Don't want to start a discussion but do want to highlight the importance of India's financial data staying within India. Mastercard and Visa are American companies with data servers based abroad, but with India's home grown systems, the entire eco-system and transaction data stays within the country (one of the driving forces for China's Union Pay, now a global service).

PM Narendra Modi tells civil servants to stop being regulators, become enablers (MINT)
New Delhi: Stop being regulators, become enablers. And start thinking out of the box. These were the key messages Prime Minister Narendra Modi drove home to civil servants on Friday.

Speaking at a function to mark Civil Services Day, Modi urged bureaucrats to break out of silos and work together as a team to perform and transform.

“Political will can reform but bureaucracy performs and public participation transforms. We have to bring them in one wavelength,” he said. “To reform, political will is needed. I do not lack it and may be having a bit extra,” he added.

Modi’s comments are significant, given that the National Democratic Alliance (NDA) government is pushing through critical reforms including the landmark goods and services tax (GST), which is expected to roll out on 1 July.

The prime minister said while the role of the government had increased, things had changed in the last 15 years. “With changing times, a need may arise that we may have to change our working style. From regulator, we need to be an enabling entity,” he said.

Modi advised senior civil servants to ensure that experience does not become a burden that stifles innovation. He conceded that hierarchial barriers in bureaucracy remain an issue; it has been inherited from colonial rulers and “was not left behind in Mussoorie” (where the Lal Bahadur Shastri National Academy of Administration is located).

He said bureaucrats should not worry about the consequences of quick decision-making. “If a decision is taken with honest intention, truthfulness and for the welfare of public, then there is nobody in the world who can raise fingers at you. Something momentary may happen but I am with you,” Modi added, to applause from the bureaucrats.

His assertion comes against the backdrop of bureaucratic circles referring to the three Cs—the Comptroller and Auditor General, the Central Bureau of Investigation and the Central Vigilance Commission—as stumbling blocks in decision-making, ultimately resulting in policy paralysis.

He asked civil servants to weigh their decisions from an outcome point of view and not output. “Aankado se badlav aata hai kya (Do we get any change through numbers)? We need to weigh decisions from an outcome point of view.”

On a “quantum jump” in applications for Civil Service Day awards, he said the priority should now be on improving quality and making excellence a habit.

Stressing the use of social media, Modi said it should be leveraged for connecting people to benefits and government schemes.

Government to take suggestions on policy matter via twitter now
One of the key features in Narendra Modi’s governance model is peoples’ participation in policy making and nation building. After the Modi government took the reins, it founded the portal MyGov.In for crowd-sourcing of ideas by citizens on the matters of governance and development.

External Affairs Minister Sushma Swaraj, on various occasions, has used Twitter as a means for grievance redressal of citizens. From rescuing 168 Indians trapped in Iraq by promptly acting on a video tweeted to her to helping an Indian citizen who lost her passport and money in Berlin, Swaraj has done what no other Foreign Minister has ever done in the past.

Railway Minister Suresh Prabhu is yet another example of using twitter as a medium of governance. The citizens are directly registering their complaints regarding safety, cleanliness, quality of food with the Railway Minister’s personal Twitter handle and the Ministry’s official handle. The Railway Ministry is quick in taking actions and addressing the grievances of the people.

In the run up to Budget 2017, Finance Ministry asked Twitterati to give suggestions on what should be the focus of the Budget.

In a nutshell, from Swaraj to Prabhu to Arun Jaitley, Modi’s Ministers are smartly turning Twitter into a tool of governance. In the recent past, various Union Ministers have participated in ‘Talkathon Sessions’ where they answered questions related to governance matters posted on Twitter in a real time basis.

The latest initiative of peoples’ participation in policy and governance has come from Ministry of Commerce. The Ministry is again using Twitter and other social media platforms as means to that end.

According to this report, the Commerce Ministry will soon accept public suggestions and provide clarifications related to policy making on Twitter. Citizens can make the suggestions under the hashtag #mociseva.

“In coming days #mociseva would take a huge leap forward and would act as an interactive platform to provide information about the Ministry’s work. For this, various divisions of the Ministry would organise Twitter chat sessions to engage with people and take suggestions from them in policy making process,” a person in the know of the development was quoted as saying by the newspaper.

There is also a plan for periscope live video sessions and Facebook chat sessions in the days to come. One such session to be held by Directorate General of Foreign Trade (DGFT), scheduled for 28 April, would take suggestions and provide clarifications on the mid-term review of Foreign Trade Policy.

It could be noted that a year ago, the Ministry of Commerce had set up a team to work for its Twitter Cell. Named ‘Central Desk’, the Twitter Cell is located at Udyog Bhawan, the Ministry’s headquarters.

Besides the Twitter handles of Commerce Minister Nirmala Sitharaman and the Commence Ministry, there are five additional twitter handles – one dedicated to Special Economic Zones (SEZ), one meant for broad Commerce related issues, one for foreign trade, one for farm exports and the other related to miscellaneous matters.

Yogi Adityanath sets target: UP to be open defecation free by October next year(ET)

LUCKNOW: Uttar Pradesh Chief Minister Yogi Adityanath today set an ambitious target of making the state, including its 59,000 gram panchayats, open defecation free (ODF) by October 2018.

"We have resolved to totally free the state of the habit of open defecation by October 2018," Adityanath said here.

The aim was to to declare all the 59,000 village panchayats open-defecation free by October next year, he added.

Speaking at an event organised on the occasion of 'Panchayati Raj Diwas', the chief minister also spoke for 'smart villages' on the lines of the smart cities campaign.

"The Prime Minister has said that when we talk about smart cities we should also talk about smart villages. All the 59,000 gram panchayats will be connected with the process of modernisation that has got underway today and made smart," he said.

Adityanath also stressed on on cashless transaction to check corruption.

"We should take inspiration for cashless transactions from Lord Krishna and Sudama. When Sudama went to meet Krishna he was not given money. But when Sudama returned home, he found that it was a changed place....When such a thing was done 5000 years ago, why can it not be done today?" he asked.

He said if cashless transaction come into vogue, then instances of bribe being demanded would go down.

"If anyone demands bribe, tell them that you will credit it to their account through the phone. If he is ready to take it, then he is also ready to go to jail," Adityanath said.

He also spoke for ending the "VIP culture" in the state.

He claimed that earlier only four districts used to get proper power supply.

"Did the other 71 districts not vote? This is mockery of democracy," he said assuring that there will be no discrimination in supply of electricity in his regime.

He said that it was his government's aim to provide power to the houses of all poor by 2018.

"But if you want to get a facility you will also have to cooperate...villages which show no line loss will get 24 hour power by 2018," he said.

Lauding the Centre's move of removing red beacon lights, the chief minister said it will end the "VIP culture".

Modi’s push to make Indian kitchens safer sees nation overtake Japan for LPG imports
India toppled Japan as the world’s second-largest importer of liquefied petroleum gas as Prime Minister Narendra Modi’s pledge to provide cooking gas cylinders to the poor and wean them off polluting fuels drove up consumption.

In May last year Modi’s government embarked on a drive to provide free cooking gas connections to women from extremely poor households, aimed at reducing the use of polluting fuels such as wood and dried cow dung that, according to the World Health Organization, causes 1.3 million premature deaths in India every year. This push led to a record distribution of 32.5 million new cooking gas connections during the year.

“It’s a game changer,” said Ong Han Wee, who heads the LPG team at Singapore-based Facts Global Energy. “Never in history we have seen such huge LPG usage in India. LPG will remain (the) main cooking fuel for India over next two decades.”

India aims to increase LPG usage to cover 80 percent of its households by March 2019, against 72.8 percent as on April 1. Japan, meanwhile, is cutting back on LPG as cooking fuel and is moving to cheaper alternatives such as natural gas, according to Ong.

• Circulation of a Model Bill, by this Ministry, to all the States/UTs to enable them to enact
suitable ground water legislation for its regulation and development which includes
provision of rain water harvesting. So far, 15 States/UTs have adopted and implemented
the ground water legislation on the lines of Model bill.


• Central Ground Water Board (CGWB) has prepared a conceptual document entitled
“Master Plan for Artificial Recharge to Ground Water in India” during 2013, involving
ground water scientists/experts. The Master Plan envisages construction of 1.11 crore
rain water harvesting and artificial recharge structures in the Country at an estimated cost
of Rs.79,178 crores to harness 85 BCM (Billion Cubic Metre) of water. The augmented
ground water resources will enhance the availability of water for drinking, domestic,
industrial and irrigation purpose. The Master Plan has been circulated to all State
Governments for implementation.

• The Ministry of Drinking Water & Sanitation has suggested all States to adopt water
conservation measures like roof top rainwater harvesting, erecting sustainability
structures for water conservation etc. For creating such sustainability structures, 10 % of
National Rural Drinking Water Programme (NRDWP) funds are provided to the States.

• Department of Land Resources is currently implementing 8214 watershed development
projects in 28 States covering an area of about 39.07 million ha. under the Watershed
Development Component (WDC) of the Pradhan Mantri Krishi Sinchayee Yojana
(PMKSY) principally for development of rainfed portions of net cultivated area and
culturable wastelands. The major activities taken up under the WDC-PMKSY, inter-alia,
include ridge area treatment, drainage line afforestation, soil and moisture conservation,
rain water harvesting, horticulture, and pasture development etc.

• The Ministry of Rural Development in consultation and agreement with the Ministry of
Water Resources, River Development & Ganga Rejuvenation and the Ministry of
Agriculture and Farmers’ Welfare has issued ‘Mission Water Conservation Guidelines’ to
be implemented by all the States for scientific planning and execution of water
management works with the use of latest technology. The thrust is on Planning and
Monitoring Framework for Natural Resource Management (NRM) related works under
MGNREGA in convergence with Pradhan Mantri Krishi Sinchayee Yojana (PMKSY),
Integrated Watershed Programme (IWMP) and Command Area and Water Management
(CAD&WM) schemes. This will lead to better outcomes of water conservation and water
harvesting measures.
• Central Ground Water Authority (CGWA) has been constituted under “The Environment
(Protection) Act, 1986” for the purpose of regulation and control of ground water
development and management in the Country. So far, CGWA has notified 162 areas in
the Country for the purpose of regulation of ground water.


• CGWA has issued advisories to States and UTs to take measures to promote/adopt
artificial recharge to ground water / rain water harvesting. 30 States/UTs have made rain
water harvesting mandatory by enacting laws or by formulating rules & regulations or by
including provisions in Building bye-laws or through suitable Government Orders.

• CGWB has taken up Aquifer Mapping and Management programme during XII Plan,
under the scheme of Ground Water Management and Regulation. The Aquifer Mapping
is aimed to delineate aquifer disposition and their characterization for preparation of
aquifer/area specific ground water management plans, with community participation.

• MoWR, RD & GR has also launched ‘Jal Kranti Abhiyan’ (2015-16 to 2017-18) in order
to consolidate water conservation and management in the Country through a holistic and
integrated approach involving all stakeholders, making it a mass movement.


• CGWB has been organizing mass awareness programmes in the Country to promote rain
water harvesting and artificial recharge to ground water; about 13 lakh children
participated in a nation-wide painting competition in the last year to promote
conservation of water.

This was precisely the test used by Maharaja Bhagwat Singh on Gondal state in Gujarat who had built cement roads in the town 100 years back. The difference was that he used Rolls-Royce to test it albeit at much slower speed.

Neem works its magic on urea
PM Modi government’s mandatory coating policy brings down sale of fertilisers, despite record farm production

Krishnan, nevertheless, concedes that “we cannot, as of now, establish whether or how much consumption has gone up”. Moreover, even the purported mismatch between sale and consumption cannot account for the extent of drop in the former. The nearly two-mt drop in urea sales is particularly striking. The agriculture ministry’s data on annual urea consumption show this to have hovered between 30 mt and 30.6 mt from 2012-13 to 2015-16. Assuming no major discrepancy between sales and consumption, the latter may end up at around 28 mt for this fiscal, a level last seen in 2010-11. G Ravi Prasad, president (corporate affairs and strategic projects) at Coromandel International Ltd, the market leader in complexes and single super phosphate, attributes the decline in sales of urea to the Centre’s decision to make 100 per cent neem-coating mandatory for both domestically manufactured and imported material. Coating of urea with neem oil — at 350 ppm or 400 ml for every tonne — has stopped the illegal diversion of the country’s most widely-consumed fertiliser for non-agricultural applications. Being heavily subsidised and, hence, cheap, urea is used as a binder by plywood/particle board makers and for sizing (smoothening) of textiles. It is also a common adulterant in milk.
But, Prasad reckons illegal diversion of urea for non-farm purposes to be not more than 0.5 mt. He links the balance 1.5-mt reduction in urea consumption this year to the other big “magic” that neem oil coating has done. When urea is applied to the soil, it is first hydrolysed or broken by water into ammonium ions (NH4+), followed by oxidation to nitrite (NO2-) and, then, nitrate (NO3-) forms. This nitrification process is what makes the nitrogen, which is 46 per cent in urea, available to the crops. In normal urea, however, the conversion to nitrate happens very rapidly. As a result, up to two-thirds of the nitrogen is lost either through underground percolation (‘leaching’) of nitrates or ‘volatilisation’ (escaping into atmosphere).
Neem oil basically acts as a ‘nitrification inhibitor’ when coated on urea. By slowing down urea hydrolysis and nitrification, it allows a more gradual release of nitrogen, which can be used by the plant. “Neem-coating increases nitrogen use efficiency. Also, since the urea action is prolonged, the plants stay greener for a longer time. Farmers apply urea when they notice the leaves turning yellowish. But if the crop here is retaining greenness for an extended period, they would reduce the frequency of application. Instead of three bags for an acre of paddy or wheat, they might be using only two now”, Prasad points out.
But it’s not just urea. Reduced urea usage would have dragged down consumption of other fertilisers, too. Farmers usually give a first basal dose of DAP or NPKS complexes such as 28:28:0:0 and 20:20:0:13 independently of urea. However, subsequent doses are given along with urea, as it enables them to save on labour. “A worker hired for a day costs the same whether he/she applies only urea or urea plus DAP. If the frequency of urea application comes down, so will that of other fertilisers. It could translate into farmers using half-a-bag less DAP or complexes per acre than before,” adds Prasad, seeking to explain why sales of DAP and complexes have also fallen, even if not as much as for urea.
The “magic” from neem-coating notwithstanding, there are concerns over sharp practices being resorted to here also. Neem oil used to coat urea is supposed to contain 150 ppm of azadirachtin. This active ingredient in neem oil has a benzene ring structure somewhat like chlorobenzene that is present in transformer or cutting oil. “The analytical method for finding out whether urea is neem-coated is to detect the benzene equivalent in the oil. But it also allows for coating urea with cutting oil, which costs Rs 10-20 per litre as against Rs 70 or so for neem oil,” says an industry source. Fertiliser companies have been permitted to charge 5 per cent extra for neem-coated urea, over the existing maximum retail price of Rs 5,360 per tonne. “The 5 per cent comes to Rs 270, which is more than the Rs 100-125 per tonne cost of neem-coating. There are some unscrupulous players, who are seeking to reduce costs by replacing neem with cutting oil,” as per the source.

100% Neem Coating of Urea improves Soil Health, boosts Yields and curbs Diversion: DACFW Study



Minister of State for Ministry of Road Transport & Highways, Shipping and Chemicals & Fertilizers, Shri Mansukh L. Mandaviya, while giving a written reply to a question on benefits of Neem Coated Urea in Rajya Sabha today, said that the Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW) conducted a study to determine the impact of Neem Coated Urea that clearly demonstrates the benefits of the of the scheme, as detailed ahead.

Shri Mandaviya informed that the interim report prepared by Agricultural Development and Rural Transformation Centre (ADRTC), Bengaluru has been submitted by Department of Agriculture, Cooperation and Farmers Welfare (DACFW). The brief findings of the study are as follows:

· Improvement in soil health;
· Reduction in costs with respect to plant protection chemicals;
· Reduction in pest and disease attack;
· An increase in yield of paddy, sugarcane, maize, soybean and tur/red gram to an extent of 5.79%, 17.5%, 7.14%, 7.4% and 16.88% respectively;
· Diversion of highly subsidized urea towards non-agricultural purposes negligible among farmers after the introduction of the mandatory policy of production and distribution of only Neem coated urea.

The Minister said that the availability of Urea during 2015-16 and in the current year is more than the requirement and sales. Further, some State Governments have reduced their requirement which was initially projected. There is no report of shortages received from any of the State Government. It is, therefore, perceived that Neem Coating of Urea has helped in curbing the diversion.

Giving a background of the Neem Coating of urea in the country, the Minister informed that on 2nd June 2008, the Government had notified the policy for encouraging production and availability of fortified and coated fertilizers in the country wherein the indigenous manufacturers/producers of the subsidized fertilizers were allowed to produce fortified/coated subsidized fertilizers up to a maximum of 20% of their total production of respective subsidized fertilizers. This ceiling of production of Neem Coated Urea(NCU) was increased from the limit of 20% to a maximum of 35% of their total production vide notification dated 11th January, 2011.

Shri Mandaviya said that the Government, on 24th March, 2015 made mandatory for all the indigenous producers of urea to produce 75% of their total production of subsidized urea as Neem Coated Urea. Subsequently, on 25th May 2015, Department of Fertilizers made it mandatory for all the domestic producers of urea to produce 100% as Neem Coated Urea with an extra MRP of 5% (of Rs. 5360/- per MT) to be charged by the fertilizer manufacturing entities from farmers. Entire quantity of indigenously produced urea and imported urea is being neem coated w.e.f 1st September, 2015 and 1st December, 2015 respectively.

Also, the Minister stated that the P&K fertilizer companies have reduced the MRP of MOP, DAP and NPK by Rs 5000/MT, Rs 2500/MT and Rs 1000/MT respectively in the month of June 2016 and again Rs 1300/MT for DAP in the month of December, 2016 and it seems that the reduction of prices of P&K fertilizers will encourage the farmers to use more P&K fertilizers which will help the balanced use of fertilizers.

Recent figures have shown that PM Modi’s push has not gone in vain. So much so, that last year, the industry raked up Rs 50,000 crore in sales for the first time, according to The Times of India report. The data was released by Khadi & Village Industries Commission (KVIC). The list of institutions willing to use these products is expanding too. Recently, it was learned that Khadi products like bed-sheets, dressing towels, surgeon gowns and herbal shampoos will soon make their way into government hospitals across the country. “We are expecting orders worth around Rs 150 crore from government hospitals under the Union Health Ministry spread across the country in the current financial year,” KVIC Chairman Vinai Kumar Saxena told PTI. This is one of the several initiatives taken by the Narendra Modi government to revive the once-ailing village industry.

The Prime Minister, Shri Narendra Modi, on Tuesday reviewed progress of key infrastructure sectors including roads, railways, airports, ports, digital, and coal. The review was attended by PMO, NITI Aayog and all infrastructure Ministries


In a broad overview of the progress in the roads and railways sectors, the Prime Minister called for a consolidated approach to existing projects, and working towards their completion within strict timelines.

Big boost to Make in India in defence: Country’s first private sector small arms manufacturing plant inaugurated (Finexp)
India’s first private sector small arms manufacturing plant was today inaugurated here which will supply world class weapons to the armed forces in sync with the country’s defence indigenisation programme. The plant, a joint venture between India’s Punj Lloyd and Israel Weapon Systems, will produce four products — X95 carbine and assault rifle, Galil sniper rifle, Tavor assault rifle and Negev Light Machine Gun (LMG).

The facility was thrown open by Madhya Pradesh Chief Minister Shivraj Singh Chouhan.

The commissioning of the plant comes ahead of Prime Minister Narendra Modi’s upcoming visit to Israel during which a number of mega defence deals are likely to be sealed.

India is the largest buyer of Israel’s military hardware and the latter has been supplying various weapon systems, missiles and unmanned aerial vehicles over the last few years but the transactions have largely remained behind the curtains.
Speaking on the occasion, Michel Ben-Baruch, Head of SIBAT, Israel Ministry of Defence said his country will continue to support transfer of technology to India for defence production.

“Israel’s Ministry of Defense fully and wholeheartedly supports this cooperation and will continue to support the transfer of technology and information also in the future, for the betterment of improved advanced tools.

“Israel and India consider their defense industry cooperation as a monumental step forward, towards a future of immense potential,” he said.
Speaking on the occasion, Punj Lloyd Chairman Atul Punj said, “These are tried and tested battle proven products already being used within the country. It is the first time in India that we are coming together with the complete technology to manufacture these products as ‘Made in India’.” He said the the joint venture company, Punj Lloyd Raksha Systems, will help the armed forces replace their weapons with sophisticated and high precision products.

In his address, Chouhan said now the armymen will use weapons produced in Chambal area to fight with the enemy. Chambal area was once known presence of large number of dacoits and gangsters. Calling Israel a “friend” of India, Chouhan said “now both of us will together crush terrorism and our jawans will use weapons made in our own country only.” “The prime minister has given a call for Make in India. Taking inspiration from it we have launched Make in Madhya Pradesh in the state,” Chouhan said.

Israel’s Ambassador to India Daniel Carmon said ties between the two countries are built on the strengths of each other and hoped that many more joint ventures and collaborations in defence sector will take place in future. “I applaud the establishment of joint cooperation ventures, such as between Punj Lloyd and Israel Weapons Industries, taking up Israeli President Rivlin’s call for Israel to ‘Make in India, Make with India’,” he said. Union Minister for Rural Development and Panchayati Raj and Gwalior MP, Narendra Singh Tomar was also present on the occasion.

Modi govt’s Ujjwala scheme leaves women healthier, happier
They are healthier, their homes are cleaner and they have more time to themselves, say most beneficiaries of the Pradhan Mantri Ujjwala Yojana, the Centre’s flagship scheme to provide LPG connections to below-poverty-line households.

A survey undertaken by financial consulting firm MicroSave in 12 districts of eastern, central and western Uttar Pradesh, revealed that nearly all of the beneficiaries of the scheme switched to cooking on gas as soon as the LPG cylinders were made available.

For women, who are the chief beneficiaries of the scheme, the assessments revealed that cooking on gas stoves helped save at least 1-2 hours daily, which they used for leisure activities or other household pursuits. This was partly because cooking on gas was faster, and because it saved them the time and effort needed to go out to collect firewood.

“They reported spending time chatting with their neighbours, resting, or even doing other household work,” said Manoj Sharma, Director, MicroSave Asia.

Half way there

Launched by Prime Minister Narendra Modi on May 1, 2016, at Ballia in Uttar Pradesh, over 2.17 crore BPL families in 694 districts across the country have received LPG connections under the PMUY.

The scheme intends to make available 5 crore LPG connections over 3 years to women in BPL families, with each household being provided a financial assistance of Rs. 1,600. The upfront payment required for an LPG connection is waived so as to make the scheme more attractive.

The BPL families are identified in consultation with the governments of States and Union Territories.

The survey also revealed that women found their houses to be cleaner now, in the absence of smoke emissions that would earlier come with using biomass and firewood, staining their utensils and roofs with soot.

The lack of smoke had also reduced health problems in women, such as burning sensation in the eyes, coughing and even headaches.

“Most beneficiaries were very satisfied with the scheme,” said Sharma, adding that the enrolment of applicants was also smooth and orderly, and took just about 10-15 days for every eligible family.

The assessments, which covered LPG dealers, village-level representatives, PMUY beneficiaries and non-users (who had applied but did not get connections) also found that safety instructions had to be provided as the targeted households had no prior exposure to cooking on LPG stoves.

Beneficiaries required instructions that low-rise thatched ceiling, poor ventilation, flammable house materials and clothing were major risks while cooking on gas stoves.

“The Ujjwala scheme has also increased the aspirations of beneficiaries, who now also wish for items such as lighters to light their gas stoves with,” said Sharma.

Modi government plans a slew of rail links in Northeast to connect with neighbours(ET)
NEW DELHI: South Asia Satellite is one of several steps that the Narendra Modi government is pushing for effective regional integration with a slew of rail links being planned in the Northeast to connect with neighbours, and BBIN getting a boost following Bhutan’s intimation to remaining three countries to go ahead with the Motor Vehicles Agreement (MVA) while it settles internal contradictions before joining the initiative.

Within days of the launch of South Asia Satellite that underscores the PM’s motto of ‘Saabka Sath, Saabka Vikash’, railways is launching faster trains to connect Itanagar with the rest of India besides starting several big and small rail links in the landlocked and hilly Northeast.

These rail links will get connected across the border in Bangladesh as part of the sub-regional cooperation at a time when Pakistan continues to be intransigent on concluding SAARC Motor Vehicles and Rail ..

Recently, the Centre has commissioned one of the longest rail connectivity projects in the Northeast that covers 420.90 km between Assam, Arunachal Pradesh and Manipur. Tripura which has minimal rail connectivity is also getting linked with the larger Northeastern rail network.

“This provides a strong lead to BBIN, BIMSTEC and ASEAN connectivity initiatives as part of India's Act East Policy,” said an official familiar with the processes.

“Railway system in Northeast India is getting improved. Logistics cost is getting reduced and timelines of goods is getting better. This is not only important for national infrastructure, but also crucial to strengthening the country's connectivity and competitiveness. Reflecting on PM's inclusive democracy, Northeastern states are now getting well integrated within the country,” explained Prabir De, one of the foremost experts on cross-border connectivity and chair of Asean-India Centre in Delh ..

Meanwhile, implementation of the Bangladesh-Bhutan-India-Nepal (BBIN) MVA which was expected to slow down following Thimpu’s delay in ratifying the pact, has now received a boost with the Bhutan government officially conveying to the remaining three partners recently to go ahead with MVA. Bhutan would join the initiative once it settles internal contradictions, informed a person familiar with the matter. The remaining three partners – Bangladesh, India and Nepal -- will rework routes of MVA among themselves and each of them will amend protocols of the agreement separately to implement the sub-regional initiative that was put in place after the 2014 SAARC Summit in Kathmandu that could not conclude pan-South Asia MVA and the railways pact.

India had earlier decided to go slow on the implementation of the BBIN-MVA, keeping in mind the sentiments of Bhutan where a section of the political establishment is opposing the initiative allegedly at the behest of the local transporters lobby.

India's approach on such initiatives is different from that of China, where Beijing weighs heavily on policymakers of partner countries to implement projects, officials said. But Delhi has always given priority to sentiments of the partner ..

The Upper House of Bhutan's Parliament had refused to ratify the pact, even though the Lower House approved it and tried to convince seniors of the significance of this sub-regional connectivity initiative. Railways starts firing officers convicted of corruption
In a first, the Indian Railways has quietly started terminating the services of officers who have been convicted in corruption cases. In the past six months, four senior officers from zonal railways across the country have been removed from service, signalling a new, tough stance that the government will no longer allow convicted officers to continue enjoying salaries and perks while they fight court cases against their conviction.
A list of 30 officers has been prepared at all levels across India, including Joint Secretary grade, who stand convicted by the CBI for offences under the Prevention of Corruption Act, like taking bribes and possessing assets disproportionate to their income.
The Railway Board, sources said, took legal opinion and the official consent of the Union Public Service Commission to arrive at the conclusion that a “stay on arrest” is not acquittal — some officers had got stay on arrest — and these convictions in CBI cases warrant removal from service.

“Let the officers fight their cases in appeals. If they are acquitted eventually, the government may consider giving them their jobs back. But until then, they cannot remain in service… the rules are clear,” a top officer on the Railway Board said.

India, China surpass US as most attractive renewables markets: EY report(livemint)
New Delhi: Thanks to strong government support, India has moved up to the second spot in the ‘Renewable energy country attractiveness index’ 2017 from the third position it held for the last two years, said a report released by Ernst & Young.

The report released globally on Tuesday stated that China, which tops the index, and India have surpassed the US.

“The fall—the first for the US since 2015—to third in the ranking of the top 40 countries follows a marked shift in US policy under the new administration,” the report said.
The report noted that India continued its upward trend in the index to the second position with Indian government’s plan to build 175GW in renewable energy generation by 2022.

“The country has added more than 10 GW of solar capacity in the last three years—starting from a low base of 2.6GW in 2014,” the report said.

“In the medium term, as renewable energy penetration rates increase, the Government will have to turn its attention to the ability of India’s grid to manage intermittent renewables, especially around the evening peak, when solar availability falls away. The cost and availability of energy storage technology could dictate how close India gets to meeting its renewable targets,” said Somesh Kumar, partner and leader, power and utilities, EY India.
“Meanwhile, India’s regulators must be mindful of the erosion of electricity market peaks caused by growing volumes of renewables and storage—this can undermine the economics of thermal power plants, risking the stability of the system as a whole,” Kumar added.

The report suggested that the Indian government needs to increase compliance with the Renewable Purchase Obligation (RPO), as well as ensure that India’s distribution companies, many of which are financially distressed, have the capacity to continue to purchase renewable electricity, especially if bid prices level off or rise.

The EY report also stressed that the availability of capital remains a concern.

“The Government could ease rules around tapping foreign debt. Also, the Government’s additional emphasis on photovoltaic (PV) parks will help to plug the gap, but it needs to do more to encourage rooftop solar installations,” the report said.
Rooftop solar has been a weak area for India. Of the targeted 100,000MW solar power by 2022, 40GW is targeted from rooftop solar alone. But its progress has been very slow. India’s total installed rooftop solar capacity is estimated at only 1,247MW (till 31 December 2016) which is about 3% of the targeted 40GW by 2022.

A recent report had even said that India is unlikely to achieve 40GW rooftop solar given the slow pace of the programme.

E-portal for property registration, mutation launched

PORVORIM: Chief Minister Manohar Parrikar on Wednesday launched the Goa Government Services Portal and Integration of Property Registration with Mutation – http://www.goaonline.gov.in – in a bid to ensure a transparent delivery system of services and making the process of applying for documents convenient.
With the help of this e-portal, citizens can apply for residence, divergence, domicile, caste, income and matriz certificates, partition of land, sound permissions, Form I and XIV, conversion of land and natural calamity.
Addressing the media, Chief Minister Manohar Parrikar said, “We are working on a roadmap to include more departments and other services that will be provided on this portal. Once the newly introduced services on the portal stabilise operations, we will bring them under the Right to Services Act. In the next couple of days we will also waive off the fees applicable to get the certificates for which the government will come out with a notification in the next two days and by May 22 e-portal will be fully functional.”

Those who will be applying for these certificates online shall be pardoned while for those who visit the offices to get these certificates shall continue to pay the fees. This service is completely free of cost for those applying online. People can apply for these certificates anytime of the day,” said Parikar.

Parrikar further said that government is also marching towards creating digital lockers for citizens, which can be used to keep this certificate in e-format, that is once the certificate is procured people can save it in their digital locker.

“Once the certificate is procured, you can use the certificate whenever you want and if the state government wants, they too can also pull it out from the locker. To make people familiar with the online process we will open kiosks at certain government offices to help people.”

Revenue Minister Rohan Khaunte stated that the launch of the e-portal services will cut delays and corruption. “First mutation took two years, now it will have to be completed within 90 days with or without objections. This cuts on all other delays and expectations from unwanted sources such as agents,” Khaunte said.

With the introduction of this service, all property documents registered, along with paid e-Challan and application for mutation will be available with the Mamlatdar instantly. Delays involved in sending Form XIII to Mamlatdar will be eliminated.
Mutation will compulsorily follow a property registration and in the future, the record of Rights will reflect the actual ownership, one of the key objectives of the Digital India Land Records Modernisation Program.

‘Have cleared 3200 mutation cases in 65 days’

Chief Minister Manohar Parrikar on Wednesday said that 3200 mutation cases have been cleared since his government came to power.

“As of now grievances received do not have much of a certification, for example, in less than 65 days of our government coming to power, we have almost cleared 3200 mutation cases from the pending 5800,” Parrikar said after launching the Goa Government Services Portal and Integration of Property Registration.

“We are also monitoring this and trying to finish it. Attempts will be made to ensure that backlogs are cleared,” he added.

Aadhaar not mandatory for online services

Chief Minister Manohar Parrikar on Wednesday clarified that Aadhaar card is mandatory to avail services through the newly launched e-portal (http://www.goaonline.gov.in).

Addressing the media, Parrikar said, “The Supreme Court of India is very clear in which it says that you cannot deny a person if he does not have an Aadhaar card. In the next six months several other government services will be also moved to online platforms.”

Parrikar added that this is the target of Digital India, Digital Goa and the government is looking to move most aspects online so that citizen and government interface becomes less.

VIP squatters can now be evicted in 3 days, may seek relief only from HC
Life just became more difficult for former ministers, MPs and bureaucrats who have overstayed their welcome in government accommodation. The Cabinet on Wednesday approved squeezing the time period for completing their eviction process to only three days against the present 60 days. Moreover, the overstaying allottees can now only approach high courts to get relief. At present, persons overstaying can approach lower courts where it's easy to get stay orders.

TOI in November had first reported the urban development ministry had moved this proposal seeking Cabinet approval. The urban development ministry has already hiked the penalty for overstaying in government accommodation, which is almost equivalent to market rent. Annually, about 7,000-8,000 government houses get vacated in Delhi and in 20-25% cases the allottees continue to occupy them. Sources said nearly 200 allottees approach lower courts to get stay orders every year. The current lengthy process not only costs the exchequer in terms of pursuing court cases but also increases waiting time for those entitled to get official accommodation.

Govt e-marketplace now has over 21K products, 17 services (ET)
NEW DELHI: Over 21,000 products under 249 categories and 17 services such as security, transportation and IT professionals are now available on the government's e- marketplace (GeM).

According to a document of the commerce ministry, during August 2016 and April 30 this year, the total value of purchase made on GeM amounted to Rs 454 crore.

"We are adding more products and services to the portal. Till April 30, it has 21,036 items. We are also encouraging states to sign MoUs with GeM for procurement of goods and services," a ministry official said.

GeM was launched in August last year for online purchase of goods and services by various central government ministries and departments.

The portal covers the entire procurement process chain, right from vendor registration, item selection by buyer, supply order generation to online payment to vendor, the document said.

The move is aimed at bringing in more transparency and streamlining the government procurement, estimated at Rs 10,000 crore a year.

The Directorate General of Supplies and Disposals (DGS&D), under the ministry which manages this portal, is working on increasing more services by including areas like cleaning, third party inspection, digitisation of records and pest control.

Further, to make it an autonomous body, the government has decided to set up a special purpose vehicle (SPV), a not for profit company, to operate GeM portal.

The GeM SPV would provide an end-to-end online marketplace for central and state government ministries, departments, Public Sector Undertakings, autonomous institutions and local bodies, for procurement of common use goods and services in a transparent and efficient manner.

Regarding Bad debts and NPA'ss of Banks, what is being reported today is what should have been reported 5-6 years back, Loans being rolled over just before becoming NPA's etc. SO they should ideally be reclassified in to 2010-14 periods.

Government asks 129 'non-performing' babus to leave in public interest (ET)

NEW DELHI: As many as 129 government officers have been forced to retire in past few months in public interest for being non-performers, Union minister Jitendra Singh said today.

The action is part of review being done by the central government to check deadwood of its workforce.

"A total of 30 Group A officers and 99 Group B officers (total 129) have been sent on retirement in past few months," he said during a press conference.

The punishment of compulsory retirement was given after reviewing service records of over 24,000 Group A officers and 42,251 Group B officers.

He said the authorities are looking into the service records of another 34,451 Group A officers and 42,521 from Group B to check the non-performers.

Take Invest India, for instance. The government owns 49 per cent of it, so technically it is not a public sector undertaking. (The other 51 per cent is held by three industry bodies — FICCI, CII and Nasscom.) Invest India’s remit is not to make money for the shareholders, but to facilitate investments into India, hand-hold investors through the bureaucratic maze. In the 18-odd months of its existence, the company has handled over 70,000 investor queries, brought in over $62 billion of investment commitments, of which around $ 4.5 billion have been made.

EESL seems to have clicked, it is planning an IPO. But more than profits, its efforts have helped avoid 6 GW of peak time power, save 30 billion units of electricity, worth ₹12,000 crore, annually (so far). The secret of its success: functional independence.

Solar Energy Corporation of India is a different kettle of fish. It was created during the previous government, but Modi’s administration dusted the not-for-profit ‘Section 25 company’ and made it into a ‘Section 3 company’ (in the new Companies Act) which is allowed to engage in commercial activity, such as buying, selling, making profits and distributing dividends. That put SECI on rocket fuel. SECI has actively been floating tenders for solar plants and earlier this year, it also put through the country’s first auction of wind power capacity. In the last two years, SECI has been involved in over 5,000 MW of solar and wind capacity. In 2015-16, it made a post-tax profit of ₹ 20 crore, and paid out a tenth of it as dividend to its shareholder, the Government of India.

The National Skill Development Corporation is 51 per cent owned by industry bodies. Many views have been expressed about its efficacy — there have been high level exits and criticisms about the low hit-rate in placements, but many in the industry believe that the Corporation is still a “work in progress”. Yet certain numbers are revealing. In the three years to 2012-13, it trained six lakh people; in 2013-14 alone, the number was 10 lakh, which rose to 34 lakh in the following year. Till date, NSDC has trained 1.15 crore people in 7,000-odd training centres. The lesson is simple: give people independence and the opportunity to do something for the country, there will be results.

Meghalaya-Myanmar highway project likely to start next month, says Nitin Gadkari (First post)
Mumbai: Work on the highway from Meghalaya to Myanmar is likely to start next month as part of the India-Myanmar-Thailand trilateral pact, Road, Transport, Highways and Shipping minister Nitin Gadkari said on Tuesday.

"We will probably start work on Meghalaya to Myanmar project from next month. The cost of the project is Rs 5,000 crore," Gadkari told reporters on Tuesday on the sidelines of a programme here.

India, Thailand and Myanmar are working on a 1,400 km long highway that would link the country with Southeast Asia by land, which would give a boost to trade, business, health, education and tourism among the countries.

Addressing a meet on 'the green ports and oil spill management' here, Gadkari said the government is planning a waterway connectivity up to Myanmar via Bangladesh using Brahmaputra river.

"Waterways are more cost effective than roads and railways and so any goods required to be traded to Myanmar or Bangladesh could be done in a very cost effective manner. This will finish before 2018," he said.

With the Cabinet approving Rs 2,000 crore from a central fund for development of water transport, operationalising at least 10 of the 111 national waterways by next year is on top of the government's agenda.

Massive work worth Rs 5,000 crore is already underway on Ganga (1,620 km), with World Bank assistance, which is the National Waterway No 1.

The work includes development of three multi-modal hubs at Varanasi in Uttar Pradesh, Haldia in West Bengal and Sahebganj in Bihar.

Pitching for environment-friendly initiatives, Gadkari said that the country could be flooded with electric commercial and passenger vehicles by December as a move to curb dependence on crude oil and cut emissions.

He noted that India needs to encourage electric as well as bio-diesel and ethanol-fuelled vehicles.

On concerns on lack of infrastructure for charging electric vehicles, the minister said "the technology is there and if we have more vehicles we will get more charging stations."

Nagpur has earned the distinction of becoming the country's first city with a fleet of 200 electric vehicles, including taxis, buses, e-rickshaw and autos.

Gadkari also suggested that shipping corporations should explore use of liquefied natural gas (LNG) as an alternative source of fuel to save on costs.

The minister also said he would discuss lowering the goods and services tax (GST) rates on hybrid vehicles with the finance ministry.

Under the GST rates, hybrid cars, which are considered eco-friendly, are slated to attract a 15 percent cess over and above peak rate of 28 percent, same as those of large luxury cars and sports utility vehicles (SUVs).

Jammu and Kashmir: Indian Army kills five Pakistani soldiers in LoC strike

The Indian Army’s special forces in Kashmir on Wednesday eliminated a Pakistani Border Action Team (BAT) of five enemy soldiers, a government official said.

The offensive was conducted along the Line of Control in the Muzaffarabad sector by the Army’s Para (special forces), the official said on condition of anonymity. BAT is a special Pakistani army unit conducting cross-border operations.

“General Bipin Rawat has given the go-ahead to the Para (SF) to conduct a search and elimination operation of BAT teams of Pakistan. Heightened low-grade warfare is likely to take place this summer,” a government official said on condition of anonymity.

On 1 May, BAT raided the Krishna Ghati sector at the border, killing and mutilitating two Indian soldiers. Following this, the Indian Army on 22 May launched a series of punitive assaults on Pakistan bunkers, and released a video documenting another set of assaults on Pakistan bunkers in the Naushera sector. The government official quoted above said assaults will continue through summer.

“The army will be targeting bunkers. We will not wait for more of our men to die along the border or for more soldiers to be mutilated by Pakistan before we take action,” the official added.

While the Army did not officially clarify this, it stated that assaults were part of a “routine exercise.”

“These are routine things. They keep happening. Things have not escalated because it’s part of a routine exercise,” Army spokesperson Ashok Narula said.

While the Army revived cordon and search operations (CASO) in Shopian in Kashmir to flush out terrorists from the Valley, after a gap of 15 years, a defence official said the “army was going back to its methodology of the 1990s, with a more sophisticated approach.”

While General Rawat on Sunday asserted that the Indian Army was fighting a “dirty war” in Kashmir, referring to stone-pelters attacking troops, defence minister Arun Jaitley on 24 May gave the Army full authority to carry out operations in Kashmir as they deemed fit.

What BJP Critics Don't Tell You On TV Debates

It appears from the criticisms of the opposition parties that they actually cannot find fault with any steps taken by the NDA (National Democratic Alliance) Government under the visionary leadership of Narendra Modi. They either rely on old data or refuse to see the changing landscape due to massive expenditure by the Union Government.

In many of the television debates that I have participated in, I observed that of the four panelists opposed to the BJP - it is invariably four versus one - all of them rephrase the criticism labelled by the first mover rather than coming out with something new. And when the turn of the BJP comes, they all shout loudly to ensure that the arguments or the facts do not reach the viewers. I often say that the opposition has developed the habit of looking into the wrong end of the telescope from where even your own skin would look rough and ugly.

Let us come to the first biggest criticism that the Modi Government has failed to create jobs. This lacks imagination, since jobless growth is not possible in a developing economy, more so when such massive expenditure is being undertaken by the Union Government. If the economy has grown at 7 plus rate for the last three years and inflation has been under check, some economic activities must have taken place to spur this growth. If the macro-economic indicators are good, micro-economic results will not be bad.

Perhaps the critics are relying too much on the data of the Labour Ministry. One must not forget that this data takes into account figures from economic activities in eight selected areas such as Textiles, Leather, Metals, Automobiles, Gems and Jewellery, Transport, IT/BPO and Handloom/Powerloom. Also, the sample size is too small - only 1,900.

The Indian economy is expanding fast and maximum employment is being generated in the new "dynamic sectors". For example, one needs to study the growth of economic activities in areas such as infrastructure, construction, and self-employment. It would be boring if I produce the entire statistics to counter our critics. But some statistics would prove how off the mark they are.

Under the Prime Minister Awas Yojana (Housing scheme), 85 crore man days of jobs were created in 2015-16 and 2016-17,compared to 25 crore man days during 2012-13 and 2013-14 under Indira Awaas Yojana. Under Pradhan Mantri Sadak Yojana (Roads), 53 crore and 40 lakh man days of jobs were created in 2015-16 and 2016-17 in place of 41 crore and 90 lakh man days during 2012-13 and 2013-14. There were 11 crore and 50 lakh more of man days of jobs when compared with the UPA. Similarly, Swachh Bharat Mission that focuses on building toilets created additional man days of 36 crore. There are various other schemes that have generated crores of man days of employment. On should know that there have been massive investment in Railways, National Highways, Urban Development, Cleaning of Ganges, etc.

Also, one cannot ignore the focus that this government has on self-employment. Loans given to various entrepreneurs without collateral under the Mudra Scheme and Stand-Up Scheme demonstrate for the first time that the government trusts the poor. Those who used to depend on personal loans from the market at a very high percentage are now getting loans from the banks without much hassle. In 2015-16, close to 3.73 crore jobs were created under the Mudra Scheme. Another 4.29 crore was added in 2016-17. Thus 8.02 crore jobs were created. Significant is that this has led to women empowerment since women are in the preferred category.

One sure way to judge employment in formal sector is to study the number of employees making contributions to the Employees Provident Fund Organisation (EPFO). By the end of March 2014, there were 3.26 crore people contributing regularly to the EPFO. At present, this figure is 4.5 crore, showing creation of 1.5 crore jobs in the formal sector.


The other major area for which the Modi government has been criticised is the plight of farmers. The solution to the distress of farmers lay in creating a network of irrigation system to decrease dependence on the monsoon. The Modi government's pro-poor policy should be seen in how it has empathised with their plights and taken steps to ameliorate their sufferings.

Long-term steps such as a massive expansion of irrigation system are already being undertaken. The Pradhan Mantri Fasal Bima Yojana has been a success. Close to 1.72 crore farmers have already benefitted under this. Farmers are being given liberal loans at a concessional rate of 3 per cent.

The compensation in case of death of a farmer has been increased from Rs. 1.5 lakh to Rs. 4 lakh. In the last three years, the government has increased the allocation for MNREGA by 27 per cent. About 96 per cent of monetary benefits to farmers under various schemes of the Union Government are being directly put in their accounts in place of 37 per cent in 2013-14. Already, there is a determination to double the income of farmers by 2022.

Revolutionary has been the concept of soil health card for farmers. About 8 crore farmers have been issued this card by which they can know the productivity of their land and the kind of crop and the quality of fertilizers that should be used for that particular soil. In the last three years, 17,000 small and medium soil-testing laboratories have been set up. This number was a mere 15 in 2011-14.

Why are these steps not being appreciated by critics? Even some prominent economists are ignoring these facts, forcing one to wonder if they are ideologically so committed to opposing the BJP and Modi that they cannot see the various other steps that have brought the common man closer to the government and increased their stakes in good governance.

This is a fact that the entire opposition is suffering from Modi-phobia. They are privately conceding that the way the Prime Minister has been changing the face of the nation, it would be extremely difficult to dislodge him. Recent victories in local level elections and the massive victory in Uttar Pradesh have not come as a miracle. In their enthusiasm to criticise without a cause, they are unable to see that the ground beneath their feet is slipping.
