If we think through the North Korea nuclear weapons dilemma using game theory, one aspect of the problem deserves more attention, namely the age of the country’s leader, Kim Jong Un: 33. Because peaceful exile doesn’t appear to be an option -- his escaping the country safely would be hard -- Kim needs strategies for hanging on to power for 50 years or more. That’s a tall order, but it helps us understand that his apparently crazy tactics are probably driven by some very reasonable calculations, albeit selfish and evil ones.

It is very difficult to predict the world a half-century out. Fifty years ago, China was just coming out of the Cultural Revolution, and Japan’s rise was not yet so evident. North Korea was possibly still richer than the South, which in 1960 was one of the poorest countries in the world. It’s unlikely anyone had a reasonable inkling of where things would stand today.

So if you are a dictator planning for long-term survival under a wide range of possible outcomes, what might you do? You don’t know who your enemies and your friends will be over those 50 years, so you will choose a porcupine-like strategy and appear prickly to everyone.

We Americans tend to think of Kim as an irritant to our plans, but his natural enemy in the long run is China. It is easier for North Korea to threaten Chinese cities with weapons, and its nuclear status stands in China’s way of becoming the dominant regional power in East Asia. Chinese public opinion has already turned against North Korea, and leaders wonder whether a more reliable, pro-Chinese option to Kim might be installed. Since assuming power, Kim has gone after the generals and family members with the strongest ties to China.

One way to interpret Kim’s spat with U.S. President Donald Trump is that he is signaling to the Chinese that they shouldn’t try to take him down because he is willing to countenance “crazy” retaliation. In this view, Beijing is a more likely target for one of his nukes than is Seattle.

More radically, think of Kim as auditioning to the U.S., Japan, South Korea and India as a potential buffer against Chinese expansion. If he played his hand more passively and calmly, hardly anyone would think that such a small country had this capacity. By picking a fight with the U.S., he is showing the ability to deter just about anyone.

This kind of solid NTB (Non Trade Barriers) will only help to tackle the chinese dumping & grow local industry to develop substitute products here.

The comprehensive notification issued on September 1 prescribes norms for physical and mechanical properties, chemical content, flammability, and testing for indoor and outdoor toys for both electrically and mechanically operated ones — going far beyond the earlier norms. The notification by the Director General of Foreign Trade (DGFT) says import of toys shall be permitted freely only if the manufacturer abides by norms of the Bureau of Indian Standards (BIS).

Compliance has to be certified by an independent laboratory approved by an accreditation authority under the Department of Science and Technology. This will hit import from China, which accounts for nearly 70% of toys available in the Indian market. Lob Gupta, CEO, Fun Toys, said the new norms will have a big impact.

"Initially, there will be a big drop in imported toys from China. Government too will lose customs duty on account of this move. But safety standards will be ensured .which is good for Indian children.

‘Doklam is part of China’s expansionist policy’ - Business Line

Lobsang Sangay, President of Central Tibetan Administration and Leader of the Tibetan Government-in-exile, believes that China’s expansionist policy is engulfing all its neighbours, just as what happened to Tibet. In an interview with BusinessLine, he said the Tibetan movement had become more relevant now than ever. Excerpts:
Q: Are you increasingly finding that the Tibetan movement is getting sidelined with changing global dynamics?

A:Generally, at the level of governments there is a bit of hesitation because of the increasing influence and reach of the Chinese government. At the people level, there is growing interest because they want to understand what real China is. China wants to be number one today. And to become number one, it has to be responsible and accountable. To understand China, you must know Tibet. When you see the atrocities and sufferings that Tibet has gone through, then you understand what China is capable of. So from South China Sea, Senkaku Islands, Doklam, it is imposing its influence on all neighbouring countries. We have been saying this for more than 50 years now, that what happened to us, could happen to you. So, now the story of Tibet is becoming more relevant. What was happening behind closed doors earlier, is now happening openly. That’s a change.

Q:Do you think that is the reason why we saw an incident like Doklam, because India is supporting the cause more openly now?

A:We must understand that when Tibet was occupied in the 1950s, many neighbouring countries said it was tragic, they did not do much and thought this will not happen to them. Now these countries are realising that this is also happening to them. Chinese leaders, including Mao Zedong, have always claimed that Tibet is the palm that they must occupy and once it is done, they will take over the five fingers — Arunachal Pradesh, Ladakh, Nepal, Bhutan and Sikkim. This was a declared policy of China. So, when Doklam happened, the primary objective was and will always be to take over the five fingers. This is nothing new. Just look South China Sea. They are taking over islands and building military bases. The Philippines, Vietnam and Japan are complaining because their territories are being taken over. Doklam is also part of the expansionist policy.

Q:It seems US support has tapered and so has its budgetary allocation …

A:What India has done for Tibet, nobody has done. After India, America has extended maximum support to Tibet. The White House has supported our ‘Middle Way’ approach to seek genuine autonomy from China. There is a budget funding provided for the Tibetan people. And we are hopeful that the Trump administration will continue the support. During his confirmation hearing, US Secretary of State Rex Tillerson expressed support for the human rights of the Tibetan people.

Q:But what about US funding of the Tibetan movement?

A:Funding for the Tibetan cause has always come from the US Congress. US Congressional Appropriation Committee has generally supported funding for the Tibetan people. And both the House Appropriation Committee and Senate Appropriation Committee have indicated that funding for Tibetan people should not be less than last year. So, I hope it will continue.

Q:What is the five-fifty plan?

A:This is about short-term and long-term plans. That is necessary for every movement. Under this, what we are saying is within five years there should be peaceful dialogue between the envoys of Dalai Lama and the Chinese government to solve the Tibetan issue. If need be, we also need a 50-year plan on how to retain the movement and keep it more dynamic. We hope the Chinese government will now discuss the Tibet plan. Tibet is a low hanging fruit, they can resolve it easily. We want to solve the issue of Tibet with dialogue, not guns.

Q:How do you see the co-existence of Tibet with the ‘One China’ policy?

A:The US has supported the ‘Middle Way’ policy and at the same time it has also supported the ‘One China’ policy. So, within the one China, genuinely autonomous Tibet will also be there. Chinese leaders must recognise this.

Q:How do you plan to take the negotiations, stalled since 2010, forward with China?

A:We should continue to meet and look at this issue more seriously and try to find an amicable solution. Hopefully, in his second term, Chinese President Xi Jinping will look for issues to be resolved, and Tibet is a low-hanging fruit. That will be good for him, good for China, and good for Tibet.

Finally government has woke up from slumber. O have been 're ting about this on this forum for past few years..seems babus really have started thinking screw you protect domestic industries first smartly on global world.

I will go further to add extra checks for those who are unable to provide certification confirming to swiss/ EU standards too thereby reducing count even further.

But..but... wasn't this the purpose of License Raj? Isn't this exactly a reversion to License Raj? How do you reduce this to "1-window permit"? Instead, a maker of a toy now has to get Certification from Authorized Laboratories for this and that and that and this and whatever. Are these Authorized Labs certified for compliance with no bribe, no delay, prompt processing, guidance to meet standards etc? How does a small toy-maker survive, without access to her own Patent Lawyer, chemical analyst, engineering standards testing lab, provider of a list of required licenses, etc etc etc? Isn't this Nehruvian Socialism run amok?

When the British Raj introduced these sorts of things, it was to benefit mass-produced British goods over distributed cottage industry mode of India. It totally destroyed Indian cottage industry. Why do you think this new round is going to be any better? The only ppl who benefit (not Indian children - they will starve because their parents won't be able sell their produce) will be the Baboon who control the Authorized Lab Certificate, and have 1-window baksheesh collection facility.

Sorry.. my faith in Indian baboodom is too strong to be shaken by the fact that the PM is an honest man. That has never bothered Baboon.

Fun fact. Certification labs are private and there are multiple ones (https://www.osha.gov/dts/otpca/nrtl/nrtllist.html). One can shop around. See UL vs ETL marks for example.

Speaking of Certification Labs, my Evil 6th coujin once went during a vacation in desh, to get a blood test for life insurance courtesy of Ell Eye See. Amazing results, absolutely curing him of whatever he knew he had. Of course he filled in his initial application with the truth and paid the premium as agreed per the quote based on that application. (if ur caught dying of something you had had for 10 saal pehle, I am sure EllEyeSee would refuse to pay). Then, 1 month after premium cheque had been cashed, the Ell Eye See Local Division Baboon sent him a note saying: "fill this form to agree that we will now assess your premium".

Fun fact: they didn't count the possibility of E6C having other connections in their own company, and that there are good reasons for the designation "E". After they blew off gentle remonstrations from E6C, the Baboon, as well as the Agint, got slapped around thoroughly (figuratively speaking) by their boss's bosses, an Ophishial Reprimand was issued and the premium was refunded.

Point is that Honest Certification+commercial interests+baboon is a combo that does not happen without REALLY careful oversight. To imagine that this will not turn into a disaster, is to go over Indian roads floating in air.

Oh, I agree. There are extensive discussions on how some of these labs are worthless and basically rubber stamp anything if their fees are paid.

Corruption is a cancer. No good solution can be arrived at with a system that is corrupt for most part.

However with technology corruption cam be curtailed and efficiency brought in. Example: passport issue and renewal process.

Warning for China as US hails India 'partnership'

WASHINGTON: The United States vowed on Wednesday to work with India in preference to China over the next century to promote a "free and open" Asia-Pacific region led by prosperous democracies.

Secretary of state Rex Tillerson delivered his unexpectedly sharp message to Beijing on the same day President Xi Jinping opened the Communist Party congress.

His upbeat speech was designed to set the stage for a visit next week to China's main Asian rival India, and to lay out a vision for a 100-year "strategic partnership" between Washington and New Delhi.

But President Donald Trump's chief diplomat also took the opportunity to compare the United States and India — the world's "two greatest democracies" — with China, which he said was undermining the "rules-based international order."

Coming on the day Xi opened a party congress designed to further secure his long-term control of what is already one of the most powerful Chinese presidencies in history, Tillerson's address will be seen as provocative.

After the speech, reporters asked a senior State Department official whether it had been intended as a warning or a rebuke to China. "It's a speech that was designed for many audiences," he said, smiling.

"The fact that he mentioned China is obviously built into the speech," he said, speaking on condition of anonymity. "But this is a speech, obviously, that we hope all countries in the Indo-Pacific region will take to heart."

Washington and Delhi have been building stronger ties for some time, but Tillerson made one of the clearest cases that the "shared values" underpinning the relationship make India and the United States ideal partners.

As such, the speech also amounted to a warning to great power rival China that Washington will build regional alliances to counter its ever-growing power, while promoting free trade and open sea lanes.

"The United States and India are increasingly global partners with growing strategic convergence," he said.

"Indians and Americans don't just share an affinity for democracy. We share a vision of the future," he said, projecting the relationship into the next 100 years.

Promising greater prosperity and security in a "free and open Indo-Pacific," Tillerson did push India — which has its own range of protectionist laws — to open up its borders to more regional and US trade.

But his harshest words were for China, the Asian economic behemoth and the nearest rival to India's huge population or to the United States' still world-leading economy.

"China, while rising alongside India, has done so less responsibly, at times undermining the international, rules-based order," Tillerson chided.

"China's provocative actions in the South China Sea directly challenge the international law and norms that the United States and India both stand for."

The senior US official, briefing reporters to flesh out the themes of the speech, said the idea of a "New Pacific" is a priority for both Trump and Tillerson.

In more concrete terms this would mean a four-way arrangement of Australia, India, Japan and the United States to "anchor" the huge region and set standards for trade and security. Implicitly, this would exclude China.

As it has slowly emerged as a powerful, economy India has avoided entangling alliances, preferring to maintain cautious relations with both Washington and Beijing, but Trump has built warm relations with Prime Minister Narendra Modi.

"The secretary of state spends a lot of time dealing with problems. India is an opportunity," the senior official said.

Last month, the chief of India's army warned that China had been "testing our limits" in a recent border stand-off and warned that Delhi's forces must be ready for conflict.

India and China went to war in 1962 over the state of Arunachal Pradesh and China has maintained better ties with Delhi's foe Pakistan.

Tillerson did not directly address August's stand-off on the Doklam plateau in the Himalayas, which is claimed by both China and Bhutan, an ally of India.

But he vowed that Washington "won't shrink from China's challenges to the rules-based order, or where China subverts the sovereignty of neighboring countries."

And he approvingly cited US defence secretary Jim Mattis' declaration "that the world's two greatest democracies should have the two greatest militaries."

Tillerson noted the Indian navy now flies the American P-8 surveillance aircraft alongside US forces, and promised to help India in developing a carrier-born strike force.

The secretary was speaking to guests of the Center for Strategic and International Studies in Washington. He is due in New Delhi next week for talks with Indian leaders.

Trump is also due in Asia next month, including a stop in Beijing where he will try to build on an early rapport he has developed with Xi and push for action to contain North Korea's nuclear threat — a task that may be made harder by the Indian outreach.

Xi Jinping foiled coup by ex-Chinese political heavyweights: Official

BEIJING: Chinese President Xi Jinping has foiled a coup by former political heavyweights who were at the receiving end of his high-profile anti-graft campaign, a top Chinese official has revealed.

Xi, who is set for a second five-year term as General Secretary of the ruling Communist Party of China (CPC), has saved the party by foiling a coup plot by his detractors, Liu Shiyu, chairman of the China Securities Regulatory Commission said.

Liu made the stunning disclosure at a meeting on the sidelines of the going once-in-a-five-year congress of the CPC here, according to Hong Kong's South China Morning Post.

Speaking at a panel on the sidelines of the 19th CPC Congress here yesterday, Li has accused a string of disgraced cadres of plotting to seize the reins of power, it reported today.

Among those named was the former party boss of megacity Chongqing, Sun Zhengcai, once a front-runner for a place in the inner circle - the Politburo Standing Committee, who along with his wife were summarily removed by Xi. Both were taken away for disciplinary investigations.

Sun's fall from grace in July reminded many of the dramatic downfall of one of his predecessors in both Chongqing Bo Xilai, five years ago, ahead of the previous party congress.

Bo who once regarded as rival to Xi five years ago is currently in prison, serving a life sentence.

Rumours have been gripping Beijing over likely fallout of Xi's massive anti-corruption campaign against "tigers and flies" in which former security czar, Zhou Yongkang, Bo and host of top generals have been put to trials. This is the first time an official disclosed it.

Considering the threats faced by him, Xi, 64, has been provided with the highest personal security.

Like Bo, Zhou too is serving life term in jail after accepting a host of charges against him.

"[Xi] addressed the cases of Bo Xilai, Zhou Yongkang, Ling Jihua, Xu Caihou, Guo Boxiong and Sun Zhengcai. They had high positions and great power in the party, but they were hugely corrupt and plotted to usurp the party's leadership and seize state power," Liu said, becoming the first senior official to accuse Sun of trying to takeover the party.

A report by state-run Xinhua news agency said late last month that Sun had been expelled from the party and handed over to judicial authorities for further investigation. The announcement came two months after his downfall but no details of the investigation were released.

Liu said Xi had taken great effort over the past five years to tackle corruption, which "seriously endangered the party's ruling foundation and ability to govern", the Post report said.

"Xi Jinping, with the historical responsibility as a proletarian revolutionist ... cleared up huge risks for the party and the country," he said.

Xi himself devoted considerable part of the his three- and-half-hour address to the congress at its inaugural meeting on October 18, pledging to root out corruption from all levels in the party.

Observers say that the massive anti-corruption campaign in which over a million officials have been punished has also enabled Xi to consolidate his hold on the power emerging as the most powerful Chinese leader heading the party, Presidency and the military.

Wang Qishan, the country's top graft-buster and the man widely seen as the country's second most powerful man, reportedly told China's top political advisory body late last year that some cadres had tried to take over the party, the Post report said.

"More seriously, some even sought to ... seize party and state power, engaging in activities to split the party, and seriously threatening the nation's political stability," the CPC's mouthpiece, the People's Daily quoted Wang as saying.

Wang also said the central authorities managed to punish Zhou, Bo and other leaders so as to eradicate a number of conspirators and ambitious schemers within the party, the report said.

Yesterday Yang Xiaodu, deputy secretary of Central Commission for Discipline Inspection of the CPC which carried out the crackdown told the media that about 440 senior officials of the CPC including 43 top officials party at centre were investigated in the sweeping anti-corruption carried out by Xi in the last five years.

A total of 278,000 grassroots Party members and officials were also punished, he said.

China is working with the international community to hunt corruption suspects who had fled overseas, leading to the capture of 3,453 fugitives, Yang said.

Among the top 100 fugitives listed on an Interpol red notice, 48 have been arrested, he said.

China's planning a 500,000 strong army in Gwadar/Baluchistan with the most grave repercussions for us in the future.Unless we launch an immediate programme to protect our interests in the IOR we will suffer at leisure.

Can China really spare 500,000 troops to be concentrated in a small geographical location, even though they have such a huge army and reserves?

Moreover, can Gwadar and its environs actually support such huge population?

Edit: The reports say, 500,000 Chinese "professionals", How many of them are likely to be PLA combat troops?

Diplomats' safety an obligation: China on threats to its envoy in Pakistan

BEIJING: China on Monday said the safety of the diplomatic personnel and missions is an obligation of the sovereign countries but declined to comment on its reported complaint to Pakistan that its ambassador to Islamabad faced threats from a Xinjiang-based terror group.

China reportedly asked Pakistan to step up the security of its newly-appointed ambassador in Islamabad in the wake of threats to his life from the East Turkestan Islamic Movement (ETIM), according to reports.

The Chinese embassy made the request in a letter written to Pakistan's interior ministry on October 19, saying a member of the ETIM has sneaked into Pakistan to assassinate its ambassador Yao Jing.

The letter, circulated in the local media in Pakistan, was written by the focal person for the multi-billion dollar China-Pakistan Economic Corridor (CPEC) Ping Ying Fi who asked the interior ministry to "enhance the security" of the ambassador and other Chinese working in the country.

Chinese Foreign Ministry spokesman Geng Shuang when asked about the report said, "I am not aware of the information mentioned by you. The ETIM is a UN Security Council listed terrorist organisation.

Combating ETIM is an important part of the international counter terrorism efforts, Geng said.

China alleges that the ETIM, an al-Qaida linked group fighting for the separation of Uygur Muslim majority Xinjiang province, was responsible for a host of terrorist attacks in the province and the country. Xinjiang borders Pakistan- occupied Kashmir.

Asked whether the Chinese government expressed concern to Pakistan about the safety of the diplomatic personnel, Geng said the safety of the diplomatic personnel and missions is an obligation of the sovereign countries according to the Vienna Convention.

China has appointed Yao, who has served as Chinese Ambassador to Afghanistan, as its new envoy to Pakistan. Yao replaced Sun Weidong, who served as China's Ambassador to Pakistan for three years and recently returned to his country.

There has been a lot of negativity regarding the US offer to India.

There's no way India can face China other than alliances, and India should be able to use and throw USA as China or even Pakis do. But instead, India's approach has been "should we trust USA?". India should formulate policies to take full advantage of the offer. We don't need to trust USA, but still take full advantage of the offer.

Some mature politician should make a strategic announcement welcoming the offer and in Hindi or in Tamil quote "Panchatantra" (just like mushy the tushy did quoting "taqia")

We should start building artificial islands in Indo-China sea and Indo pacific by saying that we are doing because of our commitment to our strategic alliance with US and we genuinely don't want such bases, but we don't have choice etc.

The more we trouble China the more US will be happy, and poor China could never say India is a challenger to their masses, as China has always projected India as Somalia to their masses, they can't now say India is a challenger.

When we can detect gravitational waves, we can easily detect all the Chinese ships and submarines and tail them in Indian ocean and harass them till they identify themselves and give us their itinerary. That should make it clear that Indian ocean is India's ocean and that US has endorsed it.

19th Party Congress: China's anti-graft czar Wang Qishan to retire - Straits Times
China's anti-corruption czar Wang Qishan is confirmed to be retiring from the Politburo Standing Committee (PSC), the country's top decision-making body, and is likely to be succeeded by Mr Zhao Leji.

Wang, 69, a key ally of President Xi Jinping, is head of the Central Committee for Discipline Inspection (CCDI).

Besides Mr Wang, four other existing PSC members - Mr Liu Yunshan, Mr Zhang Gaoli, Mr Yu Zhengsheng and Mr Zhang Dejiang - will also retire.

All their names were not on the list of the Communist Party's new Central Committee announced on Tuesday (Oct 24) at the 19th Communist Party Congress (CPC).

The new PSC will be unveiled on Wednesday morning

Vice-President Li Yuanchao, who is 66 and has not reached the unwritten retirement age of 68, is also absent from the Central Committee list, indicating that he will be stepping down from the Politburo.

Besides the election of Central Committee and CCDI members, the delegates also adopted the political ideology of Mr Xi into the charter of the Communist Party on Tuesday. {So, officially Xi Jinping is now on equal footing with Mao & Deng. The question is whether 'Chairmanship' would be revived and if so when would Xi become the Chairman.}

ITBP unveils mechanised column for deployment on China border - PTI
The ITBP today showcased its maiden mechanised column of power vehicles and machines, along with its agile PARA commandos, aimed at speedy mobilisation of troops along the Sino-India border.

The mountain warfare-trained force unveiled a fleet of its newly-acquired military trucks, sports utility vehicles (SUVs), all-terrain vehicles (ATVs), snow scooters, bikes, mobile communication wing, excavators and a few other medium- lift four-wheeled vehicles during its 56th Raising Day celebrations at its base here.

A contingent of special PARA commandos, sporting maroon berets, also marched down the track for the first time.

The commandos have been trained in night jump and other special combat skills.

Home Minister Rajnath Singh, the chief guest at the event, took salute from the contingent, raised for the first time in the over 50 years history of the Indo Tibetan Border Police (ITBP).

The force was raised this day in 1962 in the aftermath of the Chinese aggression.

The decision to raise such a military-style combat wing in the paramilitary force was taken after the Union home ministry recently approved the deployment of snow scooters at all high-altitude border outposts of the ITBP along the 3,488 -km frontier it guards.


The ITBP, as part of bolstering its capabilities to effectively secure this border, had last year procured over six dozen SUVs and sent them to far-flung border areas for patrol and transportation of troops and had procured five snow scooters early this year.

Xi tightens grip on power, elevated to Mao-like status in China

BEIJING: Chinese leader Xi Jinping's name was added to the Communist Party's constitution at a defining congress on Tuesday, elevating him alongside Chairman Mao to the pantheon of the country's founding giants.

The inclusion of Xi's name along with his guiding philosophy for the nation cements his place as the most powerful Chinese leader in decades and suggests he could remain its paramount leader throughout his lifetime.

Communist China's founder Mao Zedong, and the architect of market reforms, Deng Xiaoping, are the only other Chinese leaders to have their names in the document - and only Mao was alive when his was included.

Xi, 64, presided over the week-long congress's closing session where some 2,300 delegates approved the constitutional amendment to include "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era".

An official reading out the amendment said the concept will be "a beacon for the work of the party".

The concept places a heavy emphasis on the party's role in governing every aspect of the country from the economy to what people are writing on social media.

"We must work tirelessly and forge ahead on the journey of realising the rejuvenation of the Chinese nation," Xi told the congress in concluding remarks.

Willy Lam, politics professor at the Chinese University of Hong Kong, said adding Xi's name to the constitution will "enable him to be like Mao, leader for life as long as he's healthy".

Xi's predecessors, Jiang Zemin and Hu Jintao, had their concepts included in the constitution but without their names and only when they retired.

The congress will also undoubtedly hand Xi a customary second five-year term as general secretary of the party.
Xi could also consolidate his power by filling the country's ruling council with allies, possibly without even presenting an obvious heir apparent.

The congress also elected a new Central Committee, which will choose the executive Politburo and the country's top ruling council, the Politburo Standing Committee, on Wednesday.

A vast security apparatus has been thrown around the congress, with businesses ranging from nightclubs to gyms closing to avoid any incidents and factories shuttered in what so far has been a failed attempt to clear the city's notorious smog.

When he opened the gathering last week, Xi declared that China had entered a "new era" with the ambitious goal of becoming a "global leader" by mid-century.

His bold vision comes as Xi has sought to portray himself as a responsible global leader while President Donald Trump trumpets a nationalist "America First" policy and the European Union grapples with Britain's exit from its club of nations.

Xi's blueprint suggests the Communist Party will continue to increase its control of the country, with no suggestion that crackdowns on human rights activists will wane.

Some of his goals, such as building a modern military by 2035, go beyond the end of his second term, suggesting that he also foresees himself staying at the centre of China's political life for years to come.

But despite Xi's rising power, the composition of the Politburo Standing Committee, the body that controls power, will still be crucial to Xi's efforts, Lam said.

Xi and Premier Li Keqiang are expected to remain on the committee while the five other current members are supposed to step down under an informal retirement age set at 68.

There is no consensus among China watchers about who will end up on the committee, or if anybody will emerge as a potential successor.

If the right allies are named, it would show that "he has full control over the Politburo Standing Committee," Lam said.

If no clear successor to Xi is named to the new Politburo Standing Committee, it will further fuel speculation that Xi may look to retain power beyond the customary second five-year term.

“This is about further erasing any distinction between Xi Jinping and the party,” said Jude Blanchette, who studies the party at The Conference Board’s China Center for Economics and Business in Beijing, referring to Xi’s thought getting into the constitution.

“Add on to this having supply-side structural reform and One Belt One Road written into this, which were Xi’s signature policies, this makes questioning or non-compliance with those tantamount to betrayal of the party.”

Xu Hongcai, deputy chief economist at the China Centre for International Economic Exchanges, a Beijing think-tank, said party control was needed to push through the market reforms key to restructuring the world’s second-largest economy.

“To build a market economic system in such a big country, it’s impossible without the leadership of the party,” he said.

Others have argued that the two are contradictory.

“When you put ‘supply-side reform’ and ‘market playing a decisive role’ in the same document, then that just shows they have to almost choose one,” said Alex Wolf, Senior Emerging Markets Economist with Aberdeen Standard Investments in Hong Kong.
The last line is dead right - we can either have the market or supply side reform. What a stupid way of arriving at market driven policy by driving supply side reform. Simply doesn't make sense to me. Almost all countries which tried supply side reforms eventually gave up and the years of suffering became case studies for the rest of the countries / the country in consideration.

Concern for India as China's Communist Party includes Belt and Road Initiative in constitution

BEIJING: In an unexpected move, the Communist Party of China has enshrined the Belt and Road Initiative (BRI) in its constitution. This will mean intense pressure on a reluctant New Delhi to join the programme as China would enhance infrastructure funding to India's neighbours apart from enticing Indian leaders with attractive construction projects, observers said.

Last May, India was the only major country to boycott a major Belt and Road Forum in Beijing although most Western countries, including the US, sent senior officials to the event after Chinese diplomats made a prestige issue of it. The Indian foreign ministry went a step further, issuing a statement highlighting some of the concerns about the programme.

The five-yearly Communist Party Congress, which ended in Beijing on Tuesday, introduced new dimensions to the party constitution, which include steps to "follow the principle of achieving shared growth through discussion and collaboration" and "to pursue the Belt and Road Initiative".

Chinese President Xi Jinping has been calling on foreign leaders to participate in this plan for a "shared destiny for all mankind" under the BRI. This aspect has also been included in the party constitution because it provides the ideological underpinning for Beijing's plan to fund and construct infrastructure projects across the globe.

The new move may bring some relief among Pakistani leaders who have been under pressure over terrorist attacks taking place along the China-Pakistan Economic Corridor (CPEC), which is part of the BRI. With BRI becoming a part of the Communist Party's constitution, Islamabad can expect continued funding for projects planned and constructed by Chinese companies.

India has been opposed to one portion of the economic corridor because it passes through Pakistan-occupied Kashmir which is claimed by New Delhi. Beijing has brushed off Indian concern saying it was investing for the welfare and development of the backward region and did not have any military objective in the construction of the corridor.

CPEC is a showcase project for China in the face of criticism by international experts that many of the projects selected under the programme are unbankable and may result in bankruptcy for the underdeveloped countries implementing them. It is also important for China from the military standpoint because the economic corridor leads to Gwadar port which gives it access to the Arabian Sea.

"The danger of having given it greater visibility is that actually there are going to be more of those efforts to play to the policy in a political way rather than considering carefully the costs and benefits of each portion of what one is doing," said Dali Yang, a professor at the University of Chicago.
