The Mumbai coastline is as vulnerable as it was seven years ago, Damodar Tandel, president of the Akhil Maharashtra Machhimar Kriti Samiti, said here on Wednesday.

Mr. Tandel said the fact that illegal fishing boats from as far as Gujarat were being caught at the Mumbai docks proved this.

“If illegal fishing boats can come to Mumbai unchecked, what is to stop terrorists from coming the same way? If the police are unable to stop illegal fishing boats, are they going to be able to know which boat is carrying terrorists,” Mr. Tandel asked.

Suspecting the involvement of a terror outfit behind the recent serial burning of train bogies at Puri, Odisha Police has sought assistance of the National Investigation Agency (NIA) in probing the incident.
"We want an NIA probe into the train fire episode as similar incidents also took place in Hyderabad, Gaya and Kharagpur. Puri train fire was fourth in a row," Odisha DGP KB Singh said.

Earlier, the RPF had arrested one Ramachandran Subas from near the burning trains at Puri on 12 November.
Subas during interrogation reportedly claimed that a terror module was prepared in Mumbai by five terrorists to cause arson attacks in trains connecting different pilgrim places of the country.
However, the investigating agencies in Bhubaneshwar were unable to corroborate Ramachandran's statement and therefore Odisha police sought NIA's help, a GRP official involved in the investigation said.
"We suspect there is some link behind the train fire incidents in four places in the country," Singh said.
Ramachandran (27), a native of Tamil Nadu also claimed to have received lakhs of rupees from the subversive group to carry out the arson.
Three express trains caught afire on 12 November at Puri railway station, damaging at least four bogies, but no one got injured in the incident.

Seemingly random incidents of arson on six trains in three states earlier this month may have been dummy runs for a bigger attack, suspect counter-terror officials. They have launched a manhunt for four jihadi suspects based on initial investigation.
“The government has decided to hand over the probe to the National Investigation Agency after it emerged that a group of four suspected jihadis maybe behind the incidents. The existence of the group was previously not known to counter-terror officials. We suspect these incidents of fire maybe a dry run for something big being planned by the group,” a senior home ministry official said.
The alert comes on the seventh anniversary of the 26/11 Mumbai terror attacks , and at a time the home ministry has asked states to step up efforts to curb growing radicalisation in the face of the Islamic State strike in Paris.
The first fire on November 4 burnt an empty coach of a Rishikesh-Delhi passenger train at Haridwar station. Then on November 12, blazes were reported on five trains in West Bengal’s Kharagpur and Odisha’s Bhubaneswar and Puri. Like the Haridwar fire, six empty coaches of stationary trains were targeted and no injuries were reported.
Multiple sources confirmed to HT that the investigators had found a common thread in these incidents.
“On the basis of CCTV footage, a Tamil Nadu resident, Subhas Ramachandran, was picked up. Ramachandran had travelled from Kolkata to Kharagpur and then to Bhubaneswar and Puri on the same day (November 12),” said a counter-terror official.
Ramachandran was picked up in Odisha by the state police.
“Initially, he tried to convince us he was mentally challenged but later revealed he was paid by a group of four Muslims to plant crude incendiary devices made of crackers to start the fires. The details that have emerged from his interrogation are being verified. We have got some leads about the group,” said the official.

According to the sources, Ramachandran claimed the four men maybe from Maharashtra and were also behind another train attack — twin blasts on the Bengaluru-Guwahati Express in Chennai on May 1, 2014 that left a woman techie dead and 14 injured.
“Earlier, it was suspected that a group of Students Islamic Movement of India operatives, who broke out of MP’s Khandwa prison in October 2013, maybe behind the Chennai train blasts. Two of the SIMI suspects were killed in a shootout with the Telangana police this April while three others are on the run. Any links between the new group and the suspected SIMI operatives on the run will also be probed,” said the counter-terror official.
The sources said Ramachandran and the gang of four may also be involved in other incidents of train fire.

Suspected ISI agent at work in Bareilly nabbed in Meerut

UP Special Task Force (STF) on Friday arrested a man in his early 30s suspected to be an agent of Pakistan's Inter-Services Intelligence (ISI).

"He sneaked into India from Bangladesh on February 9, 2013. He has already handed over classified information on the movement of the Sukhoi 30 combat aircraft and their hangars. He had information about the anti-tank guided missile programme. He had in his possession video images of Mirage's emergency landing on Yamuna Expressway, the movement of the mountain brigade at Pithoragarh and information about an under-construction runway. His bank account in India showed transaction of more than Rs6 lakh in the last two years. This money was transferred in instalments, once from Saudi Arabia then from Dubai. He has sent his handlers information on cantonments in Bareilly, Meerut, Agra, Pithoragarh, Shahjahanpur and Mathura. He was in contact with a man called Salim, an officer of the ISI. His family was receiving Rs 50,000 per month in Pakistan for his services."

Originally identified as Mohammad Ejaz from Islamabad, he had assumed the name of Mohammad Kalam in India. Besides classified Army documents, sleuths in Meerut recovered a fake Aadhar card with a Bareilly address, a fake voter ID card made in West Bengal, a Delhi Metro traveller card and Nepali and Saudi currency from him. His laptop, pen drive and ATM card have been seized. A NADRA card (Pakistani national identity card) was also found, Pandey said.

Maoists still seem to be formidable in Chattisgarh and Jharkhand, though admittedly, recent reports of their attacks have come down. Has something major happened away from the media eye that has led to the "lack of action" so to speak?

I would have thought that any major offensive against the cretins would invoke howls of protest and anguish from their ideological brethren in the media and elsewhere.

Even in Kerala, the Naxalites/Maoists have not tried to large scale violence. In fact even when these skirmishes happen, they have not killed or maimed police officers. The maximum they have done is to threaten a police man's family and burn down his bike in Wayanad. But confrontation or out right killing/maiming of police officers has not been tried out. The naxal gangs had tried that in 1960s and 1970s, but police reaction was brutal and people also lost sympathies for the naxals. This time they are more careful and generally are going for milder forms of attacks. Like what they do in Pakistan, KFC and McDonalds are the targets now in Kerala

One chap Rupesh was the head of the naxal gang in the South, and he was arrested from Karumathampatty 3-4 months back. He again seems to be focusing on writing "romantic novels" eulogising/fantising about the Maoist idealogy rather than actually fighting it out. Now one Vikas Gowda is supposed to be heading a small group.

New system to directly intercept calls by March: Government.

A new centralised system to monitor and intercept phones will become operational by March that will enable direct interception by security agencies without involvement of the service providers.

"Government has decided to set up the Centralized Monitoring System (CMS) to automate the process of lawful interception and monitoring of telecommunications," Telecom Minister Ravi Shankar Prasad said today.

The project is being set up with a government funding of Rs 400 crore.

"Technology development and pilot trials have been completed and the system is anticipated to be progressively operationalised from the end of the financial year," the minister said in written reply to a Lok Sabha question.

By using CMS, security agencies will be able to lawfully intercept phone numbers without any manual intervention from service providers.

At present, security agencies are required to approach the telecom operators for intercepting communications of their their targets like suspected terrorists and criminals.

"Cabinet Committee on Security has approved the project of CMS with government funding of Rs 400 crore," Prasad said.

The minister said that to take care of the privacy of citizens, there is oversight mechanism in the form of review committee under chairmanship of the Cabinet Secretary at the central government level and Chief Secretary at the state government level.

"The same mechanism is applicable for the interception under the CMS project also. Additionally, there is an in-built mechanism of checks and balances as security agencies or law enforcement agencies cannot provision the target and the provisioning agency cannot see the content," Prasad said.

The authorised security agencies can monitor and intercept calls as part of their probes with due permissions, although concerns have been raised from time to time about such actions infringing upon the privacy of the people.

The divide is clear as daylight esp in the 3-4 years where one can see the gradual hardening of "communal majority" position as the effect of 60 years of "Nehruvian secularism" wears off and eyes are being opened to reality while the IM ( and Christian community to some point) have also hardened their positions and becoming more divergent from majority opinion on most sensitive issues. Cant see any of it been reconciled anytime soon.

This would be my 16th year at BRF, and over these years I can clearly see a polarisation happening in areas I am familiar with. Even in my own circles, "seculars" remain the same but forced to admit that things are not okay with the "Religion of Peace". I know of hard-core commies now saying that there is a problem. For many of these people they cannot admit things further, as they feel it is a U turn and losing their face/shameful.

Anybody who still believes Indian Muslims are 'different, secular, can be brought around' needs to be slapped into sense. They are all the same. Let us not forget Pakistanis were themselves Indian Muslims till 13th August 1947. Very scary days ahead for India with 200 million wannabe Araps roaming around. Gandhi & Nehru royally f-ed India up when they did not go for full transfer of population.

If people in one country believe in two different histories, it can't be one country for too long. Same thing caused 1947 and same thing will again cause bloodshed and mayhem in India.

I want these talks and topics, said out in the open, so that people will pressurize the muslims to change, they will for sure. I find Islam currently, like a lamp burning brightly just before it goes off.

Many more such debates and conversations. More pressure it will be for the Indian society to be truly secular and liberal.

Andhra Pradesh intelligence authorities are tracking an engineering graduate, Tulfizur Rehaman, who is said to have joined the terror group Islamic State of Iraq and Syria (ISIS).

Rehaman (38), suspected by intelligence sources to be the first person from the State to join the ranks of ISIS, is said to be a native of Machilipatnam whose shifted to Tenali and then to Kuwait a few years ago. He did his schooling in Guntur district and went abroad for higher studies.

Intelligence authorities have sounded an alert in the State in the wake of this development.

Rehaman appeared on the radar of intelligence agencies in A.P. when he was observed to be regularly visiting ISIS sites and responding to the messages therein. “For the last few months, police have kept a vigil on some social media sites and persons who were regularly visiting these sites and posting comments. Tulfizur Rehaman was a regular visitor to such sites and was sharing his views on the sites. We got information from higher officials that Rehaman joined ISIS a few days ago,” an intelligence officer told The Hindu .

“Rehaman’s family lived for a few years on Bose Road in Tenali before moving to Kuwait. According to the information available, Rehaman’s relatives live in Tenali, Guntur, Machilipatnam, Hyderabad and other places. We are trying to trace his relatives,” the official said.

Intelligence authorities are trying to collect more information regarding Rehaman’s education, photographs, his family details, classmates and friends, employment, present address and other particulars.

Following this development, police are tracking the movements of sympathisers of various terror groups and those who underwent imprisonment on such charges in Machilipatnam, Tadepalligudem, Rajahmundry, Vijayawada, Guntur, Eluru and other places in the State.

The Global Terrorism Index report from the Australia-based international think-tank, Institute for Economics and Peace, supposedly tells us that with regard to terrorism in India, religious extremists were responsible for 14 per cent of the total deaths, Maoist groups were responsible for 41 per cent of such deaths, and separatist groups in the northeast were responsible for 25 per cent of deaths.

2014 was the first time since 2000 that India has not featured among the ten countries with highest fatalities from terrorism. However, this is due to the growth of terrorism in other
countries more than to an improvement in India. The number of people killed from terrorism in India increased by 1.2 per cent from 2013 to reach a total of 416.

India had a slight increase in terrorist deaths, increasing by one per cent in 2014 to reach a total of 416. This is the highest number of terrorist incidents and deaths since 2010. There were 763 incidents which represents a 20 per cent increase from 2013.

The majority of terrorist attacks in India have low casualties. In 2014 around 70 per cent of attacks were non-lethal. Reflecting this, there were many groups which committed terrorist acts that didn’t kill anyone. Of the 50 different terrorist groups that engaged in a terrorist act in 2014, 28 groups did not kill anyone. However, there were ten groups that were responsible for ten or more deaths.

Terrorism in India can be categorised into three distinct groups: communists, Islamists and separatist.

Communist terrorist groups are by far the most frequent perpetrators and the main cause of deaths in India. Two Maoist communist groups claimed responsibility for 172 deaths in 2014, which constitutes 41 per cent of all deaths from terrorism. Police are overwhelmingly the biggest targets of Maoists, accounting for over half of the deaths. Kidnapping is also a common tactic of the Maoists where it is often used as a political tool to force the government to release Maoist prisoners. The majority of Maoist attacks occurred in the provinces of Bihar, Chhattisgarh and Jharkhand

The dispute with Pakistan over Jammu and Kashmir is the main source of Islamic terrorism. Islamist terrorists were responsible for 57 deaths in this region, which is 14 per cent of the total deaths in India from terrorism. The announcement in September 2014 that al-Qa’ida was establishing a presence in India has not led to a dramatic increase in terrorism by the group. Jammu and Kashmir is in the north and has a population that is nearly two thirds Muslim. The two deadliest Islamic terrorist groups in 2014 were Lashkar-e-Taiba (LeT) and Hizbul Mujahideen. Lashkar-e-Taiba is a terrorist group that operates mainly in Pakistan and was responsible for 24 deaths in 2014. Hizbul Mujahideen is an Islamist group allegedly based in Pakistan with a membership of around 15,000. Hizbul Mujahideen were responsible for 11 deaths in 2014, down from 30 deaths in the prior year. In 2013 Hizbul Mujahideen was the only group in India to use suicide tactics, but in 2014 there were no suicide attacks in India.

India’s north east region has for the last three decades seen continual ethno-political unrest from ethnic secessionist movements. The biggest year on year change for terrorist groups was the National Democratic Front of Bodoland (NDFB) which killed seven people in 2013 and 80 in 2014. This was the second deadliest group in India in 2014. Other separatist groups include United Liberation Front of Assam and National Liberation Council of Taniland, both of which were responsible for ten deaths in 2014. Separatist groups are largely in the regions of Assam, Bodoland, Kamtapur and Meghalaya. The Assam region recorded 106 deaths in 2014 which is 25 per cent of the total deaths.

this is mostly incorrect. it is true that people died but NLCT was not responsible, although it tried to claim it.

Arrested ISI spy Aijaz admits plans to recce military setups in Uttarakhand

DEHRADUN: Suspected Inter-Services Intelligence (ISI) operative, Mohammad Aijaz, who was arrested by the Uttar Pradesh Special Task Force (STF) on November 27 from Meerut, has told an Uttarakhand police team which interrogated him about three days back in Meerut, that he was planning to conduct a recce of military establishments in two sensitive areas in Uttarakhand — Pithoragarh near the Indo-Nepal border, and Raiwala on the outskirts of Dehradun.

A police source who did not wish to be identified, told TOI, "During the interrogation, Aijaz revealed that he had not visited Uttarakhand yet but was planning to do so soon."

The revelations by the suspected Pakistan national are bound to set alarm bells ringing in the country's defence circles. Uttarakhand is an important area for the defence forces — a number of military institutions of national importance are located in Dehradun such as the Indian Military Academy (IMA), Rashtriya Indian Military College (RIMC), Ordinance factory etc. Besides there are strategic military outposts on the state's borders — Pithoragarh for instance has an international border with China from north and Nepal from the eastern side and a significant Army presence, much like Raiwala, the other location allegedly on Aijaz's radar.

Aijaz is also believed to have revealed to his interrogators that he used to get commands from his masters sitting across the border at regular intervals. "During interrogations, he said that he was told about specific locations in Uttarakhand which he should recce. He was planning to do so after finishing his work in Bareilly and other parts of western UP ," said a police officer.

Meanwhile, another joint team of Uttarakhand STF and police has also been sent to Meerut to find out more about Aijaz's plan to recce Uttarakhand. Confirming this, inspector general of police (IG) Garhwal, Sanjay Gunjyal said, "A team comprising STF and police has been sent to Meerut to interrogate Mohammad Aijaz. We will have more details after they complete their interrogation."

Mid-air scare: Man turns violent on Mumbai-Delhi flight, raises Islamic slogans

NEW DELHI: In what was described by a frequent flyer as the "scariest flight of his life", a passenger on board a Mumbai-Delhi IndiGo flight suddenly turned violent mid-air on Wednesday and started raising Islamic slogans while threatening to harm the aircraft. The situation turned so alarming that the cabin crew and passengers pinned down the flyer, Mursalim Shaikh, 41, and blocked the aisle with a food trolley to prevent him from making a dash for the cockpit.

The IndiGo flight 6E 196 made a quick descent in Delhi after seeking priority landing, where Shaikh, a used car dealer from Babu Tansen Chawl in Virar, was handed over to security agencies.

The drama began about an hour after the plane had taken off from Mumbai at 3.45pm and was flying over Jaipur. Shaikh, bearded and dressed in a pathani suit, was seated on seat 28 A. "He suddenly turned around on the seat to face an aged woman on 29A and started muttering menacingly to her," a flyer said. An airhostess reportedly asked Shaikh to sit properly, but he kept gazing at her before suddenly slapping her, turning very aggressive.

Recalling the hijack scare on a Delhi-Mumbai flight, a co-passenger said, "Shaikh was waving a cellphone and threatening 'sabko dekh loonga' (I will teach everyone a lesson)." Male passengers and the crew together pinned Shaikh down. Then women and children seated in the rear were sent to the front and a food trolley was placed in the aisle to prevent Shaikh from going towards the cockpit.

Confirming the incident, IndiGo said, "This unruly passenger started screaming and also physically assaulted a crew member. The passenger also got violent with co-passengers, and tried to access the forward of the aircraft. IndiGo crew made appropriate announcements and deployed security measures to block access to the front of the aircraft and the front galley."

Said a passenger, "We landed soon after the man had been overpowered." The flight commander had requested for security personnel on arrival. The passenger was taken out at 6.13pm and handed over to the CISF. IndiGo said it was in the process of lodging an FIR. "An untoward conduct of this nature is of serious concern to us. We will take all necessary action to address this violation," IndiGo said.

While passengers said the landing in Delhi came as a huge relief, the drama did not end there. For, the airline and airport personnel did not handle the situation as professionally as the crew had done in the air. "Once the aircraft door opened, we expected security personnel to rush in and arrest the flyer. But the airline's own security team came into the aircraft. We were first asked to alight and then a second announcement was made asking us to stay seated. We were wondering why security agencies did not just whisk the guy away?" said a passenger.

The IGI domestic airport police have arrested Shaikh and registered a case for criminal intimidation, assault and threatening the crew. The Intelligence Bureau is quizzing him.
