Muzaffarnagar city didn’t burn even during the 2013 riots, which had gripped the whole district at the time and spilled over to even nearby districts. But this small town saw a lot of arson, rioting and violence last Friday (20 December) when mobs of several thousands Muslim youths poured on the streets after Friday prayers, clashed with the police and in some places even with Hindu residents.
Police have arrested over 50 people and booked several hundreds for indulging in violence and damaging public property.
The administration is all set to send out notices to those caught red-handed on the camera asking them to pay up for their misdeeds.
More than a dozen cops received injuries. Even Superintendent of Police (SP) Satpal Antil got hit by a few pellets.
We talked to residents of different localities in Muzaffarnagar and they told us what transpired that day and how the administration controlled the situation from getting out of hand. One thing that stood out was the way cops stood their ground despite being outnumbered and continued to be on duty even after receiving injuries.
“Policemen were chiefly at the receiving end of the violent hooliganism unleashed by the rioters. In the evening, I was at Meenakshi Chowk and saw three police officials who had suffered injuries. One had his leg torn open and mass coming out from the sideways. Their jeep’s window panes were broken,” Sachin Bansal, a shopkeeper at Shiv Chowk tells me.
Near Thana Kotwali, I saw one car in which the cop inside had a bandage on his head. Some couldn’t even go to the hospital to get their wounds tended to. But they were still doing their duty. The rioters made their condition terrible,” he adds.
“From Meenakshi chowk, a mob of thousands marched towards Mahavir chowk (on the Arya Samaj road). The police couldn’t stop them as they were very few in numbers and the rioters were pelting stones too,” says Bansal’s neighbour Mahesh Garg, another shopkeeper at the chowk.
“At Mahavir chowk, there is a large Aggarwal market of LED TVs and mobile phones. They were fearing their shops will be looted and burnt down. After all, these rioters were marching while pelting stones on the gated societies on the Arya Samaj road and were also burning vehicles here and there,” Garg tells this correspondent.
So, the traders called up MP Sanjeev Balyan. He in turn called officials and asked them to protect the shops and be strict in dealing with the unruly mob. Timely action by the administration saved the day, otherwise, there could’ve been riots had the mobs succeeded in going into Hindu localities,” he adds.

In the spotting phase, intelligence officers list people with access to the desired information and rank them according to the odds of extracting it. Before the internet, intelligence officers who wanted to target someone, say, on team X at a given company working on technology Y or with access to program Z, might have to do some serious legwork. The steps might have included obtaining a company roster or using some other means to acquire the names of people working on a given project at a given company. In some cases, they might even have had to recruit an access agent inside the company to help. All this could take quite a bit of time and effort, and if not accomplished deftly, could trigger suspicions at the targeted company.

But in a world of social media, intelligence officers can use LinkedIn to acquire a list of employees at a particular company or agency with specific job titles in a matter of seconds. In many cases, employees list the specific projects or technologies they are working on, with some even helpfully providing their security clearance levels. While social media tools are not a guaranteed method for intelligence officers to build a comprehensive list of everyone with access to a program or technology, they can easily jump-start that process. By looking for co-workers of the people identified in the initial search, intelligence officers may then be able to add people who were not as explicit in their LinkedIn profiles to the potential target list.

Once an intelligence officer has compiled a list of potential targets, the next step would be to identify the best prospects for recruitment, and what approach would work best to win them over. Here, too, LinkedIn can be useful. Although the service is geared toward professionals — and is, in fact, more buttoned-down and formal than social media platforms such as Facebook or Instagram — its members typically share enough information to offer clues as to which recruitment pitch might work. For instance, those who constantly complement attractive people might be ripe for an approach involving seduction. In a similar fashion, those complaining about being unemployed or underemployed could be open to financial enticement; ones appearing unhappy at work could be open to recruitment out of malice; and those making posts looking for affirmation might respond well to a little ego-stroking.

In a world of social media, intelligence officers can use LinkedIn to acquire a list of current or former people at a particular company or agency with specific job titles in a matter of seconds.

This information facilitates reaching out and establishing contact with potential targets. And I do mean targets here, because conducting these operations electronically allows even a single officer to develop contacts with multiple targets before focusing more intently on the few that appear most receptive and promising — thus upping the odds of success.

The development stage of the recruitment process can progress quite differently depending on the ultimate objective. A spear phishing-type of operation like the one used in the Deloitte case would be developed differently than an operation that involved a bid to meet and recruit the source in person. But in either case, the ultimate objective of the development phase is to establish a relationship and build a degree of trust so the intelligence objective can be reached.

With regard to LinkedIn, we have noted numerous cases in which hostile intelligence agencies such as China's develop a relationship with a target by posing as a think tank or university. Using that guise, the agency offers to pay the target to write a paper on a fairly innocuous topic, then invites her or him on an expense-paid trip to China to present it (This is a form of what is known as the "little hook" approach.) Once in China, the targets will be assessed more, and the relationship developed further with the intention of making a final recruitment pitch. In some cases, the intelligence agency will use documentation (such as videos) of past transactions between the intelligence officer and the target as a form of coercion, if needed. Once the target is officially recruited, he or she can be pressured to provide even more sensitive information. Although I specifically cite China here, all intelligence agencies use this same basic recruitment cycle, as do corporate intelligence actors.

Dealing With the Threat
There are two basic approaches to dealing with a threat. One is risk avoidance and the other is risk mitigation. While risk avoidance is generally the safer course, in this case, it would mean simply not using LinkedIn or other social media. This is not always the most desirable outcome for businesses that encourage their employees to use their social media presence to promote the company and its work.

As with any threat, the first step to reducing the possibility of being recruited via LinkedIn is simply to recognize that the possibility exists. This awareness should help users realize that discretion is important when considering the information they post on LinkedIn — or any other social media platform, for that matter. Users should consider how what they are posting might appear to an adversarial intelligence officer, and how it could be used against them.

A little restraint can go a long way toward reducing one's attractiveness as a target. If a person is working on a sensitive project or a technology likely of interest to a hostile actor, prudence dictates refraining from posting that information in a public forum. Posting details of sensitive projects for all the world to see is simply unwise, given the risk of drawing the attention of hostile intelligence officers.

LinkedIn users should consider how what they are posting might appear to an adversarial intelligence officer, and how it could be used against them.

The second step is remaining skeptical of strangers who reach out on LinkedIn to ask to become a connection. Even greater skepticism is in order if the person reaching out has an attractive profile image or makes romantic overtures. It is also advisable to carefully review profiles of friends or co-workers who request to become connections to ensure that they are the real person, not an impostor. If a person who you accept as a connection begins messaging you in a way that seems too chatty or too flirty, or seems to be stroking your ego, your skepticism should increase even more. You should watch carefully for signs that may indicate that your connection is trying to build trust and develop a relationship with you as a potential recruit.

Other signs of a potential recruitment attempt could include offers to write a paper or for free travel to attend or present at a conference. Skeptically view offers from supposed employment recruiters who approach you about a job you have not applied for, a tactic frequently used by intelligence officers and common criminals alike. LinkedIn users should also recall that instead of a recruitment attempt, an intelligence officer may simply be trying to trick a user into opening malware. Because of the spear-phishing threat, users should exercise extreme caution when people they don't know well send email attachments or links. Even if the attachment is from a trusted source, be cautious if either you had not been expecting it or if something about it doesn't look quite right. Before opening or clicking, it's a good idea to call the sender to confirm they sent it. Unfortunately, of course, hackers have been known to assume control of LinkedIn accounts protected by weak passwords, using them to send attacks targeting the hacking victim's unsuspecting contacts.

If you do suspect that someone is attempting to recruit you, I'd advise suspending all contact with the person — risk avoidance — and then reporting the suspected approach to the appropriate corporate or government security contact. Even though you spotted the recruitment attempt, you may not be the only target — and your co-workers may not be as savvy as you. Reporting such attempts can make others in your organization aware of the ongoing risk.

Vincent Wilson, the 56-year-old deceased officer was checking a Scorpio SUV bearing the registration number TN 57 AW 1559, which entered Kanyakumari district around 10 pm and was headed towards Nagercoil.

The two Jehadis entered the nearby by mosque to use its alternate entrance to make a get away. They are said to have escaped to Kerala. It is now becoming quite clear that Islamic terror gangs operate with immunity within Kerala, and have also spread its network in Tamil Nadu as well. TN Kaaval Thurai has a good history on cracking on terrorists, and I hope they will do the same especially when one of their own have been gunned down. Abdul Nassar Maudhani who were being euologies by various "secular" governments and parties in Kerala spend around 9 years in Coimbatore Prison, mainly because of TN Police efforts.

Looks like the TN Police Q Branch are very good in record keeping and do have some good dossier on the Jehadis in their state.
TN police nabs Kaliyikkavila ASI murder case accused: Reports.
Note the swiftness in which TN police moved across three states; from TN they quickly moved into KL to pick up some suspects who had links with the accused then moved in to KA where this chap Ijaz Pasha was picked up. He sang like Lata Mangeshkar giving clues to pick up the murderers from Uduppi. Also note; Uduppi is close to Mangalore which also saw the biggest rioting by Muslims against CAA in South India.

Jihadi mob attacks Hindu homes in Bhainsa, Telangana - 18 houses belonging to Hindus burnt and properties looted
In a case of deliberate, largscale violence, a Muslim mob attacked members of the Hindu community and looted and burnt their property in Bhainsa town of Nirmal district, Telangana, on Sunday.

As the Muslim mobs went on a rampage, 18 houses belonging to Hindus were burnt and properties were looted. The mob also pelted stones at police who rushed to the spot.

The trouble began when a Muslim youth was admonished by elders for his rash driving and for using abusive language against the residents of Korba street, Bhainsa town, according to local people.

Keeping this in mind, the Muslim youth returned with a mob of around 400-500 Muslims after 9 pm, and started violence by burning parked two wheelers and pelting stones on residents. The mob also cut the water pipes of fire engines which rushed to the spot to extinguish the rapidly spreading fire.

It has been reported by locals that the mob has exclusively targeted houses belonging to members of Hindu Vahini organisation and went on a rampage with criminal intent.

In this violence, eight police personnel were injured. As per the latest reports, section 144 has been imposed in the town. Internet and phone services are also reportedly not working.

This is the best news I have read in a long long time. The biggest reason law and order is a joke, is because cops never have enough strength and get beaten up, attacked and as a result, crimes keep getting committed with impunity and the community in question (and many others) think they can do whatever it is that they wish, use street power to dominate. This method has cops turn up properly en masse and with the capability to deter. The fact that "human rights orgs" are complaining is a cent per cent indicator that the naxals are worried.
Good going T police and I hope India wide, cops inculcate this as SOP to deal with aggressive thuggery by any group that counts on street power to move against law and order.

I now expect certain groups/communities will deliberately attack the cops to prevent this method, and the cops should be prepared for that, and prepared to defend themselves. I hope the Govt has their back.

A few things that I hope happen:

1) The State must have the monopoly on violence. This is critical for the functioning of a stable society. "Attacking the police", which the Muslims seem to indulge in when they have the numbers, must be brutally put down. 3) The long arm of the law must extend over long periods of time as well. If a Madhani was unfairly released, he and the people who shelter him must be silently taken care of. Even a decade later, like Osama. They should know that they will eventually be eliminated. Will demoralize them - just like a Kashmiri terrorist knows that his average lifespan is 3 months & this drives down recruitment

4) We should start calling the problem as "Islamic Terrorism". Not ISIS. Not "Islamist" terrorism. These are weasel words. The terrorists are driven by the doctrine of Islam. So, call them by the correct name.

The Indian system of granting parole even to the most hardened criminals is a bloody joke. What next - Simple imprisonment to terrorist and mass murderers for 7 days? We should have system like in the US - Prison terms without any chance for parole.

Even better there should be capital punishment for serious offences and we should not have the comical situations where capital punishment given out by lower courts is turned into life imprisonment -meaning 14 years in jail with chance of an even earlier release due to 'good conduct' in jail.

We see the tamasha in the Jyothi Singh (Nirbhaya) rape case, where even after 6+ years, the murderers file review petition, mercy petition, juvenile petition, presidential pardon, I-can-keep-doing-this-since-I-have-connections petition etc etc.

Indians lost faith in the judiciary decades ago because of this.

Adv. Indira Jaisingh has also now recommended Nirbhaya's mother to pardon the criminals, following the footsteps of Sonia Gandi (off all people) :roll:. And when a court issues the black/death warrant, there should be a gap of 14 days for the execution. Now think about it;
1. There are four condemned men. Each will file separate curative petitions in Supreme Court one after the other (two already have tried, and failed; but two still have the option).
2. Then one after the other each of them will file mercy petitions. And they will all wait for the 10th or 12th day after the black/death warrant is issued. One mercy petition gets rejected, the local court issues the black/death warrant, these folks will wait for 10 or 12 days and one of them file a mercy petition which would stall the death sentence execution.
3. And when all possible options are used up, the "human right-wallahs" will jump in. They would then use the reason of too much delays to ask for leniency. The horrible crime committed by the men will be side lined, and their own poor & downtrodden status will start getting highlighted.

Now considering all these; is any one still wondering why the common man becomes fans of Telengana Police? ;) :).

POLNET 2.0: Updated police communication service armed with robust satellite data communication facility launched.

Police communication services in the country are expected to be bolstered as a revamped and upgraded POLNET 2.0 was commissioned on Monday by Union Minister of State for Home Nityanand Rai at a national conference here.

The new platform is armed with a robust multi-media facility and is a captive satellite-based network that provides video, audio and data connectivity across the country, especially in times of disasters when regular communication either gets jammed or crashes.

“The operationalisation of POLNET 2.0 is a big achievement for the country and the DCPW is to be complimented for rendering this task. This system will work in any weather,” Rai said while launching the facility at Vigyan Bhawan here.

The Directorate of Coordination Police Wireless (DCPW) that operates POLNET or the police network services in the country has brought out an enhanced communication platform for police and security forces to communicate better during law and order problems and disasters, including linkup from remote border and coastal areas.

The DCPW was set up in 1946 and it was placed under the Ministry of Home Affairs in 1950 with the primary mandate of coordination between state and central police and security agencies for radio communication and frequency allocation.

It has been operating POLNET since 2006.

The new platform is named POLNET 2.0 and for the first time it will provide video-conferencing facility to four entities sitting at different locations in the country with Internet-enabled multimedia services, a senior official said. From its control room in Delhi, it can host 40 people talking at one point of time, the official added.

The new police communication platform was expected to be launched by Union home minister Amit Shah but he could not attend the event owing to some other engagements, he said.

Rai, during the event, also interacted with the police chiefs of coastal and border states which have numerous remote and inaccessible locations.
He heard the communication-related issues being faced by them and assured all help by the Centre.

POLNET 2.0 will also have a phone calling facility for personnel of police and paramilitary forces deployed in remote areas to talk to their families.

The communication facility will not only bring all disaster response and security forces like the National Disaster Response Force, state and central forces, fire units and hospitals during disasters on one platform but also enable them to share photos, videos and other logistical data on a real-time basis.

The new platform will work on the robust C-band satellite network as compared to POLNET that worked in the Ku-band.It will also connect about 260 remote police stations with the CCTNS (crime and criminal tracking network and systems).

The minister launched the ‘national communication standards’ for police forces during the event that will end on Tuesday.

A good move considering the delaying tactics adopted by the convicts in the Nirbhaya case. A person about to be executed would for sure try to delay that as far as possible, but there has to be better & simpler legal framework to avoid delays.

Under All-India NRC, Passport May Not Be Enough to Prove Citizenship

Under Indian domestic law, the distribution of passports is regulated by the 1967 Passports Act. The long title of this law says that it provides for issue of passports to citizens of India and “other persons”.

But the body of the Act never clarifies what is meant by ‘other persons’. Rather, the clauses in the Act imply that a passport can only be granted to a citizen of India.

Under section 6 (2), the first condition for the passport authority to refuse to issue a passport is “that the applicant is not a citizen of India”. Besides, the penalties section defines one of the offences as making an application or obtaining a passport by suppressing information or holding a forging passport “despite not being a citizen of India”.

The 1967 Act was formulated only after the Supreme Court ruled, in a litigation brought by an individual whose passport was revoked, that the right to travel abroad is part of an individual’s personal liberty as enshrined in the Indian constitution. Till then, the only regulation for passports was a legislation from 1920 which didn’t make it mandatory for Indian nationals to obtain a passport for leaving the country.

With the memory of Partition and its messy aftermath still sharp, Indian courts did not give a consistent legal line on the possession of a passport – sometimes ruling that it was obtained involuntarily, in others, through fraudulent means, and even arguing that obtaining another country’s passport did not mean withdrawal of Indian citizenship.

Recently, the Delhi high court, in an order dated July 2017, had observed that “a passport is a document evidencing a citizen’s nationality and cannot be ignored on mere suspicions”.

However, Jayal, a professor at Jawaharlal Nehru University, argues that the courts had a more unforgiving mood if the case of obtaining a passport was in the context of undocumented immigration from Bangladesh. She noted that the courts also gave repeated rulings that appearance in a voters’ list wasn’t proof of citizenship.

“Judicial recognition of the ways in which such documentation of citizenship is acquired thus led the courts to deliver rulings in which, ironically, the validity of practically all forms of official documentation was impugned,” observed Jayal.

When asked by The Wire whether India has traditionally viewed passports as proof of citizenship, Jayal replied, “As far as I know, this is a grey area. Passports are generally taken to be proof of citizenship, and, as you rightly say, it is only in cases of fraud or misrepresentation that courts have cast doubts on these”.

While passports are used as citizenship documentation under international law and inferred in practice domestically, this may not be entirely helpful under the NRC process if the intent is to weed out illegal migrants. Every year, the government claims to become aware of additional cases of valid passports obtained through fake documents – mainly with the aim to leave the country. “Some time ago, we learnt that around 100-150 Rohingya had got Indian passports to travel to Saudi Arabia. These are valid passports, till the fraud is detected and cancelled,” an MEA official told The Wire.

I don't know how Supreme Court can accept a petition challenging the decision taken by President of India on a mercy petition. Now if this petition is thrown out, what next? Nothing like a panic or alarm. But through social media every Hindu out there is now aware of Islamists agenda at least in their strong holds. There are now a few generations of Hindus who don't know what happened in 1921. Some rely on a movie by the name "1921", which glorified the Islamic rioters & rapists. Now there are also independent researchers who have dug up old incident reports and court records which expose the Islamic riot mongers (who were shown as freedom fighters). The main stream media is off course down playing the riot mongering and threats coming from the Islamist side, but every Hindu seems to have taken notice of all of this. The commies also are trying to desperately trying to "convince" the Hindus that all is well.
