Thoothukudi Sterlite Protests: How Things Got This Far

Thoothukudi Sterlite Protests: How Things Got This Far
by M R Subramani

May 23, 2018,
Snapshot
How the protest in Thoothukudi against Sterlite copper plant went out of hand.

Here’s a look the sequence of events.

On Tuesday, 11 people were killed and scores injured after police fired at protesters –who turned violent and began attacking government, police and private properties. They were demanding the closure of the UK-based Vedanta Resources’ Sterlite Copper plant in Thoothukudi.

Other opposition parties, led by the Dravida Munnetra Kazhagam (DMK), were quick to attack the ruling All India Anna Dravida Munnetra Kazhagam (AIADMK) government of Edappadi K Palaniswamy for ordering the police firing, trying to hide facts that they too have been responsible for the issue escalating to such a level.

To add to it, there was this unfortunate tweet by Congress president Rahul Gandhi.

Gandhi calls the violence as state-sponsored terrorism in his English tweet, and his Tamil tweet says people in the city were ‘shot’ by bullets of Prime Minister Narendra Modi and the Rashtriya Swayamsevak Sangh (RSS). Can there be something more misleading than this?

A look at the events that have unfolded right from the time Sterlite got the environmental clearance to start operations in Thoothukudi will show that Congress, DMK and AIADMK as being responsible for the current state of affairs.

When the locals protested in 1994 after Sterlite got the ‘no objection’ clearance from the Tamil Nadu Environment Department, the protests were crushed by the then AIADMK government led by J Jayalalithaa.

In October 1996, when the Tamil Nadu Pollution Control Board allowed Sterlite to start production, it was the DMK under its veteran leader M Karunanidhi which was in power. Sterlite was allowed to go on stream without the mandatory review of the plant’s impact on environment being done. Protests broke out then, too, but the current DMK legislative assembly member, Geetha Jeevan’s father, Periyasamy’s manoeuvres ensured that the plant operated without any problem. At the Centre, H D Deve Gowda headed the Third Front government supported by the Congress then.

In 1998, the Madras High Court stayed the plant’s operation, saying that it had not met a single condition of conserving the environment. The court’s order was based on a review undertaken by the Nagpur-based National Environment Engineering Research Institute (NEERI). However, the High Court ordered NEERI to conduct another review after 10 days and allowed the copper plant to operate. NEERI then came out with a review giving a clean chit to the plant. The controversial journey continued.

In 2004, a review committee of the Madras High Court opposed expansion of Sterlite capacity to 70,000 tonnes a year. But the then United Progressive Alliance (UPA) government under Manmohan Singh gave the go-ahead for the expansion. DMK’s A Raja was heading the Environment Ministry then. Until the UPA government was sworn-in, P Chidambaram, who held portfolios of Home and Finance Ministries in the UPA government from 2004-2014, was a board member of Vedanta, the parent company of Sterlite Copper.

In 2007, Sterlite got an “in principle” clearance from the Manmohan Singh government to expand its capacity to 4.2 lakh tonnes a year. In 2009, the company got the environment clearance for the expansion.

In a twist of events, the Madras High Court stayed Sterlite’s operations in 2010 for violation of environmental norms. The company then went to the Supreme Court in appeal and the High Court order was stayed. This allowed the company to continue operations. In its final order in 2013, the Supreme Court found substance in the charges of violation of environmental norms against the firm. It imposed a fine of Rs 100 crore on Sterlite and allowed it to continue operations.

The DMK and AIADMK have ensured that Sterlite continued operations despite violations, including the plant producing more than double the approved capacity. The company is liable to be shut for not sticking to permitted norms but both the parties’ governments shut their eyes to the violations.

Last year, the Tamil Nadu Pollution Control Board (TNPCB) found the plant violating six parameters of Air (Prevention and Control of) Pollution Act, 1981, and 11 parameters of the Water (Prevention and Control of) Pollution Act, 1974 (amended in 1988).

A show-cause notice was issued to Sterlite in April last year and a petition filed in the National Green Tribunal (NGT) to stay the plant’s operations in June 2017. The case was dismissed by the NGT. A petition filed in the Supreme Court against the ruling is pending.

The fresh round of protests began in February this year when Vedanta set out to implement its expansion plans. On 22 May, protesters wanted to mark the hundredth day after the protests were launched. They wanted to take out a procession to the Thoothukudi collectorate and when the police tried to stop them, all hell broke loose.

The protesters set vehicles on fire, including that of the police, attempted to ransack the collector’s office and entered the quarters which housed employees of the copper plant. The violence resulted in police firing and the death of 11 people.

But, why did the protests turn violent?

Indications were plenty that violence was being planned on 22 May, starting with a petition filed by Vedanta in the Madurai bench of the Madras High Court on 16 May. Vedanta pleaded that prohibitory orders under Section 144 CrPC be enforced over a one km radius of the Sterlite Copper plant in Thoothukudi. The company said that some organisations were planning to unleash violence on 22 May and hence it was seeking a remedy.

On 18 May, the High Court agreed with the petitioners and said that chances of the protests being peaceful on 22 May were remote. The High Court bench found the advertisements inviting participations in the protests provocative and agreed with the petitioner that prohibitory orders should be introduced around the Sterlite copper plant premises.

On 20 May, Thoothukudi district officials, headed by sub-collector M S Prashanth and Superintendent of Police P Mahendran held talks with various organisations to drop the move to storm the collectorate.

While most of the organisations that made up the forum against Sterlite plant in Thoothukudi boycotted the meeting, 22 other organisations, including from trade and businesses, attended.

All those who attended the meeting agreed to hold the protests at S A V High School and disperse instead of converging on the collectorate. Since one of its leaders, Fathima Babu, took part in the meeting, the forum expelled her and resolved to go ahead with its plan to storm the collector’s office. Following this, police arrested eight people including Fathima Babu, as a precautionary measure. But they didn’t arrest anyone from organisations such as Makkal Adhigaram (People’s Rights), Puratchi Illaignar Munnani (Revolutionary Youth Front) – naxals have reportedly penetrated in these organisations – and Naam Tamizhar.

Churches in Thoothukudi also had a role in the protests getting out of hand. The churches had appealed to its members to support the protests to mark the hundredth day of the launch of the move to shut the copper plant. The Church of the Lady of Snow in Thoothukudi, to which many fishermen are attached, had asked them to assemble in front of the premises on Tuesday morning.

At least 5,000 people gathered before the church to march to the collector’s office and members of Makkal Adhigaram and Puratchi Makkal Munnai mixed themselves among those who had gathered.

Protesters launched their march from four places in Thoothukudi. The first was headed by DMK member of legislative assembly from Thoothukudi, Geetha Jeevan. She and her followers were stopped at the fourth gate of Sterlite and arrested. Another group, mainly villagers, began a march from Madathur village but police were successful in stopping them.

The trouble started from the group that began marching from the Church of The Lady of Snow with the number of people swelling to nearly 10,000 at one point of time. The procession was stopped by a police official near the Food Corporation of India warehouse but the crowd pushed aside the police and began marching ahead. The crowd got worked up and headed to the collectorate before setting on fire government vehicle in the premises. The police gathered in strength by then and began to retaliate.

A mob in the crowd, comprising nearly 250, then stormed the Sterlite employees’ quarters nearby and set on fire the vehicles there. When fire engines from the plant were called for extinguishing the blaze, the mob stopped and set them on fire. It took over four hours to bring the situation under control, leaving Thoothukudi look like a war zone.

It is important to note that while the protests have been taking place since February, on 10 April the Tamil Nadu Pollution Control Board rejected Sterlite’s application for renewal of consent to operate the copper plant. The Madras High Court on Wednesday (23 May) stayed the expansion of the plant, citing the outbreak of violence.

There are a couple of points to ponder on the violence that occurred in the city. The Intelligence Bureau in Tamil Nadu shared details of violence being planned by the forum, especially the Makkal Adhigaram and Puratchi Makkal Munnai organisations on 22 May. Naxals in the form of cadre of these organisations penetrated deeply in the protests against the Sterlite plant and police were tipped off on their plans to wreak havoc.

State intelligence officials also reported to the Director General of Police, K Rajendran, who supervises the intelligence wing operations, and Chief Minister Palaniswamy, that protesters were planning to unleash violence. In these circumstances, why were police allowed to be outnumbered on 22 May morning? There were hardly 1,500 policemen to take on a crowd that was over 10,000.

Second, some of those who died had bullet marks in their chest and face. Why did the police not resort to the standard practice of firing from a lying prone position? Were enough warnings given before the firing? When there was widespread fears that the protests would take an ugly turn and instances were pointed out, including by Swarajya, about how the developments ran parallel to the jallikattu protests in Chennai during January 2017, why didn’t the state government act?

The probe into the jallikattu protests is yet to be completed despite the deadline being over a year and half ago. But to begin with, why should Tamil Nadu or its people tolerate organisations like Makkal Adhigaram, May 17 and Puratchi Illaignar Munnani in which Naxals have gained roots? Why are these organisations not being banned?

Now that the Tamil Nadu government has ordered an investigation by a retired judge and the Centre seeking a report on the incident, more light will likely be shed on the turn of events.

Until then, leaders like Rahul Gandhi would be better off reading the history of the plant than finding ways and means to mislead people and score cheap political points.

Can I ask why they are there? Are they employed only by their co-religionists or are the citizens of that city willing to alter demographics so long as they do not have to pay fair market price for labour?

For those people who put Ambedkar on a pedestal, look at what his followers are doing today. There are at the forefront of mainstreaming protestant descriptions of Indian society and culture in universities, they commit arson and destroy public property, organize caste agitations leading to violence and death, join the ranks of Naxalites and kill Indian policeman and indian civilians, tarnish India's image domestically and abroad, stifle innovation by trying to expand the welfare state, have an official agenda of exterminating the 'Brahmin' from India forever, etc. And NOW, these people want to assassinate the PM.

Ambedkar imo has been one of the most disastrous figures in Indian history and his followers are the worst human beings on this earth. As they expand their tentacles through Indian society and academia the internal security situation will get a lot worse in the coming years.

Hmm.

I'm not sure a grandparent can be judged by the deeds of his/her grandchildren, even if they invoke his/her name as political capital.

After all, how similar are Lutyens Naxals Tushar Gandhi & Rajmohan Gandhi to M.K. Gandhi?

And how similar is Rahul Gandhi to Indira Gandhi?

Not that IG or MKG were without faults of their own, but there really is no comparison.

B.R. Ambedkar was certainly problematic, but there's no denying he had an Indic (if not Dharmic) affiliation at his core. There was no end of attempts by Communists and by Christian missionary institutions (and their cutouts) to woo him into influencing SCs towards proletarian revolution or mass conversion, but he rejected both Christianity and Marxism and chose the Neo-Buddhist path instead. He also had a perceptive read on Islam.

Prakash Ambedkar is on the other hand completely bought-and-paid-for by Breaking India forces.

I stated this in my post. Ambedkarites are working with Naxalite leadership to assassinate the PM. Naxalites are actually a firecracker compared to Ambedkarite movement. Ambedkarites are tenured prof, lawyers, doctors, etc. and have access to a large student base and marginalized sections of the society. They are trying to soften up the urban targets while the naxalites take the rural side. They are essentially the same movement.

I disagree.

Please ask yourself the following q: Why did Ambedkar feel the need to convert in the first place?

You'll quickly see that this very act of his reveals his contempt for Indian culture which today is a source of inspiration for divisive elements in indian society today!

What are sociology and indology prof teaching in classrooms today? How do they 'justify' their hatred?

Cops recover letter exposing 'Maoist plan' to assassinate PM

Last updated on: June 08, 2018 22:48 IST

The letter says Maoists want to assassinate Modi the way former PM Rajiv Gandhi was killed, say Maharashtra CM and the state police.

Maoists are planning to assassinate Prime Minister Narendra Modi the way former PM Rajiv Gandhi was killed, Maharashtra Chief Minister Devendra Fadnavis and the state police said on Friday, citing a letter allegedly seized from a person arrested two days ago.

Fadnavis said the state police, while arresting five people two days ago, seized 'internal communication' in which a Maoist commander has asked his cadre that Modi should be assassinated.

He said a probe is underway to find more links in connection with the alleged plot.

The letter, which talks about the assassination plot, was recovered from the house of Rona Wilson who was among five people arrested from Mumbai, Nagpur and Delhi in connection with ‘Elgar Parishad’ held in Maharashtra in December and the subsequent Bhima-Koregaon violence in the district, the police said.

The letter addressed to one Comrade Prakash by sender who identifies himself as 'R', talks about ‘Rajiv Gandhi-type incident’ and suggests that Modi should be targeted during one of his ‘road shows’.

It talks about the requirement of Rs 8 crore for procurement of M-4 assault rifle along with four lakh rounds of ammunition for the purpose.

All the five were on Thursday produced before the sessions court which remanded them in police custody till June 14.

The letter reads: ‘Defeating Hindu fascism has been our core agenda and a major concern for the party. Several leaders from secret cells as well as open organisations have raised this issue very strongly.

‘Modi-led Hindu fascist regime is bulldozing its way into the lives of indigenous adivasis. In spite of big defeats like Bihar and West Bengal, Modi has successful established BJP (Bharatiya Janata Party) government in more than 15 states.

‘If this pace continues, then it would mean immense trouble for the party on all the fronts.

‘Comrade Kisan and few other senior comrades have proposed concrete steps to end Modi-Raj. We are thinking along the line of another Rajiv Gandhi type incident.’

Rajiv Gandhi, former prime minister, was killed by a woman suicide bomber during a public event in Sriperumbudur in Tamil Nadu on May 21, 1991.

‘It sounds suicidal and there is a great chance that we might fail but we feel that the party PB (Politbureau)/CC (central committee) must deliberate over our proposal,’ the letter adds.

‘Targeting his road shows could be an effective strategy. We collectively believe that survival of the party is the supreme to all the sacrifices,’ it adds.

Speaking to reporters on the sidelines of an event in Mumbai, Fadnavis said, “In of one of the internal communications (recovered from the arrested people), a commander has directed his cadre that Modi should be assassinated the way Rajiv Gandhi was killed.”

The chief minister added that ‘many such communications have been seized during the raids’ and ‘the intelligence agencies are at work and the investigations are probing into more links in this connection.’

Public Prosecutor Ujjwala Pawar cited the letter while arguing in the court and seeking police custody of the five accused on Thursday.

Eminent personalities on Friday voiced their concern over the alleged Maoist plot to assassinate the PM and emphasised the need to unite people against the forces trying to break the nation.

Yoga guru Ramdev, artistes Sonal Mansingh and Malini Awasthi, and spiritual guru Sri Sri Ravi Shankar expressed their concern on Twitter over the alleged plot.

‘The plot to assassinate the Prime Minister of the largest democracy is a desperate attempt by anti-national elements to destabilise the country. This is not an attack on just an individual, but on the people of the entire nation. Let's stand united against such destructive forces,’ Ravi Shankar tweeted.

In a tweet in Hindi, Ramdev said he was ‘devastated’ after learning about the plot and demanded the government to order a high-level inquiry into the revelation. He urged politicians to rise above party politics to help uncover the conspiracy.

‘Today I am further alarmed to read about the evil plan hatched by 'Break India' forces to assassinate PM Modi using similar modus operandi as with Rajiv Gandhi. NaMo's total commitment to India is unmatched. May our prayers protect him (sic),’ Mansingh tweeted.

She said the plot showed that conspiracies to destabilise the country were no more a ‘myth’.

‘Deep conspiracies to destabilise India in every possible way is no more a 'Myth'. Plot to assassinate PM Modi should be Wake Up call for all who know the good work done by the 24-7-365 hard working NaMo (sic),’ she said in another tweet.

Popular folk singer Malini Awasthi called for crushing the evil elements scheming to assassinate Modi.

‘Time to crush all such evil elements! Comrades scheming to assassinate Prime Minister @narendramodi just like #RajivGandhi !! And All these naxals r backed by International Mafiya. They fear a strong India, thats why they fear a strong PM @narendramodi who wont let them BreakIndia (sic),’ she said.

Rona Wilson is an Ambedkarite who is now effectively a naxalite operative. With the Red Corridor shrinking, they are trying to reboot in the urban areas through engineering a civil war between the 'Dalits' and 'upper caste' society. This is very dangerous. Imagine if there is a mass terror attack in a major city by a dalit extremist group and then counter violence ensues.

I don't see anything of the sort. Ambedkar came from a time during which (as a direct result of British and Islamic colonialism, cf: Nicholas Dirks) the jati networks of India had been distorted by intense privation and continuous oppression into a frankly discriminatory hierarchy. Some people ended up at the bottom of that hierarchy. Ambedkar was a product of colonial British education and swallowed the idea that it was "Hinduism" that was responsible for the plight of his and other jatis at the bottom.

That he chose to reject Marxism and (especially) Christianity as a destination for his jati converting out of Hindu dharma, I see as a remarkable thing. Even ~250 years of British rule hadn't managed to completely erase his Indic identity, even if it did infuse him with contempt for what was THEN characterized as a "Hindu" caste system.

To judge an Ambedkar of the early 20th century by the standards of today... when some of us are aware that the "oppressive caste system" was colonial and not Hindu in origin, and have evolved our understanding of what constitutes Indian culture beyond the restrictions imposed by vituperative British education... is a mistake IMO.

What Sociology and Indology profs are teaching are NOT the complete or original thoughts of Ambedkar (do you think they'd ever let on that he wanted a full transfer of Muslims to Pakistan during partition?) They use Ambedkar's name when it is convenient but the philosophy they adhere to is Frankfurt School Marxism and universalized "Subaltern studies", both of which are vanguards for Christian expansionism by way of Liberation Theology.

We need to be very clear about who the enemy is ultimately.

Rona Wilson may call himself an "Ambedkarite" or a "Maoist" or a "Naxalite" or whatever is the conveniently revolutionary-sounding flavour of the month.

The name Wilson betrays what he genuinely is.

I would also ask readers to recall the Swami Laxmanananda Saraswati incident of 2008.

Laxmanananda was a Hindu spiritual leader doing yeoman service amongst the Scheduled Tribes in the Ganjam-Gajapati districts of Orissa, the heart of the Red Corridor. The thrust of his work was not to reinstate faith in the Indian Government, but in Hindu Dharma.

He was murdered by a group of "Maoists". Why? He had nothing to do with the Indian State, against whom the Maoists are supposedly at war. He was simply engaged in social service amongst destitute tribals whom the Maoists claim to champion.

Investigations revealed that the "Maoists" who killed him had done so at the behest of Christian Missionaries, a directive implemented by "Maoist" leader Sabyasachi Panda (himself a convert). The results of these investigations were quickly hushed-up during UPA rule.

On the ground, however, the local tribals knew exactly what had happened. There were retaliatory riots by Hindu tribals, whose lives had been transformed by Laxmanananda's efforts, against Christian missionaries and converts. These of course were trumpeted and paraded around the world as atrocity-literature accounts of "Christian persecution by Hindus in India".

To bemoan the actions of someone long dead and gone as some "root cause" of everything that's going on now is not merely intellectually lazy; it's also strategically challenged.

The British ruled the entire effing country. If not Bhimrao Ramji Ambedkar, they would have found some other rallying figure to split Hindus along caste lines.

That Ambedkar specifically chose Buddha rather than Jesus is a saving grace that sabotaged the Christian missionary institutions' plans to reap a massive harvest of souls right as India was gaining independence. The campaign to fracture Hinduism by sowing anti-Brahmin resentment amongst the "lower" jatis is something that had begun many generations before Ambedkar and is still in progress now.

The fact today is that the jatis to whom Ambedkar appealed make up about 25-30% of those who identify as "Hindu". There is no getting around that. Blaming Ambedkar doesn't make one whit of difference to the resentment they have been coached to feel against "Brahminical Hinduism" by both British and Nehruvian education. This cannot be wished away by railing against anyone.

The ONLY course of action available to those who pursue Hindu consolidation is to bring these jatis firmly back into the fold. The BJP and RSS, as well as spiritual figures like Laxmanananda and Swami Aseemanand, have been pursuing this course diligently for decades. Today the BJP has MPs from these jatis, including Savitribai Phule, Yashwant Singh, and Udit Raj, who have made common cause with a party that counts OBCs like Modi and Brahmins like Devendra Fadnavis or Yogi Adityanath among its leadership.

Phule, Yashwant Singh and Udit Raj identify politically as, guess what... "Ambedkarite". So do many, many lower rung leaders from these jatis who are rallying around the greater Hindutva cause as their political fold of choice. It is *precisely* these leaders, and their followers, whom Breaking-India forces are hell bent upon ripping away from the fold as a means to disunite Hindus and leave the scattered herd open to the depradations of Christian missionaries.

Making "Ambedkar" a target of public fulminations would be a criminally stupid thing to do. Like it or not, he is an icon to a section of Hindus. We need every Hindu on board to deal with what's coming our way, and cannot afford to alienate any jati on the basis of its reverence for him. The only option is to reclaim Ambedkar as a dharmic figure. Condemning him only leaves his legacy open for the Breaking-India forces, who are (at this very moment) doing everything possible to usurp it.

Rahul M,

If the moderators want to abrogate all discussion along the lines that have recently been taking shape, fine. I have a lot more to say on this subject but I will not.

I would however ask that you (mods) discharge your responsibilities appropriately as well. Please delete each and every recent post relating to (sic) "Ambedkar/Ambedkarism" from this thread.

If you do not do this, you will be left with a thread on BRF in which "Ambedkar" and "Ambedkarites" are cited (without refutation) as an "Internal Security" threat to India.

Particularly in an election year, leaving such posts visible on BRF would be highly damaging to the national interest.

Thank you.

One of the most sickening, revolting incidents you could ever hear about. That mob must be executed en masse, and quickly. And shame their families as much as possible.

The news report is vague on details in so many respects. They were supposed to be found at some place at 10.30pm. Were they driving the motorbike? Were they stopped? If so how were they the only ones stopped among many others? How do we know that attackers said they were child lifters? Who is being quoted in the news story? How did so so many child vigilantes gather spontaneously at that precise moment when two people were harmessly driving a motorbike at late in the night on a deserted road? The Times of India report has this quote. "As news about his death surfaced and the disturbing video of their assault circulated widely on social media, Abhijit’s friends were left wondering just why the frenzied mob suspected him to be a child abductor when he wouldn’t “even hurt a fly”. What is the basis for saying that he was killed because he was child abductor? Are readers of Times of India supposed to have read of other news reports on the subject? Questions and questions. These would be the questions that would come up in my mind when I read the story in the front page of newspaers tomorrow. Trust me they would be front page.

They were riding motorbike and stopped for directions at village where whatsapp rumor was widespread. Bad luck. Disgusting that things like this happen.

The new SM snooping agency under I&B would be able to be proactive about things like this.

So far, that's what the available information and evidence indicates. Let's say that suspected child snatching was not the motive, what then can we reasonably surmise was the motive/possible motive?

Don''t people have intuition and sense? If the group was really concerned about child abduction, why not alert the police to question them. Or if the police are not in sight/unavailable, just give the two guys a warning, that they should depart Assam quickly, as a precaution. What the hell is the matter with people. There's also a real failure of the Indian education system here as well.

the article says they were in a scorpio ??

there was similar case in kolkata way back in 90's. there was strong fear mongering culture that children were being kidnapped to be used as jockeys for camel races in arab countries. the maruti omni van was supposed to be the vehicle of choice. 2 UN representatives were unfortunate to be riding an omni and were killed by a mob who believed them to be kidnappers.

Well, this has been happening all over the country including places you wouldn't expect, like rural TN, and Bangalore city. The level of stupidity, blind faith in hearsay and overall illiteracy and lack of rule of law is shocking

If things like this are happening it means that there is a breakdown of the gov machinery. There is a lack of public policy, laws, policing, and intelligence. All need drastic reform to tackle human trafficking.

Rajnath Singh reviews PM security in wake of assassination plot
NEW DELHI: Union home minister Rajnath Singh reviewed the PM’s security on Monday in the backdrop of a communication between individuals linked to Maoist outfits revealing a plot to assassinate him. Sources told TOI the threat was being taken “very seriously” and the deliberations at the meeting focused on further strengthening the PM’s security apparatus to effectively neutralise all possible threats.

The home ministry has already received a report from the Maharashtra police regarding the communication found from the Delhi residence of activist Rona Wilson, one of the five arrested last week for alleged Maoist links and their role in the Bhima-Koregaon violence. It contains references to plans for “another Rajiv Gandhi-like incident”, supposedly pointing to an assassination plot, and talks of “end of Modi raj”.

“While the PM’s security is of the highest level, today’s meeting discussed if the standard operating procedures can be further tightened. An overview will be taken by the expert committee in this regard,” an MHA official said.

The meeting on Monday was attended by national security adviser Ajit Doval, home secretary Rajiv Gauba and Intelligence Bureau director Rajiv Jain. “The home minister directed that all necessary measures be taken in consultation with other agencies to suitably strengthen the PM’s security arrangements,” said an MHA release.

While Congress has demanded a probe into the alleged assassination plot and asked the issue not to be politicised, NCP boss Sharad Pawar on Sunday dismissed the threat letter as an attempt to garner sympathy. At a rally, Pawar said, “BJP has realised they are losing popular support. To gain sympathy, it is now playing the threat letter card. However, I am sure people will not fall prey to such tactics.”

At a presser on Monday, Union minister Prakash Javadekar said casting aspersions on a plot to assassinate the country’s PM is the lowest level of politics. “The country has witnessed assassination of two PMs. Unfortunately, the party which lost its leaders is also not sensitive over the issue,” he said.

Edited excerpts on the incident from Assam Tribune newspaper starting from June 9, the day after the incident. See below. Quote:
"Guwahati, June 9 (IANS): In a shocking incident, two youths from Guwahati were beaten to death by an agitated mob at a remote location in Karbi Anglong district on suspicion of being child lifters.

The incident took place on Friday night in the backdrop of a rumour on social media that a group of 'sopadhara' (meaning child abductor or lifter in Assamese) is on the prowl in Nagaland's Dimapur town and some of its adjoining areas in the district.

Karbi Anglong shares a border with Nagaland on the east.

The victims, identified as Nilotpal Das and Abhijeet Nath, had gone to the remote Kathilangso waterfalls in the district's Dokmoka area, the police said. They were returning to Guwahati late Friday in their SUV when they were stopped by a mob who suspected them to be child lifters.

The mob then pulled the victims out of their vehicle, tied them up and started beating them in spite of the boys repeatedly saying that they were Assamese and had come to Karbi Anglong only to witness the scenic beauty of the place, the police said.

But the mob refused to believe the victims and beat them to death. They destroyed the vehicle also.

In a barbaric incident, two youths, who were wrongly suspected to be child lifters, were lynched by a mob at Panjuri village under Dokmoka police station in Karbi Anglong district around 7:30 on Friday.
Police said, two Guwahati youths – Nilotpal Das (29), a sound engineer now based in Mumbai, and his artiste friend Abhijeet Nath (30) – had gone to the picnic spot Kangthilangso in the district last evening to capture the sounds of nature. But the local people mistook the youths in their casual outfits and hairstyle, to be child lifters and beat them mercilessly, they added.
Dokmoka police station’s officer in-charge KS Khowbung said both the victims were returning from Kangthilangso in a Scorpio when a mob of around 200 people stopped their vehicle, dragged them out and beat them mercilessly.
He said the police received information around 40 minutes late from the local village defence party and reached the spot immediately. The seriously injured duo was rushed to a hospital but they died on the way. Mortal remains of the two victims have been sent to Guwahati after completing the inquest in Diphu Civil Hospital.

The Assam Police have arrested 16 people in connection with the lynching of two Guwahati-based youths in Karbi Anglong district by villagers who mistook them to be child abductors, authorities said on Sunday.
Additional Director General of Police (Law and Order) Mukesh Agarwala said that police were on the lookout for more people involved in the Friday evening incident.
Agarwala said that the situation in Dokmoka, where the killings took place, was under control.
"There was tension in the area following the incident but it is under control now," he said.
"In four to five villages around Dokmoka, fake posts went viral on social media about 'xopadhara' or child abductors in the area. Preliminary investigation says that the people in the area suspected the two youths as child lifters and attacked them.
Addressing a massive public meeting held on the occasion at Bhurbandha playground, AASU general secretary Lurin Jyoti Gogoi vehemently condemned the barbaric Panjuri incident near Dokmoka and appealed to the people of Assam not to add communal colour to the ghastly incident, nor blame the entire Karbi people as a whole.
Some criminals with superstitious beliefs committed the murder of two artistes from Guwahat, while the Karbi society was quite in the dark about the incident, Gogoi added.
The social media also played a destructive role in this regard, Gogoi said. Criticising the Government, the AASU leader said that BJP has spent crores of rupees in advertisements depicting their performance, but has done nothing to reform the illiterate society regarding superstitious beliefs.

Police in Assam have arrested 13 people for posting hate messages on social media over the lynching of two youths in Karbi Anglong district by villagers who mistook them to be child abductors, an official said on Monday.

Ten people were arrested on Sunday evening and three others on Monday morning.

The 13, arrested from different parts of the State, posted either hate messages or fake information regarding the killings that took place in Dokmoka area on June 8, the officer said.
Unquote.
It is inconceivable that a mob of 200 could have spontaneously gathered at some remote village road. My guess is that their presence in that village for the whole day made them conspicuous and the entire village population surrounded them with tragic consequences. The other intriguing aspect is that Dokmaka village where the incident is supposed th have taken place is away from the main route between the Kathilangso, waterfalls and Guwahati. It gets so dark by even 6 pm in the evening there was absolutely nothing you could be doing at 7.30 pm in a village. We will never really know the full story, I guess.

Assassins would have to penetrate multiple security rings and then survive long enough when challenged by Modi's spg detail. The ideal place would be a street while Modi is on foot or sticking himself out of car. I've seen footage of Modi walking through narrow streets in small township w/ people on top of roof looking down.
