
TOKYO: Not a minute to lose, that seems to be the priority of Prime Minister Narendra Modi as he began his four-day bilateral visit to Japan. Within a couple of hours of his arrival, an agreement has been signed between the cities of Kyoto and Varanasi, two cities which the External Affairs Ministry says will be partners in heritage.

The Kyoto-Varanasi agreement which was signed in the presence of Prime Minister Modi and his Japanese counterpart Shinzo Abe comes a day ahead of Mr Modi's day long effort to understand what makes Kyoto tick. As per the agreement, both the cities will endeavour to strengthen exchanges and cooperation in the fields of culture, arts, academics, heritage conservation and city modernisation.

An ancient city and a hub of ancient Buddhist traditions, Kyoto has been able to effectively blend its culture and heritage with cutting edge technology. For Prime Minister Modi, the Kyoto model could be essential in the process of rejuvenating Indian cities, a priority mission for this government.

Tomorrow, in addition to visiting the ancient Toji temple, the PM is scheduled to meet leaders in the city to learn about effective governance and management of a historic city. He is also expected to learn about advances made in Japan in stem-cell research. He flies out to Tokyo tomorrow evening.

Prime Minister Modi's visit to Japan began on a strong personal note - Prime Minister Abe, who enjoys a friendly relationship with him chose to personally travel to Kyoto to meet Mr Modi even though delegation level talks between the two countries are still two days away. The two leaders also had dinner together.

Prime Minister Modi has accorded great importance to this visit, his first bilateral visit outside the subcontinent. India and Japan already enjoy a global strategic partnership but both sides now want to enhance that equation.

Modi gets Lutyens’ bungalows vacated in three months
In just three months, the urban development (UD) ministry, on Modi’s insistence has managed to get majority of bungalows occupied by former UPA ministers and MPs vacated.

Where during the previous regime, many ex-ministers and MPs not only managed to hold on to their official accommodation long after relinquishing their charge as ministers but in some cases also got official extension to overstay, the NDA government has refused to entertain any request for extension, including those from their own former party MPs and ministers. Sources said among others requests seeking extension have come from senior BJP leader Yashwant Sinha and Jaswant Singh who was expelled from the party early this year.
So far, of the 61 Lutyens’ bungalows occupied by ex-ministers and MPs, only eight have not been vacated. These include Congress’ MM Pallam Raju, Jitendra Singh, Krishna Tirath, Girija Vyas and RLD’s Ajit Singh. Former MPs who are yet to vacate their house include Congress’ Mohd. Azharuddin, Vijay Inder Singla and Samajwadi Party’s Neeraj Sekhar, son of former PM Chandra Sekhar.

The government might be doing its job but many former MPs and ministers are piqued by the government’s haste to get the bungalows vacated. Former Congress MP from Sangrur (Punjab), Vijay Inder Singla told HT, “My mother had to undergo breast cancer operation in May and I had sought some more time to vacate the house. I even met the UD minister but was refused an extension.”
Former aviation minister Ajit Singh said, “I have taken a house on rent and once its renovated I will vacate the bungalow.” Former housing minister Girija Vyas claimed she has already vacated her house 10 days back. “The government is doing its job but they should not humiliate former ministers by sending repeated eviction notices,” Vyas told HT from Udaipur.

Modi effect? Favouritism in govt decisions down, India improves global rank

When it comes to favouritism shown by government officials to influential corporates, India's ranking has improved sharply to 49th place on a global list, but remains below that of China and many major economies.

India's ranking has also improved significantly in terms of public trust in politicians, as also with regard to diversion of public funds and for the 'irregular payments and bribery' at government institutions, as per an annual study by the World Economic Forum (WEF).

India was ranked 94th last year, while China's position has improved by seven places to 22nd in the latest ranking of countries for 'favouritism shown by government officials'.


Qatar has replaced Singapore as the top ranked country with least probability of such favouritism while Venezuela continues to remain the worst place on this front.

The countries have been ranked on the basis of a survey of the extent to which "government officials show favouritism to well-connected firms and individuals when deciding upon policies and contracts".

Jammu and Kashmir floods: Narendra Modi deploys successful Google app to find people
Seeking to boost search and surveillance capabilities of rescue teams in flood-hit Jammu and Kashmir, a successful Uttarakhand 'Google' application is being pressed into service by the government.

The Google application called 'Person Finder' is a customized exclusive web application that allows individuals to post and search for the status of relatives or friends affected by a disaster.

NDRF Director General OP Singh told PTI that they are in talks with Google authorities and the system is expected to be operationalised by tomorrow morning.

Sources privy to the development said Google has briefed the government that its 'open source' content has a lot of data and information on the locations and inhabitants of Jammu and Kashmir, especially in the Kashmir valley.

The rescue and disaster mitigation teams, sources said, are facing a number of odds in their task like bad communication network and high water level and this satellite- based application will strengthen their efforts to reach out to more victims of the worst-ever floods tragedy in the state.

Once updated and activated, search and rescue teams can use the 'Person Finder' to locate the people living in an area and deploy men and material to evacuate them from marooned locations. "The platform had been very successful during last year's floods and heavy rains that had wreaked havoc in Uttarakhand.

Once activated, the web and SMS-based resource will bolster rescue teams of all the agencies like NDRF and IAF immensely," a senior officer of the security establishment said.

Under this smart application offered by the crisis response division of Google, all data entered into it is available to the public and searchable and accessible by anyone.

Once initiated, search and rescue teams of the National disaster response Force, IAF, Army and other civil aid authorities can use the database to reach more and more people who are stranded for the last few days and need immediate succour.

Govt okays Rs. 44,000-crore stake sale in three big PSUs

The government on Wednesday approved share-sale plans in three major state-owned companies — Coal India Limited (CIL) , NHPC and ONGC — that can potentially earn the exchequer Rs. 44,000 crore. If successfully concluded, the government can more than meet the Rs. 43,425-crore target it had set for earnings from stake sales in public sector companies in the current financial year. It would also be the most the government has ever earned as disinvestment revenue in a single year, surpassing the previous best of Rs. 23,857.25 crore in 2011-12.

Revenue from selling shares in state-owned companies is critical to the government’s plans to keep the fiscal deficit — shorthand for the amount of money it borrows to fund its expenses — at 4.1% of the gross domestic product (GDP) in 2014-15. “Disinvestment proposals of ONGC, Coal India and NHPC have been cleared by the cabinet committee on economic affairs (CCEA),” said an official statement after a meeting of the CCEA, which is headed by Prime Minister Narendra Modi.

The CCEA cleared a 10% stake dilution in Coal India, 5% in oil production major ONGC and 11.36% in power company NHPC. At current market prices, the sale of shares could garner over Rs. 23,000 crore, Rs. 18,000 crore and Rs. 2,800 crore, respectively. Besides, the previous government had cleared disinvestment in SAIL and according to sources, the 5% stake sale in the state-owned steel maker could take place this month itself, fetching the Centre an additional Rs. 1,600 crore. The government has missed its disinvestment target for five consecutive financial years. Last year, it could raise only Rs 16,027 crore against a budgeted target of Rs. 40,000 crore.

The Centre has already selected merchant bankers to manage the ONGC and NHPC offers and will likely do the same for Coal India shortly, although it has to convince labour unions opposed to share sale plans in the world’s largest coal mining company.

The cabinet approval came weeks after capital market regulator Securities Exchange Board of India approved sweeping new norms, including making it mandatory for listed PSUs to pare promoters’ shareholding to 75% within the next three years. The government currently holds stakes of 89.65% in Coal India, 85.96% in NHPC and 68.94% in ONGC. The government has missed its disinvestment target for five consecutive financial years.

In 2010-11 and 2011-12 fiscals, the government had raised Rs. 22,144 crore and Rs. 13,894 crore through disinvestment, against the budgeted target of Rs. 40,000 crore in each year.

In 2012-13, it had raised Rs. 23,956 crore, as against the target of Rs. 30,000 crore.

In 2013-14, the government could raise Rs. 16,027 crore, as against the budgeted target of Rs. 40,000 crore. The target in revised estimates was scaled down to Rs. 16,027 crore.

Prime Minister Narendra Modi has made it clear that respective Ministry can take a final call on clearing projects up to Rs 1000 crore and there is no need for a Cabinet approval in this regard.

According to an ET Now report, the Prime Minister has decided that various Ministries can now approve projects up to Rs 1000 crore without the Cabinet approval.

The process of clearing projects across Ministries has been a lengthy one till now. First it involves inter-Ministerial discussion. Then the Finance Ministry normally keeps a tab on the project. Finally, the project has to undergo the Cabinet approval. Such a lengthy decision-making process was making the Government projects face inexplicable delay.

During the 10-year-long Congress-led UPA dispensation, Government projects had to go through a multi-layered decision-making process. It is pertinent to mention here that according to an estimation as many as 60 per cent of the projects in infrastructural sector were running behind schedule during the UPA rule, resulting in an overall cost overruns of a whooping Rs 120,000 crore.

In stark contrast, in Narendra Modi’s governance model, Government projects can’t afford to get stuck in red tape and hence have to go through a fast-track process. The projects are meant for the people and their benefits should reach them at the earliest possible.

This is in line with Narendra Modi’s sheet anchor for Governance – ‘Minimum Government and Maximum Governance’. Ever since Modi took the reins of the country, he has been continuing to focus on this mantra in every step.

Earlier, the Modi Government abolished all Group of Ministers (GoMs) and Empowered Group of Ministers (EGoMs) which were set up during the UPA tenure. The move is indeed expediting the process of decision-making across Ministries and ushering in a greater accountability in the system. To take administration closer to people and ensure that governance doesn’t get stuck in red tape, the Modi Sarkar is streamlining the bureaucracy with thrust on transparency and accountability. The Government has amended the All India Service (Conduct) Rules, 1968 and mandates that the bureaucrats must maintain political neutrality, take decisions and make recommendations on merit alone and take decisions solely in public interest. Modi Government is working overtime to weed out archaic rules and legislations from the statute books. In addition, PM Modi has disbanded the 64-year-old Planning Commission and is replacing it with a new institution keeping in view of India’s needs amid changing global economic scenario.

The new move by Narendra Modi Government to empower Ministries to the final call on clearing projects up to Rs 1000 crore is indeed path breaking. The move will speed up the decision making process across Ministries. News starved media has been unfairly targeting Narendra Modi by making a wild allegation that the Prime Minister is the single-point authority for all Ministries. But Modi’s new move is a fitting riposte to ‘mischief mongers’. Moreover, the move once again shows how Narendra Modi Government is implementing democracy across Ministries and Departments.

In run up to the 2014 Lok Sabha election, Modi had promised development and good governance. Undoubtedly, he is delivering on those promises.

This will speed up electricity production in India, and I see that as a step towards achievement of electricity targets. Also, this is major decision, and not some minor decision.

Modi welcomes Xi Jinping by dropping anti-dumping duty on solar panel imports

India has decided against imposition of Anti-dumping Duty (ADD) on solar panel imports. This move, just ahead of Modi-Xi Jinping and Modi-Obama meet later this month, is good news for trade relations with both the countries as no ADD leaves a big growing Indian market wide open for Chinese and US solar industry. This in turn will help India address its acute power crisis.

Dumping occurs when the goods are exported by a country to another country at a price lower than its normal value. Anti-dumping duty is a measure to rectify the situation arising out of the dumping of goods and its trade distortive effect.

Acting on the application filed by domestic solar cell manufacturers, Department of Commerce in a notification dated May 22, 2014 — few days before Modi Government took over — had recommended imposition of Anti-dumping Duty (ADD) on imports of solar cells originating in or exported from China, USA, Taiwan, and Malaysia.

Dropping the duty will upset domestic manufacturers who say that rivals (foreign companies) benefit from their Government’s support and sell their products at artificially low prices. However, India, today, needs electricity more than developing its domestic solar industry which is very small right now. The current domestic manufacturing capacity for solar cells is inadequate to meet even the current demand and it certainly cannot meet the expansion plans. Focusing on developing domestic solar industry at the cost of electricity generation would not have been a sensible move for India.

According to World Bank data, more than 300 million Indians — 25 percent of total population — have no access to regular electricity. In 2012-13, India’s power sector could supply just 124,000 megawatts for a country of more than 1.2 billion people. By contrast, Britain generated a maximum of 55,000 megawatts for a country of just 60 million.

Hence, India aims to achieve a target of increasing solar power capacity to 20,000 MW by 2022 from 1,700 MW today.

Development of solar power in the country depends on the price at which power can be supplied to the distribution utilities. Major expansion is possible only if price matches grid parity and can sustain without Government subsidies. Anti-dumping duty would have made this difficult. Even many State Governments, who are owners of distribution companies, had opposed anti-dumping duties because of the high price of the domestic cells and their inability to buy expensive power.

No anti-dumping duty in India will attract Chinese investors, who are facing anti-dumping duty in US and elsewhere, and a dispute over dumping solar cells in Europe.

Chinese Government provides cheap loans, land, interest-free credit lines and tax breaks to solar companies. The US Government has been promoting, supporting and funding solar industry and Research & Development for solar technology since 1950s.

No ADD will also be a boost for ‘Make in India’ initiative – a move to make India a manufacturing hub by encouraging domestic and global companies to invest in India’s manufacturing sector. A larger base of solar manufacturing can be built in India, if the Government provides incentives to the overseas manufacturers so that they setup their solar manufacturing units in India. Exports could also get a boost if these foreign manufacturers sell from India.

While 100 per cent FDI through automatic route is already available for Solar Manufacturing as part of Electronic System Design & Manufacturing (ESDM), the Government should actively pitch 100 per cent FDI in Solar Manufacturing. In what strengthens further the case for 100 per cent FDI, Moser Baer — leading domestic solar manufacturer — has called for FDI. With incentives to overseas manufacturers and 100 per cent FDI, power projects in India will benefit from not having to import since cheap options could be available locally.

The PM has sought minimum use of affidavits and shift to self-certification, so as to benefit the common man," said a statement by the PMO, terming the move as one that would bridge the governance deficit in the country. "This measure is a start in the direction of reforming the public service delivery system and bridging the governance deficit," PMO said.



It is expected to benefit the people immensely, as all affidavits not required by law shall eventually be done away with," the PMO said.

All union ministries and state governments have been asked to facilitate selfcertification of documents, the PMO said.

Apart from affidavits, the government wants selfcertification to replace the requirement of attestation by gazetted officers for several documents as well. "Obtaining either an attested copy or affidavit not only costs money to the poor citizen but also involves wastage of time of the citizens as well as of the government officials,"

Already operational at passport offices, you can sign on photocopies of documents and those are submitted after verification. No need to attest it by a gazetted officer.

this is excellent move and will no doubt reduce the income of those first bribed to get a govt post and then sit around signing papers without any verification for a fee outside shops and offices.

6 years, 2 rejections later, India’s largest hydro project cleared
Six years after Manmohan Singh as Prime Minister laid its foundation stone and twice denied environmental clearance, the 3000 MW Dibang hydel project in Arunachal Pradesh has been cleared by the Forest Advisory Committee (FAC) of the Ministry of Environment and Forests (MoEF), subject to a reduction in the dam height by 20 m from the originally envisaged 288 m.

This clearance for India’s largest hydro project and the world’s tallest concrete gravity dam came after a September 3 letter from Nripendra Mishra, Principal Secretary to the Prime Minister, to the Environment Secretary to “clear the project expeditiously” as per the decision of the Cabinet Committee on investment.

The National Pharmaceutical Pricing Authority (NPPA) has withdrawn its order to fix prices of drugs, which are not under the list of essential medicines, a move that has been welcomed by the pharmaceutical industry.

The NPPA had late on Monday issued a statement, saying it has withdrawn guidelines for price control issued under Para 19 of the Drug Prices Control Order (DPCO), 2013. The Paragraph 19 of the DPCO, 2013, authorises the NPPA to control the prices drugs that are not under the NLEM (National List of Essential Medicines) under extraordinary circumstances in public interest. The NPPA had invoked Para 19 of the DPCO to cap prices of 108 medicines, including cardiac, diabetes and HIV/AIDS drugs, last month.

“In compliance with the directions received from the government in the Department of Pharmaceuticals...the aforesaid internal guidelines issued by the NPPA on May 29, 2014 under Paragraph 19 of DPCO 2013 are, hereby, withdrawn with immediate effect,” the NPPA said in a statement. The order will be effective prospectively. An NPPA official explained that the order meant that the powers the authority drew from the DPCO for fixing caps for non-essential drugs is no longer available.

“The plain reading of the order is that a guideline under DPCO 2013 has been withdrawn with immediate effect, that is, from September 22,” he said. Several industry bodies, including the Indian Pharma Alliance (IPA), had criticised the NPPA’s move to cap the prices of medicines not under NLEM. Under the Drug Price Control Order (DPCO) 2013, the government already controls the prices of 348 drugs listed in the NLEM.

S&P upgrades India's sovereign credit outlook to stable from negative
MUMBAI: Rating agency Standard & Poors has reversed its opinion about the Indian economy and upgraded the rating outlook to stable from negative while maintaining the credit rating at BBB-.

This is a major change from its position last year when it said India faces one in three chances of a downgrade.
