Donald Trump expected to order temporary ban on refugees

WASHINGTON: US President Donald Trump is expected to sign executive orders starting on Wednesday that include a temporary ban on most refugees and a suspension of visas for citizens of Syria and six other Middle Eastern and African countries, say congressional aides and immigration experts briefed on the matter.

The president is expected to sign the first actions — including the measure to jumpstart construction of the wall — during a trip to the Department of Homeland Security. Additional actions will be rolled out over the next few days, according to one official.

Trump, who tweeted that a "big day" was planned on national security on Wednesday, is expected to ban for several months the entry of refugees into the United States, except for religious minorities escaping persecution, until more aggressive vetting is in place.

Another order will block visas being issued+ to anyone from Syria, Iraq, Iran, Libya, Somalia, Sudan and Yemen, said the aides and experts, who asked not to be identified.

The current proposal+ includes at least a four-month halt on all refugee admissions, as well as temporary ban on people coming from some Muslim majority countries, according to a representative of a public policy organization that monitors refugee issues. The person was briefed on the details of that proposed action by a government official.

In his tweet late on Tuesday, Trump said: "Big day planned on NATIONAL SECURITY tomorrow. Among many other things, we will build the wall!"

The border security measures probably include directing the construction of a border wall with Mexico and other actions to cut the number of illegal immigrants living in the United States.

The sources say the first of the orders will be signed on Wednesday. With Trump considering measures to tighten border security, he could turn his attention to the refugee issue later this week.

Stephen Legomsky, who was chief counsel at US Citizenship and Immigration Services in the Obama administration, said the president had the authority to limit refugee admissions and the issuance of visas to specific countries if the administration determined it was in the public's interest.

"From a legal standpoint, it would be exactly within his legal rights," said Legomsky, a professor at Washington University School of Law in St. Louis. "But from a policy standpoint, it would be terrible idea because there is such an urgent humanitarian need right now for refugees."

The Republican president, who took office last Friday, was expected to sign the first of the orders at the Department of Homeland Security, whose responsibilities include immigration and border security.

On the campaign trail, Trump initially proposed a temporary ban on Muslims entering the United States, which he said would protect Americans from jihadist attacks.

Both Trump and his nominee for attorney general, Senator Jeff Sessions, have since said they would focus the restrictions on countries whose migrants could pose a threat, rather than a ban on those of a specific religion.

Many Trump supporters decried former President Barack Obama's decision to increase the number of Syrian refugees admitted to the United States over fears that those fleeing the country's civil war would carry out attacks.

Legal challenges possible

Detractors could launch legal challenges if all the countries subject to the ban are Muslim-majority nations, said immigration expert Hiroshi Motomura at UCLA School of Law.

Legal arguments could claim the executive orders discriminate against a particular religion, which would be unconstitutional, he said.

"His comments during the campaign and a number of people on his team focused very much on religion as the target," Motomura said.

To block entry from the designated countries, Trump is likely to tell the State Department to stop issuing visas to people from those nations, according to sources familiar with the visa process. He could also instruct US Customs and Border Protection to stop any current visa holders from those countries from entering the United States.

White House spokesman Sean Spicer said on Tuesday the State and Homeland Security Departments would work on the vetting process once Trump's nominee to head the State Department, Rex Tillerson , is installed.

Other measures may include directing all agencies to finish work on a biometric identification system for non-citizens entering and exiting the United States and a crackdown on immigrants fraudulently receiving government benefits, according to the congressional aides and immigration experts.

To restrict illegal immigration, Trump has promised to build a wall on the US-Mexico border and to deport illegal migrants living inside the United States.

Trump is also expected to take part in a ceremony installing his new secretary of homeland security, retired Marine General John Kelly, on Wednesday.

Wall along Mexico border

Trump's insistence that Mexico would pay for the wall was among his most popular proposals on the campaign trail, sparking enthusiastic cheers at his raucous rallies. Mexico has repeatedly said it will not pay for any border wall.

Earlier this month, Trump said the building project would initially be paid for with a congressionally approved spending bill and Mexico will eventually reimburse the US, though he has not specified how he would guarantee payments.

Trump will meet with Mexican President Enrique Pena Nieto at the White House next week.

Our Foreign Policy big wigs have clearly not learned the lesson of a similar bilateral declaration on Terrorism involving Saudi Arabia where the Mohammadden Terrorist Fomenting Islamic Republic of Pakistan was similarly not named. The lesson is that for a Sunni Mohammadden majority nation like the United Arab Emirates (UAE), the declaration may have nothing to do with the Sunni Mohammadden majority Mohammadden Terrorist Fomenting Islamic Republic of Pakistan that our Foreign Policy establishment thinks that the UAE has signed on for via the declaration but instead has everything to do with that other Islamic Republic, the Shia Mohammadden Islamic Republic of Iran which is of no interest to India as a fomenter of Mohammadden Terrorism. A taxi driver who refused to pick up a blind couple because letting their guide dog in his cab was 'against his religion' has been ordered to pay almost £600.Charles Bloch, 22, and his girlfriend Jessica Graham, 21, booked a ride with Leicester cab firm ADT Taxis in July, last year. The pair, who were both born with a visual impairment and are registered blind, were with Mr Bloch's guide dog Carlo.But when driver Abandi Jamal Kassim arrived to pick them up, he would not allow the dog into his cab.
The Muslim driver told Mr Bloch 'For me, it is about my religion.' Mr Bloch told Mr Kassim that refusing to allow the guide dog into the taxi was 'against the law'.
It is a well-known fact that Muslims are "biased" against dogs , but many so-called moderate Muslims keep dogs as pets . Well known examples are Jinnah, "Father" of Pakistan, Musharaf Ex President of Pakistan and Imran Khan , leader of PTI ; does this mean that they are "doing" something against their religion . :roll:

Muslim woman wearing hijab attacked at New York’s JF Kennedy Airport
The Queen’s District Attorney’s office said Robin Rhodes went up to hijab-wearing Delta employee Rabeeya Khan as she sat in her office. According to Attorney Richard A Brown, the man then let out a stream of invective. Upon inquiring what she had done to him, Rhodes said “you did nothing” before striking her and hurling abuse.

Lesson: In Rome, do as the Romans do !. Don't advertise your so-called religiosity !

Muslims fear that Donald Trump's visa ban will boost terrorist groups

CAIRO: Across the Muslim world, the refrain was resounding: President Donald Trump's freeze on refugee arrivals and visa requests from seven predominantly Muslim countries will have major diplomatic repercussions, worsen perceptions of Americans and offer a propaganda boost to the terrorist groups Trump says he is targeting.

Trump's stance has been evident since the early days of his campaign, when he advocated a "complete and total shutdown" of all Muslims entering the United States.

Trump has since softened his language, casting his order Friday as a way to keep terrorists, not Muslims, out of the United States.

"We don't want them here," Trump said as he signed the order at the Department of Defense . "We want to ensure that we are not admitting into our country the very threats our soldiers are fighting overseas."

But in interviews with dozens of officials, analysts and ordinary citizens across Muslim-majority countries, there was overwhelming agreement that the order issued Friday signaled a provocation: a sign that the US president sees Islam itself as the problem.

"I think this is going to alienate the whole Muslim world," said Mouwafak al-Rubaie, a lawmaker and former national security adviser in Iraq.

"Terrorists can say, 'See, their aim is not terror but Muslims,'" said Ilter Turan, a professor of international relations at Bilgi University in Istanbul.

For years, US policy in much of the Muslim world has been an exercise in pragmatism, framed by a transactional ethos and the bloodshed of several wars.

Yet even as President George W Bush and then President Barack Obama launched military action or covert strikes, they publicly stressed that they were committed to religious tolerance and that there was no US war on Islam.

Now, according to some of America's most experienced veterans of Arab diplomacy, that important distinction has been compromised — and along with it the US relationship with the very people it is seeking to befriend.

"The Islamic State says it is leading the war against the US," said Ryan C Crocker, who served as the US ambassador to five Muslim countries, including Afghanistan, Iraq and Lebanon, between 1990 and 2012. "Now it only has to pump out our press releases to prove that."

Trump's executive order will alienate the pro-Western elites that Americans turn to for help in Muslim countries, Crocker said. And it broke promises to people who have risked their lives to help US soldiers or diplomats.

"You know, we can be cynical about these things, but values count," Crocker said. "This is a core identity of ours that we are repudiating in a very callous fashion. What do we do — get a new inscription on the Statue of Liberty?"

The ban on entry to the United States will affect citizens of Syria, Iran, Iraq, Somalia, Sudan, Libya and Yemen, who will be prohibited from entering the country for 90 days until the Trump administration tightens visa controls that many feel are already excessively stringent.

Refugees from Syria, whom Trump portrayed during his election campaign as potential Islamic State infiltrators, will be barred indefinitely from the country.

But even in countries not directly affected by the ban, it sent a dispiriting signal.

"It gives the impression that America is no longer the country it used to be," said Ammar Ali Hassan, a prominent Egyptian novelist. "It is no longer open to skilled people from across the world. It is no longer the land of dreams."

Muslims in many Western countries have felt the brunt of paranoia and discrimination as Islamic State attacks have continued in the past year and the public furore over immigration has grown.

In France, armed police officers confronted a Muslim woman on a beach and forced her to remove her clothing as part of a ban on burqa-like swimsuits. Hate speech against Muslims soared in Britain after the vote in June to leave the European Union. There have been numerous reports of Muslims being harassed in the United States since Trump's election.

Now Muslims from abroad face the prospect of "extreme vetting" to enter the country — if they can secure a visa at all.

On Wednesday, Trump, in his first television interview as president, framed his policy in the tones of a wider religious conflict when he referred to the Islamic State as a product of the Middle Ages that singles out Christians for execution, although the group has killed countless Muslims around the world.

On Friday, Trump said that once the United States resumed the intake of refugees, Christians would receive priority. Until recently, "If you were a Muslim you could come in, but if you were a Christian, it was almost impossible," he told Christian Broadcasting News.

In fact, the United States accepts tens of thousands of Christian refugees+. According to the Pew Research Center, almost as many Christian refugees (37,521) were admitted as Muslim refugees (38,901) in the 2016 fiscal year.

Many Muslims have long viewed America's vision of itself as hypocritical and its idealism as degraded. After years of grinding war in countries like Afghanistan and Iraq, there is a growing belief that even many Americans do not truly believe talk about America being a "shining city on the hill" that seeks to do good in the world.

"Trump has dispensed with the politeness, but that wasn't fooling people before," said Karl Sharro, a Lebanese-Iraqi architect and commentator who is based in London. "In being honest about these draconian measures, a lot of people will say that at least we know where we stand now."

In a recent article for Politico, Sharro drew on the growing similarities between the US political scene and those of many Arab countries, with allegations of vote rigging, feuds involving the security services, accusations of foreign meddling and vicious arguments between the country's leader and the media.

"I just collected what everyone is saying in Arab countries," he said. "It's a kind of schadenfreude."

Sharro said he was insulted by suggestions that the visa ban might help create a new cadre of radicalized Muslims.

"The assumption that these people are going to flip into terrorists and start attacking the United States is driven by some very condescending liberal assumptions," he said.

Visiting the United States can already be a demeaning process for many Muslims. Refugees have to go through an exhaustive 18-month security clearance program, while visitors on tourist or business visas have complained of being sometimes singled out at US airports.

"Only Americans suffer from the delusion that Muslims are not already being extensively racially profiled at immigration counters when they enter the United States," said Ali Dayan Hasan, a human rights consultant from Pakistan who has regularly visited the United States since 2001.

Notably, even though Trump's ban is ostensibly based on security concerns, it excludes countries like Saudi Arabia, the United Arab Emirates and Pakistan, whose citizens have been responsible for some of the most serious terrorist plots against the United States since 2001. Those countries are harder to push around. Pakistan has nuclear weapons, Saudi Arabia is a major source of oil, and the United Arab Emirates is a major source of investment. Trump's company has a golf club in Dubai and holdings related to a possible hotel venture in Saudi Arabia.

Arab leaders in countries unaffected by the visa ban may not respond with outright criticism of the United States, possibly waiting to see what active steps Trump takes in the region's many crises.

There is also a question of moral debt. Many Iraqis and Afghans who have worked for the United States since 2001, often as interpreters, say they were promised resettlement in the United States to save them from attack at home. During the Obama administration, a program to grant special visas to interpreters was continued, even as the process was delayed by resistance in Congress and ever stricter security screening procedures.

The new measures announced by Trump now place those promises in jeopardy, said Crocker, who since retiring from the foreign service has helped several interpreters get resettled in the United States. The measures, he said, also send an ominous message to anyone who might consider working for the US government in the future.

"We are effectively saying to past, current and potential future interpreters," he said, "that we want them to work with us and risk their lives in the field — confident in the knowledge that they will be hung out to dry."

... and when the inevitable spate of muslim terror attacks hit the US, and the western media immediately blames the muslim ban (thus blaming by the victim, as it were), this will only turn more Americans against their media and harden their resolve that Islam is a dangerous ideology. This will force the west to finally recognize Islam for what it really is.

That elusive Clash of Civilizations might end up materializing after all.

Trump's refugee policy raises a question: How do you tell a Christian from a Muslim?
In President Trump’s telling, the Middle East is a place where Christians run a daily gantlet of persecution, threatened at every corner by religious zealots eager to chop off their heads. The U.S. government under previous administrations, he alleged, showed little pity.
If you were a Muslim, you could come” to the U.S., he said in an interview with the Christian Broadcasting Network on Friday, “but if you were a Christian, it was almost impossible.”In an executive order he signed Friday, he suspended refugee resettlement from seven Muslim-majority countries for 120 days. (Late Saturday night, a federal judge in New York issued an order halting the removal of refugees or others who hold valid visas to enter the U.S. The order appears to affect up to 200 people who were detained in transit to the United States.)
All the countries falling under Trump’s ban — Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen — have small but significant Christian minorities. Though some communities arose in separate enclaves, often Christians are integrated within larger urban centers.Often they are physically indistinguishable from their non-Christian compatriots. Names are of little help; only some, like Mohammad, Ahmad and Mustafa (all names of the prophet Muhammad) clearly mark a person as a Muslim. Others give no clue.

Nothing Trump has done so far is anywhere near as fanatic as what Moslem countries do to Jews and no doubt other groups. Jews are not allowed into Saudi Arabia at all, it doesn't matter where the Jews are from, and of course Israelis are out of the question. I am pretty sure other Moslem majority countries have similar bans in place.

And where is the Moslem protest or opposition over those policies? Hmmmmmmm

The West is still in good shape, India is far greater danger, with places like Mallapuram where you can't get lemonade during day time in Ramzan and Ramanadapuram districts barring non muslims walking the street and many folks thinking as long as they are modi such behaviour is ok.

CAIRO: Supporters of Islamic State mocked US President Donald Trump's decision to deny entry to citizens of seven Muslim- majority countries, saying it would fail to stop attacks in the United States and help win new militant recruits instead.

"Your decision will do nothing. Attacks will come at you from inside America, from Americans born in America with American parents and grandparents," one Islamic State supporter posted on Telegram, an encrypted messaging app.

In a move he said would help protect the United States from terrorists, Trump signed an order on Friday suspending the entry of people from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for at least 90 days. Admission of all refugees was halted for four months, and for Syrians indefinitely.

The sweeping travel curbs took effect immediately, wreaking havoc for would-be travellers with passports from the seven countries and prompting an international outcry.

Islamic State, which has been fighting military assaults on several fronts in its heartlands of northern Syria and Iraq, has made no formal comment on Trump's ban. But some sympathisers took to social media to pour scorn on immigration restrictions they said would serve Islamic State's cause.

"Trump bans Muslims from entering America and kills them in Yemen, Iraq and Syria, then threatens them ... the wretch does not know he presents an invaluable service to Islamic State," a supporter calling himself Salem al-Mosuly wrote on Twitter.

An Islamist channel on the messaging app Telegram called "Scholars of Haq", monitored by US monitoring service SITE, asked whether Trump's policies meant he was currently the best "caller to Islam" - someone who attracts new believers.

Of the first 48 users to respond, 34 answered that he was, according to SITE. SITE quoted one respondent, Abu Magrebi, as saying: "What Trump has done has clearly revealed the truth, and harsh reality behind the American government's hatred towards Muslims."

"What is Trump doing to his country? He just become president and already people (are) protesting against his policy, and worldwide countries criticising him. Trump will bring American down God willing," Abu Magrebi wrote in another post monitored by SITE.

By Monday morning, the Scholars of Haq channel had been taken down, along with several other channels on which Islamist militants had posted responses on Sunday.

Other Islamic State supporters mocked an order issued by Trump on Sunday requiring his joint chiefs of staff give him a plan, in the next 30 days, to defeat the militant group.

"The Crusader Trump has made himself an unthinking Pharaoh. The despicable Crusader forgets the reckless utterances of Bush Junior and the mule Obama before him. They did not succeed and by the grace of God we will rub his nose in the mud as we did his predecessors," wrote user Turjman Al Asawirti on Telegram.

True. It's a weird thing when you read this thread, full of our smug denunciations of the idiot western liberals and their dhimmitude. We scoff at their seemingly infinite capacity for naivete; their inability to recognize Islam for what it is. But meanwhile, the vast majority of our own countrymen refuse to even acknowledge the elephant in the room here, at home. What are we kaffirs going to do, ultimately, about our own Islamic problem? Muslims will soon comprise more than 30% of our population if they don't already. Why is Europe doomed to Islamification but we are not? Is it that we Hindus, Sikhs & Christians just know how to handle muslims and keep them on good behaviour? What is our secret because we better have one. Agreed, the yellow matters hit the fan long back, but there is no constitutional solution to this problem. The only way we deal with it is timely riots like 92 and 2002. Even in those the greens have been having a state sponsored upper hand in the last decade.
I have a Christian Egyptian colleague. He narrated a brief history of what happened in his home town back in Egypt when muslims were genociding Christians silently in the begining. There were a few brf like Christians who were ahead of the curve and had seen it coming so they stacked up with guns and what not and prepared for eventualities like foreign travel, while the rest of the community were laughing at their paranoia. Today he has lived to tell his tale but lost many of his ignorant friends and family. This is what will happen unless Ram sends Hanuman as usual and snatches Sanatan survival from the jaws of doom

People were looking at Modi as 'the' solution for the Hindu woes up until 2014 which was a wrong assessment in the first place. He may be the solution to a lot of other problems but not the core Hindu issues. Like every situation, there are many solutions to this problem or issue. An easy one is to emigrate to safe lands where one feels relatively free and safe. But it's not easy or feasible for everyone. That's all. There are no imaginary or tangible yardsticks implied here. Hope that clarifies.

First of all I am misquoted in quotes, I think this Europe is being Islamised fear is from the people who emigrated here. They are afraid of the problem In India could follow in Europe and USA in a generation or 2 and thier children will have to face it.

Regarding India there are no Silver bullets, it will take atleast 15 years to undo the damage done in 2004-14 period and which continues in places like WB today.This is a long term battle if we don't want to end up like American Indians or Yazidis or Aborgines in Australia. Radical approaches disrupting everything will get us no where. The other side is totally committed but never openly states they want a post Hindu India. Yesterday a 1000 year old Ganesh statue was broken JNU backed Maoists in Chattisgarh just to keep thier theories afloat. Today they say Rani Padmini never existed, Pandits left voluntarily, there was no genocide in 1947 and 1971, Nationalism in India is very bad and dangerous, Tribals are different and need to be separate, Yet we will keep blaming Modi and let us vote for INC and others who stand for all these things.

Would like to convey my thoughts reg. how many Indians think and react with respect to Islam, not only on forums but in real life too.

Yes, I agree that terrorism is a problem. But what many Hindus don't realise is that islamophobia will affect us too. For racists, the word Muslim is just code for anyone who isn;t lily white, so even us Hindus may suffer as a result. Unfortunately, most hindus don';t seem to realise that - every time someone in the west stands up to muslims, hindus are celebrating, not realising that those bigots are standing up to everyone who isn't white, not just Muslims.

Fighting terrorism and fighting islamophobia arent mutually exclusive.

Just wanted to convey this, as I am frustrated by the hindu right wing rhetoric.

Well said Suresh, I myself have experienced this kind of ignorance. A large number of Americans are barely aware of Hindus and Hinduism, even after all these years. There was one particularly sick, perverted incident following 9-11, an enraged trucker drove his vehicle right into the gate of a Jain ( not even Hindu) temple in New Jersey, and caused damage to the structure.

Mercifully, there have not been any mass attacks on Hindus and Indians. It's more the ignorance that is dismaying.

Like every situation, there are many solutions to this problem or issue. An easy one is to emigrate to safe lands where one feels relatively free and safe. But it's not easy or feasible for everyone. That's all. There are no imaginary or tangible yardsticks implied here. Hope that clarifies.
1400 yrs of history has pointed to only one solution - laato ke bhoot bato se nahi maante. If not by force and domination there is no civil way to stop the parasitic spread of Islam on the Host any where in the world. No walls or policies are strong enough. Once Trump goes expect an exponential increase in their agenda there. As far as India is concerned we have to literally strengthen each citizen with defence and offence tactics. This will be needed by the next generations. It can be done under the guise of shakhas or self defense seminars. But much needed. With every passing riot one gets the feeling that muslims are more prepared with weapons, political assessment etc. Thats a worrying factor

Yes, I agree that terrorism is a problem. But what many Hindus don't realise is that islamophobia will affect us too. In which case Hindu’s resident abroad and fearing what you say, should pack their bags and return to India rather than look to the Taxpaying Resident Indian’s to provide a crutch by agreeing to notions that gives a pass to the global scourage of Mohammadden belief based violence out of fear for the well being of non Mohammadden Indian origin persons who have forsaken India for greener pastures abroad.

Stuff any equal = equal “concern” over what Mohammaddens have brought upon themselves by not policing their own flock stringently enough. Be assured that “racist” foreign populations messing with Resident Indian’s travelling abroad for any reason, including “Muslim being code for lily white”, will not go unchallenged by our Government and also believe that India is not helpless in this matter.
