I sincerely hope these initiatives grows at rate of double every year for next 5 years to create massive scientific talent and also followed up with DARPA like initiative for next generation innovation.

The mechanism linking high value transactions to checks against IT records is in operation now, and Rs.26400 crore extra tax was collected from those who had high value transactions but not IT returns:
Government’s monitoring of non-tax filers yield Rs 26,425 crore in tax till December
The government collected nearly Rs 26,500 crore till December last year in form of tax through a non-filer monitoring system, Finance Minister Arun Jaitley in a written reply told Parliament on Friday. fe “Due to constant and intensive follow-up of NMS data, more than 1.72 crore tax returns have been filed by the persons in different NMS cycles and self assessment tax of about Rs 26,425 has been paid by them till December, 2017,” Finance Minister Arun Jaitley said in a written reply to the Lok Sabha. The Finance Minister said that the Ministry has now broadened the mechanism of accumulation and verification of financial information by including various types of high-value transactions from banks and financial institutions in the form of Statement of Financial Transaction (SFT).

Nearly 35 lakh non-tax filers with tax liability have been identified, informed Finance Minister. He also said that Permanent Account Number (PAN) is helping in producing enough data that the tax department is comprehensively mining to track tax evaders. For the April-January period, direct tax collection grew by 19.3 percent to Rs 6.95 lakh crore against the needed 18.3 percent growth for the full year to meet the revised estimate target of Rs 10.05 lakh crore in the current fiscal. The government revised the direct tax collection target upwards from Rs 8.5 lakh crore, in the Budget presented earlier this month.

Pradhan Mantri Gram Sadak Yojana is expected to achieve its annual target of constructing 49,000 km of roads in 2017

After a gap of five years, the government’s flagship rural road connectivity programme, the Pradhan Mantri Gram Sadak Yojana (PMGSY), is expected to achieve its annual target of constructing some 49,000 km of roads this year, two officials at the rural development ministry said.

According to the first official, 48,812 km of rural roads will be laid by 31 March 2017, “as construction work picks up from January to May every year.”

“So far (January 2017), a total of 32,963 km of road has been completed which is 67.53% of the annual target,” the official said.

“This translates to 111 km of roads getting constructed every day. According to the annual target, the average per day construction should be 133 km. From April to August 2016, PMGSY achieved an average per day construction of 139 km and therefore by 31 March, 2017, we are sure of achieving the annual targeted length of 48,812 km,” he said.

According to figures provided by the ministry of rural development, in 2011-12, 21,750 km of rural roads had been constructed which dropped to 18,080 km in 2012-13 (till January 2013) and further dipped to 16,914 km in 2013-14 (till January 2014). Road construction picked up in 2014-15 with the laying of more than 26,000 km of road till January 2015.

Union Cabinet clears ordinance on death penalty to child rapists

NEW DELHI: In the wake of outrage over the brutal rape and murder of a minor in Kathua, Jammu & Kashmir, the Union Cabinet headed by Prime Minister Narendra Modi on Saturday approved an ordinance to allow courts to pronounce the death penalty + to those convicted of raping children up to 12 years of age.

The criminal law amendment ordinance seeks to amend the Indian Penal Code (IPC), the Evidence Act, the Code of Criminal Procedure (CrPC) and the Protection of Children from Sexual Offences (POCSO) Act to introduce a new provision to sentence convicts of such crimes to death.

Today's ordinance approved by the Cabinet also prescribes the minimum punishment in case of rape of women to increase from rigorous imprisonment of 7 years to 10 years, extendable to life imprisonment. In case of rape of a girl under 16 years, minimum punishment has been increased from 10 years to 20 years, extendable to imprisonment for rest of life, which means imprisonment till that person’s natural life.

For speedy trial of rape cases, new fast track courts will be set up in consultation with States/UTs and High Courts.

The ordinance also prescribes that there will be no provision for anticipatory bail for a person accused of rape or gang rape of a girl under 16 years.

The ordinance is being initiated to enforce the amendment immediately before a bill is introduced and passed by Parliament. After the case of the eight-year-old Kathua + victim, other instances, such as in Surat where a nine-year-old was raped and killed, have added urgency to the government’s actions.
The ordinance would be now sent to the President for his approval.

Existing provisions of the POCSO Act provide for life imprisonment, though after the Nirbhaya case in 2012 the Centre had introduced the death penalty in cases where a woman either dies or is left in a vegetative state after rape.

In July 2017, the Railways launched its first 1,600 HP Solar Diesel Electrical Multiple Unit train. The train has 16 solar panels of 300 watt capacity on each coach. The energy generated through those panels can be stored in batteries, for night use as well. Read about this here.

In another initiative, platform roofs turned into electricity mediums, under the “Mission 41K” scheme, which might help save around Rs 4,100 crore in electricity bills, over a ten-year period from 2015 to 2025. Mumbai’s Western Railway wants to install these panels in 23 locations on the Churchgate-Virar route. Read more about this ambitious initiative here.

Now, Guwahati station, is the first in the North-East, to completely switch to solar power. Just like the above initiatives, solar power is being utilised–this time–to power an entire station.

With savings in electrical expenses to the tune of Rs 67 lakh, the 6.7 crore project is being funded by CONCOR, an initiative of the Ministry of Railways. Among other things, CONCOR is responsible for three core businesses-cargo carrying, terminal operations and warehouse operations. Sahibabad’s Central Electronics Ltd is behind the installation of the plant.

Bank’s NPA war! Bhushan Steel parks Rs 36,400 crore debt with lenders, IBC on track


The Tata Steel acquisition of debt-laden Bhushan Steel comes as a success story for the Reserve Bank of India (RBI) and government who are busy tackling banking systems one key problem massive stressed assets through Insolvency & Bankruptcy Code (IBC). The resolution of bank’s NPA crisis has been going for quite some time now, and among many measures IBC is believed to be the game changer in solving the crisis. Coming to Bhushan Steel this company was the largest defaulter in RBI’s first list for IBC before NCLT.

On Friday, Tata Steel announced that they have successfully completed acquisition of controlling stake of 72.65% in Bhushan Steel in accordance with the approved Resolution Plan under the corporate Insolvency Resolution Process (CIRP) of IBC.

Tata Steel highlighted that, the admitted CIRP cost and employee dues have been paid, as required under IBC. Further, settlement of the amounts equivalent to Rs 35, 200 crore towards financial creditors of BSL is being undertaken as per the terms of resolution plan and corresponding transaction documents.

Further, Rs 1,200 crore will be paid to the operational creditors of BSL over a period of 12 months as per their admitted claims and terms of approved resolution plan.

Post announcement on Friday, the share price of Bhushan Steel soared by 4.93% to Rs 27.65 per piece on BSE. However, Tata Steel share price ended on a negative note to Rs 591.50 per piece down by 3.04%.

Following this development, Finance Minister Piyush Goyal tweeted saying, “Congrats to PM @narendramodi ji & @arunjaitley ji for a historic breakthrough in resolving legacy issues of Banks. Lenders recovered almost entire principal loan of Bhushan Steel through Rs 36,400 cr transparent bid by Tata Steel and also got 12% stake in the company.”

This does reflect the sign of recovery in NPA crisis via IBC as it RBI and government’s important tool currently.

Even the Economic Survey 2018 said the new Insolvency and Bankruptcy code (IBC) was helping improve the health of banking sector despite the fact that the banks', especially public sector banks (PSBs), asset quality remained stressed in the current financial year.

Among the first list of RBI, now focus will shift to other defaulters. The top five defaulters were - Bhushan Steel, Essar Steel, Lanco Infratech, Bhushan Power & Steel and Alok Industries as they had debt of Rs 57,200 crore, Rs 51,700 crore, Rs 49,100 crore, Rs 47,800 crore and Rs 30,200 crore respectively, as per JM Financials.

India's GDP grew at the fastest pace in seven quarters at 7.7 per cent in January-March, retaining the fastest growing major economy tag on robust performance by manufacturing and service sectors as well as good farm output.

India's economic expansion at 7.7 per cent was significantly higher than China's 6.8 per cent in the January-March period.

However, the Indian economy on yearly basis grew at a four-year low of 6.7 per cent in 2017-18, down from 7.1 per cent in the previous ..
"GDP at 2011-12 prices in the fourth quarter of 2017-18 registered growth rate of 7.7 per cent as against 5.6 per cent , 6.3 per cent and 7 per cent, respectively, in the first three quarters, Q1, Q2 and Q3 of 2017-18. Rapid growth in agriculture (4.5 per cent), manufacturing (9.1 per cent) and construction (11.5 per cent) contributed to the overall growth," the Central Statistics Office (CSO) said in its national accounts data released today.

The previous high GDP growth of 8.1 per cent was recorded in April-June quarter of 2016-17. The GDP growth was 6.1 per cent in January-March in 2016-17.

Maternal mortality rate down 22% between 2014 and 2016
The number of women who die during childbirth in India has come down sharply, with more women now delivering children in hospitals.

The maternal mortality rate (MMR) , according to the sample registration system (SRS) data released by the office of Registrar General of India on Wednesday declined to 130 in 2014-16 from 167 in 2011-13 — a significant improvement on a parameter widely used by analysts and developmental economists to rate a country’s progress.

MMR is defined as the number of maternal deaths per 100,000 live births. The 22% reduction in MMR since 2013 means nearly one thousand fewer women now die of pregnancy-related complications each month in India.

The Union health ministry is attributing this improvement mainly to rise in institutional deliveries across the country.

“This is a great achievement for us and a major contributing factor is that almost 80% of women are now giving birth in hospitals, both public and private. If you look at decade-old numbers, the percentage was just about 40%,” says Dr Ajay Khera, deputy commissioner, child health, health ministry.
