Cops recover 49 crude bombs ahead of Rath Yatra
Ahmedabad crime branch on Wednesday recovered 49 crude bombs allegedly brought in from Uttar Pradesh to create disturbances in the city and across Gujarat.

The crime branch arrested Mohammad Irfan alias Bala Shahfakir (20), a resident of Rahimnagar in Narol, the city’s industrial part, following information that two crude bomb makers were camping in Narol area.

While Irfan is believed to be the carrier who received bombs, the main accused has been identified as Altaf alias Sameer, a native of Uttar Pradesh.

During preliminary interrogations, Irfan claimed he was asked to keep the crude bombs at his residence and had no role in making them.


Confiscation of crude bombs ahead of the forthcoming Jagannath Rath Yatra is viewed as a major security threat in Ahmedabad. The Jal Yatra of Lord Jagannath began on Tuesday, marking the beginning of the annual Rath Yatra scheduled for July 18 this year.

He is also known to have negotiated with the top leadership in Saudi Arabia and Malaysia on terror cooperation.

Commenting on his appointment, former diplomat and PM’s special envoy Rakesh Sood said “Given his experience, Mr. Ibrahim will be well versed with setting up channels for the exchange of intelligence and information on terror groups, but will face challenges when it comes to the engagement with governments in situations as diverse as the Gulf, Af-Pak region and south-east Asian Islamic countries.” In his new role, Mr. Ibrahim will report to NSA Ajit Doval and work out of the National Security Council Secretariat.

The appointment also marks the growing clout of the IB over the MEA in the Prime Minister’s secretariat. The previous UPA government largely appointed diplomats with a few exceptions, like Dy NSA Nechal Sandhu who was IB chief, and IFS officers in the National security set-up included NSA Shiv Shankar Menon, Cyber envoy and Deputy NSA Latha Reddy, Special Envoys on Climate Change Shyam Saran and Disarmament Rakesh Sood.

In contrast, the current dispensation has NSA Ajit Doval from the IB, Cyber Security coordinator Gulshan Rai from the Department of Electronics and IT, and now Special Envoy Asif Ibrahim. Even Deputy NSA Arvind Gupta, who is a retired Foreign Service officer, worked prior to this as Director of the government think tank Institute of Defence and Strategic Analysis and was the Joint Secretary of the National Security Council Secretariat. Another key appointment being watched closely is for the next Chairman of the National Security Advisory Board, which was disbanded in January and is yet to be reconstituted. The previous board chairman was former Foreign Secretary and special envoy Shyam Saran. “Compared to the past there seem to be fewer Foreign Ministry people who have the Prime Minister’s ear at present,” Mr. Sood said.


Rakesh Sood is talking nonsense. BTW all the non quoted stuff is from him only. The Chindu as usual is providing space for negative comments on NaMo govt even when it has done a good thing.

With ISIS cobra rearing its head Ibrahim is the right person with right background and track record to do the job.

Picking the right person for the right job is not clout of one dept. over another. Mr. Ibrahim has proven track record as head of IB on counter-terrorism and is the right person to serve as a coordinator. Is Mr. Sood's contention that MEA can coordinate that role?
Besides after retirement all are same ex GOI. Its a pity he harbors such petty feelings even after retirement by which time he should have gained sufficient gnan.


Sorry to state the obvious but SSM, LR could not find their way out of a paper bag.
They were grossly deficient and in any other country would have been dismissed.
I recall Latha Reddy commenting on a US report of Global Security Issues as if its an MEA report!!!!

Criticism to be effective has to be based on reality not optics.

The INC party workers seem to be spreading this canard that "Hindus killed sikhs in 1984" and are directly aiding and abetting resurgence of Khalisthani groups in India with that disinformation. This is being repeated by all the Khalisthani separatists these days. The congress party is working on portraying hindus (BJP) as murderers of both hindus and sikhs, it would seem.

For example, Check out the rhetoric of this INC party worker @Guri02 (who is a professor in some University in Punjab) @TheSikhNet @SikhPA (Press Association) @_rkaur @sikh24. His rhetoric blaming Hindus in general for 1984 without mentioning the Congress Party is very common, just follow his network of Sikhs he corresponds with to see the common thread in the rhetoric of these INC workers. This guy is also spreading the word of UK-based Sikh groups that are known to be Khalistan Friendly.

Pakistani sikh groups have taken 1984 as an issue these days, just coincidentally.

Of course, the Indian supreme court judges are too busy with judgements on cricket, BCCI, and maggi noodles to provide timely justice on such issues of immense importance...the case drags on for decades just so the Italian matriarch Sonia and her clan can allow their party workers to escape the clutches of the law, and continue to contest in elections repeatedly after the fact without even having to give up their party membership.

There is also a demand to "free Political prisoners", i.e., the khalisthanis in Indian prisons for good reasons, like the Paki who was arrested from Thailand recently by Indian intelligence officials. The Pakis may well want to commit another hijacking or similar crime to force handover of such khalisthanis, if we see an uptick of these "demands" from the khalistani crowd in India and elsewhere.

niran saab, you are likely right about the manipur massacre being chinese handiwork -- I mentioned the same in a post somewhere. This is the chinese signalling India that they have the ability -- which also explains why the Myanmar junta is sitting this out and refusing to cooperate.

Which local indian media group first broke the story about 'american ammunition' being used in Manipur terror attack ? Then there's crackdown on PLA's top leadership by Chinese Political Leadership thrown in typical Chinese way of throwing one off track . If Niran's post is true then India's connectivity drive goes against Chinese silk road then its plausible that this PLA operation had sanction from Chinese political leadership.

My 2 cents. This problem has gotten worse over the years primarily because of no one to control the narrative from our side. From my observations, security has gotten progressively tighter on important days in punjab cities. I think it was 2 years ago but I remember seeing LMG mounted police vehicles at all 4 intersections( on most intersections ) on one such day and there are more fb posts supporting this than ever before( my humble observation only.. no data).

With the referendum 2020 campaign, this problem could turn out to be a big diplomatic/political headache. Seems like we are hoping it will go away without anyone countering it politically. I hope I am wrong but it won't go away just like that.

The Ghosts of Politics Haunt Army Intelligence

NEW DELHI: Politics played a destructive role in the emasculation of the Indian Intelligence system, especially when it came to counter-terrorism. The closure of the special counter-intelligence unit named Technical Support Division (TSD) which was very effective against Pakistan’s anti-India operations was a major setback to information-gathering. The subsequent harassment and transfers of officers associated with the unit set up by Gen V K Singh, by his hostile successors, has destroyed the morale of Military Intelligence (MI). The biggest drawback of being in MI is no chance of any advancement in their careers. Officers of the intelligence corps have to wait for years for promotions, while others of the same seniority rapidly climb up the ladder to become Brigadiers and Generals. Their operational funds have been blocked deliberately by the higher-ups in the Army.

A WEAK RESPONSE: The top echelons of the Indian Army and Intelligence agencies were huddled together at a high-level meeting after Thursday’s attack on the 6 Dogra regiment patrol in the Chandel district of Manipur, barely 15 km from the Indo- Myanmar border. On the table lay evidence, including photographs that it was a militant outfit operating from Myanmar that executed the ambush. This particular photograph was shared with all Intelligence stakeholders by an informer early in January. It showed a well-known insurgent leader meeting a Myanmar Military commander. This was a rare piece of intelligence as HUMINT in the insurgency-affected regions have almost dried up and the forces are mainly dependent on TECHINT, which are not suited to graph the terrain. The questions asked by agencies were—“what happened subsequently?” and “was any operation launched?” The meeting discussed and debated every aspect of security and intelligence in three back-to-back meetings through Thursday night. There was no doubt that the deadliest attack on the army in the last three decades exposed the failure of MI, once considered India’s MOSSAD. As an army official quipped: “Bereft of any actionable intelligence, the whole gamut of anti-insurgent operations has been reduced to trying to kill fish by beating water with a stick.”

DEATH RIDERS: The Thursday incident was the third major attack on the army and the Assam Rifles (a paramilitary force led by army officers) after the NSCN-K militant outfit walked out of a 15-year-old ceasefire agreement with the Central government in March. On April 2, a convoy of 4 Rajput Battalion was attacked by suspected NSCN-K cadres at Khonsa in eastern Arunachal Pradesh. Four soldiers were killed and several were injured. Exactly a month later, the NSCN-K struck again in Nagaland’s Mon district, killing eight Assam Rifles soldiers. Intelligence sources reveal that Chinese gunrunners have vested interests in Myanmar to keep the terror pot boiling in Northeast. Security forces had recovered Chinese-made remote-triggered landmines in Nagaland last year, revealing the vulnerability of porous routes and the penetration of Chinese arms dealers operating through Myanmar based outfits.

The mandate of the military intelligence includes counterterrorism in the north and North-east and to generate specific intelligence for small team operations. Sources said in the last two months, over a dozen alerts were issued by the agencies including R&AW, indicating a possible threat from insurgent groups operating from neighboring countries but these inputs were generic in nature. Besides, MI, R&AW had penetrated Bangladeshi extremist units effectively and was able to partially eliminate the Jamaat-e-Islami in the ‘90s. In the middle of 2000, it was embroiled in controversy on swindling Rs.100 crore from secret intelligence funds. The matter was brought before PM Manmohan Singh and National Security advisor MK Narayanan but no action was taken.


BETRAYAL AT THE TOP: After the closure of TSD, the then army chief Bikram Singh took over the powers of postings of intelligence Corps officers above the rank of Major. Every posting would, henceforth be cleared only by the office of the Army Chief, which was earlier done by the MI Directorate.The Sunday Standard has learnt that at least five senior Intelligence Corps officers are waiting for their postings despite being cleared and approved as Commanding Officers in December 2014. Besides, the study leave of three Colonel-rank officers of the unit had ended a year ago, but none of them have got their orders on postings by the Army HQ.

Apart of postings and promotions, the MI is also facing a huge shortage of money in secret funds meant to gather human intelligence. Though the budget for Director General Military Intelligence (DGMI) is classified, it was believed to be around `40-50 crore. But a senior intelligence corps officer said that nowadays only `1,200-2,000 per month is being given the team commander to pay for boots on ground. “With just a handful of rupees, it is nearly impossible for an officer to gather inputs from a source,” he said.

MI Corps was set up in 1941 to generate field intelligence for the army. Presently, its strength is only 600 officers and 4,000 jawans to cater to the intelligence needs of the 1.3 million strong Indian Army. The mandate of the military intelligence includes counterterrorism in the North and the Northeast and generating specific intelligence for small team operations. It is also tasked with counterintelligence duties, which entails detecting foreign spies entrenched in military areas.

MOUNTING CHALLENGE: Insiders believe that military intelligence corps is the most neglected arm of the Indian army. Its officers also believe that terrorism of no longer an internal problem. Special attention has to be given to hostile activities in neighbouring countries such as Pakistan, Nepal, Bangladesh, Myanmar and Sri Lanka. These factors make a strong case to increase the personnel strength in MI and that deployment under suitable cover must increase. Intelligence officials have asked for a separate division in the intelligence agencies to handle operatives going under cover. “Their recruitment, training and handling has to be dealt with utmost confidentiality,” an officer says.

Several Manipur-based rebel outfits, on the run for quite some time, are believed to have formed an “axis of evil” with the United National Liberation Front of Eastern South East Asia (UNLFW), an umbrella front helmed by the Paresh Baruah faction of the United National Front of Asom, or ULFA (Independence).

Despite the Armed Forces Special Powers Act in parts of northeastern states, security forces are trying hard to contain the unrest. Manipur is home to dozens of guerrilla outfits and tribal groups that have been waging a war against the establishment for decades, accusing the government of exploiting the region’s rich natural resources while neglecting local development.

THE CZAR’S ENDGAME: Strengthening, reviving and ensuring coordination among the security and intelligence apparatus that were systematically dismantled by the previous regime, remain a major challenge for National Security Advisor Ajit Doval, an intelligence legend who has gone deep cover in Pakistan, the Northeast and Punjab from the 1970s to 2004. Although, a top official noted significant dip in terror incidents last year, he admitted to the lack of HUMINT on the ground.

“The government will be have to maximise the authority of security agencies which have been undermined by the bureaucratic set up to deal with cross border terrorism and also formulate a firm policy in dealing with Myanmar, known for harboring anti-India elements who were chased out of Bangladesh,” the official said.

Since Doval knows the importance of HUMINT and strengthened it in J&K during his stint in the Intelligence Bureau, officials believe that under his supervision they might see a revival of the traditional intelligence gathering system, which has been comatose for years. “We need to detect the fault lines, upgrade Human Intelligence and let the specialists run the counter-terror division in liaison with the local police. Nip the insurgents in the bud should the motto,” the official said.

Doval will also have to revive the traditional ‘Village Information System’ (VIS) to ensure that ground level information is collated and disseminated safely to security agencies. VIS was once considered the backbone of security operations in Punjab and J&K. However, over a period of time technical surveillance made the VIS redundant. An Intelligence officer said the traditional VIS system had worked exceptionally well in the 1990s to neutralise sleeper cells of Pak-based terror outfits in UP and Maharashtra.

“In some states VIS still exists, but only in a disorganised manner. The government must pay more attention to improving it,” the officer said adding that the first generation of informers are fading away and are disinclined to introduce their wards into the profession.

“It is hard to find a seasoned informer due to the growing risks of being caught, tortured and killed, and partly due to lack of monetary benefits. If caught, the informers are disowned by the agencies, which is also proving to be counter-productive. The situation is so grim that sometimes a single informer works for multiple agencies. Between 2010 and 2014, around 879 informers were killed in Naxal affected areas alone.”

Although, the government is planning to compensate the families of killed police informers in Naxal affected areas, senior intelligence officials believe the same policy could be implemented for Army infrocers in the Northeast and J&K. And that requires political will and politics-free army.

They were deathly afraid that VK Singh was tapping local politician + other cell phones through the TSD capabilities. Termite queen and her Indian sepoys including arms lobby generals were apparently squarely in the center of the cross hairs. MMS's wife was pushing for Bikram Singh because of tribal loyalties, per rumor.

It’s not just Sonitpur. A major crackdown has been carried out in the past few months across all areas of the state where NDFB was active.

While 11 NDFB militants have been killed in the past five months, 348 cadre and linkmen have been arrested.

In 2014, the number of arrests was only 175 and the figure in 2013 was 172.

The onslaught has been carried out by the forces in Kokrajhar, Udalgiri, Baksa and Chirang in a coordinated manner.

Indian Army on Tuesday carried out a rare cross-border operation into Myanmar, to avenge the killing of 18 soldiers in Manipur last week. In a bold operation, special operation troops are believed to have gone across the border and neutralised a high number of militants.

In a formal announcement, the Indian Army said, "Very specific & credible intelligence inputs revealed that more attacks were planned. Early this morning attacks were carried out along the Indo-Myanmar border."
It had been confirmed to ET that special paratroopers, on the basis of intelligence inputs, neutralised close to a dozen militants involved in the Manipur ambush.

May be premature to break out the payasam and get all jubilant -- the chinese are still running these camps from the China-Myanmar border. Won't be the last such attack until all those camps are taken down, or until the Chinese are made to focus elsewhere before all this stops.

Cross border raids are essential but I'm afraid that we are fighting a losing battle if something isn't done about the growing change in the identities of the people of the NE. Evangelical christians are deconstructing and reconstructing their identities into something which is completely alien to dharmic thought. This is really the nucleus of 99% of everything posted in this thread.

A special issue on ‘Islam and terrorism’ by Urdu magazine Haftroza Nai Duniya distorts facts, disfigures history and denies misdeeds

India's leading Urdu-language weekly newspaper Haftroza Nai Duniya has published a special issue on "Terrorism and Islam." Edited by journalist and former lawmaker Shahid Siddiqui, the weekly's special issue dated May 25-31 carries a series of exclusive articles devoted to the international debate surrounding the rise of jihadist organisations in the Islamic world. Since authors of the articles are not identified, it is reasonable to infer that the viewpoints pushed before the readers are shared by the editor, more so since the weekly is a family business. The Urdu weekly is widely read by Indian Muslims, especially in northern states of India.

Haftroza Nai Duniya argues that Islam did not spread by sword, though it uses at least four accompanying images in which a sword is shown as a weapon of glory, including one on the cover page. Worryingly, it goes on to justify the massacre of nearly a thousand Jews of Banu Quraiza on Prophet Muhammad's orders despite the fact the entire tribe had surrendered and desperately sent emissaries requesting safe passage and offering to leave behind their wealth. The unidentified author of an article on the subject justifies the siege of the entire community including women and children, saying: "Whenever the prophet laid siege to an entire population, all the population and people of the entire tribe were fully and practically participating in the war. This is the reason that an entire tribe was targeted. Madina's Jewish tribe of Banu Quraiza is an example of it."

The author states: "During the prophet's era, a time came when Muslims were forced to end the Jewish tribe of Banu Quraiza, and their members of fighting age were killed while some others were imprisoned and were enslaved and sold. This incident needles the Jews even today." One of the justifications provided by Haftroza Nai Duniya for the killings of the Banu Quraiza Jews is that Judaism's holy book Torah itself allowed for such punishments for violating bilateral pacts and – it goes on to argue – even in modern times the punishment for treason under any constitution is not less than death. While arguing that "Islam has ordered good treatment of slaves," the weekly justifies the taking of captives and selling them as slaves so that they could not gather again.

Various historical accounts indicate that about 900 Jews of Banu Quraiza were killed despite having surrendered. If such large-scale killings of surrendered persons are justified by an Indian journalist in modern times, any sane mind is left wondering if it is morally wrong for the Islamic State (ISIS) to massacre hundreds of Christians, Shias and members of the gay community in Iraq and Syria today. The Urdu weekly justifies the killings of Banu Quraiza Jews, saying: "Islam has not permitted the killing of any innocent person but has ordered harsh punishments for crimes whose purpose is that fitna (mischief) and conflict end from the land of Allah." In Islamic debate, fitna could include any non-Islamic practice that is not approved by Islam.

A key argument running throughout the weekly is that any wars involving Muslims in history have essentially been due to aggression by non-Muslims, notably by non-Muslims of Mecca in the times of Prophet Muhammad and now by non-Muslim America and its allies. In an article titled "The Islamic State's Massacres: After All Who is Mutilating the Character of Islam?" Haftroza Nai Duniya observes: "Who is mutilating the character of Islam? Who is stamping labels of terrorism on Muslims? Who is sowing the seeds of terrorism in the Islamic world? Who is causing the funeral of democracy in the Islamic world? Who has opened the game of terrorism from the Arab world to the North Africa? Who has given a new lease of life to Al-Qaeda? Who has nurtured the Islamic State? There are numerous such questions but there is only answer for them: America." Although the weekly says that all early Islamic wars were defensive in nature, it does however note that Prophet Muhammad planned the Khyber war in advance based on intelligence reports.

The article's unidentified author uses the most socially disparaging terms for America such as "dogla" and "dogli" which mean "double standards" literally but to the Urdu-speaking audiences they have extreme heinous connotation. "A dogla character, a dogli power and a dogla imperialism that has weaved such a dangerous web to destroy Islam and Muslims in the world that the Islamic world and Muslims themselves are seen as responsible for every destruction," the author observes about America whose president Barack Obama has gone out of his way to ask NASA to help scientists from Islamic countries and travelled to Cairo in 2009 to deliver a landmark speech at the city's Al-Azhar University, calling for a new beginning in America's relations with the Islamic world. But Haftroza Nai Duniya delivers this verdict: "The truth is that America has attempted to mutilate Islam and Muslims by naming terrorism as jihad and terrorists as jihadis."

If America is the sole reason for the rise of global jihad, especially Al-Qaeda and the Islamic State, one wonders if it was America that was responsible for the assassinations of several Islamic caliphs in early Islam and the bloody Battle of Karbala in 680 CE. The weekly sees Hollywood and American television serials as a project of the US government. One article is titled: "The So-called 'Islamic Terrorism' has been Born from the Womb of American Imperialism – An organized conspiracy from Hollywood to television serials." Arguing that "Hollywood and television have played a big role in linking Islam and Muslims in the West to terrorism," it declares: "The most important question is whether this conspiracy is limited to Hollywood or represents the mentality of the film world, or is part of the (American) government's project to pave the path for its foreign policy because only after such character assassination [against Islam and Muslims] the Western powers display the determination for aggression in the world."

In one article titled "Pakistan has Bartered for Osama's Death" which is based on a highly contested recent report by U.S. journalist Seymour Hersh about the killing of Osama bin Laden, Haftroza Nai Duniya forwards several conspiracy theories involving America. One of these is: American soldiers cut Bin Laden's body into pieces and threw on the mountains of Afghanistan as they were returning from Abbottabad in May 2011. The U.S. has said that Bin Laden's body was given a burial at sea. The article moves on to another conspiracy theory arguing that the capture of Iraqi leader Saddam Hussein was a drama enacted by America. It says: "Saddam Hussein was not captured from any basement in Tikrit; rather a drama was enacted after his arrest in order to cause humiliation and disgrace that he was captured from (a hiding in) a basement."

A lead article in the magazine – titled "The Satanic Game to Defame Islam in the Name of Islamic Jihad" – forwards the following argument: "Islamic terrorism and Islam are opposite of each other. There is no concept of terrorism in Islam." It also observes the following about the jihadi threat to India: "Hindus and Muslims have been living here without any big confrontation but here too terrorism has spread its feet during the past two decades. Knowingly or unknowingly, India is also standing in a position where it is in the war against terrorism in the group of [allies of] America which is to a great extent the founder of the current terrorism." It notes that "a wave of fear" has spread among Indian Muslims after the Bharatiya Janata Party came to power in mid-2014 and "anti-Muslim activities" by the Rashtriya Swayamsevak Sangh (RSS) grew.

In Urdu language, the following words are used sometimes interchangeably for terrorism involving Islam and Muslims: inteha pasandi for extremism, shiddat pasandi for militancy, dahshat gardi for terrorism and jihadi for jihadism. The lead article quotes some analysts and Islamic reformists such as Maulana Wahiduddin Khan but since Urdu journalists do not use quote marks, it is hard to differentiate who said what. However, Haftroza Nai Duniya makes the following observation as if to justify "Islamic militancy": "Militancy has two aspects. One meaning of Islamic militancy is to remain loyal to or to remain connected to the basic principles of the religion (of Islam). The current era is of religious freedom… If Islamic militancy is understood in its second meaning, in other words in the meaning of forcibly imposing it on others, then it is wrong." If one were to accept the first meaning of "Islamic militancy", it would mean that Muslims should follow their religion with militancy, a key principle followed by the ISIS in Iraq and Syria.

The article puts forward the following argument: If terrorism has spread, it has spread among Arabs, not in Islam. Shahid Siddiqui, the editor of Haftroza Nai Duniya, is introduced in the article as a "credible journalist and intellectual" who expresses sadness about the developments in the Islamic world but also expresses hope: "One day, Muslims will understand the web woven around them and will be able to confront it." The article argues that the experience of Islam in India has been harmonious due to the influence of Sufi mystics and Shahid Siddiqui is quoted as saying: "The day India is no longer secular, that day not only Muslims will be destroyed but the entire country will be destroyed." It goes on to dissociate Islam with the misdeeds of Muslim rulers who governed India and in Arab countries in the past, saying they were fighting to preserve their power and not propagate Islam.

The Urdu weekly has a number of special articles, including on Rohingya Muslims and one on the Koran's 24 verses on jihad in which jihad is defined as good for humanity, noting: "The Koran has indeed given the order for jihad, but its purpose is not to spread lawlessness in the world but to liberate humanity from lawlessness. Its purpose is not violence, but to end violence." It says jihad is essentially defensive. It argues that "jihad by sword", one of different types of jihad, is the duty of an Islamic state, not an individual but then goes on to justify it as just another war allowed by the UN in the event of the lives and property of Muslims being in the need of defending: "What if America's existence were in danger, will it not wage war?"

There also articles explaining how Islam is a religion of peace and Sufi mystics played a role in its propagation. In one of the articles, the magazine explores how Indian Muslims are peaceful. It notes: "Although hatred in the name of religion is common here and Muslims have also been complaining of unequal treatment to Muslims, such conditions are responsible for the growth of terrorism and secessionism. Despite this, the Muslims of India have proved to be peaceful." It adds: "Why is it that Muslims here are such peace-lovers? Mountains of atrocities are broken on them but they struggle against them peacefully. Muslim-killing riots are organized but Muslims are not ready to break up. Their mosque is demolished and is converted into an idol-worshipping place but against that too Muslims merely limit to fighting through courts. To the extent atrocities have been committed against the Muslims of India since independence (in 1947), if these were committed against any other nation, its youths would have embarked on terrorism and treaded the path of destruction."

True that there was an element of economic deprivation in the unrest, but having addressed that issue over time, we seem to have forgotten that there is a clear 'political' dimension to the insurgency.

The latest estimates on poverty levels show that both Nagaland and J&K at 10 per cent and 18 per cent are way below the national average of 21 per cent. Given the fact in these poorly administered states, the statistics are notoriously unreliable and that there is great incentive to magnify poverty, the actual levels are much less.

To put it mildly, for being anti-national and troublesome the populations of both these states are being rewarded handsomely with more and more aid.

Even the otherwise pragmatist Prime Minister Narendra Modi could not help but harp on the economic development of these regions. The harsh truth is that no amount of economic development is going to make any dent in the separatism in these states.
A similar transition seems to occur in the case of Naxalite problems as well. It is absolutely correct that the initial impetus for the tribal support to Naxals came from economic exploitation and lack of development. But over the last decade or so that has been addressed to a great degree. Yet the Naxal problem seems to linger on.

For now the issue is no longer economic but political as the Naxals vow to overthrow the State. The Naxals have also made it clear that they are fighting a 'war.' But the Indian State continues to believe that it can win this 'war' using the police.

Once we move away from social control and accept the State monopoly of force and rule of law, we have to also accept that the State has a right to use coercion to run its writ. It is the reluctance of Indian intelligentsia to accept this change that is at the root of a weak Indian State. It is a social weakness that gets reflected in politics as a weak State.

Till the time we understand these fundamental issues and change accordingly, stone-pelters and lynch mobs will not just continue, but will grow in number in the near future.

Major clash between CISF personnel and AAI Fire Brigade at Karippur (Kozhikode) International Airport yesterday late evening. One CISF jawan shot dead.
Mean while a major clash and riot like situation at Karippur (Kozhikode) International Airport yesterday late evening. CISF men on duty checked the the Air port Fire brigade staff, which led to a tussle between the two. The Fire Brigade staff member snatched the rifle from the CISF man, and in the melee the weapon fired. One CISF constable has died. This seems to have angered the CISF personnel, who neatly thrashed up the Fire Brigade staff. In protest Fire Brigade staff, pull out the fire tenders and park them on the run way!!. Many flights redirected to Cochin International Airport.

It should be noted that just two days back passengers who landed at Cochin Airport conveniently bye-passed the IB controlled immigration check points. This happened when the bus driver who ferries the passengers from the flight to the airport, happily picked up the passengers from an international flight and dropped them at the domestic gate. Now read such incidents along with the below news report. Local news reports had said, there were cases of gold getting hidden in the airport buses (the passenger deposits them in the bus, and the bus crew -who are part of the racket - would remove the gold).

AAI Kozhikode quick to jump in and blame CISF. Even more suspicious.

Lets get this clear- there is only one professional trained force in Kozhikode airport that knows anything about security and it is not the AAI or Fire Brigade.

Gold smuggling - every news media comments section alludes to this.

A vernacular media report stated that the video clippings clearly showed that the CISF jawan followed the standing orders. The fight was started by bye Fire Brigade chap, who also soon brought in his colleagues. They attacked the CISF SI, who was forced to pull out his revolver. The fire brigade team then tried to snatch the weapon. The poor CISF jawan who died had tried to calm down his officer (SI) and the Fire brigade rascals.

When the news of the death reached the CISF barracks, they just stormed in. The fire brigade team have got a royal thrashing, and many of them are in the hospital. The fire brigade lost even the last strains of sympathy when they parked the fire tenders on the run way.

What is ideally required is a shut down of Karippur for security reasons and hand it over to IA or IN. Even when this airport was formed, it was widely believed to be made specially for smugglers (who 99% happen to be from one minority community). And the airport has lived up to its true reputation. A smuggler/carrier was caught at Cochin airport when he landed up in a flight which was originally to land at Karippur. :roll:.

The land in question is crucial for the trust as it is the main passage to the Owaisi Medical College and Hospital in Santoshnagar. Though the trust has been using the land for the past two decades, the ownership has been with the Defence Research Institute Midhani on paper.

Very good article and a keeper.
If you connect dots of UPA-1 starting from Hindu terror, death of top police officers and 26/11 and later to early dismissal of VKS, the picture is clear. Everything that was written here as so called CTs in those days are actually truths.

Now also again connect the dots. Don't go by media whines and read between lines. The follow plans and events are all about caging the dragon:
(1) Massive development impetus to North east
(2) Refurbished security cover in NE
(3) Carrot and sticks to Nepal, Bhutan, Bangla and also Burma to fall in line. (The development of these countries will be in continuation to North East)

All the "string of pearls" will India's silk.

Call me a CT write but I rarely care. I am sure India has done "Burma type operations" covertly in Pakistan.

A similar incident took place in BHEL hardwar about 35 yrs ago..A CISF personnel,a Sardarji asked a union wala for his I Card,who refused.Soon hundreds of militant workers started beating him black and blue.The management watched this callously.CISF commandent just got the armory locked..Meanwhile,the workers jumped on his chest...punctured his eyes.Finally when CISF could get to the poor man,the workers blocked the path of the ambulance to whichever hospital it tried to go .The man died.Criminal case was initiated but no worker ever got punished.

Maybe this was posted before already.
Senior officials claim that "Ford is in Indian law a ghost entity", in that it has on paper apparently "no existence in law in the country", adding that in its consistent refusal to officially legitimise its activities through securing written permissions, the foundation showed utter contempt for the laws and regulations of the newly independent country. Amazingly, until this year, no government agency, including the Reserve Bank of India or the police and regulatory agencies, seems to have so much as raised a verbal objection to such "obvious contempt for Indian law" on the part of the well-connected foundation, which is known to have privileged access to key sections of the US government, including its covert agencies.
Casts some serious doubts on the entire babucracy in New Delhi that knew all this for decades.

Given the steady drumbeat of support for Rohingyas its perhaps makes sense to start tracking the activities of RSO and its connects to the habitual Pakistani terror machine... also, given the structured terror reports coming up (see below) - I will not be surprised, if international funding is not being used to create another mini-ISIS on our borders and within...

Today, as Bangladesh looks to counter the problem of Islamist extremism, its porous border with Myanmar in the country's south, beyond the town of Cox's Bazaar, specifically around the region of Ukhia where the Kutupulong refugee camp housing over 50,000 Rohingya Muslims is located, has quietly, away from the eyes of the international war against terror, been developing as a recruitment ground by Islamic fundamentalists, prying on the plight of Rohingya refugees fleeing Myanmar. JeI's youth wing, the Islamic Chatra Shibir, is known to be actively involved in training the Rohingyas for jihad there.

"Yes, Shibir has been training the Rohingyas and some of them have participated in the Afghanistan jihad," says Dr Smrutti S. Pattanaik, research fellow specialising on South Asian politics and security at the Institute for Defense Studies and Analysis (IDSA) in New Delhi.

"The Rohingya Student Organisation (RSO) has links with HuJI and other radical organisations. Therefore the threat is extremely grave, given the transnational implications their activities may have on the state."

The RSO, since its formation in the 1980s, has enjoyed support of "like-minded" radical groups including the Hizb-e-Islami of Afghanistan and the Hizbul Mujahideen.
