2005 intel revealed Bangladesh radicals' plan for India: Wikileaks
GUWAHATI: The Indian government had intelligence inputs way back in 2005 about radicals from Bangladesh infiltrating into the country with a strategic, long-term plans to provide support to various insurgent groups like the Ulfa and making West Bengal as the launching pad to spread their operations, Wikileaks has revealed.

The released cables, which originated from Kolkata on Deecmber 16, 2005, contain only part of the original cable. It states, "The (Indian) authorities are concerned that these elements (radical Islamists) have a strategic, long-term plans to take advantage of the porous border to infiltrate India and provide support to insurgent groups."

The cable quoting a former deputy director of RAW and former senior police officials of West Bengal said the police had information from unnamed sources that weapons for use by Ulfa were brought in through the Bangladesh-India border. "Once inside India, radicals are able to gain influence in border communities, provide support to insurgent movements and use West Bengal as a launching pad to move within India or to travel internationally."

The Wikileaks cable state, "The three terrorist organizations of primary interest to Indian authorities monitoring the border are Jamat-ul-Mujahideen (JUM) ( now JMB) , Jagrata Muslim Janata, Bangladesh (JMJB) and Harkat-ul-Jehadi Islami (Huji). The contacts said, without identifying the groups, that terrorist organizations previously based in Afghanistan have moved their operations to Bangladesh where there is less international focus on the fundamentalist Islamic community."

The cable further states that "fundamentalist intolerance is of particular concern to BSF authorities, who believe radical elements are using the madrassas to recruit young men."

The cable states that "Since 2001, Indian authorities have seen changes in the community near the border suggesting that radical Islamic elements enjoy increasing influence in the area. For example, authorities noted what they describe as a 'mushrooming' of madrassas on both the Indian and Bangladeshi side of the border. The majority of these madrassas are not government regulated and they believe the schools are predominantly being used as recruitment facilities."

The cable reported that one of the Indian government representatives speculated that the Bangladeshi intelligence apparatus, under the influence of the Pakistani Inter-Services Intelligence was providing funding from petro-dollars and narco funds, although he had no concrete evidence. He said that a group calling itself the Revival of Islamic Heritage (RIH) was also providing funding but did not elaborate on the source of his information.

Looks like Sonia/MSA type Islamic terrorist leftist gangs along with Mamta planned next terrorist offense from WB based in Bangladesh. They have been getting ready for last few years so that this attack won't look like it is from Pakis but from Bangladesh. BJP winning seems to have foiled the plans a little bit.

Look at how PAIDMEDIA anti-national media and Islamic thugs and their supporters are so quiet about this WB. If they found one bomb in RJ or MP or any BJP ruled state or in some Bajrang Dal office, the PAIDMEDIA would have been linking everyone from Amit Shah to Modi to Hindu ISIS. But they don't even bring this whole WB stuff.

I think time to catch high end people like Mamta, implicate top leadership of TMC in terrorism and send them to jail for 10-15 years

KOLKATA: Was a portion of the Saradha deposits parked in the Islami Bank Bangladesh Ltd?

There are allegations that this bank, now being probed by the government of Bangladesh for suspected funding of jihad, was also involved in money laundering.

Amid reports that Saradha funds have found their way to outfits such as the Jamaat-ul Mujahideen Bangladesh (JMB), investigators in India are trying to find out if these were routed through the Islami Bank.

"There are indications that some top officials of the Islami Bank have links with people in Kolkata who have subsequent links with the Saradha scam. The name of this bank came up while trying to trace the money trail. There are some financial institutions operated by this bank that are also being probed by the home ministry in Bangladesh for funding in terror activities. The government of Bangladesh had sought a report from the Islami Bank on how it disbursed funds," a source in the Enforcement Directorate said.

According to sources in the Research and Analysis Wing (RAW), the Islami Bank was hauled up in the past for disbursing funds to terror outfits.

It is also suspected that the bank has, within its customer base, individuals whose names feature in international blacklists. Funds may have been disbursed to individuals and suspect organizations in the form of "corporate zakaat".
"The key to terrorism is funds. The role of financial institutions, such as the the Islami Bank, was suspect for quite some time now. The global intelligence fraternity has been trying to trace the source of money that flows into the hands of terrorists. Even a US senate committee has accused the Islami Bank of funding terror outfits. The bank is allegedly backed by the Jamaat-e-Islami Bangladesh which has established links to the JMB. It has been alleged that the present chairman was once a leader of Al-Badr and the former vice-chairman is being tried for his alleged involvement in war crimes in Bangladesh," a RAW source claimed.
Investigators are probing whether any money parked by the Saradha Group in the Islami Bank was invested in the Gulf as the bank is known to have connections with international financial institutions that have been accused of funding terror groups in the name of "zakaat".

It is being suspected that the Saradha funds may have been invested in real estate through the Islami Bank.

Sleuths are also trying to find out whether the JMB had anything to do with Saradha's decision to invest money in the Bangladesh bank. While this may have provided an option to the Ponzi firm to send some of its ill-gotten gains outside the country, the JMB may have been given a free run in Bengal.

TMC is out of control. Doval flying in personally is probably to assure Bangladesh that our soil won't be used for cross border terrorism. How embarrassing! The WB police are acting like Pakistanis. Not likely. Three reasons
1. Presidents Rule needs to be ratified by Parliament. Govt is woefully short of numbers in Rajya Sabha and can't count on any regional party/Congress to support such a resolution.
2. SC has issued guidelines for imposition of Presidents Rule which is now only applicable as a last resort when all others have failed. Union Govt can send a constitutional "directive" to state to forcibly comply with its orders. If the state ignores that order, then there is a ground for PR.
3. Any imposition will propel Mamata to claim victim and only consolidate the Muslim votes for her in a future election - meaning 5 more years of misrule.

Meanwhile, on the ground, a psy war needs to be launched full scale against Mamta Begum by exposing all her jihardon links and corruption scams starting with sharda. Will need sangh cadre commitment and a few promising rising star leaders from the sangh to camp in WB the next 18 months till polls come and go - primarily to allow an anti-Jihadi muscle-power nucleaus to take shape around which all anti-mamta forces in WB can coalesce.

Poribortan (change) was in every sense in West Bengal. The Jamaat-ul-Mujahideen Bangladesh was dead in the 2006-07 after being brutally beaten by the Bangladesh establishment. From a huge strength of 2500 modules it dropped to 130. It was then that the Jamaat-e-Islami stepped in with its great contacts in West Bengal. Today the JMB which has been named by the National Investigating Agency has 280 operatives 56 modules and the capability of making 600 bombs.

From a meager 4 modules and 20 operatives in 2010 the JMB which was completely beaten down by the Bangladesh establishment got a breather thanks to the lackluster attitude of the West Bengal government which was infact tipped off at least 16 times by Central Intelligence Bureau officials in the past 4 years.

These developments in the past four years have almost gone out of control and with Bangladesh seeking report after report, the Union Government decided to even send down its top security establishment in batches to review the Burdhwan incident. While NIA director Sharad Kumar took stock of the situation on Friday, on Monday, National Security Advisor Ajit Doval wis likely to visit West Bengal along with the chief of the Research and Analysis Wing and the Intetelligence Bureau head.

The JMB which was locked in a major battle with the Bangladesh establishment was literally driven out of there. However they found support in the Jamaat-e-Islami which had a similar cause of driving the Awami League out. The entire plan to overthrow the Awami League commenced in 2009 and it was the Jamaat which stepped in and helped the JMB with the funds to set up operations. The fact that the Jamaat had links with the SIMI and also an Indian wing helped the cause even further. In the year 2010, they set up 2 modules in West Bengal with a set of 10 men. However they infiltrated several more in the coming years and it was in the year 2014 alone that they sent in 190 men along with the 1109 infiltrators who came into India from Bangladesh, two reports, one by the Intelligence Bureau and another by the National Investigating Agency submitted to the Home Ministry states.

The Jamaat-e-Islami used its political clout in West Bengal and according to both the NIA and the IB the establishment was well aware of their plan. There are indications that some top leaders who did not want their names to be dragged in advised the local leaders to help the JMB set up operations. In the bargain, government land was given away to set up illegal Madrasas and also part of the modus operandi an operative by the name Anirusul kept in touch with local leaders and too their houses on rent to avoid the heat.

By 2014 the JMB had managed to set up 53 modules across West Bengal and had proposed to prepare over 500 bombs both crude and sophisticated with an intention of carrying out attacks in Bangladesh.

During the course of our investigation we have found that the JMB was aided by the Jamaat for funds. It was the Jamaat which also had an Indian wing that came in handy to build up the local contacts. We have seen a great deal of aggression among the members during their interrogation and also at the time of seizures, an NIA officer probing the case informed. The aggression was aimed more at covering up the incident, the officer also pointed out.

Further the NIA has also found that several methods had been used to raise funds for the outfit. The cash flow was free into West Bengal and never restricted. The largest money flow was in the year 2012 and 2013 and it went completely unchecked. The money was raised through Hundi collections in Saudi Arabia, crop tax in Bangladesh and also some part of it is attributed to scam money that was parked in a Bangladesh bank, NIA officers point out.

An Intelligence Bureau official said that life was literally breathed into the JMB thanks to the casual attitude on part of the West Bengal government. It must be recalled that the JMB had 2500 modules in Bangladesh in the year 2006. However after the crack down they were tottering with just 130 modules and it was these modules that came in handy after they tied up with the Jamaat-e-Islami and set up their entire base in West Bengal with an intent of targeting the Bangladesh establishment.

The women folk played a very important role in the re-birth of the JMB. They were roped in to coax the younger lot to join the force. They wanted to ensure that all the modules were linked through families. The JMB’s strategy was to rope in family members connected with each other so that the working pattern would be a united one. Further they also encouraged several members part of the JMB to marry the women and ensure that it becomes one full fledged family.

Bangladesh dossier- The Indian Intelligence Agencies have a dossier prepared by the National Security Intelligence of Bangladesh. This dossier suggests that members of the Jamaat had been meeting with local leaders in West Bengal since the past four years. This dossier attempts to draw a link between the members of the Jamaat, JMB and the local leaders in West Bengal and chalks out several strategy meetings which were aimed at not only reviving these outfits but also attacking the Awami League. The dossier also speaks about the presence of several SIMI members in West Bengal who aided the process.

Another modus operandi of the Jamaat-ul-Mujahideen Bangladesh that has come to light is that they were planning on settling down in India with a view of making West Bengal it’s permanent headquarters. The conversation between mufazzal and the rest of the members who are being questioned by the NIA suggests that they were planning on getting married to local men and women in a bid to settle down in West Bengal.

An NIA official said that the JMB had intended to set up a module exactly how they had set one up inBangladesh before they were driven out post 2006. This was not meant to be a one time operation but a continuous affair. They wanted to stage attacks in parts and launching attacks out of India would mean India would be blamed. They wanted to make it look lie a India staged attack against Bangladesh. Not only would this divert investigations but also strain relations between the two countries, the NIA official also informed.

As part of their initial plan they intended setting up modules in Malda, Murshidabad and Nadia. Over the years they sought to expand operations to other parts of the state.

However the plan was long term and as per the JMB strategy they wanted to ensure that it was all one big family affair. This would ensure that the family bonding would make sure that their cover is not blown and no one would leak information owing to family ties.

The present situation is because of 30 years of communists rule, they had a firm control of the media, Only now the truth is coming out. They used to hand out ration cards to BD's for votes. for years, Hindus temples have been raised, Hindus forced to contribute to Muslim festivals under the benevolent gaze of the communists.

The Communists were essentially working with the INC to make sure BJP does not come into the state.
